n unidentified gunman killed a transport leader while the latter was walking on his way back to his residence in Purok 9-A Bonifacio, Super Highway, Barangay Aplaya, Digos City, Davao del Sur at around 7p.m Wednesday (November 17). Police Lt. Col. Hamlet Lerios, Digos City chief of police, said the victim, Ronald Batukael Sabandal, 50, was chairman of

Digos-Padada Transport Cooperative. Lerios said the victim had sustained a gunshot wound in the back of his head causing his death. There was no fired cartridge and fired bullet recovered by the authorities in the area, according to Lerios. Police said they were still investigating the incident and continued to conduct hot pursuit operations against the suspects.

LANDBANK: No ‘ayuda’ in PhilSys registration centers

he Land Bank of the Philippines (LANDBANK) wishes to clarify that the LANDBANK cards being provided for free to unbanked national ID registrants, with no initial deposit required, are not pre-loaded with government subsidy or ‘ayuda’. The statement comes after crowds expecting for financial assistance turned up at various Philippine Identification System (PhilSys) registration centers due to false information circulating online.

LANDBANK is co-locating with the Philippine Statistics Authority (PSA) in the PhilSys rollouts nationwide to provide unbanked registrants with their own transaction accounts to bring more Filipinos into the formal banking system in support of the National Government’s financial inclusion agenda. he Davao City Covid-19 Task Force reminded those parents who bring their 11-year-old and below children to the malls to ensure they have an extra layer of protection as they are still unvaccinated and still vulnerable to Covid-19. Davao City is currently under Alert Level 2, which means more relaxed restrictions following the continuous decline of Covid-19 cases. Dr. Michelle Schlosser, spokesperson of Covid-19

Task Force, said with the easing of restrictions for minors in public establishments, parents and guardians are reminded to take extra precautions in bringing their children to crowded places like malls.

“Gentle reminder lang sa mga parents because sa Alert Level 2, dili na restricted ang paggawas sa mga kabatan-onan pero reminder lang gyud sa atoang mga parents labi na gyud tong mga 11 years old below, kay wala man tay mga bakuna para sa ilaha, so they do not have an extra layer of protection,” Schlosser said. Corn-based cluster farms pushed in Soccsksargen

T

he Department of Agriculture (DA) is pushing for the development of corn-based cluster farms in parts of Region 12 (Soccsksargen) to improve production and the income of local farmers.

Agriculture Secretary William Dar disclosed the move on Wednesday as he vowed to work on the replication in the region of the newly launched agro-industrial development program of the Southern Philippines Development Authority (SPDA) in Lanao del Sur. He led on Tuesday morning the grand launching of the project, which is under the Mindanao Special Economic Zone, in Amai Manabilang and Wao, Lanao del Sur.

Proponents Lanao Del Sur Corn Development Corporation and its partner, American company Asia Pacific Precision Agriculture Group (ASPAC AG), formally started the implementation of the project’s “mechanized and precision in agriculture technology.” Dar said the initiative mainly focuses on the production of yellow corn and silage for Halal through modern methods. He said some 2,000 hectares of corn farms in

the area are targeted for the initial rollout out of SPDA’s 26,000 hectares of contiguous parcels of lands in both municipalities. The corn harvests will be absorbed by feed company Lamsan, Inc., which has a plant in Sultan Kudarat town in Maguindanao, while the Halal corn silage will be marketed to Arab countries, he said. “It’s a good setup, ASPAC AG is funding everything. They bring their own capital, machinery, technology, and anything that has something to do with the project, including the construction of warehouses for production,” Dar said in a press conference here. LANDBANK: Cards given to nat’l ID registrants not loaded with ‘ayuda’

ment-owned bank has been issuing ATM cards to people who registered for the PhilSys ID who are unbanked or do not yet have a bank account. Let us not lose the trust that the government has given us. We all want to move NCR (National Capital Region) to Alert Level 1 in December,” Concepcion said in a statement Wednesday. Concepcion, who is also the Go Negosyo founder, made the statement as the positivity rate last November 12 rose to 5.5 percent, which is higher than the World Health Organization-recommended positivity level of 5 percent. He added that although the slight uptick is expected due to more mobility of

people, complacency will be the country’s enemy as it moves toward overcoming the pandemic. “If we want to keep the economy open, we must do as we promised and enforce these safety measures,” he said. he Department of Trade and Industry (DTI) 11 and the Fair Trade Enforcement Bureau (FTEB) conducted extensive monitoring and enforcement of Fair Trade Laws (FTLs), particularly on products under mandatory certification. Abrenica and the technical experts from the Bureau of Philippine Standards (BPS) led the team in visiting several establishments selling construction materials across

Davao Region last November 8 to 12. The said activity was done to ensure that the products available in the market are of high quality and safe to use, and in accordance with the stan-

dards and technical regulations. Fifty-seven hardware stores were monitored in the region. Nine were in Davao Oriental, 17 in Davao del Norte, 11 in Davao de Oro, seven in Davao City, and 13 in Davao del Sur. Out of the total establishments monitored, 24 of them were found to have violative products. Thus, DTI11 and FTEB issued them notices of violation (NOVs), while the products in question were sealed

inside the respective establishments. DTI 11 Regional Director Maria Belenda Q. Ambi explained that the sealed products shall not be sold to the public, pending the result of the investigation. “Based on the report from the team, among the common violations found during the monitoring and enforcement were the absence of the required standard markings and

data management to help MSMEs monitor their sales and cash inflows, among others, without buying expensive software intended for these tasks. “That is already something we are working on. We are creating a special dashboard for our merchants, which will combine the sales, the collections, (and) the projected sales. If the merchant is creating payment links, which will be used in the future, it will

be there,” he said. Soliman said these tasks can easily be done by software being sold by international database management companies like Oracle. However, he said software for this purpose is expensive and cannot be easily purchased by MSMEs. “But from the mobile app perspective, you can see if there are going to be gaps in funding, if there are any surpluses, and you act

Hence, the city government must continue its advocacy to get everyone vaccinated including young children. Now, if they have not received their jabs just yet, it is prudent to keep them safely tucked at home or when outdoors, that they are educated with the proper health practice.

This fact has prompted most of us to believe that children are less vulnerable to the virus that causes Covid-19.

According to reports, while children do catch the SARS-CoV-2 virus which causes COVID-19, the data internationally has consistently reported the lowest rates are in children. Pre-school and primary school age children in particular appear less likely to acquire the infection. Data also suggests that children tend to have less severe cases of

Children need to be taught to be fully aware that they need to get themselves protected at all times. ECSTATIC ON ECSTASY A drug is defined as “any substance intended for use in the diagnosis, cure, relief, treatment or prevention of disease or intended to affect the structure or function of the body.” A simpler but workable definition of a drug is any chemical substance that affects the body and its processes. “By law, drugs are divided into two categories: prescription drugs and non-prescription drugs,” explains The Merck Manual of Medical Information. “Prescription drugs – those considered safe for use only under medical supervision – may be dispensed only with a prescription from a licensed professional with governmental privileges to prescribe.” Non-prescription drugs, on the other hand, are those considered safe for use without any medical supervision (like aspirin, for instance). Oftentimes, these drugs are sold over-the counter. To some people, the word “drug” means a substance that alters the brain’s function in ways considered pleasurable – a mind-altering substance. These are what the Dangerous Drug Board (DDB) as “dangerous drugs” or “illegal drugs.” Now, you may wonder why I am writing about drugs. It’s be-

cause I am just curious about the report of Philippine Drug Enforcement Agency (PDEA) which said that “Philippines remains an attractive (illegal) drug market” and described the country as “a transshipment point for the region.” This is the reason, said a CNN news report, why banned substances are easy to find. “Street value of drugs in the country is among the cheapest in the region,” referring to Southeast Asia. The street price of ecstasy, for instance, ranges from P1,000 to P1,500 per tablet, the CNN said. In the first week of April this year, the Bureau of Customs seized various illegal drugs worth over P3 million in air parcels at different warehouses in Pasay City, according to a news report circulated by Philippine News Agency (PNA). Among the confiscated drugs was 1,681 tablets of ecstasy which were concealed inside a microwave oven. “Records showed the seized ecstasy was shipped from the Netherlands and consigned to a recipient in Quezon City,” PNA said. In a recent buy-bust operation conducted by PDEA at Sea Eagle Beach Resort in Purok Manaklay, Barangay Pindasan of Mabini, Davao Oriental, among the illegal

drugs that were obtained by the enforcers were nine plastic bots of liquid ecstasy. “Ecstasy goes by the names E, Snackies, New Yorkers and Molly. “The drug, usually made in illegal laboratories, consists of a range of substances that make it dangerous to consume,” said a primer of the United Nations Office on Drugs and Crime (UNODC). “It comes in the form of tablet, powder or capsule and is usually swallowed, but could also be snorted or injected.” It is a synthetic drug – known as 3,4-methylenedioxy-methamphetamne (MDMA) – that alters mood and perception (awareness of surrounding objects and conditions). “Ecstasy is chemically similar to both stimulants and hallucinogens, producing feelings of increased energy, pleasure, emotional warmth, and distorted sensory and time perception,” explains the US National Institute on Drug Abuse (NIDA). Initially, it was popular in the nightclub scene and at all-night dance parties. The popular nickname Molly (slang for “molecular”) often refers to the supposedly “pure” crystalline powder form of MDMA usually sold in capsules. “However, people who purchase powder or capsules sold

as Molly often actually get other drugs such as synthetic cathinones (“bath salts”) instead,” NIDA says. Some people take MDMA in combination with other drugs such as alcohol or marijuana. Ecstasy is popular among young professionals as it increases the activity of three brain chemicals: dopamine, norepinephrine, and serotonin. Dopamine, NIDA says, produces increased energy/activity and acts in the reward system to reinforce behaviors. Norepinephrine, on the other hand, increases heart rate and blood pressure, which are particularly risky for people with heart and blood vessel problems. As for serotonin, it affects mood, appetite, sleep, and other functions. “It also triggers hormones that affect sexual arousal and trust,” NIDA says. “The release of large amounts of serotonin likely causes the emotional closeness, elevated mood, and empathy felt by those who use MDMA.” Other health effects of ecstasy include nausea, muscle cramping, involuntary teeth clenching, blurred vision, chills and sweating. According to UNODC, ecstasy clouds a user’s judgment, mak-

ing him/her take more risks, for instance having unsafe sex that could lead a person to contact sexually transmitted diseases, including human immunodeficiency virus and acquired immune deficiency syndrome (HIV/AIDS). The effects last about three to six hours. Many users take a second dose as the effects of the first dose begin to fade. Over the course of the week following moderate use of the drug, a person may experience the following: irritability, impulsiveness and aggression, depression, sleep problems, anxiety, memory and attention problems, decreased appetite, and decreased interest in and pleasure from sex. Until now, research results vary on whether ecstasy is addictive. But some people report signs of addiction, including the following withdrawal symptoms: fatigue, loss of appetite, depression, and trouble concentrating. There are also no specific medical treatments for ecstasy addiction. “Some people seeking treatment for MDMA addiction have found behavioral therapy to be helpful,” NIDA says. “Scientists need more research to determine how effective this treatment option is for addiction to MDMA.”

Outside the activism behind issues like Climate Change, single-used plastics, and non-biodegradable matters that often create headlines, the health of the environment defines nature’s health. In the academe, the discovery of new animals provides a general appreciation on how nature’s survival affects the habitat of denizens that populate it. One of the academic institutions that has made inroads in entomology, i.e., the study of insects, is the Coleoptera Research Center (CRC) of the University of Mindanao (UM) in alliance with other educational institutes. The CRC, which calls itself as ‘the premier center in the Philippines devoted to the study and conservation of Philippine beetles,’ has, come up with an ex-

panded list of beetles. It also prides of a collection of 43 ground beetles, five are endemic to the archipelago, namely Pericalus levifrons (Heller, 1916), Mimocolliuris (Mimocolliuris) bakeri (Liebke, 1933), Catascopus elegans philippinus (Baehr, 2012), Lesticus (Triplogenius) cupreatus (Heller, 1923), and Pheropsophus (Stenaptinus) nigerrimus (Jedlicka, 1935). The set also includes the Mimocolliuris (Mimocolliuris) bakeri, discovered in the town of New Bataan, Davao de Oro, and Catascopus elegans philippinus and Lesticus (Triplogenius) cupreatus, found in Mindanao. The CRC roster, among others, includes the Metapocyrtus (Orthocyrtus) mansaka sp.n., discovered in Davao de Oro and named after the Mansaka tribe; the Metapocyrtus (Dolichocephalocyrtus) zamboanganus

(in honor of Western Mindanao State University, UM’s team ally), discovered in La Paz, Zamboanga; and Thopeutica (Thopeutica) barsevskisi, a tiger beetle species found in Antiquera, Bohol and christened after Dr. Arvids Barsevskis, a coleopterologist from Daugavpils University in Latvia, Europe. A rare beetle uncovered in Calinan, Davao City was named Metapocyrtus (Orthocyrtus) davaoensis, named in honor of the region while another species, the Metapocyrtus willietorresi, was discovered in 2016 and named after UM’s president Dr. Guillermo P. Torres Jr. Two other species the Center has documented are Metapocyrtus khueli sp. nov., named after Dr. Yannick Khuel for helping promote research and conservation of Philippine biodiversity through the National Geographic

Society, and Metapocyrtus salesi sp. nov., named after Dr. Anthony Sales, Department of Science and Technology regional director of Region XI for his contribution to the advancement of beetle research. The National History Collection of the University of Edinburgh (Scotland), with its over 300-year-old corpus of zoological and biological specimens, highlights the value of beetles, saying: ‘Many beetles are serious pests: bark beetles can cause great harm to trees; some other species can infest foodstuffs whilst chafers and leaf beetles can cause serious harm to crops. In contrast to this, many beetles are beneficial and play an important role as nutrient recyclers returning organic matter through multitrophic interactions, which contribute

to soil fertility. This great diversity and ability to adapt, along with being a key component in the workings of the biosphere, make beetles one of the most abundant and successful of all insects.’ Meanwhile, a flower species identified in scientific journals of Hoya indaysarae is named after Davao city mayor Sara ‘Inday’ Duterte-Carpio. Outside the center’s initiatives, a snout beetle, a flightless weevil named Metapocyrtus bronsi sp. nov. was discovered in Mt. Hamiguitan Range Wildlife Sanctuary of Davao Oriental in a collaborative effort of the Department of Environment and Natural Resources (DENR) and the Central Mindanao University (CMU). Through its discoveries and breakthroughs, the CRC has revived interest in beetle-mania.

While the city’s fruit trade is flourishing, the Philippine Eagle is still facing challenges in the light of environmental degradation and climate change. Good thing, the Philippine Eagle Foundation (PEF) is taking up the fight to preserve our living national treasure. Fighting for the Philippine Eagle is not an easy thing to do and with the almost two-yearlong pandemic, finding funds for the upkeep of the Philippine Eagle Foundation Center has been a challenge. Thankfully, assistance came through the wings of artists last year, with the first edition of ArtFund/ PEF: Flowers for Feathers. Participated in by 11 Davao artists who donated paintings of Davao flowers and organized by follow lifestyle writer Jinggoy Salvador. SEC clears offerings by Citicore Energy Reit, Figaro Coffee Group, Arthland

T

he Securities and Exchange Commission (SEC) has considered favorably the initial public offerings (IPO) by Citicore Energy REIT Corp. (CREIT) and Figaro Coffee Group, Inc., as well as the preferred share offer by Arthaland Corporation. In its meeting on November 16, the Commission En Banc resolved to render effective the registration statements of CREIT covering 6,545,454,004 common shares; Figaro Coffee Group of 5,011,005,003 common shares; and Arthaland covering up to 6 million series D preferred shares, subject to certain remaining requirements. CREIT CREIT is a real estate investment trust (REIT) sponsored by Citicore Renewable Energy Corporation (CREC) and Citicore Solar Tarlac 1, Inc. The IPO will include up to 1,047,272,000 primary shares priced at up to P3.15 per share, plus 1,741,660,000 secondary

shares to be offered by selling shareholder CREC, that has an oversubscription option of up to 418,339,000 shares. The shares will be listed and traded on the Main Board of the Philippine Stock Exchange (PSE). CREIT expects to net up to P3.17 billion from the primary offer, which will be used for the acquisition of properties in Bulacan and South Cotabato. Meanwhile, CREC will receive the entire proceeds from the secondary offer, which could amount to P6.61 billion, assuming the overallotment option is fully exercised. This shall be reinvested in the Philippines, pursuant to the Revised Implementing Rules and Regulations of Republic Act No. 9856, or the Real Estate Investment Trust Act of 2009. New investors will corner 49% of CREIT’s issued and outstanding shares, while existing shareholders will retain 51%, assuming the full exercise of the overallotment option.

As mandated by law, CREIT shall redistribute to shareholders at least 90% of its annual distributable income as dividends. The distributable income refers to the company’s net income as adjusted for unrealized gains and losses/expenses and impairment losses, and other items in accordance with internationally accepted accounting standards. It excludes proceeds from the sale of the REIT’s assets that are reinvested in the REIT within one year from the date of sale. The offering will run from November 26 to December 3, in time for the shares to be listed on the PSE on December 13, according to the latest timetable submitted to the SEC. Formerly Enfinity Philippines Renewable Resources, Inc., CREIT aims to focus on income-generating renewable energy real estate properties, including land and properties used for harnessing power. The company owns the Clark

Solar Power Plant operating on land leased from the Clark Development Corporation, pursuant to a 25-year lease which will expire in September 2039. CREIT tapped Unicapital Inc. and BDO Capital & Investment Corporation as joint global coordinators for the offer. Unicapital will likewise serve as lead underwriter and issue manager. BDO Capital will serve as lead local underwriter alongside PNB Capital and Investment Corporation, while Investment & Capital Corporation of the Philippines will act as participating underwriter. The company also engaged CIMB Investment Bank Bhd and CLSA Limited as international bookrunners. FIGARO COFFEE GROUP Figaro will offer to the public up to 1,260,000,000 common shares priced at up to P1.28 per share, with an overallotment option of up to 126,000,000 shares. The

shares will be listed and traded on the Main Board of the PSE. The company expects to net up to P1.69 billion from the offer, assuming the overallotment option is fully subscribed. Proceeds will be used for store openings and renovations, commissary expansion, debt repayment, IT infrastructure developments, and potential acquisitions. The Liu-led company primarily operates restaurants, coffee shops, and refreshment parlors under the brands Angel’s Pizza, Figaro Coffee, Tien Ma’s, TFG Express, and Café Portofino. It currently owns a total of 90 stores across the five brands. Figaro’s IPO is expected to run from December 16 to 22, with listing on the PSE scheduled for December 31, based on the latest timetable sent to the Commission. Figaro engaged Abacus Capital & Investment Corporation, China Bank Capital Corporation and PNB Capital

Jonas Sultan joins two fellow Filipino fighters Johnriel Casimero and Nonito Donaire who are targeting at undefeated Japanese world bantamweight champion Inoue. The Tampilisan, Zamboanga Del Norte native did not hesitate to announce that he also aims at challenging Inoue’s IBF and WBA title belts. “The No. 1 in my list is Naoya Inoue because I always dream of fighting him,” said Sultan as told to Spin.ph. “If there’s an opportunity, I want really to fight Inoue.” Sultan is rated No. 10 contender by the WBA. Sultan is fresh from an impressive upset decision victory over previously undefeated Carlos Caraballo of Puerto Rico on October 30 at the Madison Square Garden in New York City.
