AVAO City Mayor Rodrigo R. Duterte is giving two suspects 48 hours to give themselves up to authorities, otherwise he would offer a reward of P1 million each for their arrest. The images of the two were captured by closed- circuit television (CCTV) cameras in the two cinemas that were bombed Monday. The deadline is up at 3:30 p.m. on Saturday, Sept. 21. “If you do not make any contact with the government within 48 hours, may patong ako sa inyu na P1 million,” Duterte said, during a press conference at the Royal Mandaya Hotel yesterday afternoon. “If they are the ones (in the images), they may want to give up to the nearest military and police authority or sa Task Force Davao or didto kang Col. Dela Rosa”. However, if the persons whose images were captured in the CCTV cameras are innocent, the mayor suggest that they can explain themselves to the authorities.
Davao City Police Office (DCPO) director Ronald dela Rosa, who heads the Special Investigation Task Force Group looking into the twin bombings of Cinema 1 of SM City Davao and Cinema 5 of Gaisano Mall, presented the images of the two persons to the media. Dela Rosa described the first person as “person with interest” 1 with a height of between 5 feet and 5 inches and 5 feet and 6 inches , with fair complexion, slim and more or less 30 years old. This person was seen entering SM City Davao Cinema 1 at 6:40 p.m. wearing a white shirt and light colored jacket over his left shoulder and a sling bag slung at his back. HE Mindanao banana industry lost $287 million (P12 billion) worth of export income from 2011 to the present due to the Panama disease, typhoon Pablo, and the decrease in importation by Iran and China. Philippine Banana Growers and Exporters Association (PBGEA) executive director Stephen Antig in yesterday’s Club 888 media forum at The Marco Polo Davao, said that according to the Plant Quarantine Services (PQS) of the Department of Agriculture (DA), as of June 2013 there were only about 150 million boxes of banana exported from Mindanao, which is a 12.6 percent drop from 2012’s 171,745,231.
He said there was also a 13 percent drop in 2012’s 171,745,231 boxes of banana exported compared to 197,959,947 in 2011. From 2011’s 197,959,947 to this year’s 150 million boxes, the difference is 47,959,947, Antig said. Multiplying the difference by $6, which is the current price of a box of bananas, is the total money lost by the banana industry of Mindanao from 2011 to this year. Banana importation by Iran, for the month of June, had a 36 percent drop in this year’s 6,086,449 boxes from 9,524,208 boxes in 2012, and a 29 percent drop from 2011’s 13,481,438 boxes.

Doctor nabbed for selling shabu
A
medical practitioner in Davao City is facing drug charges before the City Prosecution Office (CPO) after he was arrested while allegedly selling a sachet of methamphetmine hydrochloride locally known as shabu to a policeman posing as buyer. At around 3:00 in the afternoon on Tuesday, operatives of the Investigation and Detection Management Section (IDMS) of the Davao City Police Office (DCPO) forwarded the case to the CPO against Dr. Gregorio Cabilen Alian, 45, a resident of Galle-
ra de Oro Subdivision, in Bago Aplaya, for violation of Section 5, Republic Act 9165. The doctor was allegedly caught in a buybust operation conducted by IDMS operatives at around 3:45 in the afternoon last September 18 at Mang Inasal restaurant along Boulevard area. Alian was caught in the act of selling a sachet of shabu to the poseur buyer worth P1,000. Also recovered by police authorities was the P1,000 marked money used in the operation. [PNA]

HE NEWLY-crafted Comprehensive Land Use Plan (CLUP) discourages the controversial past practice of Davao city lawmakers of spot-zoning and conversion of land classification as special accommodation to applicant parties. This was learned from City Planning and Development Office chief Mario Luis Jacinto, during his presentation of the
CLUP before members of the Davao City Watershed Management Council (WMC) last Wednesday. Jacinto said that upon approval by Mayor Rodrigo R. Duterte, the CLUP will be sent to the Housing and Land Use Regulatory Board (HLURB) for approval. Once approved, it would be sent back to the city which will then cause its official publication in a newspaper of
general circulation. The CLUP was crafted by the 16th City Council headed by then Vice Mayor Rody Duterte. Jacinto said he believes there is no more need for implementing rules and regulations (IRR) as the CLUP provisions are self-executory. He told WMC members, including Councilor Danilo Dayanghirang, that the CLUP would allow

HE financial standing of the Davao City government is “very good and sound, ” according to city treasurer Rodrigo Riola. As of July, 2013, the city treasurer’s office (CTO) already collected three- fourth of its targeted tax take for

PHL gov’t finalizing draft for revenue sharing arrangement for mining sector M
ALACANANG on Thursday said it is finalizing the draft that would detail the revenue sharing arrangements for the mining sector. “There are drafts already of the legislation for the mining tax. So we expect them to be vetted by the larger economic cluster in the next few weeks,” said Presidential Communications Development and Strategic Planning Office (PCDSPO) Secretary Ricky Carandang in a press briefing. This was in reaction to a reported statement from the president of the Chamber of Mines of the Philippines that mining investments will drop in the next three years. In explaining the delay in the formulation of the mining tax scheme, Carandang said the Mining Industry Coordinating Council just wanted to make sure that all stakeholders are consulted. “We’ve taken into account the stakeholders. There are many stakeholders here. There are mining companies, the industry, there are environ-

mentalists, there are local governments and we try as much as possible to engage them as we come up with something like this,” he said. “There has been a lot of back and forth between the MICC and the different stakeholders so we are just making sure that everyone is consulted and we’re already actually writing the (draft for the) legislation,” he added. Although the government is aware of the possible implications on the delay in the coming out of a legislation for the mining tax scheme on the mining investment targets, Carandang said, the government “would rather get this thing right than hold ourselves to some deadline that may or may not be met.” “At the end of the day, the industry and even the local governments would rather have something that is acceptable for the most number of people, even if it comes down to not submitting it, say, within the next week or so,” he said. HE Department of Agriculture (DA) has allocated P1.265 billion worth of livelihood assistance to farmers and people’s organizations through the Mindanao Rural Development Program (MRDP). The amount is intended to support 3,780 agricultural-based livelihood programs benefiting a total of 162,112 individuals which comprises of farmers, women, out-of-school youth organizations and

indigenous peoples, according to Program Director Lealyn Ramos. Presently, 2,731 subprojects have been completed amounting to P842.038 million; 549 subprojects are on-going costing P234.757 million and 500 subprojects amounting to P168.65 million are ready for implementation. The MRDP is a program, jointly funded by the World Bank and counterparts from the national and local gov-
ernment units, that seeks to alleviate the economic condition of small farmers by further improving rural income and achieve food security through agri-fisheries infrastructure, livelihood enterprise and biodiversity conservation projects. Safeguard measures have been instituted to ensure that legitimate organizations would be able to benefit from its agri-based livelihood assistance.
“The farmer organizations and cooperatives were endorsed by their respective local government units based on their legitimate legal identity and clean track record,” Director Ramos said. The Community Fund for Agricultural Development (CFAD) component applies a demand-driven approach wherein farmer-beneficiaries plan, decide, procure, implement and manage their livelihood activities. Angara calls for Senate inquiry into state of pre-need industry

EN. Juan Edgardo Angara is set to call for a Senate inquiry into the state of the preneed industry and the implementation of the Pre-Need Code amid the clamor of the victims of the recent collapse of a major pre-need company in the country. As one of the authors of the Pre-Need Code of the Philippines, Angara said it was necessary to look into the pre-need industry to protect not only the industry itself but the interests of planholders
as well. “First and foremost, we need to protect the public interest especially those who have invested in educational plans,” Angara said. “If these pre-need companies continue to fail, it’s like we’re robbing the Filipino youth the opportunity to go to school,” he added. According to reports, some 300,000 certified holders of education, pension and memorial plans have suffered or would suffer huge losses from
the collapse of Prudentialife Plans Inc. The Insurance Commission placed PPI’s trust fund deficiency at P14 billion, thus ordering the company’s liquidation in July. Under PPI’s terms of liquidation, policyholders will be reimbursed the amount they spent for premiums but with huge cuts. The educational plan holders will only get an average of 4.6 percent of their contributions, while pension plan holders will get an average of 33 per-
cent and life plan holders will get an average of 60 percent. A group of PPI plan holders is now calling for the deferment of the liquidation process, saying policyholders should get more out of their money. “The educational plans fiasco not too long ago should never happen again. The pre-need industry has once lost its credibility among the public after it jeopardized the future of millions of Filipinos,” Angara said. [PNA]

S overseas Filipino worker Dondon Luzano returned home after he was pardoned from death penalty, Senator Cynthia Villar on Thursday called on the government to exert all efforts to help the OFWs still in death row in different countries. Villar said Department of Foreign Affairs (DFA) Secretary Alberto del Rosario informed her that 87 OFWs and Overseas Filipinos face death penalty abroad. “The Philippine government should look into the cases of our Filipino workers who were doomed to die and exhaust all means to spare them the death penalty,” said Villar. Del Rosario said majority of the convicted felons are jailed in Middle East countries like Saudi Arabia and Kuwait, for commission of a capital offense, including murder, and in China for drug cases. Del Rosario also told Villar during the hearing on DFA’s proposed P12.1 billion budget that he does not have a break-
down of the gender of Filipinos who were meted the capital punishment. “Since we are getting a lot of remittance from our OFWs, we should give our resources to OFWs. It should be the foremost job of DFA to really take care of OFWs since they are in a pitiful situation,” said Villar. “They are singlehandedly supporting our economy especially during bad times so they should be a priority,” she added. The Villar Foundation, where Villar sits as its managing director, has been helping OFWs for the past several years. Villar also reminded the DFA to constantly check on the Bahay Kalinga, the shelter for distressed Filipinos abroad, in light of reported abuses going on there. She related encountering in several visits to Bahay Kalinga runaway OFWs and those maltreated by their employers who can’t go home to the country because they do not have money to pay for their plane ticket. She acknowledged that the problems in Zamboanga might eventually affect others areas in Mindanao in terms of perception and tourist arrivals. “We need to counter this by promoting the good side of Mindanao. During the congress, Solon said they will discuss the national government’s tourism development plan and related policies being pushed by the DOT and President Benigno S. Aquino III. Livelihood training, a good idea
AVAO inventors and innovators have joined forces to propose to the Davao City government the establishment of a livelihood training center for jobless persons and out-of-school youth as one way of solving the perennial unemployment problem in the city and neighboring areas in the region. The Davao inventors, together with their allies in the vibrant Information-Communication-Technology (ICT) sector, are conducting consultations with possible employers in the various industries to find out their particular needs for skilled workers. This is preparatory to a feasibility study and formal proposal for the livelihood center’s establishment, according to Virgilio Sangutan, a leader of the region’s inventors association. Sangutan’s

group earlier had a dialogue with leaders of the Davao City Council about their proposal, and city councilors said they were receptive to the idea. The importance of a livelihood training center here cannot be gainsaid, considering that joblessness has ironically worsened despite the much ballyhooed economic inroads of the region in particular, and the country in general, in terms of gross national product (GNP) growth and the so-called ratings upgrade. The center must be well-funded, run by professionals and monitored closely. But, of course, it must never be used as a conduit for the hated, much maligned priority development assistance fund (PDAF) or pork barrel.

The burden of collective responsibility
ALUE OF TRANSPARENCY AND ACCOUNTABILITY – The country’s representative system is embattled not merely against a totalitarian insurgency but, even more dangerously against people’s impatience and skepticism. As we all know, with the revelation of the multi-billion Priority Development Assistance Fund (PDAF) scandal embroiling some enterprising members of Congress, a great deal of this political pessimism has focused primarily on our representative institutions. Even now, three years after President Benigno Aquino III assumed the presidency, Congress is still being challenged to justify its existence by a cynical public – and by powerful interests who think they can have a representative system without the elected representatives of the people taking part in it. Political analysts elaborated on problems besetting Congress and made it a point that President PNoy should act posthaste to brood over whether his occasional inattention to its members may have in some way been responsible for his leadership’s alleged poor image. Before speculations were made about the President’s next move, political experts and legal specialists say President PNoy must approach members of Congress, party mates or otherwise, persuading them to think first of the people. The President must rally both the Senate and House of Representatives to face the burden of collective responsibility. Supporting the idea of unity and understanding, the President should manage to guide Congress towards exploring practical solutions to the mounting brewing issues while following the principle of transparency and accountability. Although the public sentiment was for the absolute abolition of PDAF or shamefully known as “pork barrel” funds, and

the immediate filing of appropriate charges against Janet Lim-Napoles, the brain behind the scam and her alleged accomplices in Congress, many legislators thought it would be prudent to wait for more evidence to be presented in court. It drew a line between the function of Congress to impose drastic disciplinary measures and leaving to the courts the responsibility for determining judgment on the criminal or administrative aspects of the cases. However, the lack of transparency and accountability is made worse by the way high-level officials were treating other equally controversial corruption issues. For example, the poor consumers are raising a howl that complaints about the questionable rice importation undertaken by the National Food Authority (NFA) was not getting proper attention from Congress and Cabinet members. Irate and aghast consumers groups have voiced out their grievances that despite the assurance of the DA and NFA there’s abundant supply of rice, prices of commercial rice in the market rose to unprecedented levels. They scored the DA and NFA including the DTI for their total inaction. In the same manner, consumers cannot rely on cheaper NFA rice because the flow of supply is slow and limited. Now here’s the rub. The root cause of the problem actually is hoarding. Authorities know for a fact that some unscrupulous traders in a certain area connived with
each other and formed a rice cartel. This in effect allows the cartel to monitor and control the supply and demand of rice. These thick-faced hoarders and profiteers have the impunity to dictate the prices aside from controlling the movement of rice supply coming from the provinces. It is rather disgusting that the illegal undertaking is being done right under the noses of authorities. As a starter to unmask the culprits, authorities should start conducting a probe and inspect all those high-walled warehouses in the urban centers. Chances are they’re going to find out that some bodegas are teeming with rice up to the rafters. It’s a shame to rattle certain arrest of violators because behind the boast is law enforcement pockmarked with inefficiency. Hoarding, profiteering and alleged dubious importation of several metric tons of rice by the NFA are methods of economic sabotage. Activists and consumers movement are now stepping up pressure imploring the Department of Justice (DOJ) and the Ombudsman to look into allegations of corruption at the DA and NFA with the same enthusiasm they have demonstrated in blowing the case wide open in the highly-controversial Napoles-orchestrated multi-billion PDAF fund scam. Top officials should make it a point of reassuring the discontented and disgusted public that despite the mounting corruption issues enmeshing some members of Congress and several officials, the government is still committed to its “Daang Matuwid” (Straight Path) policy. President PNoy should reassure the people that his administration wants to strengthen unity and understanding – a significant part of redefining credible and effective governance.
Blame it on tactical errors
N hind sight, Misuari’s latest tactical error is just a consequence of the Philippine government’s tactical errors starting with the Cory Aquino presidency. After MNLF had splintered into the Misuari, Salamat Hashim and Dimas Pundato factions, President Ferdinand E. Marcos refused to negotiate until they would reunite. Negotiating with one would not yield peace; negotiating with each one separately would be divisive. Failing in her attempt to negotiate with both the MNLF and MILF separately, President Corazon C. Aquino established the ARMM. Even before the 1996 GRP-MNLF FPA could be signed, President Fidel V. Ramos initiated a separate peace negotiation with MILF. President Gloria Macapagal-Arroyo and President Aquino III have been left to reconcile the irreconcilable. Marcos must be grinning in his refrigerated mausoleum, “See! I told you so.” From reports, it seems obvious that the Aquino government will do its best to have some complementary

(Conclusion) and supplementary provisions of the 1996 FPA infused into the GPH-MILF Comprehensive Agreement. That must be among its reasons for wanting to complete the review soon – in time for the drafting of the Bangsamoro Basic Law. Will MNLF agree? According to Deles, both the Misuari and the Sema factions of MNLF declined to recommend their representatives to the Bangsamoro Transition Commission when invited by the government. While they are complaining of having been left out in the GPH-MILF peace talks, they refuse to join the drafting of the BBL. Their only option is the “full implementation” of the 1996 FPA. Will Aquino be able to correct the tactical error of Ramos in negotiating separately with MNLF and MILF, one
after the other? Will Aquino be able to reunite the many factions of MNLF then reunite them with MILF – a bounden task which the OIC, after more than 35 years, is still trying to accomplish? Will the Zamboanga City “invasion” be the last tragic consequence of the tactical errors of the governments after Marcos? Marcos might have been right in demanding the reunification of MNLF and MILF before negotiating peace to end the Moro or Mindanao problem. But it should be asked: What options had Cory Aquino and Ramos other than making tactical moves at the risk of making errors? Blame the Zamboanga City tragedy on tactical errors. But, should Government, MNLF and MILF collectively take the burden of correcting the errors the tragedy will not go for naught. Security guards can’t recognize a bomb
I
T’S GETT I N G t o u g h e r, it seems, to avoid being bombed in this city which is supposed to be one of the safest city in the world (No.4), even safer than Switzerland, the country everyone thinks is the world’s safest. Whether we like it or not, this is becoming a grim reality here in Davao even amidst the reassurances of our multi-awarded cops and bomb squads who keep chasing false leads from suspicious-looking bags, boxes and packages left in sidewalks and side streets. This time, the bomb squad found out that the two small improvised bombs which blew away a couple of seats at the cinemas of SM City Mall and Gaisano Mall recently, were made of small explosive device placed inside a softdrink can. Security guards, as we all know, are still so dumb and stupid, they couldn’t tell how an explosive device really looks like, while going into the motions of “inspecting” your bag or backpack. Ask them—they’ll admit they can’t tell whether or not people carry a “bomb” in their bags or backpack . And believe me, it’s not their fault to be ignorant how a “bomb’ really look like these days, simply because a “bomb” can be anything--- a can of softdrink, a bottle of perfume, a shoe, a laptop, a camera, a piece of lechon manok, a hamburger, a bottle of Coke, --- anything. That’s why all those bomb detectors these security guards are using on your bag, on cars, on cakeboxes, etc are just for show and totally useless because they’re basically metal detectors, designed to detect grenades, mortar shells, guns, bullets, etc. You don’t expect bombers to carry them unless they’ve declared war on a city, like they just did in Zamboanga. If you still remember way, way back, a guy in London was able to bring a bomb with him on a plane to New York, by putting the explosive device inside his shoe-- but he was discovered simply because something went wrong with the device forcing him to take it off. In the early 70’s, rebels were able to smuggle guns inside a plane in Zamboanga by placing them inside a birthday cake and using the guns to declare a hijack. During the same period in Davao, a bomber simply grip a grenade in his hands, unseen by security guards, since his hands were in the big pockets of a big army jacket he was wearing. He left the live grenade beneath the seat of a moviehouse along San Pedro street which exploded and killed or wounded scored of moviegoers. And if you’ve seen the movie, “Eagle Eye”, a new type of powerful explosive was designed to look like a tiny piece of diamond worn as a necklace whose explosive impact is as large as a football field. It is detonated only by a high musical note from a trumpet blare joining an orchestral rendition of “Oh say can you see…” What’s the whole point here ? The point is--- most security guards, if not all, are not well trained in detecting improvised bombs inside bags, backpacks, boxes, etc that people bring along with them daily when going to mall, the cinema, bus, LRT, etc. It’s still so difficult to detect them until an improvised bomb is set off--- and that would be too late. Dela Rosa said that the most striking behavior of the person was avoiding eye contact, which is a typical behavior of terrorists. The first blast occurred at 9:03 at SM City Davao cinema, followed 30 minutes later by the second explosion at Gaisano Mall cinema. Meanwhile, Duterte said he would ask the city council to pass an ordinance prohibiting the wearing of hats and sunglasses inside establishments, including commercial and public buildings. The security management would be directed to implement this strictly, otherwise Duterte would order the closure of their establishments.

Palace Spokesman Edwin Lacierda, in a press briefing, said the DSWD, through a number of food service providers in Zamboanga City, is providing 70,000 ready-to-eat packed foods for every meal time -- breakfast, lunch, and dinner. The DSWD is also conducting a computerized profiling of displaced families using its Disaster Assistance Family Center, family access cards for validation,
and profile generation purposes as basis for the provisions of relief and further assistance, including shelter assistance for families whose houses were badly damaged to the fires. On the other hand, Lacierda said, the community kitchen of the City Social Welfare Development Office in Zamboanga is also providing 12,000 foods three times a day, while the Philippine Red Cross, International Community of the Red Cross, with the help of Western Mindanao State University, also cook dinners for some 10,000 individuals. Established community kitchens of DSWD inside the Grandstand are also providing food augmentation. The DSWD also continues to provide food packs to 613 Badjao families who preferred to stay at their vintas in front of the Grandstand. “We’d like to thank the
many men and women who have served the evacuees, the men and women of the DSWD, and also the men and women who have volunteered their services to help the evacuees inside the evacuation centers, and those who have volunteered to cook for the foods that we have just mentioned for the evacuees,” the Palace Spokesman said. Meanwhile, Lacierda dismissed proposal for the government to declare a state of emergency in Zamboanga due to the ongoing fighting between government forces and MNLF Misuari faction. “As you can see, our government has the resources to address these concerns. Initially, the venture will offer about 10 packages, and that there will be a tour package every week. “This is a great first move to reveal our best kept secrets to local and domestic markets,” said Department of Tourism (DOT) regional director Arturo Boncato, while adding that the private sector initiative deserves full support from all tourism stakeholders “who care and believe in Mindanao.” Boncato also serves as the technical focal person for the Philippine –EAGA tourism cluster. “We are initially devoting four of our shuttle coasters as vehicles for identified routes, which will commence on October 4,” said Alma Uy, owner
of Asianet Travel and Tours, and Davao Metro Shuttle. MinDA recently announced that Mindanao received a 12-percent boost in its tourism budget that would be mainly utilized for the implementation of tourism road projects. Completion of these projects is seen to encourage more transport and travel companies to invest in Mindanao tours, with the improved accessibility of tourist sites within the island-region. “This is a huge step towards achieving our goal of putting Mindanao at the forefront of the country’s tourism development, as tour packages like “Destination Mindanao” allow more visitors to travel to multiple Mindanao key tourism sites at a lesser cost,” said Luwalhati Antonio, MinDA chairperson. Antonino, who also sits as head of the infrastructure committee of Tourism Infrastructure Enterprise Zone Authority (TIEZA), noted that the launching of the Mindanao Tour program is also a strategic way of showcasing the significantly improved infrastructure and road conditions in the major tourism sites of the island region. Other road projects that will soon be undertaken include the upgrading of the access road leading to the Rafflesia yard in Bukidnon; improvement of the Rizal-Dakak-Dapitan coastal loop road Dapitan, Zamboanga del Norte; the upgrading
of the Lacson-LamananInayangan-Megkawayan road in Davao City; the improvement of the Island Garden City of Samal circumferential road; and the upgrading of the Makilala-Allah Valley Road to Baras Bird Sanctuary in Tacurong City. “Mindanao is home to the best tourism sites in the country and we are developing more tours to these emerging destinations while a parallel effort of ensuring infrastructure road connectivity to these sites is being undertaken,” Antonino said. ComVal holds kick-off rites for emergency shelter T
HE Provincial Government of Compostela Valley recently held a ceremonial kick-off for its Emergency Shelter Assistance (ESA) for Typhoon Pablo Victims in New Bataan, Compostela and Montevista. Leading the ceremonies, Governor Arturo T. Uy was joined by the beneficiaries; provincial, municipal and barangay officials; and Department of Social Welfare and Development Policy and Plans Division Chief Raquel E. Nuñez. The DSWD through its Emergency Shelter Assistance (ESA) provided the housing materials like G.I. sheets, plywood, lumber, umbrella nails and assorted common nails. The DSWD-ESA is extended to families whose houses were partially damaged by Typhoon Pablo. The ESA is likewise provided to victims of other disasters. This initiative is part of the 139 million funds
for Emergency Shelter Assistance for all partially damaged houses in the affected areas of Typhoon Pablo. ESA for Compostela Valley is P 50.56 million with 5056 beneficiary-families. Governor Uy expressed his earnest gratitude to the department for the continuous support provided to the victims. He also encouraged the victims to bounce back, rebuild their lives and persevere. “Though government has programs for us but I encourage you to have initiatives to move forward and continue living a normal life.” Analyn Amada, 33, of Brgy. N Region 11, the province of Davao del Norte has the widest area of rice fields applied with semi-organic farming technology. Bony dela cruz, national social and water area coordinator (SWAC) of the Bureau of Soil and Water Management (BSWM) revealed this information Wednesday (Sept. 18) during the Harvest Festival staged as among the highlights of the 65th founding anniversary of the Municipality of Asuncion.

“Davao del has widest area of EMRC,” he told a crowd of Asuncion farmers during the Harvest Festival Program held in barangay Cambanogoy, Asuncion and attended by Provincial Gov. Rodolfo P. del Rosario, Vice Gov. Victorio Suaybaguio, provincial department heads, municipal officials, and municipal office heads. Dela Cruz added that 27 towns in the Davao Region were already given funds for the farming technology. Dela Cruz revealed that
the municipality of Sto. Tomas applied EMRC in 400 hectares of rice fields in November, 2012 to February 2013 cropping season while the municipality of Braulio E. Dujali applied the same technology in 100 hectares in the same period. The application of EMRC in Davao del Norte widened during the recent cropping season (June to September) with Sto. Tomas expanding its area coverage to 300 more hectares of rice fields. Asuncion recently fol-
lowed the technique, applying it to 250 hectares of the same crop, New Corella, 250 hectares and Tagum City had 100 hectares covered with EMRC technique. Dela Cruz revealed that three more towns in Davao del Norte were preparing to apply the EMRC technology to rice fields in the next cropping season: the municipalities of Carmen, 700 hectares, Kapalong, 250 hectares and Panabo, 250 hectares. Search for 2013 rice achievers begins B ARELY six months since it honored the country’s top performers in rice production and released a total of P110 million as rewards to the awardees, the Department of Agriculture has kicked off the search for the 2013 Agri-Pinoy Rice Achievers Awards (APRAA). Amalia Jayag-Datukan,
regional executive director of DA 12, said, the search which aims to strengthen participation to rice production among local government units recognizes highly performing provinces , cities and municipalities. Besides LGUs, APRAA also awards model irrigators’ associations and agricultural extension workers
for their contributions to the attainment of the department’s Food Self-Sufficiency Program, particularly in rice production. Director Datukan disclosed that the top ten rice-producing provinces will each receive P4 million worth of project grants while the top 48 municipal and city LGUs will each receive similar
grants amounting to P1 million. On the other hand, 10 irrigators associations will each receive projects worth P1 million while three small water impounding systems associations will each get P500,000 as projects. All over the country, 500 extension workers will get incentive of P20,000 each. (PIA)
for road-rehab project T HE province has received a Road Rehabilitation Project from the national government through the Department of the Interior & Local Government (DILG) amounting to P60 Million. This infrastructure project, according to SP Member Atty. Arvin Dexter Lopoz, is packaged with the Seal of Good Housekeeping awarded to Compostela Valley. Provincial Planning & Development Officer Romeo Celeste shared that the Seal of Good Housekeeping is awarded by the national government to LGUs excelling on transparency mechanism in good governance and financial management. It can be recalled that Governor Arturo T. Uy and the 11 Municipal Mayors first received the award in 2011 with a Performance Challenge Fund worth P3 Million for the province and P1 Million for each of the municipality. In 2012, ComVal again received same national recognition with a much bigger amount of Perfor-
mance Challenge Fund worth P7 Million and is used to support for the water system projects in the province’s barangays. Added to it is the P60 Million given through the DILG intended for the Rehabilitation of Bukal-Panoraon Road. The fund is from the Office of the Presidential Adviser on the Peace Process (OPAPP) of the Department of National Defense (DND) under the “Payapa at Masaganang Pamayanan (PAMANA) Program. On September 11, 2013 a resolution to adopt the drafted MOA between the PLGU and DILG for such purpose was passed by SP Member Lopoz and was unanimously adopted during the 11th Regular Session of the Sangguniang Panlalawigan headed by Vice Governor Manuel E. Registration is now ongoing for participants both here and abroad as organizers set the 1st team captains meeting on November 15 at the Negros Occidental Golf and Country Club. The event set February 2014 will open with the seniors event to be capped by the regular men’s tournament. Defending champion Cebu Country Club will seek a three-peat victory after winning the men’s regular title last year at its home course, while Canlubang will aim to win an 8th seniors championship trophy in the event organized by Asia’s first airline and Philippine flag
carrier. Last year, 95 teams including 53 from abroad, played in the Seniors event while 75 squads (including 32 international) fought it out in the Regular tournament. Meanwhile, the talented young golfers from Manila Southwoods Masters in Cavite are touted to win a third straight crown in 8th Philippine Airlines (PAL) Ladies Interclub slated October 23-26 at the Rancho Palos Verdes course in Davao City. Representatives of 24 squads, including two from faraway Australia, flew to Davao recently for the 1st team captains meeting for the ladies tournament. EN Norton, who in the course of 12 hard-fought rounds in 1973 was transformed from an unknown heavyweight into one of the most famous boxers in the world by virtue of a victory over Muhammad Ali, died Wednesday in a Las Vegas care facility. He was 70. Norton was a thickly muscled ex-Marine who had little notoriety when he faced Ali on March 31, 1973, at the San Diego Sports Arena. But Norton broke Ali’s jaw in the second round and went on to earn a split-decision victory that would define him as one of his era’s greats. The Seventies were a golden age for heavyweights, with legends such as Ali, Joe Frazier, George Foreman and Larry Holmes among many others competing at a high level, and Norton fit right in with that group.
Ali beat him in a hotly contested rematch later in 1973, and after the fight was singing Norton’s praises. “Norton is a better fighter than any other fighter I’ve fought, except maybe Joe Frazier,” Ali said. Gene Kilroy, Ali’s former business manager, was a good friend of Norton’s and visited him at the Veteran’s Administration hospital in Las Vegas two weeks ago. He said Norton was unable to speak, but loved seeing the boxers that Kilroy brought to visit. “He was a good guy and an outstanding fighter,” Kilroy told Yahoo Sports. “I can tell you this: Ali had tremendous respect for him. He had that awkward style, where he’d shoot his jab up from the waist, and it was very unusual. Most guys throw the jab from the shoulder, and that always gave Ali trouble.”

Football stars Phil, James, Chad join fight against child labor P
HILIPPINE football stars Phil and James Younghusband conducted a football clinic for around 200 poor children to join the worldwide fight against child labor. Dubbed the “Lakas-Sipa para sa Batang Malaya,” the football clinic on Tuesday at the Emperador Stadium in McKinley Hill is part of the worldwide campaign against child labor initiated by the International Labour Organization (ILO), which aims to end “the worst forms of child labor” by 2016. “We need to support FIGHTING CHILD LABOR.
