A

N ANTIDRUG agency is conducting an investigation after receiving reports on barangay officials who are allegedly involved in illegal drug activities in the region. Director Emerson Rosales of the Philippine Drug Enforcement Agency (PDEA) Region 11 said they will establish first the evidence before undertaking any operation against the more or less 10 elected officials.

“There are many reports but we will eliminate the malicious ones,” Rosales said. Some of the officials allegedly involved are residents of Davao City while the rest are from other places of the Davao region. Rosales explained that they would first verify the reports since the barangay elections are fast approaching. Perhaps these are just a prank to destroy

11 cops in Region 12 dismissed for drugs E

LEvEN policemen in Region 12 have been dismissed from active service in the last nine months for using illegal drugs and involvement in various illegal drug-related activities in the area. Chief Supt. Charles Calima Jr., Region 12 police director, said Monday the dismissed policemen had all tested positive of using illegal drugs, specifically of methamphetamine hydrochloride or shabu, in mandatory tests facilitated by the regional police office. “This is part of our continuing efforts to cleanse our ranks of lawless elements who

have been disguising as police officers,” he said in a radio interview. In dismissing the 11 policemen, the police official said they no longer filed criminal charges against them but took a faster route based on the Philippine National Police’s (PNP) regulations. The PNP’s policy guidelines regarding use of prohibited drugs has set the outright dismissal from service of any police personnel who will be tested positive of drug use, he said. “If a policeman turns out positive of using illegal drugs, he or she already failed to meet the

targets (drug personalities) while the police are responsible for street level activities since they are the primary agency in the campaign against illegal drugs as part of the peace and order process which police help to deter the number of suppliers, pushers and also sources of illegal drugs. ‘shabu’ laboratories, drug dens, marijuana plantations, and neutralization of drug groups, including foreigners. Cops gun down ‘Shabu’ worth P10.8-M prison escapee confiscated Jan. to June A

prison escapee died on the spot when policemen shot him after allegedly threatened to stab his girlfriend late Saturday afternoon on St Michael St., Ma-a, this city. P/Supt. Julius Silagan, commander of the Talomo police station, said that Edwin Miras, 37, of barangay Masara, Maco, Compostela valley province sustained three gunshots in the body that resulted to his instantaneous death. Miras was a detainee in a Tagum City jail who managed to escape on october 9.

This prompted the jail Chief Inspector Peter bongat , team leader of bureau of Jail Management and Penology in Region 11 to conduct a recovery operation against Miras. Members of the Talomo police station spotted Miras together with his girlfriend in front of a convenience store. When he noticed the presence of the police he threatened to stab his girlfriend which prompted the police to shoot Miras. Recovered from him was a six-inch knife. EPC

oME P10.8 million worth of shabu (1,440. 98 grams) was confiscated by the authorities from January to June, this year, officials said. Director Emerson Rosales of the Philippine Drug Enforcement Agency (PDEA) Region 11 said they confiscated P8.8 million worth (1,213.7 grams) while police reported P2.048

million (227.58 grams) and marijuana worth P287,705.5206 (8,219.87313 grams). The PDEA report showed the value of the illegal drugs confiscated for the half year surpassed the record of the previous years from 2011-2012 with the total amount of P3.8 million. AboR Secretary Rosalinda baldoz Monday issued labor advisories regarding the proper pay rules for the holidays this month of october. baldoz issued Labor Advisories No. 7 and 8, Series of 2013, which shall apply on oct 15 for the celebration of the Muslim holiday Eidul Adha and on oct 28 for the holding of the barangay elections. According to the labor chief, for the Eidul Adha, which is a regular holiday, the following holiday pay rules shall apply: (1) If the employee did not work; he or she shall be paid 100 percent of his or her salary for that day [(Daily Rate + Cost

Sta. Cruz aspires cityhood after turning 129 years old A

S the town of Sta. Cruz, Davao del Sur turned 129 years old last october 5, local government leaders and populace have yearned for a new aspiration for the town to become a city. “As the oldest town in the province of Davao del Sur, we really wanted it to become a city soon,” said Sta. Cruz Mayor Joel Ray Lopez. Lopez said that with the constant push of the municipality towards investment generation and tourism development, there can be no other way for this town to go but cityhood. The town has just celebrated its founding anniversary with funfilled activities on october 3-5, bannering the theme “bag-ong Tinguha, bag-ong Hagit, Dugang Kalampusan (New Aspiration, New Challenge, More Success)”. More than a centuryold municipality, Sta. Cruz was legally created on

october 5, 1884 and it is the oldest town in Davao Region, and the third oldest town in Mindanao. “We are glad that as we are now 129 years old, we saw several signs of success as manifested with our strong support from the private sector, national government agencies, provincial government, NGos and the general public,” Lopez stated. “our aspiration to become a city is a new challenge for us Sta. HE Philippine Army will conduct an examination for would-be officers and soldiers this week starting october 16 at five exam centers in the region. The Philippine Army Aptitude Test battery (PAATb) is the first stage in the selection process for enlistment in the Army as soldiers and appointment as officers in the Regular Force.

This year, the Army Recruitment Center (ARC) will be accepting interested applicants with a minimum height of 5’0 inches, both for male and female. LGU scholars conduct environmental activity S

CHoLARS of the City vocational Technical Education Scholarship Program (CIvoTESPRo) had their way of giving back to the community by engaging in an environmental activity last october 13, 2013 at the Tagum botanical Park in San Agustin, the foremost icon of the city’s environmental conservation efforts. At least 113 CIvoTESPRo Scholars flocked to the developing park in Tagum’s northern part to participate in round-weeding and fertilization of trees that are recently planted in the 36-hectare park.

Public Employment Services office Chief Rogeneth Llanos, whose office supervises the city’s scholars in behalf of the local government, said that this will not be the first time that the schol-

ars will participate in community service as part of their contribution to community-building. This, she said, will serve as a means of maximizing the scholars’ participation in the LGUled activities, especially in environmental activities. Elias Ragos briefed the scholars on the importance of environmental conservation and the local government’s initiatives in preserving the environment. Comelec to fast-track massive registration of PWDs Knights of Columbus call for promotion of IP rights T HE Commission on Elections (Comelec) will work on the massive registration of physically challenged voters or persons with disabilities (PWDs) within the next two years in preparation for the planned nationwide rollout of “accessible polling places” (APP) for the sector in the 2016 national and local elections. Comelec Commissioner Grace Padaca said they are targeting to sign up all PWDs in every locality in the country who are already of voting age to facilitate the proper establishment of the APPs and the provision of other necessary services for them during the polls. She cited that out of the estimated 5 million PWDs in the country who are already of voting age, the Comelec has identified or registered around 362,000 of them so far. In the last May 13 elections, Comelec

records showed that a total of 362,113 of the 52,014,648 voters were PWDs. The figures increased by around 62,000 based on the nearly 300,000 PWDs registered in the 2010 polls. “The challenge for us now is to register all our PWDs before the 2016 elections,” Padaca told reporters following the launching of the pilot APP for the oct. 28 barangay polls at the SM City General Santos on Saturday. The Comelec earlier picked barangay Lagao as one of the four pilot testing areas in the country for the implementation of Republic Act (RA) 10366, which authorized the poll body “to establish precincts assigned to accessible polling places exclusively for persons with disabilities and senior citizens.” The official said barangay Lagao will mainly serve as the project’s main testing site for

Mindanao in the upcoming barangay elections. The other pilot sites are barangays Sabang in Lipa City for Luzon, 679 in Manila for the National Capital Region and Mabolo in Cebu City. Padaca, who heads the Comelec’s committee on PWDs and senior citizens, acknowledged that the poll body had been facing difficulty in terms of the registration of the PWDs due to the lack of appropriate forms. Unlike the senior citizens, who are automatically enlisted through the determination of their ages, she said PWDs are usually not registered until they make an appearance at local election offices. To address the problem, she said the Comelec will come up with a special form that will be released to election offices in the country for the PWD registration. “As of now, we don’t have the forms yet that will validate our PWDs but we’re already work-

ing on them,” Padaca said. The official said they will also conduct a massive information and education campaign to encourage more PWDs to register with the Comelec. “This is to make sure that they will be properly considered by the time we establish the APPs in their localities,” she added. Meantime, lawyer Michael Abas, Comelec Region 12 director, said they have yet to organize their records regarding the PWD voters within the region. “We have some PWDs who registered with our election offices but the total number is not that significant,” he said. Abas said he has instructed local election officers to encourage PWD voters in their areas to properly register and conduct information and education activities regarding their rights and privileges during the elections. AirAsia Zest chooses Cebu, not Clark, as its second hub T

HE newly rebranded budget carrier AirAsia Zest has chosen Cebu as its 2nd major hub on top of its main operations at the Terminal 4 of the congested Ninoy Aquino International Airport (NAIA). The choice of the Cebu gateway comes after the local unit of Malaysian giant AirAsia suspended its operations in Clark International Airport, which is about 100 kilometers from NAIA, following its strategic partnership with Zest Air. Zest Air’s slots in NAIA-4 in the congested Manila airport was a main consideration for the deal, a hint that traffic in Clark was not enough to keep AirAsia Philippines’s operations viable. AirAsia Philippines

launched its maiden domestic and international operations in Clark in March 2012 while its parent has long hailed Clark, previously positioned as the main airport for budget airlines, since it started flying in and out of the former US airbase in 2005. In a press briefing on october 11, AirAsia Zest executive vice president and chief operating officer Joy Caneba revealed the decision to invest in Cebu airport, currently the 2nd busiest airport in the country and the main gateway to the visayas region. PHL gaining headway in saving biodiversity T

HE government further gained headway in saving Philippine biodiversity, boosted by its law enforcement-boosting convergence strategy that mobilizes public and private partners for the undertaking. Department of Environment and Natural Resources (DENR) Sec. Ramon Paje said the convergence resulted in nationwide confiscation of illegally harvested forest products and nearly 25 million board feet of contraband timber as of June 2013 as well as 8,842 exotic and endemic birds, insects, reptiles and mammals from January 2010 toAugust 2012. ”biodiversity is the vital resource upon which every generation depends on,” he said, explaining need for such action. Paje noted that the convergence-led confiscations are in line with Executive order 23 series 2011, which bans logging in natural and residual forests nationwide, and Republic Act 9147 (Wildlife Resources Conservation and Protection Act of 2001). Eo 23 and RA 9147 are also two of government’s instruments for enhancing management of the Philippines’ 240 protected areas (PAs) under RA 7586 (National Integrated Protected Areas System Act of 1992). PAs are areas which receive protection because

of recognized natural, ecological and/or cultural values there. This month, Philippine PA Mt. Makiling Forest Reserve formally assumed status as the country’s fifth and Southeast Asia’s 33rd ASEAN Heritage Park (AHP). AHPs serve as models for PA management as well as strategic protection and conservation areas in Southeast Asia. Environment chiefs of ASEAN declare PAs as AHPs since theorganization believes uniqueness, diversity and notable values there deserve the highest recognition so importance of these sites as conservation areas can be appreciated internationally to further promote protection there. ”Deterioration of the environment persisted long before ill effects of global warming took center stage in development discourses,” Paje noted, recalling why ASEAN decided to establish AHPs. In 2011, government established its National Greening Program (NGP) through Eo 26 to fast-track reforestation nationwide as experts warned forest loss is among threats to biodiversity. Citing latest available data, Paje earlier said actual nationwide reforestation under NGP already exceeded the 300,000 hectares collective planting target for 2011 and 2012.

The EcoWaste Coalition noted that potential officials should be environmentally responsible and commit themselves to ‘zero waste’ election campaigning. Aileen Lucero, the group’s national coordinator, meanwhile, said they should

N v I R o M E N TA L Group, the EcoWaste Coalition, on Sunday cautioned the public against buying Halloween products in various retail outlets in Metro Manila, including leading department stores and bargain shopping malls. EcoWaste Coalition said, “Halloween costumes, decors, masks, props, candy containers and body and face paint are nothing to be afraid of, but once you find out they’re toxic— that’s where the real scare

is.”

According to EcoWaste, they discovered that out of the 90 Halloween products they purchased, 20 (22 pct) were found to contain at least one toxic metal above regulatory limits. The group warned the public as these products, worth P20 to P200 each can easily be bought in various retail outlets in Manila and Quezon Cities, including leading department stores and bargain shopping malls. “Instead of adding

excitement and fun to the celebration, these products may in fact endanger children’s health,” Coordinator of the EcoWaste Coalition’s Project Protect, Thony Dizon said in a statement. one of the most common toxins, lead, was detected in 18 samples above the allowable limit of 90 parts per million (ppm). The 10 Halloween products with the highest levels of lead include (1) a “horror spider” with 3,987

ppm of lead, (2) a green pumpkin pail with 2,730 ppm of lead, 1,425 ppm of chromium and 440 ppm of arsenic, (3) another “horror spider” with 2,040 ppm of lead. Also on the list was (4) a “spiders and web” with 1,658 ppm of lead, (5) a key chain with Halloween witch on a broom stick design with 1,291 ppm of lead, 820 ppm of chromium and 172 ppm of arsenic, (6) a Halloween rainbow wand with 1,119 ppm of lead. It is very serious in issuing warnings, something it does every so often, with an impressive track record in telling the truth. A pattern has been established: Every time Filipinos are busy preparing for a celebration, unscrupulous and criminally irresponsible businessmen come out with their deadly bag of tricks in the form of unsafe products. Yes, they always do this when nobody is looking. This behavior of businessmen –domestic or local – is totally deplorable. This criminal act is repeated in almost all celebrations year in and year out, because in this country very few, if at all, are jailed for selling poison-laden goods. For instance, we hear or read of many people being hospitalized for food poisoning, but we have yet to hear of anybody going to jail for it.

Intensifying uncertainty

IL PRICE vARIAbILITY – one of the disappointing things that came about as a result of the fluctuation of the prices of oil in the world market was that local prices likewise followed the drift. A new round of increase this week propels a P.50 centavo price adjustment a liter for gasoline and a bit higher for diesel fuel. True, leaders of different transport organizations have shown themselves to be very watchful. Immediately right after news spread around about an impending oil price hike, they took a wait-and-see attitude with a petition for fare rate increase in mind. Raising the possibility of an unexpected minimum fare increase after another round of oil price adjustment, leaders of different transport groups have requested the Land Transportation Franchising and Regulatory board (LTFRb) that the minimum fare should be adjusted for two reasons: first, they explained there’s a possibility that prices of gasoline, diesel fuel and other refined petroleum products would increase unpredictably to undetermined levels, and second, prices of spare parts and lubricants continue to increase despite the assurance of manufacturers and suppliers not to raise prices of their products. but earlier reports already swirl around about the potential increase of the minimum fare once the prices of diesel fuel goes up to P43-44 per liter from the previous P41 and gasoline at P 5455 level from the previous P51-52 or according to variants. Leaders of different groups declared they may not support the idea of maintaining the minimum fare’s status quo while the prices of fuel products remained in a volatile situa-

tion. However, leaders of various consumers and commuters groups say they noticed the cockiness of some transport leaders: “now they’re panicking by trying to find ways and the right patsies to file a petition seeking a minimum fare adjustment.” They’re now singing a different tune contrary to their earlier statements that P.50 centavo should be temporarily added to the minimum fare when the prices of gasoline and crude oil remained unstable. They’re now forcibly urging the LTFRb to grant their petition for a P10 minimum fare rate hike. There was even a time that a consumers’ advocate group filed a petition before the Land Transportation Franchising and Regulatory board (LTFRb) seeking to maintain the status quo of the minimum fare as a result of the series of oil price roll back. Prices of diesel fuel then is peg at P40 per liter while gasoline at P50 level. Nonetheless, it is widely believed that over-bearing leaders of the different transport groups are protecting their respective turfs and jockeying for a minimum fare rate adjustment. If nothing else, the oil price issue has focused the minds of transports leaders on their own economic problems while disregarding the rights of the workers, consumers and the commuting public in particular. Such sentiment reverberates loudly considering that the commuting

public has been too concerned to add what it’s going to cost them more in their daily necessities – notably increased in transport fare. In fact, it was the perception of the commuters and consumers that some of the enterprising transport leaders’ moves are politically-motivated and their assurance to reduce the minimum fare when there’s a price rollback is nothing but mere lip service. Until recently there are no changes in their position sparking a certain amount of confusion and public resentment has been building against them. The big question is: how fast will the government move and take necessary actions on the plight of the exploited commuters and how long will it take to produce results? Moreover, the oil price shock concern intensifies uncertainty surrounding the price increase scheme and the conforming minimum fare adjustment. but one thing is certain though that none of the previous assurances of transport leaders had helped their status in public in maintaining their reputation and credibility. In the weeks ahead, if prices of fuel products continue to escalate and transport leaders remain determined to file a petition seeking a minimum fare adjustment according to their desired level, chances are, a groundswell of petitioners for a fare status quo could also make themselves heard. Nevertheless, if there are oil price movements that would indicate it’s going up, the transport sector, as their wont, is again in a position to exploit it to their advantage. Unfortunately, the same is true with the commuting public – in reverse. The poor commuters surely will be dismayed by another turn of disadvantageous event.

Why bad governance persists below and all over

Ho else but the educated classes can make the point that governance is just another term for management, that voting is another term for selecting or hiring a public servant, and that choosing a candidate is, in a real sense, hiring him for a government post. The masses cannot readily discern the connection between competence and good governance. To leave them alone, to rely on their vote or judgment, is as disastrous as letting an ignoramus screen, interview, or recruit the executives of one’s enterprise. Educated Filipinos already know this, but there is a wide gap between knowledge and its application. Like nominal Christians or Muslims, their beliefs and behavioral patterns do not necessarily coincide. being also nominal democrats, while they know that vote buying is wrong, they buy votes anyway. They may feel deeply about their nation-

(Conclusion) ality, proud of their sovereign status, maybe even quick to take offense at an imagined slur on the nation’s honor. but they won’t hesitate to betray the principles that underpin this honor. Split-level values, says Fr. Rodolfo bulatao, S.J. These values are enshrined in the Constitution and affirmed by rules and regulations. but only a very few bother to read or know the Constitution except to pick out a provision or two to fire up their rhetoric and demagoguery. The principles are there, all right, but that’s about all. The action part, the acting out in accordance with principles, is missing. It bespeaks—sadly for our collective ego—a basic lack of integrity.

Perhaps those judgmental foreign journalists are right about ours being a “damaged culture,” after all. Certainly, we have a lot of growing up to do; a long journey to political maturity. Until the educated and the well-off (and church devotees) learn to tend to the governance of our primary level, our society’s destiny will always determined by people whose concerns rarely go beyond their basic needs. Without solidarity with the masses in the community, we might as well be resigned to the idea that our leaders will always come from the party with the most number of swashbucklers, coup plotters, entertainers, plunderers, and other sordid characters. A German editor who loves planting trees

N

o oNE c a n probably match the passion of one German national for trying single-handedly to keep planting Philippine mahogany trees, first in Samal island, Davao del Norte and next in Surigao province. Ullrich “Ulli” Kronberg, a German editor of a couple of sailing magazines in Hamburg, doesn’t even mind if his tree-planting efforts is actually boosting the government’s National Greening Program set into motion some years back by the Department of Environment and Natural Resources. I was impressed when I saw some of the mahogany trees that were planted by school children of a Samal elementary school, a tree-planting project Ulli helped organized a few years back. All the trees had grown so tall, they towered above the rooftops of the school building, their thick dark green foliage providing cool shades around the school grounds. Seeing how the beachlines of Samal island were being eaten up by the strong current of Davao Gulf some years ago, he mounted an island-wide mangrove reforestation project together with the DENR, backed by the Hamburg-based Mama Earth, a German environment organization whose members are totally devoted to world-wide projects that can improve the earth’s environment. “You have such a beautiful island in this wonderful country, the only way we can keep it that way is to keep planting trees, “ says Ulli, who runs a beachside resort and restaurant named after his Filipina wife Preciosa at Miranda village, babak district in Samal. Although he works as chief editor of two Hamburg-based sailing magazines, Ulli edits all articles from staff writers and freelance contributors right from his “editorial office” at his home near Davao beach Club at Lanang, Davao City--- that is, after he brings his three children to school and gives final instructions to his kitchen crew and restaurant staff in Samal. If you have the chance to meet this German magazine editor, you’d probably mistake him for one of those motorbike racers in Germany with long disheveled hair, a big rugged figure in loose trader’s shorts, prancing about in beach slippers, but ready to disarm you when he breaks into an easy smile. but of course, he’ll talk to you about planting trees. “It’s a good investment for your future if you plant trees. You like to join our tree planting project?” Unlike most Germans, Ulli can talk English with anyone easily, of course, with the same heavy German accent, but his English is much better than some Germans that I know. His passion for sailing had never left him since he’s still so active in his late 50’s. If he doesn’t jump on his big black motorbike to go to his Samal restaurant-resort, you’ll probably find him sailing across the narrow channel of the Gulf on his small, white sailing boat, powered only by the wind that blows against the white sail with Ulli controlling the ropes and rudder. In some ways, I envied his lifestyle, sailing around the Gulf here, feeling the winds of Davao on your face, getting wet from the foamy waves splashing on the boat and watching fishermen in their small bancas waiting for some fish below to swallow their baits until the yellow sun sets below the distant mountain ranges of Mount Apo It could be a very nice way to retire in Davao, just sailing around, doing some fishing of your own, with absolutely nothing to worry about… [Comments ? ernment when it is ready anytime in November to sit down and draft a unified HSW contract. If it pushes through as agreed by both parties, it will become the second such accord in the Philippines”, Labor Secretary Rosalinda baldoz said in a press release. ECoGNIZING the need to extend immediate assistance to the displaced children and families in Zamboanga, Children’s Hour, through its Davao Steering Committee, signed last September 30, 2013 a Memorandum of Understanding with the Philippine Women’s College (PWC) of Davao for the shipment of relief goods to the conflict-stricken area. Established in 1999 by founding Chairman Mr. Jaime Augusto Zobel de Ayala, Children’s Hour Philippines, Inc. is a fund raising, fund giving, and friends raising organization that invites employees, corporations, and individuals to donate one hour’s worth of their annual salary or earnings to projects for children in the areas of education, health & nutrition, and child protection. Children’s Hour‘s projects aim to benefit the poorest,

most vulnerable, and excluded groups in societyby inviting donors and friends to give to the cause not only through sharing their treasures, but also their time and talents. What I am talking about is Eden Nature Park’s newest adventure attraction, the Skycycle, and I was fortunate enough to be invited for a test drive. I would admit that I am a pretty adventurous person when it comes to travelling, I eat almost anything, and I try almost anything

treetops with nothing but sky all around me. one can argue that it is a similar experience as when riding on a zipline but the feeling is totally different. on a zipline, I feel the wind and the world passing me by in a blur with the ride done in just a couple of seconds. on the Skycycle however,

I got to travel only as fast as I pedal which gives me time to enjoy the stunning view as well as many more seconds of adrenaline. Eden’s Skycycle is a unique experience and paired with the many other adventures the resort has to give, a trip to Eden Nature Park is a definite

AC Cardona will reunite with college coach Franz Pumaren with the Air 21 Express in a three-team deal involving Meralco and Talk ‘N Text. The Express received Cardona from Meralco and Pamboy Raymundo and bam Gamalinda from Talk ‘N Text. The Tropang Texters got Noy baclao from Meralco, and Rob Reyes, Eric Salamat, and a 2015 second round pick from Air 21. PBA BOUND? UST’s Teng counts blessings as college career ends

NIvERSITY of Santo Tomas (UST) guard Jeric Teng was unable to lead the Growling Tigers to the promised land in the UAAP, but the graduating guard remains thankful after a fruitful five-year career in the league. Teng and the Growling Tigers made the Finals in his last two seasons, but bowed to the Ateneo blue Eagles in Season 75. In Season 76, as the first fourth-seed to make the Finals, they went toe-to-toe with the De La Salle Green Archers before falling short, losing Game 3 69-71 in overtime. After scoring 24 points in Game 3, Teng was admittedly disappointed to once again lose in the Finals, especially after coming so close. “Everyone’s frustrated, everyone’s sad
