ongressmen from Davao City support President Benigno Aquino’s decision to abolish the controversial Priority Development Assistance Fund (PDAF) or “pork barrel,” but ask the citizens to be “more vigilant.” representatives Isidro Ungab (3rd district) and Karlo nograles (1st dist) told edge Davao saturday that they are in full support of Pnoy’s move to scrap the PDAF. The president abolished PDAF just two days before the million People march, a massive protest against the “pork barrel,” which Pnoy wants replaced with a new system that still allows the country’s impoverished sector to access help from the government. Ungab said, “we are one with President Aquino in the aim to safeguard the nation’s coffers and to be able to execute programs and projects that would be directly received by the people.” Ungab added, “we support this call for a new mechanism on budget spending which should be marked with transparency in all government transactions, full public disclosure and information regarding all government dealings/projects which in turn promote greater responsibility/ accountability in those who are entrusted with these government funds.” nograles, on the other hand, said, “I support the decision of the president
to abolish it, but we must remain vigilant to ensure that all government programs are spread equitably among all sectors, particularly the poor, and marginalized, and that all government projects are spread across the country as equally as possible.” He added, “we must also ensure that government funds are spent correctly, properly audited and accounted for to the last centavo.” Davao City Councilor Leo Avila, however, told edge Davao that, it (the abolition) should be more than just a statement. “He (Pnoy) should do it and not replace it with another one with a different name,” he said, adding that the people should be vigilant. Councilor Danny Dayanghirang, also agrees with the abolition, and that he would join the million People march monday. Councilor Diosdado mahipus said, the abolition is merely to appease the upcoming revolution this monday. “The truth is, unless we stop playing politics, pork barrel is here to stay,” he said. Chinese businessman whose car bumped a couple, resulting in the death of a man and injury to his girl friend last August 16 along Quimpo Boulevard has agreed to pay P225,000 as settlement instead of the amount of P500 thousand, as demanded by the victim’s family. The woman is still confined in the hospital while compensation to her is under negotiation. Lyndon Yap, attorney for Kenway Cai, native of

CHeD discovered that the BsU study centers; (a) lack appropriate classrooms, laboratories, libraries, and other vital instructional facilities; (b) lack of qualification and competence of faculty members, who are full-time elementary and secondary school teachers, for teaching tertiary education subjects; (c) non-functional research and extension services; and (d) lack of data on the performance of students in national licensure examination. The resolution states that CHeD shall provide safety nets to students affected by the BsU study centers closure, to make sure that the 5,000 affected students will not end up becoming out of school youths. esoLVIng an outside problem proved to be a daunting task for Davao City mayor rodrigo r. Duterte who mediated last Friday the dialogue between evacuees from Loreto, Agusan del sur backed by militant organizations led by Bayan-southern mindanao spokesperson sheena Duazo on one hand, and on the other hand military and local government officials led by Loreto town mayor Dario otaza and eastern mindanao Command (eastminCom) commander Lt. gen. ricardo rainier Cruz III. The evacuees, 134 families (422 individuals) fled from the town of Loreto and settled in Barangay 5-A Bankerohan (Davao City) since August 6. The evacuees are among the 500 families who fled from their communities in July due to alleged massive military operations conducted by the 26th IB of the Philippine Army and the paramilitary group called ‘Bagani.’ Last Friday’s dialogue discussed terms that will lead to the return of the evacuees to their homes. High emotion on both sides filled the room at

The evacuees aired their experiences and complaints, including the arrests and torture by the military of those suspected of being members of the new People’s Army (nPA). otaza and other Loreto officials also vented their disappointment over the non-cooperation of the evacuees in the effort to resolve the problem within the province. They said that the evacuees originally agreed with municipal and provincial officials to return to their communities but instead proceeded to Davao City where they sought refuge at the Bankerohan gym. After heated exchanges of accusations and complaints, Duterte commented on the seeming futility of their arguments. “The truth to you is a lie to them, and the truth to them is a lie to you. The distrust and mistrust (among you) runs dark and deep,” Duterte said as he also shared his experience in dealing with the same problem in rebel-infested Paquibato district of the city.

P80-M for agri projects in S. Cotabato

He Department of Agriculture (DA) has allotted around P80 million worth of agricultural projects to south Cotabato province under the World Bank-supported Philippine rural Development Program (PrDP). engr. reynold Binas, PrDP focal person, said that preparations are ongoing for the implementation of the program in the province that is targeted to begin during the last quarter of the year. He said they are presently conducting orientations to local chief executives and prospective beneficiaries, specifically farmers’ organizations and cooperatives. Binas said the sixyear program’s implementation will mainly focus on its top five priority commodities comprising cassava, palm oil, coffee, rubber and corn. “The funding and implementation of the projects will be based on proposals from the target beneficiaries,” he said in a statement. The national government has allotted a total
of P27.5 billion for the PrDP’s implementation, with around 75 percent coming from a loan with the World Bank. Dr. Consolacion satorre, component head of the PrDP’s program support unit, said around P25.4 billion or 92 percent of the program’s budget will directly benefit farmer-beneficiaries from all over the country during its implementation cycle, a briefer said. she said the rest of the funds will cover for the cost of the program’s implementation and other pre-implementation initiatives. About 67.4 percent of the funds or a total of P18.5 billion was set aside for the I-BUILD component or the Intensified Building-Up of Infrastructure and Logistics for Development, which will mainly focus on the improvement of road networks connecting production areas and markets, she said. The component will also fund projects that are aimed at increasing productivity from irrigation and water supply systems, she said.

The province was chosen as lead area for the program due to the local government’s “excellent performance” in the implementation last year of various projects under the mrDP–Adaptable Program Loan Phase 2 (mrDP-2). south Cotabato province emerged as the top performer among the 26 provinces in mindanao that were covered by mrDP-2 last year as it posted an accomplishment rating of 129 percent in terms of project implementation and fund disbursement. Among mindanao’s six regions, region 12 or the socssksargen region posted the highest combined accomplishment rating for mrDP-2 in 2012. The other pilot areas in mindanao are maguindanao for the Autonomous region in muslim mindanao; Zamboanga sibugay for Zamboanga Peninsula; misamis occidental for northern mindanao; Davao del norte for Davao region; and Agusan del norte for Caraga region. He sUDDen announcement by President Aquino that he is all for the abolition of the controversial PDAF (Priority Development Assistance Fund) as anti-pork barrel citizens are demanding, surprised everybody and his uncle. Almost immediately, many Filipinos, probably in the millions have, ovenight, found relevance in, and joined the bandwagon of, the so-called million People march scheduled today (monday) in manila and other capital cities around the country. many of his countrymen think that P-noy’s sudden change of heart (two days before the march after he had said he was still for the continuation of the pork barrel system) has taken the wind from the sail of the million march boat. However, the march should continue as scheduled, if only to dramatize the overall sentiment and outrage of the Filipino people against the

grievously corrupt system which has robbed them blind of taxpayers’ money. scrapping of the pork barrel, per se, will not necessarily make it clean. It will continue to be a source of corruption, should it re-appear by another name accompanied by token reforms. The march should be able to deliver the message that Filipinos everywhere have had their fill of the system to the point of puking (ugh). It should be a venue and vehicle for ideas that will ensure that the pork barrel system in any form and name should never again be allowed to rear its ugly head. Let individual Filipinos, netizens and civil society groups behind the movement galvanize the rest of the country into mass action against any system that allows the siphoning of people’s money from government coffers into the pockets of a few who occupy seats of power.

‘Stage-managed’ move?
IsIng PUBLIC Anger – Disgusted by the rise of corruption and the unravelling of lurid tales of financial scams involving the highly controversial Priority Development Assistance Fund (PDAF), an expected one million people will march to Luneta Park this monday to denounce unabated corruption in the Aquino administration. not surprisingly, critics of the government, red-flag waving militants, student activists, left-leaning groups, highly-politicized church officials, political has-beens, opposition politicians and plain hecklers not to mention agents provocateurs will gather to stress solidarity. organizers of the event dubbed as “million People march” worked overtime hoping that by putting a united front they can forcibly persuade the Aquino leadership to totally scrap the PDAF disgracefully known as “pork barrel”. Public dissatisfaction has been rising with the perception that the present dispensation has been unable to tackle rampant corruption concerning “pork barrel” funds. The criticism has even eaten into the personal popularity of President Benigno Aquino III, who, only a month ago, was overwhelmingly rated high both in performance and popularity ratings. Faced with mounting criticism over PDAF scam, President Pnoy is now working hard to stop the release of pork barrel funds to members of Congress. However, some economic and political experts are pessimistic still, grumbling that the alleged “stage-managed” move of the President had been expected anyway aimed at dousing cold water to the simmering public hate and anger. After making a complete turnaround, keen observers say President Pnoy will be judged on how well he manages the abolishment of PDAF and the fight against pervasive corruption in gov-

ernment. People probably could still vividly remember that at the start of his administration, President Pnoy promised that fighting and eliminating corruption will be on top of his priority agenda. As it is, the irate and aghast public noted there have been no signs of improvement – corruption big and small even worsened in all government levels. I’ve been saying all along that corruption is already part of the country’s political culture because the people in high places do not really have the capability and the will to give up power. Time and again, the biggest perpetrators of corruption are people in the high echelon of power. right now suggestions varied – gradual phasing out of PDAF, proper and selective release of funds for priority projects of members of Congress and abolishment of the gargantuan presidential pork barrel funds. But that may prove to be an impossible task. experts acknowledge that it’s just the “same dog with a different collar.” Then only solution to minimize, if not totally eradicate corruption enmeshing pork barrel funds is to scrap the PDAF, period. say what some enterprising and cash-oriented members of Congress will, but most if not all PDAF-funded projects specifically those being coursed through bogus foundations and non-government organizations (ngos) are tainted with irregularities. many of our politicians are such a cash-struck people that they go mostly for “quick-money” projects. our politi-
cal system has been engulfed by money-making ventures, rather than pure public service due to the influx of powerful and dubious public officials. The culture of corruption has been institutionalized in our political structure – no doubt about it. The awful practice will never stop unless our present top leaders, President Pnoy above all, make a systematic change in the bureaucracy. The discretion that allows bureaucrats to exact money should be removed. such move would naturally spark alarm to government people involved in illegal but highly lucrative money-making endeavor. But this has to be done without letup. more than that, government should set the example and go after the “sharks and crocs,” and put them behind bars. The government has more pressing concerns because corruption is coming out more into the fore even as resources are scarce. The Aquino leadership should strengthen institutions – socio-economic and political therefore the pork barrel system must go. It’s very critical at this point of our political history that the Aquino administration is trying its best to build what we call socio-economic and political trust aimed at bringing together peoples of diverse opinions and inclinations and status of life. Ironically, as the disenchanted public act and fight to denounce corruption and set to launch the million people march, they always repeat the mistake by electing people who are in no position to give good government. Dubious and dishonest officials continued to prowl in the dark corners of different government offices because you voted for them, dear people. now, who’s to blame? By the way, the million people march is not the ultimate solution to totally stamp out corruption. remember, old habit never dies.
A dangerous lie about debt
rom this perspective, all bonds look like distinctly non-standard instruments. even when, like TIPs, their returns are linked to the inflation rate – shockingly rare in practice – their relation to the unavoidable vagaries of the real economy is indirect and asymmetric. There are losses from defaults in unexpectedly bad times, but no gains when gDP or corporate profitability is expanding faster than expected. The prevailing theory also leads finance professionals, bankers and regulators to treat bonds as the standard investment and welcome governments’ supposedly safe debt as a safe holding for banks and long-term investors. straight thinking leads to the opposite conclusion. since well-run governments only borrow during relatively bad times, larger amounts of sovereign debt are signs of higher risk of loss through

(Conclusion) inflation or default. similarly, without the belief in a riskfree rate, investments would not be organised in a rigid hierarchy of riskiness. The supposed ability to compare measure risk against a risk-free base underpins the creation of highly leveraged portfolios. An unexpectedly strong economic wind can easily demolish those financial structures, leaving a heap of losses. everyday investors too often expect all bank accounts to be totally safe, a bias which carries political weight. The financial crisis would have been much
less debilitating if governments and banks could simply have written down the value of their unaffordable debts and everyone started again. But that was impossible without sowing panic in a population unaccustomed to the idea that all investments are inherently risky. In other words, the devil finds work for faulty theory. The siren song of safety, like the chimerical lure of quick trading profit, distracts investors from paying attention to the serious business of building a solid economy. of course, the risk-free rate is not the ultimate financial villain. It can’t be, since there were crises long before anyone dreamt up the idea. still, the world cannot be rid of the curse of severe financial crises unless this demon is recognised and eliminated. I look forward to the bonfire of this particular intellectual vanity.

ore than a year ago, a fresh nursing graduate in mati City hit a steel construction plank left on the concrete road undergoing construction killing him in the process. The road construction project according to findings by the local government’s engineering office had no road safety devices and lighting. Two separate construction accidents in Quezon City on February this year claimed six lives while injuring 14. Both accidents involved faulty construction scaffolding and in both cases by unlicensed contractors. In 2011, 10 workers of eton Properties Philippines fell to their deaths because of a faulty gondola lift that they had reportedly used as a makeshift “elevator” while doing construction for a property in makati. ramon Allado, event chairman of the 2013 Philconstruct mindanao scheduled september 5-7 in Davao City’s smX Convention Center, summed up the answer to the safety consciousness in the workplace particularly in the construction industry in the Philippines to the need of a culture of safety. Allado, speaking ahead of the biggest construction show ever in mindanao, told edge Davao in an exclusive interview, that safety is a cost item that is being borne by construction companies. “The cost of safety is our concern, it is a pay item in contracts,” said Allado who stressed that construction contracts do not include the cost of safety as part of project cost. “It is not embedded in contracts.” Allado explained that the safety item on contracts is worth eight percent of the project cost. “only contractors absorb it whether it be government or private contracts.” The implication is that out of the usual 30 percent of project cost that goes to the retention of the contractor as his profit, indirect costs including that of safety will have to be deducted from it. The safety item falls under what is called as PPe or personal protection equipment. That means a prudent contractor must invest on safety seminars for his workers.” Allado said it is high time for Davao to put premium on safety as it
is currently experiencing a phenomenal construction boom. He cited safety involves both horizontal (roads, bridges, ports) nand vertical construction projects (medium and high-rise buildings and towers). “We need to be conscious on the use of scaffolds, cranes and rigs with the construction of skyscrapers in Davao.” For this reason, Allado said they have included in this year’s Philconstruct mindanao seminars on safety for construction firms from the management to the rank and file. The seminars are Authorized managing officer seminar (september 4-5), which is one of the requirements to have a PCAB license; Liaison officers orientation seminar (sept. 5); road Construction safety seminar (sept. 4); scaffold Works safety seminar (sept. 5); and seminar on Crane Lifting and rigging safety (sept. 5). For the construction community, Allado said that it is very sad to see that safety is not conscientiously followed, even more saddening when there are accidents happening because of lack of safety procedures and awareness.

There are many things people love, like a dependable mobile phone and Internet network; a full-featured android smartphone that is affordable yet with a three-day standby time; and one of the country’s most dashing actors, Xian Lim. Of course if you put all three together, then you would have a blast, and that was what happened last Kadayawan weekend as Globe went around Davao on a mall tour with CloudFone and Globe endorser Xian Lim. It was no surprise that everywhere Xian went to, there was a crowd of followers. Luckily the lunch
