T all boils down to economics. Mindanao Business Council chairperson Vicente T. Lao believes the war between rebel groups and the government can end through economic solutions. Lao, speaking at the Ateneo de Davao University’s High Summit on Security Sector Transformation and Prospects for Post-Conflict Philippines forum yesterday, said that by eliminating poverty there would be no need to recruit people to join rebel forces in their war against the government, thereby protecting the investment of businessmen. He said that there are impoverished people, especially in the hinterlands of the region, who would join rebel groups for a few thousand pesos for sustenance.

But if investments pour in to these areas, there would be more jobs, more businesses, thus incidence of poverty will be minimized and there would be no need for rebellion. “The government does not even have to invite businessmen to invest in the region, as long as they know that their businesses will be protected and investments will be pouring in,” Lao said. “If you (government) cannot help businessmen, you can’t expect the businessmen to support the government.” He also brought up the issue where there were four incidents in two months when construction equipment and vehicles of his company were put to the torch by communist rebels (New People’s Army). AVAO City Mayor Rodrigo Duterte has ordered all shopping malls, and commercial centers operating within the city to install, operate and maintain high end and high definition closed circuit television cameras as one of the measures to improve public safety. The recruiter, Mark Joseph Evaristo, 21, of Mati City, Davao Oriental, allegedly promised jobs in a hotel to 19 of his provincemates who reportedly gave him money to pay for certain requirements. Cops kill ex-con in a shootout

A
42 year old ex-convict man was killed in a police shootout with police yesterday morning on Quezon Boulevard. P/ Supt. Antonio Rivera, chief of the Investigation Detection Management Branch (IDMB) of the Davao City Police Office (DCPO) identified the fatality as Fernando B. Lascanas of No. 36 Jacinto St., Barangay 21. Rivera, along with SPO3 Jeffry Bangcas and a team, had gone to the area following complaints that Lascanas, armed with a .45 caliber pistol, had been harassing his neighbors.
Confronted by the police team, Lascanas reportedly resisted arrest and instead drew his gun. In the ensuing shootout, the former convict sustained several gunshot wounds in the body which resulted to his death. Recovered from the scene were one .45 caliber pistol and a magazine. The police had earlier received a call from a person who challenged them to apprehend the troublemaker. Rivera said that the suspect had been involved in illegal drugs along with a certain Zaldy Verano, also an ex-convict.
ITH the Zamboanga City crisis stand-off now on its 17th day, the Armed Forces of the Philippines (AFP) reported that four Moro National Liberation Front (MNLF) fighters were killed while another 36 surrendered to military forces conducting clearing operations in Barangays Sta. Barbara and Sta. Catalina Wednesday morning. Philippine Army 7th Civil Relations Group commander Lt. Col. Harold Cabunoc said these occurred around 10:30 a.m. He added that 23 high-powered firearms were seized in the encounter.
One soldier was killed while another one was reported wounded in the firefight. Troopers responsible for these successful operation are the AFP’s Light Reaction Battalion, Special Forces, 44th Infantry Battalion and the PNP-Special Action Force. Cabunoc placed the number of remaining MNLF fighters at “five to 10” with MNLF commander Habier Malik included. The latter refused to surrender. HE Department of Interior and Local Government (DILG) 11 is planning to go into online video-conferencing to connect provincial offices. DILG 11 regional director Francisco Jose yesterday told Edge Davao that having the technology is one of the goals of DILG 11 after being able to duplicate DILG 8’s paperless transactions.
He said, they have started a protocol of the online video conference technology with the Local Governance Provincial Resource Center (LGPRC) of Mati City last June, however, the internet connection there is not yet that fast. This project would also require ample space in each provincial office or the equipment needed for this online video
conferencing technology, he said. Last year DILG 11 was able to duplicate the paperless transaction of DILG 8 with the assistance of some of their colleagues from Tacloban City to set up the technology in their Dav ao office. Jose used to be assigned in DILG 8 before becoming the regional director of DILG 11 in
October o;f 2011. He said, DILG 8’s paperless transactions reduce the cost of sending documents to each provincial office, it is also more convenient, faster. These are some of the major projects of DILG 11 that Jose would like his constituents to remember him by as he looks forward to his mandatory retirement on October 10 this year.

Rice harvest season starts “R
ICE harvest has already been started thus, the supply of rice in the local markets will increase and eventually the price is expected to go down in the coming days.” This was barred by Agriculture Secretary Proceso J. Alacala as he graced the harvest festival celebrated in barangay Mabuhay in Bansalan Davao del Sur last week. A total of 30 hectares of rice fields were harvested during the celebration, which is part of the series of harvest festivals that are being celebrated all over the country. Alcala said the harvest festivals in rice producing areas of the country signify that the rice supply in the Philippines is more than enough for the Filipino consumers thereby less rice importation is needed. He said the department has been accused of the irregularities of 205, 000 metric tons imported rice last year. “Those
who just simply eat are those who complain the most,” he said. He reported that during the previous administration the country imported a total of 2.4 million metric tons. “But now, we only imported 200 metric tons because we are now leading to being rice self sufficient country. This would mean, we need not to import rice anymore,” Alacala said. He also qouted President Aquino saying “Ang bigas na isasaing ni Juan dela Cruz ay dito itatanim, dito aanihin at dito sasaingin.” Alcala also showcased the use of the 2-in1 auto unloading harvester equipment that can finish harvesting five hectares of rice field per day. HE General Santos City Council is pushing for the lifting of an order issued by city government last year that practically banned any development activity at the planned 80-hectare campus of the University of Santo Tomas (UST) in two villages. In a resolution, the council asked City Mayor Ronnel Rivera to re-examine and decide on the cease and desist order “prohibiting the introduction of further improvement” within the development area of the UST campus in barangays Ligaya and Katangawan that was issued by the City Planning and Development Office (CPDO) in March 2012. The CPDO issued the order due to the reported failure of UST to seek proper permits and clearances for the initial improvements and structures that it constructed within the area. The resolution, which was passed on joint sponsorship for its third and final reading at the council’s regular session on Tuesday, cited that the Manila-based univer-
sity has been planning to embark on several multi-million peso projects in the city, among them the establishment of an agricultural research institution and a medical school. It said the establishment of the UST campus will “spur economic growth and further development of the city.” The move would offer equal distribution of development efforts and investment opportunities in the area, the measure said. The council pointed out in the resolution that the economic gains that would be realized should the UST be allowed to put up their project in two barangays are exceedingly far beyond what the area presently benefits from the coconut trees planted there. “The establishment of the said project would afford not only the constituents of the barangays and the city but also throughout the Mindanao region of prime and high standard agricultural and medical education due to its immediate accessibility and proximity,” it said.

Modern agri trading center to rise I
N a bid to expand the market prospects of its agricultural products, the municipal government of Tupi in South Cotabato is planning to develop a modern trading center or “bagsakan” in the area within the next two years. Tupi Mayor Reynaldo Tamayo said Wednesday they are presently drawing up the initial plans for the construction of the proposed agricultural trading center, which will include market and storage facili-
ties for various local products. He said they have allocated an initial P2 million for the construction and development of the trading center, which will be assisted by the Department of Agriculture (DA) in Region 12. “DA-12 initially committed to provide the storage facilities for the trading center,” the mayor said. Zaldy Bolon, DA-12’s acting operations chief, said the agency is fully sup-
porting the project as it will complement its delivered projects and investments in the area. This year alone, he said DA-12 has already delivered around P14 million worth of farm machineries and infrastructure projects to farmers in the area. He said these initiatives include a farm-to-market road rehabilitation and concreting project worth around P11 million and new farm machineries and equipment worth P3 mil-
lion. He said the road project, which was implemented through the World Bank-supported Mindanao Rural Development Program, covers 4.10 kilometers of a road network that links agricultural production areas in Barangay Polonuling to the local markets. The project was completed during the first quarter of the year and is now benefiting hundreds of farmers in the area, he said. [PNA]

Electronics back imports expansion in July 2013 M
ERCHANDISE imports grew by 8.7 percent year-on-year to US$5.5 billion in July 2013 as notable gains from electronic products were seen in the period, according to the National Economic and Development Authority (NEDA). The import value of materials/accessories for the manufacture of electrical equipment went up by 119.9 percent in July 2013, boosting the 34.9-percent growth in semi-processed raw materials. “This reflects the broadly upbeat prospects for the country’s export-oriented electronics industry for the remaining months of 2013. Also, this is backed by the consensus ex-
pectation of moderate growth in the global sales of semiconductor for the year,” said NEDA officer-in-charge (OIC) and Deputy Director-General Rolando G. Tungpalan. Electronics exports also recovered in July 2013 with an annual growth of 11.2 percent after a series of contractions since December 2012. Overall, imports of raw materials and intermediate goods grew by 34.7 percent and consumer goods by 2.1 percent. “The higher imports of raw materials and intermediate goods mirrored the positive outlook of businesses in the third quarter of 2013. Moreover, this is a result of an expected acceleration of the overall business
activity growth momentum in the fourth quarter of the year,” the NEDA official said. Overseas spending for durable consumer goods grew by 14.2 percent in July 2013. These include passenger cars and motorized cycle (13.3%), miscellaneous manufactures (18.2%), and home appliances (5.7%). “Based on the latest Bangko Sentral ng Pilipinas’ Consumer Expectations Survey, consumers generally perceived the third quarter of 2013 as a favorable time to buy durable items,” said Tungpalan. Also, the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) reported a year-on-year growth of 8.2 percent in vehicle sales
in July 2013, following a brisk demand for passenger cars and commercial vehicles. Meanwhile, the People’s Republic of China (PRC) continued to be the main source of imported goods since May 2013, with a 13.4-percent share in the total value of imports in July 2013. The PRC is followed by the USA with an 11.3-percent share, Republic of Korea (8.6%), Taiwan (8.5%), and Japan (8.1%) Tungpalan, who is Deputy Director-General for Investment Programming, is OIC of NEDA from September 23 to 27, 2013, while Socioeconomic Planning Secretary and NEDA Director-General Arsenio M. Balisacan is on official business abroad.
All of the distribution utilities and other generation capacities connected to the Mindanao power system are mandated to participate in the IMEM. However, the market is also encouraging the participation of the voluntary load customers through load curtailment or synchronized self-generation. “We are assured of sufficient supply two years from now but in the meantime, we welcome the upcoming operations of Mindanao’s own electricity market to ease up deficiency,” said Mindanao Development Authority chair Luwalhati Antonino. She added that although load curtailment are expected in parts of Mindanao mainly due to scheduled preventive maintenance of the some power plants, the entry of capacities in the IMEM would result to better power outlook, said Antonino. Since last year, many areas in Mindanao such as Zamboanga City and General Santos City were affected with rotating brownouts of up to six- to eight hours. “We will extract every possible source we can find, with the dispatch protocol made fully transparent to all players,” said Petilla, adding that no electricity market will operate without a transparency mechanism. IMEM is also seen as a pilot test for Mindanao’s eventual transition to Wholesale Electricity Spot Market in Mindanao, once generation adequacy is es-
tablished for the island-region. “I am not really too much worried about Mindanao in the long-term because by 2015,
especially in 2016, there will enough power to the extent that there will be oversupply in the region,” said Petilla.
DOE launches Mindanao electricity market T
HE government hopes to bring in additional capacity to bridge Mindanao’s power supply gap as the Interim Mindanao Electricity Market (IMEM) kicks-off commercial operations today, September 26, 2013. At the IMEM launch held here last week, Energy Secretary Carlos Jericho Petilla said that IMEM aims to provide the platform for electricity market in Mindanao, in an effort help to address the island’s supply shortfall. The electricity market is expected to draw in about 100 to 150 megawatts of power, with supply-deficient electric cooperatives likely to buy capacity requirements. “IMEM is not here as a final institution with final rules. It will react according to the needs of the electricity market rather than put out final procedures that cannot be changed,” Petilla said. He added that IMEM is by far the most dynamic way of extracting uncontracted and available power capacities in Mindanao. IMEM is designed to provide an immediate venue for transparent and efficient utilization of additional capacities to address Mindanao’s energy supply shortfall. This commercial electricity market will allow energy distributors to sell power supply from its embedded generators to areas having deficit.

Partners target fast-tracking PHL sewerage, septage management

Quitain. “Since its reconstitution in 2011, WMC has been in the forefront of developing plans, enhancing people’s awareness and implementing projects that will ensure sustainable management of watershed,” the status report stated. Some of the things the council considers as achievements are the crafting of the Watershed Framework, crafting of the Talomo-Lipadas and Panigan-Tamugan watershed plans, massive IEC (information, education and communication) activities covering the 43 barangays in the identified watershed areas, making and installation of the watershed 3D map
at the People’s Park, and “most importantly the initial conduct of ground delineation and marking of conservation areas.” The WMC was likewise able to mobilize financial and technical resources from various government and non-government agencies to support its activities, particularly in conducting ground delineation and demarcation. Earlier, in a resolution, the watershed council requested the SangguniangPanlungsod to also declare Matina, Davao River, Bunawan, Lasang and Tuganay as part of the watershed areas of Davao City and introduce this declaration as amendment to Article 8 of Ordinance No. 0310-07, series of 2007 also known as “The Watershed Code of Davao City.” Under the original ordinance, only eight watersheds have been identified based on the terrain analysis
of Davao City conducted by the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR). The WMC has also been able to organize more than 40 barangay watershed management councils (BWMCs) and its federation, multi-partite monitoring teams, and deputized 40 “bantaybukid” volunteers to report violations of the ordinance. To enhance it capability to manage the city’s watershed and recharge zones, the WMC has joined up with the Bukidnon Watershed Council, the Save Davao Gulf Management Council to form the Davao River Basin Management Alliance. The WMC’s immediate concern is to continue the conduct of ground delineation and marking conservation areas, Agustin said.[AMA]
OVERNMENT and its partners are exploring ways of fast-tracking implementation of the National Sewerage and Septage Management Program under RA 9275 (Clean Water Act of 2004) to facilitate protection from water pollution that’s jeopardizing public health and the environment aside from costing the country billions of pesos in lost revenue and productivity. On Tuesday afternoon (Sept. 24), Environmental Management Bureau spearheaded in Metro Manila discussions with other agencies and the private sector regarding financial, administrative and other challenges to implementing NSSMP as well as respective initiatives for this program. The partners aim to identify as soon as possible mechanisms for fast-tracking NSSMP’s implementation. ”Under the Clean Water Act, all our subdivisions, condominiums, commercial centers, hotels, hospitals, market places and public buildings should already have been connected to the sewerage system by 2010 but the sewerage network itself was so limited in 2004 that for everyone to connect to it within the five years set by law was impossible,” environment chief Ramon Paje said in a speech environment undersecretary Analiza Teh read during the meeting. He raised urgency for fast-tracking NSSMP’s implementation, noting sanitation and sewerage in the Philippines still lag behind despite RA 9275’s enactment. ”Over 20 million Filipinos still don’t have access to proper sanitation and less than 10 percent of the population is connected to piped sewerage,” he said. Paje noted delivery of safe water nationwide ”tremendously improved” over the years with over 90 percent of the country’s population already

WMC status report submitted to mayor T
HE Davao Watershed Management Council (WMC) organized during the watch of former mayor Sara Z. Duterte has submitted a status report to Mayor Rodrigo R. Duterte detailing the council’s strides during its initial years. The council is the policy-making and implementing body of the Davao City Watershed Protection, Conservation and Management Ordinance approved in 2007 by the administration of Mayor Rody during which time the vice mayor and head of the SangguniangPanlungsod was Sara. It was during the time of Mayor Rody in 2008 that the implementing rules and regulations (IRR) of the ordinance was crafted and approved. Later during her watch, then Mayor Sara ordered the WMC activated and its various bodies organized. The status report was

According to RA 9275, sewerage “includes, but is not limited to, any system or network of pipelines, ditches, channels, or conduits including pumping stations, lift stations and force mains, service connections including other constructions, devices, and appliances appurtenant thereto, which includes the collection, transport, pumping and treatment of sewage to a point of disposal.” Sewage is “water-borne human or animal wastes, excluding oil or oil wastes, removed from residences, building, institutions, industrial and commercial establishments together with such groundwater, surface water and storm water as maybe present including such waste from vessels, offshore structures, other receptacles intended to receive or retain waste or other places or the combination thereof,” RA 9275 also reads. “Septage means the sludge produced on individual on-site wastewater disposal systems, principally septic tanks and cesspools,” RA 9275 reads further. Parties at the meeting will conduct further discussions on such concerns to help fast-track NSSMP’s implementation. Citing World Bank data, Paje said water pollution by 2003 cost the Philippines some USD1.3 billion annually. He noted such economic blow hit tourism (USD900 million), fisheries (USD340 million) and health (USD60 million). Paje reiterated his call for LGUs to increasingly help improve sewerage and septage management nationwide. ”I take this occasion to reiterate need for LGUs to show greater initiative in, or to contribute more to, water quality management and improvement as ordained in the Clean Water Act,” he said. NE of the few good things going in the Senate it would seem is that Senator Vic Sotto is pushing for a law seeking to grant 14th month pay to rank and file employees of government and non-government entities. This is bonanza for lowly paid workers who need every centavo they can lay their hands on to tide them over in these difficult times. Sotto wants the 14th month pay to be released not later than December 24, a very significant date for people in this country famous for observing the world’s longest Christmas season. Without fear of contradiction, all Filipino workers will love the Sotto proposal. The man or woman who would reject an extra one month salary has not been born yet. There is, however, a practical view of the proposed 14th month pay. It is that many business establishments, including those capitalized in the billions

The intrepid management of some malls, for instance, are known to be maintaining two sets of payrolls, one showing that they’re indeed giving the 13th month pay, while the other indicates they’re violating the law. It would be ridiculous, therefore, to pass a law mandating a 14th month pay when government continues to fail to enforce the 13th month pay. Besides, what happens to the establishments whilch cannot yet afford to grant a 14th month pay? Won’t they not join the lengthening list of companies which cannot grant the 13th month pay? What’s the use of a law when it cannot be fully enforced? Instead, why not a law encouraging companies to grant regular performance bonuses to those who contribute to the firms’ profitability. And then, maybe a system can be devised for government to consider tax incentives for companies granting such performance bonuses.

Defining moment
SOBERING DEVELOPMENT – Whatever the difficulties confronting the government elsewhere in the country, terror acts pose problems of a different order. In the days following the separate bomb explosions in two cinemas inside the shopping malls in Davao City, everyone from top city officials, police and military brass to the experts on terrorism to coffeeshops and bazaar gossips itself offered opinions on the perpetrators. It might be a terrorist group with supposed links to an international ring; or aa local clone of another terror network; or remnants of a separatist movement; or a noxious combination of all the above. Treat every such opinion as if it carried a health warning. But the plain truth is that some things are already known and Mayor Rodrigo Duterte, the local police force and intelligence service know who are responsible for the atrocities. Authorities maintain they have found concrete evidence to support their claim by positively identifying the two ‘persons of interest’ (POI) and another collaborator, and their affiliate group. In this case, the thing government lacks is not more men but better intelligence and surveillance works. It likewise proved to be a lucky effort for the investigators. The closed-circuit television (CCTV) footages and other relevant sources supplied the vital clues that led to the identification of the culprits. With million bounties for each offender and days of painstakingly trying to connect the dots, Mayor Rody and DCPO officials and men really have a good sense of what was going to happen next and has eventually paid off. The world is getting smaller for the

perpetrators as the intelligence network and police tracking teams right now are zeroing in on them. The latest bomb blasts in the city although were not meant to kill, but to scare can be considered a turning point that would ultimately bolster the cause of the perpetrators. On the part of government, the incident will go down as the defining moment in the war on terror. It’s the civilized world against those who know no bounds of decency. Of course, we’re not trying to put a gloss on a bad day but the bombing incident was a desperate reaction to the real signs of progress in the city. The identification of the POIs allegedly involved in the cinema explosions is a sobering development but authorities should always bear in mind that radicals have learned fast to exploit vulnerabilities. Most urban centers, including Davao City, have had some forms of indigenous terrorist groups. None of the lessons from previous attacks in the city are comforting and intelligence and counterterrorism officials struggled to analyze the implications of the atrocities. Terrorism is like a balloon; squeeze one end, and it expands at the other. Citing this as an example; if the assaults in one area were not by an international terror network, it means that other groups did it. And if those responsible
for the outrage were not the foot soldiers of a secessionist movement, others probably local clones have learned that attacks are not very difficult to stage. They may think they must create mass casualties and damages or risk being ignored by the media. In Davao City, security nowadays has become an obsession. Although officials have ordered to step up police patrol, surveillance and intelligence activities, and introduced high-definition CCTV in all commercial establishments, public areas, main thoroughfares, airport, seaports and transport terminals, they believe they cannot monitor all the events and peoples’ movements throughout the city without the support and cooperation of the citizens. The little secrets among security experts are that free societies and their economies are fragile. Owners of business facilities have feared that a few attacks, indeed even just one, would keep customers away long enough to bring bankruptcy. The financial cost of adequately protecting the thousands of such venues, assuming that was feasible, would put a large dent in profits or tax revenues. As a result the effects of bomb attacks on the economy could be devastating. Defense against bomb assaults is so disproportionately difficult that even setting up costly protection does not guarantee success. The attackers always have the advantage. In such circumstances, civil and security officials cannot just play defense. Security procedures must be strengthened and news dissemination to the people is a must to keep them updated of the peace and order situation in their community.

If you can, please say a small prayer for Mindanao - particularly for Zambo right now because of the continuing crisis - when you get the chance. A breath prayer will do. It won’t cost you anything, and those few seconds that you spare might just help. Most of all, keep your mind - and your heart - open. Instead of simply believing the things being fed you, become more discerning, because some of the things you have heard or read about might not be true. Information is powerful, and it will keep us from jumping to conclusions (wrong ones too, if what we believed was true turns out to be false). We might not be able to do anything about what’s happening there, practically speaking, but at least we can be informed, and in doing so, we break the barriers in our minds that keep us trapped in our own little worlds.
‘Typical’ Mindanao and our personal mindtraps
VEN so, while there’s some truth to some of the news reports, I realized that the way Mindanao is painted by the media is vastly different from what it actually is. I can’t help but feel pain when I hear or read news reports or people talking about how the recent events are “typical” of Mindanao, because these statements tar the region with the same brush that painted it year after year, that same brush that made people like me believe that Mindanao = conflict, and that’s all that matters. It’s not. Today marks Day 15 of the Zambo crisis. Last week, a couple of explosions rocked Davao. A few months back, bombs also detonated in other parts of Mindanao. Just today, armed encounters occurred in North Cotabato. It’s so easy to dismiss these as “typical” Mindanao events, but I honestly hope no
Conclusion one does so. Aside from the fact that none should consider conflict as “typical”, this sort of mindset demeans the region, because it offers so much more than what it’s painted to be. I think most people here in Manila probably don’t pay much attention to what’s happening in the southern part of the Philippines, and it’s somewhat understandable, considering that they don’t live there. We have this tendency to only care about things that directly affect us. Nonetheless, I think it’s high time people stop becoming apathetic about what’s happening in other parts of the country.

For Germany, mum’s the word

F every nation gets the leader it deserves, what would Angela Merkel’s smashing victory on Sunday say about Germany? It would show that Germans are cautious, prefer consensus to confrontation in their politics, and dislike pizzazz in their politicians. They both want a united Europe and despise southern European states that can’t manage their finances. At least, that’s how they are for the moment. (European politics, even in Germany, are febrile these days.) Angela Merkel has achieved a rare fusion with a nation into which she was not born. Merkel is the daughter of an East German, socialistic Lutheran pastor, passionately fond of opera, fluent in Russian and moderately good in English, with a doctorate in quantum chemistry. But, as an approving German woman told the BBC, she is now seen as “one of us.” She’s done it partly through building consensus, which has been her most avidly-sought political choice. She has appropriated center-left positions, like abolishing the German military draft, raising the minimum wage and proposing higher pensions for older mothers. There was also the sudden conversion to the anti-nuclear cause in 2011 and the banning of nuclear power stations. Her recent campaign, everywhere described as bland, appeared to attract rather than repel. When the Social Democratic challenger, Peer Steinbruck, employed his “rough, didactic and not very diplomatic” style against her in debates, he was seen as macho-rude rather than plain-speaking. German fans gave Merkel the nickname of mutti (mom), and who can stand by while someone’s rude to another’s mom? For all that, a close look at the results shows a country almost exactly split between right and left, aside from its affection for Merkel. The combined votes of Merkel’s Christian Democrats/Christian Social Union (CDU/CSU), the liberal Free Democrats and the anti-euro Alternative for Germany party (both of which narrowly fell below the 5 percent minimum that would give them parliamentary representation) runs at around 51 percent. The Social Democrats (SPD), the Greens and the Left party managed 49 percent. Given that Merkel’s anti-charismatic charisma was such a dominant factor, one could argue that the combined left didn’t do badly. With another leader of the center right, they might have won. That fact, and the “grand coalition” between center-right and center-left forecast by most observers, will mean that consensus will be even more emphasized — as will the continued need for austerity. Steinbruck, finance minister to Merkel’s chancellor in the last left-right coalition (2005-9), has said he won’t serve in another such government (though the two got along well enough). His reluctance points to a long period of negotiation, probably leading to a submission by the SPD to the necessity of coalition in the national interest, and under public pressure. The result, and the nature of it, most vividly demonstrates that Germany is the only major European state that is both committed to a united Europe and has a stable polity. Britain, out of the euro, has seen its economy strengthen — but still struggles with a huge debt burden of some 90 percent of GDP, requiring, as the Organisation for Economic Co-operation and Development has it, “further fiscal consolidation…to restore the sustainability of public finances.” To put it another way: more unavoidable cuts.

NBI recommends raps against DOLE executive M
ANILA -- The National Bureau of Investigation Wednesday recommended the filing of criminal complaints against an official of the Dept. of Labor and Employment implicated in the “sex-for-flight” scheme. In the final report of the NBI submitted to the Dept. of Justice, it recommended filing complaints for attempted rape and three counts of abuses against chastity against a male Assistant Labor Attache
assigned in the Embassy of the Philippines to the Middle East. The NBI said this was because of the respondent official’s alleged commission of sexual harassment on three distressed female Overseas Filipino Workers who were seeking assistance from the Philippine Embassy. It also recommended the filing of complaints for attempted rape and abuse against chastity against a local hire who served as a
driver of the respondent labor attache. The NBI investigation stemmed from the revelation of a “sex-for-flight” scheme wherein the OFWs who were seeking assistance from the Philippine Embassy to the Middle East were sexually abused in exchange for the grant of official assistance, including the processing of their travel documents and giving of free plane tickets for travel back to the Philippines.
Aside from the criminal complaints, the NBI also recommended the filing of administrative charges against the respondent Assistant Labor Attache who was accused of rape, as well as the Labor Attache who hired the service of the respondent driver. The final NBI report was submitted to Prosecutor General Claro A. Arellano for the conduct of preliminary investigation against the respondent officials.
Cruz III, chief of the Eastern Mindanao Command (EastMinCom) assured Lao that there would soon be solutions to the burning of construction equipment by rebel groups. He would be assigning troop patrols to guard construction sites. Colonel Edgardo Yao de Leon, EastMinCom assistant chief of staff, however said that patrols in construction area would make the rebels believe that Lao is conspiring with the military, which would give the rebels more reason to attack Lao’s company. He suggested awareness as one of the main solutions to the burning of construction equipment and other extortion methods done by rebel groups.

Servania may fight “El Torito” Oct. 26 Undefeated 22 year old Genesis Servania, regarded as one of the more promising prospects from the famed ALA Gym faces a tough challenge from either of two opponents lined up to face him in a WBO Asia Pacific super bantamweight title fight at the Waterfront Hotel and Casino on October 26. The first choice for the exciting card in the high-rating “Pinoy Pride” series of the giant broadcast network ABS-CBN in cooperation with ALA Promotions is former WBA super flyweight interim champion Rafael “El Torito” Concepcion whose most notable victory was a 10th round knockout of AJ “Bazooka” Banal in an interim title fight at the
Cebu Coliseum on July 26, 2008. Concepcion also faced Nonito “The Filipino Flash” Donaire and dropped a twelve round unanimous decision on August 15, 2009. While Concepcion had agreed to fight Servania, ALA Promotions hasn’t still received a signed contract and are considering featherweight Ruben “Canelito” Tamayo as a replacement just in case Concepcion changes his mind. Tamayo is coming of a majority draw against undefeated Filipino Jun Doliguez last July 20 in Mexico and is an accomplished fighter with a record of 22-4-4- with 16 knockouts and gave the fancied

The 22 year old Servania is coming off an exciting war with Japan’s Konosuke Tomiyama on the undercard of the WBO flyweight title fight which Milan Melindo lost after a gallant stand against Mexico’s Juan Francisco Estrada who had earlier won the title from WBO/WBA champion Brian Viloria. In an action-packed battle Servania was dropped twice in the opening round but came back to drop Tomiyana late in the opening round and once again in the third before winning a 9th round technical decision after being cut on the eyelid because of an accidental head-butt and was ruled unfit to continue.

Casimero, who won the title with a 10th round TKO over Argentina’s Luis Alberto Lazarte on February 10, 2012 in a fight that was marred by a riot in which Casimero and his cornermen including promoter Sammy Gello-ani
were hurt by supporters of Lazarte, successfully defended his title with a twelve round split decision over Mexico’s Pedro Guevara on August 4, 2012 in Sinaloa, Mexzico and in his last title defense won a lopsided twelve round unanimous decision over highly touted Luis Alberto Rios last March 16 in Panama. Salguero who is ranked No. 6 by the IBF dropped a unanimous twelve round decision to WBO light flyweight champion Donnie Nietes of the famed ALA Gym before losing by an 11th round TKO to Luis Alberto Rios in a title eliminator on October 25, 2012. Miami Heat spending George, Pacers agree to $90M deal camp in Bahamas I T HE Miami Heat have a deserved reputation as a glamorous franchise. They have three highly paid superstars in LeBron James, Dwyane Wade, and Chris Bosh; a slick executive in Pat Riley; a shiny location in South Beach; and the impression of rampant self-regard. Pretty much everything they do is in keeping with this image, and its won them both fans and detractors. The Miami HEAT announced today that they will hold their 2013 Training Camp at The Atlantis Paradise Island Resort, Bahamas, from Tuesday, October 1 through Friday, October 4, 2013. Following Media Day on Monday, September 30, the Heat will travel to Paradise Island and will conduct two-a-day practice sessions in the Imperial Ballroom at the Atlantis Conference Center beginning on Tuesday. They will conclude the practice sessions and return to Miami on Friday afternoon. Media availability will take place following the
first session only, with a viewing time to be updated daily. A media workroom will be set up within the conference center, in Adonis rooms I-IV. Media should enter the conference center through the main entrance. Training camp is typically considered a time for laying the foundation of a season, but the Heat appear to be spending a few days in relative luxury. That’s fine, in part because two consecutive championships is a solid foundation in itself, but also because the regular season is somewhat less important to them than it is to other teams. They’ve proven the ability to win on the road in the postseason, have several aging players in need of managed minutes, and have much less to prove than any other team in the league. If the organization wants to spend a few days in a nice location while maybe also developing business relationships with local tourist bureaus, that’s their prerogative.

NDIANAPOLIS (AP) -Paul George wanted to keep playing in Indiana. Larry Bird made sure he wasn’t going anywhere. The Pacers star forward agreed Tuesday to a long-term contract, according to a person with knowledge of the deal who spoke on condition of anonymity because it won’t be officially announced until Wednesday. Terms were not immediately available, but he is eligible for a fiveyear deal worth between $80 million to $90 million, depending on the salary cap. George’s rookie deal was set to expire after next season and the 23-year-old All-Star almost certainly would have been one of most attractive players on the free-agent market. There was speculation the Los Angeles area native might return to California and team up with Kobe Bryant to restore the luster to the Lakers proud franchise. But publicly and behind the scenes, George repeatedly said his sole intention was to win a championship with the Pacers. Bird was so determined to get the deal done before training camp
opened Saturday that he left his golf clubs at home Monday instead of playing in the annual Pacers Foundation outing. Instead, he returned to the office to continue negotiating. ‘’It’s always good to have the leverage, but the number has got to be the number we both like and that’s what it’s all about,’’ Bird said then. ‘’It’s all about money. Yes, he wants to be here. He’s told me that a million times. We want him here, so let’s just find a number for both.’’ By Tuesday afternoon, everything fell into place and the Pacers get a cornerstone player for the future. The 6-foot-8 forward has made dramatic improvement in each of his first three NBA seasons. He was a key player off the bench as a rookie, then emerged as a solid starter in his second season and last year averaged career-highs of 17.4 points, 7.6 rebounds and 4.6 assists. George’s numbers actually increased during the playoffs as he led Indiana past Atlanta and New York and into the Eastern Conference finals. The Pacers pushed the defending champs to Game 7 before eventually losing at Miami.

ORMALLY, past US presidents make a point not to comment on the work of their successors. For many reasons, that unnecessary chirping could quickly turn ugly for all parties involved. George W. Bush has adhered to this policy, for the most part. This week an interview will air with the former president in which he comments on his successor, Barack Obama. But Obama has nothing to worry about. In the interview with Jimmy Roberts on The Golf Channel on Tuesday night in the US, Bush discusses the criticism levelled at President Obama for frequently taking to the golf links.
“I see our president criticised for playing golf. I don’t,” says Bush, an avid golfer. “I think he ought to play golf. I know what it’s like to be in the bubble and I know the pressures of the job. “To be able to get outside and play golf with some of your pals is important for the president.” President Obama has played some 140 rounds since taking office in 2009. That’s more than Bush, who gave up golfing during the Iraq War. President Obama’s golf outings have been criticised by some in the media as well as the Republican National Committee, which labelled him the “Duffer-InChief” on the day that he made his 100th golf outing.
