DSWD anti-poverty convergence program gains ground in Region 11

HE Department of social Welfare and Development (DsWD) has identified Davao City and 10 municipalities as priority areas in Region 11 for the implementation of its new poverty reduction convergence strategy dubbed “Tatsulo DsWD Convergence Program.” The municipalities are Laak in Compostela Valley, Talaingod in Davao del Norte, sarangani, sta. Maria, Malita, Don Marcelino and Jose Abad santos in
Davao del sur, and Caraga, Manay and Taragona in Davao Oriental. The Tatsulo program is a framework that integrates DsWD’s three big programs namely the sustainable Livelihood Program that began in 1981, the Kapit-bisig Laban sa Kahirapan-Comprehensive and integrated Delivery of social services (Kalahi-CiDss) in 2003, and the Pantawid Pamilyang Pilipino Program (4Ps) in 2009. Tatsulo was adopted
in the middle of last year, Merlinda A. Paragamac, head of DsWD-11 convergence team, said last Tuesday during a twoday orientation for public information officers and media practitioners here. Estrella Brigole, DsWD-11 head of institutional development, said that social Welfare secretary Corazon “Dinky” soliman has realized that 4Ps alone cannot uplift the lives of the beneficiaries, hence the decision to integrate the three programs.
The 4Ps, which provides conditional cash transfer to promote the health and education of poor households, particularly of children aged 0-14 years old, is only for the beneficiaries’ basic consumption, Brigole said. They need sustainable livelihood, and in certain areas, some communities need infrastructures such as school buildings, health centers, and farm-to-market roads, among others, which are addressed by

Water in mining areas found contaminated R
iVER BAsiNs and drinking water sources in the mining town of Claver in surigao del Norte and in Bataraza town in Palawan are contaminated with Hexavalent Chromium, according to a study released by Friends of the Earth (FoE) Japan this month. Hozue Hatae, campaigner for FoE Japan said in her email dated september 8 that the latest results were based on the research conducted in April and May this year which analyzed water quality in the communities surrounding the mining areas in Palawan and in surigao del Norte. “We had been continuously analyzing the water quality in the communities surrounding the Coral Bay Nickel Processing Plant Project (the CBNP) and the
Rio Tuba Nickel Mining Project (the RTNMP), in the town of Bataraza, Palawan, since 2009. This year we included the town of Taganito in surigao del Norte,” said Hatae. The FoE Japan website (www.foejapan.org/en/aid/ jbic02/rt/2012sep.html) stated that they found out in the research last May in Claver that Hexavalent Chromium in the Hayanggabon River and the Taganito River exceeded the 0.05mg/L limit set by environmental standards. The group pointed out that Hexavalent Chromium found in the drinking water which the local community has used for decades, as well as in the drinking water supplied for the Mamanwa community by the Taganito Mining Corporation also exceeded the 0.05mg/L limit as set
by the Japanese Water supply Act and the World Health Organization guidelines for drinking-water quality. Junichi Onuma, Lecturer at Kinjo-gakuin University and former principal investigator of Environmental investigation Center in Aichi Prefecture submitted the result of the water analysis. “it is very important that the contamination of hexavalent chromium has been found surrounding the Taganito nickel mining site in Claver, surigao del Norte. For the fact could increase the possibility of the general principle that the mining exploitation working of laterite peculiar to the tropical region inevitably brings about the contamination of hexavalent chromium anywhere, not only in the area surrounding the Rio Tuba Nickel mining

The group recommended suspending the use of the supply as drinking and for the companies and public agencies concerned to undertake immediate and appropriate countermeasures. Hexavalent chromium is known to be highly toxic and may cause cancer, liver damage and skin diseases. ENATOR Loren Legarda yesterday expressed alarm over reported declining tuna stocks worldwide primarily due to overfishing. Noting the Red List of Threatened species of the international Union for Conservation of Nature (iUCN), which revealed that five of the eight tuna species in the world have been considered threatened with extinction,

O
PPOsiTE EFFECT – Eight years ago, if memory serves me right, female Muslim students in Marseilles, France strongly protest the draft law passed by the lower house of the French Parliament to ban the prescribed islamic veil or hijab in schools. The Muslim community decried the move stating there isn’t a single Muslim in parliament who will vote against the proposed law and not a single Arab among all the country’s mayors. And now a similar measure is being imposed on this part of the land that immediately generated widespread indignation and criticism from the affected sector. The only difference is that while the French parliament imposed the ban in public schools that include aside from the head-scarf other religious symbols such as the Jewish yarmulkes, excessive oversized Catholic crucifixes and perhaps sikh turbans, a mere policy by a Catholic school administration here singled out the hijab. it’s easy to ban a piece of fabric, but are some Catholic schools in the country ready to tackle the inequality issue that drives both Muslim and Christian anger, it might be asked? The controversial matter was brought out in the open when a certain Catholic school in Zamboanga City issued a policy banning female Muslim schoolgirls from wearing the prescribed islamic shroud. Most disturbing of all is the extensive

anger and disgust showed by the Muslim and Christian communities. Experts on Muslim culture and tradition explain that the hijab is a specified islamic veil worn by Muslim women that signifies purity and obedience to Muslim’s way to God. The policy enforced by the school can become a source of confusion because it clearly contradicts a 2001 Department of Education (DepEd) order wherein a provision states that “Muslim girls should be allowed to use their headscarves inside the school campus.” Moreover, not only religious freedom is being cited by the concerned school, but likewise invoked its right to academic freedom. However, other prestigious Catholic schools adopt the policy of religious respect, sexual orientation, gender identity including the customary dresses and prayer schedule of students of other faiths. The contentious policy is now subjected to unprecedented scrutiny because the adverse effect may persuade the more strident education sector to defend the rights of Muslim girls to wear headdress or hijab in school. Would there be a school policy stopping classrooms from being divided up into re-
ligious communities? Or is the directive a Band-Aid scheme stuck on a serious social fracture? Those are hotly contested questions as the school policy heads for more debates. But opponents of the school policy at this stage already argue it will have the opposite effect, further isolating female Muslim students and fueling the perception that their faith and culture are under siege. People in both sides of the debate agree that the most serious divisions within society spring not from the head-scarves or whatever prescribed islamic mode of dressing but from economic and social inequality. Again, do we have to admit now that “integration, racial equality and academic access” won’t happen without positive discrimination? And while opponents of the ban vow to continue their widespread protests, the anti-headdress policy may be only the beginning of appropriate and intelligent debate to determine whether the measure is a religious rights or academic privilege. Nevertheless, both parties involved in the controversy need to face up to realities as well. They need to think seriously about how it can assure that the critical issue be resolve through peaceful legal means. Compromise and mutual understanding can be reached and its development will be closely watched by both sides. if they will succeed academic competitiveness will be inevitably judicious.

Not physically but from the hopes and dreams of those who voted him and those who did not – like me – but had given him nonetheless the benefit of a doubt. The surveys that showed he still enjoyed high popularity ratings compared to other officials may have made Aquino arrogant, leading him at times to dismiss criticisms thrown his way like misplaced toys strewn on his “matuwid na daan.” He has been acting like it is enough to pave the road with good intentions – no action needed – even if it leads to Hell.At best, the drive for reforms has been selective. HE municipal government of sta. Cruz, Davao del sur will file this month an injunction case for the Department of Agrarian Reform (DAR) to stop covering potential investment areas, Mayor Joel Ray Lopez said on Thursday. Lopez told Board of investments Governor Oliver B. Butalid about his administration to resort to this action as areas which have been classified by the municipal government for industrial, commercial and other purposes are also covered by the DAR being originally agricultural lands. Butalid was in Davao City leading BOi and personnel of the Department of Trade and industry during the 2012 investment Priorities Plan and investment Roadshow at the Apo View Hotel. He described the current disagreement between the local government unit (LGU) and DAR as “a friendly dispute between two government agencies,” with the court as the last arbiter. At the open forum, Lopez said that some areas identified for investments by the LGU are covered by DAR’s Comprehensive Agrarian Reform Program. Although the LGU re-
spects DAR for doing its mandate, Lopez argued that from a legal point of view, an LGU is allowed to reclassify portions of agricultural lands up to 1,200 hectares (ha). He said such allowance has not been exhausted yet as only about 500 ha were reclassified. Lopez said that “prohibiting DAR from covering the areas potential for commercial and industrial purposes will attract more investors to the municipality.” The mayor stressed that these agricultural areas are mostly unproductive and some beneficiaries had sold the lands for their failure to pay for the amortization. He added that these areas are not irrigated or planted to corn or rice, but mostly have very old coconut trees. He said there are already some investors who expressed intentions to invest in at least 500 ha of lands that the LGU wishes to reclassify such as Zone 4 (Poblacion area), Tagabuli, Bato, and Astorga, among other areas. NLy Manny Pacquiao’s signature is needed to seal a fourth showdown Mexican rival Juan Manuel Marquez. This was confirmed by yahoo! sports boxing expert Ronnie Nathanielsz, who said Pacquiao adviser Michael Koncz told him they are just awaiting the arrival of the Filipino boxing icon in the United states within the next day or two to formally ink the fight contract. A formal announcement from Top Rank promoter Bob Arum will be made on september 18. The fight is scheduled for December 8 (December 9 in Manila) in Las Vegas and will reportedly be at 147
pounds, or four pounds above the 144-pound catchweight of the third fight. Pacquiao will reportedly train exclusively at the Wild Card Gym in Los Angeles, deviating from his usual practice of spending his first few weeks of training for a fight in Baguio City. Pacquiao narrowly beat Marquez when they last fought in November 2011, eking out a controversial majority decision. The Mexican walked out of the ring after the result was announced, and vowed to retire after what he felt was another unfair decision. But he fought again last April, winning
the interim WBO light welterweight title with a unanimous decision over serhiy Fedchenko. Their second meeting, in March 2008, produced another close result, a split decision in favor of Pacquiao, who knocked Marquez down in the third round. The two great rivals’ first meeting in May 2004 ended in a draw, with Pacquiao sending Marquez to the canvas three times in the first round and the Mexican rallying in the later rounds. Climbing? nah, i’d rather go diving.
On any day, i’d choose diving into the deep blue sea and plummet into depths that my dive master would allow me to, lest my putrefying body becomes the next meal for the squids, crabs, and other forms of life that feed on fodder underwater. The creatures that thrive underwater are great life professors that can teach us everything one needs to know about the harsh realities of life. Take the clown fish, or ‘nemo’ as everyone knows it. Once you approach it, it seems that this fish is true to its Disney life form is friendly and all, even going to the extent of swimming close to your face or on your hand. Sometimes it even gives you a kiss, or was that a bite? Then you realize, it lives by the adage ‘keep your friends close, your enemies closer’. Actually, the fish is already looking for your weak points, ready to pounce and fight as such creature is territorial. Then, there’s the lionfish. graceful and wonderful underwater, but its sting can be poisonous and give you an all-night itch. Well, it tells us that the most beautiful or handsome thing can be detrimental to us. One of the most won-
derful things underwater is how the rays of sunlight would play on anything shiny in underwater. This one’s easy – not all that glitters is gold. Underwater you can witness a predator feasting on a prey and realize that just like the world that little mermaid wishes to be a part of, it’s a dog eat dog world out there.

Did you know that there are a lot of fishes and other sea creatures that feed on fodder? There are a lot of people who do that, too! One of the most notorious sea creatures is the bar-
get in its way and you can have the last few minutes of your life in a snap. Thus, one has to be careful in choosing his battles; you’ll never know the power of your enemy until he’s unleashed it. And the last lesson, if you think you are lost amidst the corals and you don’t know where to go, you can always look up and see that there’s the sun – always guiding you and shining upon you. life is a lot like diving. The only difference is that it’s easier to spot an enemy
under the sea than on land that’s been polluted by too much plastic.

Hot on the heels of prince Harry’s bootybaring Vegas flesh fest, topless photos of Kate Middleton have now surfaced, casting an embarrassing light on prince William’s poised and—until now—scandal-free wife. The photos were published Friday by French magazine Closer and were reportedly taken while the Duke and Duchess of Cambridge were on vacation in provence in France at a chateau owned by Queen Elizabeth II’s nephew, Lord Linley. The photos show Will and Kate sunning themselves on a patio, with the duchess initially wearing a two-piece, black-andwhite strapless bikini. At one point, Kate removes her top and sunbathes in the buff. She also later applies sunscreen to Will while still topless. The images have infu-
riated the royal family, who’ve c o n demned the “grotesque” invasion of privacy that they say recalls “the worst excesses of the press and paparazzi during the life of Diana.” “Their Royal Highnesses have been hugely saddened to learn that a French publication and a photographer have invaded their privacy in such a grotesque and totally unjustifiable manner,” St. James palace said in a statement to E! HE Philippine national women’s football team succumbed to Myanmar, 3-0, to start its campaign in the 2012 AsEAN Football Federation Women’s Championship Thursday at the Thong Nhat stadium in Ho Chi Minh City, Vietnam. The Malditas failed to contain their opponent’s attacking early in the match, yielding a goal at the fifth minute to give Myanmar an early 1-0 lead. Myanmar, last year’s finalist in the same tour-
nament, hit the back of the net once again at the 38th minute to take a commanding 2-0 edge at halftime. The Filipinas then gave up another goal at the 88th minute off a penalty kick by Myanmar to further dim their chances of a comeback. The Malditas will next face 2010 champion and host Vietnam on saturday and singapore on Monday to complete their matches in the group stages. They need to finish in the top two of their bracket to advance to the semifinals.
Meralco open to Asi trade

EsPiTE Asi Taulava’s departure to the AsEAN Basketball League’s san Miguel Beermen, the Meralco Bolts will retain PBA rights of first refusal to the veteran center. PBA commissioner Chito salud said rights to Taulava will remain with the Bolts indefinitely since the team extended the player a tender offer. But Bolts executive Mon segismundo said Meralco is open to trading Taulava’s rights should another team show interest in the center. “We are always on a lookout for trade transactions that will give value to the Bolts,” wrote segismundo in a text message to interAKTV. The san Miguel Beermen squad is owned by
san Miguel Corporation, which also bankrolls PBA teams Ginebra, Petron, and san Mig Coffee. AMED as National Peace Ambassadors, the Philippine Azkals presented an official team jersey with the “i am for Peace” logo to President Benigno s. Aquino iii in Malacañang Friday. Presidential peace process adviser Polly Michelle Cunanan said in an interview this sealed the partnership of the Philippine Football Federation, represented by the Philippine Azkals, with the government in its peace efforts through the “i Choose -- Peace” program, under the “i am for Peace” campaign of OPAPP. This youth program between OPAPP and PFF aims to teach youths aged 8-12 years old in conflict-affected communities about peace and sportsmanship through football. The PFF and Azkals
will hold a Peace Caravan that will consist of a series of football clinics as well as dedicate all their games to the peace cause. PFF head Mariano Araneta said that “as we choose football, we also choose peace.” He added that even Fédération internationale de Football Association or FiFA has initiatives for peace, recognizing the role of football to advance the cause due to its popularity in different nations. Araneta also related the efforts in football to the peace process saying that “the path taken to win is not easy. The same way as the path to peace is not easy.” it’s a long process that will be reached “not by sheer luck, but due to hard work, discipline, training, and commitment,” he added. [PNA]
