Sharmaine Dela Rosa, civil military operations officer of the Philippine Army’s 39th Infantry Battalion, said the returnees were believed to be remnants of the NPA’s Guerilla Front (GF) ALIP, Far South Mindanao Regional Committee (FSMRC) operating in Davao del Sur and part of North Cotabato. The surrenderers are identified only through their aliases as Boyet, 55; Bongcayaw, 51; and Sonny Boy, 32. They are all residents of Purok 6, Brgy. San Miguel, Magsaysay, Davao del Sur. 2022 budgets for State Us in Mindanao reduced

xcept for one campus, the allocations for all state universities in Mindanao have been reduced based on the proposed 2022 national budget submitted by Malacanang to Congress. The Mindanao State University (MSU) System suffered a 73-percent cut, from P6.292 billion this year to P3.63 billion next year. The amount covers the budgets for MSU’s campuses in Marawi City, Gen-

eral Santos City, Dinaig in Maguindanao, Naawan in Misamis Oriental, and Sulu. MSU-Iligan Institute of Technology (IIT), although part of the system, has a separate allocation which was slashed too, from P1.394 billion in 2021 to P1.303 billion next year. Resetting of BARMM polls to 2025 will boost peace process: Mendoza By MAYA M. PADILLO

N

orth Cotabato Vice Governor Emmylou Taliño-Mendoza is optimistic that the Congress’ approval to reset the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliament elections to 2025 will boost the peace process in Mindanao. The House of Representatives approved on the third and final reading on September 15, 2021, House Bill 1012, which is the enabling measure for the postponement of BARMM’s 2022 regional polls. This after the House Committee on Suffrage and Electoral Reforms, Committee on Muslim Affairs, and Special Committee on Peace, Reconciliation, and Unity jointly approved the draft substitute bill postponing for three years the first regular BARMM elections. Last week, the Senate approved a similar measure. “We in the province who are supportive of the Mindanao peace process can’t thank the House of Representatives and the Senate enough. Resetting the BARMM regional elections to 2025 will boost the peace process,” Mendoza said in a statement.

Mendoza also said that the postponement of the BARMM regional elections will also give the regional government and Malacañang enough time to gradually disarm thousands of Moro Islamic Liberation Front (MILF) members and reintroduce them to mainstream society. Mendoza is a staunch supporter of the peace process between the government and MILF saying this is a key to sustaining the province’s growth. “There are thousands of MILF members in North Cotabato, the key stakeholders to the Mindanao peace process,” she said. Indeed, the city government, the Davao City Police Office, Task Force Davao and other security agencies such as the Public Safety and Security Command Center are very serious given the experience of Dabawenyos on so many attacks worse of which were bombings resulting in the loss of so many lives in the past. MARRIAGE WOES What should a husband do if his wife had mortgaged their house several times while he worked abroad for 28 years. Fortunately he was able to redeem it. Not content with squandering her husband’s earnings she ran away with another man and cohabited with him. If I were the husband, and if the resources permit it, it would be best to file for annulment of marriage, if they

are legally married, which we presume. Also, it would be advisable to file a criminal case of adultery against her and the man if the latter knows she is married yet had sexual intercourse with her, under Article 333 of the Revised Penal Code. This case may also bolster his annulment case. Meanwhile, to further protect the husband’s interest, it would be prudent to write the SSS to exclude her as

his legal beneficiary or any insurances he may have placing her as beneficiary, since there is no certainty that he may outlive her. If they have acquired substantial properties (real or personal), it would be best to apply as administrator of their properties to prevent her from dissipating their properties. This requires at least a year of abandonment of the spouse away from the conjugal abode.

Another option is to make a notarial will with three attesting witnesses, while the husband is of sound and disposing mind, so he could disinherit her. The grounds are cited in Art. 921 (specifically no.4) of the Civil Code of the Philippines., that is when the spouse has given cause for legal separation. Article 916 of the same law, requires that the legal cause for disinheritance should be specified and total.

Probate of said will while husband is still alive is advisable as it is easier to prove and expectedly more expeditious. There is a lesson to be obtained here, choose wisely your partner in life, cause you may end up in misery. If we can pray for a rain not to happen on our picnic day, why not for a lifetime partner?

A judge, who was holding court in a far away town, was always sure of being annoyed by some cutting remarks by a local lawyer. After one such occasion, someone asked the judge at dinner why he didn’t tell off that nasty lawyer. The judge dropped his knife and fork to the table, placed his chin in his hands and elbows on the table, as he stressed the following story: “When I was little boy, we had a dog. On nights, when the moon was full, that old hound dog would how and bark at things he saw in the bright face of that moon. We never did sleep well those nights. Sometimes that dog would how all night long.” After sharing that anecdote, the judge picked up his knife and fork, and began to eat again. Bewildered, one had the courage to ask: “But that’s beside the point, you haven’t answered your critic.” “I just did,” the judge answered. “When that dog

barked, the moon just kept on shining. I don’t intend to say anything back. I’ll just keep on shining – quietly, calmly, like the moon.” The story reminds me of the words of American motivator Zig Ziglar. “Don’t be distracted by criticism,” he said. “Remember, the only taste of success some people have is when they take a bite out of you.” What is life without criticism. Perhaps, it will be boring and unchallenging. Imagine buying a new dress and no one ever commenting you that it looks good or bad in you. Think of writing a poem or short story with no one bothering to say a word or two. “The truth is, critics are a fact of life, and criticism is something all of us must face,” writes Dr. Richard Carlson, author of Don’t Sweat the Small Stuff. “In fact, the only way to avoid criticism is to live an isolated life where people aren’t exposed to your work, personality, or behavior.” But that’s impossible. No man is island, so goes a saying. We cease to exist if there are no people around us. That is the reason why we cannot escape criticism. “Concern over criticism clogs creativity,” Duane Alan Hahn reminds. To which

American psychologist Hendrie Weisinger adds, “Criticism is information that will help you grow.” We need criticism, Dr. Jose Rizal once wrote, to keep us awake. “Sometimes, the criticism we receive is valuable, even helpful,” Carlson wrote. “Other times, it’s utter nonsense. Either way, learning to use criticism as ‘small stuff’ is incredibly useful in our efforts to live a life of reduced stress.” There was a priest who kept on his desk a special notebook labeled, “Complaints of members against other members.” When someone called to tell him the faults of another, the priest would say, “Here’s my complain book. I’ll write down what you say, and you can sign it. Then, when I have to take the matter up officially, I shall know what I may expect you to testify to.” The sight of the open book and ready pen had its effect. “Oh, no. I couldn’t sign anything like that,” the complainant usually would say. That’s why no entry was ever made. The priest says he kept the book for forty years, opened it probably a thousand times, and never wrote a line in it. An anonymous once said:

“Criticism is the disapproval of people, not for having faults, but having faults different from your own.” Another one said: “Don’t mind criticism. If it is untrue, disregard it; if it is unfair, keep from irritation; if it is ignorant, smile; if it is justified, it is not criticism, learn from it.” “Criticism may not be agreeable, but it is necessary,” said Sir Winston Churchill in an interview with New Statesman. “It fulfills the same function as pain in the human body; it calls attention to the development of an unhealthy state of things. If it is needed in time, danger may be averted; if it is surprised, a fatal distemper may develop.” Criticism happens anytime, everywhere to anyone. Election time is fast approaching. The campaign period has started. Criticisms against opponents are the rule of the day. No one is spared. After election, the loser will usually say, “I have been cheated.” “If you think about it, a landslide political victory would be one where the winner received 60% of the vote,” Dr. Carlson wrote. “That means that even in a convincing win, 40% of the people will be wishing the winner had lost!” This must be the reason why he argued that we should

not criticize another person because it says nothing about the person. “(Criticism) merely says something about our own need to be critical,” he wrote. “If you attend a gathering and listen to all the criticism that is typically levied against others, and then go home and consider how much good all that criticism actually does to make our world a better place, you’ll probably come up with the same answer that I do: Zero!” Criticism does no good, he pointed out. “Criticism, like sweating, is actually nothing more than a bad habit,” he said. “It’s something we get used to doing; we’re familiar with how it feels. It keeps us busy and gives us something to talk about.” Perhaps, we need to listen to the words of Sir Kingsley William Amis, an English novelist and poet. “Self-criticism must be my guide to action, and the first rule for its employment is that in itself it is not a virtue, only a procedure.” American writer and lecturer Dale Carnegie said it all: “Any fool can criticize, complain and condemn – and most fools do. But it takes character and self-control to be understanding and forgiving.

respective investment promotion agencies (IPAs) the following: their total number of employees and the number of employees under the WFH arrangement detailed list of the laptops, desktops, and other equipment and assets brought out of the economic or freeport zones. This list should include the quantity of the assets, their acquisition cost and book value, and the amount of bond paid to cover 150% of the amount of taxes and duties (if imported) and value-added tax (VAT) (if locally sourced) of the equipment and assets taken outside the ecozones, according to the FIRB. “Bonds shall be posted for all equipment (e.g. desktops and laptops) deployed by the RBE to their employees’ homes, to ensure payment of taxes and duties if any such equipment is not returned to the site of the RBE after the

WFH arrangement,” according to the memo addressed to all heads of IPAs and RBEs in the IT-BPM sector. The guidelines, likewise, require that within five days after the end of each month, RBEs should submit to their IPAs a report on any additional equipment and other assets brought out of the economic or freeport zones, and the current total number of employees and number of employees under the WFH arrangement. The RBEs are given up to September 30, 2021 to submit to their IPAs a certification that the export requirement and the number of employees will be maintained. “Non-compliance with the conditions prescribed under FIRB Resolution 1921 may result in suspension, withdrawal, or cancellation of tax incentives of the RBEs,”

according to the memo. The concerned IPAs, for their part, should submit to the FIRB Secretariat on or before October 15, 2021, and 15 days after the end of each month, their respective lists of registered IT-BPM enterprises availing of the WFH arrangement. Each IPA list should include details on the quantity of assets brought by the ITBPM firm or firms out of the economic zone or freeport, including their acquisition costs and book values; and the amount of surety bond paid to cover 150% of the amount of taxes and duties (if imported) and VAT (if locally sourced) on such assets, the FIRB said. IPAs are also required to submit to the FIRB Secretariat within 30 days from the expiration of the period of the WFH arrangement, their respective lists of registered

“We also have jobs for carers not necessarily private institutions like care homes. There are also cleaners, factory workers, and also domestic workers. Yesterday, we’ve 100 domestic workers for Malta through foreign recruitment agencies (FRAs),” Siclot added. She advised job seekers who are looking to be employed to visit the Philippine Overseas Employment Administration (POEA) website for available jobs. Malta is considered as a new market for Filipino workers, but the labor attache said the Philippines has yet to sign a bilateral labor agreement with the western European nation. FIRB allows WFH for IT-BPM companies in ecozones until March ‘22

nformation Technology Business Process Management (IT-BPM) enterprises located in economic zones are allowed to implement work-from-home (WFH) arrangements until the end of March 2022, the Fiscal Incentives Review Board (FIRB) said Friday. In a statement, the FIRB said it released Resolution No. 19-21 which allows ITBPM firms in economic zones to adopt 90% WFH setups up to March 31, 2022 amid the COVID-19 pandemic. Under the said resolution, WFH arrangements shall be allowed until January 1, 2022, afterwhich a 75% ceiling shall be imposed until March 31, 2022. However, if the state of calamity is extended beyond January 1 next year, the ceiling shall be maintained at 90% until the end of March 2022.

Fitch lowers world GDP growth to 6% for 2021

F

itch Ratings expects world gross domestic product (GDP) will grow by 6% in 2021, according to its Global Economic Outlook report for September. The new figure is down from the global rating agency’s 6.3 percent world GDP growth forecast made in June. “Supply constraints are limiting the pace of recovery,” the agency said in a statement, adding: “A greater share of demand growth is being reflected in price increases and US inflation forecasts have been revised up again.”

The agency lowered the US’ GDP forecast for this year to 6.2 percent, from 6.8 percent made in June. China’s 2021 growth expectation was also lowered to 8.1 percent, from 8.4 percent, citing property slowdown weighing on domestic demand. Growth estimate for eurozone this year, on the other hand, was revised up to 5.2 percent, from 5 percent. “Progress with vaccine rollout is limiting the impact of renewed increases in coronavirus cases on economic activity in Europe and, to a slightly lesser extent, in the US,” Fitch said.

InstaPay, PESONet transactions grow in first 7 months of ‘21: BSP

oth InstaPay and PESONet fund transfers have registered significant growth in terms of transaction value for the first 7 months of 2021, the Bangko Sentral ng Pilipinas said Friday. The value of transactions through InstaPay, or real-time transfers of less than P50,000, expanded by over 180 percent, while PESONet, which covers transfers of over P50,000, rose 80 percent for the first 7 months, the BSP said in a statement. With these developments, the BSP said it would further push for its digitalization efforts in order to build a stronger post-pandemic economy, the central bank said. “This will usher in a post-COVID-19 economy that is stronger, more technologically advanced, and

more inclusive than ever before,” BSP Gov. Benjamin Diokno said during a meeting with several financial associations. InstaPay and PESONet are part of the BSP’s clearing houses under the National Retail Payment System. Banks in the country have been promoting the use of online fund transfers with several firms saying they would wave fees for InstaPay and PESONet transactions until the end of the year. The BSP also earlier launched its Digital Transformation Roadmap, which aims to digitize 50 percent of transactions and have at least 70 percent of the population banked by 2023. he Aboitiz Foundation Inc., together with Hedcor, committed PHP7.8 million worth of projects in its host communities in Mindanao as they inked a memorandum of agreement (MOA) with its partners from this city, Davao del Sur, and Bukidnon, a statement said Friday. rights).” Financial account or net lending by residents to the rest of the world posted net inflows of $2.9 billion, up 565.9% from $442 million a year earlier. “The increase in net inflows was due mainly to the reversal of the portfolio (due, in turn, to non-residents’ investments in government bond issues) and other investment accounts to net inflows and the increase in net inflows of direct investments,” the BSP said. Year-to-date BOP position amounted to a deficit of $1.9 billion from a surplus of $4.1 billion in the same period last year on the back of wider merchandise trade deficit amounting to $22.5 billion from $15.3 billion as growth in imports outpaced the growth of exports during the January to June period. Nonetheless, the end-

June 2021 BOP positions reflected a higher gross international reserves of $105.8 billion from $93.5 billion as of end-June 2020. The latest GIR level represents a more than adequate external liquidity buffer equivalent to 10.6 months’ worth of imports of goods and payments of services and primary income. Moreover, it is also about 7.5 times the country’s short-term external debt based on original maturity and 5.1 times based on residual maturity. Short-term debt based on residual maturity refers to outstanding external debt with original maturity of one year or less, plus principal payments on mediumand long-term loans of the public and private sectors falling due within the next 12 months.

he Philippines’ balance of payments (BOP) position saw a surplus in the second quarter of 2021, albeit lower year-on-year, due to wider trade deficit recorded during the period, the Bangko Sentral ng Pilipinas (BSP) reported on Friday. Data released by the BSP showed the country’s BOP position stood at a surplus of $905 million in the April to June period, down 78.3% from the $4.2-billion surplus in the same period in 2020. The BOP is a record of all the country’s transactions with the rest of the world in a particular period. It is the difference between payments into and out of a country. A surplus means more funds entered the country, while a deficit means more funds exited. “This was due to the reversal of the current account
