OKYO - Four Olympic medals. All from Mindanao athletes. Cagayan de Oro’s Carlo Paalam added a silver medal in the Tokyo Olympcs after a tough 4-1 a 4-1 split decision loss in the battle for the flyweight gold medal on Saturday.

The 23-year old Paalam was hit by a one-two combination from Briton Galal Yafai sending him down in the first round which cost him the gold. The silver medal by Paalam brought to four the Olympic medal tally of the Philippines to four-one gold, two silvers and a bronze. All medals have been won by a Mindanaoan. Weightlifter Hidilyn Diaz of Zamboanga City won the

country’s first Olympic gold in this year’s games. Davao del Sur’s Neshty Petecio followed Diaz to the medal stands with a silver medal effort in women’s boxing, followed by another Zamboanga native Eumir Marcial who won bronze in boxing, and now, Paalam from Carmen, Cagayan de Oro. The medal harvest of one-gold, two-silver, onebronze - the first multi-medal performance for the

country since winning three bronzes at the 1932 Los Angeles Games - also put the country at 45th place in the medal table at posting time. Paalam had won four straight fights convincingly to get to the finals but immediately fell behind when a jarring combination by the experienced, hard-hitting 28-year old from Birmingham sent him reeling to the canvas near the Briton’s own corner. He got up from the knockdown and came out of the standing eight count swinging, but couldn’t overcome the lead the Briton steadily built by then even after taking the third and final round. In the end, that knockdown at the 1:48 mark of

the opening round proved decisive as the bearded Yafai got the 29-28 nod from four judges. The fifth judge from Peru gave the fight to Paalam by a 29-28 score. The defeat came as a dampener to an otherwise impressive Olympic debut for the former ‘mangangalakal’ who won the hearts of a nation with a run that included a win against former Olympic and world champion Shakhobidin Zoirov of Uzbekistan. His gallant stand capped a memorabe three weeks for Team Philippines, which won its first-ever gold medal courtesy of weightlifter Diaz as well as two silvers and a bronze from its four-man boxing team.

Colonel Michael Bawayan, 49, was killed by Staff Sergeant Imran Jilah,43, assigned with the 3rd Maneuver Platoon of the 2nd Provincial Mobile Force Company. Jilah was also killed by the responding security aides of Bawayan. Eleazar ordered Brig. Gen. Eden Ugale, regional

ealth Undersecretary Maria Rosario Vergeire announced on Friday afternoon that Davao City is among 37 areas in the country placed under alert level 4, which means that the risk classification is moderate to critical and the bed utilization rate for Covid-19 is more than 70 percent. To address the increasing case data of Covid-19 and high hospital utilization rates, the Department of Health (DOH) recommended the following: granular lockdowns; active case finding for areas with local Delta variant cases (rapid antigen test can be utilized); urgently increase hospital beds especially ICU beds of Levels 2 and 3 hospitals; ensure oxygen are available; severe and critical must be immediately and properly referred; and healthcare capacity issues must not

only be addressed on Local Government Unit (LGU) level but on a regional and national level as well. On the other hand, when asked if there is a need to place Davao City to stricter quarantine status following the pronouncement of Vergeire, Dr. Michelle Schlosser, spokesperson of the Davao City Covid-19 Task Force, reiterated Davao City is still at General Community Quarantine (GCQ) with heightened restrictions status and should there be changes will be announced to the public. “As of the moment, the LGU of Davao is at the GCQ with heightened surveillance quarantine status. 5 arrested as drug den dismantled in DavSur

A

gents of the Philippine Drug Enforcement Agency (PDEA) and the police dismantled a drug den and arrested five suspects on Thursday afternoon (August 5) in Digos City, Davao del Sur. PDEA 11 Information Officer Noli Dimaandal said the suspects were arrested in a buy-bust operation at Purok Kalaw, Mabini Extension, Barangay Zone 3, Digos City which authorities identified as a “drug den” maintained by Mohoney Grace Manit alias Honey Grace and Jemuel Aguilar alias Batuta. According to Dimaandal, Manit and Aguilar are

listed as Provincial Target List Number 6 and 7 respectively. Also arrested during the operation were drug den visitors identified as Camilo Cartagena Jr.,Rodolfo Manto, and Ivan Carl Reponte who were present and caught in the act having a shabu session. Dimaandal said the suspects yielded some 14 grams of suspected shabu with an estimated worth of P210,000, buy-bust money, and drug paraphernalia. The suspects will be charged with violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

Some billboard owners violate height standard

ngr. Cirinia Grace Catubig, officer-in-charge of the Office of the City Building Official (OCBO), disclosed to the City Council that some advertising billboard owners are non-compliant to the required height standard for billboards in Davao City the reason why OCBO is recommending for the approval of the amendment of some of the provisions of the city’s ordinance on the construction and regulation of billboards in the city. Catubig said there is a need to amend the said ordinance because some of the owners did not follow the standard height re-

quirement of 25 meters as they installed billboards as high as 30 meters. This is in relation to the memorandum issued by Mayor Sara Duterte-Carpio to OCBO last year on the non-compliance of the owners to the ordinance as to the height and dimension of the billboards. The mayor also said there is a need to incorporate in the amendment the regulations of new types of billboards and other signages. Catubig said some billboard owners are non-compliant even to the existing ordinance. “Unfortunately, until now they did not comply.

More repatriates from Dubai, UAE, KL arrive By MAYA M. PADILLO

M

ore repatriates from Dubai, United Arab Emirates (UAE) and Kuala Lumpur (KL), Malaysia, returned to the Philippines on repatriation flights via Davao International Airport (DIA) over the weekend.

On Friday morning, 383 Returning Overseas Filipinos (ROFs) from Dubai, UAE arrived at the Davao International Airport (DIA). Among the passengers were four non-OFWs and 379 Overseas Filipino Workers (OFWs) with their dependents. The “test before” policy of the city government of Davao under Ordinance No. 0477-21 for inbound passengers is still applicable to passengers of repatriation flights as they required to present a negative Reverse Transcription Polymerase Chain Reaction (RT- PCR) test result within 24 to 72 hours before departure to Davao City, the abovementioned ROFs presented RT- PCR negative test results and were swabbed 48 hours before boarding their flight. City tourism officer Generose Tecson, who is also the head of the Airport Monitoring Team, said 275 of the passengers were fully vaccinated and five already had their first shots. On the other hand, 150

passengers from KL arrived at DIA on Saturday afternoon. All returning OFWs and ROFs will undergo 14-day facility-based quarantine and will be swabbed again on the 7th day from their arrival. Presently, there are already six flights flew in to Davao City and these came from Dhaka, Bangladesh; thrice from Dubai, United Arab Emirates and twice from Kuala Lumpur, Malaysia. Last week, the city received a total of 931 passengers and of this number 768 are OFWs and their 43 children, 105 ROFs (non-OFWs) and their five children, and 10 diplomats who came in via Dhaka flights. Out of the 930 passengers who arrived from Dhaka and Dubai, 14 were tested positive for Covid-19. The city government of Davao has prepared hotels for these incoming OFWs and currently, there more

EDITORIAL Incentives for vaccination With a worsening Covid-19 crisis and no end seen in the horizon, what must be the best approach for people to religiously follow health protocols and most importantly get themselves vaccinated?

In a culture where requiring for the observance of a set of standards on health practices and behavior, it is not surprising to find many finding ways to go around the restrictions. In order to generate people support and compliance, the government needs to deal with human behavior and culture.

There are reports that some areas in the country restrict people movement among those unvaccinated. The Palace though have denied having ordered the same.

Still, it is intriguing enough to not give attention. The “carrot and stick” principle could work in some ways where people could really be very stubborn and the situation is not getting any better. Hence, a hard and fast rule is the way to go.

The United States have employed the rewards system and Australia is about to follow suit.

Some bizarre incentives offered with apparent success in the US include free beer, donuts and (in Washington state) free cannabis.

In Australia, a survey conducted by the Melbourne Institute in June found that of those who were willing to get vaccinated but hadn’t got around to it, 54 per cent would respond to a cash incentive. Hence, there had been a measure passed granting a $300 (roughly Php11,150) for anyone completing a second dose on a two-dose vaccination.

Meron pong nag negative sa lie-detector, pero sinama po sa pag file ng kaso at na dismissed sa trabaho. Ano po dapat gagawin kapag nag negative or nag positive sa lie detector? Dear Geraldine, Since you are questioning the lie detector test, here are some points to consider. The common term “lie-detector,” usually refers to polygraph testing, which tests the presence of deception using a physiological recorder that weighs three symbols: heart-rate/blood pressure, respiration, and skin conductivity. Most forensic examiners today

prefer computerized recording systems. The estimated accuracy of the modern polygraph machine is 87%. This means that in 100 people tested, the polygraph machine could accurately determine that 87 persons tested were lying or telling the truth. It is actually a good rate considering that to detect lying is one difficult feat, harder than what is perceived to be, as most studies had shown. Some pitfalls that impede findings are the absence of unique indicators of lying, subtle differences between liars and non-liars, strong countermeasures in the testing, adequate feedback. Also, the presence of embedded lies and violation of privacy in conversation could affect the outcome. It must be noted that there are also people who are very adept at lying. Because of these factors, lie detector testing has generated considerable scientific and public controversy. Nevertheless, polygraph testing continues to be employed by investigators, often to verify the veracity of statements of suspects and witnesses. For now, although the idea of a lie detector may be comforting for investigators but not for suspects, the most prac-

tical advice is to answer truthfully the questions thrown during polygraph testing, especially if it is conducted by forensic experts. It must be remembered that the opinions of experts in polygraph testing can be received as evidence under the Rules of Court. The provision applicable is the A.M. No. 19-08-15-SC, 2019 PROPOSED AMENDMENTS TO THE REVISED RULES ON EVIDENCE, particularly section 5 of RULE 133, WEIGHT AND SUFFICIENCY OF EVIDENCE. Sec. 5. Weight to be given, opinion of the expert witness, how determined. In any case, where the opinion of an expert witness is received in evidence, the court has a wide latitude of discretion in determining the weight to be given to such opinion, and for that purpose may consider the following: (a) Whether the opinion is based upon sufficient facts or data: (b) Whether it is the product of reliable principles and methods; (c) Whether the witness has applied the principles and methods reliably to the facts of the case; and (d) Such other factors as the court may deem helpful to make such determination. Therefore, the Court may

accept the findings of polygraph examination conducted by NBI or PNP, who are experts in this field. In the case of PHILIPPINE SAVINGS BANK, pet, VS. Genove, G.R. No. 202049, June 15, 2020, it was stated that the Court had the opportunity to discuss the weight of the results of a polygraph test as evidence of guilt or innocence of the examinee, to wit: A polygraph is an electromechanical instrument that simultaneously measures and records certain physiological changes in the human body that are believed to be involuntarily caused by an examinee’s conscious attempt to deceive the questioner. The theory behind a polygraph or lie detector test is that a person who lies deliberately will have rising blood pressure and a subconscious block in breathing, which will be recorded on the graph.xxx While the Court held that the results of a polygraph test cannot be offered in evidence to prove the guilt or innocence of an accused in a crime, it does not mean that it has no weight at all. Unlike in criminal cases where the prosecution is required to establish proof beyond a reasonable doubt, the burden of proof needed in labor

cases is merely substantial evidence. Section 5, Rule 133 of the Rules of Court defines substantial evidence as “that amount of relevant evidence which a reasonable mind might accept as adequate to justify a conclusion.” Thus, the results of the polygraph test may be used in conjunction with other corroborative evidence to prove an allegation made by a party. If a person was found to have given deceptive responses after a polygraph examination, such findings would be appreciated by the Court, provided the techniques for detecting deception were done by experts and had been subjected to independent scientific evaluation. In which case, such polygraph testing would be considered a reliable tool since the deceptive responses would most often lead back to the true perpetrator. With these things said, liars would not always come out clean with their deception. They should not be always overconfident in their ability to avert the truth. If you do, the recipient won’t reply, “You’re welcome.” But are there really small things? “Sometimes when I consider what tremendous consequences come from little things – a chance word, a tap on the shoulder, or a penny dropped on a news stand – I am tempted to think… there are no little things,” Bruce Barton commented. We think so, too. In 1776, one vote gave America the English language instead of German. In 1800, one vote in the Electoral College gave Thomas Jefferson the Presidency over Aaron Burr. In 1868, only one vote saved President Andrew Johnson from impeachment. In 1876, one vote gave Rutherford D. Hayes the Presidency of the United States. David used a small stone to kill the giant named Goliath. Three simple words – “I love you”

– can start a lifetime commitment. Only one fling can destroy a relationship. And, yes, it only takes a spark to start a fire. “Men trip not on mountains; they stumble on stones,” goes a Chinese saying. academic career behind him, but he was young and full of hope. With his usual thoroughness, he started looking for a job. Days became weeks, and still he had no job or income. But he kept at it. Nobody in Paris noticed this determined young man. One morning, he applied at the office of a famous Swiss banker, Monsieur Perregaux. The banker asked him a few questions about himself. Then, he slowly shook his head and said there would be no job offered at the moment. Sadly, and more discouraged than ever, Jacques left the bank and walked slowly across the courtyard. As he did so, he paused, stopped, and picked something up. Then, he continued into the busy street, wondering if perhaps it wasn’t time to return home. igital innovations and increased government support are seen to uplift the agricultural sector, a co-founder of a start-up company that won the Globe’s business Hack-it-On competition said. In a virtual briefing on Thursday, Farm Box co-founder John Lester Mendoza said the agriculture sector accounts for about 10 percent of the domestic economy’s output but a large number of farmers live below the poverty line. He said logistics is among the major problems that farmers still face, thus, the need to improve on this to also entice the younger generation to be part of the sector. “Workforce in the farming sector is also declining and this affects the food security in the country,” he said. Farm Box won the month-long virtual competition, which kicked off last June 18 and participated in by 50 business start-ups from the information technology (IT) sector. Its proposal involves the use of application programming interface (API) technology in the business model

to increase investor engagement and retention. Farm Box uses a crowdfunding platform that allows anyone to buy farm boxes that contain essentials that partner farmers need. It also uses a charging API to help widen payment options for investors, a short messaging system (SMS) API to notify investors and farmers for payout advisories and promos, and rewards API that allows investors to receive load credits or promo codes when they repurchase farm boxes. It has partnered with some farmers in Batangas, whose produce is now being supplied to several hospitals, restaurants and food chains, as well as online sellers. “This competition has definitely helped us unlock a new level of creativity in coming up with solutions to uplift our local economy through Globe Business’ API solutions,” Mendoza said. Signed on August 5 and made public on Friday, EO 146 approves the adjustment of the percentage of annual net ratings to be declared and remitted by the OFB from 50 percent to zero for the calendar year 2016. According to the EO, Finance Secretary Carlos Dominguez III recom-

mended the downward adjustment of the 2016 dividend rate to zero in order to support the capital position of the OFBank and allow it to comply with Bangko Sentral ng Pilipinas (BSP) regulations. The adjustment of the mandatory dividend contribution would also support the bank’s short-

and long-term plans and programs for Filipinos overseas, in the interest of national economy and general welfare. The EO complies with Republic Act 7656, which provides that the President, upon the recommendation of the Secretary of Finance, may adjust the percentage of annual net earnings to be declared by a government-owned and -controlled corporation (GOCC), in the interest of national economy

and general welfare. Under RA 7656, all GOCCs are required to declare and remit at least 50 percent of their annual net earnings as cash, stock, or property dividends to the national government. The OFBank did not declare and remit dividends amounting to PHP43.083 million for CY 2016 notwithstanding the approval of the President on the adjustment of the dividend rate to zero. (PNA)

Davao City BPO companies urged to put up contact-tracing teams T he business process outsourcing (BPO) companies in Davao City have been encouraged to put up their own contact-tracing teams and initiate voluntary “granular” lockdowns to prevent spread of the coronavirus disease (COVID-19) in their workplace.

Xavier Eric B. Manalastas, president of the BPO Association of Davao, told Davao City Disaster Radio (DCDR 87.5) on Friday that enforcing these protocols could lessen the impact of harsh measures that the local government implements on businesses should the infection spread in their workplaces. He said these guidelines were drafted by the BPO

sector, which bore the brunt of the pandemic last year. The city’s BPO sector comprises 45 to 50 firms, with a total number of workers estimated at 45,000 to 50,000, according to Manalastas. He added that having their own contact-tracing teams would help immediately determine the close contacts of an index case to prevent further transmis-

sion of the infection in the company. “We created guidelines to the BPO companies that we should not wait for contact tracers [from the government] to communicate with us. One of the best practices that we want BPO companies to implement is to have their own contact-tracing teams already. So, their own contact-tracing teams will have a weekly reporting mechanism,” Manalastas said. He added that the companies’ own contact tracers will be the ones to communicate to the local government the workers who turn out positive of COVID-19 and their close contacts. n economist forecasts a 10.9 percent growth for the Philippine economy for the second quarter of 2021, a big reversal from the decades-low -16.9 percent same period last year. In a report, ING Bank Manila senior economist Nicholas Mapa that while the yearon-year print is projected to be an expansion he forecasts the quarter-on-quarter figure to be at -1.5 percent, which is better than the -4.2 percent in the first three months of this year. “All sectors are expected to post growth led by capital formation, government spending, and household consumption,” he said. The Philippine Statistics Authority (PSA) is scheduled to report the 2021 second quarter print on August 10. Mapa said second quarter output, as measured by gross domestic product (GDP), was hampered by the implementation of the enhanced community quarantine (ECQ) in the NCR Plus bubble, which covers the Na-

tional Capital Region (NCR) and four surrounding areas namely Bulacan, Rizal, Cavite and Laguna, from March 29 to April 11. A modified ECQ was implemented in the said bubble until May 14. Mapa said these movement restrictions immediately impacted negatively both the employment and manufacturing sectors, thus, the -1.5 percent growth projection for the second quarter. “With the Philippines headed for yet another lockdown, and one that may be more stringent and protracted than the Alpha variant version, we are expecting the Philippines to post flat to negative QoQ (quarter on quarter) GDP growth in the 3Q as well,” he said. NCR is again under the strictest quarantine classification, ECQ, for two weeks starting August 6, in a bid to address the rising coronavirus disease 2019 (Covid-19), particularly due to the more contagious Delta variant.

mong the many incentives that Hidilyn Diaz has been promised is a brand-new Kia Stonic.

In a July 29 Facebook post, three days after her spectacular win, the Ayala Foundation recognized Hidilyn Diaz as an “Atletang Magiting”, and pledged her a Stonic as a “gift of gratitude,” as it said in a Facebook post. The Ayala Foundation and Kia Motors Philippines are both part of the Ayala Group of Companies. In its July 29 post, the Foundation also emphasized how the conglomerate had been supporting Filipino weightlifters since 2016. Today, with her quarantine now at an end, Hidilyn Diaz took her new set of wheels out for a test drive. “The golden girl gets her golden car!” said the foundation in a Facebook post. “Hidilyn Diaz takes her brand-new Kia Stonic for a test drive.” In a statement released by the automotive company, Diaz said, “Thank you sa pag-recognize sa pagka-panalo ko. Thank you so much na na-appreciate ninyo yung nagawa ko para sa
