OR a time, the appetite to celebrate Christmas waned as Dabawenyos feel the pain of the wrath of a typhoon that claimed more than 5,000 lives and displaced thousands of families in Eastern Visayas. Even Davao City’s year-ending festival Pasko Fiesta was at some point placed in peril or being cancelled. For Dabawenyos, however, the essence of Christmas will not be complete without the celebration of the year’s fourth festival on the calendar. Then came the decision made by Mayor Rodrigo Duterte to push through with the celebration albeit in austere fashion. Oscar Casayasay coordinator of Pasko Fiesta stressed that even if there is an austerity measure imposed by the Davao City Government on the budget for the Pasko Fiesta, there is still reason the Christmas festival will be still celebrated by the Dabawenyos and continue a tradition that has run

for 10 years. Casaysay said that the annual Christmas festival will be mounted on a meager P3-million budget for all the activities of the event. He said that the city trimmed down the budget in observance of Mayor Duterte’s marching orders that the city will streamline the cost of the celebration in sympathy with the people of Tacloban and other Yolanda-hit areas. “Apan, maski gamay pa man ang budget ginapangkamutan jud sa syudad sa Davao, ni Mayor Duterte nga mas malipayon ug mas mahinungadanon ang atong celebration sa pasko,” Casaysay declared. The celebration will start on Monday (December 9) with the ceremonial switching on of lights dubbed as ‘Dan-ag sa Pasko’ within City Hall and Sangguniang Panlungsod with the Davao City Officials which will be headed by Mayor Rodrigo R. Duterte, Vice Mayor Paolo Z. Duterte and other local officials. “Kalinaw ug kahusay,

diwa kanunay sa pasko sa Dabaw,” is this year’s theme with series of activities such as ‘parolan’ competition as part of the ‘dan-ag’ in which every barangay of the city will show their creativity in making Christmas lanterns to be displayed in the city government complex; ‘Kasadya sa pasko’ which will showcase local talents in every district of the city; ‘kadasig sa pasko’ or the street events which include the cheer dance competition, band competition, vocal solo and the hundred voice choir contests. Other major highlights will be the ‘hudyaka sa pasko’ or nightly event along Palma Gil Street which will start on December 7 until January 1; the ‘Himaya sa Pasko’ or the nine dawn masses which will start on December 16 and end on December 24; and the selling of ‘kakanin’ such as ‘puto bumbong’and ‘bibingka’ at the parking area at the parking area of Sanguniang Panglunsod along Bolton Street.

O expand the market opportunities of businessmen in the country, a more comprehensive partnership among Asean countries through Regional Comprehensive Economic Partnership (RCEP) is being formulated, an official said during the Free Trade Agreement (FTA) information campaign dubbed Doing Business in Free Trade Areas at The Marco Polo Davao yesterday. Raymond Astillas, senior trade and industry development specialist of the Department of Trade and Industry told reporters that RCEP will

be composed of a partnership with 10 Asean countries namely Malaysia, Thailand, Singapore, Laos, Indonesia, Cambodia, Brunei, Vietnam, Myanmar, and Philippines and six other nations: Japan, India, Hong Kong, Korea, Australia and New Zealand. Astillas said that although there were existing individual agreements between Philippines and the other six nation, being included in RCEP will increase the market opportunities for Filipino businessmen because all 16 nations will have a unanimous agreement on market trade.

“Now is the time to enhance our connectivity with Aseans kasi kung mas connected tayo, mas madaling magmove ang mga goods, services, and investments,” Astillas said adding that the partnership will also lower down the tariff. Meanwhile, existing agreements are Asean Framework on Services Agreement, Asean Comprehensive Investment Agreement, and Asean Trade in Goods Agreement. The three serves as the pillar of the Asean free trade area and included in the FTA signed by 10 countries in 2003.

Dangerously unstable

RESSED HARD AGAINST THE WALL – It was Commissioner Rozzano Rufino Biazon’s misfortune that at about the same time he is determined to rid the Bureau of Customs (BoC) of its “poisons and toxins,” the Justice department included him in a new batch of respondents for alleged misappropriation of his “pork barrel” funds through a bogus foundation of PDAF scam mastermind Janet Lim-Napoles. He was then a member of the Lower House when the case allegedly happened, but Biazon vehemently denied the allegation. However, that of course, hasn’t made it any better, at least not immediately. Based on the findings of the National Bureau of Investigation (NBI), the vague DOJ is hell bent on implicating him for the alleged misuse of his pork barrel allocation amounting to a meager P1.9 million. Goodness gracious! Perhaps it worries Ruffy no end that the new twist would gravely affect his duties at the graft-ridden Customs bureau and his family prompting him to tender his immediate resignation to pave the way for an ongoing investigation, which President Benigno Aquino III gladly accepted. The commissioner and his father, former AFP chief, senator and incumbent Marikina congressman Rodolfo Biazon feel despair about how quickly the events changed the course of Ruffy’s career. They also seem able to know the reasons behind the suspicious establishing and filing of a case against Ruffy. The elder Biazon was deeply troubled by the turn of events that prodded him to suspect the reported “friction” among the President’s trusted men has something to do with Ruffy’s predicament. Commissioner Biazon happens to be one of the main constituents of the President’s party coalition. Thus, his role in the present dispensation probably has not impressed some envious characters within the group.

What has the protracted infighting among the President’s men got to do with the political rigmarole? Of course, Ruffy has declared an all-out war on his bureau and the only way he can fully execute a “cleansing process” and effectively wage it is with the President’s unwavering support. Both father and son suspect that through the mischievous prodding of Aquino’s “whisper and tattler brigade”, the latter thinks there is an outside chance that the BoC can be saved in its present condition and he needs to start looking for a new savior – Biazon being the “collateral damage.” Although pressed hard against the wall, Ruffy is confident he can endure the test of his profession and clear his name and reputation. The President’s cordon sanitaire certainly is in a bind. The fear is that when the speculations and reports about a power struggle within the group becomes public. It will not only change the political equation between the groups that composed the coalition, but bring down the government as well. Right now, in an ironic twist the series of bad luck are haunting the Aquino administration. Media are full of reports about behind-the-scene political bickering among the President’s trusted adjutants. Political analysts predict that sooner the President’s inner circle is bound to disintegrate and some are pessimistic still, saying the present dispensation is dangerously unstable. Aside from being devastated by a spate of natural and man-made calamities, the Aquino leadership is also dogged by a wave of corruption scandals. The most

significant involved the misappropriation of P10 billion of the Priority Development Assistance Fund (PDAF) or pork barrel funds allegedly embroiling some key figures in Congress. There is also the infamous issue evolving around the equally anomalous Disbursement Acceleration Program (DAP), which critics described as incomparable and similar to the pork barrel fund scam. The President’s problems don’t end there. Public anger rises over prices of basic commodities increasing to undetermined levels. On the food front, high-profile grains officials seemed have chosen to keep rice production figures secret in a bid to stop the rice cartel from manipulating prices, but that has made consumers leery that the rice shortage could be more serious than the administration is willing to admit. The inflation spiral likewise could worsen with an impending increase in prices of gasoline, diesel fuel and other refined petroleum products expected this December. The escalation of prices came as a surprise since the Aquino administration scored high in the economic front. And back to Biazon’s case, political analysts and keen observers’ perceptions reflect the real situation: there’s an ongoing power struggle in the presidential inner circle that ultimately resulted to treachery and betrayal. Ruffy Biazon is likely the first victim. If he is to be faulted, it is Ruffy’s perceived leniency and kid-glove policy in dealing with the well-organized syndicates inside the BoC. Some feel he could have been tougher on the gang of thieves inside the bureau. The way things are going, experts and inside sources suspect that no matter how they will look at it, a certain powerful and influential faction at the Palace is after the head of Ruffy and hell bent on purging him from the most coveted post. However, there is little doubt that Ruffy will be able to pull though the current rough path. It is just a matter of time.

ET, even though salaries are inadequate throughout much of the dining industry, somehow customers only get indignant about the working conditions at the most traditional of the fast-food outlets. When a Five Guys franchise owner complained earlier this year about how the cost of offering his workers health insurance under the Affordable Care Act would force him to up the prices charged for such things as the Little Bacon Burger and Cajun Style Fries, that customer indignation vanished within a few news cycles. The same thing happened when Salon. com reported late last month on the less-than-wholesome working conditions endured by those working for New York “natural” mini-chain Amy’s Bread. It’s not like we don’t know the wages offered by both are inadequate. “I don’t think you can say one company is doing much better than the others,” says Martin Rafanan, a community organizer with the Fast Food Worker Movement in St, Louis. So why don’t we admit it? Well, tackling McDonald’s, Taco Bell and the like is quite easy for a certain young or upwardly mobile — or at least previously mobile — demographic. They aren’t going to those establishments, or at least not that often. Traditional fast food isn’t that good for you or the environment. Just ask Fast Food Nation’s Eric Schlosser or Super Size Me’s Morgan Spurlock. On the other hand, more than a few probably lazily assume that if the quality of the menu items at a fast casual establishment is good, the salaries must be the same. Others are likely so busy congratulating themselves for their healthy and wholesome choices, they don’t pause to think about the lives of the people serving it up. The truth is all too many of us feel we are indulging in a virtuous luxury when we dine at a fast casual outlet, and we don’t really want to ask too many questions about why the bill is still so relatively easy on our wallets. Our politics are as righteous as our taste, right? As a result, when we begin to contemplate what besides the ingredients really goes into making Panera Bread’s Chilled Shrimp and Soba Noodle Salad or Amy’s Bread’s Vegetarian Hummus on Organic Miche sandwich, it can get uncomfortable fast. Suddenly we are pondering if simply providing politically correct menu items is enough for an organization to claim it is serving “food with integrity,” as Chipotle does, or if more needs to be done to make sure such organizations treat their workers with financial integrity. No wonder many diners would just as soon dodge the question.

Though the Philippines is sticking to the international slogan, “Confidence in Motion”, it seems a bit of the love is rubbing onto Philippine distributor, Motor Image Pilipinas. Motor Image Pilipinas launched on Saturday the Subaru Love Drive—a program where they aim to pay it forward to people and animals that need it the most. With the Subaru Love Drive, Motor Image Pilipinas is aiming to raise and donate PHP 500,000 to two beneficiaries: the Hospicio de San Jose and the Philippine Animal Welfare Society (PAWS)—with the help of Subaru owners. Under the first part of the Subaru Love Drive, every Subaru sold from now until February 2014 (which is fittingly the month of Valentine’s Day) equates to a PHP 100,000 donation to the Subaru Love Drive fund. Here, the river flows mysteriously from clear to murky or from calm to eerily calm, depending on where you are heading to-- very much like those thick mangroves that, in one area, gnarl themselves into some painful patterns of brown to burnt shades but suddenly spring into a merry bundle of green as you go deeper into the forest. Watching a dozen of whitebellied sea eagles skillfully pick their prey from the greenish water, free from any harmful human interruptions, is a beautiful experience. Rayyan Haries, a Malaysian blogger, said the mangrove for-

est in the park is also a home to a species of wild dogs, apart from monkeys, snakes and other wildlife. The Kilim Geoforest Park was the final stopover of about 100 celebrities, journalists, bloggers, and tour operators from ten member countries of the Association of Southeast Asian Nations (Asean) who took part in the seven-day Asean Explore Quest Malaysia event hosted by Tourism Malaysia. The participants travelled from Kuala Lumpur, Perak and to Kedah (Langkawi). Langkawi provided the much-needed relief to the participants whose bodies

were pleasantly exhausted by days of fun games and discovery of Malaysia’s treasures-food, people and places. The group’s two-day experience in the island was first sparked up by the breathtaking Panorama Langkawi--where the sunset smeared the sky an explosion of orange and yellow. THE United Architects of the Philippines in Davao will celebrate this year’s National Architecture Week (NAW) 2013 come December 8-14, 2013 with week-long activities and corporate social responsibility programs geared at giving back to society. This year, the NAW celebration kicks off at the spacious SM City Davao Annex featuring Architectural exhibits and works of the ‘Forefathers of Davao Architecture’ and other projects of Davao Architects on December 8-10, 2013.
