fter rejecting PDP Laban’s nomination as presidential bet, Senator Christopher Lawrence “Bong” Go made a surprise move on Saturday when he filed his certificate of candidacy (COC) for vice president in next year’s elections on October 3, 2021.

Go filed his COC past 3 p.m. Saturday, accompanied by President Rodrigo Duterte. In his speech during his filing, Go said given that

the President decided to withdraw his acceptance of nomination, he took the challenge as PDP-Laban’s Vice Presidential candidate.

The Municipal Social Welfare and Development Office of the local government of Sta. Cruz, Davao del Sur has kept up with its food assistance for the COVID-19 patients, using available resources. Since the onset of the COVID-19 pandemic, the LGU of Sta. Cruz has never stopped providing food

persons with disabilities, solo parents, drug reformists, members of the Badjao community, drivers, vendors, and construction workers from the vaccinations conducted from August 18, 2021, to September 30, 2021, at People’s Park.

According to Aquino, this is a big improvement in the number of individuals catered daily for the vaccination. EDITORIAL Of Atty. Elly Pamatong and nuisance candidates Philippine elections have always been storied. Yes, especially presidential polls, with all those pleasant daydreamers and outright crackpots filing their certificates of candidacy for president. For certain, many of these hopefuls will be declared “nuisance candidates.”

The 2022 elections will not be an exception as shown in yesterday’s first day of filing COCs for the country’s 18,000 elective positions which was described as “peaceful and organized” by spokesperson James Jimenez of the Commission on Elections (Comelec). One of the most colorful of the so-called nuisance candidates was Ragen Elly Velez Lao Pamatong, more popularly known as Ely Pamatong. However, newsmen covering last Friday’s first day of COCs did not see Pamatong anymore. His adopted son announced that Mr. Pamatong, a lawyer who studied in the University of the Philippines in Diliman, Quezon City and Silliman University in Dumaguete City, died of heart attack last July 24, 2021, a few days after turning 78 in Arayat, Pampanga, his hometown.

A former delegate to the 1971 Constitutional Convention, Pamatong had attempted to run for president in 2004 and 2010 but his candidacy was not accepted by the Comelec which declared him a nuisance candidate.

He established his own military organization called United States Allied Freedom Fighters (USAFFE), which he claimed to be a holdover of the original United States Army Forces in the Far East of World War II. It was based in Cagayan de Oro in a compound owned by Edmundo Pamintuan known to Dabawenyos as “Kumander Lahi,” leader of the Back to Christ Discovery Crusade Group.

In January 2019, Pamatong burned the flags of China and Malaysia on behalf of his group as protest actions against the two countries.

He called on his supporters to spread spikes on roads as a protest against corruption in President Gloria Macapagal-Arroyo’s administration. Spikes were reportedly spread on roads in Metro Manila, Baguio, Bicol, Cagayan, Davao and Laguna. Earlier, Pamatong filed numerous lawsuits against high profile personalities including then Pope Benedict XVI and Cardinal Gaudencio Rosales for “alleged disturbance of public order, swindling and teaching immoral doctrines.” He also filed disqualification cases against Lito Lapid and Manny Pacquiao alleging that these candidates for senator did not have enough educational qualification for the position.

In yesterday’s start of COC filing majority of the six who filed their certificates for President, so far, many are candidates for Comelec declaration as nuisance. Their individual stories will be known as soon as the Comelec rules on the legitimacy of their aspiration. But this early, we know that the passing of Mr. Ely Pamatong, the colorful former Concon delegate from Misamis Oriental, is not the end of the era of nuisance candidates in our checkered democracy. MARRIAGE WOES (PART 2) One who had a child out of wedlock and the child is now 8 years old seeks support from the putative father, since the mother has no work because of the pandemic. She did not press for support before. He seasonably gives P 1,000.00 as support last November 2020 and this July of 2021. She wanted to go to the barangay for help in drafting her demand letter for support but the man raises the issue of paternity and wants to have DNA testing of the child. The man has no capacity to pay for the DNA test. He however, signed or acknowledge paternity of the child as he signed in the birth certificate and was even allowed to use his surname. The woman is in

a quandary whether she could ask for support for the child and if the man is in Manila, and he could not sign the demand letter, would it be alright if his parents will sign it? Act No. 3753 of the Civil Registry Law, sets the requirement for registration of births of children legitimate or illegitimate. The fact that the man signed item no. 13 of the Certificate of Live Birth, Affidavit of Admission of Paternity, is prima facie evidence of the statement or facts appearing thereon. He may question it, but in the meantime, what is written there remains to be correct until proven otherwise. Since, he is the one raising the issue, he

should bear the burden of proving it. But the action for support may be filed. His prior support given and his acknowledgment of paternity, may militate against his contention that the child is not his. Demand letter for the support of the child may be received or signed by his parent/s , however, it would be best if it would be received by him personally to avoid his mere denial later on that, he did not receive it , hence, there is no valid demand for support. As the right to support is reckoned from the time it is demanded. There is indeed difficulty in serving him the demand letter since he is in Manila and the parent may not even give the exact address. It

would be best for this mother to seek legal counsel from the PUBLIC ATTORNEY’S OFFICE, which agency or office is nationwide, it may be possible they may be able to trace the whereabouts of the putative father. The Red Cross is also capable of helping locate persons. These are hard realities encountered by women whose husband or partner has reneged on his responsibility to his family or children. The advocacy on empowering women to be financially able to support themselves and her children should be taken seriously. We have no delinquent children, as they say only delinquent fathers. Litigation, like this, is protracted, so the woman should

brace herself for a long battle. Meanwhile , she has to work for her and her child to survive. The brighter side is, if she would call on “Him”, His mercies are new every morning. Who knows she might come out stronger in character and will know how to face life’s adversities. HENRYLITO D. TACIO WATCH OUT: DENGUE IS HERE! When there’s rain, there’s water. When there’s water, there’s mosquito. When there’s mosquito, there’s dengue. Since the last quarter of the year in the Philippines is the rainy season, expect more cases of dengue, too. After all, the mosquitoes that carry the dengue virus love to proliferate in clean water, particularly those thrown cans, discarded tires, and pails (where rainwater is being stocked). One Davao scribe describes mosquitoes as “terrorists on the loose.” They attack anytime of the day. They don’t have any weapons but their bite is as deadly as the gun. There’s no blood that will spill out but watch out, they are indeed lethal. These mosquitoes carry different kinds of viruses. The Aedes aegypti, for instance, once infected with the dengue virus, transfers it to any human being through a single bite. It bites only during daytime but its peak biting time is after sunrise and at dusk – especially one hour before sunset. However, not all Aedes aegypti mosquitoes are carriers of the dengue virus, but only those that have bitten people infected with the virus. Once infected, a mosquito remains infective for life, transmitting the virus to susceptible individuals during probing and blood feeding. When a person is bitten

by an infected mosquito, the dengue virus is deposited in the person’s bloodstream. The time between the bite of a dengue-carrying mosquito and the start of dengue fever symptoms averages four to six days, with a range of three to 14 days. An infected person can be a source of dengue virus for mosquitoes for about six days. But what’s alarming is the fact that dengue might be mistaken for coronavirus disease 2019 (COVID-19). “As dengue cases rise during the COVID-19 pandemic, increased caution is needed from medical practitioners to avoid instances of misdiagnosis,” pointed out health experts. Common symptoms shared by dengue and COVID-19 are fever, muscle and joint pains, headache, and fatigue. “With symptoms similar to COVID-19, dengue remains as one of the top illnesses we should always be mindful of,” urged health experts. Vomiting (may include blood), swollen glands, rashes, severe abdominal pain, and bleeding gums are symptoms exclusive to dengue. Symptoms exclusive to COVID-19 include diarrhea, loss of taste and smell, lesions on toes, bluish lips or face, and hemoptysis (the spitting of blood that originated in the lungs or bronchial tubes). Like death and taxes, dengue exempts no one: fat or thin, ugly

or beautiful, rich or poor, educated and illiterate. Children, who are exposed in open areas while playing, are more prone to dengue although adults are not spared from infection. In a feature I wrote for the Asian edition of Reader’s Digest, I cited the case of my friend, who was a lawyer. He was based in Manila but at one time he went to Baguio, where he contracted dengue. A few days after being bitten, he suffered high fever, severe headache, and pain behind the eyes. There was also an outbreak of rashes in some parts of his body. From Baguio, he was brought to Manila. But it was already too late. He suffered hemorrhage in the liver and died three weeks after being confined in one of the wellknown hospitals in Makati City. Even doctors die from dengue, too! There was a case of a lady physician whose daughter suffered from dengue. Unknowingly, a mosquito which bit her daughter had bitten the doctor. A few days after her daughter died, as a result of dengue, the doctor also showed manifestations of having dengue. She also died of the same disease. Dengue actually doesn’t kill. It’s when dengue hemorrhagic fever (DHF) takes over that it becomes lethal. Some five percent of DHF cases are fatal; without proper treatment,

the rate rises up to 15 percent, some studies show. There’s already a dengue vaccine available, but most Filipinos are not using it because of the bad experience we had of it. Some children reportedly died after being injected with the vaccine. But there’s good news. The Tuklas Lunas program of the Department of Science and Technology (DOST) is conducting a clinical trial of a herbal capsule against dengue. Costing P12 million, the trial is being implemented by Pharmalytics Corporation. The randomized, double-blind, placebo-controlled study – which is being conducted in Cavite – aims to determine the efficacy and safety of an herbal capsule when taken orally by adults with dengue fever showing no warning signs. Each fixed-dose capsule combines the ability of “tawa-tawa” (Euphorbia hirta) and “banaba” (Lagerstroemia speciosa) to increase platelet count with the immune-boosting and anti-inflammatory properties of “luya” (Zingiber officinale). The clinical trial is funded by the DOST through the Philippine Council for Health Research and Development (PCHRD). “Once proven safe and effective, the herbal capsule will be the first definitive treatment for dengue,” DOST said in

a statement. “It could pave the way for use in cases showing warning signs and even in severe types.” “Dengue is the world’s most important viral disease transmitted by mosquitoes,” says Dr. Duane Gubler, health administrator of the US Centers for Disease Control and Prevention (CDC). The mosquitoes thrive in areas close to the human population. “The dengue mosquito lays its eggs in water-filled containers inside the house and surrounding areas of dwellings (this includes non-used bottles, containers, discarded waste, and tires, among others which hold water,” says the World Health Organization (WHO). The eggs hatch when in contact with water. Eggs can withstand very dry conditions and survive for months. Female mosquitoes lay dozens of eggs up to 5 times during their lifetime. Adult mosquitoes “usually” rest indoors in dark areas (closets, under beds, behind curtains). Here, it is protected from wind, rain and most predators, which increases its life expectancy and the probability that it will live long enough to pick up a virus from one person and pass it on to the next. The best protection against dengue is, of course, not to be bitten by the mosquito carrying the virus.

600K workers re-employed in September, says Bello

round 600,000 workers were re-employed in September, Labor Secretary Silvestre Bello III said on Saturday. He disclosed this after the Philippine Statistics Authority (PSA) recently reported that unemployment rose to 3.88 million in August amid the implementation of a stricter lockdown to curb the more transmissible Delta coronavirus variant. “Ngayon lumuluwag na, mukhang mga 600,000 plus

PAL secures US court nod to access $505M financing

hilippine Airlines has received a US court approval to access $505 million in debtor-in-possession financing, it said Friday. The financing is part of its restructuring program after it filed a Chapter 11 Bankruptcy protection in the US, the flag carrier said in a statement. A Chapter 11 bankruptcy protection does not mean the airline is closing down but it would instead be allowed to operate and pay debts over a period of time. “With approval to fully access our DIP financing, PAL has the additional liquidity needed to meet our current and future obligations and to continue operating as usual,” PAL Chief Financial Officer Nilo Thaddeus P. Rodriguez said.

“PAL will emerge a leaner and more competitive airline thanks to our hardworking employees, the resolute commitment of our majority shareholder and the strong support from our stakeholders and creditors,” he added. PAL said it would continue operating and that passengers and employees are unaffected by the restructuring. “This important step confirms that our recovery process is on track as we continue to work hard on securing a fully consensual reorganization plan in an efficient manner,” PAL president and COO Gilbert Santa Maria said. udget carrier Cebu Pacific on Friday said it had cleared all the refund complaints filed at the Civil Aeronautics Board (CAB). “As of August, the airline had cleared cases totaling 2,842 that were filed at the CAB since 2020, as Cebu Pacific worked alongside the regulator to resolve complaints after the pandemic upended the travel industry,” the airline said in a statement. Cebu Pacific added that it continued to prioritize its customers by overhauling its systems and augmenting its refund-dedicated workforce to continually process requests. “As of September 2021, the airline has refunded a total of P8.18 billion,” it said. Cebu Pacific issued P479 million in refunds to customers for the July to September period. The airline earlier announced that it had refunded its passengers P7.7 billion for requests filed from January 2020 until June 2021. “As of August, the airline had verified cases totaling 2,842, and discussed with CAB the resolution of these

complaints. This is a positive development directly benefiting affected passengers after the coronavirus pandemic grounded air travel. he Philippine economy will take more than a decade to return to pre-pandemic growth, an official said Thursday, warning the next two generations of Filipinos would be paying for the cost of COVID-19. he London-based information and analytics firm IHS Markit reported Friday that Philippine manufacturers were able to rebound in September as the government eased community quarantine restrictions. The country’s manufacturing purchasing managers’ index (PMI) in September reached 50.9, above the neutral score of 50. IHS Markit noted that the factory activities’ score in September was the highest in six months. The manufacturing index was at 46.4 in August when Metro Manila was reverted to the most stringent community quarantine measure while nearby provinces were placed under stricter quarantine protocols. “A number of factories and businesses resumed their operations. However, the domestic and international demand environment remained challenging,” IHS Markit economist Shreeya Patel said.

Hornets need LaMelo Ball to take charge C HARLOTTE, N.C. — LaMelo Ball made the transition from playing basketball overseas to the NBA last season look fairly easy, breezing his way to rookie of the year honors.

Now Hornets coach James Borrego wants the point guard to take the next step. For Borrego, that means the No. 3 overall pick in 2020 gaining a deeper understanding of who the Hornets are as a team, what to look for in certain in-game situations and taking on more of a leadership role through communication with his teammates.

“I want him to take the reins of this program,” Borrego said. “He’s the quarterback, the floor general and for us to take that next step he must run this team, not only on the offensive end but the defensive end as well.” The Hornets went 3339 last season, finishing 10th in the East and losing to the Indiana Pacers in the play-in game. PSC’s Batang Pinoy to empower LGUs on international sports technical rules

T

he Philippine Sports Commission through its Batang Pinoy (BP) and Philippine National Games (PNG) continues its mandate of developing athletes in the grassroots despite the pandemic.

The two programs are set to conduct the fourth part of a series of webinars in preparation for the reimplementation of the grassroots program. Beginning October 5, local government units are expected to attend the webinar which will share updates on the international sports technical rules. PSC Chairman William “Butch” Ramirez believes that the “joint effort between the LGUs and the PSC will ensure that young aspiring athletes are given enough time and resources to grow and reach their full potential.” With the current
