avao City is now enjoying a lower positivity rate compared to the previous weeks and is expected to continue if Dabawenyos will continue to follow the minimum public health standards and get vaccinated. “Our daily Covid-19 is really going down. In fact, our daily positivity rate naa nalang ta sa 5.6 percent as of October 25, this is desirable because our accepted na mababa na cases is actually 5 percent positivity rate. It is really a good

number,” said Dr. Michelle Schlosser, spokesperson of Davao City Covid-19 Task Force. Schlosset attributed the decline of the cases to the number of people who were already vaccinated against anti-Covid-19.

“I believe nalipay mo nga nagababa na ang atoang cases naa nata as 5.6 percent positivity rate per magpadapayon lang na kung naay contribution ang tanan ug ang contribution nato is to be vaccinated,” said Schlosser. She said the declining positivity rate is expected to continue if Dabawenyos continue to follow the protocols and get vaccinated. “Kinahanglan gyud magpabakuna para maachieve nato ang herd immunity. PRRD lauded for extending BARMM transition period

he Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has expressed its gratitude to President Rodrigo Duterte for signing the legislative measure extending for three more years the transition period of the fledgling region. “We thank President Duterte and his administration for making sure that the GPH-MILF (Government of the Philippines - Moro Islamic Liberation Front) peace process will be successful. This is our shared legacy to Mindanao and the rest of the country,” BARMM Chief Minister Ahod Ebrahim said in a statement on Friday evening. The President signed Republic Act 11593 on Thursday, extending the life of the interim Bangsamoro Transition Authority (BTA) and moving the regional elections from May 2022 to May 2025. “We thank our dear partners and allies who stood by us during this course – to our political leaders, civil society or-

ganizations, and to every Bangsamoro who continue to believe in the spirit of our struggle,” said Ebrahim, who also heads the MILF organization. He appealed to pessimists about the capacity of the new political entity to improve the lives of every Bangsamoro to join them in making this dream a reality for all. “It’s time to move forward, it’s time to set aside our differences, it’s time to help one another in transforming the Bangsamoro,” Ebrahim said. He likewise dismissed insinuations that the call for extension was aimed at extending the current appointed officials until 2025. “The extension, as we have always said, was never and will never be about power,” he said. In a statement, the DOH stated that the agency is planning for the eventual provision of booster doses, which will continue to prioritize the health care workers and immunocompromised. However, such rollout will only be greenlighted once conclusive evidence of additional protection is available. Indeed, the global pandemic has brought all of us – regardless of nationality and status in life – in hard times. And I have to admit that financial hardship is the one challenge gripping most of our letter senders. To date, the law putting a maximum on interest rate on loan has been suspended. The Supreme Court ruled in Leticia Medel et al. vs. CA (G.R. No. 131622, November 27, 1998) that with the issuance of Central Bank Circular No. 905 (by the Banko Sentral ng Pilipinas under its authority provided by PD 1684) Act 2665, as amended, otherwise known as the Usury Law, is

ineffective or legally inexistent. Interest rate, to be effective, must be agreed by both parties in writing. In the case Villa Monte Cristy Realty and Development vs. Equitable PCI Bank (November 21, 2018), the Supreme Court ruled that the bank can even unilaterally impose the monthly repricing of the interest rate without the debtor’s consent since this is stipulated in the loan agreement. In this case, assuming that your mother voluntarily executed the loan agreement and the real property mortgage, then the creditor is right that his/her rights under these agreements can be imposed. Please take note though that there is a procedure for judi-

cial or extrajudicial foreclosure of mortgages and both must pass through the court. It is best then to bring copies of your agreements and title to your trusted lawyer so that these will be carefully reviewed and your options under these agreements can be discussed with you. In the face of financial hardship, remember the Golden Rule which says “do unto others what you want other do unto you.” So, if you want to receive love, then you better give love first. The same is true for money. If you want to receive money, then you better give 10% of your income to help others, especially your church. In the end, I believe that there is more to life than chasing after money. Being in

SAVING THE LOWLY SEAGRASSES Most Filipinos think deforestation – the clearing, destroying or otherwise removal of trees through deliberate, natural or accidental means – is bad because it can cause soil erosion, fewer crops, desertification, water crisis, loss of biodiversity, and increased gases in the atmosphere. “The Philippines is paying a high price for the destruction of its forests and a number of major problems confronting the nation can be traced directly to deforestation,” observed Peter Walpole of the Institute of Environmental Science for Social Change, adding that the Philippines is “one of the most severely deforested countries in the tropics.” When people say biodiversity, what mostly comes into their mind are those endangered species like Philippine eagle, Philippine tarsier, tamaraw and waling-waling. The habitats for most of these are the tropical forests. But what people don’t know is that the lowly seagrasses are also being threatened by deforestation. This is due to the siltation it brings when trees in the uplands are wantonly cut. In fact, the environmental group Seagrass Watch considers deforestation “one of the most significant threats to sea-

grasses.” “Philippine seagrass species richness and community leaf biomass decline sharply when the silt and clay content of the sediment exceeds 15 percent,” the group states in its website, seagrasswatch.org. No one pays attention to seagrasses because most people think they are “useless.” “Despite their high biodiversity and abundance, seagrass habitats are still poorly understood in our country,” said Dr. Miguel D. Fortes, the country’s foremost expert on seagrasses. “Hence, it appears only marginally useful when, in fact, the ecosystem plays significant economic and ecological roles.” Dr. Fortes, retired professor of the Marine Science Institute of the University of the Philippines in Diliman, Quezon City considered seagrasses as among the most productive of coastal ecosystems, matching coral reefs and mangroves in terms of environmental and economic importance. “As meadows, seagrasses are an important link between land and ocean and support a high primary production,” he pointed out. Dr. Theresa Mundita S. Lim, when she was still the director of the Biodiversity Manage-

ment Bureau, decried: “In spite of the ecological and economic value of seagrasses, between 30 percent to 50 percent of the seagrass beds have been lost due to industrial development, ports, and recreation in the last 50 years.” Something must be done soon. “If seagrass beds continue to disappear, there will be serious economic and ecological consequences,” warns the regional office of the Bureau of Fisheries and Aquatic Resources (BFAR) in Davao City. There is some confusion regarding the distribution of seagrass in the country. Some estimate only 975 square kilometers. Others, however, estimate approximately 22,000 square kilometers – based on remote sensing. Actually, seagrass meadows are rated the third most valuable ecosystem globally (on a per hectare basis), only preceded by estuaries and wetlands. “Underwater meadows of seagrass offer important protection against pollution to both humans and coral reefs,” said news dispatch released by the Agence France-Presse (AFP), based on a study published in the journal Science. “Places with healthy seagrass – where sponges, clams, small fish and other filter feed-

ers thrive – can reduce bacteria that is harmful to both people and marine life by up to 50 percent,” said the news dispatch. In the Philippines, the rapid disappearance of seagrass is due to the increasing population’s multiple demands upon the country’s marine environment as source of food, avenues of transportation, receptacles of waste, living space and source of recreation and aesthetic pleasures. The seagrass ecosystem is likewise adversely affected by mining of industrial minerals; oil spills caused by accidents, operational shipping and refinery activities; dredging and illegal associates. Dr. Fortes believed seagrasses are fast disappearing in this part of the world for economic reasons. “Huge tracts of these productive habitats are being dredged, filled, polluted, exploited, converted to other coastal uses or simply being destroyed, all in the name of economic development,” deplored Dr. Fortes. Seagrasses are neither algae nor seaweeds. Neither are they true grasses. They are monocotyledonous plants. Left alone and not disturbed in the quiet salty water of coastal zones, they form dense meadows resembling more familiar

undulating grasslands in the uplands. The seagrass is one of the most important components of the coastal ecosystem. It reproduces through rhizomes and seeds. It produces seeds annually which are dispersed by tidal currents. The Philippines has 16 species of seagrasses thriving along its coasts. This makes the country as having the second highest species of seagrasses around the world – after Western Australia which has more than 17 species of seagrasses. The Philippines has more seagrass species than Indonesia, Malaysia and Brunei. Dr. Lim said the Philippines has a total seagrass area of 27,282 square kilometers, which are widely distributed throughout the country: from Bolinao Bay (Pangasinan) in the north, Palawan and the Cebu-Bohol-Siquijor area to the center, and Zamboanga and Davao in the South. “Seagrasses are the least studied among the habitats in our coastal zones,” Dr. Fortes lamented. “As such, we know less than we need to in order to use them in solving coastal environmental problems as well as societal problems.” Let’s protect our seagrasses!

Monkayo, Davao de Oro – The Mines and Geosciences Bureau XI (MGBXI) conducted its most recent monitoring of the Naboc

River Monkayo, Davao de Oro – The Mines and Geosciences Bureau XI (MGBXI) conducted its most recent monitoring of the Naboc River Rehabilitation in Monkayo, Davao de Oro in October 15, 2021 to ensure proper implementation of the Rehabilitation Master Plan and compliance with the set terms and conditions to permittees. The Naboc River Rehabilitation is a project between the Department of Environment and Natural Resources Region XI (DENR XI) and Local Government Unit of Davao de Oro (LGU) via Memorandum of Agreement (MOA) executed in 2019. This aims at addressing Mercury contamination and pollution of the Naboc River. Actual dredging having been launched in April 2021, MGB XI together with the Provincial Task Force Naboc River closely monitored the initial run and fine-tuning of the mercury recovery facility. Sediment sampling had been conducted to check the presence of mercury in the processed sand and gravel and laboratory test show a significant decrease in mercury levels in the sediment samples after processing. Since September 1, 2021, full swing operation is ongoing subject to strict monitoring by the different government agencies concerned. About 61 Cease and Desist Orders against illegal mineral processors in Mt. Diwata were also issued by MGB and served on September 6 to10, 2021 to ensure that further pollution of the river is also prevented, in relation to the rehabilitation project. “The Naboc River Rehabilitation and Dredging Project is a testament that with collaboration, cooperation and consensus, we can do something great. The joint action of the Provincial Task Force Naboc River, the LGU, and all other stakeholders with the guidance of the DENR leadership, dredging and rehabilitation of this polluted river is now in full swing.”, says MGBXI Regional Director Atty. Harden shines as Nets down Pacers

J

ames Harden totaled a season-high 29 points, eight assists and eight rebounds and the Brooklyn Nets overcame a sluggish start to record a 105-98 victory over the Indiana Pacers on Friday night in New York.

Harden produced his most effective game this season two nights after admitting that he was still working his way back from a hamstring injury sustained in June during the playoffs. Harden, who entered averaging 16.6 points on 35.9 percent shooting, shot 5 of 11 and hit half of his 3-point attempts.

He also sank 16 of 19 free throws after entering the game having taken 15 free throws through the first five games. A 13-point second quarter from Harden helped the Nets erase a 16-point deficit. Harden later guided Brooklyn back from a slow start to the fourth. Harden returned with

8:44 remaining after consecutive hoops by Jeremy Lamb cut what was once a 14-point Brooklyn lead to 85-80. The Pacers forged a 90-90 tie on a free throw by Domantas Sabonis with 5:15 left. Harden hit a tiebreaking layup
