The retrofitting of lighting systems includes replacement of inefficient fluorescent lamps (FLs) and magnetic ballasts by energy efficient alternatives which are T5 and electronic ballasts. According to Usec Ayson, T5s are linear fluorescent lamps that are very efficient and give the same illumination. The Department of Energy (DOE) signed last August 24 memoranda of agreement (MOA) with 12 other government agencies from the Visayas providing for the retrofitting of existing lighting systems of the agencies with en-

ergy efficient alternatives. This initiative is part of the Philippine Energy Efficiency Project (PEEP) being implemented by the DOE which aims to, among others, improve the lighting systems of government offices, but at the same time save on electricity expenditures and help reduce the country’s carbon emissions. The lighting retrofit of the 12 government buildings in the Visayas region, which involves four city government buildings, seven educational institutions, and a state-owned hospital, is expected to generate potential energy savings of about 222 MWh. These may be translated to around P2.22 million in monetary savings and 120 tCO2 annual reduction in greenhouse gas emissions.

The MOA signing comes on the heels of similar retrofitting campaigns in 35 government buildings in Metro Manila. Completed in February 2012, this component targets 1.37 GWh in energy savings equivalent to P13.7 million, and 741 tCO2 avoidance annually. The DOE has expanded the retrofitting component of the PEEP to include 100 more government buildings from Luzon, Visayas, and Mindanao, with additional potential savings of 6 GWh in energy corresponding to P60 million, and annual emission avoidance of 3,246 tCO2. The government building retrofit is part of the Efficient Lighting Initiative component of PEEP. This component also includes

Some 300 participants, including farmers, industry experts, nursery operators, plant breeders, traders, manufacturers, and service suppliers, are expected to attend the event. The convenors of KakaoKonek are the Cocoa Industry Development Association in Mindanao, Inc. (Cidami), Agricultural Cooperative Development International, and Volunteers in Overseas Cooperative Assistance under its Sustainable Food and Income from Cacao, Coconut and Palay (Cocopal) program. Emmanuel Quisol, agriculture enterprise development coordinator of Cocopal, said this pioneering event is in line with the industry’s challenge to supply 100,000 metric tons of cacao beans to the world market by 2020. He said the country’s annual cacao production reached only 6,000 MT, of which 60 percent are exported mainly to the USA and the Netherlands. The country has an annual supply deficit of 29,000 MT and we are importing cacao beans from Africa and Indonesia,

the world’s largest cacao producers at 600,000 MT yearly, to fill the gap, Quisol said. Alfredo Corpuz, vice president of Cidami, an organization of cocoa value chain players, said Mindanao produces 90 percent of the total cocoa production in the country, with Davao City and Davao del Sur among the biggest producers. Cocoa is the processed product of cacao beans. He said about 7,000 hectares of coconut trees are now being utilized for the inter-planting of cacao, adding that it will not eventually replace subsistence farming such as rice, corn and vegetables. Corpuz, one of the biggest cacao nursery operators here, said cacao is an ideal crop for small farm holders and multicropping because it grows under the shades of other trees. “That is why we encourage farmers to practice inter-cropping of cacao because it can augment their income,” he said. Gov’t urged to speed up urban development policies T

HE recent floods that affected thousands of families in low-lying areas in Metro Manila and nearby provinces should push the government to fast track urban development policies that are sustainable against climate change. Vice President Jejomar Binay, also chair of the Housing and Urban Development Coordinating Council (HUDCC), issued this challenge to national and local agencies during the book launch of “I Build My Philippines” coffee table book at the Peninsula Manila Hotel last Thursday. Just two weeks ago, most part of Metro Manila and provinces in Central Luzon were submerged in flood waters due to heavy monsoon rains. While rains had stopped and the floods in most of affected areas had already subsided, many families were still sheltering in the evacuation centers. Relief operations, led by Binay, were conducted in the resettlement areas in Pampanga, Laguna, Cavite and Metro Manila. “In our visits, we realized the lessons we learned brought by the crisis,” he said. HUDCC report showed that in Metro Manila alone, there are 580,000 informal settler families, of which 104,000 are living along rivers and waterways considered as danger zones.

To address the housing needs of these families, the government and the private sector must act with dispatch to accelerate the construction of medium-rise buildings and new town settlements so that informal settlers in danger zones can be given a decent chance to live safely and productively. “We need to be proactive to ensure that laws and directives on land use are strictly enforced, the vice president said. “We cannot change the elements by executive order or legislative decree, but we can always take prudent steps to safeguard our countrymen and mitigate the impact of calamities and disasters”, he said. In attaining the goal of providing safe shelters to the Filipino people, Binay reminded the shelter agencies to strictly enforce rules in order to ensure climate change adaptability in planning for sustainable communities so as to mitigate disasters. This means requiring developers to obtain the proper clearances from the mines and geohazards bureau before starting housing projects. These clearances are required especially for housing projects that are near waterways, he said. This is only one of the housing sector’s initiatives to include climate change response actions

in national and local government land use policies, he added. Binay said the Housing and Land Use Regulatory Board is into Zero Backlog Program, which is updating the Comprehensive Land Use Plans (CLUP) of all local government units by 2013. The CLUPs of the various LGUs will incorporate climate change mitigation and disaster risk reduction measures as well as identify safe residential areas. “In assisting our local government units with their CLUPs, we help them with profiling the population that is exposed and vulnerable to

hazards. We can also help them identify and map hazards within the LGU such as fault lines and flood prone areas. From this, the LGUs can determine and understand the potential threats facing the community. This includes hazard characterization based on past records, how often they might occur, how many families will be affected and the estimated cost of damages,” he said. Binay also urged all local government units to show political will so that structures are not erected in non-buildable areas and danger zones. “We cannot waver in our resolve as many

people remain situated in hazardous areas”, he said. On Thursday, before the gathering of housing developers in Muntinlupa City, the Vice President asked socialized housing developers to help address the need to relocate families affected by the flood, as well as informal settler families living in danger areas, to safe areas which also provide basic services and a sustainable environment. “The urgent need now is to relocate the affected families not only to safe locations but also to areas which provide basic services and a sustainable environment. It is also our priority to

remove informal settler families (ISFs) from danger areas,” said Binay during the Organization of Socialized Housing Developers of the Philippines (OSHDP) 2012 National Convention in Muntinlupa City. ”To achieve this, I propose to continue to bring together closely private sector developers, the LGUs, and urban planners. Then let us put our heads together with other local and international organizations who understand urban development and housing in the light of climate change. RESIDENT Benigno S. Aquino III signed into law the People’s Survival Fund (PSF) Bill to enable the government to effectively address the problem of Climate Change. The Chief Executive signed Republic Act No. 10171 otherwise known as “An Act Establishing the People’s Survival Fund to provide longterm finance streams to enable the government to effectively address the problem of Climate Change, Amending for the purpose Republic Act. No. 9729, otherwise known as the Climate Change Act of 2009,” and for other purposes” last August 16, according to Deputy Presidential Spokesperson Abigail Valte on Thursday.

The People’s Survival Fund Law amended the Climate Change Act of 2009 by establishing the People’s Survival Fund with an initial P1 billion per year. “There will be a People’s Survival Fund board composed of nine members chaired by the Secretary of Finance to provide policy and strategic guidance in the management and the use of the survival fund itself,” Valte said. Senator Loren Legarda, chair of the Senate Committee on Climate Change, described President Aquino’s signing into law of the People’s Survival Fund bill as a triumph for Filipinos and a concrete move towards a disaster-resilient Philippines.

“The enactment of amendments to the Climate Change Act of 2009, primarily the creation of the People’s Survival Fund (PSF), strengthens the three-year-old law by helping achieve its objectives through the provision of funds to local governments and communities for their climate change adaptation programs,” she said. “As we have seen clearly over the past few weeks, there is a pressing need to financially support disaster prevention efforts of local government units. The President’s approval of the PSF affirms our nation’s commitment to building communities’ resilience to disasters,” she said. Legarda, principal au-

thor and sponsor of the Climate Change Act of 2009, and principal sponsor of the amendatory measure to the climate change law, said that Congress approved the PSF bill last June. The bill was immediately transmitted to President Aquino who signed the law last August 16. The law provides that the PSF is a special fund in the National Treasury—in the amount of one billion pesos that will be appropriated annually under the General Appropriations Act--for the financing of adaptation programs and projects based on the National Strategic Framework on Climate Change. The fund may also be augmented by donations, endowments,

grants and contributions. “The degradation of our environment, coupled with the effects of climate change, such as heavy monsoon rains, prolonged droughts, and other extreme weather events, places us on a highly precarious position and endangers the lives of our citizens. The PSF will help local governments’ adaptation activities, such as in the areas of land and water resources management, agriculture and fisheries, health, infrastructure development, and natural ecosystems,” Legarda explained. “This will also support the improvement of the monitoring, controlling and prevention of diseases triggered by climate

change, establishment of forecasting and early warning systems, and strengthening institutional development, for local governments, for preventive measures, planning, preparedness and management of impacts relating to climate change,” she added. The amendatory law to the Climate Change Act of 2009, authored by Senate President Juan Ponce Enrile and Senator Loren Legarda, also mandates the Department of Budget and Management to undertake the formulation of the annual government budget in a way that ensures the appropriate prioritization and allocation of funds to support climate change-related programs and projects.

URAL banking giant One Network Bank already exceeded the P2.4 B minimum capital requisite for commercial banks as it raised its capital base to a robust P2.77B as of end July 2012. Despite the obvious capacity to convert to a commercial bank, ONB decided to retain its status as a frontrunner in the rural banking industry. Furthermore, in the first 7 months of 2012, ONB has outperformed its own 2011 earnings performance. The operating net income after tax of Php 336 M as of end July 2012 already surpassed the Php 315 M income for the year 2011 and registered a record breaking growth of 93% compared to the P174 M in the same period last year. This net income level, if annualized, translates to a 41% return on average private equity and 4% return on average assets, indicating a powerful core performance for the leading provider of modern quality banking products and services in the countryside. This upsurge in net income is

Magnolia’s Davao mangosteen ice cream to hit streets soon

CE cream maker Magnolia Inc. will introduce to the local market next month its mangosteen flavored ice cream with tubs that bear Davao City’s official tourism slogan “Life is Here.” “It will definitely compliment our efforts to promote Davao,” said Jason C. Magnaye, city tourism officer. He said the company and the city government will forge

an agreement to allow the firm to feature not only the city’s official tourism slogan but also its other tourist attractions. It will showcase the images ofthe mangosteen plantations in Davao and other slogans of the city like “Our King Can Fly.” Davao’s mangosteen is among the flavors featured on Magnolia’s limited edition 1.5-liter ice cream tubs dubbed “Best of the Philippines

Collection.” The firm has chosen the city because of its thriving mangosteen industry. The city council already approved on August 9 a resolution authorizing Mayor Sara Duterte-Carpio to sign the memorandum of agreement with Magnolia. The draft MoA stated that it is part of the ice cream firm’s quest “to bring the best of the Philippines to the Filipino ta-

Investments in Davao City increase by P3.78 B per year By Greg G. Deligero

NWARD investments poured into Davao City increased by P3.78 billion per year, records analyzed by the Davao City Investment Promotion Center (DCIPC) said. “The increases in the

totals of capitalization of business as registered with the Business Bureau have been tapering off in the last five years. this movement is partly expected after the bureau has recorded the biggest

surge in 2007 when total capitalization of all registered businesses went from P113 billion in the preceding year to P172 billion or an increase of 52%,” it said. The DCIPC said the av-

erage annual increase of capitalization for the last four years is only 2.4%. “this figure may at quick glance look unimpressive but the sustained operations of businesses are worthy of another look and investigation,” it said. In terms of business permits, the DCIPC said the average number of new applications for the period 2007– 2011 is 6,262 while the average number of renewal for the same period is 25,208. “The consistent increase of the total capital investment poured in the city is also attributed

Scientists find solution to ‘starving’ rice plants G ROWING more rice plants in soils deficient in phosphorus -- an important but limited plant nutrient -is now a possibility after scientists have identified a rare gene that would enable rice plants to produce 20 percent more grain. In an interview, Dr. Sigrid Heuer, a scientist at the Los Banos-based International Rice Research Institute said this could help improve food security and allow rice farmers to grow more rice. “This is just one of the genes that we have now but with all these genes together, that would substantially increase yield, especially under adverse conditions,” Heuer said. “I would expect to see around 20 percent but it depends on the type of the soil and how severe the stress is,” she added. She said the gene -- called PSTOL1 which stands for phosphorus starvation tolerance -helps rice grow a larger, better root system and access more phosphorus. “The function of this gene is it’s acting as an enhancer of root growth and maintains root growth under stress conditions. It increases the number of roots,” she said.

“The rice plant [with this gene] has a larger root area... they can explore the soil around it and harvest phosphorus from a large soil area. There would be better access of nutrients... nitrogen and potassium uptake is also enhanced,” she added. When soils low in phosphorus were used in pot experiments, Heuer said they saw yield increases of 60 percent which suggests that it is effective even in low phosphorus soils such as in upland rice fields that are not irrigated. Heuer said they have long been conducting a research on genes that improve phosphorus uptake. She said the traditional rice variety Kasalath from India has a set of genes that helps rice grow well in soils low in phosphorus. She added that Kasalath’s superior performance under phosphorus deficiency was initially discovered by Dr. Matthias Wissuwa from the Japan International Research Center for Agricultural Sciences. The new rice variety with the PSTOL1 gene will be available in a few years to farmers, Heuer said. [PNA]

PHL golden rice OK seen

HE world’s leading biotech crop advocate has predicted that the genetically-modified (GM) beta carotenefortified Golden Rice will secure approval for commercialization in the Philippines in the next two years. Dr. Clive James, chairman of the International Service for the Acquisition of Agri-biotech Applications (ISAAA,) said such imprimatur would “generate life-saving humanitarian benefits as 6,000 people a day, mainly women and children, die from complications resulting from vitamin A deficiency.” James also said the rate of adoption of biotech crops “in developing countries dwarfs that of industrialized nations.” He said of the 29 countries that had adopted biotech crops in 2011, 19 were developing countries and 10 were industrialized nations.

“China and India lead Asian adoption, Brazil and Argentina lead Latin American adoption, and South Africa leads adoption on the continent of Africa. A growth rate for biotech crops in developing countries at 11 percent, or 8.2 million hectares during 2011, was twice as fast and twice as large as industrial countries at 5 percent or 3.8 million hectares,” James said. He added that developing countries grew approximately 50 percent of global biotech crops in 2011 and are expected to exceed industrial countries’ land area devoted to the crops this year. More than 90 percent of farmers planting biotech crops worldwide or more than 15 million farmers, are small resource-poor farmers in developing countries, up 8 percent or 1.3 million since 2010, he revealed. Maguindanao Province aims for sufficiency in dairy products

N an effort to become self-sufficient in dairy production, the Maguindanao provincial government, through the provincial agriculture office, is now preparing for the launching of a dairy farm. On Wedneday, representatives from the Department of Agriculture and

National Dairy Authority conducted training for the production of dairy multipliers in Buluan, Maguindanao. Robert Mauricio, Cattle and Dairy Farm provincial supervisor, said this is in preparation for the operation of a dairy parlor in the province which will start operation next month.

Mauricio said Agriculture Secretary Proceso Alcala will be donating 50 cows for the said dairy production. The milk that will be produced in the said dairy parlor will be processed and distributed to pupils in the different schools in Maguindanao as part of the health improvement program of the provincial

government. Mauricio added the provincial government is also planning to have a massive production of dairy products for commercial purposes in the future. Maguindanao has large tracks of lands that can be utilized as ranches for cattle and other dairy producing animals. [PNA]

Of the P74-B budget, the DA proposes a total allocation of P15.02B for its five banner programs: rice (P74.5B), fisheries (P3.66B), corn (P1.52B), high value crops ((P1.36B), and livestock (P1.03B). The respective proposed budget for 15 DA-RFUs, including ARMM, totals P43.32B; for the DA’s eight bureaus, P8.19B; nine at-

tached agencies, P3.45B; and subsidy for seven attached corporations, P9.92B. Alcala said alongside an increased budget in 2013, the DA seeks the approval of the agency’s rationalization plan to augment its personnel which has dwindled through the years mostly due to retirement. The DA also seeks the support of both houses of Congress to enact priority legislations to sustain the modernization and global competitiveness of the country’s agriculture and fishery sector which include the National Land Use Act, and strengthening and refining the functions of the National Food Authority. DA seeks P74-B agri-fishery, rice sufficiency budget for 2013

O sustain the momentum of frontloading investments in agri-fishery infrastructure and attain sufficiency in rice and other major staples by the end of 2013, the Department of Agriculture is proposing a P74.1 billion budget for the coming year. Secretary Proceso J. Alcala said that the suggested funding will bankroll the Aquino government’s Food Staples Sufficiency Program (FSSP), particularly in attaining 100 percent rice sufficiency. HE plan of the Davao City government to establish a cold storage facility is laudable. Davao reporters quoted Trade Industry City Director Teolulo Pasawa as saying that the planned facility can store a huge volume of fruits and vegetables not unlike the 30-year old government food terminal in Taguig City, Metro Manila, a bright side of the Marcos dictatorship. As Pasawa enthused, the cold storage would help farmers tremendously in preserving their fruits and vegetables longer while waiting for buyers. Unknown to many Dabawenyos, hundreds of millions of pesos in fruit and vegetables are spoiled and wasted every year due to lack of storage facilities. Imagine the money that farmers would save if such storage facility could be established. The project that Pasawa is talking about may not be a mere pipe dream after all following the recent passage of the Public-Private Partnership (PPP) Ordinance by the Davao City Council. Right now, the reality on the ground is that much of the income from vegetables and fruits still goes into the pockets of traders because of the lack of storage facilities, transportation problems and the farmers’ inability to make the most out of their produce. time, several layers of middlemen benefit more from this situation than the actual producers. The much ballyhooed interventions done by government often fall short of the expected results because of its failure to monitor the projects to see if they are working according to plan. Take the case of a giant vegetable chiller assigned years ago by the Department of Agriculture to the Bankerohan Public Market which was supposed to reduce by half the rate of spoilage and wastage of vegetables. That did not happen for the simple reason that the chiller had not been operated because it did not have the threephase transformer needed for power supply to the machine. Davao Light and Power Company, despite its much publicized corporate social responsibility, reportedly charges an arm and a leg (more than P140,000) for such a contraption which the firm is supposed to provide as it stands to earn a hefty profit from it. The Philippine Center for Postharvest Development and Mechanization (PhilMec) had not been of much help, either, for providing a no-brainer in the form of a chiller that cannot be operated and has turned into a white elephant instead of providing a solution to a multi-million peso problem. thought that the much-dreaded Spanish Inquisition was long dead, confined to oblivion and gathering dusts inside the Vatican archives. I am not completely surprised at all that the country’s dominant church is trying to revive it. I am not shocked. I am only distressed. Recently, a major private sectarian university in greater Manila, acting upon a suggestion of His Eminence, threatened to expel many of the members of its faculty for supporting the RH Bill. Nobody expected the Spanish Inquisition! In medieval times, the tribunal was formed to combat heresy. Typical of any human institution, the Inquisition was riddled with excesses and abuses, many of them bordering the absurd in today’s standards. At the time when the church exercised both temporal and spiritual powers, the Inquisitors had the authority to adjudge any person as heretical and be burned at stake. Probably, the most famous was Joan of Arc who rallied the people of Lorraine (at that time, there was no French nation to speak of yet) behind the unwilling heir to the throne. Soon, she was betrayed by the institution she so faithfully served and was burned at stake inside the grounds of a famous university in Paris. During her days, the supposedly infallible doctrine of the church provided that women, by their very nature, were not in a position to receive revelations from the divine. Any woman who claimed to have done so was accused of talking to the devil himself. Well, it took the church five centuries before making her as a saint and the pope issuing an unprecedented Mea Culpa. The Spanish Inquisition is not actually dead. It has metamorphosed into the official Congregation for the Doctrine of the Faith. It was once headed by Cardinal Ratzinger, now the Holy Father. It is the church’s ultimate guardian of doctrinal purity. Its powers, however, are substantially tamed and confined largely to members of the institution. It no longer has the power to burn someone at stake. Save for pre-school and post-graduate studies, I am essentially a product of the Philippine state education machinery. I earned my degree in the bastion of academic freedom and political activism, and all the more reason that I find this university’s action distressing but not strange. Yes, a couple of Supreme Court’s decisions enshrine academic freedom in our statute books. And this freedom is not exclusive to the teachers alone. Its mantle of protection extends to the school itself. In my school, it was (and still is) a little bit different. In matters of what are actually taught inside the classroom, professors enjoy greater freedom and university officials are unlikely to interfere. A sub-species of academic freedom enjoyed by the school is more confined to administering the campus, and does not oblige them to dictate what should be taught by its faculty. It also makes me think how law has the tendency to be narrow in its approach. And how mundane and trivial it may be. Except constitutional law, my favorite subject in law school then, there is nothing deeply, genuinely philosophical about it. Lawyers mostly quarrel about who, what, where, when and how and seldom about why. Academic freedom entails the freedom to teach, determine what to teach and how those things be taught. Having been threatened with expulsion, those faculty members are essentially barred from teaching in favor of the RH Bill, unless they insist and give the school and church authorities a good fight. I do not recall any qualification in the Supreme Court’s prevailing opinion on the subject. In the end, we are left with one basic question: Are members of the faculty of a private sectarian university less free than their compatriots in state universities? Well, just another random thought. Have a nice weekend!

Steve Solon, who is being groomed to run for governor in the province next year. Solon, whose uncle Roy Chiongbian lost to Pacquiao in the 2010 elections, is now an ally of Pacquiao but the latter calls the shot on who will run or who will be dropped from the line-up of the People’s Champ Movement (PCM), a local political party founded by the 8-division world boxing champion. Solon will vie for the post that will be vacated by Gov. Miguel Rene Dominguez, who is on his last of three consecutive three-year terms and is no longer eligible to run. Dominguez has been offered the vice gubernatorial post but is non-committal to future political plans. Alzate has found his way into the inner political circles of Pacquiao, who is seeking re-election in 2013 after making a political comeback by winning in 2010.

However, he reportedly rubbed off too many in the camp of Pacquiao that his conviction may even be a big welcome rather than cause for alarm. He reportedly engineered the junking of fellow Provincial Board Member Nene Saguigit, elder sister of Malungon Mayor Reynaldo Constantino, a close political ally of Pacquiao. Pacquiao lawyer Francisco ‘Bong’ Gacal said Alzate can still file an appeal to the Supreme Court if the Sandiganbayan will deny his motion for reconsideration. Gacal added that Alzate is not barred from running for an elective post until the Supreme Court rules with finality to uphold his conviction. Gacal, however, said it would be prudent for Alzate to face his legal woes before vying for higher office. Will Pacquiao agree with his lawyer and tell Alzate to set aside the latter’s vice gubernatorial ambitions and to come out clean from his legal troubles? Accommodating Alzate could become a political baggage for Pacquiao, who is not exactly in the good graces of Malacañang. The great Sino-American divorce

LL breakups are tough. But the divorces we have learned to fear the most are protracted, conflict-prone and ultimately unresolved. All the signs are that China and America are in the middle of one of these messy divorces between abusive couples who hate and need one another at the same time. As Washington and Beijing prepare for new political leaderships, they cannot avoid a major renegotiation of the terms of their relationship. Since the global financial crisis in 2008, we have been living through the slow and painful end of Chimerica -- the period when the American and Chinese economies acted as one. It drove one of the longest periods of global growth and prosperity in history. This perfect symbiotic relationship -- popularized by the historian Niall Ferguson -- was based on China saving half of its GDP while America borrowed the money to finance a spending binge it could not afford. The romance ended in September 2008 with the collapse of Lehman Brothers. Now the terms of the separation between the two nations risk awkward discomfort for the rest of the world. On a recent visit to Beijing, I was struck by the near-universal assumption that American demand will not return to pre-2008 levels. This has led to a lively debate about how to reorient China’s economy. On the one hand, China is hedging against the dollar by investing in companies and assets outside the U.S. On the other hand, Beijing is bracing itself for slower growth, while looking for substitutes for exports and fixed investment. There is an ongoing discussion in China about how to encourage the growth of small and medium-sized enterprises, how to stimulate domestic consumption and how to invest in social welfare rather than infrastructure. The American economic debate is less strategic, but there is a realization that the level of debt incurred in the boom years is unsustainable and some of the stimulus measures like quantitative easing will make it increasingly unattractive for the Chinese government to stockpile Treasury Bills. As if in anticipation of the “Great Decoupling,” the political atmosphere between Washington and Beijing has soured. A film released in the U.S. this week called “Death by China” --

ANALYSIS By MaRk LeonaRD narrated by the nation’s favorite fictional president, Martin Sheen -- says that “China is the only major power that is systematically preparing to kill Americans.” A publicity poster features a blood-soaked map of the United States stabbed by a huge knife that is engraved with the words “made in China.” But the fear-mongering in the film is moderate when compared with the daily attacks on “perfidious” American leaders on Sina Weibo (the Chinese answer to Twitter) or in best-selling books such as “China is Unhappy” (an ultranationalist tract that sold over 1 million non-pirated copies in 2009). Tensions have increased because the postAmerican world has become a reality -- driving both a weakened Washington and a strengthened Beijing to be more assertive. The hawkish Chinese academic Yan Xuetong claims the world order is changing from “a unipolar system with the United States as its center to a bipolar system with China occupying the other pole.” But military conflict is not the only danger. Either protracted competition or a peaceful condominium between the two powers could be almost as damaging for the world. The competition is already on. China’s nervous neighbors have welcomed Washington’s renewed focus on the region. Collectively the democratic Asian powers -- in alliance with the United States -- have more economic and military might than China (although their economies are utterly dependent on Beijing). Professor Yan Xuetong thinks China should respond to Obama’s “pivot” to Asia by revisiting its strategy of “non-alignment.” It could forge a formal alliance with Russia, as well as offer security guarantees to other Asian states. Andrew Small, an insightful China watcher, warns that: “We could see a return of a lot of the negative dimensions of the Cold War where attempts to solve global problems, solve regional conflicts or build international institutions are instrumentalized in a contest to change the balance of power between the two poles.” Fred Bergsten has long argued that -- in-

stead of competing -- the two largest trading nations, on opposite ends of the world’s largest financial imbalance, should form a legal condominium to run the global economy. The specter of American power and the attraction of American markets has a mirror effect in Beijing -- fueling the most regressive aspects of the Chinese economic model and foreign policy. Thus, it is not hard to imagine the two worst polluters in the world -- China and America -- colluding to stop a solution to global warming or undermining multilateral institutions. The competition risks turning two great powers with a history of revolutionary universalism into nations obsessed with their own exceptionalism. More important, the very idea of an international condominium dictating the global order runs against the spirit of a time when citizens and nations want to determine their own futures. As Chimerica dissolves, each variant of the new Sino-U.S. relationship is unattractive. War would be catastrophic, strategic competition could paralyze global governance and a G2 format could bring out the worst attitudes of the two global powers. The only way of avoiding these dystopian futures is to encourage a multilateral order made up of more united regions -- allowing China and America to have a normal relationship. MID the daily reports of clashes and killings in Syria, a subtler message is emerging: America is increasingly irrelevant. Inside Syria, opposition fighters complain that the United States is doing little to help them, according to intrepid reporting by correspondents for Reuters, the New York Times and Foreign Affairs. Instead, funds and arms from Qatar and Saudi Arabia are turning jihadists into a growing presence. Among international observers, Washington is seen as insignificant. “On the ground, really, this administration has been essentially irrelevant, locked into its own perpetual debate on what to say and what to do,” said Peter Harling, Syria analyst for the International Crisis Group. “I think generally this administration in the Arab Spring has spent a huge amount of time trying to analyze events instead of shaping them.” Those comments, of course, may thrill many Americans -- and White House staffers. In the wake of Iraq and Afghanistan, Americans want nothing more than to get out of the Middle East. One of Obama’s primary pitches to voters this year is that he gets America out of foreign entanglements, not into them. There are ways, though, to aid the Syrian opposition without becoming militarily entangled. One of the many tragedies of the invasions of Iraq and Afghanistan is that they distort our views of how we can have influence in the region. Our options go far beyond whether to bomb or not to bomb. America’s effort to help the Syrian opposition with non-lethal aid is a reflection of this odd moment in American and Middle Eastern history. Many Syrians think the U.S. remains all-powerful and could easily topple the Assad regime, while many Americans doubt America’s ability to do good beyond its shores and understandably call for domestic focus. To its credit, the administration is providing $82 million in humanitarian assistance to Syrian refugees and $25 million in non-lethal assistance to the Syrian opposition. But fear of even non-lethal American aid getting into the wrong hands has created a byzantine system that dilutes its effectiveness, slows delivery and alienates our best potential allies in Syria -- secular members of the opposition. In a Washington Post story published on Monday and interviews this week, Syrian opposition members scoffed at claims by State Department officials that the United States had provided them with 900 satellite phones. The phones, which cost $1,000 each, can be used for communications between opposition forces and for broadcasting atrocities by government forces to the outside world. “Everywhere we turn, no one is able to locate these phones,” said a member of the opposition Syrian National Council who spoke on condition of anonymity in a phone interview Thursday. “They’re definitely not getting into our hands.” American officials said that the 900 phones and other elements of $25 million in assistance have been distributed, but members of the Syrian opposition are not given the details. In past conflicts, U.S. officials found that openly providing American assistance to opposition groups endangered the recipients, undermined their legitimacy among the local population and created rivalries between groups. American officials are aware that as a result, the U.S. does not get credit for the assistance it provides. But they pointed out that many people in the Middle East continue to resent any American role in the region.

Ms Cutler said Nueno is the sole and universal heir of the late Maria Villa Abrille as stated in the probate of the Villa Abrille’s last will and testament covered by a decision dated July 17, 1967 issued by Judge Alfredo I. As administratrix of Nueno’s estate, Cutler said the owner’s duplicate of the lot’s title, No. T-345667, was released to her by the Registry of Deeds of Davao City, adding that such a fact “should be reflected in the records of said office” (Registry of Deeds). To her “shock and dismay,” however, she said she discovered sometime last July that the title had been cancelled by the Registry of Deeds of Davao City and that another title in the name of a certain Ricardo U. Villa Abrille had executed a “falsified” and “perjurious” affidavit of loss claiming that the owner’s duplicate title No. T-345667 had been lost “when in truth and in fact the said owner’s duplicate is still intact and existing in my possession.” She said this should have been clear in the records of the Registry of Deeds of Davao City as the same owner’s duplicate copy was issued to her by then acting Register of Deeds Florenda F.T. Patriarca. In her affidavit of adverse claim consisting of three pages on July 18, 2012, Cutler said she suspected that the fraudulent transaction is a handiwork of “a group of impostors, pretending to be heirs of the late Maria Villa Abrille led by a certain Ernesto Villa Abrille and Necito Villa Abrille.” She said this group filed and tried to intervene in several cases involving the estate of Maria Villa Abrille, trying to enforce claims over the property covered by Title No. T-345667.

Is Harry going to lose the crown? Elizabeth II may have caught flak for supposedly “scowling” during the Olympics opening ceremony, but if you’re hoping for a breathless account of a spanking in the Royal Mews or some formal stripping of title in Parliament, you’re about to be sorely disappointed. Princes have done much, much more disturbing things and remained royal. (Look up Prince Harry in a Nazi uniform. Or the exposure of Prince Charles’s affair with future wife Camilla Parker Bowles—while he was married to Di. Or anything associated with Henry VII. Or just rent The Madness of King George.) The rules of royal succession are pretty clear. And none of them include a provision for kicking out a blood prince for getting naked in a hotel room in Vegas. Now, if Harry had instead been exposed as the out-of-wedlock child of an affair, or converted to Catholicism while out in the Nevada desert, that would be a different story. Really. Catholics can’t ascend to the throne. Neither can illegitimate kids. But naked princes? Not a problem. Really. The worst that could happen? The queen could strip Harry of his title, make him a mere—horrors!—duke or something. Or he could abdicate all by himself if he hated all this attention. But none of that is likely. According to royal watchers, in this particular instance, the palace is much more likely to sympathize with Harry, rather than scold him. “Personally I can’t see him being in mas-

sive trouble,” royal watcher and expert Robert Jobson tells me. “I don’t think they’re necessarily tearing into him for this.” Why? Because Harry was on vacation, or “holiday,” as the Brits prefer, and he was in a private space when his now-famous cheeky photos were taken. Whoever leaked those photos violated Harry’s trust—assuming the guy wasn’t somehow in on the distribution— and that’s what important here. “The family knows all this,” Jobson points out. “The palace is more likely going to be defensive,” or protective, of Harry. (Hence the royal blackout on photos of Harry in England.) In fact, despite rants to the contrary by Boy George, it’s unlikely that the palace even has a problem with the prince’s security detail. “It’s not their responsibility to guard his image,” Jobson rightly points out. “It’s their responsibility to make sure he’s safe. He wasn’t in any physical danger, so, no error there.” That isn’t to say that Harry hasn’t faced discipline from his family in the past. At 17, after publicly admitting to smoking marijuana and getting drunk in a pub, Harry was sent to rehab by his princely father. The trip was just for one day, to get an idea about the horrors of addiction, but you get the idea: The future king was not amused. To that, Malik’s body guard simply replied that he has decided to stay out(side the room) longer to keep the female fan away, much to the One Directioner’s frustration. So the video made it online, went viral, and caused fans to be infuriated with their idol because he has a highly publicised relationship with Perrie Edwards, one-fourth of the girl group, Little Mix who won X-Factor in 2011. Now that he has been getting crap about this affair and a lot more hate tweets, the musical hot property has decided to exit the social networking site.
