Schlosser assured that there are doctors and

hospitals on standby to attend to such concerns. The vaccination for the Priority A-1, A-2, A-3 and A-5 is also ongoing in all 59 vaccination sites all over the city. The City Health Office (CHO) also manages 21 sites, nine sites are in the hospitals, and 29 sites are for sectoral vaccination.

Evangelista has quickly dispatched two doctors and eight nurses in said barangay to assist and provide health and sanitation services to the affected residents. He said the local government has immediately provided potable water to affected areas to ensure the outbreak would not escalate. MHO administrator Charlemagne Fernandez said that based on the initial findings of the investigation

the water system source in the area was possibly contaminated because of the water’s poor quality due to poor chlorine disinfection that caused the outbreak. Such finding was based on the ocular inspection conducted by the Sanitation Team and random interviews with the Tulalian Water Association (TUWASA) personnel, he said. Fernandez, however, said the result of the initial probe is not yet conclusive

as the official result of the microbiological water analysis is expected to be released on Monday. Apart from this, Fernandez said the MHO was also waiting for the results of the 15 patients who were subjected to rectal swabbing that would help them determine the bacteria in the patients’ feces. The incidents were first reported on Wednesday (July 14) after three

Electricity woes derail Tagum’s growth: Rellon

P

roblems bedeviling the electric power supply are stunting the economic growth of Tagum City, Mayor Allan Rellon complained. Rellon who has been an elected official of Tagum for more than two decades starting with being city councilor in 1998 made the statement in an interview posted by website newsline. ph. He said that the city government has to cough out a budget so it can put up posts and other power distribution needs to provide its projects electricity because its service provider, the North Davao Electric Cooperative (Nordeco), does not have a clear program that will help the city ensure that the need for additional electricity supply is fulfilled. “One of the weaknesses of the city of Tagum is power, and we have to address that,” Rellon admitted, explaining his action to use

some of the city’s funds for programs that are supposed to be the obligations of the cooperative. He said the development programs of the city government ”are useless if there are no facilities (including power) and if we depend on Nordeco,” as even problems that are supposed to be the responsibility of the electric cooperative are brought to the attention of the city government. Rellon was among the local chief executives, headed by Davao del Norte Gov. Edwin I. Jubahib, who signed a petition in December to transfer to Davao Light and Power Co. (Davao Light) the remaining area of Davao del Norte under the franchise of Nordeco. Only one of the town mayors did not sign the petition. Panabo City and the towns of Sto. residents sought medical help in the MHO after they complained of experiencing loose bowel movement, stomach pain and vomiting, the usual symptoms of diarrhea. This prompted the MHO to respond immediately and visited the barangay and found out that other residents reportedly fell ill with suspected diarrhea. As early as Thursday, the MHO had assisted the patients who fell ill as some

were recommended for admissions in hospitals for treatment. Municipal administrator Lawyer Elisa EvangelistaLapiña urged Tulalian Barangay officials to sit down with TUWASA to discuss how to improve the water supply in the barangay to avoid future outbreaks. She said the LGU is readily available to guide and improve water services delivery in the area.

Mayor Sara Duterte-Carpio may be unconscious of what she has made amongst her team and Dabawenyos in general, but her leadership has brought to fore many leaders surrounding her. People around Mayor Sara stepped up to the call during the very challenging times of the pandemic. It’s not over yet and barely has it but by the looks of it, Davao City has a strong team both in government and the private sector to lead the fight against Cpvid-19 down to its most feared version yet--the Delta variant. The improvement, albeit slight, from MECQ to GCQ beginning last July 16 and temporarily until the end of the month is a testament that Mayor Sara’s stewardship of the city government in harnessing its resources along with that of the private sector is

Only a month ago, Vice President Leni Rebredo said the presidential daughter has a lot to learn in leading the city’s battle against the deadly virus and should learn a thing or two in harnessing private sector and medical society involvement. By now, the Vice President can chew her own words.

Mayor Sara was recently hailed top local executive by a social weather station survey. That is perhaps the confirmation of a winning formula that’s based on teamwork. Sara gave credit to Dabawenyos in general for doing their part in sacrificing and keeping patient of the ever changing restrictions imposed in the city. It’s never easy but yes, Dabawenyos deserve the credit from the Mayor. In the same way as she deserves a pat in the back from all of us. ANTONIO M. AJERO Editor in Chief

OF BROKEN HEARTS, UNPAID DEBTS, SCREENSHOTS AND JUSTICE THROUGH THE SMALL CLAIMS COURTS “Dear IBP, Akong gipautang akong ex boyfriend og pa 80,000 kay ipangbayad pud niya sa iyang utang sa iyang boss. Wala miy kasulatan kay siyempre i trust and loved him before. Karon nagbulag mi and wala ko niya gibayaran na for 3 years na ang nilabay. I keep sending him a message to pay me back but he blocked me. I only have our messenger conversation screenshots as proof nga nangutang siya sa akin. The Broken Hearted CredDear Broken-Hearted Cred-

itor,

First of all, a trust worthy and broken heart does not extinguish any payment of debt. As provided under Article 1233 of the New Civil Code of the Philippines, “payment, [which is one of the means of extinguishing an obligation] shall not be understood to have been paid unless the thing or service in which the obligation consists has been completely delivered or rendered as the case may be.” Thus, in your case, not only was your debtor ex boyfriend obligated to take care of your love and not break your heart but he had the obligation to repay his loan of PHP 80,000.00 regardless of the trust and love that you gave him. Considering that your case involves a payment of a sum of

money (i.e. a contract of loan) that does not involve a sum exceeding Four Hundred Thousand Pesos (PHP 400,000) or Three Hundred Thousand Pesos (PHP 300,000.00), depending on where you reside then your case falls within the Small Claims Court which maybe filed in the city where either you or your ex-boyfriend resides for a small claims case is commenced by the filing with the Metropolitan Trial Court, Municipal Trial Court in Cities, Municipal Trial Court and Municipal Circuit Trial Courts an accomplished and verified Statement of Claim, accompanied by the Certification of Non-Forum Shopping Splitting a Cause of Action and Multiplicity of Suits and two (2) duly certified photocopies of the actionable document/s

subjects of the claim, as well as the affidavits of witnesses and other pieces of evidence to support the claim (Section 6 of the Revised Rules of Procedure for Small Claims Cases, as amended by Republic Act No. 7691). Notably, you do not need a lawyer to represent you when it comes to Small Claims, as you can represent yourself as this is a Summary Procedure. Since you stated that you have screenshots to prove the contract of loan, then under the Rules on Electronic Evidence, a screenshot of your conversation about the contract of loan can be considered as an electronic data message or evidence to prove your contract of loan and, consequently, his non-payment as an obligation which your ex-boyfriend still

has towards you. Do not let your love, and your broken heart dismay you for you still may find justice through the Small Claims Courts, our dear broken-hearted creditor. Once your debt is proven, and no payment has been made, hopefully your broken heart will be mended as quickly as this Summary Procedure will end. The above legal opinion is based solely on the appreciation of the facts and problem given and stated above. The opinion may vary when other facts, circumstances, and situations are stated. HENRYLITO D. TACIO THINK ON THESE!

HUNGER IS INEVITABLE “Food is literally the most important thing in the world. It is not even next to life, because it is life itself. Deprived of the right to food, man knows no other. For the hungry, there is no dignity, no human rights, no rule of law, no liberty, no celebration of the spirit… the most crucial task before the world community today is to assure that enough food is available at the right place, at the right time, and at the right price.” -- Arturo R. Tanco, Jr., president of World Food Council

*** We buy meat, fish, fruits and vegetables, cook them, and eat them. But during the pandemic, it became harder for us to buy those as there was a lockdown. With no income, most people didn’t have the money to buy food. If hunger was a problem in the past, it becomes more prevalent, relevant and inevitable during the coronavirus disease 2019 (COVID-19) pandemic. A new report, jointly published by five United Nations agencies – Food and Agriculture Organization (FAO), International Fund for Agricultural De-

velopment (IFAD), UN Children’s Fund (UNICEF), UN World Food Program (WFP), and World Health Organization (WHO) – has confirmed this. “There was a dramatic worsening of world hunger in 2020, much of it likely related to the fallout of COVID-19,” said this year’s edition of The State of Food Security and Nutrition in the World. The five UN agencies define hunger as “an uncomfortable or painful sensation caused by insufficient energy from diet.” It also means “food deprivation” and “not eating enough calories.” Already in the mid-2010s, hunger had started creeping upwards, dashing hopes of irreversible decline. “Disturbingly, in 2020, hunger shot up in both absolute and proportional terms, outpacing population growth; some 9.9% of all people are estimated to have been undernourished last year; up from 8.4% in 2019,” the report stated. Last year, “around a tenth of the global population – up to 811 million people – were undernourished.” More than half of all undernourished people (418 million) live in Asia, which includes the Philippines.

Some years back, the Philippines was listed by FAO as one of the 13 low-income food-deficit countries in Asia (“those that do not have enough food to feed their populations and for the most part lack the financial resources to pay for imports”). The other twelve countries -- most of them thickly populated -- were Bangladesh, Bhutan, Cambodia, China, India, Indonesia, Laos, Maldives, Mongolia, Nepal, Pakistan, and Sri Lanka. The new report is the first global assessment of its kind in the pandemic era. Previous editions had already put the world on notice that the food security of millions – many children among them – was at stake. “Unfortunately, the pandemic continues to expose weaknesses in our food system, which threatens the lives and livelihoods of people around the world,” the report’s foreword said in part. Malnutrition – the condition associated with deficiencies, excesses or imbalance in the consumption of macro- and/or micronutrients – persisted in all its forms, with children paying a high price in 2020.

“Over 149 million under-fives are estimated to have been stunted, or too short for their age; more than 45 million wasted, or too thin for their height; and nearly 39 million overweight,” the report said. In the Philippines, malnutrition among Filipino children below the age of five has changed very little over the past 10 years, according to Carin van der Hor, Country Director of Plan International. “The reduction of child malnutrition has been alarmingly slow,” said Hor, who convened the Koalisyon Para Alagaan at Isalba ang Nutrisyon (KAIN) in last year’s Hunger Summit organized by the National Nutritional Council. Citing the National Nutrition Surveys done in 2011, Hor said that children below five years old who are underweight remain at 20 percent while children who are below the average height-to-age ratio remain at 30 percent. But that’s not all. “A full three-billion adults and children remained locked out of healthy diets, largely due to excessive costs,” the new report

said. “Nearly a third of women of reproductive age suffer from anemia.” Globally, despite progress in some areas – more infants, for example, are being fed exclusively on breast milk – the world is not on track to achieve targets for any nutrition indicators by 2030. According to the report, the pandemic has triggered brutal recessions and jeopardized access to food in many parts of the world. Yet even before the pandemic, hunger was spreading; progress on malnutrition was lagging. “This was all the more so in nations affected by conflict, climate extremes or other economic downturns, or battling high inequality” – all of which the report identifies as major drivers of food insecurity, which in turn interact. On current trends, the report estimates that Sustainable Development Goal 2 (Zero Hunger by 2030) will be missed by a margin of nearly 660 million people. “Of these 660 million, some 30 million may be linked to the pandemic’s lasting effects,” it stressed.

Light since 1976. Mario Angelo Sotto, Nordeco general manager, has earlier criticized people supporting the move for the province to source its power source from private entity, claiming that they are doing it for their personal interest. However, Rellon has accused the cooperative of politicizing the formation of its board of directors, saying that in the last two years, the city has not had any member of the board despite the fact that it is the biggest consumer. In the past the city had two members of the board, but one was fired, while the other was transferred to the management. He said he felt slighted as he wrote a letter in March to the cooperative to recommend two qualified individuals to become members of the board, but until now the management of the cooperative has yet to reply to the letter and that he was only told to let the two run in the Republic of the Philippines DEPARTMENT OF TRANSPORTATION Land Transportation Franchising and Regulatory Board Regional Franchising and Regulatory Office No. 11 Libby Road, Bago Gallera Davao City Application for a Certificate of Public Convenience to operate a TH FREIGHT TRUCK Service. election for members of the board which he believed would not happen because of the pandemic. He said he was told lately that his request would be accommodated, but Nordeco “has been two late the hero.” Rellon also lamented that Nordeco is not paying taxes to the city or the province even when the bulk of its consumers is in the province. Rellon said this is because the head office of the cooperative is in Montevista, Davao de Oro. He said that while the city government has included the cooperative in its special committees so that the entity could find solutions to the mounting power problems, the latter is instead using the city government to fill the gaps that it has failed to provide. Nordeco, the latter denied the application because it cannot put up posts. So it was the city government which decided to set up the posts. Rellon said he could understand if the challenges in the providing power to the city took place when Nordeco was still in a controversial position. But at present, the its new management has claimed it has improved its system, the mayor said the problems have persisted. The mayor was referring to a time when two factions were trying to outsmart each other in wresting the leadership of the cooperative, an issue that was eventually

resolved after President Rodrigo Duterte appointed a new management team and courts decided in favor of the faction affiliated with the National Electrification Administration. He said the Nordeco management told him there is enough supply needed for the growth of the city, but that it is not happening. “Why is the demand (for power not met)?” Rellon quipped. Rellon was the third local chief executive to come out criticizing the electric cooperative after Jubahib and Island Garden City of Samal Mayor Al David Uy.

the end of 2020, solidifying its position as the third largest oil player in the country. “Despite challenges and setbacks, we’ve remained determined and optimistic throughout this pandemic, and I’m glad that our efforts are bearing fruit,” said Phoenix President Henry Bong

BDO shares tips on convenient ways to do bank transactions

BDO Unibank is reminding clients that there are ways for them to do bank transactions between its branches (or BDO to BDO) with ease and at no extra cost. Here are the different means: • Use BDO’s new mobile wallet BDO Pay, where clients can Send and Request Money, Scan to Pay, Pay Bills, and more. Clients can pay straight from their BDO accounts -- no cash-in, no hassle. • Enroll and Access BDO Digital Banking. Funds can be transferred via Send Money to any BDO account anytime, anywhere. Clients may also enroll in a third-party BDO account for regular fund transfer. Credit to account is on a real-time basis. • For cash withdrawal, clients can use more than 4,400 BDO ATMs nationwide. Withdrawing from any BDO ATM using BDO cards is free of charge. However, if a client chooses to perform select over-the-counter transactions (deposit,

withdrawal, encashment, fund transfer) to a BDO branch other than his own, there is an applicable inter-branch or inter-regional transaction fee, as allowed by the Bangko Sentral ng Pilipinas (BSP) and also being implemented by other banks. A transaction is deemed an inter-branch deposit if it is done within the area code or where local call charges apply. On the other hand, a transaction is considered an inter-regional deposit if it is done outside the area code or where long-distance call charges already apply. BDO echoes the call of the BSP to bank clients to familiarize and understand the bank fees and charges as this is a key step to make the most of their accounts. “If you fail to understand the same, chances are that bank fees and charges are reducing your returns,” BSP stated in its published financial literacy manifesto. Fadullon. “As quarantine restrictions become more relaxed, and the country’s vaccination operations continue, safety remains as our top priority, but we are now more optimistic. In fact, our second-quarter has yielded stellar results, encouraging us to look forward to an

even more business-friendly environment.” Mr. Fadullon stated in May that its April business results exceeded pre-COVID levels for the first time since the start of the pandemic, and reiterated the company’s commitment to priorities, including providing

the best offer to customers, operational excellence, and accelerating growth. The company has also highlighted its focus on streamlining operations, improved resource management, and efficiency. Phoenix has maintained its standing as the third

largest oil company in the Philippines since last year. “We are proud and grateful that even with the difficulties that the pandemic has caused, we are able to continue cultivating our business while serving even more communities,” Fadullon added.

New player Beeinfotech PH fills in data center market gap M ANILA, PHILIPPINES — A new data center company is ready to power up businesses as Beeinfotech PH (Bee Information Technology PH Inc.) recently opened its first data center in the country. Beeinfotech PH’s multi-million-peso data center is the Philippines’ largest telco-neutral data center yet, tackling the market’s need for a telco-grade and tailored data center services provider. According to a report from Grand View Research, the global data center colocation industry is expected to have a 13.3% compound annual growth rate (CAGR) from 2021 to 2028, with the Asia-Pacific region leading . The Philippines, in particular, is expected to increase its rack space market to 400,000 sq. ft. by 2024 . Among the growth factors cited are the increased complexity of building and maintaining one’s own data center facility and the benefit of scaling up infrastructure to accommodate larger data volumes, which increased further during the pandemic. Beeinfotech PH’s objective is to propel the digital transformation of businesses by delivering resilient and flexible IT solutions. Its arrival comes at a pivotal time when companies are focused on meeting the increased digital demand brought by the COVID-19 pandemic and the Department of Information and Communications Technology (DICT) is accelerating the digitalization of government agencies and pushing for the same in the private sector to streamline processes and improve delivery of services. “The ongoing pandemic has pushed companies and even the government to bolster their digital infrastructure and integrate more digital-based solu-

tions to protect employees and better serve customers and the citizens. However, this endeavor can be difficult in the face of the economic impact of the pandemic and the increasing complexity in managing IT infrastructure. Our data center facility assists businesses in their digital transformation efforts by delivering critical IT management expertise and solutions that, once outsourced, can propel businesses further in their growth and development even in these difficult times,” said Reynaldo Huergas, Beeinfotech PH President and CEO. Philippines’ largest telco-neutral data center yet Located in Pasig City, the Beeinfotech PH colocation facility covers an impressive 19,000-square meter space spread across three floors of more than 6,000 square meters each. This gives Beeinfotech PH enough room to reach up to a 45U rack height and hold more than 3,000 racks, which is currently the largest number of racks within a single data center in the country. With such space to host servers and other mission-critical resources, businesses can offload their entire IT infrastructure management responsibilities to Beeinfotech PH and focus on achieving their goals. Bolstering connectivity and security As a telco-neutral data center, Beeinfotech PH’s facility allows clients to choose among multiple connections from different telecommunications providers. This setup allows clients to select the connection that best suits their interests and needs. Additionally, telco-neutrality adds redundancy to a company’s connection. For example, if one network goes offline, Beeinfotech

PH can simply transfer the client to another connection to maintain online accessibility. The data center also provides bespoke colocation solutions which can reduce a company’s IT costs. Its floors follow the Open Design and Elastic Floor concepts so that Beeinfotech PH can meet certain client’s specifications such as special enclosures, zoning, and caging. Both designs make it easier to scale resources up or down, thereby providing a fully-OpEx model where clients only pay for the resources they need and use. In addition, the Beeinfotech PH data center houses three dedicated sites that companies can utilize against the effects of the pandemic and other challenges in the future. Its Security Operations Center (SOC) gives companies protection against cybercrime as it detects, analyzes, and immediately responds to incoming threats such as DDoS attacks and phishing. Meanwhile, its Network Operations Center (NOC) monitors the entire network and maintains uptime at all times. Lastly, the Disaster Recovery Site is a specialized facility that organizations can use to recover and restore their infrastructure in case of disasters. By offering the three salient features, Beeinfotech PH delivers the resiliency that companies need to adapt and recover easily. Aside from enabling companies, Beeinfotech PH’s objective is to become a gateway for opportunities going to and from Asia. Beeinfotech PH will leverage its footprint across the region and serve as the new gateway hub both for international companies seeking to enter the lucrative markets in the region and for Asian companies seeking global expansion.

PH, Brunei sign double taxation pact to bring investments, jobs T DBM chief eyes improvement in agencies’ budget utilization

I

mprovement of the various government agencies’ processes in budget utilization is expected among the keys to address the seeming underspending, Budget and Management Secretary Wendell Avisado said. In a virtual briefing on Friday, Avisado said the Department of Budget and Management (DBM) does not know the expenditure patterns of the various agencies but some policies need to be heeded. “On our part, we have done our share. We have released their budgets so they can implement their programs unhampered,” he said in mixed English and Filipino. Avisado said “it’s just a matter of really improving on (the) probably the system and, barring any unfore-

seen circumstance, they’ll be able to improve on their budget utilization rate.” In a statement on Friday, the DBM said the agency released around 85.1 percent of this year’s PHP3.83-trillion national budget as of end-June. Total releases to line departments have reached PHP2.38 trillion, or about 90.1 percent of the total, and is an improvement from the 79.8 percent rate in the same period last year. “The DBM has fully released the respective allotments of most departments, including the PHP176.66 billion FLR (for later release) appropriations of the Department of Social Welfare and Development for the implementation of its various social amelioration programs,” the statement said.

Resumption of oil exploration in WPS, gain from Hague ruling

D

epartment of Energy (DOE) Secretary Alfonso Cusi said one of the gains of the country from The Hague ruling in 2016 was that the country pursued oil and gas exploration in the West Philippine Sea. Last October, President Rodrigo Duterte lifted the moratorium on oil and gas exploration in the West Philippines after the late former President Benigno Aquino III suspended exploration activities in the West Phil-

ippine Sea due to tensions with China over the disputed waters. Cusi said his office has endorsed the awarding of three new petroleum service contracts located in the West Philippine Sea to the Office of the President. “These activities are concrete and explicit forms of the enforcement of sovereign rights consistent with our real gains in the South China Sea Arbitral Award,” Cusi said in a statement Friday.

he Philippines and Brunei Darussalam have signed an agreement aimed at eliminating double taxation and preventing fiscal evasion on taxes on income arising from cross-border transactions between these two Southeast Asian countries. The agreement was signed by Philippine Finance Secretary Carlos Dominguez III and Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, the Minister at the Prime Minister’s Office and Minister of Finance and Economy II of Brunei Friday on behalf of their respective governments. Dominguez said this Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion With Respect To Taxes on Income (double taxation

agreement or DTA) is expected to further strengthen economic cooperation and enhance investment flows and economic activity between the two countries. He assured the Philippines’ commitment to continue and deepen the coordination with the tax authorities of Brunei in ensuring the proper implementation of the DTA and the enforcement of relevant tax laws. “This agreement will serve us well as we bounce back from the ravages of the

global health crisis. It will further ease trade in goods and services between our two countries. Moreover, it will strengthen our economic cooperation and enhance investment flows and economic activity across our borders,” Dominguez said at the signing ceremony. Dominguez thanked the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, who witnessed the signing of the DTA, “for bringing this document to fruition.” “I look forward to heightened cooperation between our two countries as we both exert all our efforts to recover from the pandemic and rebuild the best possible future for our two peoples,” he said. Dominguez said the signing of the DTA will further elevate the “close, warm

and mutually beneficial” partnership between these two countries that have enjoyed strong ties since both established full diplomatic relations in 1984. The DTA will strengthen the Philippines’ commitment in the Asean Forum on Taxation (AFT) to complete a network of double taxation agreements among the member-states of the Association of Southeast Asian Nations (Asean). On top of enhancing bilateral relations with Brunei, the DTA is also expected to create more jobs for Filipinos in both countries, given that addressing the adverse effects of double taxation can help bring in more foreign direct investments (FDIs) from Brunei to the Philippines or get our workers employed in Brunei.

that are working together for the implementation of climate change mitigation and adaptation projects on a global scale,” Herbosa said. DBP is the sixth-largest bank in the country in terms of assets and provides credit support to four strategic sectors of the economy –infrastructure and logistics; micro, small and medium enterprises; the environment; and social services and community development. The GCF was created in

2010 by the UNFCCC, along with 194 governments, to provide financing and technical support to developing countries to shift to low-emission and climate-resilient development while helping vulnerable societies adapt to the inevitable impacts of climate change. Under the mechanism, the GCF may be tapped by AEs and delivery partners, which work directly with developing countries for project design and implementation.

traightaway on opening day of the PBA Philippine Cup, Rain or Shine readily made a bold statement it remains as one of the league’s best defensive teams.

The Elasto Painters forced NLEX to a 34 percent field goal shooting and denied the Road Warriors a chance to steal the win at endgame by contesting a possible Anthony Semerad game-winner to preserve an 83-82 victory in Friday’s opener at the Ynares Sports Arena in Pasig.

Rey Nambatac and Beau Belga converted crucial baskets down the stretch, before the Elasto Painters turned on the defensive switch by forcing Semerad to go for a difficult double pump in the Road Warriors’ final offensive play for the win. “Defense is on our DNA,” Chris Gavina proud-

Nambatac finished with 19 points and eight rebounds, while Belga added 17 points, seven rebounds, and five assists for the Elasto Painters, who led by as many as 72-62 early in the fourth period.
