ifty-three indigenous peoples (IPs) belonging to the Ata Manobo tribe including 30 minors have returned to their ancestral land in Sitio Dulyan, Talaingod, Davao del Norte on Wednesday after they were fetched by Talaingod’s municipal bus, van and dump truck from UCCP-Haran where they stayed for more than three years. In a statement issued by the Police Regional Office in Region 11 (PRO-11), the

IPs decided to go back to Talaingod after their tribal leader, Datu Doloman,

left them at UCCP-Haran which made them realized the difficult life that they endured inside Haran’s premises. PRO 11 director Brigadier General Filmore Escobal is optimistic that this development will finally end the deception and exploitation of the people and organization which have been using the IPs to get funding from local and foreign donors, wherein

Guesting during the latest edition of Kapihan sa DavNor, DPWH Regional Information Officer Dean I. Ortiz mentioned the Nabunturan to Laak Road in Davao De Oro; Nabunturan to New Corella Road (Davao De Oro to Davao Del Norte); Monkayo to Boston (Davao De Oro to Davao Oriental), and New Bataan to Baganga Road (Davao De Oro to Davao Oriental). Assured of budget, these interprovincial roads “are the missing links and bypasses” among the three adjacent provinces that Ortiz considered as essential in the economic and tourism

development, and in trade and commerce. In the five years of President Rodrigo Duterte’s term, DPWH XI has been allotted P245.78 billion budget which enabled 6,399 projects in the whole region. For this year alone, it has a budget of P54.49B for 1,501 projects. Davao De Oro has a share of P9.28B,; Davao Del Norte; P6.4B; and Davao Oriental has P7.7B. Ortiz further explained that the road infrastructure projects would also serve as major portals to other regions. DOST wants virology research institute set up in Mindanao

T

he regional office of the Department of Science and Technology (DOST 11) is looking at one final request as President Rodrigo Duterte’s six-year term is drawing to a close in 2022 and that is the establishment of a virology research institute in Mindanao. “The next step for us here in Mindanao is to come up with a virology R&D agenda. Para dili lang ang Luzon ang maghimo sa research kay naa man ta mga problema pud diri sa Mindanao labi na sa tanum kay kita man ang food basket sa country. Daghan mga tanum nga magkasakit tungod sa viruses apil pod ang mga

DOF chief cites ALI support to PH economic recovery, vax program

D

epartment of Finance (DOF) Secretary Carlos Dominguez III has cited Ayala Land Inc. (ALI) for supporting the country’s economic recovery through investments and job creation, as well as the government’s vaccination program. “The company has greatly contributed to our growth through its investments in property development that created many jobs and attracted numerous business opportunities nationwide,” he said during the 30th anniversary of ALI’s listing in the Philippine Stock Exchange (PSE) Friday. Dominguez said ALI conducted last year its PHP13.6-billion real estate investment trust offering (REIT), marking the first REIT listing in the country, even amidst the coronavirus pandemic. “This landmark issuance opened the road for more REITs to come to the market and provide attractive and dependable investment opportunities for the average Filipino,” he said. Dominguez said it pioneered last April the listing in the capital market of a corporate bond and issued using

electronic means. He also thanked the company for playing a critical role in the government’s coronavirus disease 2019 (Covid-19) vaccination program, with its malls and other properties being utilized as inoculation centers. “With the faster rollout of our national vaccination program and recovery measures, the Duterte administration is very optimistic that we can rapidly contain the spread of Covid-19 and bounce back strongly from this global health and economic crisis,” he added. Apart from these initiatives, Dominguez, who is concurrent chairman-designate of the Climate Change Commission (CCC), said ALI has also built green spaces throughout the country in line with the government’s climate change initiatives. Securities and Exchange Commission (SEC) chairman Emilio Aquino said ALI has already developed four sustainability focus areas that are aligned with the UN Sustainable Development Goals even before the Commission published the guidelines on the submission of the sustainability reports in 2019.

PH approves GMO ‘golden rice’ for comm’l production

T

he Philippines became the world’s first country to approve the commercial production of genetically modified “golden rice” that experts hope will combat childhood blindness and save lives in the developing world. A biosafety permit issued by government regulators paves the way for the rice -- enriched with the vitamin A-precursor beta-carotene to make it more nutritional -- to be grown by farmers across the country, its developers said. “It’s a really significant step for our project because it means that we are past this regulatory phase and golden rice will be declared as safe as ordinary rice,” Russell Reinke of the Philippine-based International Rice Research Institute (IRRI) told AFP ahead of the announcement. The next step was to “take our few kilos of seed and multiply it... so it can be

made more widely available”, he said. IRRI has spent two decades working with the Department of Agriculture-Philippine Rice Research Institute to develop golden rice -- named for its bright yellow hue. It is the first genetically modified rice approved for commercial propagation in South and Southeast Asia, officials said Friday. Golden rice has faced strong resistance from environmental groups opposed to genetically altered food plants. At least one test field in the Philippines was attacked by activists. Despite passing the final

regulatory hurdle, the rice is still a way off appearing in food bowls. “Limited quantities” of seed could start to be distributed to Filipino farmers in selected provinces next year, Reinke said. Ordinary rice, a staple for hundreds of millions of people particularly in Asia, produces beta-carotene in the plant, but it is not found in the grain. “The only change that we’ve made is to produce beta-carotene in the grain,” Reinke said. “The farmers will be able to grow them in exactly the same way as ordinary varieties... it doesn’t need additional fertilizer or changes in management and it carries with it the benefit of improved nutrition.” Vitamin A is essential for normal growth and development, the proper functioning of the immune sys-

tem, and vision. World Health Organization data show vitamin A deficiency causes up to 500,000 cases of childhood blindness every year, with half of those dying within 12 months of losing their sight. Nearly 17% of children under the age of five in the Philippines are deficient in vitamin A, according to IRRI. “We’ve always said we will provide 30-50 percent of that estimated average requirement (of vitamin A), and when you add that to what is existing in the diet you push up a whole cohort of the population from insufficiency to sufficiency,” Reinke said. Golden rice was analyzed by food safety regulators in Australia, the United States and Canada and was given the thumbs up, he said, but it has not been approved in these countries for commercial production.

Payment system operator Diokno: Banks still open to loan restructuring amid pandemic urged to register with BSP

T

he Bangko Sentral ng Pilipinas (BSP) has ordered Lyka, a social media platform that provides payments service, to stop operations unless it has registered with the central bank. In a virtual briefing on Friday, BSP Governor Benjamin Diokno said the mobile application launched by a Hong Kong-based company “allows its users to purchase, exchange, and use gems (gift cards in electronic mode) as

payments for goods and services” –a service regulated by the central bank. “The Monetary Board has asserted that these activities make Lyka an OPS (operator of payment service), and is thus required to register with the BSP,” he said. Diokno said Lyka executives have informed authorities of their willingness to register the company with the BSP. OPS is required under Republic Act (RA) 11127,

otherwise known as the National Payments System Act, to register with the central bank. Also, BSP Circular 1049 discusses the rules and regulations on the registration of OPS in line with RA 11127. Diokno said the list of registered OPS can be accessed at the central bank website. He encouraged the public to report unregistered operators to protect the public’s welfare. (PNA)

anks continue to understand the plight of their borrowers amid the pandemic, Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno said, citing resolutions on complaints filed with the central bank. In a virtual briefing on Friday, Diokno said while requests for debt collection and restructuring of credit card loans accounted for only 3 percent of the nearly 12,000 consumer complaints in the first half of the year, almost one-third, or 31 percent, “were resolved in favor of the

he Social Security System (SSS) said it disbursed over P115.53 million for educational loans in the first six months of 2021. The SSS said the educational loans disbursed in the first half of the year are 52.5% or P39.75 million higher compared to last year’s releases during the same period. “Flexible learning during the new normal entails additional expenses—specifically for our students who need to purchase or upgrade their laptop/computer/tablet as well as select a good internet plan for a more stable connection. Despite the virtual and challenging setup, SSS continuously offers the Educational Loan Assistance Program to give opportunities to our members and their beneficiaries who want to finish their studies,” said SSS President and CEO Aurora Ignacio. The SSS Educational Assistance Loan Program (EALP) has been implemented since 2012 to help member-borrowers and their covered beneficiaries defray their educational expenses for undergraduate/college degrees, as well as vocational or technical

courses. Eligible borrowers are those who are below 60 years old, whose actual monthly basic income is P25,000.00 or below, and with at least 36 posted contributions, six of which are posted within the last 12 months prior to the month of filing their EALP application. Payment of member’s other existing member loans should be updated to qualify for the EALP. Disqualified are those with overdue accounts with SSS. Covered beneficiaries are the member-borrower, his/her legal spouse, his/ her legitimate/illegitimate or legally adopted children, and sibling of member-borrower, if his/her civil status is single, including half-brothers/sisters. An eligible member-borrower is allowed only one loan beneficiary at a time, and substitution of the beneficiary is not allowed. Likewise, full scholars with zero tuition/miscellaneous fees/assessment

balance are not eligible as beneficiaries. The maximum loanable amount for a degree course is P20,000.00 per semester/ trimester/quarter or net tuition/miscellaneous fees/assessment balance on a cash

basis, whichever is lower. For a four-year degree program or its equivalent, the maximum number of availments is eight semesters/12 trimesters/16 quarters or P160,000.00 as full allocation.

The maximum number of availments for a five-year degree program or its equivalent is ten semesters/15 trimesters/20 quarters or a maximum of P200,000.00 full allocation. For a two-year voca-

tional/technical course, the maximum loanable amount is P10,000.00 per semester/trimester or net tuition/miscellaneous fees/assessment balance on a cash basis, whichever is lower.

President Duterte began his term in 2016 promising to eliminate illegal drugs and corruption in government. The fight was bloody at the get-go and many could not take the gruesome images of drug pushers and users killed in the drug war. The war on corruption also netted hundreds of officials including the President’s own allies.

Nevertheless, the bigger picture is perhaps more telling for a government that rid itself of the powerful influence of oligarchs and even collected taxes that have been deprived of the government in many administrations that passed.

While his critics eagerly await the loopholes of his pronouncements, the first President from Mindanao will be telling the people “where we are now” in the journey.

Still, not everyone will be happy and contented.

Dear Maria, Republic Act No. 9262, known as the ANTI-Violence Against Women and their Children Act of 2004, was approved and signed by President Gloria Macapagal Arroyo on March 8, 2004. The said law is a declaration that the State values the dignity of women and children and guarantees full respect for human rights. It also recognizes the need to protect the family and its members particularly women and children , from violence (physical, sexual, psychological and economic abuse) and threats to their personal safety and security. When the above law was passed, women, especially the victims of different forms of violence or abuse were given that ray of hope, that finally, their plight would be alleviated in a way. But this also gave way for some scheming women to use the law for other motives. Still, this law’s “noble intent” was not diminished. But the question which comes to one’s mind is, “does it have teeth”? The scenario painted by the wife (and her three children, whose ages were not divulged,

whether they are minors or not) who was later on financially deprived of the material support she and her children need by their head of the family, sadly, is not uncommon anymore. As more and more “fathers” go abroad to work to improve the financial status of their family, they have forgotten the reason why they opted to be away from their families. Let us focus on Section 5 (i) of Republic Act No. 9262, which is a form or act of economic abuse/violence where it states, as follows: “5 (i) CAUSING MENTAL or EMOTIONAL ANGUISH, public ridicule or humiliation to the woman or her child, including, but not limited to, repeated verbal and emotional abuse and DENIAL OF FINANCIAL SUPPORT xxx” Section 6 (f) of the same law specifically states that acts falling under Section 5 (h) and 5(i) shall be punished by prision mayor (imprisonment of six years and one day to twelve years) WHICH GETS IT OUT OF THE AMBIT OF THE PROBATION LAW. Further, the law further provides that, “IN ADDITION TO IMPRISONMENT, the perpetrator shall PAY A FINE in the AMOUNT OF NOT LESS THAN ONE HUNDRED THOUSAND PESOS ( P 100,000.00) BUT NOT MORE THAN THREE HUNDRED THOUSAND PESOS (P 300,000.00).” The law even man-

dates mandatory psychological counseling or psychiatric treatment and should report compliance to the court. The above provisions seemingly give teeth to the law. Note that violation under Section 5 (i) of the law cited has a prescriptive period of ten (10) years. (see Section 24) Additionally, the provision under Section 37 of the same law, provides for the issuance of a HOLD DEPARTURE ORDER, to wit: THE COURT SHALL EXPEDITE THE PROCESS OF ISSUANCE OF A HOLD DEPARTURE ORDER IN CASES PROSECUTED UNDER THIS ACT. This provision is dreaded by the erring accused who fails to support their families and is about to get out of the country, especially OFWs who may not be able to get out and be deployed again abroad if they do not give the support due their families. From the narration of the client asking for help or advise, it would appear that a WARRANT OF ARREST had been issued against her husband and most likely a concomitant HOLD DEPARTURE ORDER, was issued against him. This would explain why he would let his mother appear for him in the barangay to pressure his wife to withdraw the case against him. In this situation, it would be advisable for the client to tell her mother-in-law to have her son

post a bail first before they discuss any settlement as the case is already in court. The government prosecutor which may stand as counsel for the complainant will intervene to protect her interest. If complainant chooses to settle the civil aspect of support, the probable conditions may be recommended by the prosecutor, to wit: the drafting of an agreement for support between the parties, the release of the cash bond in favor of the complainant (if in cash), PROVISIONAL/TEMPORARY dismissal of the case for the client’s protection as accused may renege on the agreement ( which will become final after two years from date of dismissal, but without prejudice to filing a new case for a new cause of action or violation by accused) and the lifting of the HOLD DEPARTURE ORDER. Although, it would appear that the parties seem to be trifling with the law, but the harsh reality is that, the needs of the family for their subsistence and the expenses for education of the children cannot be ignored. Most women are constrained to amicably settle the case since most are not economically empowered and due to the protracted pace of the trial/ proceedings in court for reasons sometimes beyond the control of the parties or courts. If it is scandalous or controversial, notorious or popular, it earns premium media space in both print and broadcast and much more in social media. The more scandalous, the merrier it becomes. A few creative minds seek their place in the sun while many others sit on fences and wait till it is safe to venture out. We are in a critical (pandemic) stage where we cannot afford to sit idly by and allow ourselves to swim with the current, thus simply simulating the sufferings and struggles of those who are merely half-interested to engage in the full

dynamics of life. Sadly, the Third World country we live in seems to lack creative ideas in such areas as public governance and executive leadership, integrity and honesty in politics, genuine ideals in business and entrepreneurship, rural development, education, to name a few. Thus, we cannot help but express our quiet (or muted) collective indignation at our politicians who are now slowly but surely un-masking themselves of their ambitious plans as elections are drawing near. Surely, as the people have the sovereign mandate to install those qualified to run the affairs of the state, Filipinos must take it in their own hands to shape the destiny of the nation. For a long while, Filipinos have allowed themselves to patiently wait for life to happen, either because of their cultural upbringing as a race springing out of its Oriental Malayan roots or because of

the mixed, unhealthy colonizing effects of centuries of foreign influence and domination. Whether it is the first or the latter, the contemporary circumstances warrant that Filipinos should open their eyes to the stark reality that they themselves - and no one else - are singularly responsible for their emancipation, if they so choose to be. Don’t you miss the sunrise and the sunsets when life was simple and easy, communal and convivial because everyone knew everybody in the community? Don’t you miss the bayanihan spirit expressed so loudly and in harmony when neighbors lend their hand to move someone’s nipa house from one location to another? There were millions of wonders in those yesterdays which we, oddly enough, do not see them happen regularly today. Life, to be sure, is not just a series of experiences, engagements

and feelings. We are not unconscious to the needs of our loved ones and our friends. We should not allow ourselves to be entrapped in a cycle of misdemeanors and omissions, and failing to rectify these mistakes, we go to a corner and sulk and wail and weep till our tears run dry. We are social animals with free will, gifted with five basic senses so that we can make rational decisions. We are not numb to the insolence and abuses of those who corrupt themselves while holding power and authority. Today, as education, technology, science and medicine have elevated to new highs, we must decide to bring the full potential of our conscious mind and spirit and use it to better our circumstances, status and situation. We must remember that to live life to the fullest, we, as human citizens, deserve to experience the freedoms God has bestowed us to

enjoy and cherish. No more coercion, no more dictation, no more manipulation, no more pushing and shoving, no more threatening scares. All that we seek to become must be available and employable in this human environment; we can opt and choose what role to play in harmony with our friends and neighbors in the community. We are not robots or androids with artificial intelligence. We are human beings of the highest kind. So, don’t wait for life to unfold. Grab it. You have the sovereign mandate to make the life you want to have now. Remember, tomorrow might never come. ou hear those stories on the news, read them on your feed…you never really actually think it will hit you. But it did!

Three words came out of my doctor husband’s lips… Oh my God... We were both looking at my swab result. I looked away and it took the wind out of me. No immediate thoughts on my head…just blank! 5 days ago, I had a cough, didn’t feel well so I decided to take a sick leave from work. I had terrible, terrible joint and back pains. My sister-in-law, Riza, (also a doctor) insisted that I take a swab test. On those days, I kept testing my sense of smell. I would smell my perfume, the dogs’ area, the smell was still there. But on the day that I was scheduled, I lost it! I couldn’t smell anything!? The thing that I dreaded most was the thought that I had infected my family… my officemates… I work closely with people older than I am. I couldn’t bear the thought of causing something as horrible as this…possibly taking away a life, even unintentionally. The anxiety was with me for days. What I could only cling to was prayer… I cried out to God to spare them…

and myself. I even started praying the rosary again… Lesson: I turn to God only when I am in trouble… The tracer was quick to contact me and informed me of the strict rules of the city, I was to be taken to a facility. Since I learned that there was a surge in the cases, the only facility available were school classrooms. I waited and waited. Finally, they said there was an available place for me at a hotel. But days went by, no call came. I had a luggage packed and ready. I was told I would be there for 14 days or even more since I had symptoms. I brought a lot of books to read, it took most of the space. I waited. There were two times, my husband thought he saw an ambulance outside the gate but it just went past. False alarm, fake news. My heart raced every time. I waited… By this time, my mama and papa had been calling every day. The whole family… my friends who learned about the news… Trixie, my younger sister, sent via rider, VCO

Virgin Coconut Oil. I was to drink a tablespoon daily. My Ate Marie sent two kinds of multivitamins. Annabelle, a good friend from college, delivered a concoction she made. I drank it religiously.

My dentist friend, Baby, sent freshly-baked goods… my doctor friend, Donabel, from grade school was monitoring my health status via messenger. I had quite a number of doctors watching over me. Erwin, my nephew, took it upon himself to also check on me every day if possible. Tet sending bible verses… Rocky, offering his service for anything I would need at the facility... My group of seniors at work, offering daily masses… I am truly grateful! Most especially, I had a husband preparing daily meals every single day, doing the chores I couldn’t help him with, my children knocking and peeking through the door to see how I was doing. I didn’t have the energy but all that… gave me the strength I needed… not to go into despair, wallow in guilt or self-pity. Family and friends…what a treasure! Lesson: You realize you are loved and who your real friends are…they come to

you also in bad times… I cannot stress it enough. The mental anxiety was a killer! Waiting for the test results of my husband and kids, my officemates… Our messengers, guards, cleaners… These were people only on contract with an agency which, I guess, had very minimal daily wages. They did not have employee permanent benefits like I did. How would they cope with the expenses? How would their families survive in case, they are tested positive?? My heart was already aching. Lord, not them… I was restless and had not slept properly until I learn, one by one, that they are safe! I felt responsible. It was anguish. But God heard my prayers, my husband and children all tested negative. One of our guards, who I was texting with one night, said that his test was also negative. Thank you, God! Until only 4 of us, out of 18 in the workplace, were infected. Our messenger, Kuya Toto and manong guards were spared. Nori and Jonathan, our cleaners, included. I cried tears of joy… Out of the 4, only one was taken to a facility. We kept in close communication. I created a group chat to make sure all of us had support. Another one, also on contract, got out of his boarding house and transferred into a vacant house. Our team, officemates from different departments, each one pulled through for us. It was remarkable. I would like to call this team, mine. OKYO— One down, three to go. The journey to that elusive Olympic gold is but three wins away for Dabawenya boxer Nesthy Petecio.

On Saturday, Petecio opened her bid on the Olympic stage with an impressive unanimous decision win over Marcelat Sakobi Matshu of the Democratic Republic of the Congo in the very first boxing match of the Tokyo Games. The native of Sta. Cruz, Davao del Sur cut down to size the taller Matshu of Democratic Republic of Congo 5-0 in their opening-round women’s featherweight match at the Kokugikan Arena. Petecio is one of 4 Filipino boxers seeing action in the Olympics. Another Filipina boxer, Irish Magno, tangles with Kenya’s Christine Ongare in a flyweight bout on Sunday (11:15 a.m.). On the men’s side, Carlo Paalam faces Iran’s Brendan Irvine in their flyweight opener on Monday (12:03 p.m.) Middlweight Eumir Marcial, who received a schedule bye, will compete on Thursday (10:48 a.m.), as he awaits his opponent. Petecio is a 3-time silver medalist at the Southeast Asian Games, before finally copping the gold in 2019.
