he remains of a military nurse who perished in C-130 plane crash in Patikul,Sulu arrived at the Davao Air Station, Headquarters Tactical Operations Wing Eastern Mindanao (TOWEASTMIN) in Davao City, Thursday. 1Lt. Sheena Alexandrea Tato’s body was flown to the city at around 7:20 a.m Thursday via C-295 aircraft of the Philippine Airforce (PAF) accompanied by her family. group composed of students from the University of Mindanao (UM) – Davao City Campus will be the sole startup group to represent the Philippines in the Hult Prize 2021 on August 8 to September 12, 2021, at Ashridge Castle, London, United Kingdom. The Alipugpug Tech Solution is a technologybased startup that aims to provide solutions on agricultural services. It is composed of seven students from UM namely: Elpedio Corbeta Jr., John Kaiser Taylaran, Daniel Navarro, Jeremiah Malalis, Kim Aliya Tomaro, Steph Kier Ponteras, and Dale Viñalon. The team offers healthy market ecosystem through digital platforms and solutions that will help small-scale farmers gain competitive advantage in the market. The group qualified for the said international competition with their entry, Malakas Vertical Farming System (VFS),

an automated vertical and horizontal farming system made of bamboo that plants seeds, grow, and harvest crops. They also developed “Maganda Capsule”, a water-soluble formula made from waste materials such as banana peel, eggshell, rambutan peelings, and guyabano that can stimulate plant growth and protect against diseases. Moreover, the startup group created Dumangan e-commerce website, a digital marketplace that enables members of agricultural value chain monitor transaction inputs by companies, farmers, and intermediaries. The Philippine Statistics Authority (PSA) reported Friday that merchandise export revenues in May rose by 29.8 percent to USD5.89 billion from USD4.54 billion during the same period last year. “We are very optimistic that we can sustain this up-

ward exports performance trajectory as our major trading partners continue opening up their borders and easing travel restrictions given the success rate in their vaccination drive,” Lopez said in a statement. He added the vaccination rollout here as well as allowing 100-percent capacity of export-oriented enterprises even during the modified enhanced community quarantine (MECQ) in NCR Plus allowed the export sector to continue its robust performance for the month of May.

“As we focus our efforts on the key export sectors of our country, we hope to regain our lost opportunities due to the Covid-19 (coronavirus disease 2019) pandemic and maintain the momentum of accelerating our export growth,” Lopez added. Electronic goods remained the country’s top export, accounting for 58.2 percent of the total exports in May 2021, the PSA reported. The industry exported USD3.43 billion worth of goods during the month,

Trade chief sees exports to sustain upward trend

he Anti-Red Tape Authority (ARTA) is pushing for online sharing of data on birth, death, and marriage, among others, with government agencies. In a statement Friday, ARTA said the agency has written the Philippine Statistics Authority (PSA) to make this initiative possible in the near future. “Other government services availed by the citizens which require certificates issued by PSA are being looked into for possible integration,” ARTA director general Jeremiah Belgica said in his letter to National Statistician Dennis Mapa.

Belgica said the integration of these data among government agencies will allow faster and easier transactions within public offices but also for the general public. He added streamlining the processes before automating them is important for government offices not to bring red tape to the digital space. The ARTA chief said working with the PSA will be another way “to disrupt the silo system” prevalent in the government to foster a collaborative working environment and integrated approach in delivering services to Filipinos.

Boosting cooperative sector in Bangsamoro

T

he programs for the cooperative sector are laid down in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). One of which is the construction of a two-story Cooperative and Women Multi-purpose Building in Barangay Batulawan, Pikit, North Cotabato. The project worth PHP4.6 million was included in the 2020 Transitional Development Impact Fund (TDIF) of the Office of Bangsamoro Transition Authority (BTA) Member of Parliament Diamila Disimban-Ramos.

The Bangsamoro Ministry of Public Works (MPW) Maguindanao I District Engineering Office is the implementing agency, under the leadership of Minister Eduard Guerra. PH can move to ‘next normal’ with 20% fully vax population

estrictions could be eased as long as at least 20 percent of the country’s population are fully vaccinated and the spread of the coronavirus disease 2019 (Covid-19) Delta variant will be prevented, a member of the OCTA Research Group said. During the Let’s Go Bakuna Town Hall webinar Friday, OCTA Research Group fellow Prof. Guido David said this move would allow the faster reopening of the economy. “Once we start hitting 20 percent (of the population) fully vaccinated, there could be talks —maybe transitioning to the next normal based on what we are seeing from other countries, especially since we don’t have community transmission of (the) Delta variant here yet. That will allow us to open the economy even faster,” David said. The private sector, led by Presidential Adviser for Entrepreneurship Joey Con-

cepcion, is also recommending to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) to further ease restrictions in the workplace even before the country achieves population protection. Concepcion is pushing for “micro herd immunity”, wherein a particular commercial place like an office building would achieve full vaccination of at least 80 percent of its tenants. The private sector also called the place a “safe space”. Those commercial establishments with micro herd immunity should be allowed to operate at a higher capacity, he said. Concepcion said the private sector will be presenting a roadmap to show how the National Capital Region (NCR) Plus at least will move towards the “next normal” in the period of micro herd immunity.

Davao City excluded from relaxing of interzonal travels, says CTOO

he City Tourism Office today pointed out that Davao City is excluded in allowing interzonal travels as ordered by the Inter-Agency Task Force on COVID-19 resolution No. 124-B as it remains under the modified enhance community quarantine classification.

The IATF 124-B resolution released on July 2, 2021, allows interzonal travels from general community quarantine to modified general community quarantine areas and vice versa for fully vaccinated persons. Generose Tecson, city tourism officer underscored that even the city’s quarantine classification is placed under general community quarantine, the city cannot

adhere interzonal travel because of presence of the city ordinance that requires test before travel. She said this ordinance has to be amended first, before allowing interzonal travel for persons who are fully vaccinated. Tecson told the people who want to travel to peer on the guidelines of the accepting local government unit before leaving. “You need to apply your entry to accepting local

government unit before you are allowed to travel to their area and you need to receive their respective QR Code or certificate of acceptance, before allowing entry to their place,” she said. Tecson bared the problem of authenticating the document like the vaccination card presented by the bearer, since vaccination cards have different makeover. She said the application introduced by the Department of Information and Communications Technology is not yet up and running. “It will be the basis for checking the authenticity of the vaccination cards,” she said. Tecson felt unyielding

Tecson said that the current situation does not call for interzonal travels with the presence of more COVID-19 variants like the Delta and the Lambda. LandBank onboards 3.8-M BPO office demand grows 160%, unbanked nat’l ID registrants strong indicator of recovery

he Land Bank of the Philippines (LANDBANK) has cleared the way for 3.79 million unbanked registrants to the national ID system to be part of the formal banking system as of May this year, in step with President Duterte’s goal of financial inclusion for all Filipinos. In a report to Finance Secretary Carlos Dominguez III, the LANDBANK said the onboarded 3,794,882 applicants for transaction accounts comprise 47 percent of the 8,047,034 individuals

who had already registered in the Philippine Identification System (PhilSys) from 852 sites in 32 provinces. As of May 2021, LANDBANK president-CEO Cecilia Borromeo said 1,071,177 of the onboarded applicants have already received their LANDBANK Agent Banking Cards (ABCs). These cards are provided free-of-charge and with no initial deposit requirement to PhilSys applicants in areas where the LANDBANK has co-located with the Philippine Statistics Authority

(PSA) in Philsys registration sites across the country. Borromeo said facilitating the opening of bank accounts for PhilSys registrants will help ensure the speedy and efficient delivery of future government assistance programs to unbanked beneficiaries. LANDBANK earlier hired over 1,000 service contract workers (SCWs) and deployed them to various locations across the country to assist in the opening of transaction accounts for unbanked National ID registrants.

he Philippine office market appears ready to take off and resume its pre-pandemic growth trajectory, according to a study by Leechiu Property Consultants (LPC). Demand for office space nationwide grew by 38 percent from 122,000 square meters (sqm) in the first quarter of 2021 to 169,00 sqm. in the second quarter. or the Local Government Code of 1991, it provides a method for parties to settle their disputes without having to go to court. As evidently provided under Section 408 of the Local Government Code (LGC), the lupon of each barangay has the power to bring together parties actually residing in the same city or municipality for amicable settlement of all disputes, save those exceptions mentioned therein. An amicable settlement appropriately reached before the barangay has a binding effect and it may thereafter be enforced. As stated under the LGC: “SECTION 416. The amicable settlement and arbitration award shall have the force and effect of a final judgment of a court upon the expiration of ten (10) days from the date thereof, unless repudiation of the settlement has been made or a petition to nullify the award has been filed before the proper city or municipal court. SECTION 417. The amicable settlement and arbitration award may be enforced by execution by the lupon within six (6) months from the date of settlement. After the lapse of such time, the settlement may be enforced by action in the appropriate city or municipal court.”

In the case of Miguel vs. Montanez (G.R. MENTAL HEALTH: NEGLECTED PUBLIC HEALTH CONCERN Mental health is one of the most neglected areas of public health. Close to 1 billion people are living with a mental disorder, 3 million people die every year from the harmful use of alcohol and one person dies every 40 seconds by suicide, according to the World Health Organization (WHO). And now, billions of people around the world have been affected by the coronavirus disease 2019 (COVID-19) pandemic, which is having a further impact on people’s mental health. Mental health, as defined by WHO, is “a state of well-being in which the individual realizes his or her own abilities, can cope with the normal stresses of life, can work productively and fruitfully, and is able to make a contribution to his or her community.” According to the United Nations health agency, relatively few people around the world have access to quality mental health services. In low- and middle-income countries, more than 75% of people with mental, neurological and substance use disorders receive no treatment for their condition at all. Furthermore, stigma, discrimination, punitive legislation and human rights abuses are still widespread. “The limited access to qual-

ity, affordable mental health care in the world before the pandemic, and particularly in humanitarian emergencies and conflict settings, has been further diminished due to COVID-19 as the pandemic has disrupted health services around the world,” the WHO said. Primary causes have been infection and the risk of infection in long-stay facilities such as care homes and psychiatric institutions; barriers to meeting people faceto-face; mental health staff being infected with the virus; and the closing of mental health facilities to convert them into care facilities for people with COVID-19. What is even more alarming is the fact that children are not spared. ““Children play an important role in supporting each other’s mental wellbeing. They must be empowered as part of the solution. Let’s work together for sustainable, people-centered, resilient societies, where all children live free from violence and with the highest standards of mental health,” said UN Secretary-General Antonio Guterres. The COVID-19 pandemic has magnified the problem. “Millions of children are out of school, increasing their vulnerability to violence and mental stress, while services have been cut or moved online,” the

UN chief pointed out. He urged “governments to take a preventive approach by addressing the determinants of mental well-being through robust social protection for children and families,” adding that mental health and psychosocial support, together with community-based approaches to care, are “integral to universal health coverage. They cannot be its forgotten part.” Mental illness ranks third among the types of disabilities in the country. The Department of Health reported that one in 5 Filipino adults has some form of mental illness, topped by schizophrenia, depression and anxiety. In 2012 alone, the WHO regional office reported that there were 2,558 cases of Filipinos committing suicide, averaging to 7 suicide cases per day. The WHO Global School-Based Health Survey conducted in 2011 has shown that in the Philippines, 16% of students between 13-15 years old have “ever seriously considered attempting suicide” while 13% have “actually attempted suicide one or more times during the past year.” “Mental health and well-being is a concern of all,” says the health department in a statement, adding that it is addressing concerns relat-

ed to MNS (mental, neurological and substance use disorders). “Let us not judge those who have mental health issues,” DOH Undersecretary Eric Domingo was quoted as saying by stateowned Philippine News Agency. “Let us think that it is like hypertension and diabetes when we see someone with symptoms of depression.” But as stated earlier, mental health is one of the most neglected areas of public health – even in the Philippines. A report of the assessment of the mental health system in the Philippines using the WHO Assessment Instrument for Mental Health Systems (AIMS) showed that only 5% of health care expenditures by the government health department are directed towards mental health. “Of all the expenditures on mental health, 95% are spent on the operation, maintenance and salary of personnel of mental hospitals,” the report stated. “The percentage of the population that has free access (at least 80%) to essential psychotropic medicines is unknown.” The Philippine Health Insurance Corporation recently covered mental illness but limited only to patients with severe mental disorders confined for short duration.

According to the report, there are 46 outpatient mental health facilities available in the country, of which 28% allocate units that are for children and adolescents only. “These facilities treat 124.3 users per 100,000 general population,” it said. “Of all users treated in mental health outpatient facilities 43% are female and 8% of all contacts were children or adolescents.” The leading diagnoses of users treated in outpatient facilities are mainly schizophrenia and related disorders (57%) and mood disorders (19%). Information on diagnosis is based on the number of users treated. The average number of contacts per user is 1.87. Twenty four percent of outpatient facilities provide follow-up care in the community, while 11% have mental health mobile teams, the report stated. In terms of available treatments, a majority (5180%) of the patients received psychosocial treatments. One good this is that all mental health outpatient facilities have at least one psychotropic medicine of each therapeutic class (antipsychotic, antidepressant, mood stabilizer, anxiolytic, and antiepileptic medicines) available in the facility or a near-by pharmacy all year round.
