he political circus is getting crazier by the day. Mayor Sara Duterte-Carpio filed her certificate of candidacy (COC) for Vice President under the Gloria Macapagal-Arroyo-led Lakas-Christian Muslim Democrats (Lakas-CMD) Party on Saturday as the chief protagonists of the country’s political theatre made surprising moves.

Moments after Mayor Sara’s filing of CoC for VP, PDP-Laban presidential bet Sen. Ronald “Bato” dela Rosa withdrew his bid. And as if this wasn’t enough, Sen. Bong Go followed suit with the withdrawal of his own CoC for VP. Insane? It didn’t even end there. Go, the close aide of President Duterte, simply swapped a withdrawn

ASF hits 2 Lanao del Norte towns

O

ver 200 pigs have been culled in Maigo and Bacolod towns in Lanao del Norte to prevent the spread of the African Swine Fever (ASF) in these areas, agriculture officials said Friday. Dr. Julesben Maquiling, Department of Agriculture 10 chief of ASF unit, said a one-kilometer “Green Zone” had been established as of Thursday in Barangays Sta. Cruz in Maigo and Liangan East in Bacolod as additional control measure. Maquiling said at least

44 backyard hog raisers who depended on the pigs for food and income have been affected by the latest outbreak. “Most of these farmers raised two or three pigs as safety nets in times of hardships,” Maquiling said. He said DA workers have culled 127 hogs in Barangay Sta. Cruz and 107 others in Barangay Liangan East. He said Maigo and Bacolod have raised P2,000 for each hog that was culled to help the farmers.

EDITORIAL No surprises It looks like there was n more element of surprise on Mayor Sara Duterte-Carpio’s decision to run for national office.

On Saturday after she filed her Certificate of Candidacy for Vice President at the Commission on Elections (Comelec), supporters of her chief rival VP Leni Robredo exclaimed on social media in an apparent chorus: “Why are we not surprised?”

Unlike the twist in 2016 authored by her father President Rodrigo Duterte, Sara’s eventual ‘change of heart’ which began with the withdrawal of CoC for Mayor in Davao City, to her taking of oath with Lakas-CMD, to her filing of CoC for VP was well followed and anticipated. Also on Saturday, Sen. Ronald Dela Rosa withdrew his CoC to pave the way for the possible tandem of former Senator Bongbong Marcos and Sara. Sen. Bong Go was to have also gone to the Comelec as we went to press presumably to withdraw his own CoC for VP.

But really, have things fallen into their final places?

There are still 48 hours left to make the changes final. Some people are not convinced Sara will settle for VP just yet. As a VP bet, Sara could be a shoo-in. But her partner Bongbong may ran roughshod against Leni who had beaten him in 2016 which resulted to an election protest. The spectre of Leni winning over Bongbong and Sara as VP could turn the tables around for the Dutertes and Robredo. For sure, that would be the last thing, the elder Duterte would like to see--Leni doing to Sara what PRRD made Leni of as a VP. But that is very presumptuous at this moment. ON BANKRUPTCY AND INSOLVENCY Dear IBP Davao,

I used to run a clothing shop but since the change in the business environment at the onset of Covid-19, I cannot maintain the operations anymore since the sales cannot cover the expenses. My business had been my bread and butter for the past 5 years already and I have grown to love my employees. Unfortunately, I cannot keep on using my savings to cover my business’ expenses. The business still has outstanding unpaid accounts. What should I do to make sure that my personal savings will not be used to pay-off the business’ credit? Fashionista Dear Fashionista,

Indeed, the extended lock-downs have brought a lot of small- and medium-sized businesses to their knees. But change is a two-edged sword – it carries both the power to destroy and the power to create. During this worldwide economic volatility, we witness that with the closure of many businesses also comes the opening of new enterprises. You may want to consider filing an insolvency proceeding before the Regional Trial Court located at your head office or the principal place of your business. This procedure applies whether your business is a sole proprietorship, partnership or a corporation. The governing rules are RA 10142 or known as Financial Rehabilitation and Insolvency (FRIA) Act 2010 and the Financial Rehabilitation

Procedure (2013) referred to as Supreme Court A.M. No. 1212-11-SC. There are two types of insolvency proceedings – voluntary insolvency which is filed by the debtor itself and the involuntary proceeding which is filed by the creditors. For sole proprietorship, the voluntary proceeding can be filed by the owner himself or herself; for partnership, the decision of the majority of the partners are needed to file the petition; while for corporations, the consent of 2/3 of the outstanding capital stock to file the insolvency petition is needed. On the other hand, involuntary insolvency proceedings are filed by a group of creditors where the total outstanding debt is more than P1M or 25% of the subscribed capital, whichever

is higher. The procedure though does not cover “banks, insurance companies, pre-need companies, and national and local government agencies or units” (Section 5 of RA 10142). The objective of the insolvency procedure is to “encourage debtors, both juridical and natural persons, and their creditors to collectively and realistically resolve and adjust competing claims and property rights” (Section 2 of RA 10142). Under the procedure, the income tax returns and audited financial statements of the debtor are the documents to be scrutinized. This is indeed another reason that we should correctly report our business income and expenses, as to have a proper documentary trail when we needed it the most.

On the issue of whether your personal savings will be used to pay-off the business’ creditors, this would have to be discussed with your lawyer as you prepare your petition for insolvency. This will depend on what type of business entity is your clothing shop – whether it is a sole proprietorship, partnership or corporation. You can already count the days -- and soon it will be Christmas. “(I)t is the one season of the year when we can lay aside all gnawing worry, indulge in sentiment without censure, assume the carefree faith of childhood, and just plain “have fun.” Whether they call it Yuletide, Noel, Weinachten, or Christmas, people around the earth thirst for its refreshment as the desert traveller for the oasis,” observed D.D. Monroe of Christmas. In contrast to the heat of the sun during the summer months, we experience the balmy, cool air as Christmas season is fast approaching in the Philippines. Some people bring out their Christmas decorations as early as October. The Christmas tree is neatly decorated. Poinsettia is a common motif. A Christmas lantern, called parol, is hung near the window, with matching Christmas lights inside. Green and red are the colors of the season. We take pride as the country that celebrates the longest Christmas season in the world. Celebrating Christmas in this country is quiet and experience and memorable as family members are reunited. Those from

far away places come home to celebrate the season with their loved ones. “The Yuletide season is the time when, arriving home, you embrace and kiss the little old woman who keeps wiping her tears with her apron as she cooks the best food for her brood,” writes Gil G. Fernandez, a magazine columnist. “This is the time too when you greet the grand old man ‘Mano po, Itay’ as he sits quietly in one corner of the house.” This year, we will be celebrating Christmas without the presence of my two sisters who are now married and living in the United States: Elena in Minnesota and Marilou in Florida. Both have families of their own. But we know that even if they are physically absent, they will be mentally present. Yes, I admit that I love Christmas. It is the time of the year when almost all people are happy. After all, December 25 was the day when our Savior Jesus Christ came into this world to save us. “Fear not: for, behold, I bring you good tidings of great joy, which shall be to all people,” the angel of the Lord said to the shepherds (Luke 2:10). Christmas is no time for

crying and pain. “Christmas is the time of peace and goodwill,” explains Derrick Nichols, a Canadian church minister. “There is no room for bitterness at Christmas. If we have been recipients of God’s goodwill, then we will have goodwill toward God and others.” Francis C. Farley reminds, “Instead of being a time of unusual behavior, Christmas is perhaps the only time in the year when people can obey their natural impulses and express their true sentiments without feeling self-conscious and, perhaps, foolish. Christmas, in short, is about the only chance a man has to be himself.” But Christmas is more than just a celebration. It is also a time when people should ponder the reason for the season. “I sometimes think we expect too much of Christmas Day,” David Grayson states. “We try to crowd into the long arrears of kindliness and humanity of the whole year. As for me, I like to take my Christmas a little at a time, all through the year. And thus I drift along into the holidays - let them overtake me unexpectedly - waking up some find morning and suddenly saying to myself: ‘Why, this is

Christmas Day!’” The answer to that question: The world celebrates Christmas because of the Son of God. Jesus Christ came into this world with one thing in mind: To love us and wash us from our sins by His blood. He appeared for that reason in a baby in Bethlehem, a lad in Nazareth, a preacher in Judea, a lamb in Calvary. J.J. Packer, author of Knowing God, wrote: “’The Word became flesh’ (john 1:14); God became man; the divine Son became a Jew; the Almighty appeared in earth as a helpless human baby, unable to do more than lie and state and wiggle and make noises, needing to be fed and changed and taught to talk like any other child. And there was no illusion or deception in this: the baby of the Son of God was a reality. The more you think about it, the more staggering it gets. Nothing in fiction is so fantastic as this truth of the incarnation.” Another authority, C.H. Spurgeon, explained it this way: “Infinite, and an infant. Eternal, and yet born of a woman… Supporting a universe, and yet needing to be carried in a mother’s arms. King of angels, and

yet the reputed son of Joseph. Heir of all things, and yet the carpenter’s despised son.” If we have to summarize the life of Jesus Christ in this world, it would be this way: God became incarnate in Jesus Christ. Through Him all things were created, the character of God is revealed, the salvation of humanity is accomplished, and the world is judged. Forever truly God, He also became truly man, Jesus Christ. He was conceived of the Holy Spirit and born of the virgin Mary. He lived and experienced temptation as a human being, but perfectly exemplified the righteousness and love of God. He suffered and died voluntarily on the cross for our sins and in our place, was raised from the dead and ascended to minister in the heavenly sanctuary on our behalf. He will come again in glory for the final deliverance of His people and the restoration of all things. This holiday season, think of what Jesus Christ has done for you. An unknown author reminds: “May the spirit of Christmas bring you peace, the gladness of Christmas give you hope, and the warmth of Christmas grant you love.”

Mining firm stops operations in Surigao del Norte town, for now A large-scale mining firm has stopped its operations in this village shortly after authorities confirmed in a dialogue that it did not have the required permits, San Francisco Mayor Val Pinat said.

The dialogue on Tuesday at the pastoral center in San Francisco was attended by the mining company, townsfolk, and officials from the Mines and Geosciences Bureau (MGB)-Caraga and other government agencies. “I told the company (GoSun Siargao Waves Corp.) to pull out their heavy equipment units in the area,” Pinat told MindaNews on Thursday night. He said the firm’s operations have caused envi-

ronmental damage. He said the mining firm is building a wharf and a road along the river to the mining area without a permit. Ramon Gotinga, one of the owners of GoSun, confirmed the stoppage of their firm’s operations in Jubgan. Earlier, Gotinga, who is also the assistant provincial administrator, clarified that GoSun is only the “buyer” of the ores and stockpile that would be extracted in the site.

He said Siargao Waves Corp., which he claimed is a separate corporate entity, is the one applying for a permit to extract the mineral ores. Gotinga said their plan is to get 100,000 tons of residual waste composed of copper and iron ores to be shipped out to China. Yet, while Gotinga claimed that GoSun is only the buyer, it’s the one that entered into a contract with the barangay for the construction of the road and wharf. Surimin, a mining company owned by Mayor Elizabeth Matugas of Dapa, Surigao del Norte formerly held the exploration permit and Min-

Several residents said they were happy that the company has stopped its operations. Bastillo added the loan program has no collateral requirement, and if the borrower will have a hard time paying for the loan, SBCorp is open to provide loan relief such as restructuring of loan and giving grace period.

ilipinos will eventually have seamless financial transactions with counterparts in Singapore after monetary authorities from both countries recently signed another agreement that will pave the way for formal dialogues on this bid. In her speech during the virtual Digital Pilipinas-World Fintech Festival 2021 on Friday, Bangko Sentral ng Pilipinas (BSP) Assistant Governor Edna Villa said BSP and the Monetary Authority of Singapore (MAS) have signed up an “upgrade” of their 2017 cooperation agreement, now aimed at discussing collaboration on innovation to link payment systems between the two countries. “Let me just emphasize that while the modality of the linkage is bilateral in nature, the vision is to base this bilateral arrangement on principles that will also be suitable for multilateral linkages, in order to help future-proof the linkage,” she said. Villa said the upgraded agreement was signed by BSP Governor Benjamin Diokno and MAS managing director Ravi Menon Friday at the sidelines of the virtual Singapore Fintech Festival held from November 8-12. Under the agreement, both regulators will discuss ways to facilitate financial transactions using the Philippines’ InstaPay and Singapore’s PayNow payment

systems. used to think that life could happen as planned, even if not perfectly. But in the past few years, I have seen how the world could change in a few months, and even more in a few years. Most things in life are uncertain and unsure foundations…”

Those words came from the pen of Reychelle Moira K. Lagat, a twentyone-year-old Dabawenya who has travelled in several countries, including those in Europe, North and South America, and Asia. But what sets her apart from youngsters of her age is that she has already written two self-published books through Amazon. “This means that I write the books, my mom and I go through them for editing, and my dad takes care of the covers and the layout,” Lagat explains. “We also have to meet some requirements that Amazon asked for. All Amazon has to do is provide the opportunity for printing the books and making it available worldwide.” The first book was entitled, Puzzled Without You. “I did not know what I would feel as I shared this book with the world, but I can see now that God is doing great things, beyond what we ask or imagine,” she says. In the book, she says she adds some “reflective questions after every chapter to make readers think and reflect on how to apply what they have read.” She also says, “I hope and pray that this book will remind readers that if the world was a puzzle, it would be incomplete without each of us. And if our lives were puzzles, they would be in-

complete without God. The world would be puzzled without you, and you would be puzzled without God.” Printing the book was a herculean task. “My parents and I had to navigate through Amazon publishing and the whole process of printing,” she says. “It may sound like an easy process, but the four months of processing taught me a lot about patience and trusting God.” The second book was Rested in You, which highlights about finding true rest in Jesus. “In this season of pandemic and all throughout life, there are lots of struggles and battles people face,” she says. “As I learned to find rest in Jesus, I decided to write about what God was teaching me. (Through the book), I hope to encourage people to pause and rest, instead of feeling drained in this ‘hustle culture.’” Although the second book was still self-published, they already learned their lesson with the first book. “It also took me four months to write the book,” she admits. “Since I hoped to have it out by my birth month as well, it took two months to finalize the book, re-read it four times for editing, wait for the forewords, and finalize its cover. We may have had some experience, but the process was still a challenge.”

If you are wondering why her books have Christian themes, it’s because Lagat grew up in a Christian family. “I understand that being a Christian is not something passed down, but personally realized,” she says. “So even if I knew almost all the Bible stories as a kid, and memorized different verses and songs, it was accepting Jesus to be my Lord and Savior that really changed my life.” Although Lagat was born in the Philippines, she literally grew up in the United States. Her mother worked as a nurse in the US when she was still single. She returned to the Philippines when she married her boyfriend, whom she met in a church when both were still in high school. Three years after they tied the nuptial knot, Reychelle

came. Reychelle was only eight months old when her mother brought her to California. Her father followed them a year later. From California, the family moved to Lawrenceville, Georgia where they lived for ten years. “Living in Georgia was amazing,” she recalls. “A few things I tell people about are the four seasons change, the not-so-busy life, and the scenery. It was a wonderful place to experience full summer heat, soft spring bloom, cozy fall vibes, and cold winter view. I loved experiencing every season, especially fall and winter.” She bade goodbyes to all these when the family moved back to the Philippines in 2011. “My ten-year old, almost eleven-year-old self, was having a hard time

wrapping her mind around the fact that everything I was familiar with would be replaced with unknown places and faces,” she admits. Not that she had not been to the Philippines yet. In fact, she visited the country two times before. “Both times, there was a new experience and more memories made,” she recalls. “I got to spend time with some relatives, explore places like Eden Nature Park and Samal Island, attend two family weddings, and even spend time with my lolo before he passed away.” Having lived in the United States and now in the Philippines (settling in Davao City) is quite unique. “I spent half of my life in America and it is a country I hold dear,” she says. “The culture in America is a little

different from that in the Philippines, but both countries have things I love about them.” Looking at it now, Lagat says, “I really am grateful to have two cultures, two countries, as part of my life,” she says. “I miss my friends and family, but thinking about everything God has allowed me to experience and go through helps me reflect on how I should think, act, and live.” Are those experiences help her to become a writer? “I have always been a bookworm,” she says. “I suppose it is in the imagination and excitement of reading that I feel like sharing my own thoughts, ideas, and feelings into words and stories, too. Growing up, I read more books and wrote more poems, short stories, and

he Securities and Exchange Commission (SEC) awarded the Philippine Sports Commission the Enforcement and Investor Protection Champion award during its virtually held 85th Founding Anniversary celebration. The award was given in recognition of the PSC’s support of the SEC’s initiatives this year, particularly in investor protection.

PSC Chairman William “Butch” Ramirez is grateful for the SEC’s recognition of the partnership between the two agencies.
