omputerizing records at the city’s revenue-generating agencies may be one way to prevent corruption in these offices, an official said. in an interview, City Councilor Danilo Dayanghirang, chair of the com-
mittee on finance said the City information and technology Center (CitC), has suggested allotting part of the 2014 budget to the centralization of collection data. “We need to make sure that the elbow room for corruption will be mini-
mized. i think we should go into computerization,” Dayanghirang said. the councilor said that the city assessor’s office and accounting office are already implementing a centralization of their data. Last year, the city
building office targeted to fully automate its operations by the fourth quarter of 2013, including the purchase of a large format scanner for the input of plans of incoming investors. the scanner reportedly costs around p1.3 mil-
lion or over 50 percent of the p2.3-million budget for the agency’s computerization. However, the office of the city treasurer and other revenue-generating offices such as the public markets and terminals are yet to be computerized. “We are aiming for the central control and management of records,” Dayanghirang said, adding they are identifying cities and municipalities that are already implementing computerization. the official said automation raises the possibility of taxpayers only having to go online for their transactions. “We’re also looking forward to applying a business model that is used by utilities,” he said. the Davao Light and power Corporation and the Davao City Water District have a system where clients can pay by going
to designated paying areas in malls. Dayanghirang said the system could also lead to an increased centralization of other government functions, such as safety and flood monitoring. He said that if the measure is approved it would be up to mayor rodrigo Duterte to decide if the city would need a contractor, aside from its existing implementing agencies. iSS World 2013 megan Young showed grace under pressure when she landed on her feet and held on to her crown as a building in port Au prince, Haiti collapsed around her on thursday, october 31. According to a report in the miss World website on monday, november 4, the building was a temporary shelter for 78 orphans and megan was there along with miss World Chair Julia morley to cheer them up. When around 20 children rushed to meet megan and Julia at the second floor, the structure collapsed. Julia and a boy named Jonathan fell eight to 10 feet below and were hit by debris. After a five-and-ahalf hour operation at Jackson memorial Hospital in miami Florida repaired her
fractured hip, Julia is slowly on her way to recovery. megan, on the other hand, didn’t sustain bruises and incur any form of injury after landing on her feet. She also managed to hold on to her crown and protect it from damage. in a statement posted in the miss World website, megan expressed her wish for Julia and Jonathan’s speedy recovery. “it was a real eye opener and just shows how much work needs to be done in Haiti. i want to go back and continue with the work that we have started, and make sure nothing like this can happen again." megan will be in new York on november 19 to 20 to raise funds for Haiti. She flies to Los Angeles on november 21.

DSWD to facilitate learning exchange between Compostela Valley and Albay

memorandum of understanding (mou) to set up a learning exchange will be signed by governor Arturo uy and governor Joey Salceda, the heads of the provincial local government units (pLgus) of Compostela Valley and Albay, respectively, and the Department of Social Welfare development (DSWD) the learning exchange, which will run for the six months, is intended to be a mechanism for the two pLgus to share their knowledge and experiences in their implementation of the community-driven development (CDD) strategy. this is a development approach that has been
proven and effective by Kapit-Bisig Laban sa Kahirapan-Comprehensive and integrated Delivery of Social Services (Kalahi-CiDSS), one of the three core poverty alleviation programs of the DSWD, along with pantawid pamilyang pilipino program (pantawid pamilya) and the Sustainable Livelihood program (SLp). the DSWD, through Kalahi-CiDSS will be responsible for facilitating the exchanges between Albay and Compostela Valley, with technical support coming from the Asian Development Bank (ADB). According to DSWD Secretary Corazon “Dinky” Juliano-Soliman, the pLgus can serves as the “missing link” that will be able to better connect the local government units with the national government to better address the needs of the citizenry, particularly those affected by poverty. She said, ‘By engaging pLgu’s in CDD, we will be able to ensure that the needs of the common citizens will be taken into consideration when the provincial development plan is made.

Davide, Jr. monday extolled the late former Chief Justice Andres r. narvasa who was given full honors at the Supreme Court. During the necrological services for narvasa, Sereno saw in the late Chief Justice “the humility of a truly great man.” She said she also saw in him a “truly caring man” who was “genuinely loved” by the employees of the Court. Sereno said narvasa’s stay in the Court was “marked with peace and warm relationships” with the employees. She said although 15

eALtH authorities in South Cotabato province confirmed on tuesday two new cases of human immunodeficiency virus (HiV) infection, bringing the disease incidence in the area to 31. Dr. rogelio Aturdido Jr., South Cotabato-integrated provincial Health office (ipHo) chief, said the two additional cases of HiV, the infection that causes the acquired immune deficiency syndrome (AiDS), were initially detected following a recent screening conducted by their HiV/AiDS and Sexually transmitted infection (Sti) unit. He said the blood samples taken from the two patients came out positive in the confirmatory tests conducted by the Department
of Health’s (DoH) StD (sexually-transmitted diseases)/AiDS Cooperative Central Laboratory in manila. the official said five of the area’s 31 confirmed HiV/AiDS victims, who were all detected in the last three years or since 2010, already died due to various complications. “our recorded HiV/ AiDS cases in the area comprise couples, former overseas workers and male professionals,” he said in a media forum. ne in every two Filipinos said they remain poor, the latest Social Weather Stations (SWS) survey on self-rated poverty revealed. Self-related poverty remains unchanged at 50% in the third quarter of 2013, barely moving from second quarter’s 49%. Fewer Filipinos meanwhile consider themselves lacking in food as self-rated food poverty fell to 37% in September from June’s 40%. According to the public opinion polling body, this is the lowest self-rated food poverty in the past four quarters. SWS said the latest results may correspond to the 10.8 million households who claim to be poor, up from 10.4 million three months earlier. the third-quarter SWS survey involved face-to-face interviews of 1,200 adult Filipinos nationwide. the sampling error margins were ±3% for national and ±6% for area percentages.

Oil firms hike prices S HeLL philippines and petron Corporation imposed oil price hike effective 6:00 a.m. tuesday. in separate text advisories, Shell and petron increased 35 centavos per liter for diesel while an increase of 20 centavos per liter for kerosene was implemented. Both oil companies retained the prices of their gasoline product. Shell and petron said the oil price hike excludes Cebu and Bohol. earlier, phoenix petroleum announced a similar increase effective 6:00 a.m. yesterday but excluded Cebu from the new price hike. Adjustment on the fuel price was caused by movements in the international oil market. According to Department of energy (Doe), average price of diesel in metro manila as of october

Here are still many opportunities in the coconut industry including the european market which has an increasing demand for coco coir and other coconut by-products. “Coco coir and its products have a huge demand in european Countries, particularly in netherlands,” Department of Agriculture 11 director remelyn recoter said. the annual demand for coir yarn in Western europe is about 28,000 metric tons while its demand for coir rope is about 26,000 metric tons, she added. recoter said germany, the united Kingdom and the netherlands also have high demands for coco coir, estimated at four million doormats and 150,000 square meter of coir floor coverings. “Coir has a unique physical & technical characteristic that are highly desired in the manufacture of new industrial products for construction and engineering,” she said. it is also in demand for the fishing industry since it is buoyant, resistant to bacteria and salt water, making it suitable as marine cordage and for use in commercial marine culture. She said car manufacturers in the european union, Japan and Korea need 137,000 metric tons of rubberized molded coir every year. recoter said coconut is no longer just a source of food and drinks for the whole world. He powerful and influential makati Business Club has urged president noynoy Aquino to continue running after wrongdoers in government regardless of political color, and not to stop until they are all brought to jail. in a statement issued last thursday, a day after the speech of the president on primetime television on the pork barrel issue, the mBC said “we ask the government to continue the aggressive pursuit of its reform agenda and ensure that all those found guilty of wrongdoing, whether inside and outside government, irrespective of political allegiance, be cast behind bars.” many observers consider the mBC statement as a vote of confidence in the president who has been under siege by critics due to the controversial Disbursement Acceleration program (DAp) funds. As we all know, the detractors’ bombardment on DAp has successfully diverted the nation’s attention from the graft-ridden priority Development Assistance Fund (pDAF) to the DAp placing malacanang in the defensive. one way of appreciating the mBC statement is that the country’s big business is telling the president not to be distracted in the task that he had earlier set out to do, and that is, running after the thieves in the government in the line with his avowed “straight path” governance. the president should welcome the mBC gesture as a

they hope Coach Cesar will regain just enough consciousness to reveal his Atm pin. Bills were piling up. A daughter was due for a dialysis. A not-so-funny salute to Halloween night. right after that hospital visit, my husband, Jun and i battled river-like streets to get to another social obligation. But a bath was in order because i wanted to wash away the smell and dirt of the flooded iCu. more than that, i wanted to wash away the disparity of the haves and have-nots. ironically, such disparity could not have been more glaring in the dinner we attended afterwards. in the presence of a few of the city’s old time luminaries, Jun and i had a nice meal that was worlds away from the battered and the sick we just visited. But i was haunted by that iCu visit. Jun was telling me if it was his father that was beaten like that, he will really hunt the perpetra-
tor and never let him see the light of day. We know actions are underway to get justice for Coach Cesar. even as i was greeting and socializing with nicely scented men and women, i could not shake away the smell from the iCu, though i know the smell was just in my head now. Despite the long day and heavy rains, i insisted that we paint the town red because i wanted to put as much distance between us and the miserable hospital. Surely, just a bandaid remedy but the ghosts and ghouls of Halloween are enough horrors for one night. our Halloween night consisted of driving around the city, downing drinks at different bars while watching the parade of monsters and unearthly creatures. But the real horror was what put Cesar rodis on that hospital bed: economic lack that had a senior citizen roving the barangay for a measly allowance; arrogant and disrespectful youth who think nothing of beating the elderly; cowardice and lack of balls of co-barangay tanods who just stood by as Cesar rodis was beaten to the ground; and corruption from the highest echelons of the land that robs people of proper social services and subjects them to a demeaning flooding of a State-run iCu.

Some years back the city government likewise complained that the national leadership does not allocate enough funds for the city’s flood mitigation project. Access from national assistance fund is limited and the local government simply does not have the capacity to accommodate enormous infrastructure project such as flood control and drainage system that requires huge capital outlay. if that weren’t enough, city officials on their own instead have to put up with regular flooding but increasingly poor preventive maintenance procedures. that is why whenever a rainstorm hits the city, the streets and low-lying places are filled with knee-deep or up to waist-deep floodwaters. indeed, the city’s decades-old flood control and drainage structures already required a total and expensive repair development. the consensus is that things are only going to worsen if the city government will rely heavily on the financial assistance from the central government, which probably would take years before it happens. the only way the city government could prevent the looming flooding spell is to work on its own – slowly but gradually. And that’s precisely what the city leadership with its reserve funds and the support and cooperation of the city population is apparently trying to do. many keen observers firmly believe the city leadership’s de-
cision to act on its own in dealing with the flooding woes is right since Davao City even if it is a flooded metropolis during the rainy days still draws more trade, foreign investors and tourists than other bustling urban centers across the country less visited by floods. the flooding incident around the city especially in low-lying areas few nights ago caused by a three-hour heavy downpour resulted in a frenzied situation. thousands of passengers got stranded due to the scarcity of puJs because drivers avoid treading on knee-deep floodwaters for fear their vehicles would conk out in the middle of the flooded streets. Curious residents likewise notice that garbage and other refuse wantonly dispose by neglectful denizens as among the major causes of flood because it clogged the drainage system and other waterways. most important is the effort of the different City risk reduction management Council (CrrmC) teams for responding immediately to emergency situations such as the rescue operations in mostly affected areas where many people have been trapped in waist-deep floodwaters for hours. Flood victims are really very appreciative for a job well done. Although floods are imminent during the expected long rainy months, Davao City has to move a niche to compete economically – forward-looking, vibrant and prosperous. it must overcome the deficiencies brought about by nature’s looming inundation. Despite the flood problem, the city still will be the ultimate destination for both business and leisure in this southern part of the country. Various sectors in the locality strongly believe that with an effective and concern leadership Davao City nevertheless would fare better – good or bad weather.

itY’S CHroniC FLooDing WoeS – With the barangay elections over and few post-election grumbles such as vote buying, intimidation, harassment and “flying voters” raised by some sore losers that need immediate decision by the poll body, it’s time for government functionaries to seriously get back to work. And with news from the not-so accurate government weather forecasters that the rainy season is far from over, it’s time to prioritize pressing concerns such as the city’s chronic flooding problem. the long-delayed drainage and sewerage rehabilitation projects especially in different low-lying areas in the city may have been meant to assure the populace of a flood-free metropolis, but it also speaks as well of the local government’s alleged indecisiveness when it comes to fast-track procedures in undertaking urgent projects. the people in the urban center are completely in quandary as to how the city lagged behind in this strategic infrastructure. Flood control and drainage infrastructure problems threaten the city’s economic activities and expected to worsen during the long wet season compounded with typhoons and thunderstorms which would eventually result to constant flooding. Davao City’s burgeoning population is enraged about a lingering flooding dilemma, and harsh critics and political detractors alleged that the city government is not capable of registering its mark when dealing with the flood control situation. We know for a fact that mayor rodrigo Duterte is remarkably a considerate politician, but people supposedly should understand that he even could not hide his exasperation at losing the chance to get additional funds from the central govern-

8-yeAr old barangay tanod and judo instructor Cesar rodis was beaten to within an inch of his life by rowdy young men he told off. He lies unconscious in the neuro iCu Ward of the Southern philippines medical Center. this hardworking elderly man still had the balls and stamina to patrol his barangay but arrogant, cruel young men were no match for him. As he lay on the iCu bed, with tubes attached to him, bruises on his face and teeth knocked off, one is utterly confronted by the apparent unfairness and injustice of the situation. then, as if to further make a mockery of tragedy, the SpmC Ward got flooded as heavy rains struck the city. We had no choice but to bear the water creeping into the room. i was cringing inside as my sandaled feet got covered in hospital room water. But i continued holding and talking to Coach Cesar in the hope that such stimulation will hasten his healing. the nurses and a few boys took to scooping water out of the room with dustpans. they cursed napoles but also said that we take pictures of them to be posted on their Facebook. the whole iCu getting flooded scene was playing out to be a comedic horror story of some sort. Add that to the not-so-funny remark of the family that

HiLe media had continuously showed the dramatic photos of the collapse of Bohol’s heritage churches, including the churches of Baclayon, Loboc, Loon, maribojoc, Loay, Dimiao, and Dauis, most other churches across the island have been damaged. But beyond the churches are all kinds of edifices and buildings: government offices, barangay halls, markets, stores and houses. the ones that grab the viewers’ attention are the beautiful resort and retirement houses along the coastal areas that have been built from p10 to p60 million pesos either from oFW money or from rich relatives abroad. Something can be said about architecture in this landscape. While those made of bricks, cement, hollow blocks and glasses crumbled in a matter of minutes, those made of indigenous housing materials – lumber, bamboo, sawali, amakan, nipa - survived the earthquake and are left standing beside those that once stood proud on the promontories but unable to stay intact when hit by the earthquake. in the worst hit areas of Sagbayan, Loon and maribojoc, the scenes are surreal and depressing. it is as if these towns were hit by a bomb like Hiroshima or were places in the middle east where wars were fought in the streets leaving houses totally damaged. Hundreds of people are still living in tents, including those whose houses are only partially damaged or not at all. part of the reason is because of the after shocks that continue to take place; they are still afraid they could be buried alive. While there are families still living in evacuation centers in school compounds (where tents have also been set up to serve as classrooms) there are those who have built tents near their homes where they sleep at night. except for the interior barangays in Catigbian and Sagbayan, two weeks after the earthquake the people across the affected areas of Bohol have adequate supply of relief goods and water. Fortunately, for the rice-producing villages of Bohol, october and early november is the season for harvesting rice, so there is additional food available. What the people need most are psycho-social interventions and assistance in trauma and stress de-briefing, especially for the children, many of whom cling on to their mothers when there is an aftershock. Housing assistance will be needed by the thousands who lost their homes. the maribojoc Lgu has come up with a prototype using indigenous materials costing p25,000. With this simple house, a family can already own a home once again. in 1959, a French film - Hiroshima mon amour - directed by French film director Alain resnais, with a screenplay by marguerite Duraswas shown at the Cannes Film Festival and won the Fipresci international Critics’ prize and was nominated at the oscar for Best Film. it became a popular film and was credited for inaugurating a new French wave in cinema. the film is the documentation of an intensely personal conversation between a French woman and a Japanese man dealing with memory and forgetfulness. the former compared their failed relationship to the bombing of Hiroshima and had reflections on how people affected by the tragedy had different perspectives as to the meaning of this incident.

eSeArCH has shown a new way you can use Facebook, even without the help of any apps: to estimate how long your relationship with your partner will last. A study conducted by Cornell university computer scientist Jon Kleinberg and Facebook senior engineer Lars Backstrom reveals that the dispersion—defined as “the extent to which two people’s mutual friends are not themselves well-connected”—of Facebook friend networks can be used to determine whether two users are in a relationship, as well as how long they would stay together. using data collected from the Facebook profiles of 1.3 million users aged at least 20 years old and with a network of between 50 to 2,000 friends, the researchers were able to come up with a formula for identifying which users were in a relationship with each other. According to Kleinberg and Backstrom’s paper, a diagram of your Facebook contacts list would depict your friends and co-workers in dense clusters. this indicates that a couple would logically have widely dispersed friend clusters that are connected mainly through them, as opposed to the notion
that they would have just one big cluster of mutual friends. this is the same reason why using the dispersion formula made it easier for Kleinberg and Backstrom to identify couples who were in a relationship. using the algorithm, the researchers were able to accurately pinpoint a user’s husband or wife 60% of the time. Additionally, the researchers had a 33% success rate in identifying people who declared themselves to be in a relationship - significantly better than the 2% chance that random guesswork would yield (as each user in the sample had at least 50 friends). However, an incorrect result using the dispersion formula meant that the likelihood of the couple breaking up after 60 days increased by about 50%. that’s not just random speculation – the researchers based this on information gathered every two months, over a period of two years. the study, which will be presented at a conference of social computing in February 2014, was conducted to aid Facebook in improving the functionality of the news Feed, specifically regarding the content it displays for users. he data breach that hit Adobe in october may have been way more serious than first reported, having affected as many as 38 million users. An Adobe spokesperson disclosed this to security blogger Brian Krebs, and had contacted affected users to ask them to reset their passwords. “So far, our investigation has confirmed that the attackers obtained access to Adobe iDs and (what were at the time valid), encrypted passwords for approximately 38 million active users,” Krebs quoted Adobe spokesperson Heather edell as saying, in an entry on his blog.
edell also said Adobe has no indication that there was any unauthorized activity on any Adobe iD involved in the incident. She said Adobe had “completed email notification” of these users and reset the passwords for all Adobe iDs that may have been compromised. ACeBooK users were warned over the weekend against falling for a scam that promised to generate credits for their accounts. Security vendor Bitdefender said the malware hooks in users to a “goo. gl” urL that pretends to generate up to 500 free credits without any downloads. “Before getting to the fake credit generator tool, users have to follow several steps. one includes ‘joining’ scammers’ pr departments to promote the bait on the social network. After copying and posting the message on at least five gaming fan pages on Facebook, credit-hunters would allegedly get the software for a
limited time,” it said in a blog post. “Free credit generator scams have been circulating on Facebook for a couple of years. users are advised to be wary of offers, software giveaways and other freebies that require them to like multiple items and follow several steps,” it added. Bitdefender said the scammers claim their software is very user-friendly and “even a 5 year old kid can play with it.” However, it said victims will never get the 50 credits promised them for every post they make. they would instead be unwittingly promoting the scammers’ dubious websites, Bitdefender added.

Ambassador Garachon pins the medal on Chairman Briccio Santos. FDCD Chairman Briccio Santos was recently bestowed, by the French President François Hollande, with the honor of being the latest Filipino member inducted into the Légion d’Honneur (French Legion of Honor), one of the highest distinctions conferred on individuals by France. The title is specifically that of Chevalier dans l’Ordre de la Légion d’honneur. Conferment ceremonies were conducted by, and at the home of, France’s Ambassador to the Philippines, His Excellency Gilles Garachon. Gathered at the small and intimate event were the family and friends of both Mr. Santos and Ambassador Garachon, film enthusiasts, and other significant figures. His Excellency Ambassador Garachon shared that, “The Legion of Honor is the oldest French medal; it’s in fact a knighthood.” The French emperor Napoleon Bonaparte created the medal in 1802, having the distinction of being the highest ranking French Medal of Honor. Ambassador Garachon praised Chairman Santos as, “a man of passion, a man of creation, a man who always wants to do something more, new, unusual.” His Excellency continued saying, “Cinema is creation, it is about human feelings, human histories, about our lives. This is the kind of cinema that Briccio is fighting for, and we French are extremely sensible to that.” A statement from the French Embassy acknowledged that France, known to be the birthplace of cinema, strongly commends the works and achievements of Mr. Santos and recognizes his efforts in the development and promotion of the Philippine cultural identity through cinema – specifically, the preservation of film heritage through the creation of the National Film Archives of the Philippines. Chairman Santos conceded that the honor was recognition, not only for him, but also for the country, in its continuing struggle to bring culture to the forefront of national consciousness. This was a notion that France could connect with and appreciate completely, according to the Ambassador. Chairman Santos mentions in his speech, “[that] in the 19th century, France embraced and welcomed our national hero Jose Rizal, who took refuge in Paris along with the Luna brothers, the reformist Ventura and other Filipino patriots as they emulated the ideals of the French revolution. It was at this time that Jose Rizal conceived and finished his “Noli Me Tangere”. And during our revolution in 1986, France was again one of the first countries to recognize the election and government of late President Corazon Aquino.
