Sales bared that the goal of the Regional Research, Development and Innovation Committee XI is to comply with the provisions of the Republic Act 11293 or the Philippine Innovation Act. The law stipulates that the Regional Development Councils shall serve as the regional counterparts of the National Innovation Council and the RRDIC XI serves as RDC XI’s innovation arm. In the Joint NEDA-DOSTDTI Administrative Order No. 01 series of 2020, the law aims to foster innovation in the country as a vital component of national development and sustainable economic growth. Director Sales said, “The goal of RRDIC XI is to mirror the Philippine Innovation Act at the regional level through the regional R&D Innovation Center”. n entire squad of Army soldiers was placed in isolation and subjected to antigen tests after authorities found that at least one of the New People’s Army (NPA) rebels they fought possibly contracted COVID-19. Two of the four rebels who were slain and nine others who were captured during an encounter in Bukidnon last Sept. 8 tested positive for the virus based on the antigen tests, Army and police officials said Thursday.

resident Rodrigo Duterte signed into law Republic Act (RA) 11589 that will strengthen and modernize the Bureau of Fire Protection (BFP). During the ceremonial signing of the BFP Modernization Act on Friday, Duterte said the new law would help boost the morale, efficiency, responsiveness, and professionalism of the bureau’s personnel as they continue to fulfill their mandate to save people’s lives.

“The Bureau of Fire Protection has been instrumental in the success of our collective efforts to provide rescue and relief operations in areas hit by destructive fire and calamities,” Duterte said in a keynote speech delivered at Malacañang Palace’s Rizal Hall. he Davao City Covid-19 Task Force ordered fully vaccinated close contacts to undergo a 14-day quarantine when exposed to a probable and confirmed Covid-19 case. n official of the Philippine Obstetrical and Gynecological Society-Southern Mindanao Chapter (POGS-SMC) disclosed that a pregnant nurse of the Southern Philippines Medical Center (SPMC), recently died of Covid-19. Dr. Gina Alvarez of POGS-SMC disclosed that the nurse was unvaccinated with anti-Covid vaccine. “Naa’y bag-o lang na nurse sa SPMC who died.

EDITORIAL A matter of survival Dr. Michelle Schlosser, focal person for the Davao City COVIC-19 Task Force, has expressed alarm over the rapid transmission of the virus, saying infections are now hitting entire families.

Dr. Schlosser spoke over Davao City Disaster Radio (DCDR 87.5) on Friday, the day after Davao City logged 700 new cases, the highest ever recorded in the city since the pandemic started in March, 2020. She blamed social gatherings such as reunions, birthday parties and other family events for the surge in cases within households.

In a story dispatched by Mindanews, Dr. Schlosser urged Dabawenyos to stop social gatherings to check the spread of the viral infection.

There would be more deaths if the rapid transmission continues as the hospitals would be unable to handle the number of patients, according to Dr. Schlosser. At the moment, hospitals are almost fully occupied. Once fully occupied, the hospital system will be overwhelmed and would not be able to provide medical attention to patients. Dabawenyos will hopefully realize the gravity of the situation and stop social gatherings, follow prescribed protocols and more importantly, have themselves vaccinated. Unfortunately, there is no law that grants separation pay to those who voluntarily resigns from their job. Separation pay is only entitled to those employees who are separated from their employment due to authorized causes (i.e. installation of labor saving devices, redundancy,

retrenchment, closure and cessation of business, and disease/illness). In your husband’s case, if he voluntarily resigns, he will not be entitled to any separation pay.

As instructed by the Supreme Court in the case of Jude Del Rio vs. DPO Philippines, G.R. No. 211525, December 25, 2018, “suffice it to say, an employee who voluntarily resigns from employment is not entitled to separation pay except when it is stipulated in the employment contract or the CBA, or it is sanctioned by established employer practice or policy.” Thus, although the general rule is that there is no separation pay in case of voluntary resignation, if in case the following applies to your

husband: (a) his employment contract provides for separation pay in case of voluntary resignation; or (b) he belongs to a union and their Collective Bargaining Agreement provides for such separation pay; or (c) there is an established company practice or policy on payment of separation pay when an employee voluntarily resigns, then he will be entitled to separation pay. Otherwise, he will not. Notably, however, if an employee is terminated due to health reasons, he may be entitled a separation pay if these two requirements are complied with: (a) such is a disease where continued work would compromise an employee’s health; and (b) a competent public health au-

thority has certified that the disease is incurable within a period of six (6) months even with proper medical treatment.

DEMYTHOLOGIZING DATU BAGO (3) An essential aspect of appreciating and understanding history is what the scholars call as textual criticism. The dictionary defines it as ‘the process of attempting to ascertain the original wording of a text,’ a critiquing method popularized in unpacking biblical narratives. This methodology is can also be applied to Datu Mama Bago, the pre-Hispanic Moro ruler of Davao. In Moro hierarchy, the customary setup places the sultan at the top of the heap, followed by the datu, also known as rajah. An Arabic term meaning ‘power’ or ‘ruler,’ the honorific sultan was first associated with a Muslim sovereign in the middle of the 16th century (i.e., sultan of Turkey), which makes the title comparatively contemporary than datu, which traces its roots to 7th century Srivijayan (Hindu and Sanskrit) inscriptions in Ma-

laysia and Indonesia. In Philippine context, according to Enciclopedia Universal Ilustrada Europea-Americana (Madrid, 1991), datu refers to ‘chiefs, sovereign princes, and monarchs.’ But the term, by adoption, has since been widely also used in indigenous communities as title for a tribal head instead of the traditional bagani (warrior). While sultan and datu are alternately used to define a person that is overlord of a territory, in Moro hierarchy in Mindanao, sultan strictly refers to the sovereign aristocrat of a sultanate or an individual who heads a royalty or nobility. Following this practice, this makes Datu Mama Bago a second-tier chieftain controlling a vassal fiefdom that is subject to Quranic laws. Historically, there is no evidence the title of sultan

has been appropriated by any ruler that once controlled the gulf of Davao. In the late 17th century, the leader of the gulf was Datu Buissan, whose son, Sultan Buissan, was monarch of Kendahar (Celebes). In Mindanao, the recognized sultans come from the sultanates of Cotabato, Buayan (Maguindanao), and Sulu. Meanwhile, Datu Bago’s first name, based on tradition and missionary chronicles, is Mama, meaning ‘man.’ Used together with Bago, i.e., which signifies ‘recent’ in Maguindanaoan, the chieftain’s full name, including title, roughly translates as ‘the new male sovereign.’ Just when did Datu Bago become ruler of the gulf is ambiguous. If he was born in the last quarter of the 18th century, likely in the late 1770s when his father, according to tradition, migrated to Davao,

he could have been installed as a datu in his early twenties. If we reckon from the 1804 letter received by Caraga governor Salvador Ximenez Rendon from Datu Damuli, his early ascension to power, which was already reported in 1800, can be dated to that age. Still, there remains numerous holes in the Datu Bago narratives that need to be filled in. A tradition, for instance, claims his parents, probably related to a nobility, first resided in Maguindanao but later allowed him to move to Davao Gulf to carve his own territory. This assertion is leaky unless somebody, maybe a relative, offered him to take over Davao on a silver platter. What is accepted though is that the gulf, the littorals particularly, were for centuries the domain of Moros until they were dispersed following the conquest of

Davao by Jose Oyanguren. Datu Bago seems to be a common appellation among Moro overlords. In the 1770s, there was a Sultan Bago in Sulu who fought foreigners and conducted raids in the Visayan islands; he was associated with one of the leaders of Datu Teteng in Sulu. There was also a Datu Bago in Sarangani who was still alive years after the Datu Bago of Davao was reported to have died. In other accounts, Datu Bago was born in Sarangani, which is likely given the strong link the cluster of islands has towards Maguindanaoan polity. Tradition also claims he has a Kalagan blood simply because the Maguindanaoans deem the Islamized Kalagan tribe of Davao as part of the sultanate. What is clear, though, is that his second wife was a Kalagan from Tagum City.

which 11,000 hectares are devoted to rice production. According to DA-10’s database, the storage facility has a total area of 320 square meters, with cold storage of 160 square meters and ambient of 160 square meters. Funded by DA’s Rice Program, it has a 99-ton capacity for the cold storage of rice seeds, while 156 tons for the ambient.

(PAL) on Friday announced that it has secured the approval of a United States bankruptcy court to begin the process of securing loan financing for its recovery and restructuring plan. In a statement, PAL said that the US Bankruptcy Court for the Southern District of New York approved all its “first day” motions in relation to its bankruptcy protection filing. On Saturday, the flag carrier announced it filed for bankruptcy in the United States, as part of its restructuring plan. The first day of hearings was scheduled on Thursday, September 9. Under agreements with creditors, PAL will secure some $505 million for its recovery plan upon its exit from the process — the first tranche will be a $250-million facility debt to be pared down

PH FDI net inflows hit $833M in June

T

he Philippines booked a total of $833 million in foreign direct investment net inflows in June, the Bangko Sentral ng Pilipinas said Friday. The total is 60.4 percent higher compared to the $519 million in the same period last year, the BSP said in a statement. This brought the total net inflows for the first half of 2021 to $4.3 billion, up by 40.7 percent compared to $3.1 billion in the January to June period last year, the central bank said. “FDI net inflows in June 2021 increased mainly on account of infusion by for-

eign direct investors to their subsidiaries/affiliates in the Philippines in the form of net investments in debt instruments,” the BSP said. Infusions of foreign direct investors to subsidiaries rose 151.8 percent to $630 million while reinvestment of earnings grew 23.4 percent to $110 million from $89 million, it said. For the month of June, equity placements mainly come from Japan, the United States and Singapore which are largely invested in manufacturing, real estate, and financial and insurance industries, the BSP said.

Auto industry sales decline in August

tricter community quarantine restrictions imposed in August has pulled down auto sales downward. The Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) reported Friday that vehicle sales in August 2021 declined by 11.5 percent year-on-year and 26.3 percent month-on-month. Combined sales of the

industry groups last month reached 15,847 units, lower than the 17,906 units sold in August last year and 21,498 units sold in July this year. “The message of this bleak performance is worth noting: stricter lockdown strategy in response to curbing the Covid-19 pandemic affects the auto industry’s recovery this year,” CAMPI president Rommel Gutierrez said in a statement.

here is strong demand for health workers in Oman but interested applicants must be vaccinated, a labor official said. There are at least 350 job openings for nurses that pay around P50,000 a month, Labor Attaché Gregorio Abalos of the Philippine Overseas Labor Office in Oman said in a virtual briefing. Around 50 Muslim farmer-beneficiaries from the Municipality of Hagonoy, Davao del Sur and Municipality of Pantukan, Davao de Oro will benefit from the project that includes support for the construction of Goat House and development of Pasture Area, provision of Goat Stocks, and the technical skills training on Livestock and Pasture care and maintenance. nother Filipino is heading to the B.League as the Toyama Grouses on Friday announced their acquisition of Dwight Ramos. “We are pleased to announce that Toyama Grouses has reached a basic agreement with Dwight Ramos for the B.League 2021-22 season,” the Grouses said in a statement. Ramos, who was stellar for Gilas Pilipinas during the last two windows of the FIBA Asia Cup Qualifiers, will be the eighth Filipino baller signed to Japan’s premier basketball league, all through the Asian player quota. “He will be the first player in the Asian special slot after entering the B.League,” Toyama added. Ramos said that it has been his dream to play in Japan. “I am very excited to play in the city of Toyama, it is my dream to play in such a beautiful city and country in Japan,” he said. The Grouses finished in fifth place during the previous regular season at 39-21, but they were knocked out in the quarterfinals by the Ryukyu Golden Kings in a threegame series highlighted by blowout results. Ramos will join a Toyama lineup led by former Philippine Basketball Association import Joshua Smith. “I hope to win a lot of games and bring pride to the city of Toyama together with my new teammates,” Ramos added. “The team made the playoffs last season, I hope to contribute to a championship run this season,” he said. Taking the next step The Grouses’ acquisition of Dwight Ramos means Ramos is turning professional contrary to earlier plans of staying amateur and joining Ateneo for the University Athletic Association of the Philippines (UAAP). Ramos played for two US NCAA seasons at California State-Fullerton before transferring to Cal Poly-Pomona. Had he pushed through with his original plan, he would have had two years of UAAP eligibility for the Blue Eagles, handled by current Gilas coach Tab Baldwin, although he was inserted in their lineup for the 2020 Philippine Collegiate Champions League tournament. “I wish I had the chance to wear Ateneo blue and white in the UAAP. However, due to the circumstances surrounding the pandemic presently and in the foreseeable future, I have decided to take my next step in my growth as a person and as an athlete,” Ramos said in an Instagram post. He then believes joining Toyama would be beneficial for his career even as he reiterated his commitment to still play with the national team. “I believe that the experience and competition level in the B.League will only allow me to become a better contributor to the Gilas program, which will continue to have my full commitment,” Ramos further said.
