HE permits and license bureau of the Davao City government will deliver requested documents in 72 hours. This was the vow of Mayor Rodrigo R. Duterte to foreign and domestic businessmen and members of the diplomatic corps attending the joint meeting of the Japanese, American and European chambers of commerce in Davao at Seda Hotel last Friday. Duterte said the 72hour deadline is also imposed on other city departments to come up with documents and other services requested by companies and individual businessmen from the city government. “The heads of offices are directed to stop processing applications

and requests after 72 hours and forward them to my office together with their explanation on their failure to meet the deadline,” he said. The city mayor urged businessmen to see him about their concerns, or City Administration Melchor V. Quitain in his absence. He also vowed to act quickly on reports about graft and corruption in the city government, saying that he would not hesitate to initiate the dismissal of erring officials and personnel found guilty in the investigation. He also assured the traders that members of the local police and other law enforcers in Davao City are disciplined, even as he promised to act immediately on complaints on instances

of abuse by lawmen. “Policemen and other law enforcers found engaged in illegal drugs and kidnapping could get killed in Davao City,” the mayor warned, citing instances wherein police officers, active, on AWOL (absence without official leave) or dismissed shot dead in gun battles with arresting officers. As in the past, Duterte said the city government under his watch has extreme prejudice toward law enforcers involved in heinous crimes. The city mayor also briefed participants of the joint chambers meeting organized by lawyer-civic leader Leoncio “Nonoy” Villa-Abrille on the current security situation in Davao and elsewhere in Mindanao.

HE Commission on Election (Comelec) 11 aims to improve this year’s upcoming barangay elections on October 28. Comelec 11 assistant regional director Marlon Casquejo in yesterday’s Kapehan sa Dabaw at SM Annex, Ecoland, said, Comelec 11 will put emphasis on improving their Board of Election Tellers (BET) and Board of Election Canvassers (BEC).

The regional election office held its contract signing yesterday at Toril with the BEC and is in the process of training the BET. Casquejo said the barangay elections this year would probably be the same compared to last year’s elections. The election protests during the last barangay elections, according to Casquejo, were usually due to human error, which is why

ence of alcohol” or DUi Law even without providing a machine called alcohol breathe detector. “i checked with the highway patrol of Camp Crame, but there were no speed guns there,” Pimentel said, adding that that equipment might not be part of their (PNP-HPG) procurement. He said other countries have static speed detectors installed by the road side to take picture of abusive drivers and mail to their homes photos of them over speeding. HE Regional Development Council (RDC) 11 and the Commission on Higher Education (CHED) 11 pushed for the implementation of significant changes in the Public Higher Education system. RDC 11 acting chair Maria Lourdes D. Lim, said during the multi-stakeholder forum on Public Higher Education Reforms at the Pinnacle Hotel and Suites, Davao City on October 18, said that, Davao Region has pioneered this amalgamation efforts in the country with the proposed establishment of the Davao Regional State University System (DRSUS), with the

The forum, which has the theme, “Moving Towards the White Paper on Amalgamation… Accelerating Davao Region’s Amalgamation initiatives,” is one of many efforts that the RDC 11 undertakes to raise a broad-based platform for understanding and bringing consensus to a flagship policy and program in Davao Region’s development agenda. Public cemetery rehab to be finished by end of November

HE P23-million Davao City Wireless Public Cemetery rehabilitation project of the city government is set to be finished by the end of November. Gary Castillo of Davao City Enterprise Bureau, in yesterday’s Kapehan sa Dabaw at SM Annex, Ecoland, said, the rehabilitation of Wireless Cemetery is now 90 percent finished. After the Wireless Cemetery, the Bureau will be rehabilitating other cemeteries as part of the project which was initiated in 2012 during the term of former-mayor Sara Duterte. Earlier, the City Enterprise Bureau reported that the Wireless Cemetery was already congested.

2014 investment plan outlined

R i O R i T y development projects were outlined in Davao Oriental’s proposed P175 Million Annualinvestment Program (AiP) for 2014 presented during the recent Provincial Development Council Meeting held at the City of Mati. To be sourced out from the 20% Local Government Development Fund (LGDF), the set of programs, projects, and activities poised for implementation next year focuses on the economic, social development,and the environment sectors. The biggest allocation is the investment for economic support such as the rehabilitation of roads, bridges and other infra support facilities. Meanwhile, based on the AiP, the province has also earmarked counterpart funds for projects bankrolled under the Philippine Rural Development Program (PRDP then MRDP), primarily onagri infra support and the ongoing big-ticket project—the Construction of the Cateel irrigation Project, which

is set to irrigate additional 2,000 hectares. “This project is our big stride towards realizing our dream of making Davao Oriental rice sufficient,” said Governor Corazon N. Malanyaon, under whose lead made Davao Oriental achieve increase in rice sufficiencyfrom 42% in 2008 to the present 63%. She said that the ongoing construction of the massive Cateel irrigation Project, Davao Oriental is likely to achieve 100% rice sufficiency level. As the provincial government is bent to push priority projects for agriculture, support projects for the Pagkain at Kita and Agri-industry Program are also included, backing regular programs for rice, corn, livestock and high value crops development. iRELESS service leader Smart Communications (Smart) and Digitel Mobile Philippines, inc. (DMPi) recently completed a series of network synergies that will further enhance coverage and capacity to benefit subscribers of both Smart and Sun Cellular in southern Philippines.

The completion of the milestone project places Mindanao at par with the rest of the country. Network synergies involve the co-usage of infrastructure between two operators and have become a growing trend among mobile operators around the world. The practice results in marked improvement

in network coverage, as each operator gets to use cell sites of the other operator and vice versa. it optimizes the resources of participating networks, and reduces the need to build new infrastructure. Smart’s network synergy project with Sun Cellular started in April, covering 25 provinces in

Mindanao, including Tawi-Tawi and Sulu. With the completion of the project, both Smart and Sun Cellular have leveraged on the use of close to 1,300 sites in the country’s second largest island. Sun Cellular subscribers, in particular, stand to benefit from the project as the network

increased its 2G coverage by 152 percent, and its 3G coverage by 64 percent in Mindanao. This way, they are set to experience a more resilient, modernized network with better accessibility and improved data services. For its part, the network of Smart expanded its existing capacity, gaining 35 percent in its 2G coverage and a 57 percent jump in 3G coverage in the area. The network synergy project was a logical course of action for both mobile services providers when Smart parent company Philippine Long Distance Telephone Co. (PLDT) acquired a majority stake in Digitel Telecommunications Philippines (Digitel), parent company of Sun Cellular, in October 2011. Through the combined and on-time modernization strategy, the PLDT wireless group continues to have the most extensive and robust network all over the Philippines with the most number of cell sites, cellular/mobile broadband base stations and fixed wireless broadband-en-

abled base stations. “This supercharged network is what allows us to effectively serve the combined Smart, Talk ‘N Text, and Sun Cellular subscriber base, despite its sheer size, and offer services that are extremely high in value but very easy on the pockets,” said Orlando B. Filinvest Land eyes 20% increase in revenues T HE Gotianun-led Filinvest Land inc. is looking at increasing by 20% its revenues in the Visayas and Mindanao as the company has continued to look for new properties to develop in both areas. Although he did not mention the revenues that the company has earned in the two areas, Tristan L. Las Marias, first vice president of the company for Visayas and Mindanao, said his areas contribute about 25% of the total revenues of the company. Although Metro Manila has a steady growth in the company portfolio, Las Marias added that the two areas under him have also been growing as the company has continued to invest in them. About four years ago, the company said its revenue in Mindanao alone could reach to about P2 billion annually. To ensure that there are takers of its project, the company is ensuring that its “projects are demand driven,” he said. The latest project that the company launched late last month in Mindanao was its 3.8-hectare

Why is there is so much ado about Freddie’s relationship with the girl in social and mainstream media? is it a crime to fall in love with a 16-year-old when one is a senior citizen? Unfortunately for Freddie, yes. He could go to jail for it. Freddie may be sued for child abuse or seduction by being in a relationship with a minor. Seducing a girl under 18 is a crime against chastity under the Revised Penal Code. On the other hand, child abuse is considered a public offense, so Mr. Aguilar could be held liable under Republic Act 7610, also known as Special Protection of Children against Abuse, Exploitation and Discrimination Act. ASEAN economic trust

F

OSTERiNG REGiONAL UNiTy AND TEAMWORK – After so much uproar over the existing brewing controversies such as the incomparable PDAF and DAP fund anomalies, mounting social ills and string of tragedies, perhaps it’s about time to also look into the country’s brighter economic outlook. This time we want to review in brief the future closer economic cooperation between member-states of the Association of South East Asian Nations (ASEAN). ASEAN is an organization on the Southeast Asian region that aims to accelerate economic growth, social progress, and cultural development among its member-nations and to promote regional peace. The 10-nation members that composed the ASEAN are the following: Brunei Darussalam, Cambodia, indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. Delegates to the ministerial meeting who gathered recently in preparation for the 2015 ASEAN Economic Summit called for greater cooperation between the member-states including countries of the Asia-Pacific rim. They asserted each country’s commitment to exert greater cooperative efforts to transform ASEAN into an effective regional organization. They also cited the need to strengthen further the relationship between the ASEAN head of states. One of the major plans envisioned by ASEAN seeks to establish a single market and production base scheme by 2015. if recognized and implemented, trade barriers and strict regulations on the entry of goods, services and capital within the ASEAN community would no longer exist. The strategy was pro-

posed to create a common ASEAN market free from all customs barriers and quantitative restrictions. Although ASEAN is moving towards nontariff and quota measures, nontariff barriers still existed. Economic unity was still not fully realized, perhaps not until 2015, and for a while economic pessimism persisted in the region because of reduced economic growth, inflation and high unemployment rate. Government experts and private economists call for reforms to attract investment and to facilitate efficient transport system. They indicated that inadequate infrastructure and border barriers to movement of transport across the ASEAN member-countries are serious hindrances to ASEAN’s effort in establishing the Asian Economic Community (AEC) by 2015. in order to achieve its main objective, reciprocity may require ASEAN countries to create trading laws identical with each other. This could mean that ASEAN member-nations would allow goods, services and capital to flow freely within the region because all members sanction the same privilege to their products, labor and investment. First and foremost, ASEAN countries would directly benefit from the single market and production base scheme only if it would remove trade barriers among themselves, and

later on those between the U.S., Japan, China, South Korea and the European economic bloc. The ASEAN confederation probably realized that they must move posthaste and start planning strategies to benefit from single market and production base method thus decided to eliminate serious barriers in its effort to establish the AEC by 2015, and most importantly to counter possible negative repercussions. So far, trading opportunities for ASEAN members seem minimal. in view of the impending competition with the U.S., Japan, China and South Korea, the ASEAN members might receive less preferential treatment as trading partner of other leading and influential economic bloc. The viewpoint for ASEAN countries seems bleak and uncertain because of the possible trade protectionism from other powerful economic coalition that would be defended as necessary for its security, survival of its infant industries, for economic diversification, and for limiting and directing foreign trade advantageous only to its members. This would burden the ASEAN partnership therefore its governments have to close ranks in order to counter these moves of other developed countries and formulate common approaches until they get beneficial results from them. To support and consolidate its action, well-established and long-term goals for ASEAN economic cooperation shall be on top of their agenda – calling for unity, cooperation and the improvement of whatever achievement it has planned to accomplish between now and 2015.

Prepare well this time; the choice is ours to make

Very HigH stAkes HE choices boil down to an either-or outcome—corrupt or clean government. A corrupt government is a captive of people who sell their vote or who tolerate bribery and corrupt practices. A clean government, on the other hand, is one that emerges out of free and open elections; it is voted in by honest votes and consists of honorable public servants. For our sakes, let us hope these elections will produce a clean government for the grassroots; one that embodies the Filipino’s sense of decency and fairness, not one whose moral values are warped by greed and the traitorous values of dynasties and trapos that are today’s dominant officials. Our society desperately needs barangay officials who understand that statesmen can rise only from decent, moral communities. Today’s dominant officials managed to be elected and re-elected over the years by buying the loyalty and support of wrongheaded voters using money they stole from the same voters’ tax payments. So successful have these

officials been in this confidence game that people made them leaders, labeled them “honorable,” and naively entrusted government to them. But what did they do? They stole billions, maybe trillions, siphoning these into their pockets. They are traitors to the cause of good governance and ingrates to the sovereign community that elevated them to the pinnacle of power. Dishonest Voters, Dishonest Officials When leaders turn out to be scoundrels, hypocrites, thieves, or traitors to the sacred mission of public service, the people must accept the blame. it is the people who catapult candidates, worthy or unworthy, to victory. Their vote makes cheaters and scumbags win elections. Wrong-headed voters legitimize the desire of hypocrit-

ical candidates for self-service, self-glorification, and aggrandizement. Such voters are products of a community’s corrupt culture. it is community that conditions the ethical values and practices of its neighborhoods. if it tolerates corruption, even small violations, it gives the message that some amount of corruption, large or small, is acceptable. if it tolerates more abuse, it fuels the spread of impunity and more corruption. The primordial issue every Filipino community faces in the coming election is corruption: how it starts in the barangay, how it spirals upward, how it infects the entire political system, and how it feeds the national culture. MacArthur’s Leyte Landing 69 years ago recalled SPECIAl FEATURE By Ben Cal

S

ixty-nine years ago, Gen. Douglas MacArthur fulfilled his solemn pledge to the Filipino people to return and liberate the Philippines from Japanese occupation when he led Allied forces in the historic landing at Red Beach in Leyte on October 20, 1944. The landing was preceded in what is dubbed as “Battle at Leyte Gulf”, the greatest naval battle in history the world has known which remained unequaled to date in terms of the number warships, aircraft and submarines involved and the huge number of war casualties that resulted in the defeat of Japan that ended World War ii in the Pacific. it may be recalled that shortly before Bataan fell on April 9, 1942 MacArthur made a daring sea escape at the height of the heavy fighting from his headquarters on Corregidor island to Australia. Aboard a convoy of lightly armed PT boats, MacArthur successfully broke the Japanese lines and arrived in Australia safely. But before he boarded the PT boat, Gen. MacArthur made a promise to the Filipino people when he said in the now famous words “i shall return” to liberate the Philippines from the clutches of the Japanese invaders. That promise was fulfilled when he led the liberation of the Philippines on Oct. 20, 1944. in his speech shortly after US-led Allied forces landed in Leyte, MacArthur said: “TO THE PEOPLE OF THE PHiLiPPiNES:”“i have returned. By the grace of Almighty God our forces stand again on Philippine soil -- soil consecrated in the blood of our two peoples. We have come, dedicated and committed, to the task of destroying every vestige of enemy control over your daily lives, and of restoring, upon a foundation of indestructible, strength, the liberties of your people. “At my side is your President, Sergio Osmena, worthy successor of that great patriot, Manuel Quezon, with members of his cabinet. The seat of your government is now therefore firmly re- established on Philippine soil. “The hour of your redemption is here. your patriots have demonstrated an unswerving and resolute devotion to the principles of freedom that challenges the best that is written on the pages of human history. i now call upon your supreme effort that the enemy may know from the temper of an aroused and outraged people within that he has a force there to contend with no less violent than is the force committed from without. “Rally to me. Let the indomitable spirit of Bataan and Corregidor lead on. As the lines of battle roll forward to bring you within the zone of operations, rise and strike. Strike at every favorable opportunity. Follow in His Name to the Holy Grail of righteous victory!” it was during the great battle at Leyte Gulf that the once powerful Japanese Navy was destroyed by the US 3rd and 7th fleet. The naval warfare involved four sea battles at Sibuyan Sea, Surigao Strait,Cape Engaño and the island of Samar in the Pacific Ocean. it was during the Battle at Leyte Gulf that the Japanese deployed its first “Kamikaze” or suicide pilots in attacking US warships. “Kamikaze” pilots sunk 47 Allied warships and damaged 300 others. But a total of 4,000 “Kamikaze” pilots were killed during the Second World War. The US had in its arsenal eight aircraft carriers, 24 small carriers, 1,712 warplanes, 12 battleships, 24 cruisers and 141 destroyers. in the historic Battle at Leyte Gulf, the Japanese Navy lost nine carriers, more than 500 combat planes and a big number of smaller ships. NFA-Davao calls for united efforts to stop rice smuggling in ports

HE National Food Authority City Field Office has called for a united effort to check on the alleged smuggling of rice through the ports of Davao and Cebu. Felimon Cangrejo, manager of the National Food Authority in the city said that while their agency checks the veracity of the report about the alleged smuggling in the mentioned cities outside Metro Manila, his current concern is to strengthen more the coordinative efforts of all government-line agencies with the mandate to oversee the entry of goods from other countries. “We need to monitor together the arrival of rice through our ports,” Cangrejo said. He said that the entry of any product to the country, including rice falls under the jurisdiction of the Bureau of Customs while the sole authority in issuing permits to import rice is with the NFA. Cangrejo said the Philippine Ports Authority also has the mandate to ensure the legality of every cargo that passes through and goes out of the ports. “it is the mandate of the NFA under Presidential Decree No. 4, importation of rice must through our agency, being the implementor of decided policies. Even if the importation is being initiated private entities, still they must have the corresponding permit from the NFA,” he pointed out. With this development, he cited the need for agencies like the NFA, BoC and

the Philippine Ports Authority to work together in monitoring the entry of products to the ports to discourage alleged smuggling through the ports. Cangrejo said rice smuggling on the longer term can discourage the farming sector to plant due to the surge of imported rice to the market. He said that as direct effect, more rice supply will lower the price of palay, consequently leading rice farmers not to plant anymore “We will no longer be certain of the volume of rice production when many farmers no longer plant, consequently affecting our food security,” Cangrejo said. He said there are only two sources of buffer stock accumulation, namely, local procurement or buying palay from the farmers and rice importation as approved by the president. Cangrejo said government can resort to rice importation when there is rice shortage but it entails a longer process. He said that rice smuggling also impacts on consumers in terms of higher prices of rice. “in the event that government no longer gets hold of the inventory of rice, especially in times of calamity, it can no longer control the increase in the prices of rice,” Cangrejo said. N awful smell of dead, rotten fish has blanketed the premier tourist attraction of Lake Sebu, South Cotabato this past week after a fish kill hit Lake Sebu once again that killed at least 20 tons of cultured tilapia, as affected fish cage operators did not immediately conduct a clean-up. The fish kill--the worst this year--was blamed on what locals call “kamahong,” a phenomenon known to happen even before the fish cages invaded the lake in the late 1980s, usually during wet season. in January 2012, around 50 tons of tilapias were also lost to kamahong, which is usually characterized by the sudden rise of the water’s temperature. “in the last five days, the smell of rotten fish flesh was terrible,” Jessie Ralya, a lakeside resident of Purok Lot 70, told MindaNews on Sunday outside his hut from where majority of the fish cages devastated by the fish kill was just a stone’s throw away. An estimated 100 kilograms of dead tilapias still remained floating Sunday in the fish cages, leaving behind a foul smell that, according to him, “is already tolerable.” Ralya said the remaining floating dead fishes “were what was left of the cleaning operation overnight Saturday by workers of the fish cage operator who buried the bulk of them beside the lake.” The latest fish kill to hit Lake Sebu, from which this town got its name, was monitored starting as early as October 6, when the water sampling conducted by the Bureau of Fisheries and Aquatic Resources (BFAR) in parts of the lake on dissolved oxygen level reached two micrograms per liter (µg/L), said Rudy Muyco, the lake warden. For fishes to survive in the lake, the normal level should be 5 µg/L or above but on October 12, dissolved oxygen level was below 1(µg/L), he added. “There were gradual fish kills during the period. it became severe on October 13 with the fishes floating up dead,” Muyco told MindaNews, recalling that prior to the severe incident, it has been raining for days due to typhoon Santi and then suddenly a strong sunlight. “There was an abrupt change in water temperature [from cold to warm] that resulted to the massive fish kill,” he added. The fish kill has affected an estimated 15 hectares of fish cages, though in varying degrees as some suffered total losses while others just five percent, Muyco said.

[MindaNews photo by Bong Sarmiento] Victims again Lilia Paloma, 66, lamented that it was the second year in a row for them to be hit by the fish kill, wondering aloud “what’s happening to the Philippines.” “We have the war in Zamboanga, followed by the magnitude 7.2 earthquake in Bohol and now a fish kill in Lake Sebu,” she told MindaNews as she and her husband Warlito,69, were about to go to their fish cages to catch “ayungin” (silver perch) so they could sell them to the market to buy rice or coffee. “Just like last year, we are victims of the fish kill. We’ve lost our tilapias that were about to be harvested. We don’t know where to get financing to start anew,” she said. For the fish kill last year, the couple said they have not received any assistance that was extended by the BFAR, like fingerlings. The couple maintains 10 fish cages of tilapia, which can be harvested after nine or 10 months. “i’m not anymore thinking about our losses, it is just giving me a headache and breaks my heart,” Warlito told MindaNews. Muyco, the lake warden, confirmed that BFAR had extended assistance last year to the victims of the fish kill, but did not have an answer when presented with the case of the Paloma couple. For the victims of the recent fish kill, Muyco said the local government unit

and other concerned government agencies will still be meeting to discuss the assistance that would be provided to those affected. Beyond the lake’s carrying capacity Muyco blamed the fish kill on the changing climate condition and acts of man, the latter, he stressed, contributing much to the degradation of Lake Sebu, one of this town’s three lakes. The other lakes are Seloton and Lahit. Last March, Dr. James Namocatcat, a marine biologist at the Mindanao State University in General Santos City, had proposed a moratorium on fish cage farming for Lake Sebu because it is carrying beyond its capacity. At the time, the scientist found out that in some parts of the lake, even at a depth of four feet, dissolved oxygen nearly reached zero level. That is especially true where the fish cage operations are located, he added, but cautioned that there’s still a need to conduct a deeper scientific investigation “before reaching a conclusive finding.” Namocatcat explained that it is not only the caged tilapia stocks that need dissolved oxygen to survive in the lake; water hyacinths, algae and bacteria living there also consume them. He said the weather is also a key factor that leads to oxygen depletion at the lake, particularly if there is no sunlight for days as it would deprive the pho-

tosynthesis process that allows aquatic plants and algae to produce oxygen. “An interplay of factors actually caused the degradation of the lake,” Namocatcat told MindaNews then. He also cited the residential owners who flush their wastes directly to the lake. To save Lake Sebu from dying, Namocatcat suggests that a moratorium on fish cage operations be declared to allow the lake to regenerate. Once it recovers, he said, the number of fish cages must be regulated in accordance with the lake’s carrying or assimilation capacity. With a moratorium, the impact on fish cage operators would be temporary, he said, adding that if this is not done, the effects of a dead lake would be longterm. Apparently, the call for moratorium fell on deaf ears. Also in a report in February 2012 following the fish kill then, a BFAR study recommended the dismantling of excess fish cages by the LGU in order to maintain the lake’s carrying capacity. Leonisa Alfaro, South Cotabato Protected Area Superintendent (PASu) for the Allah Valley Protected Landscape, placed the lake’s carrying capacity at around 320 fish cages. But with 4,586 fish pens based on the record of the lake warden’s office, the lake is carrying 13 times be-

yond its capacity. “The condition of Lake Sebu is critical in terms of fish culture. The level of dissolved oxygen, which is most probably the most critical water quality variable in the lake, is lethal to aquaculture species (tilapia) based on the series of water quality trials conducted,” the BFAR study then showed. The study found out that the causes of the February 2012 fish kill were overstocking of fishes, overfeeding and domestic runoff/chemical wastes, resulting to oxygen depletion, toxic gases and pollutants. The Municipal Agriculture Office had placed the area occupied by the fish pens at 56 hectares or 15 percent of the lake’s 354 hectares. Republic Act 8550 or the Fisheries Code of 1998, however, provides that aquaculture must utilize only 10 percent of the lake’s total area. ‘Addressed soon’ Muyco, the lake warden, said a massive rehabilitation, including the dismantling of excess fish cages, for Lake Sebu “maybe seen soon” with the completion of the Lake Sebu Management Plan or “Ligtas Lawa” masterplan, which was recently submitted to the South Cotabato provincial government. Reached through a series of focus group discussions, the plan recommended a 10-point approach to save Lake Sebu from dying. “A strong political will

is indispensible,” the plan’s number one recommendation said. “Limit the number of fish cages to sustainable level. This could be balanced between the calculated carrying capacity and the 10 percent total surface water area as provided by law,” the plan also recommended. Jojit Tupas, the administrator of the Lake Sebu local government unit (LGU), said the mayor’s office has yet to get hold of the plan, stressing the LGU is concerned about the state of the town’s biggest lake and major tourism attraction. “There’s a need indeed to amend the local ordinance as it may be too obsolete already,” he told MindaNews, noting the amendment may take form from the master plan. Need for consultation For Ferdinand Tapel, another fish cage operator, regulating the fish pens on the lake “poses no problem.” “As long as there is proper consultation so the voices of the people can be heard,” the 41-year old father of three told MindaNews. Tapel, who operates eight fish cages, suggested that the LGU should give priority to the “tumandok” or the local inhabitants than the outsiders in the utilization of the lake for fish cage farming. RANDON Rios is setting up camp in Macau two weeks before he collides with Manny Pacquiao on November 24. Modern day Phuket may be known for the long idyllic sandy beaches and wild nightlife, but go back a couple of centuries and you have a town that is riding high on a tin mining boom. It was this boom that allowed Phuket Town to thrive and with it, are beautiful mansions and shops that, up to the present, are wellpreserved and are still in use. My visit to old Phuket Town was a Bohemian delight as the area literally had an artsy feel to it. The structures in the area were similar to the buildings one can find along the Asian spice route that included Penang in Malaysia and Singapore. The houses are colourful and spoke volumes about their owners just by the look and ornamentation can can be seen on the narrow structures which had a blend of european and Asian styles. For a small street, dibuk road of old Phuket Town had much happening. There were artsy bookstores, local coffee shops, bars, a local museum, textile stores, souvenir shops, boutique hotels and even some companies that have been in existence for the past century or two. I was amazed at how the shophouses are pulsing with life and economic activity and I am sure people who love design and architecture will love exploring the many alleyways of old Phuket. A feisty and fiery Oktoberfest at the Pearl Farm

THe Pearl Farm Beach resort was the venue of one of the hottest oktoberfest celebrations in davao last october 19.

Highlighting the traditional festival of Munich, Pearl Farm’s oktoberfest featured bottomless draft beer courtesy of San Miguel Beer as well as freeflowing drinks from Ginebra, Antonov and Coke Zero. dinner was a sumptuous spread by the beach of Malipano Island and had various Bavarian as well as international dishes ranging from Braised pork knuckles, pretzels, Malagos cheese, sausages and sauerkraut. It helped that Chef Monica Floirendo was at the kitchen making sure all the dishes came out perfect. The party was officially got underway with a ceremonial toast which

was followed by a heated Zumba dance presentation followed by an even hotter fire-dance number by Trubu K’Mindanawon which had guests tweeting all the

way thanks to the free wifi provided by Globe. of course an oktoberfest party would not be complete without various beer drinking and sausage

eating games as well as a live band to entertain the guests. The magical evening was capped with a spectacular fireworks display.

And if that is any indication, consider the four Davao City teams to be in the hunt for the Philippine Airline Ladies interclub which gets going tomorrow at the Ranchi Palos Verdes Golf and Country Club. Apo Golf and Country Club will be fielding two squads while host Rancho Palos Verdes and Davao City Golf Club will have one each for the home squads in this annual ladies team tournament dubbed as the national club championships. Veteran imee Garcia, back from an injury, will lead Apo Golf Team 1 along with irene Shinmura, Gemma Nokawachi, Lilibeth Crisologo, Olivia Lee, Melanie Kuwahara and Stella Barnes. For Apo’s Team 2, the team will be bannered by Vicky Tan, Tsuky Ortega, Therese Mojica, Fel Weckler, Kezeree Ng, Cristina Bandolon and Michelle Kuwahara. The Southwoods ladies swept the first two editions of the revival of the event, beating Del Monte by 54 points in 2011, also at Palos Verdes, and repeating over the Mindanao squad last year at Sta. Barbara, iloilo, where it rallied from 32 points down after two holes to win by 23 points under the Molave scoring system. That back-to-back title romp matched Alabang’s feat in the last PAL Ladies interclub in 1987-88 before the event was revived in 2011 to give the growing number of

golfing ladies a tournament of their own and at the same time complement with the staging of the longest-running PAL Men’s and Seniors interclub.
