ENTICING THE
KOREAN MARKET By GREGORIO G. DELIGERO
T
HE aggressive campaign by local tourism officials to penetrate the rich Korean market has shifted into high gear in a move that will involve the chief players of local tourism. If it were any indication of things to come, a group of Korean travel agency executives blew into town for a five-day field trip cum market viability study last Thursday, September 26. Sunho Lee, who acts as sales manager for Cebu Pacific in South Korea, has been helping facilitate the

group’s itinerary together with personnel and officials of the Department of Tourism (DOT) 11. He represents Global Vision Ways, the general sales agent of Cebu Pacific which has exclusive rights to sell tickets of the airline in South Korea. Lee and the group of Korean travel executives spent their first two days and nights at the Monfort Bat Cave on Samal Island and at the Crocodile Park in Maa, Davao City while being billeted at the Pearl Farm and The Marco Polo
Davao. Lee said the campaign to promote Davao City took center stage at the 26th KOTFA 2013 (Korea World Travel Fair) last May 30 to June 2, 2013. It was Korea’s biggest international travel trade exhibition with over 80,000 consumers and world-class cultural performances from participating trade organizations and entities. “Davao tourism (officials) who actively participated in the KOTFA promoting Davao as a major tourism destination asked
us to involve the travel agents. The purpose of this trip is to review the market viabilibity of a DavaoIncheon direct flight,” he said. As a regional air hub, Incheon International Airport is South Korea’s primary international airport and Korea’s third most populous city after Seoul and Busan Metropolitan City. Currently, Cebu Pacific has daily flights form Incheon to Manila, Cebu and Boracay and four times weekly from Busan. Lee admits that the
possibility of direct Incheon-Davao flight is still a “ very long way” and “very risky” particulalry in light of “there is no current high traffic demand.” One way to test the market, he said, is to explore the possibility of launching chartered flights among Korean tourists, particularly druing the months of December to February and the months of July to August, the winter and summer seasons, respectively, in South Korea. These are the seasons, Lee said, that people in
INSIDE:
Korea tend to spend more time abroad because of unfavorale local weather. The lean seasons for Korean tourists coming to the Philippines are the months of March to June and the months of September to November, the fall and spring seasons in Korea, repectively.“ The people there seldom go out of the country because of good weather (that enables them) to enjoy local tourism spots and destinations,” Lee said. HAT is the difference between the Mafia and the Philippine Government? One is better organized, more efficient and red tape is almost non-existent. Which is which? Your guess is as good as mine.” That was the teaser from former senator Panfilo “Ping” Lacson in his speech before the 9th General Membership Meeting of the Davao City Chamber of Commerce & Industry Inc., at The Marco Polo Davao Friday.
He said that he had seen the “pork barrel system” at play when he was in the Senate for over 10 years, and as time goes by, he is “at a loss for words” on how glaring the corruption has become in the legislative branch of the country. He said, corruption has become a venom that flows in the veins of society, and there is no other option left but for us to be in this fight together, especially now that the public consciousness is at its highest and the people are furious. “The antidote for this

AVAO City Mayor Rodrigo Duterte said he would be civil if he crosses path with the alleged carnapping syndicate leader in Mindanao who posted a P1,440,000 bail with the
Regional Trial Court (RTC) Branch 27 in Tandag, Surigao del Sur. “Naisahan ko nimu ba,” Duterte said aloud in the presence of reporters on Friday, referring to Ryan Yu alias “Baktin (Visayan for piglet).” Duterte added that it Yu’s constitutional right to post bail in his cases. Ryan “Baktin” Yu, 32, posted bail on September 11 for his eight counts of carnapping after the police filed charges of carnapping against him on November 20, 2012. In October last year, Duterte offered a P5-million reward for the head of Yu. Baktin was tagged as
the leader of a big-time carnap ring operating not just locally but also nationwide. He owns the Ultrastar Grocery Store in Bagong Lungsod, Tandag City in Surigao del Sur. “Even if he stole a million motor vehicles and he is charged one million carnapping cases and he has the money to spend for all the charges and put up bail, the constitution allows him that,” Duterte said. Yu told the RTC Branch Judge Edwin Malazarte that he would abide with the law and appear in court during his trial. Yu’s group is described by authorities as the most notorious in Mindanao
where 90 percent of carnapping incidents in the Davao region were perpetrated by it. Highway Patrol Group 11 regional chief Sr. Supt. Gred Pimentel said the group has been so efficient that they could steal a vehicle in a matter of 10 seconds. Proof to this was the CCTV footage in Tagum City where a Baktin member was seen stealing a parked vehicle in only a matter of seconds. Pimentel said the group has links to another carnap syndicate in Cebu he identified as led by one Joneovel Entote, Yu’s brother-

Bracing vs Climate Change
Building more adaptive communities
By GREGORIO G. DELIGERO
V
EERING away from focusing actions toward the actual occurrence of disasters, the local government of Davao City is putting more priority on disaster prevention, mitigation and preparedness by building more adaptive communities and sustainable development. These are among the salient points of the Disaster Risk Reduction and Management Plan approved by the City Council earlier this month. The document also spells out the significance of disaster response and disaster rehabilitation and recovery, the third and fourth thematic areas focused in the plan. But priority emphasis is given more to disaster prevention and mitigation, the first thematic area, which refers to strategic actions and activities revolving around hazards assessment and mitigation, vulnerability analysis, identification of hazard-prone areas and mainstreaming the disaster risk reduction management into development plans. The second thematic area, the disaster preparedness, provides for key strategic actions that give importance to com-
munity awareness and understanding, contingency planning, conduct of local drills, and a development of barangay-based disaster response plan. According to the plan, the activities in this thematic area are not “linear but cyclical anticipating improvements over time.” “Behavioral change created by the preparedness aspect is eventually measured by how well people respond to disasters. At the frontlines of disaster preparedness are local government units and communities. Overall, the bottomline is having more prepared citizenry and government,” the plan stressed. MORE FLEXIBILITY City planning and development coordinator Mario Luis J. Jacinto said the passage of Republic Act 10121 of the Philippine Risk Reduction Management Act of 2010 provides more flexibility in the utilization of the government’s calamity funds. The law gives focus more on disaster risk reduction and the mainstreaming of climate change adaptation. “It makes us more pro-active,” Jacinto said, pointing out that the pre-
ceeding law, the Presidential Decree 1566 strengthening the Philippine disaster control, capability and establishing the national program on community disaster preparedness, focused mainly on disaster response and releif distribution. Before the enactment of RA 10121, the utilization of the of the 5 percent calamity fund automatically alloted from the annual regular budget requires a declaration of “state of calamity” as pre-requisite for the release and utilization of the funds. The new law provides that only 30 percent of the total calamity fund is required to be reserved as quick response fund while the bulk 70 percent can be used for the prevention, mitigation and preparedness projects. EXPECTED OUTCOME Expected outcome from prevention and mitigation activities includes the increased disaster resilience of infrastructure systems, effective and applicable disaster risk financing and insurance and “end-to-end” monitoring system, forecasting and early warning. For the preparedness activities, the expected
outcome includes the increased awareness and enhanced capacity of the community to respond to the threats and impacts of hazards, developed and implemented comprehensive city preparedness and response policies, plans and systems and communities equipped with necessary skills and capability to cope with the impacts of disasters. While most efforts and resources are alloted to disaster prevention, mitigation and preparedness, the plan also laid out the framework and foundation for disaster response and rehabilitation and recovery. Disaster response refers to key actions that give importance to activities during the actual disaster response operations such as needs assessment, search and rescue, relief operations and early recovery activities. Early recovery encompasses the restoration of basic services, livelihoods, governance, security and rule of law. Rehabilitation and recovery, on the other hand, covers concerns related to employment and livelihoods, infrastructure and lifeline facilities and
housing and resettlement. These are recovery efforts done when people are already outside of the evacuation centers. Expected outcome from disaster response activities includes the well-established disaster response operations, adequate and prompt assessment of needs and damages, integrated and coordinated search, rescue and retrieval capacity, timely and safe evacuation of affected communities, adequate temporary shelters and coordinated and interated system for early recovery. For rehabilitation and recovery activities, the expected outcome includes the restoration of economic activities, the incorporation of disaster risk reduction management and climate change adapation in human settlements and the reconstruction of resilient infrastructures. SCENARIO SPECIFIC Jacinto said the plan only provides the general framework that will be translated into scenario specific plan based on the risk profile of the entire city and the specific barangays. The top three calamities that hit Davao City repeatedly since 1996 are fires
and conflagrations, floods and sea swells. Others are rain-induced landslides and man-made calamities like bombing, hostage-taking and kidnap for ransom incidents. The plan however recognized that in building capacities and institutions, there are gaps at different levels of government, disaster management practitioners and various stakeholders particularly in applying resiliency principles to actual practice. “Roles and responsibilities need to be understood in the context of emergency situations and disaster risk reduction. Thus, competency-based capacity building program on disaster risk reduction management and climate change adapation should be developed and continually conducted in order to be effective and responsive to the needs of communities and institutions,” it said. “These capacity building activities will help enhance their understanding and skills so that disaster risk reduction management and climate change adapation principles and concepts can be applied and concrete actions can be taken towards building resilience,” it added.

PHL 2013 growth could exceed 7%

HE recent rebound in Philippine imports suggests higher exports that could bolster Manila’s economy to grow by over 7 percent this year, Singapore-based DBS Bank Ltd. said Friday. In its latest Daily Breakfast Spread, DBS Bank — Southeast Asia’s largest lender — sees the improving Philippine imports feeding domestic demand and resulting in a recovery in exports receipts. “Not only does this point to continued strength in domestic demand remains but could be signaling further preparations by export manufacturers,” the report read, referring to the 8.7 percent annual growth in imports in July. The latest imports data came well above market consensus of a 0.4 percent contraction. “This suggests that local firms are gearing up for a bounce in export demand towards the yearend, as conditions in the global economy continue to improve,” the report read. Thus, DBS projects “exports chalking double-digit growth starting in August onward.”

The July imports growth is the second expansion posted for the year, and is the fastest since December 2012. The uptick was due to a 33.1 percent year-onyear growth in imports of electronics, the Philippines’ top export product. The view is shared by

Philippine economic officials, who see the electronic arrivals as boosting outbound shipments in the coming months. “This reflects the broadly upbeat prospects for the country’s export-oriented electronics industry for the remaining months of 2013,” Rolando
Tungpalan, Deputy Director-General at the National Economic and Development Authority, noted in an e-mailed statement to reporters Wednesday. The government expects imports to grow by 12 percent and exports by 10 percent this year. It also targets a 6 to 7 per-
cent economic expansion this year from 6.8 percent in 2012. Buoyed by a resilient services sector as well as robust manufacturing and construction activities, the Philippine economy grew at the fastest rate in Southeast Asia of 7.5 percent in the second quarter.

Dried squid industry a lucrative enterprise for rural women A
DRIED SQUID. Wolivit chairperson Virgie Rivas (right) and her two members show off their vacuum-sealed dried squid being sold in major cities in Mindanao. They produce at least 250 kilos a month (peak season) and sell them at P580 a kilo.
PART from dried mangoes and danggit, dried squid is another famous pasulubong item in the country. Dried squid or “bulad pusit” is a salted and sun dried seafood product commonly produced along coastal areas. It is made of fresh and cleaned squids. The process is simple and the marketing demand is high, making it a good business for rural folks. The rural women of Malimono in Surigao del Norte have long seen dried squid as a profitable source of income production as squid is abundant in their locality. “Lack of financing limits us to produce dried squid of commercial quality. While most of us tried to produce the product, it was not as comparable as those sold in the market,” said Virgie Rivas of the Women’s Livelihood Vision for Tomorrow (Wolivit). Rivas said transforming raw squid into a dried product starts immediately after catch. Fresh squid must be cleaned and then dried for at least 2-3 days before it will be packed. “The technique of producing crispy dried squid lies in drying and packaging. There should be no short cuts in drying. Squid must be sun dried for at least one day and air-dried for at least two days. This is to avoid molds and prolong the product’s shelf life,” Rivas said. In packaging, Rivas said dried squid is quickly vacuum-sealed to keep bacteria out, prolong its shelf life and ensure its crispiness when fried. Rivas however admitted that their association could hardly sustain producing high-quality dried squid if production is individually done among members as they could not monitor if the recommended manufacturing practices are observed. “We need to have a processing center so that we can ensure that the squids are dried and packed according to its desired standards. We also need to have adequate utensils to expand our production and meet the increasing orders from our buyers,” Rivas said. Determined to upgrade the quality of their product, chairperson Rivas along with other members sought the as-
sistance of various agencies until they were able to access funds from the Mindanao Rural Development Program (MRDP). MRDP is a special project of the Department of Agriculture with funding assistance from the World Bank, the national government, and the local government units. Through MRDP’s Community Fund for Agricultural Development (CFAD), the association availed itself of P250, 00.00 that funded the construction of their processing center. They also bought utensils and equipment for processing including raw materials to improve and expand their production. “The assistance from MRDP was a big boost to our dried squid production. The processing center, which serves as our common production facility has upgraded the quality of our product as quality control is now strictly observed,” Rivas said. The facility and the equipment they have availed themselves of also doubled their production from 100 kilos to as high as 250 kilos of dried squid during peak season. They are selling P580.00 a kilo, which could gross up to P145, 000.00. “We are now regularly supplying Lovely Pasalubong, a souvenir store in Surigao City which places an order of at least 50 kilos a month. We have also expanded our markets in the cities of Butuan, Davao and Cagayan de Oro and even in Metro Manila” Rivas said. For their customers to properly identify their product, they used their association›s acronym: Wolivit as their brand. “We have learned that some traders claimed that the dried squid they are selling came from us but actually they bought it elsewhere. So we decided to brand our product so that our valued customers will not be misled,” Rivas said. During lean season, the association can only produce around 100 kilos, but they are now looking into consolidating the raw materials to offset low production. Rivas said they also needed adequate drying facility so that they can dry the squid even during rainy seasons to cope with the year-round demand of their product. [Noel T. Provido]

Impeachment bribe
HILE many people found last week’s privilege speech of Senator Jinggoy Estrada on the P10-billion pork barrel scam boring and clearly without basis, there was something that he said that should be investigated. This was the allegation that Malacanang through the Department of Budget and Management released P50-million additional PDAF (Priority Development Assistance Fund) to each senator after the trial and conviction of Supreme Court Chief Justice Renato Corona in 2012. Jinggoy’s statement about additional P50-million pork barrel was hazy. While he hinted as much that it amounted to a bribe, he did say later on that it was not so. It is precisely because of this part of his speech that members of the Senate should now insist that the matter be looked

into. Such an investigation, should it ever come to pass, would confirm if indeed there was bribery involved. After all, P50 million is P50 million. If each of the senators did get a share, the total would reach more than P1 billion, an amount so staggering we must be idiots to ignore it. All the senators whose integrity are now under a cloud of doubt because of Jinggoy’s hazy statement should demand for an investigation, if they value the truth and their integrity. If they think being silent about it would be the right way to handle it, they are dead wrong. The investigation must include how exactly the additional PDAF allocations were spent. That would be nice, indeed. But who will investigate the senators? Next quetion, please.

Money is something
HE billions lost in the pork barrel scam could have done a whole world of concrete good for the hungry, the marginalized, and the war torn. We condemn the thieves and plunderers masquerading as upright citizens. We give a litany of what could have been bought and done by such a huge amount of money. With the way things are, truly it is money that makes the world go round. Much as we recognize the power of money, there are also certain things that money cannot buy: Breeding- More than parentage, this is the culture you were brought up in. Is it a culture of excellence or just getting by? Subsistence or meaningful existence? Is it enough that that the family gets to eat, never mind the presentation and the atmosphere of the meal, never mind the manners? Is correct and refined language important or is it enough that one gets the message across? Do art and aesthetics play an important role along with function? Is quality education a priority or is it enough that one graduates with a degree? Taste- Having a sense of what is aesthetically pleasing to the senses. Think of the unused mansion of the Ampatuans in Davao. Imposing and made of expensive materials. But there is a garishness to it that belies the supposed wealth and power. But then again, perhaps this garishness also speaks of a pervading sense of impunity. Think of
A
OFWs who outfit themselves from head to toe with screaming brand names, as if newfound wealth needs to be announced. Think of wedding invitations overwhelmed with hearts, doves, and cheesy love quotes. Curiosity-The urge to know and learn more despite comfortable circumstances; or even despite not-so-comfortable circumstances when making ends meet is a constant struggle. There are still many facets of life and the world that are interesting, regardless if they are income-generating or not. I was reading a book on theories of the beginning of the universe when a wealthy and intelligent friend of mine commented, “Ay dili man ta kakwarta ana,” (We won’t earn money with that). It is sad when people think that because they have already arrived and have proven themselves or that they are already old, then nothing much is worth learning or exploring. What is sadder is when the glory days of the past are rehashed again and again thereby losing
the opportunity to create more glory days for the present and the future. Wisdom- Platonic philosophy holds that the wise person loves all kinds of knowledge. Fr. Moga, in his article, What is True Wisdom, puts forth that having wisdom is “having a high refinement of human intelligence and a courageous living in terms of the insights reached by such intelligence.” He further expounds that wisdom is knowing what is truly important and knowing how to be happy. Wisdom is more than knowledge and technical skills but a meld of all those things to live a meaningful and textured life for oneself and for others. It is an alignment of the knowing and living. It is doing what is right even when the wrong feels good and right. Money cannot buy the abovementioned. But this is no excuse to believe that it is okay not to have money as long as such values are present. The poverty mentality is dangerously bred when we believe it is okay not to have money as long as we have love, or have good children, or even have God. The fullness of human life is a journey towards being more free, more rational, and more loving. Money makes us more free to do what we want; working to earn our own money makes us more rational; having money to spend makes loving more concrete. Money may not be everything but it is something.
economy. It is apparent that the business sector would be in a better position if the government can help and protect their businesses because if it cannot, the officialdom can’t expect businessmen to support the government. Recognizing the crucial problem, military top brass in the city and region assured the business leaders that there would soon be solutions to the burning activities perpetrated by the NPA rebels because they would be assigning troop patrols to guard the construction sites. But from the opinion of some thoughtful observers the assurance of the military aside from being late is some sort of a mock consolation. Nonetheless, other military officials expressed their concern over the strategy and maintained that the implementation of such scheme would only make the rebels’ believe that contractors are conspiring with the authorities which would in return give the perpetrators more reason to stage dreadful attacks. The armed conflict has been a source of tension in the region therefore there is a need to inform the business people that awareness as one of the main solutions to the torching of equipment and properties and other extortion activities undertaken by the rebel groups. The atrocities committed by the rebels against businessmen and innocent civilians have contributed much to the breakdown of law and order in the countryside, and
badly affect economic pursuits. Now that the causes of the problem had been determined, the government must draw up a resolution to address the serious issue. It should adopt a comprehensive plan of action which will ensure protection of the business entities while reassuring the business leaders that they will be relieved of residual problems. The business leaders identified that economic solutions would eventually end armed conflicts and considered as one of the areas of concern. They asked for closer cooperation between government and the business sector to cope with the problems since most of these directly affect socio-economic interests. Entrepreneurs realized that the insurgency problem has become a critical concern in the locality. They know that to solve their problems and protect their business endeavor, they have to seek the help of government and other sectors of society. They likewise realize that to sustain economic development, government does not even have to invite businessmen to invest in the region, as long as they know that their businesses will be fully protected, and investment will continue pouring in. In view of the fragile peace and order situation, economic opportunities would seem minimal and the region might receive less preferential treatment from prospective investors as a haven for business. Business leaders also fear that the outlook for Davao City and the region seems bleak and uncertain because of possible new series of attacks. Because of the importance of the city as a business sanctuary, government should exert extra efforts to preserve and strengthen its relations with the business community to undertake joint forces and work its way toward promoting a peaceful economic environment.
Wide-ranging arguments
REA OF COMMON CONCERN – The series of torching of construction equipment, vehicles and properties of some companies that were undertaking government infrastructure projects particularly in the rural areas of Davao City will have very grave consequences for the economy. Business leaders in the locality stressed that the problems facing the city and region required close cooperation of all sectors. The never-ending armed conflict including the burning of equipment and properties conducted by alleged communist rebels were just some of the critical issues foremost in the entrepreneurs’ mind as they called for greater cooperation and a more cohesive organization in the Davao Region. Local entrepreneurs said there are several sound arguments for putting an end to armed struggle. One is economic solutions – especially in the light of statements of Mindanao Business Council chair Vicente Lao that by eliminating abject poverty there would be no need for the impoverished people to join the rebel forces in their war against the government. He emphasized that because of the prevailing poverty situation notably in the rural communities, people would join the rebel movement for a few thousand pesos for provisions. But despite the danger of carrying out government infrastructure projects in the rural areas, some contractors still continue to perform their difficult task. The problem doesn’t end there, however, as the rebels would harassed them for the alleged failure to pay their revolutionary tax. Business companies who have invested several millions are quite defenseless against the haughty rebels. They raised a howl over the need to inform government of the prevailing problem and the implications to the

More condos changing the skyline of Davao
W
ITH SO MANY condominiums rising like mushrooms after a summer rain here in Davao City, I’m now becoming confused if my original dream of living in a bungalow inside a nice and quiet subdivision would be a better idea than living in a high rise condo in this southern bustling city Condos are now changing the skyline of this city of more than two million people and I’m wondering whether it would be more exciting to live in a studio or two-bedroom condo in say, the 15th floor of a 25 storey high-rise building. For a claustrophobic like me, that would force me to take an elevator everyday from morning till night on my way to work or to buy groceries in a nearby supermarket. Thank goodness, I’m not as superstitious as that condo-high rise along Bajada which made sure to omit the 13th and 14th floors just to make sure these floors won’t remain vacant because clients often avoid them for fear of what these numbers could cause them while living a whole new lifestyle up there. Why, who wants to live on the 13th floor? I love to be surrounded by lots of trees if I have a home of my own. That new condo complex beside the Bajada-Buhangin flyover would probably be the best bet for me, if I have the moolah today to get either a studio unit or a two bedroom unit. (I can dream, can’t I ?) I was given a recent“tour” of their model units by Camella and found it so dreamy, my mouth was watering when I got out of that beautiful condo compound surrounded by thick rows of tall pine trees. Executives who like this kind of setting as their home, would love to live here with their families all their lives. Of course, I’d still prefer a bungalow in a nice, quiet subdivision like Nova Tierra Village or Ladislawa Garden Village where you can get your own lot, put up your own bungalow with enough space for a big lawn for your pets--- dogs, cats, rabbits, goats, etc to run after each other. The world around us seems to be changing fast here in Davao, even as we live our lives in rented apartments in nearby villages. Day to day, I just kept thinking that my son will grow and live in a fast-growing city with a fast-changing skyline. It’s hard to imagine all this, is happening right now in this city. And my son is growing fast! From Lanang district, he’ll soon see more high-rise buildings aside from the ones he sees daily on his way to school. After the 25-storey Abreeza Residences condo building is finished this year, he will see another one rising, this time the 35-storey Aoen Tower condo building, also beside the Ayala Breeza Mall. Just a slingshot away, he’ll also see the Camella Northpoint finished all the three new condo buildings, all surrounded by pine trees beside the Buhangin flyover--- one of the most refreshing sights of this city that’s now becoming a landmark in Davao. And just a stone’s throw away, my son will see the new Robinson’s condo project standing 24 stories high at the former CocaCola compound beside Palm Drive at Bajada. Such a sight to behold once it’s finished. The old, dusty Claveria now called C.M Recto street will soon come to life once more, this time with dramatic flair, as another new Ayala condo project called Avida will change the landscape of this once-proud avenue of business establishments of the city’s historic past. My son always pass by this area on his way home from school, getting that ride to Lanang-Sasa and watching the clearing operations by the crew of the Ayala construction project. He can even see at the horizon the condo building of DMC Magallanes project, all finished and occupied long before the Ayalas started their own condos. I think one day, my son Sean will buy his own condo and make it his home. But he will miss the dogs…. (Comments? Email > tradingpost_ davao@yahoo.com)

Enticing...FFROM 1 is fast approaching, he said the possibility of organizing chartered flights in time for the winter season is minimal. “I think there is not enough time for us to prepare and finalize arrangements for it,’ he said, while assuring that efforts to make it finally happen next year will be fully explored and materialized. Major contributory factor that will make the planned chartered flight happen is the result of the field trip cum market viability study that the group is currently conducting. Lee described the initial feeback he got from the travel agency executives as “positive.” “They are impressed with what they have seen and experienced,” he said during an interview last Saturday night at Jack’s Ridge. Davao is positioned as the new tourist destination of South Koreans. Davao regional director Art Boncato,Jr. has earlier expressed that Davao, being the third major
gateway in the country, is getting around 8,000 Koreans in 2012. That is only around one percent of the over 1 Million South Koreans who visited the country last year. The country breached the 4 M tourist arrival in 2012. South Korea set a new all-time high by supplying a total of 1,031,155 visitors or 24.13% of the total visitor volume to the Philippines. Registering 11.45% growth from 2012, South Korea remains the biggest market and the first to contribute one million visitors. The DOT is working on a direct flight from Incheon to Davao under its Route Development Division of the DOT central office. “We have been doing a series of presentations and invitations to the airline companies. We are getting positive feedback. Jin Air and Jeju Air both expressed interest in conducting ocular visits. Early this year, the Busan Air already did their own inspection,” Boncato added.

secretary’s vision to have a DOT official who hails not only from Mindanao but will also be based in Mindanao. Before Boncato joined the DOT, he was active in the tourism industry of the Davao region, he was a ranking officer of The Marco Polo Davao and once served as president of the Davao Tourism Association (DATA).

Another member identified as Cocoy Dalugdog was also arrested in Cagayan de Oro City on October 7, 2011 but is out on bail after weeks of detention. On November 25, he and his mistress were ambushed in Maramag, Bukidnon. Pimentel said the only remaining members of the

He admitted they had a hard time implicating Yu in the illegal activity since his name never surfaced in any paper trail they gathered. He said most of those charged in the past were buyers of carnapped vehicles because their names appeared on obtained documents.
moral decay is we, the Filipino people, and the formula for that efficacy is the people’s vigilance in guarding against inconsistencies and complacency in government,” he said. He believes that President Benigno Aquino can provide the moral ascendancy to curb corruption once and for all more than any other leader before him. “However, time is running out for the President,” he said, adding that there is no better time for him to walk his talk about the straight path he promised than now.
He also shared how he fought for the abolition of the “pork barrel system” in his privilege speech on March 11, 2011, where he was met with snarling faces from his colleagues and the banging of the gavel followed by a loud “session adjourned” by then senate president Franklin Drilon. Lacson said he was prepared for any rebuttal or argument, but the motion to abolish the pork barrel was never given a chance, no interpolation, no debate, no committee referral, no public hearing, and not even a resolution, lamented.

Zambo City crisis over, says Palace

ANILA -- The threeweek long crisis in Zamboanga City is now over, Malacañang said Saturday. “Certainly, the defense secretary made the announcement and we’ve always maintained that we’re dealing with the situation that it will be the officials on the ground
who will be making the announcement based on their assessment,” Deputy Presidential Spokesperson Abigail Valte said in a radio interview over State-run Radyo ng Bayan, confirming the declaration of Defense Sec. Voltaire Gazmin that the standoff is over but still searching for Commander Habier Malik, the
leader of the siege. Valte said the government has been successful in ensuring the safety of the civilians since the standoff began last Sept 9 when loyal followers of Nur Misuari infiltrated the city supposedly for a peace rally. “Our task from day one is to ensure the safety of the hostages that were taken...

DCPO to train SWAT teams By EMILORD P. CASTROMAYOR
O
NE hundred eightysix local law enforcers started a 14-day Special Weapons and Tactics (SWAT) training course on Friday, September 27, to prepare them for any terrorist attack or threats from criminal elements in the city. Davao City police director Ronald dela Rosa said that it was Mayor Rodrigo R. Duterte who told him to have members of the Regional Public Safety Battalion, Philippine Drug Enforcement Agency, Davao City Public Safety Company and from the 12 police stations in the city undergo
such training. Duterte had admitted he was not comfortable over news reports about what happened in the African country of Kenya recently where at least 67 people were killed in a fourday attack by terrorists group on the Nairobi Weargate Mall. He also cited that the mounting of troops in Quezon in Bukidnon near Davao City’s Marilog district also alarmed him. “We must be in eternal vigilance,” the mayor stressed. The SWAT teams will be the first to respond in case of a terror attack in the
city, said Dela Rosa, who advised the trainees to be mentally and physically ready as the aim is to produce the best SWAT team despite the short training period. “I would advise you to do this training seriously because on the last day of this training we will choose the champion team and I will recommend to the mayor nga mapalitan mo ug tag-isa ka nga Bushmaster M4 carbine rifle (primary pistol) along with other SWAT gear and equipment,” he said at the opening of the training with Duterte as special
guest. Dela Rosa said that the local government allotted a P1.2 million budget for procurement of ammunition to be used during their training at the Davao City Police Office compound. The trainees will be taught sniping, rifle marksmanship and close-quarter combat, spearheaded by P/Supt. Richard Bad-ang, head of the Technical Support Platoon of DCPO. Duterte added that the trainees should take their training seriously, adding, “I don’t want anybody messing with the city.”

SMART, Rising Suns win S
M A R T- M a y n i l a d banked on the late arrival of its top players Alyssa Valdez and Gretchel Soltones to score a come-from-behind 17-25, 25-17, 25-20, 2522 victory over a tough Philippine National Police side as the Net Spikers bolstered their final four bid in the Shakey’s V-League Season 10 Open Conference at The Arena in San Juan City yesterday. Coming in late due to conflict in schedule with their studies, Valdez and Soltones checked in late in the first set and failed to stop the Lady Patrolers.
But the power-hitting duo settled down just in time to rally the Net Spikers to their second straight win in the carryover quarterfinal phase for a 6-3 card in the league sponsored by Shakey’s. SMART-Maynilad remained in third behind semifinalists Cagayan Province (8-0) and Army (8-1) with the win serving as a big confidence-boost for its blockbuster duel with Cagayan tomorrow halfway through the quarters of the tournament backed by Mikasa and Accel. Despite their late ar-
rival, Valdez, a Psychology student at Ateneo, still ended up with 27 hits while Soltones, a Tourism student at San Sebastian, provided the needed backup upfront with nine hits. “I expected them (Valdez and Soltones) to come in late because of their studies,” said SMARTMaynilad coach Roger Gorayeb in Filipino. “Good thing they came much earlier than expected, they helped save the day.” Thai reinforcement Lithawat Kesinee tried to carry the cudgels for the Net Spikers early but just
could pull it off against the Lady Patrollers’ Janine Nicole Marciano, Thai import Sangmuang Patcharee and Frances Xinia Molina, allowing PNP to seize the opening set. But Valdez and Soltones came in to deliver the blows with the former adding four service aces and two blocks. Marciano, Patcharee and Molina led PNP with 16, 14 and 12 hits, respectively, but the Patrolers failed to neutralize the power-hitting troika of Valdez, Soltones and Kesinee and fell to the brink with a 2-7 mark.
and return to No. 1 in the world. It was the third time Woods won the Jack Nicklaus Award despite not winning a major. He made
up for that with two World Golf Championships and The Players Championship among his five wins. No one else won more than twice this year, and Woods won the Vardon Trophy for lowest scoring average and the PGA Tour money title. ‘’It’s been an incredible year to have won five times, two of those World Golf Championships and one Players,’’ Woods said on a conference call Friday. ‘’It’s been just a fantastic year all around. It’s also an incredible feeling to be voted by your peers, and to have that type of respect is something that’s very humbling.’’ The PGA Tour does not release the percentage of votes won or even who finished second. Jordan Spieth was voted rookie of the year in a race that likely was no contest. The 20-year-old Texan began the year with no status on any tour. He won the John Deere Classic, lost in a play-
off at another event, reached the Tour Championship, was chosen for the Presidents Cup team and wound up 10th on the money list with nearly $4 million. He will be the youngest American - and first PGA Tour rookie - to play in the Presidents Cup next week in Ohio. ‘’I don’t know if it’s a ‘pinch me’ moment yet,’’ Spieth said. ‘’I think my mind is still really on next week.’’ Woods was on the ballot with British Open champion Phil Mickelson, Masters champion Adam Scott, FedEx Cup champion Henrik Stenson and Matt Kuchar. Mickelson also won the Phoenix Open and was runner-up in the U.S. Open for the sixth time. Along with his first major, Scott won The Barclays. If either of them had won the Tour Championship, three wins and a major might have won some votes over five big wins and no majors.

Marian breaks record in Peñafrancia Festival fans’ day
People say you don’t forget your first time. This may just hold true for Kapuso Primetime Queen Marian Rivera when she visited the city of Naga City to be part of this year’s celebration of the Peñafrancia Festival, one of the grandest displays of Marian devotion in the country. Standing before a crowd of 15,000, Marian could not help but be overwhelmed by the warm reception shown by the Bicolanos who flocked to the Plaza Quezon just to see her in person during her Grand Kapuso Fans’ Day. For the actress, it was a night she will not forget, “first time ko rito sa Naga, nung nakita ko ‘yung crowd kanina, naisip ko agad, unexpected ito.” The audience turn-out really amazed Marian, “punung-puno ang venue, sabi ko, aaaw, to think na may kasabay tayo sa kabila,” pertaining to an event mounted simultaneously by a rival network featuring five of its stars elsewhere in the city. Amid the unpredictable weather, avid supporters of Marian stood jam packed at Plaza Quezon, the biggest crowd drawn in Naga by a Kapuso event in an open venue to date, with even more fans filling up even the nearby Rizal Park. The unmoving throng even caused vehicular traffic that event organizers were forced to close some parts of General Luna and Elias Angeles Streets. “Umuulan na pero nandiyan pa rin sila,” shares Marian, who was touched by what she witnessed. “As of parang four or five in the afternoon nandoon na sila e ano’ng oras ako lumabas, 8pm? Imagine three hours na umulan ma’t gumabi, nandun sila, so ‘yun pa lang thankful na ako e,” added Marian. Marian, who has been going
around different parts of the country lately to perform and meet her fans, together with her fans’ day hosts Bettina Carlos of My Husband’s Lover and TV host-comedian Boobay, were overjoyed with the way they were treated by the Bicolanos. “Nakakatuwa ang fiesta rito, ‘yung pinakita nila, para sa amin, bilang artista, blessed ka e, pag may mga ganito kasi hindi lang more on acting, pag lumalabas ka, nagpeperform ka, tapos nakikita mo ‘yung crowd, ‘yun ang bonus na feeling sa artista e, parang wow, love nila ako.” Also present in the week-long Peñafrancia Festival was the cast of GMA’s newest inspirational drama series Prinsesa ng Buhay Ko bannered by Kris Bernal and Aljur Abrenica, together with co-stars LJ Reyes, Lian Paz, and newest Kapuso Renz Fernandez. They joined
the Peñafrancia Festival’s Civic Parade and led a Kapuso Barangayan with Mike “Pekto” Nacua as host last September 19 at the Pili Sports Complex. Meanwhile, live coverage of the grand Marian festival were delivered by GMA Bicol’s News and Public Affairs: the Peñafrancia Festival Civic Parade Special Flash Bulletin; the Peñafrancia Festival Military Parade Special Flash Bulletin; and An Divocion Ki Ina (Devotion to Our Mother), GMA Bicol’s special live coverage of the fluvial procession along the Naga River. Highlights of GMA’s participation in the Peñafrancia Festival will be seen on Let’s Fiesta TV Special which airs on September 29 via the Network’s regional stations in Bicol, Cebu, Davao, Iloilo, Dagupan, Ilocos, GenSan, Bacolod, and CDO.
Judy Ann brings inspiration to Filipino families through new game show Bet On Your Baby In a family treat with a message that is very much close to her heart, acclaimed television personality and hands-on mother Judy Ann Santos-Agoncillo stands proud to share both education and enjoyment as host of the Philippines’ newest game show “Bet On Your Baby”. Seeing it fit for how she is and who she is, Judy Ann has been especially excited venturing into this new project, which is designed for families with children aged two to three and a half years old. Through a series of games, it aims to prove the importance of having a strong bond between parents and their kids. “When the show was presented to me, and when I got the whole feel of ‘Bet On Your Baby’, I was so entertained by seeing how they kids were really just playing,” said Judy Ann,
who found a great sense of enjoyment from her first taping sessions. Aside from that, the show’s games are designed in ways that allow for the children to learn while playing, making her even more eager to take on being the show’s host. Being an advocate of creating strong connections with her children, she finds a certain thrill in discovering what they’re capable of on a daily basis, which she also sees in what her guests bring to the floor. According to Judy Ann, “There’s a point of conversation with
you and the parents that join the show. We can relate to each other.” Judy Ann also immediately took a liking to the kids that she has met through the show so far. “It’s easy to love the program because you’re dealing with babies, and you can’t go wrong with that,” she said. This connection that she formed with the families that she has met on the show so far is one that she hopes will branch out to inspire other Filipino families, especially with the show presenting techniques that
parents and children can take into their own homes. “I’m just hopeful that we can inspire people to enjoy having their kids around. ‘Bet On Your Baby’ is here to help parents enjoy their kids more. Besides, being a parent, I learned that when it comes to your children, you don’t want to miss any moment. It’s important to be beside them in whatever they go through. I think when you come to that point, it’s true that you become selfless. It’s true that you smile without reason. All of a sudden, there’s so much more value in your being alive.” “Bet On Your Baby”, hosted by Judy Ann Santos, is set to hit Philippine television this October. PHL Gilas now 34th in FIBA rankings T HE Philippine national men’s basketball team moved up 11 places in the latest world rankings by FIBA released on Friday. The latest list takes into account the silver medal finish of Gilas Pilipinas in last month’s FIBA Asia Championship. The Philippines is now the 34th ranked basketball nation in the world, up from 45th prior to the
Asian tournament. The FIBA rankings are based on results from these major basketball tournaments: the Olympics, the FIBA World Cup (formerly known as the FIBA World Championship), and the different FIBA zone championship (Eurobasket, Africa, Americas, Asia, and Oceania). FIBA takes results from the last two Olympic cycles, including qualify-
ing zone championships. This means the Philippines’ latest ranking is based on its results in the FIBA Asia Championship since 2007. The country finished ninth in 2007, eighth in 2009, fourth in 2011, and second in 2013. Overall, the Philippines is the sixth-ranked nation in Asia after China (12th), Iran (20th), Lebanon (29th), Jordan (30th), and South Korea (31st).
IANA Taurasi became an Internet sensation when the Phoenix star gave Seimone Augustus of Minnesota a peck on the cheek after the pair were called for double personal fouls in Minnesota’s 85-62 rout of the Mercury on Thursday night in Game 1 of the Western Conference finals. Video of the moment has garnered more than 1.6 million views on YouTube in just 24 hours. While it was unclear exactly what the foul was called for at the time, a
WNBA spokesman said that ‘’both players were given personal fouls for contact made coming up the floor.’’ The pair had been jostling up and down the court and the official stepped in after calling a foul to contain the situation early in the fourth quarter of the blowout. As the pair started to square off, Taurasi planted the kiss on Augustus’ cheek. Both players joked with reporters afterward about the incident. The two stars have
known each other since they first played AAU basketball in their early teens. They have been teammates and opponents in the WNBA, overseas and on USA basketball, earning gold medals together in the 2008 and 2012 Olympics. The teams will play again Sunday in Phoenix with the Lynx looking to complete a sweep and advance to the WNBA finals for the third straight season. The Mercury will try and snap a 13-game losing streak to the Lynx.
to take a 4-0 lead in the final set. Kerber then fought off three match points before Kvitova capitalized on her fourth attempt. ‘’I felt a little slower in the second set,’’ Kvitova said. ‘’I gave away a few easy points and she was waiting for that so I just told myself I had to be more aggressive in the third set and that was the difference.’’ Kvitova, the 2011 Wimbledon champion,
won her 11th career title and second of the year. Kerber had been trying to win her first of the year and third overall. Kvitova will move up to No. 7 in the world rankings from her current spot of 11th. ‘’It’s always a great feeling if you win a title at a tournament,’’ she said. ‘’It means a lot for me because I know every year there is a great draw here.’’

The United States, Spain, and Argentina remained the top three basketball nations in the world, according to the rankings.
OUSTON (AP) -- New Rocket Dwight Howard is healthy and talking about bringing a championship to Houston. ‘’We have an opportunity to do something special if we stay together and stay focused,’’ Howard said Friday on the eve of Houston’s training camp. He was slowed last year after offseason back surgery, which played a part in a disappointing and difficult season with the Lakers. The center’s signing propelled the James Harden-led Rockets from a young and talented group to immediate contenders. ‘’For me, being healthy, I think it’s going to bring back a lot of the things that I’ve done in the past,’’ Howard said. ‘’I’m very excited about it.’’ The Rockets gave him a four-year deal worth about $88 million, a year less and far below the $118 million the Lakers could have offered. But Howard was ready for a fresh start after a tumultuous time in Los
Angeles, which included an admission that there were times that he wasn’t having fun and what many believed to be a strained relationship with Kobe Bryant. He wasn’t interested in talking too much about last season, but acknowledged the difficulties of the year. ‘’It happened,’’ he said. ‘’It’s over with. It didn’t work out on both sides, so we have to move on.’’ Then he raved about the relationships he’s already built with his new teammates and his excitement about playing on such a young, energetic team. ‘’I’m in a better place mentally, spiritually and physically,’’ Howard said. Howard, point guard Jeremy Lin and Harden were among several players who spent time in Aspen, Colo. in the offseason working with Houston great Hakeem Olajuwon. Howard and Lin separately relayed a story about a time during the workouts where Lin lobbed a bad and high pass intended for Howard.
