T

he city government of Davao is now in the planning stage for the implementation of booster shots to priority groups belonging to A2 and A3.

A2 are senior citizens aged 60 and above while A3 are persons with comorbidities not otherwise included in the preceding categories. Dr. Michelle Schlosser, spokesperson of the Davao City Covid-19 Task Force, said the city government is waiting for the booster vaccines to be provided by the national government as well as

the logistics that the city needs. “But rest assured that we are already in the planning process for A2 and A3,” she said. Schlosser also said that Davao City will still follow the prioritization group in administering booster vaccines. She also said booster shots with be administered if the vaccinees have at least six

months or more from the time they completed their two doses. “Although nag- announce na ang national DOH that the booster shots be opened to priority groups. However, in Davao City, we follow the prioritization group para hapsay ang paghatag and we cannot give booster if dili at least six months or more from the last na complete nila ang vaccination. Therefore, unahon sa nato ang A1 just like before followed by A2, A3 and the rest ang other priority groups,” she said.

Currently, booster vaccines are administered to the Priority A1 population or the health workers. The Department of Health (DOH) announced that health workers or those belonging to priority group A1 may choose the Ccovid-19 vaccine brand as their booster shot. This is based on the DOH Memorandum Order No. 0484 on the operational guidelines on administering booster shots, released on November 17, 2021 the first day of ad-

he Western Mindanao Command (Westmincom), in partnership with the United Nations Development Program (UNDP), on Friday distributed farm inputs to boost the livelihood of selected beneficiaries from the provinces of Basilan and Tawi-Tawi amid the pandemic. The selected beneficiaries from Barangay Muslim Area in the municipality of Maluso, Basilan province received assorted farming tools and equipment that included two trailers, a power tiller, a gasoline-powered water pump, a water tank and hose, vegetable seeds, and several gardening tools. Amin Pansulani, barangay chairman of Muslim Area, Maluso, received the farm implements. The farmer and women sector of Barangay Baguindan, Tipo-Tipo, Basilan received four units of cassava graters worth PHP62,000 each. Ilma Ajanti, the parent-leader of Baguindan, received the farm implements on behalf of the farmer and women sector beneficiaries in the village. The Badjao tribe of Bongao, Tawi-Tawi received fishing gear and equipment that included motorboat engines, plastic water tanks, and fishing nets. Badjao tribe chieftain, Isnaj Kingkaw Nurlagi, received the livelihood implements. Winston Aylmer Camarinas, UNDP Cotabato field office head, said the agency supports the existing livelihood of the farmers and

women in the communities. “Through this, we will be able to sustain the gains of peace and address poverty, which is one of the root causes of criminalities and worst, terrorism,” Camarinas told the farm implement recipients. “To the beneficiaries of the equipment that we distributed today, I hope these will help uplift your lives. Life is difficult due to the pandemic but don’t lose hope because there’s a brighter day ahead,” Maj. Gen. Alfredo Rosario Jr., Westmincom chief, said in his message to the beneficiaries. Rosario, whose message was read by Col. Wendell Basat, Westmincom Civil-Military Operations officer, assured the beneficiaries that the military would be with them side by side to protect them. He commended the sponsors and supporters of the project, including the Embassy of Japan, Office of the Presidential Adviser on the Peace Process, the provincial government of Basilan, and the UNDP. “The men and women in uniform appreciate the role of our partners and stakeholders in achieving our vision of a peaceful and progressive community, devoid of the threats of terrorism, extortion, and extremism,” Rosario said. “We have already gained a substantial headway in achieving inclusive and sustainable peace, which signifies that indeed cooperation and the involvement of everybody is the key to moving forward.” (PNA)

ood but not enough. That’s the assessment of the Davao City Covid-19 Task Force after the three-day Bakunahan sa Barangay fell short of the daily vaccination target. Dr. Michelle Schlosser, spokesperson of the Davao City Covid-19 Task Force, said on Wednesday that the city wasn’t able to meet 49,000 per day vaccinees but was able to garner ample numbers, for the first day the city was able to vaccinate roughly 30,000 vaccinees; the second day 23,000; and 24,000 for the third day. “That is actually a good number compared to other LGUs. Also ubay-ubay naman ang atoang nabakunahan diri sa Davao City,” she said. From the target of 70

percent herd immunity for the first dose, the city currently is now at 87 percent accomplished or vaccinated a total of 1,136,577; and 75 percent accomplished for the second dose or 967,053 doses administered. “It’s an achievement for the vaccination cluster, although, it’s not yet enough. It’s a good number but not enough para ma-achieve ang atoang goal which is 100 percent. EDITORIAL Pandemic of the unvaccinated Marcus Lamb, a 64-year-old televangelist based in Texas who frequently railed against COVID-19 vaccine mandates on his show, died last Tuesday, weeks after contracting the virus. He was unvaccinated. On the other hand, Jay Jay Phillips, an “America’s Got Talent” contestant has reportedly died from COVID-19. He was 30 and also still unvaccinated.

Lamb and Phillips are the latest unvaccinated personalities who recently succumbed to the virus. Their names are added to 14 others who died of COVID-19 after failing to be vaccinated against COVID-19. The celebrities and the circumstances of their demise are as follows:

KRISTEN LOWERY: She left behind four children. Lowery, 40, was a figurehead on social media, proclaiming her anti-mask and vaccine views that garnered high praise.

STEPHEN HARMON: Harmon, 34, who lived in Los Angeles, mocked Covid-19 vaccines. He died of the virus on July 21, 2021, Riverside County Sheriff’s Department told local media.

HAI SHAULIAN: The well-known Israeli anti-vaxx leader Hai Shaulian died of COVID-19 on Monday (September 13, 2021) morning at Wolfson Medical Center in Holon, Israel. The anti-vaccine activist said ‘there’s no epidemic- the vaccine is unnecessary and dangerous’. DANIEL TRUJILLIO: Daniel ‘Duke’ Trujillo, 33, died in May from “COVID-19 complications”. Trujillo, an ex-Marine and the Denver Sheriff’s deputy, had shared a string of anti-vax posts on social media, according to The Daily Mail. MARC BERNIER: Bernier, a Daytona, Florida, talk radio host dubbed himself “Mr. Anti-Vax” in December while assuring his listeners “I’m not taking it.” Bernier contracted COVID-19 and his death was announced by his radio station –– WNDB — which had awkwardly acknowledged his on-air “anti-vaccine” commentary just before his passing.

DICK FARREL: Farrel Austin Levitt, 65, known professionally as Dick Farrel, was an American conservative media personality and anti-vaccine activist. The Newsmax radio host spent the last weeks of his life claiming that the vaccine is “Bogus B*** s**t],” referring to the pandemic as a “SCAM DEMIC,” and suggesting that the delta variant is an elabo-

Tiktok creator and artist Alexandra Blankenbiller posted her last video on August 15 from her hospital bed. WHAT IS SEXUAL ASSAULT? The situation presented by the person making this query is as follows:

My brother was accused of rape. He was separated de facto from his wife last year during the lockdown. Their child stayed with my brother. This June of 2021 the child reported that her father touched her private part when he was drunk and was asleep. The father denied this. They sleep in one room, together with his live in partner with her three kids. He alleges that he does not sleep beside his [dalaga, the age was not given] daughter. The question being asked is what should the father do about this accusation against him. There is ambiguity in the

facts presented, as it alleges touching the private part of the daughter when the father was drunk and he was asleep. Might it be possible that the father was drunk and the child was then sleeping when the act of touching the private part or sexual organ was made which might have awakened the child? Was the touching tantamount to sexual assault, where he inserted his finger to her sexual organ? Considering that the accusation is that of rape, the latter interpretation is logical. SAVING MOTHER EARTH In the beginning, Mama Earth emphasized on the ending of drift-net fishing, the fur trade and factory farming around the world. “These activities confronted us with the global timber scarcity and the alarming deforestation rate,” says Ulrich Kronberg, a German national who is the president of Mama Earth Foundation. Since then, the foundation’s primary focus has been on reforestation. “Our projects are always accompanied by programs which improve the lives of the local population,” he explains. “For this is the way to counter the overexploitation of primeval, natural and tropical rainforests.” When God created the earth, He gave man dominion over it. But man did a lousy job. Instead of taking care of what rightly belonged to him, he opted to ruin it. From two people during the Creation, the world is now home to approximately 7.5 billion, this despite all efforts to stop the demographic explosion. “More people means greater needs,” Kronberg reminds. “This has led to an increase in demand for raw materials which are extracted from earth to the fullest.” If this trend continues, the

world might collapse. To reverse the apocalypse, mitigation is needed. “There are no simple solutions; the connection which keeps organism earth alive are too complicated,” laments the German journalist who now calls Davao City as his second home having stayed in the country for more than a decade now. “No book, as voluminous as it may be, can describe all paths which are possible and necessary in the field of environmental protection and nature conservation,” he adds. “So where does one start? Whoever wants to tackle everything is bound to fail.” Mama Earth considers people as the most important asset, which makes their priority clearly defined. “First of all, people need at least 10,000 liters of clean air a day for breathing,” he explains. “Clean air takes precedence over all other needs. Crystal clear water and abundant meals are worthless without adequate breathing air.” To produce oxygen required for breathing, plants and trees are needed which “consumed” the carbon dioxide humans emit. “Trees and forests produce abundant oxygen, so we need more of it,” he says. “A full-grown tree can

supply at least 10 people with breathing air.” He gets that idea from Prof. Dr. Jorn Wittern who said: “A broad-leafed tree produces 2 kilograms of oxygen in one hour, a person consumes 2 kilograms of oxygen per day, every liter of gasoline which powers a motor or a turbine consumes 2 kilograms of oxygen.” This is the main reason why Mama Earth is batting for reforestation as “every tree counts.” In fact, Kronberg considers forests as “air conditioning systems.” Trees make this planet conducive to living. Now, let’s listen to Kronberg: “Any individual, who drives 10,000 kilometers yearly with his car that consumes on average 8 liters of gasoline per 100 kilometers, burns 800 liters of gasoline. This results in 1,864 kilograms of carbon dioxide per year.” To balance the carbon dioxide emissions, that person needs to plant 133 trees every year, according to Kronberg. One of the foundation’s most successful tree planting took place in the Island Garden City of Samal in Davao del Norte. “The successful planting of over 1.2 million

mangroves for the fishermen around the Davao Gulf is almost completed,” he reports. “A lot of shore zones have become breeding grounds for fish once more and a home to birds and reptiles.” This reintroduction of mangroves in Samal was “the first big planting project of Mama Earth,” he says. The reforestation was done in coordination with the government through the Department of Environment and Natural Resources. The success of the project was due to the involvement of the community. “The concept is simple: the seeds (of mangroves) are collected by fishermen and their families and put into simple plant pot which are filled with mud to allow the mangrove seedling to grow. They are ready for planting five to six months later. In order to avoid transportation costs and stress for the seedlings, we let the inhabitants who live in the vicinity of the planting location grow them.” Currently, Mama Earth is doing what it calls a “wood investment.” Kronberg explains: “We are allowed to trade with wood investments since we give the farmers, who make their land

available and take care of the trees, the lion’s share of 50%. Every tree carries a number and can be unequivocally allocated to the investor. In order to engage in timber forestry effectively, we are focusing on two fine woods which enjoy a high level of demand: mahogany and teak.” All the planted trees are taken care of by the farmers themselves while Mama Earth monitors and keeps records of the growth to achieve best results. “We bring employment to the villages not only letting the farmers keep their lands but letting them also earn well from their lands,” Kronberg says. “Theft of trees is almost impossible since all live in neighboring communities.” Lito Plaza of Montevista, Compostela Valley was one of the beneficiaries of the project. Together with his wife and parents, they planted almost 2,200 trees on three farms. The outstanding debts they had were eventually settled after the harvest. Kronberg believes the projects would have failed had it not been for the involvement of the people. “Our work would not have been successful without the heart of the people,” he admits.

he Philippines’ chief economist is proposing to change the metrics on how the government responds to the COVID-19 crisis by shifting the perspective from being widespread into a more localized one. “The reality today is that the virus is not going away easily and we will have to live with it for a longer period of time, similar to the flu,” National Economic and Development Authority (NEDA) chief and Socioeconomic Planning Secretary Karl Kendrick Chua said in his remarks during an Asian Institute of Management virtual forum on Wednesday. “This means changing our metrics, increasing vaccination, and minimizing severe cases and deaths,” Chua said. The NEDA chief said, “We need a shift from a pandemic to an endemic paradigm.” He said that some countries such as Singapore, Portugal, United Kingdom, US, Thailand, and South Korea have already decided to treat COVID-19 as endemic.

He added that globally as more people get vaccinated, death rates fall despite cyclical case surges. The same trend is expected to be seen in the Philippines as vaccination rates increase. With this, the country’s chief economist proposed to change the metrics used in making decisions as “this will align better to the objectives in an ‘endemic world’.” From the current metrics of relying total cases and total deaths on responding to the health crisis, Chua proposed a new metric of using the total number of severe or critical cases and case fatality ratio or the proportion of those who died from the total number of people diagnosed with the same disease. Chua said that among the benefits of changing metrics is it will reduce the need to raise alert level when cases go up, facilitate a shift in mindset to help people “live with the virus,” and focusing on the number of severe cases and the fatality ratio would help emphasize the importance of vaccination.

BIR wins P2.7-B tax case vs. cigarette company GSIs’ liabilities balloon to P9.9-T with latest reporting method

ocial benefit liabilities of government social institutions (GSIs) like the Social Security System (SSS), the Government Service Insurance System (GSIS), and the Philippine Health Insurance Corporation (PhilHealth) have ballooned to Php9.935 trillion in 2020 from Php153.59 billion in 2019. This as the GSIs fully complied with the Philippine Financial Reporting Standards (PFRS) 4, said Department of Finance Secretary Carlos Dominguez III in a briefing Friday. Dominguez said the PFRS 4 is the current and interim accounting standard imposed on insurance entities in the country. “(W)hen an insurance entity receives money from its members and enters in a contract to provide their members monetary obligations when certain events occurred, it has to set aside a reserve to cover that liability,” Dominguez said. He added that private insurance institutions have been complying with this accounting system since 2005.

On the contrary, SSS, GSIS, and PhilHealth have been understating their liabilities as they have not been properly reporting their liabilities in their financial statements for 15 years, Dominguez added. He added that full compliance to the PFRS 4 sets an accurate picture of the social institutions’ financial position. Using PFRS 4, estimated social benefit liabilities of SSS jumped from Php12.9 billion in 2019 to Php6.8 trillion in 2020; from Php29.35 billion to Php2.04 trillion for GSIS; and from Php111.34 billion to Php1.13 trillion for PhilHealth. “(P)olicymakers will be able to make informed decisions and legislate reforms based on an accurate appreciation of the funding situation of the institutions,” Dominguez added. In the case of SSS which has a contribution increase set over the next few years, the new accounting system would tell not to defer any increases as “it will actually hurt the ability of the institutions in the future to meet their obligations”.

The PMFTC, the Philippine affiliate of Philip Morris International, won after the RTC said the regulations are void. Then-finance secretary Cesar Purisima and former Bureau of Internal Revenue (BIR) Commissioner Kim Henares took the case to the Supreme

Court (SC), which issued a temporary restraining order against the RTC in June 2014. In 2017, however, the SC affirmed the RTC decision. The PMFTC filed for a refund two years later before the BIR and later with the CTA, arguing, among other things, that the two-year deadline to file a claim for refund should be deemed suspended while the case was pending before the SC. Ruling against a tax refund, the CTA decision uploaded recently said “under the present state of the law, the two-year prescriptive period runs from the date of payment of the tax, regardless of any supervening cause that may arise thereafter.” (PNA)

ose Estologo Jr. and Yuoh Charles Anting emerged on top of the podium after the first ever Tour de Mati Theo Cup held over the weekend in nearby Mati City. The race, which attracted 592 participants, was the first sports event held in the Davao Oriental capital after nearly two years since the Covid-19 pandemic. Estologo outlasted top pursuers Nielden Dave Sepocado and Vincent Balucanag to win the premier 85-kilometer Men’s Open Road Bike division race and the P10,000 windfall. Sepocado and Balucanag finished second and third, respectively. The race was fired off at the Mayor Francisco G. Rabat Park and Baywalk, proceeded to Dahican, Manguihay, Bobon, Mayo then up the View Deck in Barangay Badas before finishing at Bliss area in Barangay Sainz. Rexie Eric Cabulao finished fourth while Joseph Polestico checked in fifth. Anting, on the on the other, ruled the Open Mountain Bike divi-

sion besting Nash Surigao Tiguelo and Mohap Sabello who wound up 2-3. For his feat, Anting went home P10,000 richer. Prince Roy Miguel Villarez and Oskie Oliver Ruin completed the top 5. The race was originally scheduled May 16 early this year but was postponed due to the rising cases of Cpvid-19 and threats of the Delta variant. All participants were required full vaccination.
