sex trafficking of children. In a statement, the KJC legal counsel is standing by its defense that Quiboloy and the Kingdom leaders were maliciously accused in this present controversy. The team said it is optimistic and ready to face whatever is hurled against Quiboloy and the Kingdom leaders. “We trust the process of justice and we certainly expect the truth to prevail, and the Kingdom ministry will continue to prosper,” the statement

said. The team stated that the charges are another vicious attempt to bring down Quiboloy and the leaders, who have been installed just recently in the United States. They said KJC and all its followers remain steadfast and committed to faithfully respond to its mission, its ministry, and its divine calling despite all the distraction made against them. The team added that

Residents in Barangay Talitay, Pikit have to bring their valuables atop their homes or roofing to save them from the floodwater. Tahira Kalantongan, Pikit municipal disaster officer, said the local government has already extended emergency aid to affected

families who preferred to stay home and wait for the water to subside. Floodwater rose to neck level on Wednesday and Thursday but is currently receding. Severely affected were the low-lying villages of Inug-ug, Bagoinged, Talitay, and Barungis. Meanwhile, In the town of Datu Montawal in Maguindanao, about 5,000 families (25,000 people) are af-

fected by floods in all its 11 barangays. “Many stayed home and waited for the water to recede, many are used to it,” Balumol Cadiding, Datu Montawal disaster officer, said. he Municipality of Santo Tomas led by Mayor Ernesto Evangelista distributed the honorarium for all barangay tanods from 19 barangays as part of his administration’s support and recognition to their efforts and services in maintaining peace and order in their respective barangays. “Gihatag na nato ang honararium sa tanang barangay tanods sa Santo Tomas. Kini isip supporta ug pag-ila sa ilahang nahimong kontribusyon sa pag-maintain sa peace and order sa tagsa-tagsa nilang barangay. Dako akong pasalamat sa tanang barangay tanod kay sila ang hanimong partner pud nato sa Santo Tomas LGU sa pag-implementar sa atong COVID-19 Response sa matag barangay,” Evangelista said. The distribution of honarium for barangay tanods was held at the Municipal Covered court, Santo Tomas, Davao del Norte. Eighty barangay tanods from Barangay New Visayas, Magwawa, Tibal-og, and San Jose received P1,5000 each for their rendered services for the third quarter. Other barangay tanods will also receive the same amount as scheduled this week. Evangelista was joined by Punong Barangay of Tibal-og and Vice-Mayoral bet Ricky Inodioan, who thanked the Evangelista administration for showing concern and support to all barangay tanods in the municipality of Santo Tomas. The barangay tanods were required to submit their daily time record (DTR), individual accomplishment report, author-

ity to serve and consolidated report, which their Punong Barangays will sign. Evangelista wants to give better financial incentives in recognition of their efforts to further show his support to the barangay tanods. “Kabalo ko na kanang atong ginahatag sa Santo Tomas LGU gamay ra kana. Maningkamot ko na atong mapadak-an ang honararium na ginahatag sa tanang barangay tanod para malipay pud ang pamilya nila,” Evangelista said. Evangelista added that barangay tanods do not enjoy much benefits from performing their mandate of addressing the day-today issues of their communities. The local chief executive added that his proposal to increase the honorarium of barangay tanods was “to recognize their contribution to the holistic and effective governance in their respective barangays.” For his part, Vice Mayoral aspirant Ricky Inodioan, who also serves as the ABC President, agreed to the proposal of Evangelista, saying that barangay tanods should be empowered since they’re at the forefront of government service in the barangay. “Maningkamot kaming duha ni Mayor Erning na mapadak-an ang honorarium na ginahatag sa barangay tanods. Karon kay mahatagan na og pagtagad ang dugay na sintemyento sa mga barangay tanod. Ug isip public servant, ako maningkamot ko na matuman ang maong proposal kon hatagan ko og opportunidad na makadaug karong 2022,” Inodioan said.

resident Rodrigo Duterte has rejected a coalition among the Partido Demokratiko Pilipino - Lakas ng Bayan (PDP-Laban), Pederalismo ng Dugong Dakilang Samahan and Lakas (PDDS), and Lakas - Christian Muslim Democrats (Lakas-CMD). In a meeting with Oriental Mindoro leaders in Calapan City on Friday, Duterte said he could not allow PDP-Laban and the PDDS to ally with Lakas-CMD because of presidential aspirant Ferdinand “Bongbong” Marcos Jr. The President, who chairs PDP-Laban and is running for senator under PDDS, said he could not support Marcos because of his “weak” personality. The PDDS is an allied party of the ruling PDP-Laban. “No, I cannot because nandiyan si Marcos (Marcos is there),” he said. “Hindi ako bilib sa kanya (I’m not impressed with him). He is really a weak leader. Totoo ‘yan. Hindi ako naninira ng tao. Tal-

Duterte initially planned to retire from politics after his term ends in June 2022 but on Monday, filed his candidacy as a substitute for Mona Liza Visorde. On the other hand, Lakas-CMD is now chaired by the President’s daughter, Davao City Mayor Sara Duterte, who is running for vice president with Marcos of the Partido Federal ng Pilipinas as running mate. Duterte has also repeatedly voiced his support for his long-time former aide, Senator Christopher Lawrence “Bong” Go, for president. He said Go is his personal choice because of his track record. “Ito si Bong, for the years na nagserbisyo sa akin, talagang mahusay, honest, at matiyaga. At siya talaga ang personal

TALE OF A LAST WILL AND TESTAMENT Age appears to be best in four things; old wood best to burn, old wine to drink, old friends to trust, and in this case, old papers to support the claim. Dear IBP,

Dear Maggie, Since you are questioning the age of a document in relation to ownership of a property, here are some points to consider. The age of a document can be examined using forensic document examination. As to the date a document could have been prepared, it may be determined by examining various physical characteristics such as watermarks printing, indented writing, printing, typewriting, and ink writings using the orig-

inal evidence. There are analytical tools ranging from standard optical magnification to a more advanced machine as molecular spectroscopy to characterize the properties of paper or what materials are in the paper, like the fiber or ink. Organic analysis also detects carbon-based traces of plants and organisms; while inorganic analysis identifies mineral evidence in pigment and ink. It must be noted that the exact age of dating of a paper is not possible. The process is often able to exclude only indicators of time as to when a paper was possibly manufactured. The reason for the inability to zone in to the exact date is the presence of some pitfalls that may impede findings. Nevertheless, age of a document continues to be employed by investigators, often to verify the veracity of statements and authenticity of documents. For now, although the exact date of age of a document can not be placed, forensic experts can point the estimate period it was made and also, whether the paper is recently tampered or not. It must be remembered that the opinions of experts in document testing can be received as evidence under the Rules of Court. The provision applicable is the A.M. No. 19-08-15-SC, 2019 PROPOSED AMENDMENTS TO THE REVISED RULES ON EVIDENCE, particularly section 5 of

RULE 133, WEIGHT AND SUFFICIENCY OF EVIDENCE. Sec. 5. Weight to be given, opinion of the expert witness, how determined. In any case, where the opinion of an expert witness is received in evidence, the court has a wide latitude of discretion in determining the weight to be given to such opinion, and for that purpose may consider the following: (a) Whether the opinion is based upon sufficient facts or data: (b) Whether it is the product of reliable principles and methods; (c) Whether the witness has applied the principles and methods reliably to the facts of the case; and (d) Such other factors as the court may deem helpful to make such determination. In the case of SEVERINO M. MANOTOK IV, et .al PETITIONERS, VS. HEIRS OF HOMER L. BARQUE et al RESPONDENTS. [ G.R. Nos. 162335& 162605, August 24, 2010 ], The CA was specifically directed to receive evidence with primary focus on whether the Manotoks can trace their claim of title to a valid alienation by the Government of Lot No. 823 of the Piedad Estate, which was a Friar Land. Here, the forensic examiner .. found the three (3) documents authentic being old and because of their discoloration and tattered condition, but she admitted that she cannot tell the age of said documents, nor the

age of the paper used. She merely determined the age through the browning and discoloration, tears or tattered condition of the paper. In this case, she concluded that the documents were old because they are attested/ notarized and because of their physical appearance, such as the ink used in the signatures was already fading and had evaporated/oxidized. Because of age, the ink of the signatures appearing on the documents had evaporated and the color is brownish; the particular ink which evaporates refers to a fountain pen ink. The entries that were in ballpoint pen ink were the written entries on the stamp pad bearing the words “Department of Environment and Natural Resources, Land Management Bureau-RMD Manila.” When the documents were subjected under ultraviolet light examination, they gave a dull fluorescence reaction as opposed to a very bright fluorescence reaction of a new coupon bond.” She added that,” she did not conduct a chemical examination of the questioned documents because the PNP Crime Laboratory has no scientific equipment for chemical analysis, and that she did not refer the said documents to the Chemistry Division of the PNP because the carbon dating equipment is with the Department of Science and Technology

(DOST); she also did not refer the documents to the DOST. She agreed that the best and more accurate way of determining the age of a paper or a document is through carbon dating, and explained that through microscopic and physical examination she will be able to tell whether the document is old but not its exact age.” However on a petition for review with the Supreme Court (G.R. No. 184748) where the case is pending for decision, the documents on which the Manotoks base their claim is “false and untrue” because after conducting a “chemistry test” on those documents submitted by the LMB, the NBI concluded that they were not old as they purport to be.” As can be gleamed from the case, old documents were used to forward a claim. But the Supreme Court stated that “CA correctly observed that the claim had become stale after the lapse of eighty six (86) years from the date of its alleged issuance. As this Court held in Liao v. Court of Appeals, “the certificates of sale x x x became stale after ten (10) years from its issuance” and hence “can not be the source documents for issuance of title more than seventy (70) years later”. Unfortunately, the Will of your grandmother was also allegedly executed last 1950 and your claim might also be stale.

ANTONIO V. FIGUEROA FAST BACKWARD

WHAT DOES ‘DATU MAMA BAGO’ MEAN? Datu Bago, the Moro chieftain of Davao Gulf the Spanish-led conquerors failed to capture in 1848, has always been portrayed the way oral tradition pictures him due to the paucity of sources that accurately describe his persona. He is even accused of being a pirate and slave-raider. Even the Muslim genealogies only provide obscure details on who the man is. Although he is known as the son of a Maguindanao-Tausug couple, the names of his siblings propagated in traditions have no definitive confirmation in colonial accounts and archival documents. If that sounds odd, let’s start our sleuthing from the name of this intriguing personality. Firstly, the name Datu Bago appears chiefly in Jesuit letters and chronicles which later became sources of American historical synopses of Davao about

Spanish occupation. In Muslim tarsilas, he is identified as Datu Mama Bago. Mama stands for ‘man’ in Maguindanao, indicating the figure is masculine, while bago, a common term in many dialects, means ‘new.’ Collectively, the chieftain was a new male leader carrying the title datu. Second, Datu Bago, as the name offers, is depicted as a new ruler in the gulf, suggesting he is not the ultimate ruler of the bay but one of the leaders. There is no account or record that shows there indeed was a struggle for new leadership in the gulf to assert who the supreme leader was nor was there a declaration of any form that a new datu was installed as chief ruler. In the August 13, 1804 report of Don Salvador Ximenez Rendon, then governor of Caraga Province, Datu Bago, identified in the account as Mucamad

Amilbansa Harial, was chief of Davao, a sitio that was compared to Manay, Davao Oriental at the time. According to Datu Ladiamura Pampang who met the alcalde mayor at the ‘new village of Caraga,’ his deputy was Datu Damuli, suggesting the chief datu’s rule could have been confined only to the ‘sitio of Davao.’ Third, Campsa Israel, which eerily sounds like Mucamad Amilbansa Harial is identified in Spanish accounts as the datu of Davao. Davao historian Dr. Macario Tiu learned from the supposed Datu Bago scions that Israel is a Tausug or Joloano name—which is peculiar. Israel is Hebrew, meaning ‘triumphant with God.’ Though it is associated in Qur’an with the Jewish land, it is firmly linked to the biblical Jacob who was named Israel. In Islam, many Muslim scholars

connect prophet Muhammad’s pedigree to Ishmael, the son of Hagar, an Egyptian slave who became Abraham’s ‘other wife.’ For that reason, the Muslims call themselves the Ishmaelites. In other words, Israel, being a Hebrew name, could have not been associated with Jolo, which was principally Islamic during Datu Bago’s birth. You can find biblical names in the Qur’an being given new identities such as Isa (Jesus), Maryam (Mary), and Imran (Aaron) but not Israel. Additionally, the ‘el’ in Israel and Emmanuel refers to God. This makes Harial more plausible. Fourth, documentary and genealogical accounts almost conclusively point to Datu Bago’s lineage as coming from Maguindanao. This assertion, though, does not point decisively that he was the head of the entire gulf. The narratives that

the fiefdoms around the gulf were dependent on the naval assets of the Maguindanao sultanate do not necessarily spell dominance. And fifth, Datu Bago, if we go by traditions, both oral and written, was hardly a part of the larger picture when the sultanates of Cotabato, Maguindanao, and Sulu were overlord of the seas in terms of piracy and slave-trading. In fact, the decades leading to the conquest by the Spanish-led invaders, the ‘office, dignity, or power’ of the three sultanates had started to decline. Future researchers, in order to understand more pervasively Datu Bago’s rule over a territory that included the delta of Davao River, must turn to southeast Asian histories which can shed light on the unknown aspects of how Davao’s legislated hero once governed the gulf.

PH, SG central banks sign accord on digital payments cooperation Improved digital infra I boosts financial literacy n a statement on Friday, digitalization advocacy group Digital Pilipinas said the Bangko Sentral ng Pilipinas (BSP) and the Monetary Authority of Singapore (MAS) signed the expanded Fintech Innovation Function Cooperation Agreement last week.

The accord was signed by BSP Governor Benjamin Diokno and MAS Managing Director Ravi Menon during the World Fintech Festival Philippines (WFF) 2021-Singapore Fintech Festival (SFF). Among the salient features of the agreement

is the linkage of the two countries’ QR and real-time payment systems, which are aimed at providing financial inclusivity to overseas Filipino workers (OFWs) and micro, small, and medium enterprises (MSMEs). “The BSP is taking

the initial step in linking the Philippine payment system with those of our ASEAN neighbors, beginning with Singapore,” Diokno said in a statement following the signing ceremony. The agreement will enhance safe, efficient cross-border payments through smoother and seamless international fund transfers, he added. For his part, Menon said the agreement was a “concrete step towards the vision of an ASEAN network of interconnected real-time payment systems.”

Amor Maclang, Digital Pilipinas convenor, described the BSP-MAS Cooperation Agreement as the “whole-of-society approach in solving today’s and tomorrow’s technological needs.” Digital Pilipinas will “continue to be at the service of both the BSP and MAS as this agreement is a very important pillar in tech-ing up our country,” Maclang said. The BSP-MAS extended Cooperation Agreement is expected to trigger more collaborations across the ASEAN.

urther improvement of digital infrastructure, as well as the incorporation of financial literacy in the basic education system, are expected to help boost financial literacy in the country. In a reply to emailed questions from the Philippine News Agency (PNA), Insular Life (InLife) chief marketing officer Gae Martinez said the company backs the government’s move to reach more uninsured and underinsured Filipinos through financial literacy. “We laud (the) government’s efforts to strengthen our digital infrastructure because we also believe this is an important way to reach more people, especially in remote areas where financial literacy is needed. Strengthening our digital infrastructure also opens up the opportunity for more partnerships with insurtech and fintech companies that are reducing concerns on the number of unbanked Filipinos,” she said. Recently, Inlife announced its partnership with online health insurance marketplace in the country, Maria Health. The tie-up gives the largest Filipino-owned insurance firm a board seat in the tech firm. Martinez also cited the importance of incorporat-

ing financial literacy in the basic education system, noting that corporate foundations have been working with the Department of Education (DepEd) on developing financial literacy programs. “Financial preparedness should be deeply ingrained in our youth to ensure they are financially secure in the future,” she said. For one, Martinez said Insular Foundation has developed four storybooks, in coordination with Adarna House, to teach the value of savings and entrepreneurship to students from Kinder to Grade 4. She said they have distributed 20,000 copies of the books to public school students. The company’s financial literacy initiatives also cover women empowerment through the InLife Sheroes program, as well as teachers, which is being extended with the help of PLDT’s Gabay Guro program, among others. Martinez said Filipinos’ financial knowledge has improved, noting greater awareness of financial preparedness. This transpired “because insurance has become more accessible to many, and people have been buying insurance from these new channels,” she said.

World market for halal products reaches $7T

T

he worldwide market for halal products has reached $7 trillion, the head of the World Halal Union said on Thursday. As world trade develops and the number of manufacturers entering the market increases, demand for certificates informing Muslim consumers that the products they buy are halal is also increasing, Ahmet Gelir told Anadolu Agency. Underlining that Muslim countries had begun to be taken seriously in many fields, including food, cosmetics, chemicals and cleaning products, agricultural products, energy, tourism, and finance, Gelir said that work on international halal standards started in the 2000s and accelerated as Turkey got involved. Turkey spearheaded the establishment of the Standards and Metrology Institute for Islamic Countries (SMIIC) in Istanbul, he said, adding that with the publication of halal product and service standards, “halal production and the halal market gained meaning in the world.” Some 1.86 billion Muslims in 57 Islamic countries and other parts of the world have tended to seek information on what they produce and consume, he said.

“The products and services produced in the Islamic world are inspected and documented, and these products circulate freely in our own geography. Organizations authorized by institutions like us give confidence to consumers with accurate and fast inspection, and become the choice of a new move in exports,” Gelir said. Western organizations Halal certification, which would make sense to be given by Muslim countries, has also been attempted by major certification in the West, said the World Halal Union head. “This isn’t something we prefer, because besides knowledge, skill, and experience, halal studies are a matter of faith,” he said. “In other words, an inspector, certification organization, or accreditation body that does not have a sensitivity of faith couldn’t be able to properly inspect and certify food, products, and services that will go to the tables of Muslims.” Turkey has sought a pioneering role in this sense, and to be involved in the field with serious bodies like the Turkish Standards Institute, World Halal Union, and Association for the Inspection and Certification of Food and Supplies (GIMDES), he said.

T

he Asian Development Bank (ADB) has approved a USD600-million policy-based loan to help the Philippines provide quality and equitable health services for all Filipinos as part of its universal health care (UHC) reform program.

The Build Universal Health Care Program seeks to support the government’s initiatives to improve the financing and delivery of health services and implement measures to monitor the performance of health service providers. The Philippines enacted the UHC Act in February 2019 to ensure Filipinos have equitable access to quality health services and avoid high out-of-pocket health expenses. It includes a series of reforms planned

over several years. “The Covid-19 (coronavirus disease 2019) pandemic has highlighted existing constraints in the country’s health care service delivery, which the government sought to address in its pandemic health response. This program seeks to boost the government’s ability to achieve its UHC goals and provide timely and equitable health care services, especially for the poor and marginalized across the country,” ADB Di-

rector of Human and Social Development for Southeast Asia Ayako Inagaki said in a statement Friday. The Philippines has automatically included all Filipinos in its National Health Insurance Program, as part of its UHC reform. It also mobilized revenues from higher taxes on alcohol, sweetened beverages, tobacco, and heated tobacco and vapor products to help finance UHC and expand primary care services. “This new ADB program will help the government boost financing for UHC, expand the supply of health facilities and workers, enable the integration of health care providers, and enhance health system efficiency,” ADB Principal

Health Specialist for Southeast Asia Eduardo Banzon said. The program will expand the use of digital tools for the sector and ensure sharing of data among health information systems and databases. It will bolster the implementation capacity of the Department of Health and the Philippine Health Insurance Corp., and strengthen collaboration with other government agencies, local government units (LGUs), and the private sector. It will support LGUs’ efforts to expand health promotion and help improve access to health care workers and health care facilities, particularly in underserved LGUs.

Home pilots its 10,000 Mbps service in Metro Manila in December and will then implement further expansions in other key cities outside Metro Manila such as Cebu and Davao in 2022. “We at PLDT continue to play an active role in shaping the future of our country and leading the way towards a connected nation. We are doing all these for our north star – our customers: business owners, professionals, tech mavericks with very large homes, multiple high-band-

width users with multiple screens,” said PLDT president and CEO Alfredo Panlilio. “And with all that life requires of them, they need the fastest home broadband powered by the fastest network. And we are more than ready to give them what they need – all 10,000 of it,” he added. The planned rollout of the new service, the telco said, is the culmination of PLDT Home’s year-long network expansion program in 2021. “Consistent with our

commitment to provide superior technology to address the Filipinos’ growing digital connectivity needs, PLDT Home continues to innovate and make a difference in the lives of our customers,” said Butch Jimenez, senior vice president and head of PLDT Home Business. “With our all-new, upgraded, and fastest internet speed, Filipino homes will now be able to experience and enjoy the future — that is the smart home,” Jimenez said.

PLDT to offer 10K Mbps fiber-optic internet service starting December

T

elco giant PLDT Inc.’s home broadband services arm PLDT Home on Friday said it would offer the first 10,000 megabits per second (Mbps) fiber-optic internet service in the Philippines. In a statement, PLDT said the new service puts the country next to first-world nations such as South Korea, Japan, Sweden, Norway, Italy, New Zealand, and the USA, in terms of having access to ultra-fast home internet speed.
