LBAY Gov. Joey salceda tuesday proposed a special school curriculum in areas prone to disasters specially typhoons in order for school children to be able to catch up with their academic development due to absences. salceda told davao media practitioners that more 80 percent of the victims of typhoons, volcanic eruptions, earthquakes and natural catastrophes occurring in the Philippines are children. however, the immediate adverse effects on children is not being traumatized by their experience in the disaster but rather by their failure to go to school, simply because classes are suspended during disasters. the Albay governor said that this is why he is

in favor of crafting a special school curriculum in Bicol and other areas of the country often visited by disasters. More than 20 typhoons hit the country every year most of which batter the Bicol provinces. there is need to cram the curriculum and schedule of classes so children can catch up with what they miss during disasters. Citing Albay’s experience, salceda said that in 2005, the performance of the provinces’ high school graduate was very low, ranking them in the national average at 140th in the national Achievement test (nAt). When typhoons Reming and Milenyo struck the province in 2006, Albay’s rank in nAt achievement went down to 117th. in the 2012 nAt we were able to raise our rank

dent command post houses all the facilities and rescue equipment, a communication center and all supplies needed for the rescue operations. the incident commant post was activated after the CdRRMO emergency meeting convened by Mayor Allan L. Rellon last October 6, 2013, said City Administrator Giovanni

Rellon. As advised by the Office of the Civil defense, he bared that his team will be alert 24/7 in preparation for possible disaster, most especially flood. the force multipliers—composed mainly of civic volunteer organizations—are also on-call and shall be activated if the situation requires so.

n a bid to curb the rising cases of fireworks and firecracker-related injuries in south Cotabato, health authorities are pushing for the passage of an ordinance that will ban the selling and use of firecrackers and pyrotechnics in the area. dr. Rogelio Aturdido, south Cotabato integrated Provincial health Office (iPhO) chief, said they are currently working with some members of the provincial board for the filing of a measure that will eventually ban firecrackers and pyrotechnics in the entire province. in early August, he said they submitted a report to the provincial board regarding the incidence of fireworks and firecracker-related injuries based on a request from board member Agustin dema-ala. “We hope that our engagements will later lead to the passage of an ordinance (setting a firecracker ban),” he said in a media forum. the official said they

have long been pushing for the passage of such ordinance to give more teeth to their advocacy campaign against the use of fireworks and firecrackers during the Christmas season. On tuesday, the iPhO formally launched its campaign dubbed “Kampanya Kontra Paputok” through a massive distribution of posters and tarpaulins depicting the perils of using fireworks and firecrackers. the campaign materials, which were initially delivered to schools within the province’s 10 towns and lone city, show a bloody hand with injured or missing fingers as a result of a firecracker explosion. Agnes Barrion, iPhO’s health education officer, said the campaign materials are all locally-designed and the reproduction was funded by their office through an P80,000 allocation earlier approved by the provincial board. Amnesty granted for unlicensed contractors t

he Philippine Contractors Accreditation Board (PCAB) of the department of trade and industry (dti) has announced its Amnesty Program for unlicensed contractors to legitimize their operations up to 31 January 2014. the program will enable contractors to secure dOLe approval of Construction safety and health Programs (CshPs), business licenses, and be allowed to engage in construction contracting under the national Building Code. the amnesty is aimed at unlicensed contractors,

unlicensed developers, project owners, architectural and engineering professionals, and the like, engaging in activities that require a contractor’s license. Applicants for the program will be granted a Category trade status. Republic Act 4566 or the Contractors’ License Law states that only licensed contractors, including specialty and subcontractors as well as project owners constructing without the services of a contractor, may engage in construction contracting in the country. thus, PCAB urges all unlicensed contractors to

take this opportunity to secure their licenses, legalize their construction business, and avoid penalties and sanctions. Based on the board resolution no. 284 series of 2013, the only exemptions from PCAB licensing are residential buildings by and for the exclusive use of the owner and construction activities not exceeding P10,000 for a single project or a total project cost of P25,000 in a year. to avail of this program, applicants must comply the following requirements: 1) application letter and PCAB License

NEDA cites the need to improve agri productivity, competitiveness G

ROWth in productivity and competitiveness of the agriculture and fisheries sector remains a key goal of the Philippine government for poverty reduction towards inclusive growth, according to the national economic and development Authority (nedA). “in the updating of the Philippine development Plan (PdP) 20112016, the government continues to uphold the elements that will meet the challenges of transforming agriculture and fishery into a highly productive and competitive sector that not only meets the country’s food requirements but also offers better income and employment opportunities,” said nedA Agriculture, natural Resources and environment staff director Mercedita A. sombilla. sombilla, who spoke on behalf of socioeconomic Planning secretary Arsenio M. Balisacan during the 49th Biennial Convention of the Philippine Agricultural economics and development Association (PAedA) in Bukidnon, identified the main constraints to further increasing productivity in agriculture. these constraints, she

said, include inadequacy of efficient infrastructure system, degradation of natural resources that has been further threatened by climate-related risks, and slow development of agri-business opportunities. “in this regard, improving agricultural productivity requires measures and strategies such as investing in human capital development and research and development,” she added. sombilla said that the updated PdP 20112016 calls for appropriate policies and more investments in agricultural public goods and support services that would increase production, enhance the capacity of the sector for value adding, diversifying production, and establishing market linkages throughout the supply chain. “to encourage farmers to invest, policies will be enhanced to secure long-term individual property rights and to insure farmers against risks such as weather-related shocks,” she said. sombilla also emphasized that to establish strong market linkages, the government needs to find ways to encourage the private sector to have a greater role especially

in areas where they have the competitive advantage like in processing and marketing. “We need to innovate to strengthen government institutions and make them responsive and effective in facilitating markets,” she said. sombilla further stressed that the updated PdP 2011-2016 advocates for a new development paradigm that consolidates efforts of various agencies to generate quality employment and increase incomes in the agriculture and fishery sector.

“For example, integrated programs on two key commodities, coconut and the fisheries, which are major sources of livelihood of a great number of the poor, are now being developed so that a comprehensive menu of services will be delivered by various agencies to enhance productivity and add value to the raw product,” she said. An integrated program has been developed to strengthen the coconut industry’s potentials not only for domestic but also for the

international market. the departments of Agriculture, trade and industry, science and technology, and Public Works and highways, the national Anti-Poverty Commission, among other agencies, will jointly implement this program. “these agencies will have to work together to strengthen the commodity supply chain to get the small farmers involved and to maximize benefits from development gains,” the nedA official said.

2013 Gap Report strengthens case for global action to close emissions gap s

hOULd the global community not immediately embark on wide-ranging actions to narrow the greenhouse gas emissions gap, the chance of remaining on the least-cost path to keeping global temperature rise below 2°C this century will swiftly diminish and open the door to a host of challenges. the emissions Gap Report 2013-involving 44 scientific groups in 17 countries and coordinated by the Un environment Programme (UneP)-is released as leaders prepare to meet for the latest Climate Change Conference of the Parties in Warsaw. it finds that although pathways exist that could reach the 2oC target with higher emissions, not narrowing the gap will exacerbate mitigation challenges after 2020. this will mean much higher rates of global emission reductions in the medium term; greater lock-in of carbon-intensive infrastructure; greater dependence on often unproven technologies in the medium term; greater costs of mitigation in the

medium and long term; and greater risks of failing to meet the 2° C target. even if nations meet their current climate pledges, greenhouse gas emissions in 2020 are likely to be 8 to 12 gigatonnes of CO2 equivalent (GtCO2e) above the level that would provide a likely chance of remaining on the least-cost pathway. if the gap is not closed or significantly narrowed by 2020, the door to many options to limit temperature increase to a lower target of 1.5° C will be closed, further increasing the need to rely on faster energy-efficiency improvements and biomass with carbon capture and storage. in order to be on track to stay within the 2° C target and head off the negative impacts outlined above, the report says that emissions should be a maximum of 44 GtCO2e by 2020 to set the stage for further cuts needed-to 40 GtCO2e by 2025, 35 GtCO2e by 2030 and 22 GtCO2e by 2050. As this target was based on scenarios of action beginning in 2010, the report

finds that it is becoming increasingly difficult to meet this goal. </p><p> “As the report highlights, delayed actions means a higher rate of climate change in the near term and likely more near-term climate impacts, as well as the continued use of carbon-intensive and energy-intensive infrastructure. this ‘lock-in’ would slow down the introduction of climate-friendly technologies and narrow the developmental choices that would place the global community on the path to a sustainable, green future,” said Un Under-secretary-General and UneP executive director Achim steiner. “ “however, the stepping stone of the 2020 target can still be achieved by strengthening current pledges and by further action, including scaling up international cooperation initiatives in areas such as energy efficiency, fossil fuel subsidy reform and renewable energy,” he added. “even agriculture can contribute, as direct emissions from this

sector are currently responsible for 11 per cent of global greenhouse gas emissions-more if its indirect emissions are taken into account.” total global greenhouse gas emissions in 2010, the last year for which data are available, already stood at 50.1 GtCO2e, highlighting the scale of the task ahead. should the world continue under a business-as-usual scenario, which does not include pledges, 2020 emissions are predicted to reach 59 GtCO2e, which is 1 GtCO2e higher than estimated in last year’s gap report. scientists agree that the risks of irreversible damage to the environment would increase significantly should the global average temperature rise above 2°C in relation to pre-industrial levels by the end of the century. the latest report of the intergovernmental Panel on Climate Change confirmed that human activity is ‘extremely likely’ (95 to 100 per cent probability) to be the cause of this warming.

“As we head towards Warsaw for the latest round of climate negotiations, there is a real need for increased ambition by all countries: ambition which can take countries further and faster towards bridging the emissions gap and a sustainable future for all,” said Christiana Figueres, executive secretary of the Un Framework Convention on Climate Change. “however, increased national ambition will not be enough to meet the scientific realities of climate change, which is one reason why a universal new agreement-able to catalyze international cooperation-is urgently needed by 2015.” Without heightened focus and resolve now, more rapid and expensive emission reductions will be required later, resulting in higher mitigation costs and greater economic challenges during the transition toward a comprehensive climate-policy regime. A separate report from UneP finds that adaptation costs for Africa could reach $350 billion per year by 2070 should the two-de-

gree target be significantly exceeded, while the cost would be $150 billion lower per year if the target were to be met. Meeting the 2020 goal is possible even though the window of opportunity is narrowing, it is still possible to attain the 2020 goal of 44 GtC02e/year through firm and rapid action. studies reveal that, at costs of up to Us$100 per tonne of carbon dioxide equivalent, emissions could be reduced by 14 to 20 GtCO2e compared to business-as-usual levels. For example, simply tightening up the rules governing pledges in the climate negotiations could narrow the gap by about 1-2 GtCO2e, while if countries implement the maximum reductions already pledged without conditions could narrow it by 2-3 GtCO2e. expanding the scope of pledges could narrow the gap by further 2 GtCO2e. these include covering all emissions in national pledges, having all countries pledge emission reductions, and reducing emissions from international transport.

Zero dengue

ROM January to October 2012, a total of 90 residents of the davao Region died of dengue, the vector-borne disease which has haunted dabawenyos for a number of years now. however, during the same period this year, the mortality rate (number of people who died of the disease) went down to only 60 dead. this is no reason for euphoria, however, considering that the number of people downed by dengue in the region has actually increased by 11 percent, from 8,412 cases in 2012 to 9,593 cases in 2013. As in past years, the topnotcher in number of dengue victims in the region is davao City, a phenomenon which has yet to be fully explained. Buhangin is the most dengue-prone of all administrative districts of the city. From January 1 to October 31, 1,002 dengue patients came from Buhangin, 7 of whom died, followed by talomo south with 971 patients and 5 deaths, talomo north with 733 patients and 3 deaths. the above data could only indicate that the region has not gained ground in its fight against the malady. however, are we really that helpless against dengue?

Fortunately, the answer is we are not. somebody has discovered a way to achieve a zero-dengue situation. they’ve tested it in Cebu months ago and found it effective. this is a documented achievement. how did Cebuanos do it? the Cebuanos participated in a massive larvicide campaign spearheaded by Rotary international, the worldwide organization waging a classic war against polio in more than 200 coountries. in Cebu, a total of 300,000 volunteers joined the drive involving the broadcast of powdered temephos (abate), a larvicide in places believed to be breeding places of aedes, the mosquito vector responsible for spreading dengue. in little more than a month – August 1 to september 17, this year, only one case of dengue was recorded. Unbeknownst to most dabawenyos, a similar campaign has started two weeks ago in davao City, particularly in Buhangin. the drive is jointly waged by Rotary international and the davao Medical society. What they need now is all-out support in funding for the purchase of the chemical and a big number of volunteers. if the campaign and campaigners get the necessary support, zero dengue is highly doable.

t’s eAsieR sAid thAn dOne – driven by public concern about air pollution and road safety, a group of bicycle enthusiasts called Cycle for Life (CFL) spearheaded a move to make way for bicycles on the busy thoroughfares of davao City. in the search probably for more environmentally-friendly atmosphere, the group is advocating for clean air and healthy lifestyle, and the bicycle is the alternative means of public transport. the effort it seems is proving to be fruitful with no less that the Asian development Bank (AdB) commissioning a team from a group called Asia halcrow inc. (Ahi) in collaboration with the CFL to conduct a comprehensive study on public transport in davao City. the fast-paced development and accelerating growth of the city contributed to the growing number of vehicles plying the city streets. Before long everything else became a footnote in the city’s transport system. With vehicular traffic bad and getting worse these days, the city government is eyeing more pedestrian and immediate ways to clean the air. Prime movers of the CFL and Ahi expressed hope that the initial progress of the talks with city officials and other stakeholders will eventually lead to the implementation of a public transport project that will consider cyclists sharing the road with motorists. they are increasingly convinced that with a few fine-tuning of an existing city ordinance and a proposed Public transport Plan (PtP), the effort will pave the way for freeing some road space and at the same time clean the air and in the process to allow bicycle aficionados use a portion of the streets. to an environmentalist, the idea of the CFL sounds like an answered prayer, but to the skeptics, it’s easier said than done. to be frank enough, i strongly support the

CFL advocacy being a cycling buff. Actually, i owned two bicycles – one a mountain bike and the other a BMX, which i used alternately almost every day. Cycling is among the best and effective form of exercise to stay trim and fit, and engage sports-minded people in sustaining healthy lifestyle, thus improving the quality of life. in their own view, the CFL says that to make the project happen, it will take more than just pedal-pushing, and as a matter of fact, will take a lot of pen-pushing not to mention time and effort. Of course, attitudes are changing fast. in the coming years, thousands of dabawenyos are expected to join the bicycle-riding fanatics. As the city would start to disappear under a gray blanket of choking smog when that time comes caused by hazardous fumes and smokes emitted by vehicles and green gases deplete the ozone layer, the city government will be pressured to respond with far stricter clean air regulations. the use of all types of bicycles therefore is angling to be perceived as part of the solution, not part of the problem. the shift to the utilization of bike lanes and bike racks i’m sure won’t happen overnight, but i earnestly concede that when it comes, it will be profound. transport system planners think the provision for bike lanes may turn out to be an interim method – a way to more effective and pollution-free solution in the near future. however, there are lot of things that have to be considered, which would

nevertheless represent a major stumbling block in implementing a project such as the bike lanes and racks proposed by the CFL group. Practically, the main problem is the city’s existing road situation. the proposal is moot at the moment because the city has no substantial budget for the expansion of new, wider roads. Basic economics tells us this type of project is not going to happen overnight just because putting up bike lanes would entail huge capital outlay and experts say the proposed scheme likewise would create traffic congestion especially in narrow streets. nonetheless, the city government will have to set appropriate policies and provide support if need be. the CFL and other stakeholders admitted it may be an uphill push for the bicycle-loving community to get their proposition on legitimate implementing zone while project proponents are beaming with hope that they will achieve their laudable advocacy in the end. But for how long, it might be asked? Giving hindsight based on my own experience, cities in well-developed countries could very well afford to provide bicycle enthusiasts with bike lanes because they have excellent road structures, enough space and most importantly funds for the purpose. not only that, bike lanes, say for example in some Canadian cities are constructed in vast public parks, vacant and open spaces, and in designated areas parallel with either a six or eight-lane freeways. Certainly there is no problem with the proposed bike lanes in the city. i presumed the CFL-concept bike lanes were patterned after those in other countries, but the situation is entirely different. the real drawback is that our city streets are not only outdated but also a bit too narrow leaving no space for expansion to permit the construction of additional features.

Another blog of mine that might draw the interest of people looking for places or food to eat in davao is the blog called “davao Food Guide” which could be reached at > www.davaofoodguide. wordpress.com . the postings here actually came from the printed pages of our printed version of the same title, minus the ads, of course. the stats showed that hardly anyone ever drop by to visit this blog, except for a couple of guys from overseas who stumbled into it and left their comments. i’ve always thought a blog for food always attract a lot of internet visitors everywhere. hardcore business news stories, specially if they’re controversial, are posted in a news blog which i call PhilPress news which can be reached at this address> www.philpressnews. wordpress.com . i got a lot of comments and inquiries from this site, but they were mostly buyers and sellers of fresh bananas from iran, iraq and Africa ( for goodness sake!). All the news items that get into this blog aren’t original postings, so don’t expect anything useful and sensational if you’re a nosey journalist. One blog i almost forgot i had, was the one

called “southpoint Magazine” which gathered some of the hottest reports and pictures these past years including the Ampatuan Massacre and the Great Manila Flood. i used the word “reports” because they aren’t news stories but special reports of those mind-boggling events. this blog can be reached at > www. southpointmagazine.wordpress.com . it’s eating a lot of internet time just posting new content and running these blogs don’t give you some kind of payback unless you’re doing it for a company or organization that need regular content updating online.. Anyway, before i forget, there was one recent blog i set up called “etF and Philippine Funds” which show the periodic performance of exchange traded Funds that works almost like a Mutual Fund, except that etFs are listed on the stock exchange and traded (buy and sell) like any ordinary stock. this blog can be reached at > www.etf2013philippinefunds.wordpress. com if you invested in mutual funds and want to know if you’re making money from your investments, you can find this out from this blog. As interest in the stock market declined, the number of visitors also plunged.

But santiago breathed life into what could have been a dull proceeding. santiago began by enlightening napoles on her rights – in particular the right against self-incrimination – and the situations wherein such rights may be invoked. in the subsequent questioning by santiago, napoles did extensively (excessively?) invoke [her] right against self-incrimination that at one point the senator told her she was only creating the impression that she was hiding something. santiago then advised napoles it would serve her better if she became state’s witness and identified the real mastermind, alluding to enrile who, she stressed, was the senate president at the time the questioned pork transactions occurred. Further, the senator warned the Basilan native that she was dealing with “murderous” individuals, a point she tried to emphasize by recalling enrile’s role as defense minister during Martial Law. “tell the truth before the senators affected have you assassinated,” she told napoles without batting an eyelash. Whistleblowers had alleged that enrile, along with senators Jinggoy estrada and Bong Revilla Jr. were among the lawmakers involved in the pork barrel scam. estrada had flown to the Us for a supposed medical examination of his wife, while enrile and Revilla did not attend the hearing. in the latter part of her questioning, and in a methodical way, santiago demolished napoles’ earlier claims about her financial fortune and used it to build on her assertion that enrile not napoles is the real mastermind behind the scam. napoles was apparently clueless that she had become santiago’s ammunition against the former senate president, now the minority leader. santiago read from what was apparently a well-researched dossier on napoles’ background which by her reckoning, could not sufficiently explain the suspected scam mastermind’s current assets and finances. For one, santiago cited that napoles’ educational attainment (high school diploma) is incongruous with the kind of business dealings she had reportedly engaged in, including trade in carbon credits. the senator noted too that from simply running a canteen in Fort Bonifacio, napoles went into big-time business ventures and accumulated high-end properties. in the end, while napoles may have evaded answering most of the questions santiago succeeded in making her admit her humble beginnings, an admission that contradicted her earlier claims that she built her assets on a hefty inheritance. On the basis of these admissions, santiago tried to strengthen her own theory that enrile is the biggest culprit. the senate was a calm sea when the hearing started. I lost to him. I’m going to come and expose him. i’m going to show all the world i can beat him easy.” donaire, 31-2 with 20 knockouts, tries to bounce back from his first pro defeat, a unanimous-decision loss last April to unbeaten Cuban Guillermo Rigondeaux in a super bantamweight world title bout. “The motivation is definitely back,” donaire said. “i just realized i want to box. I’m smarter. Alloween crept in despite the heavy rains into the city as the royal Mandaya hotel came up with a never-before-experienced halloween party by converting its basement parking into an air-conditioned party venue setting the scary atmosphere for an underground halloween foam party last october 31.

Hotel staff and guests including children marched their way into the streets around the hotel in their scariest costumes to drumbeat TRMH’s very first themed foam party. Bonus for kids and adults who wore the best and creepiest costumes are the amazing prizes given away by TRMH.

The event, mounted as a family-oriented affair had children competing with their cute yet creepy Halloween costumes to keep the party started at the hotel. Mikhaela Yvelianne Domingo won second runner up, Merry Gleeiane Gallego was first runner up. The biggest winner

was Cielo Ferniz with her very colorful fairy outfit. The Halloween spirit was at its peak as the adults took over with their creepiest costumes. Erly Espidella won second runner up with his lighted red horns and scary makeup designed by Michel Paul Lodonia. Fritz Andangan strutted his spooky character wearing black dress and huge horns netting him first runner up honors in a garb designed by Gian Roe Villeza.

The big winner for the adults category was Ryan Dacendario with his green monster costume designed by Mark Joseph Sayad taking home the grand prize from The Royal Mandaya Hotel’s general manager Benjie Banzon. Ryan won a round trip ticket to Phucket, Thailand for two with room accommodation for 3 days and 2 nights. n the end, the Kings were Kings. the Jose Maria College, doing everything to get due recognition in the local hoops scene, finally made a breakthrough win on Wednesday night by taking the inaugural Phoenix Petroleum davao Champions League. the Kings, living up to their name, finally ended an extended battle with the neversay-die Agro industrial Foundation College sailors, 79-62, in Game 3 of the Finals before a sellout crowd at the davao City Recreation Center. the Kings were behind by 3, 47-50 after the third period and looked spent from a searing see-saw battle with the sailors. Bon Bulac, the Kings’ prolific scorer,

came through with bigtime plays in the final period as the Kings wore down the sailors 32-17 in the homestretch. Bulac sprayed 26 points in a fireman’s job while Kenny Riel Guibay added 14. John Philip Refeuerzo added 13. the sailors simply sank with their ship in the fourth when it mattered most. Mikko estrellante led the sailors with 21 but other than him, no other sailor scored in double figures. the Kings and the sailors extended their series t the full stretch after both squads halved the first two games of the Best-ofthree Finals in this tournament serving as the eliminations for the Philippine Collegiate Champions League.
