Graduation of 185 SWAT trainees held this week
T
HE graduation of 185 special Weapons and Tactics (sWAT) trainees last week has been moved to next week due to the unexpected delay in the arrival of ammunition, an official said. P/supt. Richard Badang, head of the Technical support Platoon of the Davao City Police Office that spearheaded the training, told EDGE DAVAO that the rites had been moved to either October 18 or 19 barring another delay. Davao City Mayor Rodrigo Duterte had allotted P1.2 million for the training, including purchase of ammunition for marksmanship training at the shooting range in Ma-a and other expenses. The money was sourced from the peace and order
fund. The trainees used Magtech ammunition, cheapest recommended. One of the special Weapons and Tactics (sWAT) trainees, PO2 Arnulfo Ramada Jr. of the Baguio police station was confined at southern Philippines Medical Center for an appendectomy. Davao City police director Ronald dela Rosa said there will be no replacement for Ramada because it is too late for the substitute to catch up on the whole training. He had advised before the training started that participants should be ‘mentally and physically ready’ as the aim is to produce the best sWAT team in the competition.

The 2013 GAA [General Appropriations Act] is already a law. it is Congress that can amend or modify the law, not the President,” Deputy Presidential spokesperson Abigail Valte said at a media briefing. she also clarified the government is asking the supreme Court for the partial release of the
PDAF allocated by lawmakers for medical and educational assistance to their constituents this year. she said the request for temporary restraining order was in reference to the 2013 PDAF allocation, taking into consideration the concerns of lawmakers whose constituents rely on funding from pork barrel. “Malinaw naman yung naging discussion nila ni solgen kahapon... the request for partial lifting of TRO was only made in as far as... it’s not even for the remaining allocation of PDAF for 2013. 20 gun ban violators nabbed By Emilord P. Castromayor
A
s of last October 12, local police have nabbed 20 violators, including seven minors, for violating the Commission on Elections (Comelec) gun ban. Chief inspector Alfredo Baluran, head of the operations and plans branch of the Davao City Police Office (OPB-DCPO), said bladed weapons made up most of the confiscated items along with seven guns, and one hand grenade. Police nationwide began implementing the ban on deadly weapons last september 28 in connection with the October 28 barangay elections. The ban ends on november 12.
Baluran said four cases were in court against the violators while 10 others are still undergoing investigation. Violation of the ban on carrying firearms and employing armed security personnel carries a fine of one to six years imprisonment, permanent disqualification to hold public office, and deprivation of the right to vote. For gun owners, Comelec Resolution no. 9735 provides that gun owners who were given exemption for last May 13 elections enjoy the privilege of carrying their guns outside of their residence during the conduct of the barangay elections
without the need to renew their permits. However, the resolution provides that “approved applications for employment/availment/engagement of security personnel/ agencies during the May 13, 2013 national and local Elections will be subjected to renewal for purposes of the October 28, 2013 barangay polls. it has been proven that in Davao City, implementation of the gun ban can deter thwe commission of crime. The filing of certificate of candidacy started last Friday and ends on October 17.

OFW contributions
T
HE Philippine Health insurance Corporation (PhilHealth) on Friday stated the move it made in adjustments done in the contribution rate of overseas Filipino workers (OFWs) was appropriate. This statement was released following the many criticisms the agency received from OFWs for the premium adjustment.
“The move adjusts the contribution rate from P1,200 to 2,400 annually starting Jan 1, 2014 to rationalize its contribution structure with the rest of members from different categories,” the PhilHealth noted. According to PhilHealth Manager for Overseas Filipino Program, Chona Yap, the OFW it was only proper that
the OFW contribution rate at least approximates the rate for indigents. “There is a need to adjust given that the annual premium for every indigent family is already pegged at P2,400,” Yap said. PhilHealth has also pegged the contribution for its informal sector members at P2,400 for those earning below P25,000 per month.
For those with monthly income of above P25,000, the rate is at P3,600. “The new rate for OFWs translates to just P6.70 per day, which clearly shows that they are still paying a very minimal amount and is comparable to indigents and informal sector members such as vendors, public transport workers, and the like”, Yap explained. Finally, TOILETS for Arakan tribal community A
T the crack of dawn or any time of the day, lorena nogan and her family, along with the other residents of Kinawayan, a mountain village in Arakan, north Cotabato, would separately walk discreetly to the bushes-not to play hide and seek but to defecate. Each would look for a spot, rag in hand, oblivious of the danger of stepping on human wastes littering the terrain. This has been the routine of housekeeper lorena, 35, her husband Roberto, 38, a farmer, and their five children ever since. “not even one toilet here. We are all ashamed of our condition,” lorena said. The mountainous community, home to 216 farming families mostly belonging to the Manobo tribe, is typical of Arakan’s rugged outskirts, where families barely eat three full meals a day and bereft of the most basic facilities. Even water source is scarce here. “Kinawayan merited a reputation of topping the town in terms of open defecation,” Grace Rivera, a village health worker, said. “The village’s fields would make for the “world’s largest toilet.” This has been a key health concern as the practice makes people prone to water-borne diseases and food sources become contaminated, thus increasing the burden on the family,” she added. Rivera said that diarrhea, caused by poor sanitation facilities, is prevalent in the village and is generally spread through contaminated food and water. Diarrhea is a major illness and cause of death among children under the age of five here, she said. in October 2012, the nogans lost their one-year old son Barlo to diarrhea. “He was strong and playful but practically turned into a vegetable in two weeks’ time,” lorena said, blaming their routine of defecating in the bushes or in the open fields. “That may have triggered the spread of diarrhea in the village,” she said. According to the United nations Children’s Fund (UniCEF), open areas “are the only toilet option” for many especially in remote communities. For Arakan, Rivera said it is estimated that 53.6 percent of the households have no toilets, noting that “they preferred to spend
on material pleasures such as lipsticks, beauty powder and cellular phones.” “For many, they find cellular phones more useful that having a toilet,” she said. With diarrhea prevalent in the town, non-government organization ACF international has launched an intervention on the issue of open defecation and other unsanitary practices as well as disaster risk reduction initiatives. The group is implementing the projects “sustainable and Resilient Basic sanitation, safe Water, and improved Hygiene Behavior” funded under the Project Cooperation Agreement between ACF international and UniCEF; “support for the socio-economic Development of Communities within the spanish Development Cooperation’s Action Zones in the Philippines” funded by the spanish Agency for international Development Cooperation; and the “scale Up, Build Up: strengthening local alliances and advocacy and empowering champions on disaster risk reduction” in partnership with the Disaster Preparedness Program of the European Community Humanitarian Office. “These projects engage families to take action to reduce their risks to disasters, promoting a local culture of disaster reduction, including disaster prevention, mitigation and preparedness, and increasing their knowledge on the importance of good nutrition, food security, proper care practices, and adequate hygiene and sanitation, such as proper hand washing, to prevent and mitigate the occurrences of diseases during disasters,” explained Faramarz Hashtarkhani, ACF international head of base and program coordinator in Cotabato City. Rivera, along with other health workers, community members, including tribal leaders, teachers and school-aged children have joined the series of learning sessions related to community-led total sanitation or ClTs methodology. The process relies on the participation of the community and starts with a transect walk of the village, during which ACF hygiene promotion officers point out feces on the roadside, behind bushes and houses and in the general neighborhood.
The mobilizers then draw a map of the village and the participants point the spot where they defecate. The drill shows the close proximity to which families live from the defecation sites. As soon as the community acknowledges the risk posed by open defecation, ACF provides technical guidance and supervises latrine installation for every household. “We learned through a demonstration how diseases can be transmitted through open defecation. Food and water become contaminated when flies go from feces to food and spread the diseases. We’re totally ashamed of ourselves, we felt disgusted. now we know what could have caused the deaths and widespread case of diarrhea,” Rivera said. “This triggered families to build low-cost toilets of their own, and as incentive, they were given porcelain or plastic toilet bowls that are hygienic and could be used for longer period,” said Hashtarkhani. in a recent handover cere-
mony of a water system project, the village has been declared “100% open
defeca-
tion-free.” The village leaders also enacted an ordinance that requires every household to construct latrines, with penalties to those who can’t comply. “With the barangay action, coupled with the awareness on hygiene and sanitation and the ClTs process, our behavior changed. The presence of a water system complements the community’s improved sanitation and hygiene practices,” said village chair Dahines lag-
cuman. As part of the project, the community also learned proper garbage disposal. “now we know better… we have clean toilets and we feel that we have finally progressed,” lorena nogan said proudly. “Groundbreaking solutions, such as the CTls process, change people’s lives for the better,” said Hana Montaner, UniCEF WAsH Project Officer. “We need to safeguard the lives of children with sufficient nutrition and affordable and proven interventions for them to grow up well and take part in community development. The challenge now is for you to sustain this achievement,” Montaner said. With the support of the local governments of north Cotabato and Arakan, ACF and UniCEF plan to continue conducting ClTs in the neighboring villages to help improve sanitation in the area. turized base stations that offer immediate means of providing stable and reliable mobile broadband or 3G and lTE coverage, when and where required, and without the need to build new towers and cellsites. The configuration allowed the telco to efficiently and effectively serve the connectivity needs of over 1,300 participants from 45 countries. “There is no better venue to showcase this kind of relevant network solution than at the ACC, where leaders of the global carrier industry discuss and share the latest technologies and are being tapped around the world for their flexibility and promise of providing a cleaner signal with less power, making them environment-friendly. in the long run, the use of small cells will also reduce the need to build more cell towers. in a report early this year, informa Telecoms & Media, one of the leading sources of intelligence in the telecoms industry around the world, touted small cells to be one of the defining mobile network trends in the coming years. it also predicted that the installed base of small cells around the world is set to grow eight-fold from around 11 million units in February 2013 to 92 million units in 2016. However, the real measure of efficiency and optimum performance of small cells hinges heavily on a reliable wireless network. in tune with the global
breakthroughs in telecommunications and iCT,” said Rolando G. Peña, head of technology at smart and PlDT. The small-cell solution provides localized network capacity and coverage improvement in jam-packed areas and big events where people converge, or where wireless signal normally gets congested. The ACC participants, representing 322 of the biggest telecom carrier firms around the world, were among the first to experience this innovation. Aside from providing smoother connectivity for mobile users, small cells
trend, the small-cell architecture deployed by smart at the ACC was composed of small-antenna systems connected wirelessly to a ‘donor’ cellsite outside the hotel. This donor cellsite, like all other smart cellsites, is connected via fiber optic technology to the core network of the wireless operator and its parent company PlDT. PlDT has the country’s most extensive fiber optic cable network in the country, more than 71,000 kilometers, which provides the most resilient and reliable infrastructure to support the wireless network of smart. Meanwhile, smart grew its 4th generation (4G) long Term Evolution (lTE) to over 1,000 sites, across almost 180 cities and municipalities. smart lTE also covers all 17 cities and municipalities that make up Metro Manila.

SSS mess
HE House of Representatives is set to investigate the social security system for granting huge bonuses to its officials and employees, an act that has incensed the public, especially sss members and pensioners. The investigation will be conducted by the House committee on good government, after Bayan Muna party-list Reps. noli Colmenares and Carlos Zarate filed a resolution asking for the inquiry. Colmenares and Zarate, who is from Davao City, want to know why members of the sss board of trustees have granted themselves P1 million each in bonuses and approved another P276 million for the system’s employees. The sss centurions’ questionable decision to be extra kind to themselves and the other sss employees comes at a time when the system is set to increase the amount of premium imposed

on sss members. in making the move, the demi-gods at sss seem to have conveniently forgotten their own claim that the system does not have enough funds for retirement and other benefits beyond the year 2039. indeed, this mess at the sss seems to be just the latest of a series of shenanigans showing how criminally irresponsible people in government can be in handling taxpayers’ money, topped only by the grand theft of pork barrel funds – Priority Development Fund (PDAF) and the Disbursement Acceleration Program (DAP) -- in the billions. We are for the House investigation, if only to expose the greed and irresponsibility obtaining in the sss so that our lawmakers, especially those who still swear by their conscience, can craft policies to improve the situation.

Health alert
B
EWARE OF THE KillER FEVER – While the Greater Manila area and the rest of luzon have been inundated by heavy rains and thunderstorms for the past few days because of Typhoons Paolo, Quedan and recently santi, the entire island of Mindanao island particularly Davao City and its suburban areas are experiencing exactly the opposite. The dry season is still here although interrupted by occasional rain showers and thunderstorms. Despite the hot summer days, it unusually produced a bumper crop of mosquitoes making for a very buggy and dreary period. The greatest threat at this stage comes from a killer fever. First, a high fever develops suddenly. The muscles and joints ache, and a rash appears on the chest and arms. Chances are anyone with such symptoms is suffering from, what else dengue fever. The bad news: ailment caused by mosquito bites are fact of life, and as parents of young children notably those who are studying will tell you that the best way to treat them is to observe precautionary measures. The country is witnessing a startling upsurge in dengue cases every year. More than 40,000 people are reported to be infected in the middle of this year compared to 38,000 of the same period last year, and more than 500 have died so far based on nationwide data. With at least 2,500 dengue cases in Davao City alone or a 63% increase, local health authorities may have to deal with the rising number of patients mostly children. in the first three months based on statistics, dengue has claimed several lives and infected a large number of peo-
W
ple young and old alike. And so far there is no definite treatment for the virus, which is carried by the Aedes mosquito especially the Aedes Aegypti specie. Drugs can only alleviate the symptoms, according to a health alert issued by scientists and health experts. All doctors can do is give patients plenty of rest and fluids to help them fight the virus. Health experts noted that most people recover within five days and are out of danger. However, another treat comes from re-infection. it is called hemorrhagic fever – a much more dangerous form of similar initial symptoms that requires urgent medical attention. This usually occurs in dengue victims who are infected by one of the four strains of virus. Hemorrhagic fever continues with bleeding under the skin or even internally, doctors say. Taking precautions against mosquito bites is all the more important because scientists have yet to come up with vaccine or drugs for either strain. Unlike other mosquitoes, the Aedes variety is most active during the day, especially in the early morning and late afternoon, when many people let their guard down. Exceptional care must be taken to protect infected people from being bitten again. While the virus cannot be passed directly between humans, uninfected mosquitoes can become carriers when

(1st of two parts) that it enjoys revenues greater than most Philippine corporations. it is worse that the professionals among them don’t play a part in deciding how these are budgeted, spent, or accounted for. Thus, misuse or abuse goes unnoticed and unchecked. lacking oversight or supervision, the barangay’s resources—for neighborhood development, for increasing the gross barangay product, or for generating livelihood—are wasted or dissipated by corruption and mismanagement. Without the presence of its leading citizens and role models, the community is left wide open for traditional politicos (trapos) to manipulate it and exploit its resources for political gain or worse. The trapos’ dominant presence enable them to implant their twisted values into the barangay’s political culture, which of course is the building block of our republic’s political system. Consider the following: item A: Because all elections take place in the barangay’s precincts, what determines their outcome are the inadequate knowledge and the corrupted

Emotional Infidelity they take in the blood of dengue sufferers. And now some pieces of good news although not necessarily vital: whether you are concerned about dengue, malaria or just want to enjoy the outdoors bite-free, there are variety of products that promise to fight mosquitoes. There are now traps that emit carbon dioxide, coils, candles, insect-repellent sprays and creams. To protect the entire school yard from mosquitoes there is a promising option used by health authorities – fogging operation. Results in Davao City and its neighboring provinces have shown how dengue affected the health of a lot of people specifically children. The death of several patients in different public and private medical facilities would later prove to be related to dengue after many of them were tested positive of the virus carried by Aedes mosquitoes. in the past few months, health authorities in the region, Davao City in particular, have investigated possible dengue outbreaks in many remote areas – that were all later determined to be dengue-related cases. The pressure is on health authorities and other concerned government agencies to find a quick, reliable method to protect the public from getting inflicted of the deadly virus. The challenge notably for city health officials will be to maintain a sufficient level of information dissemination campaign to inform the public about the dangers of dengue, while ensuring that every surroundings should always remain clean to prevent from becoming a breeding ground of mosquitoes. The concern over the deadly dengue virus might be a test of what to come during either dry or rainy season.
Why bad governance persists below and all over
E’VE mentioned on other occasions the failure of the middle and upper classes to participate in their community’s undertakings; that this is a major cause of bad governance and corruption in the barangay— and therefore in the rest of the political system. Our political leaders on all levels are elected by barangay voters in barangay precincts. Good governance requires checks and balances. When the better-educated sectors—as well as the devoutly religious---pay little or no attention to local governing processes, they deprive the community of their ideas or guidance on matters concerning its development. And they cannot neutralize ill-motivated elements that exploit the community or seek to control and manipulate it. This drop-out attitude among the more knowledgeable citizens partly springs from ignorance about the nature of the barangay, i.e. that (a) it has a full-fledged government with regulatory or police and taxing powers as well as power of eminent domain; (b) it is a corporation with appurtenant assets and powers; (c) it is an economy—with land, labor and capital; and (d) that all these need to be planned or managed for growth with everyone’s participation. it’s bad enough that most people are unaware of the income of their barangay,

values of the cockpit crowd in its neighborhoods. item B: Because the educated classes are largely invisible in the commons and do not interact with the larger community, their attitudes, values, or outlook do not influence their neighbors—especially those who are easily swayed by demagoguery, bribery, or vote-buying. item C: Because they’re not seen or felt, they are viewed as aloof, uncaring, selfish, and without sense of community. Result: The masses, misguided by patronage, just go along with whoever has money and seems popular regardless of track record. And that’s how patently incompetent, utterly ignorant, or thoroughly corrupt candidates rise to power on all levels. All they need to get grassroots votes is to appear friendly, likeable, generous, and easy to approach. The masses don’t know any better. no one tells them that candidates are applicants for management positions—aspiring to be CEO or director of the community’s most important enterprise: its government. They have little or no sense of what it takes to manage a unit that is all at once a government, a corporation, and an economy. The complexity of managing the communal resources of these entities—economic, social, cultural—is lost on them.
A
male friend w h o is embroiled in an “extramarital f r i e n d s h i p” told me that it is possible to love two women equally. He is married to a nice, pretty, decent woman but he also has a clandestine relationship with another married woman. Though his relationship with the latter is mostly built on phone conversations and text messages with the occasional meet-ups, he candidly declares that he is in love with this woman. He comfortably snuggles with his wife at night but he is also excited to go to work in the mornings where he meets this other woman. They hardly talk in the open but their meaningful smiles and glances make his day. she is a wounded and scarred woman who incites his caring and protective instincts. He is her strength in a marriage gone wrong. she is his inspiration that makes his heart sing in the routine of daily life. He excitedly and unabashedly tells me about her. He has become a young man again thrilled with a new love. He periodically backpedals and pronounces that he really loves his wife. it was not his intention at all to fall for this other nice, pretty, decent woman. Things just happened, he asserts. Though they have not yet crossed the line of physical intimacy, they have already broken their vow of fidelity to their spouses. Though it seems that they have become happier because of each other, i cannot help but feel dread for their inevitable end. i am not remiss in reminding about the wrongness of their situation but i recognize that there is no telling off a bullheaded man in the throes of falling in love. This brings me to scott Peck’s assertion in his book, The Road less Travelled, that falling in love is not love. Falling in love is undisciplined, lazy, and effortless. it seems magical to just have fallen into love. But one can just very well fall out of love without any effort. love is the will to extend one’s self to nurture one’s own and another’s spiritual growth. There is no willing in falling hopelessly in love. There is no willing in not maintaining fidelity because it is easier and feels good to just fall into the thrill and newness of it all. love is a decision. it takes work and effort. This may not seem romantic but this is what truly elevates the human person to go beyond his whims, needs, and caprices. Much as my friend justifies that his love for his wife has not diminished, there is now an untruth hanging over their heads. like the sword of Damocles, this untruth might just pierce and kill them anytime. i certainly would not want to be in the shoes of his wife. i would not want my husband to share his thoughts, feelings, and affections with another woman even if he still constantly shows his love for me. Even if this “extramarital friendship” does not progress into a sexual relationship, the misguided spouse already commits infidelity because he now shares a part of his being with another woman. Emotional infidelity still damages. Emotional infidelity is just infidelity with clothes on. What God has put together in marriage, man cannot put asunder. Apparently, this is a hugely difficult tenet to live by especially when love is no longer magical and exciting, and someone new thrills us. But then again, there is nothing magical and exciting about Christ’s crucifixion and yet he gloriously resurrected.

THE WORLD KNOWS The world’s biggest basketball show knows how big basketball is in the Philippines By NEilWiN JosEPH l. BraVo njb@edgedavao.net
i
nDEED, basketball in this country is not just a sport, it’s a religion. Don’t tell David stern about that. He knows. Oh well, let’s say it again with slight modification—he was told and he validated. “We had a Filipino telling us you’d better get more people in the Philippines, and so we were like, let’s get more people in there. We had Ahmad Rashad and Adam came, and they came back and told us what we already knew, which is this one heck of a market, that we had heard about, we had read about,” stern, the outgoing 71-year old nBA Commissioner, told about a hundred of us members of the media around the world covering the first ever preseason game in the Philippines on Thursday. stern walked into the press conference room of the MOA Arena a few minutes before tipoff on Thursday. That familiar smile and voice we always look forward to in June when he announces to the world “the first pick of the nBA Draft is…” He did that from the time of Michael Jordan to Kobe Bryant and lebron James. stern knew a lot about the Philippines and not even Rafe Bartholomew’s opening question laced with a backgrounder is needed to make him say everything that Filipino fans would love to hear. He knew the Big J, and he knew the Gilas. He even hinted that someone from the Philippines is seriously looking for an nBA team to invest on. “i knew that then senator Jaworski was quite the player in the Philippines. i met with successive commissioners who always came through new York, but they came back and said, you’re not going to believe it it’s all
true,” added the smiling stern who had served the world’s most popular basketball league for 30 years. “And so we’ve been, from our office in Hongkong, which covers southeast Asia, i would say that the Philippines is just about our most successful market and it’s got very important plans for growth as well,” he said as he hinted of more nBA branded events here in the future. But before going to that future, let’s relish this first ever nBA game in the country first. incidentally, Davao’s very own independent oil firm Phoenix Petroleum is the official partner of the nBA Global Games in Manila. Edge Davao was fortunate to have been extended by the nBA the privilege to cover the October 10 historic game between the Houston Rockets and the indiana Pacers, two of the league’s most exciting franchises. The nBA coverage itself is considered by sports journalists in the country as a personal milestone. Television commentator and Alaska Milk’s assistant coach Alex Compton said he takes pride in being in the coverage line-up of the historic game. “i must admit it’s really different. To be out there that close to these players is a different experience. i’m sure there will be second and third games here but to be in the first ever nBA game in the Philippines is something i’d tell my kids about,” said Compton who did the color coverage for solar sports. The week-long experience was indeed an experience so surreal to even explain. it’s dreamlike. My first nBA coverage got me to an interview with the legendary Ron Harper, winner of five nBA championships and
quite uniquely, doing it with two of the best players of all time as his teammates—Michael Jordan (Chicago 1996-1998) and Kobe Bryant (los Angeles, 200-2001)—and one of the geniuses of the game as coach in Phil Jackson (both with the Bulls and the lakers). Then came the two team’s practices on Wednesday where we got in breathing distance with the stars of the nBA like Dwight Howard, James Harden and Jeremy lin of the Rockets, Paul George, George Hill, Danny Granger, Roy Hibbert and luis scola of the Pacers. Then there were the legends—larry Bird and Kevn McHale, two of the great nBA stars of my childhood. Throw in Robert Horry, Clyde Drexler and Jalen Rose too. star-struck? That’s an understatement. Everyone of us even the most grizzled veterans in Philippine sports journalism were. i sat beside Howard in an interview, stood in front of lin and boy, sat and chatted at courtside
with the “90-million dollar man” George and his teammate Hill. “Howzit going, man?” George asked. i can only say “it’s been awesome.” George wore a nike hyperdunk kicks with his initials on the tongue. Hill had a pair of Peak brand with GH printed on the sides. These are moments you cannot buy. not even the P54,000 ViP ticket on gameday can take you this close. An interesting character was Chandler Parsons, who is the starting forward of the Rockets. i did not realize until i was in front of him that he was the same guy rumored to be actress KC Concepcion’s date. But that’s show business and in this event, even the celebrities from the movies became fans themselves. During the game on Thursday, the media seating assignment was released moments before gametime. The list is a virtual global sports media list from Agence France Presse to Yahoo! sports. Edge Davao is listed be-
tween Cnn international and EsPn. Even the seats inside the MOA had the names of the news organizations on them. The Rockets went on to win the first ever nBA game in the country via a 116-96 triumph but when you’re covering the game, you wouldn’t even mind the score. it helped that this is but a preseason game and everyone came to just enjoy the show and not ask for a close game. The attendance sheet showed 12,885—already a sellout in venue standards although when you are inside you will notice the spots around the lower box section with vacant seats. seats sold from P54,000 at ViP section to P550 at the nosebleed section. The tickets sold higher than its advertised price with much of the cheaper seats sold right in the first few days when the box office opened. The loudest cheers went to the Asian lin with Parsons (for his link to KC), and Harden for the Rockets and George for the Pacers. And as if to show how rabid the lakermania
is in the country, Howard was booed right from the introduction to the three free throws he missed. He went 3 of 4 from the line and scored only 9. Although he got on with two rim-rattling dunks, he was also blocked by Hibbert to the delight of the crowd. Harden led the Rockets with 21 including 2 of 6 from the three-point range. The Rockets also got big games from Donatas Matiejunas (McHale calls him D-Mo) who had 16 and Parsons with 15. lin had 14 coming off the bench. For the Pacers who could not get their running game loose, got 17 from their main man George and 14 from David West. Orlando Johnson had another sterling role off the bench with 11 while scola had 10 also on a reserve role. Granger had 9 in only his second game coming back from an injury last season. “We had a great time,” said coach McHale during the post-game interview. That too says the same of this rare nBA experience.
and patients seeking medical assistance,” she said. Due to public outrage on the alleged P10 billion pork barrel scam, Aquino suspended releases of lawmakers’ remaining pork barrel for 2013. Prior to the Million People March calling for
the scrapping of the PDAF, Aquino said it was time to abolish the PDAF for 2014. “legally, it [PDAF] is part of the [2013] GAA [General Appropriations Act]. The abolition relies on the repeal or non-inclusion in the next year’s GAA,” Valte said. [PnA]

DavNor among top tourism-oriented LGUs T
HE Province of Davao del norte was recently declared by the Association of Tourism Officers of the Philippines (ATOP) as one of the country’s Best Tourism-Oriented local government units. From among those who vied for the ATOP Pearl Awards this year, DavnoR was conferred 3rd Runner-Up during the recent ATOP national convention in legazpi City, Albay. The PEARl AWARD: ATOP-DOT BEsT TOURisM ORiEnTED lGU is given to a province, city and municipality that shows a sustainable tourism development program as defined in the Tourism Act of 2009, which pushes for the proper management of all resources that meets the needs of tourists and host regions while protecting the opportunities for the future. The DavnoRs tourism office submitted its bid last August consisting of a thesis-like book, a 5-minute AVP on the bid, photos and press releases on the projects and activities covering the period of evaluation which was CY 2012. On september 9, 2013, Provincial Tourism Officer noel Daquioag defended the bid in Manila before the board of jurors that include representatives from the
Department of Environment and natural Resources and national Commission of Culture and Arts, among others. Daquioag said that the province could have bagged a higher position if its tourism and investment codes have been in place. At the time, both codes are still due for approval at the sangguniang Panlalawigan. “The codes weighed 35% of the judges’ score sheets but even with that we managed to land in the top 5 because we are one of the few lGUs that have cascaded the strategic directions of the national Tourism Development Plan into our logical framework”, Daquioag said. He added that DavnoR’s innovative Ugmad Komunidad program also caught the judges’ attention. The said program is a fusion of tourism, sports, and livelihood programs of the provincial government. Daquioag also expressed gratitude to Gov. Rodolfo P. del Rosario for the support he has extended to the provincial tourism office. “The Tourism Office’s programs draw its sustainability on the support given by our Honorable Governor and the various agencies in the provincial government”, he said.

Chinese Taipei upsets Azkals
T
HE Philippine national men’s football team suffered a huge blow in its title defense bid after Chinese Taipei pulled off a 2-1 upset against the Azkals in the 2013 Philippine Football Peace Cup Friday night at the Panaad stadium in Bacolod City. The Azkals had several chances at goal early in the match courtesy of Angel Guirado and stephan schrock, but it was the visitors who hit the back of the net first.
li Mao capitalized on an Azkals miscue at the 14th minute and sped his way for a counterattack. Expecting an offside call, the Filipinos failed to chase the opposing player. But the referee didn’t blow his whistle, allowing li to bury a high-looping shot that neil Etheridge couldn’t prevent for a 1-nil Chinese Taipei lead. The Azkals quickly recovered as James Younghusband scored a header off a Patrick Reichelt dish
at the 45th minute to tie the match at halftime, 1-1. Chinese Taipei wasn’t finished yet, however, as it scored another goal at the 65th minute to grab a shocking 2-1 lead. Azkals coach Hans Mi-
chael Weiss switched to full offensive mode late in the match after subbing in Misagh Bahadoran and Mark Hartmann for Younghusband and Jerry Barbaso in their attempt for an equalizer. But they failed to
score for the remainder of the game, allowing Chinese Taipei to pull off the upset. The result was a shock for the tournament-favorite Azkals, who beat Chinese Taipei, 3-1, to hoist the Peace Cup crown last
year. The Azkals will hope that Chinese Taipei loses to Pakistan on sunday before notching a victory against the south Asian squad on Tuesday to get a shot at the tournament crown.

FOOD
From the Andes to Davao Lagarde wines find a home and fans in Durianburg DAVAO has always had a love affair with food. Everywhere you look and whatever the event you attend, you can be sure that food flows and plates are always full and palates are always eager to taste something new. Banking on the Dabawenyo’s love and passion for food, Carlo Lorenzana decided to distribute wines by Bodega Lagarde. Made in the high Andean mountains of Argentina, Lagarde’s wines are a perfect compliment to great dishes as was the case during Lagarde wine tasting event held last September 30 at Cellar de Boca located at the second level Fountain Court of SM Lanang Premier. To present the different wines of the bodega, was Sebastian Barboza, Bodega Lagarde’s export manager. Also at the event were some of Davao’s top ho-
teliers and restauranteurs eager to go on an Argentinean wine expedition. The wine flight started with a pair of white wines, Altas Cumbres Chardonnay and Lagarde Viognier. I loved the nice mineral finish of the Viog-
nier which paired perfectly with Cellar de Boca’s shrimp ceviche. For the red wines, I would say I gravitated towards the Lagarde Guarda Malbec D.O.C. and their new Cabernet Franc, both pair well with rich fatty
steak empanadas as well as Cellar de Boca’s trademark Boca steak with their bold fruit flavours and rich finish. On the whole, Lagarde’s wines were easy on the palate and is sure to make fans of Dabawenyo oenophiles, myself included. Lagarde wines can be found in leading wine cellars as well as in various hotels and restaurants in the city. Follow me on Twitter or on Instagram at @kennethkingong for more foodie finds, travel tips, and happenings in, around and beyond Durianburg.

The PAL fleet, which now consists of 44 jets, will further expand with more than 60 aircraft deliveries expected until 2019. PAL President Ramon S. Martin Escudero acting prowess tested again in tV5’s HiV-themed series, POSitiVE AFTER being recognized for his award-winning portrayal as Remington in the independent film, Zombadings I: Patayin sa Shokot si Remington, highly acclaimed actor Martin Escudero returns to the small screens to play yet another challenging and controversial role as a person who is diagnosed positive with HIV in TV5’s daring move to discuss one of the most relevant yet silenced issues we face today. POSITIVE revolves on the story of Carlo – a young and successful professional who lives his almost perfect life as an Operations Manager of a Business Process Outsourcing (BPO) company and as a family man happily married to his pregnant wife, until he was diagnosed positive of HIV. He begins tracing his steps backward, from his times as a promiscuous teenager who lives a life of party and drugs, to know where he got the disease. Martin Escudero will play the lead. Upon hearing that he would be playing as someone who lives with HIV, Martin welcomed the role with enthusiasm. “First time kasi that a whole series is dedicated to the life of someone with HIV. It’s an interesting series and it’s a challenging role, so I really have to prepare for it.” said Martin. Expecting the heavy drama scenes from the role he is about to portray, Martin voluntarily submitted himself to workshops organized by the AIDS Society of the Philippines (ASP) in order to know more about the disease and to fully embody his character. Other casts, staff and crew also joined the workshops to fully immerse themselves to the situation and to accurately portray HIV for the series. After knowing how the disease is transmitted, the rising numbers of HIV/AIDS cases, and spending time hearing the stories directly from persons living with HIV (PLHIV), Martin Escudero volunteered to get tested for HIV. “I wanted to get tested. Marami kasing natatakot magpa-test for HIV. So I want to get tested to fully understand the feeling, para magamit ko sa role ko bilang si Carlo” said Martin. Martin won Best Actor both in last year’s Gawad Tanglaw awards and ENPRESS Golden Screen awards for his role as Remington in Zombadings 1: Patayin sa Shokot si Remington. Besides Positive, Martin is also doing another independent film, this time international. Positive is set to air on Thursday, October 7, and part of TV5’s stronger primetime block.

De Villota lost an eye in the accident but had since seemingly recovered from the wreck — even driving again, writing a book about it, and recently getting married. spanish police said her death was from “natural causes” and that there was no indication of foul play. De Villota barely survived last year’s crash during testing for the Marussia F1 team in England, losing her right eye and sustaining other serious head injuries that kept her in hospital for a month. De Villota, a Madrid native, was the daughter of Emilio de Villota, who competed in F1 from 1976 to ’82. K
AnsAs CiTY, Mo. (AP) -- it’s not often Mario Chalmers receives a louder ovation than leBron James., his Miami Heat teammate. On Friday night, the two-time defending nBA champions were playing
the Charlotte Bobcats at the sprint Center, about 40 miles from the University of Kansas, where Chalmers starred on the Jayhawks’ national championship team. so Chalmers wasn’t surprised to receive more
of a reaction from the crowd during the 86-75 preseason victory. in fact, he expected it. ‘’it’s custom out here, it’s supposed to be like that,’’ Chalmers said. ‘’Anytime i get to come back and play in front of
the Jayhawks fans it’s a lot of fun.’’ James paced the Heat (3-0) with 20 points while Chalmers added 10 points and four assists. Michael Beasley, who played at Kansas state and faced Chalmers as a Big 12 foe for one season, scored 13 points. Early in the first quarter Beasley scored nine of 10 points, including six straight, in the run that gave the Heat their first breathing room. Even with Beasley playing well, Chalmers wasn’t worried about losing any of the fans’ affection. ‘’This is more of KU territory, sprint Center,’’ Chalmers said. This is the fourth year Miami has played an exhibition game in Kansas City, and the crowd was decidedly in the Heat’s favor. so even though he wasn’t necessarily the star of the show, that was just fine with James. ‘’it’s a great crowd,’’ James said. ‘’Obviously they love us and we’re very thankful that they welcome us with open arms every time we come here and play. it’s fun to play in front of a crowd like that.’’

JMM: Pacman will beat Rios
M
EXiCAn fighter Juan Manuel Marquez believes his Filipino rival Manny Pacquiao has the advantage over Mexican-American slugger Brandon Rios when they clash on november 24. Marquez said that while the 27-year-old Rios is the younger, hungrier boxer, Pacquiao has
the edge in ring experience. “Maybe Pacquiao will win the fight, because Pacquiao has more experience [than] Rios,” he said in Boxing scene. “Rios is a very strong fighter, but i think Pacquiao will win the fight.” Following his 6thround knockout loss to Marquez, Pacquiao is
making his boxing comeback by facing the dangerous brawler in Rios. The fight will take place at The Venetian in Macau. Meanwhile, Marquez remains non-committal about a possible rematch with the Filipino superstar. Despite lucrative offers for a 5th fight, he said
he prefers to treasure his knockout victory over Pacquiao for the rest of his life. “The money is important in life, but the most important thing for me is the honor, the pride,” Marquez said. “Everybody knows what happened in those four fights. I want to keep that great moment all my life.”
