he City Prosecution Office in Davao City has filed cases against three businessmen after they failed to pay their monthly compulsory contribution to the home Development Mutual Fund, a.k.a. Pag-ibig. Indicted were Kenneth Sy, owner of K’s Bookshop in Bajada, Clarita Barcelona, owner of Driver’s Choice on Roxas Avenue and Samuel Lao Agabin of Rapid Fix Service Center. The cases were based on the complaint filed by elizabeth Tinagan, department manager of the hDMF. Tinagan said that they had sent letters to Sy to settle his obligations from

Priest, woman found dead

he lifeless bodies of a priest and a single mother were discovered at two separate places in Davao City last Friday. Police investigators found no evidence of foul play as the cause of death. PO2 Diosdado Niones III identified him as Fr. Rene Tubio,35, a resident of the Bishop’s Palace on the corner of Torres and Panganiban streets. Niones reported that Arch. Bishop Romulo Valles had asked his assistants as to the whereabouts of Tubio and was told that that they last saw him alive last Thursday night. Puzzled, Valles told them to open Tubio’s room where they saw his body.

Tubio, who must have been dead for about 14 hours, showed signs of blood clots all over his back. On the other hand, Logronio’s body was discovered hanging with a nylon rope around her neck inside the house where she was staying in Purok Acacia , Brgy. Calinan. She has two kids. Police had earlier responded to a call from a concerned citizen but were too late to save her. They were told that the woman was deeply troubled by financial problems. Mitchie Logronio, her mother, told police that Jonalyn had told her son to buy a nylon rope.

N the back of 3.2 percent global economic growth in 2013, the Austrian Institute for economic Research (WIFO) expects the global economy to see an improvement to 3.8 percent growth in 2014. Despite a 0.4 percent negative growth prognosis for the year, WIFO expects the 17 countries of the euro area to see positive growth of 1.1 percent in 2014. More broadly the eU-28 countries are expected to overcome negative growth of 0.1 percent in 2013 to 1.2 percent positive growth next year primarily due to

Fixing the perennial power woes Diesel gensets lessen brownouts

T

he prolonged daily rotational brownouts affecting this city and parts of South Cotabato and Sultan Kudarat provinces since last month have finally eased in the last two days with

the streaming of around 12 megawatts (MW) of additional power to the area. Santiago Tudio, South Cotabato 1 electric Cooperative (Socoteco 1) general manager, said they

formally commissioned their leased 12-MW diesel-fired generator sets on Thursday morning to offset the area’s power deficit, which has triggered daily rotational outages lasting five to six

hours. “At the worst, our brownouts will now only last around an hour,” he said in a briefing. Tudio said they decided to utilize the generator sets after the energy Regulatory Commission (eRC) issued a provisional authority for its applied rates and charges. he said such authority allows the electric cooperative to charge its customers for the use of the generator sets pending the approval of the fouryear power sales agreement that it signed last May with the Alcantara Group’s Conal holdings Corporation. Tudio said the Mapalad Power Corporation (MPC), which is controlled by Conal holdings, completed the installation earlier this week of the power station for the generator sets at the electric cooperative’s sub-station in Barangay Morales here. he said the power station consists 13 units of Cummins brand diesel generator sets and auxiliaries with total installed capacity of 1,070 kilowatts each; four units each of transformers and four diesel fuel tanks; a unit each of control tower, switch gear and oil and water separator; two units of 1,000 cubic meter-capacity water tanks; and a unit each of workshop, office and transmission line for the Socoteco 1 sub-station. The MPC has contracted generator supplier Ag-

greko Plc to manage the operations of the power station, he said. Socoteco 1 started implementing daily rotating brownouts lasting five to six hours last September 1 after its power deficit reached around 12 MW. The electric cooperative serves Koronadal City, eight towns in South Cotabato province and the municipality of Lutayan in Sultan Kudarat. The area’s daily peak power demand is pegged at 33.6 MW. Tudio said that since its three-year supply contract with the National Power Corporation (NPC) expired in late August, the latter’s power allocation to the area has so far dropped to 18 MW from the previous 32 to 33 MW. he said the Aboitizowned Therma Marine Inc. is augmenting the area’s supplies by 3-4 MW. The electric cooperative initially adjusted the area’s brownouts to just one hour daily in the third week of September but it worsened anew following the toppling late last week of a transmission tower of the National Grid Corporation of the Philippines (NGCP) in Kabacan, North Cotabato. NGCP completed the repairs on the damaged lines on Thursday, restoring the normal flow of power supplies to the area. Tudio said the generator sets will run for eight hours daily, especially during the peak hours of the area’s power demand. he said the peak hours, wherein the area’s power

demand reaches the 33 MW level, are from 5 to 10 p.m. “By that time most offices and establishments are closing down already but our power demand still shoots up because 82 percent of our customers are residential,” he explained. With the utilization of the generator sets, Tudio initially pegged an increase of P1.60 per kilowatt-hour (kwh) to the area’s basic rates, which presently average around P6 per kwh. he said the additional charges will be reflected on the electric bills of consumers by the next billing or in November. Meantime, a team sent by the eRC to inspect the leased modular generators expressed satisfaction on Thursday over the compliance by their operator Aggreko Plc to government regulations. eddie Cudal, eRC’s senior energy regulations officer, told MindaNews that Aggreko has already complied with all the requirements necessary for the operation of the modular generator sets. “everything is in place so far and we’re recommending the issuance of the COC (certificate of compliance) to Aggreko for this project,” he said. Aggreko, which is a multinational company specializing on the lease or rental of generation units, was earlier given by eRC two months to comply with the requirements for the issuance of the COC. Following the approval of its eRC application, he said Socoteco 1 will immediately process the funding of the project through a bank loan. “There are a number of banks who offered to finance the projects but the selection will be done through a bidding sanctioned by the eRC,” Tudio added. Socoteco investing P70M to upgrade transmission lines D ISTRIBUTION utility South Cotabato 1 electric Cooperative (Socoteco 1) is investing around P79 million within the next two years for the upgrading of its transmission lines and other related facilities. Santiago Tudio, Socoteco 1 general manager, said the project involves the installation of two new 69-kilovolt (kV) lines that will provide additional connections from the area to the main transmission lines of the National Grid Cor-

poration of the Philippines and the neighboring electric cooperatives. he said the initial 69kV line, projected to be laid out starting late this year, will connect Koronadal City to the municipality of Tupi in South Cotabato. Socoteco 1 serves Koronadal City, eight towns in South Cotabato province and the municipality of Lutayan in Sultan Kudarat. Tupi town is part of the franchise area of the electric cooperative’s counterpart South Cota-

bato 2 electric Cooperative (Socoteco 2). Tudio said the project cost, based on the capital expenditure or capex application earlier submitted by Socoteco 1 to the energy Regulatory Commission (eRC), was pegged at around P39 million. The second 69-kV line, which has an estimated cost of P40 million, will be installed along the boundary of Norala town in South Cotabato and Isulan town in Sultan Kudarat. Isulan, which is the

AboitizLand signs deal with Alsons acquiring 60% stake in LiMA Land A

BOITIZ Land, Inc. (AboitizLand), the real estate arm of publicly-listed holding and investment company Aboitiz equity Ventures, Inc. (AeV), has completed its acquisition of a 60% stake in LiMA Land, Inc. (LLI) through the purchase of shares of Alsons Land Corporation (ALC). AboitizLand President and Chief executive Officer Andoni F. Aboitiz and ALC Chairman Tomas Alcantara signed on October 3 the Purchase Agreement finalizing the deal. LLI, a Luzon-based joint venture between ALC and Marubeni Corporation of Japan, is the developer of the 485-hectare LiMA Technology Center, a PeZA-registered economic zone in the Lipa-Malvar area of Batangas, at the heart of the CALABARZON region (Cavite, Laguna, Batangas, Rizal, Quezon). LiMA Technology Center is a total township project designed as an in-

Council for children’s welfare seeks to strengthen regional counterparts T

he Council for the Welfare of Children (CWC) recently conducted in Davao Region the ninth strategic planning workshop to strengthen the Regional Sub-Committees for the Welfare of Children (RSCWCs). In the opening session, CWC Dep. executive Director Ma. elena Caraballo S. Caraballo revealed intentions of the CWC to strengthen its regional networks as CWC bids to become the “lead advocate and monitor of child rights by 2016.” Before Davao Region, the CWC had gone to Western Visayas, Central Visayas, MIMAROPA, Central Mindanao, CARAGA, Ilocos Region, Cagayan Valley, and Central Luzon.

CWC linked with the regional office of the Department of Social Welfare and Development (DSWD) to invite regional line agencies of the departments of interior and local government, health, labor and employment, agriculture, justice, education. Also invited to the workshop were the regional offices of the National Nutrition Council (NNC), National economic and Development Authority, the Philippine Information Agency, National Anti Poverty Commission Sectoral Rep, the Provincial Local Council for the Protection of children (PLCPC) and two child-focus non-government organizations (NGOs). he coconut levy fund is worse than the pork barrel! It is considered as the mother of all scam. The recovered fund must be protected to prevent it to be subjected to another scam,” said Marilou Tapia, sectoral representative of National Anti-Poverty Commission (NAPC) Farmers and Landless Rural Workers Sector (NAPC- FLRW). “The recovered coco levy funds initially amounting to P71 billion must serve as a perpetual Coconut Farmers’ Trust Fund. Only the annual interest earnings must be utilized to fund community-based projects to increase farmers income”, added Tapia. “We are seeking the attention of the President to

immediately issue an Executive Order for the creation of Coconut Levy Trust Fund Committee/Commission that will manage the utilization of the funds. Representative of Coconut Farmers endorsed by the sector should be the majority composition of the said Committee.” Adelmo Arandela, a coconut farmer and vice-chairperson of the Coconut Committee of FLRW, said that they are also calling for a formation of a civil society counterpart control and monitoring mechanisms. “There should be a COCOWATCh Consultative Committee at the national level. N its thrust to continually strengthen cooperatives, the Local Government Unit of Panabo through the City Cooperative Development Office (CCDO) spearheaded 10 various trainings since January until September 2013 with 586 individuals as beneficiaries.

Binay said such collaboration among the LGUs is highly called for, particularly since the Philippines is preparing for the birth of the ASeAN economic Community in 2015. As he puts it, the country, and the LGUs for that matter, stand a better chance of taking advantage of the opportunities that will be brought about by the free trade between the 10 member-countries two years from now. “Kailangan mapaghandaan natin ito and the LGUs have a very important role to play in this economic integration among the ASeAN countries,” the vice president said. Binay earlier graced the grand opening of the Regional Rover Moot east-

Through this trend-setting and longest-running local initiative, the LGUs in the Davao Gulf area has since continued their collaboration in pursuing the shared mission of eradicating poverty, preserving the environment, as well as, improving social services and infrastructure facilities. It has also proved to be a very useful conduit of the Department of Agriculture, particularly in carrying out food security projects. Close to a billion pesos was released by the national government to the program for the implementation of farm-to-market roads, small irrigation development projects, and various livelihood and resource management projects. As of January 2013, the program has implemented a total of 136 road sections and six bridge components or some 193 kilometers of roads and 128 linear meters of bridges, which significantly improved the productivity of about 47,000 hectares of farms in the region. eNATOR Miriam Defensor Santiago has warned that the Philippines may become a “failed state” if senators and congressmen accused of plunder succeed in delaying or derailing the delivery of justice and ultimately gain impunity. The warning of Madame Miriam, indubitably one of the most brilliant and eloquent lawmakers the country has ever had, is a logical one. There is a ring of truth to it, especially among mature Filipinos who have seen it all in the checkered story of our country. “Failed state,” according to Transparency International, is one where the state lacks an effective judicial system and the rule of law. If we take Transparency International’s definition, instances of “failed state” and Senator Santiago’s explanation of her warning remind us of painfully delayed justice in the cases of the infamous Maguindanao Massacre, the murder of environmen-

Isn’t it about time that we, who have observed from a neutral distance all these indications of national malaise, now step forward and do something to stem the tide before it sweeps us all away beyond recall, a.k.a. “failed state”?

The city’s brighter business outlook is partly due to the fact that, after a mild economic slowdown during the previous months, circumstances not outright uncomfortable were bound to seem like relief. hAT then is the verdict on the coffee cup? One coffee analyst says if contradicting research has the person wondering if coffee is healthy or harmful, the answer is simple: it depends. A recent study showed a benefit from drinking java on a population level. But it’s difficult to make individual recommendations for safe coffee consumption, said Dr Ahmed el-Sohemy, a University of Toronto associate professor funded by the Canadian Institutes of health Research who has studied caffeine and health. el-Sohemy’s research has shown coffee could either lower or raise a person’s risk of heart attack. That’s because safe daily coffee intake is going to vary with the ability to process caffeine -- and that changes from person to person. There’s no easy way to tell how ef-

It is also heard in the Middle east, europe and North America where the irrepressible and adventurous Pinoys work to the bone to secure their future. If this cry – which gets louder every passing day – falls on the deaf ears of P-Noy and his political mafia in Congress, the next cry could very well be “P-noy Resign!” Why? Because P-Noy is a bluffer, a great pretender, a traitor to his own self-styled righteousness. he says one thing, but does another. he said he would abolish the pork barrel, but he left it to his political puppets in Congress to do it. he keeps repeating his political mantra of right path, but is blind to the crooked ways of his allies who want to continue to roll out the barrel of pork all the way to their pockets. he says that the people are his Boss, but he doesn’t listen to the people’s cry. he says that his administration is doing fine…..but when something wrong comes up, he has a ready fall-guy –the Arroyo government. P-Noy and his puppets had better put their act together, or they would all become victims of the “weather-weather lang” political philosophy first espoused by a convicted plunderer called erap. If, indeed, she is the scam queen. ooOoo Several years ago, shopping malls in the city shortchanged the buying public by handing out candies as loose change to customers. Cashiers reasoned out that they ran out of coins. This subtle daylight robbery went on for months until the public outrage forced mall management to discontinue the dishonest and sneaky business practice. Today, cashiers in shopping malls get in the nerves of shoppers by asking for small denominated coins from customers. Shoppers find this rather annoying, to say the least. The situation becomes worse when a cashier won’t accept a paper bill higher than one hundred pesos. This happened to a lady shopper just two weeks ago who fished out a 1000 and a 500 peso bills for a purchase worth P 1,025. The cashier rejected the 500-peso bill and asked for a small bill which the shopper didn’t have. Grudgingly, the cashier opened the cash register and pulled out several 100-peso bills from a thick pile. Still trying to keep her cool, the lady shopper, in a measured tone, let go a 30-second lecture on how to deal with a customer loud enough for the people around the counter to hear. Planting seeds to save forest and improve lives A

RAKAN Valley is the economic and ecological lifeblood of some 60,000 Filipinos. For the indigenous Manobo Kulamanon and Tinananon tribes, forests are the seat of their religious and cultural identities. But poverty, the exploding human population, and the increasing demand for food and space are causing massive deforestation in the area which in turn threatens the existence of the Philippine eagle and other endangered species which have made Arakan Valley their home. To address the issue, the Philippine eagle Foundation (PeF) has come up with the fiveyear Arakan Forest Corridor Development Program (AFCDP), a community-based landscape approach to biodiversity conservation. A significant component of AFCDP is to ensure the availability of hardwood seedlings for reforestation and afforestation as well as other crops such as cacao and fruit-bearing trees which can help augment the income of the residents.

PeF also realizes the importance of the private sector participation for the program to succeed, thus, it has partnered with leading telecommunications company Globe Telecom for the much needed funding support. Through the P500,000 donation from Globe which partly came from the Globe Arakan XC fund-raising biking activity last year, PeF and Globe were able to put up a plant nursery with a target of 50,000 cacao seedlingsto be supplied by SeedCore. Partner communities handle the planting of seedlings, nursery upkeep, and other reforestation activities. In return, they receive incentives in the form of basic services such as water systems, health or education services, and livelihood projects. “We are excited about the cacao because we can earn more from it. In the past, we only plant banana trees and corn where we earn only about P500-P1,000 every 15 days as compared to cacao which can give us as much as P12,000 because the price per kilo is higher,” said 55-

TO HELP raise awareness for breast cancer, GT Cosmetics Manufacturing Inc. joins the global community in the observance of Pink October. Kids go mad for science on Abreeza Kids’ Day! TRUE to its “Live, Work, and Play” philosophy, Abreeza Mall recently treated youngsters to an activity that fused love of learning with loads of fun.

Abreeza Mall celebrated Abreeza Kids’ Day by bringing in Mad Science Philippines for a weekend of interactive science experiments on September 28- 29, 2013. Mad Science turned Abreeza’s second floor hallway into a one-of-a-kind children’s classroom, with each hour-long show attended by dozens of little tykes wowed by the wonders of science. Through the delightful demonstrations of “mad scientists” Jalapeño Jaime and Kinetic Ken, the kids got to see chemistry and physics at work with their own eyes. With the aid of chemicals and some common materials, they witnessed how cornstarch could help create a huge fireball, how foamy “elephant toothpaste” could rise and overflow through a catalyst experiment, how water could turn into “wine” with phenolphthalein, and how it could “disappear” when sodium polyacrylate is added. They also saw mini-tornadoes come out of a vortex generator, made balls float in a low pressure area, and even got to bring home their very own gooey

slime. Also present at the event was a static ball, and any curious kid who dared touch it had his hair stand on end. The children were thrilled to experience all these astounding reactions and stunts for themselves—including riding on a hovercraft! Scientific concepts were explained

he Philippine national youth team went down fighting, 78-85, Friday night giving China their toughest gold medal game in the FIBA Asia Under-16 Championship at Azadi Stadium in Tehran, Iran. The much undersized Filipinos settled for silver but not without a fight. The surprised finalists were only down by four, 59-63, with 6:24 left when the defending twotime champion uncorked a 7-0 run that brought the lead to double-digits. The Filipinos, who kept on shooting from the outside, tried to weave another magical run just like the way they toppled Chinese Taipei in the semis, but this time, they fell short. Nonetheless, it was the first time that China won by only single digit giving some measure of pride for the silver med-

NBA suspends Kidd for DWI

eW YORK (AP) -- Brooklyn Nets coach Jason Kidd was suspended Friday for two games after pleading guilty in a drunken driving case. The NBA announced Kidd will miss the first two games of the season. The Nets open at Cleveland on Oct. 30 and host the defending champion Miami heat on Nov. 1. Kidd pleaded guilty to a misdemeanor drunken driving charge after he crashed into a utility pole on eastern Long Island on July 15, 2012. he was treated at a hospital for minor injuries. he returned to court Monday after completing community service and his plea was reduced to a violation, driving while ability impaired. ‘’I think we all knew that was going to come at some point,’’ Kidd said Friday after practice at Duke University in Durham, N.C. ‘’You have to be responsible and the league came down with the suspension, and I ac-

cept that. If a player’s out, guys have got to step up. ... My coaching staff is more than capable of stepping up.’’ It hasn’t been determined which of Kidd’s assistants will fill in during the suspension, he said. Lawrence Frank, who coached the Nets from 2004-09, is Kidd’s top assistant. Kidd will make his coaching debut when the Nets travel to Orlando on Nov. 3. ‘’The decision is consistent with what the league has done in the past,’’ Nets general manager Billy King said in a statement. ‘’And we look forward to Jason leading our team versus Orlando and the rest of the year.’’ Kidd spoke to students at two Long Island high schools last week about the dangers of drunken driving. he also paid a $500 fine and his license was suspended for 90 days, according to a spokeswoman for Suffolk County District Attorney Thomas Spota.

ARADISe ISLAND, Bahamas (AP) -- Defense is the primary focus of everything the Miami heat does, and it’s been that way since Pat Riley arrived. It might be more than a mantra this year. Miami started the season playing defense at a level that made no one in the organization happy last season, allowing 100.6 points per game, ranking only 23rd-best league-wide after 17 games. In the 65 games that followed, they gave up just 93.6 points per game, the fourth-best rate in the NBA over that span. Playing defense better from the start of the season has emerged as a top priority for the heat, who left the Bahamas on Friday after wrapping up six practices of training camp that were devoted almost entirely to that end of the floor. ‘’We knew we didn’t

start off the season like we wanted to defensively,’’ said heat forward LeBron James, the league’s twotime reigning MVP and a four-time winner of the award overall. ‘’But we knew. I think when you have a problem and you face it, it’s very correctable, and we knew that.
