She said that efforts of the councilors and the Office of Vice Mayor Sebastian “Baste” Duterte is much appreciated especially since the SP-led vaccination targets herd immunity in barangays, particularly in Covid-19 risk areas. Schlosser shared that

the Sangguniang Panlungsod (SP) mobile vaccination program has already reached a total of 87,874 Dabawenyos who received their first and second doses of the anti-Covid-19 vaccines since August this year. Of the number, 60,616 Dabawenyos have received their first dose and 27,258 took their second jabs and were fully vaccinated as of October 14. On October 14, 2021, the mobile vaccination teams led by members of the City Council administered anti-Covid vaccines to a total of 4,190 in ten sites. Of the 4,190 jabs administered, 1,311 were

EDITORIAL Vacc-essible, vacc-vailable Davao City has just received more vaccines against Covid-19 of the highly-regarded Pfizer brand. This means, it can accommodate more vaccinees at any given time. It has even announced it will now accept onsite walk-ins. With the additional vaccines available, the next step is to get more people to be vaccinated. When the vaccination rollout began a few months back, the limited supply only allowed for the city government to prioritize the frontliners and the vulnerable sector. Then came more vaccines arriving which allowed for more Dabawenyos to get fully vaccinated.

Despite the aggressive campaign, there are still those who refused to get vaccinated and stuck on their unfounded belief whilst science and logic point to the positive effects of getting the jabs. Today, many countries around the world are slowly opening up its borders. However, the requirement is for travellers to have been fully vaccinated before entry to the said country. But there is also the additional requirement of being vaccinated by “prescribed” vaccines measured by its Vaccine Efficacy and Effectiveness (VE) rating. The protection offered by a vaccine against a person requiring hos-

Most of the vaccinated individuals in Davao got the Coronavac (Sinovac). The good thing is that in countries like Australia, for example, it has admitted Coronavac (Sinovac) vaccine as a “recognised vaccine”.

Dear Friend of Debtor,

A debtor is obliged to pay his creditor the loan that he had incurred as it falls due. However, no person can be imprisoned merely by reason of non-payment of debt. This guarantee is expressly provided for under Section 20, Article III of the 1987 Philippine Constitution which states: “No person shall be imprisoned for debt or non-payment of poll tax.” This provision is anchored on personal liberty by prohibiting the practice of either sending the debtor to jail or making the debtor personal slaves for failing to pay the debts. But it must be

clear that this has something to do with purely civil debts. To give you a clearer view about this matter, “debt” refers to any civil obligations arising from contracts, express or implied. An obligation to pay arising from extra contractu is considered a private matter between the creditor and the debtor and no criminal action to enforce the former’s right to recover will lie. The remedy of the creditor is a civil action for the recovery of the unpaid debt. Since the action is civil in nature, however, there is no way that the debtor may be imprisoned. The purpose

of the action is for the creditor to avail itself of the compulsory processes of the court to force the debtor to pay. While no person may be imprisoned for nonpayment of debt, an obligation acquired through fraud may be criminally prosecuted. In such case, the fraudulent act of securing the debt, and not his default in paying it, is punishable. The obligation arises from acts ex-delicto and is therefore not considered a debt under the constitutional provision. Applying the above-mentioned laws, your debtor-friend cannot be impris-

oned solely on the basis of his non-payment of debt, including the interest. However, if it can be discovered later on that the obligation was acquired through fraud, then he may be criminally liable. HENRYLITO D. TACIO THE COLOR OF FRIENDSHIP “A single soul in two bodies” was how philosopher Aristotle described a friend. To Len Wein, afriend is “someone who is there for you when he’d rather be anywhere else.” Father Jerome Cummings considers a friend as the person who “who knows us, but loves us anyway.” Ralph Waldo Emerson believes a friend is “the masterpiece of nature.” But the definition I like most is the one which Dinah Craik (author of 1859’s A Life for a Life) penned: “A friend is one to whom one may pour out all the contents of one’s heart chaff and grain, together. Knowing that the gentlest of hands will take and sift it, keep what’s worth keeping and blow the rest away.” Recently, I got an email from a friend. He forwarded me a thought that is not only inspirational but also loaded with lessons in life. The author is unknown but the title itself is captivating: “The color of friendship.” I read it – with much gusto – trying to figure out what color I am – as a friend. At the end of the piece, I surmised that whatever color

we want to be, we will always be friends. Read on… Once upon a time the colors of the world started to quarrel. All claimed that they were the best, the most important, the most useful and the favorite of them all. Green said: “Clearly I am the most important. I am the sign of life and of hope. I was chosen for grass, trees and leaves. Without me, all animals would die. Look over the countryside and you will see that I am in the majority.” It reminds me of the song, “Green, green grass of home.” Blue interrupted: “You only think about the earth, but consider the sky and the sea. It is the water that is the basis of life and drawn up by the clouds from the deep sea. The sky gives space and peace and serenity. Without my peace, you would all be nothing.” Now, I know why the sky is blue.

Yellow chuckled: “You are all so serious. I bring laughter, gaiety, and warmth into the world. The sun is yellow, the moon is yellow, and the stars are yellow. Every time

you look at a sunflower, the whole world starts to smile. Without me there would be no fun.” Sing with me that song all over again, “Tie a yellow ribbon ‘round the old oak tree…” Orange started next to blow her trumpet: “I am the color of health and strength. I may be scarce, but I am precious for I serve the needs of human life. I carry the most important vitamins. Think of carrots, pumpkins, oranges, mangoes, and papayas. I don’t hang around all the time, but when I fill the sky at sunrise or sunset, my beauty is so striking that no one gives another thought to any of you.” Remember “Orange”, a song performed by Irish comedian David O’Doherty? Red could stand it no longer he shouted out: “I am the ruler of all of you. I am blood – life’s blood! I am the color of danger and of bravery. I am willing to fight for a cause. I bring fire into the blood. Without me, the earth would be as empty as the moon. I am the color of passion and of love, the red rose, the poinsettia and the

poppy.” Which song should we sing: “Woman in Red” or “Red River Valley”? Purple rose up to his full height; he was very tall and spoke with great pomp: “I am the color of royalty and power. Kings, chiefs, and bishops have always chosen me for I am the sign of authority and wisdom. People do not question me! They listen and obey.” Purple rain was what comes to mind! Finally Indigo spoke, much more quietly than all the others, but with just as much determination: “Think of me. I am the color of silence. You hardly notice me, but without me you all become superficial. I represent thought and reflection, twilight and deep water. You need me for balance and contrast, for prayer and inner peace.” And so the colors went on boasting, each convinced of his or her own superiority. Their fight became louder and louder. Suddenly there was a startling flash of bright lightning thunder rolled and boomed. Rain started to pour down relentlessly.

The colors crouched down in fear, drawing close to one another for comfort. In the midst of the clamor, God began to speak: “You foolish colors, fighting amongst yourselves, each trying to dominate the rest. Don’t you know that you were each made for a special purpose, unique and different? Join hands with one another and come to me.” Doing as they were told, the colors united and joined hands. God continued: “From now on, when it rains, each of you will stretch across the sky in a great bow of color as a reminder that you can all live in peace. The rainbow is a sign of hope for tomorrow.” And so, whenever a good rain washes the world, and a rainbow appears in the sky, let us remember to appreciate one another. “A friend knows the song in my heart and sings it to me when my memory fails,” Donna Roberts said. he native handicrafts produced by the B’Laan and Manobo tribes in Jose Abad Santos (JAS) town in Davao Occidental, is seen to be a growing industry in the municipality.

JAS Mayor Jason John Joyce took pride of the tribes’ handicraft produce such as baskets made of nito plant and wooden furniture products made of drift woods. “The nice wooden products are made of drift woods, assembled by our indigenous people to make wonderful furniture,” Joyce said in today’s episode of the Laging Handa Network Briefing with Presidential Communications Secretary Martin Andanar. oney sent by overseas Filipinos grew in August as further reopening host countries for migrant workers globally continues, data released by the Bangko Sentral ng Pilipinas (BSP) showed. Central bank data showed that personal remittances — the sum of transfers sent in cash or inkind via informal channels — stood at $2.889 billion last month, up 4.8% from the $2.756 billion posted in the same month last year. This brought the yearto-date personal remittances to $22.672 billion, up 5.9% from $21.414 billion recorded in the January to August 2020 period. “The growth in personal remittances in August was due to remittances sent by land-based workers with work contracts of one year or more, which increased by 4.2% to $2.207 billion from $2.118 billion in the same month last year, and seaand land-based workers with work contracts of less than one year, which grew by 8.4% to $629 million from $580 million a year ago,” the BSP said. Cash remittances —

money transfers coursed through banks — amounted to $2.609 billion in August, up 5.1% from $2.483 billion registered in August 2020. “The growth in cash remittances was due to the increase in remittances from land-based workers and sea-based workers, which rose by 4.1% to $2.032 billion from $1.952 billion and 8.6% to $577 million from $531 million, respectively,” the BSP said. Year-to-date cash remittances totaled $20.38 billion, up 5.7% from $19.285 billion in the same period last year. “The growth in cash remittances from the United States (US), Malaysia, and South Korea contributed largely to the increase in remittances in January-August 2021,” the central bank said. In terms of country sources, the BSP said the US registered the highest share of overall remittances at 40.7% in the first eight months of the year, followed by Singapore, Saudi Arabia, Japan, the United Kingdom, the United Arab Emirates, Canada, South Korea, Qatar, and Taiwan.

ore than 73 establishments in Davao Region have secured a Safety Seal Certification under the government program that is aimed to assure the public of establishments’ compliance with the minimum public health standards (MPHS). In the One Davao Virtual Presser today, Department of Trade and Industry XI (DTI) senior trade and industry development specialist Dexter Bermudez shared that more establishments in the region have applied to the Safety Seal Certification Program as their way of enticing more clients to patronize their products and services and ensure them with a safe and

secure environment. “Currently, 73 establishments were awarded by DTI with the safety seal; while 40 establishments are scheduled for inspection,” Bermudez added. Twenty-three of those with safety seal are groceries; 18 are those from the construction industry; 15 are barbershops and salons; 11 are convenience stores; while two are pro-

viding logistics and from the services sector. The DTI issues certification to groceries, supermarkets, convenience stores, hardware stores, outlets of logistics service providers, barbershops and salons, and repair shops. The Department of Tourism (DoT) covers applications from hotels, resorts, travel and tour services, meetings, incentives, conferences, and events (MICE), and restaurants inside the hotels or resorts. The Department of Labor and Employment (DOLE) issues safety seals for manufacturing, construction sites, utilities, information and communication companies, and warehouses.

Local government units (LGUs) handle the safety seal application of malls, wet markets, retail stores, restaurants outside hotel/resort, banks, money changers, pawnshops, car wash, laundry service providers, libraries, review centers, gyms and spa, cinemas, arcades.
