UTHORITIES have identified another “person of interest” as one of the suspects in the bombing of SM City Davao Cinema 1 the night of September 16 based on the latest update of the investigation. City police director Sr. Supt Ronald dela Rosa, who heads the Special Investigation Task Force Group of the twin bombings of SM City Davao Cinema 1 and Gaisano Mall Cinema 5, said that the third person has been considered as a suspect based on information disclosed by cinema workers. He kept coming back to Cinema 1 earlier before the incident happened

and wanted to know if there were many moviegoers inside, a cinema worker told police. Police detain Proposed new parking fake recruiter ordinance hits a snag A

21-year-old is detained at the San Pedro police station for illegal recruitment of 19 teenagers from Davao Oriental to whom he promised jobs in a hotel here. P/Supt. Joel Consulta, chief of the San Pedro police precinct said they will file an illegal recruitment case against Mark Joseph Evaristo of Mati City, Davao Oriental based on the complaints of Rexy Quinod, 21, resident of Caraga, Davao Oriental and 18 other victims. Evaristo was apprehended by the police inside his apartment in Bacaca, Bajada Monday evening. On September 10, Quinod, his brother and

the other victims came to Davao City to see Evaristo who had promised them jobs at the Park Inn By Radisson Davao . He said that their parents borrowed money from neighbors to pay Evaristo who was supposed to secure their requirements for employment. Evaristo, interviewed at his cell, said that he had spent the victims’ money and promised to pay them back. But Quinod and the others said they would pursue the case against the suspect. Meantime, their problem is where to find temporary work so they could save money for their transportation back home.

HE proposed new parking ordinance authored by councilor Bonifacio E. Militar yesterday hit a snag after city treasurer Rodrigo Riola admitted that a comprehensive study is still needed to determine the viability of its implementation. “I think we need to come up with a comprehensive feasibility study. To me this is the best and right thing to do so that all the agencies can help craft the ordinance,” he told the city councilors during the regular session.

“If the City Treasurer’s Office alone, its implementation will not be successful. It has to complement with other enforcement agencies or else it will suffer the same fate as in the past,” he said, referring to the existing ordinance which has not been fully implemented due to lack of parking fee collectors. Riola said the existing parking fee ordinance passed in 1990 provides for the hiring of 180 parking fee collectors, most of whom were later absorbed as plantilla personnel

with the position of ticket checker. But these ticket checkers are now detailed as collectors or inspectors in various businesses, including public markets and cinemas. Riola said the transfer of assignment of ticket checkers from the field to offices started when personnel got intimidated by motorists who either refused to pay the parking fee or insisted on parking outside the designated areas. “Just imagine the diffi-

Fresh fighting between AFP, BIFF erupts anew in Cotabato

ANILA, Sept. 24 (PNA)-Units from the Armed Forces of the Philippines (AFP) and the Bangsamoro Islamic Freedom Fighters (BIFF) engaged in fresh fighting in Tulunan town, Cotabato Tuesday early morning. This took place after BIFF released 13 hostages earlier. AFP deputy public affairs chief Major Angelo Guzman maintained that the safety of civilians will be their priority. Earlier Tuesday, Philippine Army 7th Civil Relations Group commander Lt. Col. Harold Cabunoc said the BIFF

released at least 13 civilians the group abducted in Midsayap in Cotabato on Monday. P15 million infrastructure development budget would speed up and make more convenient transactions with the Land Transportation Office (LTO) Region 11. LTO 11 Assistant Regional Director Macario B. Gonzaga in an interview with Edge Davao yesterday bared that any time next week, the construction of the P5 million worth new Law Enforcement and Traffic Adjudication Section (LETAS) building would start in Ecoland, and is expected to be finished in December this year. He said the building will house the operations division, including the re-

claiming of apprehended licenses, new and renewal of registration, and stocks reports. Another infrastructure development is the P4 million worth gym-type multi-purpose building in Ecoland now under construction and is expected to be finished by the end of September. In Digos City, LTO 11 also has a P2 million infrastructure project for the perimeter and rehabilitation of the district office there, likewise, another P2million infra budget for Mati City district office for fencing and rehab. LTO 11 has also budgeted P2 million for its Tagum City district office param-

P552,820,416. For January to July 2013, they collected P389,475,542, which is a 4.23 percent increase from P373,664,476 in the same period last year. Gonzaga said he expects to surpass the 2012 P597,979,762 collection by about 5 percent, and is confident to hit it, and that because of the “new infrastructure development, the employees of LTO 11 will have a more work-conducive atmosphere and more convenience for clients transacting their business with us.”

O bail was recommended for a 28-year-old man accused of raping his niece, 6, last September 15 in Brgy. Magwawa, MarilogDistrict, Davao City. Prosecutor Lady JurisRatunil- Zozobrado has charged AmelRotarte for statutory rape after the victim and his father filed the complaint against him. Rotarte, now detained at the Marilog police station, was arrested after the father of the victim reported the incident to the police on Sept. 16. Based on the affidavit of the complainant (father), at around 4:00 p.m. of September 15, he was

looking for his children at their grandfather’s house when he heard a noise inside a bedroom and saw Rotarte molesting his daughter. “I peeped through a hole in the wall and was shocked by what I saw,”the victim’s father said. The enraged father barged into the room and kicked the cowering nakedRotarte twice before rushing out of the house with his daughter. The victim was given a referral for her medico-legal examination at Southern Philippines Medical Center. Rotarteand the victim’s family are neighbors.

BIFF frees remaining hostages F

OURTEEN persons who were reportedly abducted Monday by members of the Bangsamoro Islamic Freedom Fighters (BIFF) in a remote village of Midsayap, North Cotabato were released early morning of Tuesday, an official said. Gov. Emmylou Talino-Mendoza said the hostages, nine teachers and five barangay officials, were released following negotiations led by Provincial Board Member Kellie Antao. The victims underwent a debriefing and medical checkup in a government hospital in Midsayap. They were abducted in Barangay Malingao on Monday when BIFF rebels launched simultaneous attacks on military outposts in Malingao, Polonguguen and Rangaban. The teachers were identified as Dioden Camiros, Annamrie Corpus,Josefina Galvez, Hydie Marcelo, Pairosa Mohaiden, Lily Postrado,Geraldine Yunting and Tuday Zainal. The barangay officials were identified as council members Norodin Delan-

galen, Payag Bulongan, Abdulkareem Duman and Inggi Abdul and barangay secretary Tex Managsa. The BIFF rebels had earlier held 19 persons, mostly elementary school teachers, the military said. Five of them were released Tuesday night. Meanwhile, the number of families displaced by the clashes between government troops and BIFF rebels rose to 2,000 on Tuesday morning.

In a text message, Capt. Antonio Bulao, spokesperson of the 602nd Infantry Brigade said 11 rebels were killed and three others were wounded as clearing operations continued. Three government soldiers were killed and one was wounded, Bulao said Police said at least 100 rebels launched the attacks in different villages. RDC-12 to finish reorganization next month T HE Regional Development Council (RDC) of Region 12 is targeting to complete by next month its ongoing reorganization process, an official said. Arturo Valero, acting RDC-12 chair, said they expect the formal appointment before the end of October of the council’s new chairperson and co-chairperson, who will be holding office for the next three years or until 2016. He said the reorganization, which started in July, was based on the provisions of Executive Order (EO) 325, series of 1996,

that sets the mandatory reorganization of all RDC’s in the country. Region 12, which is also known as the Soccsksargen Region, comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. Valero, who is also the regional director of the National Economic and Development Authority (NEDA) Region 12, said the council has nominated three key officials in the region -South Cotabato Gov. Valero said the appointment of the new RDC-12 chairperson and co-chairperson will be made by President Be-

Governor Rodolfo del Rosario stressed during the 7th Pag-asa Youth Association Socio-Cultural and Sports Competition held recently in Capitol, Tagum City that the young people do not have to wait for the future to realize what it means to be the hope of the nation. “As our young leaders, you can do great things for our nation’s present,” the governor said. “Let us not wait for tomorrow for you to use your potentials and make a difference in the society’s today,” he added. Del Rosario also emphasized that it is the purpose of the association to promote the participation of the youth in development. “I hope that as you continue to nurture your potentials with this organization, you keep on track with that purpose,” he said in his message. The Provincial Government organized the competition with the theme, “PYAP: Tara! Makiisa, Makilahok Para sa Kaunlaran ng Bayan.”

Provincial social welfare officer Arlene Semblante said the theme should remind young people to keep up and always participate in all developmental activities. “That we want them to be involved,” she said. In so doing, the Provincial Government is organizing leadership workshops, livelihood trainings, and conventions to promote unity among the youth. Semblante said these are all aimed at youth empowerment. Conversely, newly elected PYAP Federation President Gilbert Lagod from Kapalong, who took oath along with other officers during the event, also aimed the same when asked of his plans for the federation in his three-year term. Lagod said, aside from pushing for the continued conduct of leadership and livelihood training, he plans to reinforce youth empowerment by focusing on the strong organization especially of the out-of-school youth in the province. OCAL tourism players are still confident the recent unfortunate events will not greatly affect the local tourism industry. City Councilor Al Ryan Alejandre, committee chair on tourism and beautification of the City Council, yesterday disclosed representatives from the private sector, Department of Tourism, the City Tourism Office and other local officials recently met and discussed ways to counter the effects of the twin blasts in the city, also taking into consideration

the situation in some parts of Mindanao. Speaking during the weekly television program of Vice Mayor Paolo Duterte, “Pulong-Pulong ni Pulong,” Alejandre also said that measures on how to prevent the cancellation of events or conventions lined up in the city. “We in the tourism sector are trying our best to maintain our stable peace and order condition in the city,” Alejandre told members of the media present during the weekly forum at the Sangguniang Panlungsod. He added

that no major event has been cancelled, postponed or moved as of yesterday. The Department of Tourism, Alejandre also bared, is still pushing for Mindanao as a tourist destination and a frontline in promoting the Philippines. A tourism-related summit intended to further promote Mindanao is currently taking place in General Santos City. The Philippines will also be joining the World Travel Mart in London on November to promote the country. Davao City,

according to Alejandre, will be represented during the international tourism event. “We need to put in a positive note to promote areas in Mindanao,” he said. “And we have to do this because of what’s happening in our place,” Alejandre stressed. Alejandre also urged the public not spread false information and not to exaggerate the current situation in Mindanao, especially in the city, fearing of a backlash and could have negative effects on the city’s tourism. BS-CBN’S current affairs TV program “My Puhunan” will bring to the fore the success story of self-made Cebuana entrepreneur and GT Cosmetics founder Leonora B. Salvane today, September 25, starting at 4:15 pm. Salvane, in this particular program episode, tells broadcast journalist and “My Puhunan” host Karen Davila about the transformation of her soap-making business into what is now a burgeoning GT Cosmetics Manufacturing company. Salvane’s story began with an answered prayer in 1994 in the northern town of Liloan, Cebu. With a P500 capital, Salvane began making bars of papaya and carrot soaps in her kitchen, using only baking pans for molds. A timely executive order

AVAO City Mayor Rodrigo R. Duterte has issued an executive order directing all mall operators in the city to provide their establishments with an adequate security system. The executive order, dated Sept. 20, specifically directs among others mall operators to install high definition closed circuit television (CCTV) cameras at eye level of a person of average height. The EO also orders mall operators to see to it that every individual entering the establishment be subjected to bodily search and inspection, particularly those wearing caps and sunglasses. The installation of CCTV cameras positioned at the entrance and exit areas of mall cinemas, including hallways, is likewise ordered. Content with good reasons

EMPORARY BREATHER – The Aquino administration is currently keeping a close check on issues related to oil imports because the country has for months been resigned to the fact that prices of gasoline, diesel fuel and other refined petroleum products rose at accelerating pace. And the Philippines would remain always unprotected from price variability because of its heavy reliance on imported oil products. Nonetheless, at this stage the present dispensation, captains of trade and industry, and in particular the transport sector are gratified and with good reasons. The Philippines has so far weathered the oil price crisis as a result of a series of oil price roll back during the past weeks. Just the other day oil companies reduced prices of their products. A cut of P0.90 cents per liter for diesel fuel, P0.70 cents for gasoline and P1.00 for kerosene and the prices of gasoline right now is down to P54 per liter for unleaded, P55 for premium and P45 for diesel. Some private economists and government financial analysts believed the series of oil price roll back might seem especially soothing to top government executives because of the softer and lower oil prices in the world market. Of course, even if the positive impact of the low prices of oil products on commercial and industrial activities may lead to improving the economic growth of the country, it may however not last for long. Other noted economists and financial managers are more unenthusiastic still, predicting that the series of oil

price roll back is only a temporary consequence of the price fluctuation in the world market. Furthermore, it is also widely believed that the government will have no choice but to move every able body it can – meaning the country’s working population to the most competitive and productive ways possible while the prices of oil continues to drop radically in the days ahead. Still, it might get harder to muddle through in the future, since there are indications that the most important thing to watch is the unprecedented oil price increases dictated by the oil-producing countries. All of which means that we always have to be prepared and remain alert at all times, because even boosted by lower prices at this point, prices of fuel products are expected to increase on or before the last quarter of the year. It already happened in the past and there’s no reason that it won’t happen again in the days or months ahead. Right now, the series of price roll back has taken center stage just like when prices likewise skyrocketed to undetermined level. While the country’s oil companies particularly the so-called “Big Three”- Petron, Shell and Chevron reported with assurance that more

price roll backs are expected in the days ahead, government on the other hand should not take the assertion as a permanent commitment. Many economists and business analysts predict that the series of oil price roll back will slow down or stop anytime soon. Government therefore should not let its guards down because when the series of price roll back are over, we will be back again to a vicious cycle of oil price hike. So what kind of assurance the powerful oil cartel is bragging about? We always have to bear in mind there is no such thing as a never-ending oil price roll back and government should treat the current pricing trend as a temporary breather to map new strategies anytime prices of oil products would continue again moving upward. If that happens anytime soon, there’s nothing we can do about it because we are perennially dependent on oil imports. In the same circumstance, there is a widespread public disenchantment when prices of fuel remain high, which is of course, always been the case. Surprisingly, though, when there’s a price roll back they are extremely quiet particularly those blabber-mouthed leaders and spokespersons of several transport groups. But if ever they’ll voice out something, they will only have to tell the energy people that “the roll back is not enough” – their preferred line of argument. It is just a pittance compared to the previous oil price increases, which goes to show that their petition for a fare increase is not a losing proposition.

ing friendly, giving, and accommodating. Needless to say, that trip humbled me. I have been to all the regions of Mindanao (except ARMM) at least once since then, and the awe I felt on that first trip is the same level of emotion that I got in each of those visits. The region is just so darn beautiful. The lushness of the land is unbelievable, and this is coming from someone who grew up in an agricultural area. The people are amazing. I don’t think I’ve met anyone from there who isn’t warm, open, and without pretensions. I might risk romanticizing the region, but I can’t help but be amazed by it. It’s actually ironic that the place where I thought was filled with conflict would actually be where I would feel most at peace. I’m not saying that Mindanao is perfect, because it isn’t. I’m also not saying that those stories of conflict in the region aren’t true, because it does happen. In fact, during that fateful trip in Sultan Kudarat, I got to hear firsthand accounts of people’s experiences of getting inadvertently getting involved in armed encounters. I even learned in my travels to the region that there were different types of conflict in the area. All the while, I thought that most of the clashes there were orchestrated by the same groups over and over again (you know, the groups that are always being reported on in the news).

‘Typical’ Mindanao and our personal mindtraps

IKE most people from Luzon (and maybe at least some from Visayas), I grew up believing that the whole of Mindanao is pretty much an entire conflict zone. I never even imagined that I would find myself there. First, because there was no reason to. Second, because I told myself I wouldn’t put myself in unnecessary danger. After all, my image of Mindanao then was that it was a dangerous, scary place - you risk your life every time you put a step out of the door. Yet find myself there I did. I remember the first time that I went there. It seems like it was such a long time ago, but in fact, it was just the middle of last year. I had my job for a couple of months when the invitation for me to visit one of our areas in Sultan Kudarat came. Being someone who loves to travel, I felt excited about the thought of visiting a new place. Even so, while I wasn’t as naive as I was when I was a kid, I still couldn’t shake off the anxiety I felt. I was going to Mindanao. I was going to visit the heart of what I thought was the Philippines’ version of the dark continent. I wouldn’t say that I was a bundle of nerves while I was on the plane going to General Santos City, but I wasn’t completely calm either. When I got off the plane and headed out the airport, my anxiety went up a bit more, because I saw that some of the airport guards were carrying high-caliber firearms. “Do they

It was only when I was in the car and on the way to the office that I slowly began to realize that the Mindanao in my head was different from the Mindanao I was in. The land’s fertile, if the green surroundings were any indication. Despite the number of vehicles on the road, the area’s clean, not like the polluted feel of Manila. To top it off, the place was just so quiet. Slowly, I began feeling ashamed of myself. Here I was, already in my mid20s, and I judged Mindanao even before I got to see how it actually was. The feeling of shame intensified when a colleague in the office smirked at me and asked, “Hindi ito iyong pagkaka-imagine mo sa Mindanao, ‘no? [This wasn’t how you imagined Mindanao to be, right?]” I couldn’t help but nod. At that point, I thought that my eyes have already been opened to the reality, but I was wrong. When I got to Sultan Kudarat, I got to meet some of our partner beneficiaries, and they were the nicest, warmest people I have ever met. They might have been part of the rural poor, but that didn’t stop them from be-

Friends and enemies in Zambo war

T

O SOME of us looking at the war in Zamboanga City from a certain vantage point, it seems like it was a very bad idea for city officials there led by the mayor herself, to carry their prejudices against the Moro National Liberation Front too far. Several attacks and conflicts in the past started by this aggressive MNLF faction led by Chairman Nur Misuari in that city were probably offshoots of these prejudices--- the stance taken by city officials against this group, when an open line of good communication and good public relations with them would have softened Misuari’s stand against this “city of flowers”. This may sound naïve to some with more intelligent views on this issue, but we can’t seem to understand why most of the MNLF factions all over the Mindanao (after the peace agreement with the government during the time of former President Fidel Ramos), are friendly with all local city and provincial officials, all the police force and the Armed Forces in such cities and provinces of Davao, Cotabato, Iligan, Cagayan de Oro, General Santos, Butuan, etc where all MNLF members are welcomed and lived peacefully with the populace. In Davao City, Mayor Rodrigo R. Duterte and Misuari are close friends and constantly in touch with each other. The MNLF are allowed to conduct rallies like any other organizations, wear their uniforms and even raise their red flag at the public plaza in front of City Hall, as long as they don’t bring firearms with them. A march rally for “independence” to Zamboanga City was requested by Misuari but was turned down obviously because city officials don’t trust his Sulu-based faction whose commander also figured in several conflicts in the city, from hostage-taking to street battles with army soldiers in the city in the past. It was unfortunate because both city officials and the MNLF group can be friends if they wanted to be--- but it’s too late now. It seems, because the almost two weeks of battle between Misuari’s forces and government forces left behind so many dead, wounded and part of the city razed to the ground, littered with empty shells of armalite bullets, rocket grenades and mortars. Like many of us watching this conflict on television, it’s easy to blame this war on the government’s side-stepping (some say ignoring) Misuari in the ongoing peace talks with the Moro Islamic Liberation Front, which ironically was just a faction of MNLF. We’d all say this is simply a case of “kulang sa pansin” (lack of attention) for Misuari and he’s doing it to draw attention to his group which had been underestimated by two governments (Erap Estrada and Gloria Macapagal-Arroyo) in the past. Making protest rallies to call the government’s attention would have been a decent thing to do for this Misuari-led MNLF faction, but it’s not just an ordinary protest group, it’s a real army with modern weapons of warfare ready to fight this government to get what they want---- independence. Ailing BlackBerry agrees to $4.7 billion buyout T

ECH pioneer BlackBerry has made a last roll of the dice and agreed to a probable $4.7 billion buyout by a consortium planning to take the struggling smartphone maker private. BlackBerry was once a leader in mobile tech but has been squeezed by rivals Android and Apple, which coincidentally announced record sales of its latest iPhone on Monday. The Ontario-based company said it had signed a letter of intent with a group led by Fairfax Financial Holdings Limited, which has offered to acquire the company. Fairfax, a Canadian firm headed by billionaire Prem Watsa, is already BlackBerry’s largest shareholder with approximately 10 percent of its shares. Watsa resigned from BlackBerry’s board in August when it announced a search for a suitor. Watsa said the sale “will open an exciting new

private chapter for BlackBerry, its customers, carriers and employees.” “We can deliver immediate value to shareholders while we continue the execution of a long-term strategy in a private company.” Ironically, the announcement came on the same day that Apple said it sold a record nine million iPhones in three days after launching two new versions of its smartphone last week. Under the proposed BlackBerry-Fairfax deal the consortium would offer $9 for each outstanding share, and Fairfax would contribute its own shares in the transaction. BlackBerry said its board supports the plan. A firm deal, once due diligence is completed, is expected by November 4. It also hinges on the consortium obtaining financing. Microsoft unveils two upgraded Surface tabs M ICROSOFT unveiled two new versions of its Surface tablet on Monday, renewing its efforts in mobile computing after the product’s launch a year ago failed to impress consumers. The Surface 2 and Surface 2 Pro have “significant updates, including improvements to processing power and battery life,” Microsoft said at a New York launch event. The changes represent “the revamp we need,” vice president Panos Panay said, as he presented the new tablets to reporters. The launch is Microsoft’s second stab at gaining ground in the growing tablet market. The Surface, released last year, failed to make a dent in a market dominated by Apple’s iPad and various devices using the Google Android operating system. Microsoft markets the device, which comes with a kickstand and optional keyboard, as a substitute for a tablet with much of the functionality of a per-

sonal laptop computer. Yet the device failed to get more than a two percent share of the global tablet market, according to analysts. TLANTA (AP) -- Tiger Woods always has been measured against Jack Nicklaus and his 18 majors, and most recently Sam Snead and his 82 PGA Tour victories. Now he’s being measured against himself. And it’s not a fair fight. The PGA Tour sent out its awards ballot Monday to those players eligible to vote. The winners are to be announced Friday. Woods should be a lock for player of the year, provided he is measured against the other four names on the ballot instead of the previous seasons when he won the award. He won five times this year, and the only tournament that could be classified as a medium-strength field was at Torrey Pines. Woods won two World Golf Championships, at Doral and Firestone. He won The Players Championship on perhaps his least favorite course on tour. And he won Bay Hill. The world ranking points he earned from those five wins alone were more than any player has earned all year except for Henrik Stenson. But he didn’t win a major, the very standard by which Woods measures a great season. And there was nothing particularly memorable about his wins, except that two of them were on a

Monday and all of them were on courses where he had won before. In fact, Woods couldn’t even remember where he won. It was a harmless oversight, but no less amusing, when Woods last week at East Lake put himself down for winning Memorial instead of Torrey Pines. Nice problem to have. Woods already has won the award 10 times. His record this year is worse than every season he won the award except 2003. So this has been a great season by any other comparison except with himself. Three of the last four winners did not win a major. Luke Donald won in 2011 with only two victories, one of them at Disney. He also won the money title and the Vardon Trophy, and his win at Disney was one of clutch performances. Needing nothing short of a win to be the first player with money titles on both sides of the Atlantic in the same year, he birdied the first six holes on the back nine and shot 64 to do just that. Jim Furyk won in 2010 with only three victories and one other significant trophy - the FedEx Cup. Phil Mickelson won the Masters that year, but the other majors went to players who weren’t even PGA Tour members at the time (Graeme McDowell, Louis Oosthuizen, Martin Kaymer).
