Durante’s absent subordinate back in military control

One of the subordinates of Brigadier General Jesus Durante III in the 1001st Infantry Brigade (IB), Pfc. Rolly Cabal, who went absent without official leave (AWOL), is now back under military control, according to an official.

Captain Mark Anthony Tito, spokesperson of the 10th Infantry Division of the Philippine Army, said on Wednesday that Cabal

was already presented to the Special Investigation Task Group (SITG) Plaza. Cabal went AWOL following their alleged in-

volvement in the killing of model-businesswoman Yvonne Chua Plaza on December 28, 2022 along with Pfc. Romart Longakit, who was reportedly abducted.

Cabal reportedly feared for his life and went into hiding.

MILF promises to decommission; implores armed orgs to disband

The Moro Islamic Liberation Front (MILF) remains committed to the peace deal it signed with the national government, including the decommissioning of its combatants, a top Bangsamoro region official said Wednesday.

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod Ebrahim issued the remarks after four of five BARMM provincial governors urged for the suspension of this year’s barangay and Sangguniang Kabataan polls in

the area pending the completion of the decommissioning process.

“Like them, we also wanted to speed up the decommissioning process but remember we are doing our part and the government is also doing its part,” Ebrahim said over a

radio interview here.

Ebrahim said blaming the MILF for the rising criminality in Mindanao is unfair. He did not elaborate.

Nevertheless, the MILF leader said cases of violence in the BARMM

Basic emergency course, triathlon module lecture, and face-to-face training will be given to medical teams from local government units that cover the 70.3 triathlon race area, a doctor from the Southern Philippines Medical Center said.

Balag, in an interview with the City Information on Tuesday after the Alveo Ironman Walkthrough, said that the training will cover the usual emergency cases and expected medical cases that may occur during mass participation events such as the triathlon.

derived from the previous Ironman emergency cases we have identified emergency cases and expected medical cases, which can be encountered in such event. With that, we made a module so that all the responders and part of the medical team are aware of how to manage these cases - for example, cases of hypothermia, electrolyte imbalance, seizure, and poisons such as sea urchin and jellyfish sting),” Balag said, adding that triathlon is a unique event and medical emergencies are not usually encountered in other events.

Balag said that in Davao City, they required 40 participants because of the number of stations.

“It is where the run station and bike station and most of the stations are located. We also require representatives from LGUs including Carmen, Tagum, and Panabo,” Balag said.

He said that the training will be in two parts and the online seminar is set on March 9-10 while the faceto-face training is on March 16-17. During the face-toface training, they will have to assess medical respond-

Some fire victims are coastal road project right of way payees

PEF set to transfer six PH eagles to new site

At least six Philippine eagles will be transferred next month to the new Philippine Eagle Conservation Breeding Sanctuary (PECBS) of the Philippine Eagle Foundation (PEF) in Barangay Eden, Toril.

Andi Baldonado, PEF development program manager, told MindaNews on Wednesday that that new location has a total area of 13 hectares, of which only five hectares have been allotted for the core facility but most of it will serve as a buffer zone as an additional layer of biosecurity to ensure the safety of the raptors.

She said that preparations for the new site are currently ongoing.

“The set-up of enclosures is difficult to complete due to the difficulty of hauling the materials for the enclosures and the keepers’ bunkhouse to the remote, elevated, and steep area of the site,” she said.

The foundation will

keep the Philippine Eagle Center (PEC) in Barangay Malagos as a conservation education site that will remain open to guests who can still view some eagles, particularly those that are retired from breeding.

She said the foundation plans to undertake the transfer of the entire breeding stock in five to six phases beginning next month but added that timeline as to its completion would depend on “the funds that we have and the improvement of the access road to make hauling quicker.”

As of Jan 2023, the foundation has 32 eagles in the PEC.

In a briefer emailed on Wednesday, the foundation said that the threats of Avian flu and changing landscape around the PEC in Malagos necessitated the transfer to PECBS.

Consumer group opposes Nordeco’s submarine cable

Alocal consumer group opposed the implementation of the P1.4 billion submarine cable project of the Northern Davao Electric Cooperative Inc. (Nordeco) on the Island Garden City of Samal (IGaCoS) in Davao del Norte claiming that it is “senseless and technically

unsound.”

In a statement, Davao Consumer Movement alleged that the 25-kilometer submarine cable will have a significant influence on the electricity cost, not only for Samalenyos but for the entire Nordeco customer base.

cable project is expected to address the power woes of its franchise areas, which include Tagum City, IGaCoS, Asuncion, Kapalong, New Corella, San Isidro, and Talaingod in Davao del Norte.

PH to gain P8.3B from initial durian exports to China: BPI

TheBureau of Plant Industry (BPI) on Tuesday said the Philippines may generate around US$150 million (about PHP8.3 billion) worth of revenue from its initial durian exports to China next month.

During the Laging Handa public briefing, BPI director officer-in-charge Gerald Glenn Panganiban said the export volume is still subject to the actual production from durian-producing areas.

siyon at of course sa ating pag-comply sa requirements po ng pamahalaan ng China (This depends on the good quality production and of course our compliance to the requirements of the government of China),” he said.

Panganiban said the

country is set to export an initial volume of 50,000 metric tons of durian.

Panganiban said the country will submit audit videos this week as it complies with China’s requirements.

Under the durian export program to China, the country expects at least PHP240 million in revenue.

One of the government’s economic managers on Tuesday thumbed down calls for a legislated wage hike saying this would harm the economy.

he agrees that wages need to rise, this should be achieved through increased economic activity instead of legislation.

“If you want to bring this country to the league of our neighbors, the safest thing to do is to increase wages by way of increasing economic activity and that means a lot of in-

vestment that would have to be made to complement labor,” Balisacan said.

“It’s very harmful to the economy in the longer term and even for labor if wages are forced to increase by legislative fiat,” Balisacan said.

BSP forecasts February inflation at 8.5% - 9.3%

President Ferdinand R. Marcos Jr. said Tuesday the country’s agricultural sector must use a “detailed” cropping schedule to ensure that agricultural imports would not harm local production.

In a news release, the Presidential Communications Office (PCO) said Marcos pitched this idea during a meeting with officials of the Department of Agriculture (DA) and other concerned agencies at Malacañan Palace.

A cropping schedule or cropping calendar is a schedule of the rice growing season from the fallow period and land preparation, to crop establishment and maintenance, to harvest and storage, according to the International Rice Research Institute (IRRI).

The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) launched Tuesday its Online Travel Tax Services System (OTTSS), providing traveling citizens with options to pay for their travel taxes nationwide.

With the online service, citizens can now opt

for a faster, more convenient, and hassle-free way to pay their travel taxes online using different payment options like e-wallets, online bank transfer, and credit cards. Cash payment options are also available in select pawnshops, convenience stores and money remittance centers.

The process of paying the travel tax online can be done by visiting TIEZA’s website, clicking “Travel Tax” on the navigation menu, and choosing “Pay Travel Tax Online.” On the page, they just need to click the MYEG icon, fillup the form, select their preferred payment option, and pay.

According to TIEZA Chief Operations Officer Mark Lapid, in addition to the OTTSS, citizens will also soon be able to pay for their travel tax via MYEG’s website, saving travelers’ time in queuing in airports before boarding their flights. MYEG is “a one-stop

Pragmatism - thinking of or dealing with problems in a practical way, rather than using theory or abstract principles - is aklways a sensible approach to solving problems at face value.

Although a tyro, Sen. Padilla is impressive in his senate job and is educating himself tirelessly so that the chairmamship of the committee that should ideally belong to somewone with a profound legal background, will not be prejudiced.

But Sen. Robin may overlook the fact that in a Con-Con, the choices to elect qualified people is extensive as this will afford the electorate to install academicians, retired judges and justices who have extensive

legal experience and successful businessmen and economists in the forging of a new fundamental law.

In a Con-Ass, the elected members of the HoR and the Senate are of a singular caste, all coming from the ranks of politicians and but a few who possess the required expertise.

Let’s face it. Many HoR legislators are heirs of their political families whose prominence and supremacy in their respective districts and territories dates back many decades ago.

In short, Sen. Robin should perhaps be reminded that quality, not quantity, should be the yardstick and the cornerstone in choosing the crafters of the new constitution.

This is the main rationale that may get the appreciation of the public because in this critical period of our lives, Filipinos cannot afford to commit another “fatal” mistake.

Ex-CJ Reynato Puno has suggested that the best minds from

the academe, business and judicial sectors should be included - by appoinment - to the body that will tackle amendments to the economic and political provisions should a Con-Ass prevail.

What price freedom? What price progress?

Can we put a cap and a ceiling in our desire to achieve what we Pinoys deserve?

See how we have regressed since the EDSA 1 People Power came into our lives.

Instead of moving forward, the government has had to deal primarily with restrictive constitutional provisions that prevent the smooth inflow of FDIs (foreign direct investment) that create income, employment and opportunities for advancement.

We envy the city-state of Singapore but they are of a different breed and outlook. They do not have the polarizing effect of “butterfly” politics, grandstanders and corrupt, me-first political leaders.

Yes, as Sen. Robin says, it is much easier for a Con-Ass to tackle constitutional reforms because the crafters are already members of the assembly itself. No need to pass a laborious election law and manage the contentious process.

But that is putting the cart before the horse.

Sen. Padilla wants to do away with party-list politicians. But with a Con-Ass, he would be unwittingly allowing them to participate.

So, which is which?

We get what we pay for, don’t we?

FIRST DIOCESAN RADIO STATION

Like all the outfits and individuals that were granted the legislative franchise, the first di-ocesan radio station in Davao, which carried the call sign DXCD (for ‘community develop-ment’) was preceded with positive expectations. It was an offshoot of the study made which came out with a finding that reaching remote villages not passable by transport was difficult. In the name of evangelization, the Maryknoll Fathers did not like this reality on the ground. But one thing caught their attention: there was an abundance of radios in the countryside.

When Fr. Justin Kennedy, MM, was appointed diocesan director for mass media for the prelature of Tagum in 1966, the idea of establishing a diocesan broadcast outfit, which was first broached in a meeting of clergy in 1964, was

pushed. What followed was the initial study into the cost of purchasing radio equipment and the overhead expenses involved in its operation.

It was not until August 4, 1967, that Republic Act 5172 was approved; it granted the Catholic Welfare Organization (CMO) a franchise to construct, maintain and operate radio broadcasting and television stations in the Philippines. Incorporated under the name of Tagum Community Development Radio Station, Inc., Bishop Joseph Regan, MM, then prior of the Prelature of Tagum, was chosen as head of the operation.

As a condition of the legislative franchise was the execution of a P50,000 bond in favor of the government, in form and with sureties addressed to the public works and communica-tions secretary, but could be cancelled if the grantee has

fulfilled its duties under the statute.

Historically, Fr. Kennedy was succeeded as mass media director by Fr. Douglas Venne, MM, who “prepared surveys of the Tagum Prelature area to determine the possible listening audience and their preference for programming.”

Following Fr. Venne’s involvement in a jeep accident, he was replaced by Fr. Howard T. Bieber, MM.

The construction of the building to host the radio station started in earnest on April 24, 1969; five months later it was occupied. Towards the end of November, the installation of the equipment was completed; a month later the test broadcast commenced. It was on January 2, 1970, that the 18-hour daily broadcast started. Unwittingly, the radio sta-

tion, after the declaration of Martial Rule on September 21, 1972, became the mouthpiece of rural folks who experienced abuse and oppression from the military establishment. Three years later, as the region started to become an insurgency hot-bed, sixty-nine Filipino priests and lay leaders were rounded up on November 19-20, 1975, and detained. As the collateral damage, the broadcast outfit was also padlocked.

At the time of its closure, Fr. Bieber was the station director, Napoleon Kuizon was the station manager, and Versim Enad, was the production manager. After the fall of the Marcos regime in 1986, no effort was made to revive the station due to the high cost involved in op-erating it. With new broadcast outfits surfacing, DXCD’s revival was further dimmed.

Natatanging Nilalang: SM Cares, DSAPI celebrate people with Down syndrome through Happy Walk

As a song dedicated to people with Down Syndrome, Ronnie Lee’s “Natatanging Nilalang” highlights all the characteristics that make these individuals special. Composed with a fondness for those who have the condition (he himself has a nephew who has Down Syndrome), Lee’s song is one of empowerment not only for these individuals, but also for their loved ones.

Empowering people

with Down Syndrome and their families has been one of the advocacies of the Down Syndrome Association of the Philippines, Inc. (DSAPI). Since its establishment in 1991, the organization has been active in implementing initiatives that cater to these people, one of which is the Happy Walk for Down Syndrome in partnership with SM Cares.

Happy Walk for Down Syndrome is an annual event that gathers persons

with Down Syndrome and their loved ones into a daylong family-oriented event filled with fun activities and entertainment. Held every February as part of the celebration of National Down Syndrome Consciousness Month, it aims to promote awareness and better understanding of those living with the condition.

“Happy Walk for Down Syndrome is all about bringing those with the condition and their families together.

More importantly, the goal of the event is to give them a platform for their voices to be heard, so that the everyone can know more about them, about the challenges that they encounter every day, and what all of us can do to make life better for them,” said Engr. Bien C. Mateo, SM Supermalls Senior Vice President and SM Cares Program Director for Disability Affairs.

After a three-year break, DSAPI and SM Cares are

once again holding a physical version of the long-running event this coming February 26 at the SM Mall of Asia Music Hall in Pasay City. Morant catches fire as Grizzlies hold off LeBron-less Lakers

MEMPHIS, Tennessee

— Ja Morant scored 28 of his 39 points in the third quarter and added 10 assists and 10 rebounds, and the Memphis Grizzlies beat Los Angeles, 121-109, on Tuesday night (Wednesday, Manila time) in the Lakers’ first game since LeBron James injured his right foot.

Xavier Tillman finished with 18 points and 11 rebounds for Memphis, while Jaren Jackson Jr. and Desmond Bane scored 16 points apiece.

Anthony Davis led the Lakers with 28 points and 19 rebounds, while Lonnie Walker IV scored

21 points. Austin Reaves had 17, while matching his season high with four 3-pointers.

Morant took over in the third quarter, connecting on 10 of 12 shots. That broke open a close game and gave the Grizzlies a 93-84 advantage entering

the fourth. Memphis would click off eight straight points to take the first double-digit lead in the game as Brandon Clarke scored on a dunk off the Lakers’ 22nd turnover with 9:14 left. The lead would eventually reach 106-92 with about nine minutes left.

But using a 3-point shooting streak, the Lakers cut the Memphis lead to 110-106 on a threepoint play by Davis. Memphis would answer by stretching the lead back to 118-106, enough to claim its second straight victory.

James’ injury, suffered in Sunday’s win over Dallas, left the Lakers without their leading scorer at 29.7 points per game. They don’t know how long he will be out.

Los Angeles shot 37 percent and Memphis 33% in the first half. The Grizzlies held a six-point lead, the biggest of the half for either team.

Lakers coach Darvin Ham said the team continues to evaluate the right-foot injury to James and he had no definite timetable for his return. But he said the team continues to strive for the postseason despite the injury. The Lakers are only a

half-game out of the playin game and 2 1/2 from sixth-place Dallas. “It’s a huge blow to have LeBron injured,” Ham said. “We’re going to keep going, and it’s full steam ahead with the goals we set for ourselves.” The Lakers coach added that the organization would not return James to action until he is cleared by the medical staff.

Ateneo downs UE for first win in UAAP

The Ateneo Blue Eagles nailed its first ever win in the UAAP Season 85 women’s volleyball tournament on Wednesday after beating the University of the East Lady Warriors, 25-17, 25-23, 24-26, 25-10 at the Mall of Asia Arena.

Ateneo, which suffered a straight-set loss at the hands of defending champions National University Lady Bulldogs in the opening weekend, evened its record to 1-1.

The Lady Warriors dropped to 0-2.

The Blue Eagles have yet to grant media an interview, as of writing.

After the third set hiccup, Ateneo dropped an 8-0 start in the fourth set, capped by an attack from Tsunashima.

KC Cepada tried to lift the Lady Warriors with a series of points to trim their deficit, 5-11. However, Ateneo made a 12-4 run, punctuated by Nisperos

for a 23-9 comfortable gap.

Up by two sets, the Blue Eagles trailed in the third set with Cepada pummeling the down-the-line spot numerous times, 11-7. But Ateneo slowly regained the lead as Nisperos scored off a crosscourt spike before UE committed an error, 15-16. Another hit by Nisperos pushed Ateneo closer to a possible straight-set win, 22-19.

Davao golfers take division lead, Southwoods sets early pace

Davao City Golf Club’s Men’s team took off where their Seniors counterparts left.

The boys of Matina found themselves in an unfamiliar position on top of the leaderboard of the Sportswriter Division with an aggregate score of 105 points to take a threepoint lead over sentimental favorite Club Filipino de Cebu in the 74th Philippine Airlines Men’s Interclub golf team championships.

Rommel Lee led the way for the DCGC parbusters with 31 points on the PAL System of scoring. He was aby supported by Felix Dagatan’s 29, Godfrey Costinares’ 23, and Edipolo Caturan’s 22. The 21 of Ryan James Guiang did not count in the five-to-play-four-to-count format.

The Cebuanos are within a gasp with 102 points led by Calvin Gothong’s 29.

Apo Golf Orogold also sparkled in the first round scoring 80 points to be in second place behind home team Alta Vista (81) in the Friendship Division. Another Davao team, Davao City Team B is in fourth place in the same division.

The other Davao teams did not fare as well as the two clubs.

Ramcho Palos Verdes is at 12th place and Lanang is at 14th in the Aviator division, while South Pa-

cific is at 12th in the Sportswriter division.

-Southwoods jumps to early leadJunjun Plana and Coby Rolida produced sub-par rounds to lift Manila Southwoods to the early lead in the 74th Philippine Airlines Men’s Interclub golf team championships at the Cebu Country Club on Wednesday.

Plana, the only senior in the youth-laden squad, birdied the ninth, his final hole, to secure 38 points while Rolida also closed with a birdie to turn in 37.

Southwoods drew a pair of 33s from Gabriel Manotoc and Josh Jorge to launch its title-retention bid with 141 points.

“We went into the round with a target of 140 points, so I think we did a good job,” said Southwoods
