834 inmates avail Eskwelda A

nother 14,000 fighters of the Moro Islamic Liberation Front (MILF) will be decommissioned starting Monday, 8 November, 20 months after the deactivation of 12,000 MILF fighters were completed, MindaNews learned Friday. The Independent Decommissioning Body (IDB), which is tasked to oversee the deactivation of MILF fighters and their weapons, has sent out letters to government and MILF officials invited to grace another milestone in the Bangsamoro peace process. Lt Col Mohammed Shalleh Ismail, IDB deputy chief of staff, said the Phase 3 decommissioning process of MILF combatants will be held Monday starting 8 a.m. at the Old Provincial Capitol in Barangay Crossing Simuay, Sultan Kudarat, Maguindanao. Ismail said that in compliance with the COVID-19 health protocols, the number of individuals who will be allowed to enter the venue will be limited. Turkish Ambassador to the Philippines Ahmet Idem Akay, the IDB chairperson, will spearhead the activity, which will include the signing of the wall of commitment for the Phase 3 decommissioning process. Invited to grace Monday’s event are Undersecretary David Diciano, chair of the government peace implementing panel, and Bangsamoro Education Minister Mohagher Iqbal, chair of the MILF peace implementing panel. Ariel Hernandez, cochair of the Joint Normalization Committee representing the government side, noted the rolling out of the third phase of deactivating

This phase would include 14,000 MILF fighters and about 2,500 assorted weapons, based on the list submitted earlier by the MILF to the IDB. The Phase 3 involves 35 percent of the 40,000-strong MILF, which waged a decades-old war with the government in a bid for Muslim self-rule in Mindanao. Hernandez earlier said the government and the MILF peace implementing panels have been earnestly working for the normalization process to be felt in MILF communities. The decommissioning of MILF forces is among the major provisions of the normalization aspect of the Comprehensive Agreement on the Bangsamoro (CAB), the final peace agreement signed by the government and the MILF in 2014 after 17 years of negotiations. The normalization phase seeks to help combatants transform into civilian lives and the recognized MILF camps into peaceful and productive economic zones. President Rodrigo Duterte led the ceremonial decommissioning of 12,000 MILF fighters for the Phase 2 in September 2019, also held at the Old Provincial Capitol in Sultan Kudarat town. “This is a huge step of achieving lasting peace in Mindanao,” the President had said. Each deactivated MILF fighter received P100,000 cash and a package of socio-economic promises totaling to P1 million, including education and livelihood training programs.

New Region 12 top cop assumes post

rig. Gen. Alexander Tagum assumed on Friday as the new director of the Police Regional Office in Soccsksargen (Region 12). Tagum, who previously served as director of the Philippine National Police (PNP)-Highway Patrol Group (HPG), formally took over the post from Brig. Gen. Michael John Dubria in a ceremony held at the regional police headquarters in Barangay Tambler here. The change of command was personally presided by PNP Chief, Gen. Guillermo Eleazar, and witnessed by top government officials in the region. In his speech, Tagum committed to continue the innovations started by Dubria and build on the gains and accomplishments of the regional police office these past years. These include the continuing expansion and development of the PRO-12 headquarters, the institu-

tionalization of the PNP’s internal cleansing program, and the enhancement of the operational capabilities of police offices and stations. Tagum, who hails from Kidapawan City and had served various posts in the area, said he is “deeply honored and felt so blessed” to be back in the region. He appealed for support from local government leaders and other stakeholders in the pursuit of their mandate to “serve and protect our people”. “I will count on all friends among the political leaders in the region to help us achieve our objectives of maintaining the peace and order in their respective localities,” he said. ollowing the recent apprehensions of the admin members of the REPA Paluwagan, an official of the Davao City Anti-Scam Unit (CASU) assured that the said unit will continue monitoring activities of the remaining admins to ensure that they can be prosecuted in court and prevented from leaving the country.

Wala’y problem kung mulayas sila basta ang importante ma-file ang kaso kay anywhere in the Philippines man na kung naay warrant puwede na sila dakpon anywhere,” Davao City Anti-Scam Unit head Simplicio Sagarino told Edge Davao. On November 5, 2021, five individuals who were reportedly receiving investors for REPA Paluwagan were arrested through

an entrapment operation conducted by the members of Criminal Investigation Group 11 (CIDG 11) at Ponce St, Brgy 26-C in Davao City. Together with the Davao City Anti Scam Unit, the entrapment was carried out after the suspects accepted cash of P650,000 for investment in the Money Pyramiding Scheme. The five individuals who also acted as administrators of REPA Paluwagan were identified as Silas

Khadija Sabani 25, Jorelyn Damih 43, Mahimod Damih 46, Alhaber Damih 19 and Amer Hadjinur 42, all of Barangay 21-C Davao City. A case will be filed against the suspects. Sagarino said about 200 complainants, from Davao City and other neighboring areas, have approached the unit to file a complaint against REPA. He also called on to the Dabawenyos and those individuals in the neighboring areas to put their hardearned money into legit investments. “Kay kung magpataka lang sila ug butang, sayang lang,” he said. ANOTHER SCARY STORY Republic Act No. 9262 , the law on Violence Against Women and Children of 2004, makes some men react adversely, like this gentleman who poses the question, to wit: Dear IBP Davao,

My wife filed a case of Violation of Republic Act No. 9262. All her allegations are untrue, she could not produce a medical certificate, nor did I ever verbally abuse her. The case was dismissed. I would like to file a case against her as it caused me so much stress, it disturbed my work, I almost have no salary because of the papers/ pleadings ( ) and I

am supporting a child from my previous relationship. What if any case may I file against her? -Abused Husband

With the scant information given, it may be safe to presume that the cases filed against him is for physical abuse and/or verbal abuse causing mental or emotional anguish perhaps. There was no statement as to the reason or ground for the dismissal, whether it is for insufficiency of evidence (might be because of lack of medical certificate) or otherwise (insofar as the other charges may be concerned). This statement of the husband is his own per-

ception that all charges against him are false. As to the stress and disturbance caused him, these are part of the consequences when one has to face a litigation. He seems to imply the unfairness/harshness of the law. Since, the information given is not enough, it would not be prudent to make or give an advice as to the possible counter-charge he may file. He may however have a cause of action if there is a violation made under the Revised Penal Code. Incidentally this law on Violence Against Women and Children, has been challenged

in the Supreme Court in the case of Jesus C. Garcia vs. The Honorable Ray Alan T. Drilon, et al (G.R. No. 179267, June 25, 2013) for being allegedly discriminatory, unjust, violative of the equal protection of the law clause of the Constitution, violates the policy to protect the family as a basic social institution. The Supreme Court held, “xxx The equal protection clause of the law, allows classification based on valid classification. R.A. No. 9262, does not violate this clause by favoring women over men as victims of violence and abuse to whom the State extends its protec-

tion. It is a fact that women are more likely to be victims of violence, gender bias and prejudices against women which make for real differences justifying the classification under the law.” Dura lex sed lex.

WHO WANTS TO WRITE ENGLISH? Among Asian countries, the Philippines has an edge in terms of speaking English. As Honesto General wrote in an article published in a national daily: “We are way ahead of everybody. Ever since the American colonizers sent over a shipload of teachers on the transport Thomas a hundred years ago, we have been grappling with the nuances of the English language.” But such is not the case anymore. A survey conducted by the Social Weather Stations some years back found that the national proficiency in the English language has declined by 10 percentage points in the last 12 years. According to the survey, only two out of three Filipino adults or 65 percent understood spoken and written English. Some 14 percent said they were not competent at all in spoken and written English. If you think Filipinos are no longer good when it comes to speaking or writing English, think twice. A few years ago, a newspaper in New York printed some quotable quotes from student-evaluation reports written by public school teach-

ers. A student “does not take to many things serious,” wrote one teacher. Another reported that one student in his class had a “studdering” (should have been “stuttering”) problem. Then, there was one teacher who wondered about one of his pupil. “Why is he not learning or learning so but so little,” she wrote. “How comes his past teachers have been passing him from grade to grade without he advancing or progressing academicly. I will like to know what is causing the mental blockage.” I want to know, too! But then, Filipinos and Americans are not the only people in the world who have committed in “murdering” the English language. Consider these signs spotted from all over the world: A Bangkok dry cleaner in Thailand asks its customers to: “Drop your trousers here for best results.” A laundry in Rome, Italy proves it knows la dolce vita: “Ladies, leave your clothes here and spend the afternoon having a good time.” A Norwegian cocktail lounge isn’t asking for much: “Ladies are requested not to have children in the bar.” In the window of a Barcelona travel agency in Spain that may not

last long: “Go away.” Hotels are good sources of humorous signs. In a Yugoslavian hotel, a sign said: “The flattening of underwear with pleasure is the job of the chambermaid.” A Japanese hotel enticed: “You are invited to take advantage of the chambermaid.” You will definitely get nosebleed if you read this one in an Austrian hotel catering to skiers: “Not to perambulate the corridors in the hours of repose in the boots of ascension.” I am not sure what the owners of a hotel in Zurich really wanted to impart when it urged: “Because of the impropriety of entertaining guests of the opposite sex in the bedroom, it is suggested that the lobby be used for this purpose.” Warnings about elevators are almost always funny. In Mexico, Hotel de Paseo pleads: “We sorry to advise you that by an electric desperfect in the generator master of the elevator, we have the necessity that don’t give service at our distinguishable guests.” In Bucharest, a hotel posted this notice: “The lift is being fixed for the next four days. During this time, you will be unbearable.” In Hotel Deustsch-

land, Leipzig: “Do not enter the lift backwards and only when lit up.” A hotel in Tokyo has this notice on its elevator doors: “Do Not Open Door Until Door Opens First.” Another Tokyo hotel placed this elevator sign: “Keep your hands away from unnecessary buttons for you.” Still another in a Tokyo hotel: “Is forbidden to steal towels, please. If you are not person to do such, please not to read notice.” So, please read the notice well – or else! In a Belgrade hotel elevator, this warning was posted: “To move the cabin, push button for wishing floor. If the cabin should enter more persons, each one should press a number of wishing floor. Driving is then going alphabetically by national order.” Restaurants have their own share of hilarious signs. From a little restaurant in Mexico City: “U.S. Hots Dog.” Don’t worry about not getting tea drinks anytime at the Restaurant des Artistes, Montmartre: “We serve five o’clock tea at all hours.” And this notice was placed on every table in the dining room at a restaurant in Nepal: “All vegetables in this estab-

lishment have been washed in water especially passed by the management.” Travel is always exciting. No wonder, some travel agencies have their own way of attracting customers. In a Czechoslovakian tourist agency, this sign was posted: “Take one of our horsedrive city tours - we guarantee no miscarriages.” “We take your bags and send them in all directions,” said a Copenhagen airline ticket office. A brochure of a car rental firm in Tokyo offers something new for tourists: “When passenger of foot heave in sight, tootle the horn. Trumpet him melodiously at first, but if he still obstacles your passage then tootle him with vigor.” Some entrepreneurs have their own way of promoting their own line of businesses. A butcher in Nahariyya, Israel boasted: “I slaughter myself twice daily.” A dentist in Hong Kong claimed: “Teeth extracted by latest Methodists.” A barber in Zanzibar advertised: “Gentlemen’s throats cut with nice sharp razors.” A barber in Tokyo topped them all when he publicized: “All customers promptly executed.” Why are you laughing out so loud?

Vietnam SEAG set for May 12-23 next year

rganizers of the 31st Southeast Asian Games (SEAG) in Vietnam announced on its website on Friday that the biennial multi-sport games postponed from last year will be held from May 12 to 23 next year. The specific dates were posted on Vietnam’s national Olympic committee website and reported by Channel News Asia (CNA). The Games will open three days after the Philippines holds its national elections on May 9, 2022, and according to Philippine Olympic Committee (POC) president, Rep. Abraham “Bambol” Tolentino, the majority of the athletes, coaches, and officials on Team Philippines would be unable to cast their votes. “This is one of those sacrifices of having to represent the country in an international competition,” he said in a news release. The POC has determined a 626-athlete delegation to the Vietnam games, which will be played in the Hanoi main hub. “The main bulk of the delegation will be leaving for Viet-

nam no less than a week before the opening ceremony,” Tolentino said. “This is because our athletes need to acclimatize and get the feel of the competition venues, environment, and weather.” It gets hot in Hanoi in May, with temperatures expected to reach 34 degrees Celsius. Hanoi hosted the SEA Games for the first time in 2003 in a December schedule when the weather was wintry, with temperatures dropping to 11 degrees Celsius in the evening. Vietnam originally scheduled the SEAG from November 21 to December 2 last year, but was forced to postpone it due to the pandemic. Hanoi will be the main hub with 11 other sub-venues.
