riday night’s flooding forced 179 families to evacuate for safety. Alfredo Baloran, chief of Davao City Disaster Risk Reduction Management Office (CDRRMO), reported that 179 families consist of 669 individuals were evacuated as floods hit some areas in the city after hours of non-stop rain due to Intertropical Convergence Zone (ITCZ). “179 families ang nag-evacuate pero nakabalik napud tanan sa ilang

mga balay,” Baloran told Edge Davao. Baloran said there was

no major damage reported as residents were already informed earlier. Based on the report of CDRRMO, evacuated individuals were from areas of Purok 1, Brgy. Crossing Bayabas; Brgy. Catalunan Pequiño; Brgy. Sto. Niño; Brgy. Talomo Proper (Purok 56 and Purok 62 – 25); Brgy. Communal; and Brgy. Bunawan Proper. Intermittent moderate to at times heavy rains

Gen. Eleazar lauds arrest of mayoral bet for illegal drugs

hilippine National Police (PNP) chief General Guillermo Lorenzo T Eleazar lauded the arrest of a mayoralty candidate in Midsayap, North Cotabato for alleged possession of illegal drugs on Thursday morning. Eleazar said that the arrest of Tom Nandang alias Datukon Nandang, 52, a resident of Barangay Upper Glad 1, Midsayap, North Cotabato, is proof of the PNP’s commitment to run after lawless elements, including persons aspiring for elective posts, who will act as peace spoilers during the election period. “I commend our operatives who carried out this operation for heeding to my call to monitor the illegal drugs activities of some erring candidates in order to ensure that drug money will not be used to fund their bid for the 2022 local and national elec-

tions,” Eleazar said. “This is but proof of our continuous determination to win the campaign against illegal drugs despite the serious challenge we are facing now. We will not be distracted in our determination to further cripple the operational capability of illegal drugs syndicates in the country,” he added. Nandang is running for mayor of Northern Kabuntalan town in Maguindanao. The raiding team seized from Nandang 10 medium-sized sachets of alleged shabu worth more than P5 million and a .45 caliber pistol. Currently, Nandang is under PDEA custody and will face criminal charges for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 and illegal possession of firearms. Resto owners expect situation in Davao City to improve

estaurant owners are expecting that situation in Davao City will improve and the city will not slide into a stricter community quarantine classification especially that the Holiday Season is fast approaching. Restaurant Owners Association of Davao City, Inc. (RestoDC) president Benjamin Lizada told Edge Davao that with the joint efforts of the city government of Davao, the situation of the restaurant sector will improve and not slide to a stricter classification which would result in lowering of dine-in capacity or worse. “Or worse, take-out na lang in the case of restaurants. Sana hindi na iyan

City of Mati among top 50 priority areas for Covid-19 vaccination program

he City of Mati is among the top priority areas for vaccination outside the National Capital Region. In a recent meeting of the National Inter-Agency Task Force on Covid-19 and the National Vaccine Operations Center with selected local government units all over the country, the City of Mati was one of

the LGUs requested to attend along with the LGUs of Davao City, Panabo and Tagum in the Davao Region. The meeting focused on the vaccination program implementation, specifically on the jab performance and targets of priority LGUs and on the strategies for increasing the vaccination rate.

Although the person has been separated in fact for 28 years and have no communication with his former spouse, it does not necessarily mean that there is an automatic separation under the eyes of the law. A distinction must be made first between annulment of marriage, declaration of nullity of marriage, and legal separation. In an annulment of marriage, the law considers the marriage valid and existing until it is annulled based on the grounds of Article 45 of the Family Code, while in the nullity of marriage, it declared that a marriage is void from the beginning due to either the lack of essential or formal requisites of marriage (Article 35 of the Family Code), psychological incapacity (Article 36 of

the Family Code), incestuous marriages (Article 38 of the Family Code, bigamous marriages (Article 41 of the Family Code), of non-compliance with the requirements under Article 52 and 53 of the Family Code for subsequent marriages. Applying the foregoing, it must be understood that once a person has been married, such person is still validly married until a Finality of Judgment of has been made over the marriage. Proof of such issuance of the declaration of nullity of the first marriage is when a Family Court has issued a Certificate of Finality saying that the Decision has become Final and Executory. Until then, a person is still deemed to be married and his/her second marriage will be rendered null and void in addition to him/her committing the crime of bigamy.

I must emphasize also that even if the first marriage may eventually be judicially declared void, the fact remains that at the time that the second marriage was obtain, the first marriage was still subsisting. (Castillo vs. De Leon Castillo, G.R. No. 189607, April 18, 2016) Conversely, if the previous spouse and this person has been granted only legal separation, under one of the grounds under Article 55 of the Family Code, that legal is only separation from bed and board but it does not render such married void or annulled. Thus, the person cannot remarry even with a grant of legal separation. And again if you choose to marry this person, your marriage will be considered void and this person will be again liable for the crime of bigamy. To help guide you, you must

first look into the facts and circumstances therefore of the situation of the person. Do a background check and see if the person is only separated in fact or his/her marriage has been judicially declared void or if he is only legally separated. You don’t want to put yourself in a situation where you will later on regret your choice only because you decided to follow your heart instead of your head. THE RAPE OF OUR FORESTS Once upon a time, virgin forests just stood there, languid and undisturbed. No one dared to explore the heart of the mysterious forests as it was completely unknown. They were the territories of the fairies and the dwarves, the gods and goddesses. Then, as years passed by, the population continued to increase at an alarming rate. Then, one day, Filipinos woke up to the fact that the country is now home to more than 107 million people. The available metropolitan lands are now almost taken over by the ever-growing population. It was just a matter of time that people started to encroach the untouched forests. More people means more mouths to feed. Farmers from the lowlands tried to bring the practices they employed with devastating results. In the olden days, kaingineros practiced slash-and-burn farming. It was alright as there were other lands where they could move and then do the same method. But today, there are no more lands available for moving. The previous lowland farmers had to settle in the same farms through the years. Most of the farms were located in upland areas which were previously occupied by trees. Without the trees, the bare farms are suscep-

tible to soil erosion. Soil is the primary resource in food production. Under most conditions, soil is formed at a rate of one centimeter every 100 to 400 years, and it takes 3,000 to 12,000 years to build enough topsoil to form productive land. What nature takes a very long time to form could be washed away in 20 minutes or less by just one heavy rainfall in areas where farmers don’t use the land carefully. As Harold R. Watson, an American agriculturist who received a Ramon Magsaysay Award in 1985 for international understanding, puts it: “Soil erosion is an enemy to any nation – far worse than any outside enemy coming into a country and conquering it because it is an enemy you cannot see vividly.” But most of these lowland-farmers turned upland-farmers encroached on lands left by the loggers, both legal and illegal. “Logging is more than an ecological problem. It is a social, political and economic dilemma as well,” said Philippine Center for Investigative Journalism. “At the root of the malaise are stupendous profits and the ease with which they can be raked in.” Logging has been cited as one of the primary culprits of the disappearance of its forest resources. Robert Repetto, author of The Forest for the Trees?

Government Policies and the Misuse of Forest Resources, reported: “An important source of deforestation has been the dramatic expansion of destructive logging.” Repetto explained: “After independence, the Philippines’ new government viewed exploitation of the country’s forest reserves as a good way to raise desperately needed revenues. Log- and wood-product exports were resumed, and timber companies were given substantial incentives. Harvests quickly increased to more than 5 million cubic meters in the late 1950s. Driven by incentives, strength in the world log market, and mechanized harvesting, the timber boom continued during the 1960s, peaking in 1969. By then, the annual harvest exceeded 11 million cubic meters, nearly triple that of 1955. “As the timber boom gained momentum, the government was unable to supervise concessions effectively or enforce logging regulations,” Repetto wrote. “Links between timber companies and politicians further eroded government control.” Annual outputs averaging 10 million cubic meters were maintained until 1974, when depletion, world recession, and competition from other log-exporting countries forced a reduction. Declines contin-

ued over the next decade, and by 1984 the harvest returned to the pre-boom level of 3.8 million cubic meters. “Over the last 25 years, we sold over 101.6 million cubic meters of prime logs abroad,” deplored the late Dr. Dioscoro Umali, another Ramon Magsaysay awardee. “We subsidized developed countries with cheap timber.” Today, only scattered patches of virgin forests remain, mostly in remote areas. But even these fragments are under pressure as wood supplies tighten. “Deforestation is the other result of modernization,” wrote science research specialist Erlinda H. Belen. “Wood, for instance, is globally in demand. Many uncaring users resort to illegal logging to blow up wood supply.” Watersheds, where most of the forests now remain, are not spared from denudation. “Many of our watersheds have been denuded,” commented L.C. America, another science research specialist. “As a result, accelerated soil erosion, flash flooding, and drought have become more prevalent causing much destruction.” Watersheds constitute about 75% of the total land of 30 million hectares. The Philippines has a total of 110 proclaimed and 154 priority watersheds with a total land area of 1,376,455.10 hectares and

11,690,695 hectares, respectively. “Watersheds provide vital resources, which include soil, water, forest range, wildlife, and minerals,” America noted. “Water is a key watershed resource that can be used for power generation, agriculture, industry, domestic, drinking and others.” Something must be done. “Deforestation is a critical condition which has consequently brought tremendous impacts to the environment as well as the economy,” Belen wrote. Through the program, a total of 35 public utility jeepneys (PUJs) will be utilized to provide free rides for the healthcare workers, essential workers, and Authorized Persons Outside Residence (APORs) in Camiguin. The PUJs will be plying the Mambajao to Mambajao circumferential loop service in the island province. Sports officiating on PSC Rise Up Shape Up

he Philippine Sports Commission (PSC) will discuss Filipino international sports officials in the upcoming webisode of Rise Up, Shape Up this Saturday, October 23. The PSC - Women in Sports (WIS) program dedicates the episode to sports officials who make the extra effort and contribution in bolstering integrity, respect, and good sportsmanship in games and competitions. “It is our simple way of extending our gratitude to them for their selfless effort, passion, and love for sports especially in producing worldclass Filipino talents.” WIS oversight Commissioner Celia H. Ki-

ram said. The lady commissioner will also share some facts and trivia on sports officiating in her regular segment “Kwentong Isport. Five Filipina technical officials who were part of the technical teams in the recent 2020+1 Tokyo Olympic Games will headline Saturday’s webisode starting at 10:30 am. They are Marilee Estampador and Karla Cabrera, International Technical Officials for Fencing; Jercyl Lerin and Coach Leonora Escollante, International Technical Officials for Rowing and Paddling, respectively. They will share their learning experiences in officiating top-level compe-

titions such as the Olympics and will share insights on taking up sports officiating as a career. Also joining the program is Dr. Marie Paz Angeles, who will talk about career paths and development for aspiring sports officials. Dr. Angeles served as Head and International Accreditor of Tarlac State University in partnership with the Russian Register based in St Petersburg, Russia. She is currently the Chairperson of the Tarlac State University Research Ethics and Review Committee and the co-chair of the Psychological Association of the Philippines - Educational Psychology Division.

lsons Power-Hidilyn Diaz Scholars Triumph at World Weightlifting Youth Tilt Two weightlifting scholars of the Alsons Power Hidilyn Diaz Program won four medals at the 2021 International Weightlifting Federation (IWF) Youth World Championships in Jeddah, Saudi Arabia.

Both young weightlifters, are among 15 “power scholars” from Zamboanga City under the Alsons Power-Hidilyn Diaz scholarship program spearheaded by the Mindanao-based power firm and Olympic gold medalist Hidilyn Diaz. Alsons Power partnered with Diaz in 2016 to spearhead this scholarship program as part of the power company’s commitment to help provide more educational opportunities for young people in Mindanao. The partnership aims to produce worldclass Filipino weightlifters and support the country’s efforts to continue winning gold in the Olympics and in other international sports competitions. Speaking of the program Olympic Gold Medalist Hidilyn Diaz (center) with the 2nd batch of Alsons Power Hidilyn Diaz Power Scholars including 2021 World Youth Diaz had said, “I’m happy to see Weightlifting Bronze Medalist Jeaneth Hipolito (extreme right) that more girls are going into

weightlifting and aiming to become Olympic medalists as well. 2021 World Youth Weightlifting Bronze Medalist Jeaneth Hipolito in 2019 14- year- old Jeaneth Hipolito bagged the bronze medal for the Philippines in the women’s 40 kg snatch. Hipolito lifted 52 kg in her third try for a podium finish in the snatch behind gold winner Turkey and Colombia which got the silver.

2021 World Youth Weightlifting Gold and Silver Medalist Rose Jean Ramos in 2017 In the 45kg division, 16-year-old Rose Jean Ramos gave the Philippines two gold medals: one in the snatch and the other as the overall champion in the category. Ramos also won the silver in the clean and jerk behind Oliwia Drzazga of Poland.
