Penson banks on support of organized groups

nDEPEnDEnT senatorial candidate Ricardo Penson is banking on the support of organized groups and poor voters in the countryside to make it to the top 12. According to his brother Emmanuel, Penson has the support of progressive groups like sanlakas, which has a mass base of at least three million votes, Partido Lakas ng Masa and various labor groups from different ideological persuasions. Although he placed 25th in the recent sWs survey, Emmanuel, who was a guest at the regular DsA Forum yesterday, said they are optimistic that his brother will land to the Magic 12 because of the support of organized groups and the people in the countryside. Aside from intensifying advertisements in radio, television and the print media, the senatorial candidate has mobilized a network of supporters to educate people on his political agenda, which is dismantling political dynasties and empowering the poor to become self-reliant and entrepreneurs. he Kingdom of Jesus Christ, The name Above Every name, a worldwide religious group, bared yesterday, Thursday, the names of senatorial and Davao City congressional candidates its members would vote for in the May 13 elections. The announcement was made by Kingdom head Pastor Apollo Quiboloy himself during a well-attended televised press conference which will also beamed to other parts of the country and the world where absentee voting of Overseas Filipinos Workers. The charismatic evangelist said the presscon was not aired live in order not to pre-empt other television networks which were expected to use the material during their network news programs last night. Topping his senatorial slate is Migz Zubiri, who hails from Mindanao. Pastor Quiboloy also made
it known that the candidates of the Kingdom for Congress are former vice mayor Luis “Louie” C. Bonguyan in the1st district and Mylene Garcia in the second. Each legislative district is entitled to eight council seats. Quiboloy singled out Hagedorn saying that like himself, the Palawan mayor’s obsession is the preservation and protection of the environment. Quiboloy said, Zubiri tops the list because
he focuses his attention on the major concerns of Mindanao, including the shortage of power supply, unlike Koko Pimentel who had never brought up any issue on Mindanao with the pastor. The issues that Quiboloy wished that the winning candidates to address to push should they win are the problem of power supply in Davao City, floodings, and traffic congestion, specifically roads in the second district, especially Panacan. His message to Davao City voters: “I pray that the mentality of Dabawenyos when it comes to voting has improved, so that they will choose candidates based not on popularity, but on their competence and capability.” Quiboloy said that people perceive that the Kingdom has 6 million regular and covenant members throughout the world and that 3 million of these are voters.

There may be other Dabawenyos who are party-list nominees, but they are less visible and probably campaigning directly to the people instead of coming to the media due to the impression that it is expensive to do so. (In reality, a candidate only pays media when he puts out an advertisement in newspapers or radio and tv stations, but it is absolutely free to simply send a press release explaining the advocacies and platform of government of their party-list.) The Philippines which is largely known as rice importer will again enter the rice global market, but this time as a rice exporter. In a ceremonial send-off at the Manila Harbor Center (May 6, 2013), Agriculture Secretary Proceso J. Alcala, who led the event said it is indeed very historic as it ushers in a new era in the country’s rice industry and the agriculture sector, in general. The country’s shipments are initially comprised of 35 metric tons (MT) of aromatic, longgrain and organic black rice bound for Dubai, United Arab Emirates. The black rice which consists 15 metric tons of the 35 MT was produced by farmers from Mlang, North Cotabato of Region 12 who are members of the Don Bosco Multi-purpose Cooperative. As the country is set to achieve rice sufficiency by end of this year, he said it is prudent to start eyeing the export market, particularly for fancy or aromatic, long-grain white varieties and organic coloured and heirloom rice varieties, where Filipino farmers are very much at par. “Ang pagluluwas natin ng bigas ngayon ay bunga ng maigting na pagtutulungan n g mga

Meantime, Secretary Alcala acknowledged and recognized Assistant Secretary Dante Delima concurrently the National Rice Program Coordinator for leading the rice export team along with other farmer groups and officials of the department. Noting that Region 12 is one of the country’s rice exporters, DA12 Regional Executive Director Amalia Jayag-Datukan said there are high chances for the Philippines to be popular in the world because it offers quality and organic black rice. She also believes that because more countries have expressed desire to try different rice varieties, then it would be an additional door of opportunity for Region 12 farmers who produced black and other

coloured rice varieties. The lady director also disclosed that exportation of black rice from Region 12 through the Don Bosco MPC will continue and would probably open bigger market tie-ups. With this good news, Director Datukan urges the officials of the Don Bosco MPC to expand their production areas to cater to the greater demands of black rice in the global market. With this initial shipment, Mr. Romano Laurilla, Don Bosco MPC General Manager hopes for more government partnerships especially in marketing their black rice as the cooperative’s main agricultural commodity. “We are very happy that the Don Bosco and the DA have strong relationship especially in providing market linkages to the rice farmers for the latter to earn bigger profits,” Laurilla said. Also included in the shipments which will actually be shipped on May 09 is166 MT of shallots (or small red onions locally known as ‘lasona’) bound for Indonesia. “Another batch of 80 MT aromatic and heirloom rice varieties are set for export in succeeding months,” Delima disclosed. BSP, business sector say no to money ban

HE Bangko sentral ng Pilipinas, which the Commission on Elections has deputized to implement a ‘money ban’ during the election period, will not enforce caps on cash withdrawals as this could “disrupt normal business and commercial transactions in the Philippines”. The Comelec’s resolution imposing a cap on daily cash withdrawals to curb vote-buying “may not be the best way to achieve the goal of ensuring clean and honest elections,” the BsP said. “The BsP is also constrained from enforcing the COMELEC resolution because this would necessarily entail looking into bank deposit accounts,” it said in a statement. The rule violates laws on bank secrecy, it added. Comelec promulgated Resolution 9688 on Tuesday that imposes a ban on cash transactions exceeding P100, 000 a day. The resolution also prohibits the possession and transportation of cash exceeding P500, 000. Amounts ex-

Ed Lacson, the President of the Employers’ Confederation of the Philippines (ECOP) said in a radio program the resolution may have good intentions but will have negative effects on the business sector whose transactions are done on a cash basis. “It’s as if we declared a business holiday because transactions are closed to businessmen who need cash,” Lacson said in Pilipino. He added the resolution was done haphazardly and without consultations from the business sector. The business community should have been informed before the Comelec implemented the resolution to give businessmen a heads-up, he said. AVAO Region’s exports leaped to first quarter revenues of Us$311.97 million or P12.62 billion mostly from its agricultural and mineral products, according to records obtained from the exports division of the Port of Davao. Fresh banana remains on top among the export products with 473.81 million kilograms shipped out from January to March valued at Us$164.55 million (P6.71 billion) or 52.74 percent of the total value of all export commodities. Japan cornered 199.25 million kilograms or 42.12 percent of the total volume of exported fresh bananas followed by Korea with 50.60 million kilograms or 10.67 percent of the total volume and China with 46.43 million kilograms or 9.7 percent. In terms of value, Japan’s fresh banana imports from the region amounted to Us$72.89 million (P 2.97 billion) followed by Korea with Us$ 18.16 (P 740.98 million) and China with Us$ 17.49 million (P 713.89 million). Other export destinations of fresh banana include saudi Arabia, United Arab Emirates, Qatar, Kuwait, singapore, Malaysia, netherlands, new Zealand and Russia. The volume of banana exports to the top three destinations dropped in three months’ period with China posting the highest decrease with 17.14 percent from 17.30 million kilograms in January to
14.33 million kilograms in March. Banana exports to Korea also dropped by 11.29 percent from 21.78 million kilograms in January to 19.32 million kilograms in March. shipment to Japan also declined by 7.23 percent from 69.66 million kilograms in January to 64.62 million in March. Among the export products, coconut oil placed second with Us$ 71.15 million (P2.90 billion) total value followed by fresh pineapple with Us$ 20.04 million (P817.77 million) and banana chips with Us$14.74 million (P601.79 million). Export destinations of coconut oil are China, netherlands and United state while the fresh pineapples are shipped to Japan, Iran, new Zealand, Korea, Russia and singapore. Most of the banana chips are exported to United Kingdom, Korea, Japan, Australia, Canada, Chile, Germany, Poland and Russia. Among the mineral products, only carbon and gold with silver made it to the top 20 export products. For the past three months, the region shipped out Us$ 13.36 million (P545.35 million) worth of activated carbon mostly to Indonesia, Japan, south Africa, United states, Italy and Vietnam. Gold with silver valued at Us$ 10.55 million (P430.76 million) were also exported to switzerland, the only destination of the mineral commodity.
Farmers doubt rice sufficiency by 2016

ARMERs under Anakpawis lambasted the Aquino administration and said it mocks its own pronouncement of achieving rice sufficiency by 2016 with its plan to import 187,000 metric tons (MT) of rice from Vietnam for lean months July to september. Agriculture secretary Proceso Alcala claimed that rice sufficiency will be possible in 2016 through the department’s ambitious Food stapes sufficiency Program (FssP) which entails strengthening the production capacity of farms through improved farm inputs such as irrigation and mechanization and weaning the country from imports. However, Pedro Arnado, Anakpawis regional spokesperson,said that there would be no food security in the country as long as it remains subservient to international agreement like the World
Trade Organization’s (WTO) General Agreement on Tariffs and Trade (GATT). “Even Agriculture secretary Alcala claimed in a statement on March 21 that the country is bound to its commitment to WTO to allow 350,000 metric tons of rice into the country under the minimum access volume (MAV),” said Arnado. According to Department of Agriculture, the 187,000 MT volume that will be imported is within the MAV, and is covered by a 40% in-quota tariff. “This is an obvious manifestation that the local rice industry and Filipino farmers are at the mercy of the WTO. The Aquino government is not exercising any authority or will to boost rice sufficiency in the country. Rice importation itself is the fatal disease that will surely kill the country’s rice industry,” said Arnado.

mindanao organic rice penetrates middle East market F
IFTEEn metric tons (MT) of Mindanao-produced organic black rice were exported to Dubai in the United Arab Emirates last week, reaffirming Mindanao’s position as the premier food source of the Philippines. The shipment, facilitated by the Department of Agriculture (DA) is a trial export of organic black rice produced and processed by the Don Bosco Multi-purpose Cooperative, the pioneering organization in bios dynamis technology farming in Mindanao and the biggest supplier of organic rice in the country. “This progress requires strong government and private partnership and efforts. With consistent support like this, we can really help more organic farmers and convert more lands to organic plantations,” said Don Bosco General Manager, Romano Laurilla. The cooperative is the first in the country to obtain accreditation from the Certification of Environmental standards (CEREs) for organic rice production, trading, and export. CEREs is a European-based inspection and certification company on organic farming, food processing, textiles, and biofuels. Laurilla also added that to strengthen organic farming in the country, the Philippine government must provide good support mechanism for scaling up organic farming in Mindanao. “Our organization is more than will-
ing to share this technology and expertise to other interested organizations here in Mindanao, and in other parts of the country,” explained Laurilla. The Don Bosco Multi-purpose Cooperative works in partnership with the Don Bosco Foundation for sustainable Development, a civil society organization that aims to empower farming communities through sustainable development initiatives. “This is a welcome development for Mindanao, and we aim to secure our position as the country’s reliable source of high-quality agricultural products,” said Mindanao Development Authority Chairperson Luwalhati Antonino, adding that Mindanao remains the best-suited island in the country for rice production. The cooperative has already shipped organic rice products to Germany, Canada, and Macau, and is eyeing to send 800 kilograms of organic rice sample products to the netherlands within the month. The Dubai shipment is the cooperative’s largest international shipment so far, which was complemented by a parallel shipment of 20MT of Jasponica aromatic white rice from the farmers of Talavera, nueva Ecija. DA secretary Proceso Alacala said that the Dubai rice shipment is a huge feat for the Philippine rice farmers since it has almost been four decades since the Philippines exported rice
products. As of last year, Region 12 remains as Mindanao’s the top rice producer, and the 8th top rice producer in the Philippines. The region also attained 127 percent rice-sufficiency for 2012. OR one who is a lawyer, Aimee Ferolino-Ampoloquio must be well-educated. she wouldn’t be an election officer of the Commission on Elections (Comelec) if she is not. Good education and values always bring the best in people. so when Atty. Ampoloquio bashed the teaching profession for being forgetful and dumb, the feisty Comelec election officer just got herself entangled in a mess that could cost her a career and the respect of the very same people who will make or unmake her day come election day. It’s hard to pick Ms Ampoloquio’s brain for uttering those angry words— the kind of words that bury deeper than sword. It’s saddening that it had to come from someone blessed with wisdom and education but whose words are an entirely different beast. The election officer’s comment reflected an impression that was interpreted by teachers as reducing their teaching profession to the lowly class afflicted with poor memory and low IQ. We are puzzled at what really drove

We are not saying these teachers boast of IQs higher than Ampoloquio’s self-proclaimed intelligence, or if they need to even match her wits. But we also agree that being the only ones capable and available for now to serve as BEIs, maligning them must be the last thing done against them. For her education, she has her teachers to thank for. For the success of this Monday’s elections, she has teachers to anchor her hopes on. The lady lawyer has since remained silent after unleashing the angry words. no apologies, no explanations. In the depths of her silence, she must learn to realize instead the value of using soft words and hard arguments.

HE country’s young voters may be wondering why they elect only 12 members of the senate every three years but actually count 24 senators during the opening of the Congress on the fourth Monday of July following the elections. This is particularly true in the coming May 13 elections and those of the years 1995, 1998, 2001, 2004, 2007, and 2010. The answer is in the 1987 Constitution itself, notably in the Transitory Provisions or Article XVIII whose section 1 states: ”The first election of members of the Congress under the Constitution shall be held on the second Monday of May 1987. ”The first local elections shall be held on a date to be determined by the President, which may be simultaneous with the election of the members of the Congress. It shall include the election of all members of the city or municipal councils in the Metropolitan Manila area.” section 2 of the same Transitory Provisions also says: “The senators, members of the House of Representatives, and the local officials first elected under this Constitution shall serve until noon of June 30, 1992. ”Of the senators elected in the election in 1992, the first 12 obtaining the highest number of votes shall serve for six years (full term) and the remaining 12 for three years.” Under this setup, half of the 24 senators elected in May 1992 were retained until June 30, 1998, while the other half were replaced in the 1995 polls. In turn, the 12 senators who were elected in May 1995 stayed in the senate for the next six years until 2001. This has been the practice since 1995 with the election of a dozen senators every three years for a six-year term to replace the outgoing 12 senate members. The Transitory Provisions under section 5 also paved the way for the synchronization of national and local elections by extending the six-year term of President Corazon C. Aquino and Vice President salvador H. Laurel, who were elected in the Feb. 7, 1986 snap polls, by six months to noon of June 30, 1992. The 12 senators who will be elected this month will hold office for six years from June 30, 2013 until the same date in 2019. They will be joining until June 30, 2016 the group of senators Ramon M. Revilla Jr., Jinggoy E. Estrada, Miriam Defensor santiago, Franklin M. Drilon, Juan Ponce Enrile, Pilar Juliana s. Cayetano, Ferdinand R. Marcos Jr., Ralph G. Recto, Vicente C. sotto III, sergio D. The successors of these senators, who were elected on May 10, 2010, will be elected in 2016, simultaneously with the new Philippine President and Vice President. HORT BURsT – After the midterm elections on Monday, May 13, winning candidates, reelectionists or neophytes should lead by example. They must be advocates of decency and morality. They will set their lives as paragons of virtue – a life that is steered with strict adherence to moral values. They must observe the code of right and wrong and their sense of delicadeza, and most importantly fulfill a commitment of helping the less-fortunate of our countrymen who urgently need help in time of distress. oooOooo HARsH POLITICAL REALITY – since the 1950s Philippine elections is brimming with electoral violence. several years later, viciousness has become prevalent to the country’s political exercises, which prompted the government to strictly impose a gun ban months before the holding of elections. The years that followed witnessed the emergence of politicians across the country who established their political and economic base that had been reinforced with armed personnel. The pattern goes on to this day and become even more mischievous. starting January 13, 2013, an election gun ban has been fully enforced throughout the country in preparation for the May midterm elections. However, President Benigno Aquino III made clear his objection to the gun ban despite growing clamor from gun ban advocates who appreciate a gunfree society leading to violence-free elections. Meanwhile some concerned groups commended the directive and say that a total gun ban may be a welcome relief from the rash of killings, but others thought otherwise. some quarters raised concern if the

However justified some Russians may feel in that posture, it attracts widespread distaste, not exactly redeemed by admiration for the country’s musicians. Though Putin has embraced

A new report from the UK’s Henry Jackson society by the Conservative Minister of Parliament Dominic Raab argues that: Corruption is the glue that holds together an unwieldy, vertically in-

In the same manner, authorities and gun ban advocates noted that the biggest stumbling block to the election-imposed gun ban is the existence of private armed groups allegedly being maintained by crafty and callous politicians who are in cahoots with unscrupulous businessmen and different rebel bands. Listen to what your neighbors talk about these last few days leading to Election Day (Monday, May 13) and chances are they will be talking about the coming polls. Election fever is in the air, and the most ‘feverish’ are certain candidates who have not been favored by the gods of political surveys. serves them right, too, for joining the fray in the first place. Then there those who join the circus knowing they don’t have a Chinaman’s chance of making it to the winners’ circle, spending a little money here, and a little money there on ineffective campaign materials to satisfy there ego. These are the so-called muisance candidates that the Comelec somehow tends to overlook. Oh, well, it takes all kinds of people to make up an election---including crackpots. May their tribe decrease. senatorial candidate Teddy Casino of Makabayan is telling voters no to rely on poll surveys to choose whom to vote for, but to rely on their conscience. Poll surveys may have not been too kind on Casino, so his bias against political surveys is understandable, although his advice to voters is sound. survey organizations swear by the reliability of their system being “closer” to the truth, given the “margin of error” that their particular system is heir to (is there a perfect survey result, pray tell?)/ Which brings up the inevitable question: Can such surveys be manipulated to favor certain candidates or political aggrupations? The inevitable answer to that is, YEs--if the price is right. After all, we were not born yesterday! so far, though, this year’s surveys, whether local or national have not been seriously challenged by skeptics as to their being closer to the truth than otherwise. There is wisdom in the stand of sen. Miriam for younger blood to make it to the senate, instead of recycling old fogies who have been there, done that. not that young blood is better than old blood. But certainly, such recyclist septuagenarians as Ernesto Maceda and Ramon Magsaysay Jr. have had their day on the senate floor and its time they were led to pasture and gave way to younger aspirants who are no less talented and capable as they. Apropos Maid Miriam’s stand, can anyone tell me how old the fair lady from Iloilo is? Just asking.

Cayetano shocked at gravity of power crisis

EnATOR Alan Cayetano could not hide his shock at the state of the power crisis in Mindanao as he met with members of the Zamboanga City Electric Cooperative (Zamcelco) in his Listening Tour visit to Zamboanga City last saturday. “We read about the Mindanao power crisis in the news in Manila but until you set foot in Mindanao and walk among the locals, you don’t really grasp the gravity of the situation,” Cayetano admitted. Cayetano said that the Department of Energy (DOE) needs to explore other alternatives to its current proposal that cooperatives acquire their own diesel-fired generators as a means to address
the power crisis temporarily. The proposal could increase electric charges by P1.80 resulting in charge of P4 per kilowatt-hour. “When the national Electric Authority (nEA) loans P4 billion that it will later pass on to cooperatives, why do we have to limit the amortization to 5 years? Why can’t Landbank and the Development Bank of the Philippines (DBP) step in to make it 15-20 years to bring down the cost?” he said. Cayetano warned against the negative effect of increased power rates on the livelihood of Filipino families living in the region. “Consumers shouldn’t be made to carry this burden. Higher elec-
tric prices would mean higher prices of all basic services and commodities. The bottom line is this means less income for the families in the area. they will not respect the integrity of BEIs anymore. According to Atillano, teachers acting as BEIs are subject for lawsuits since fingers will be pointed at them should any cheating issues on the ballots occur, and the Comelec does not even give BEIs any legal support on lawsuit matters. The DepEd regional officer wants to make it clear however, that DepEd has nothing against the Comelec, only with the Ampoloquio. If Ampoloquio saw problems with the precinct count optical scan (PCOs) machines and how it was handled during the final sealing and testing (FTs), then she should be the one to remedy it, since she is the expert, according Atillano. He said, “PCOs machines were used only during the 2010 elections and three years after in 2013, you can’t expect teachers to be experts right away.” Atillano heard that there is a possibility that Comelec will not coordinate with teachers as part of BEIs anymore for the elections to come. “If it wasn’t for the law mandated by the national government, this would be much better since there are plenty of teachers who do not want to volunteer as BEIs anymore because it is a very exhausting job,” he said.
A group of teachers headed by the Alliance of Concerned Teachers (ACT-Teachers) staged a rally at the Comelec office in Magsaysay Avenue Thursday 4pm demanding a public apology from Ampoloquio. Atillano said, DepEd has no hand on this and this is up to the personal decisions of the teachers who joined, but DepEd respects their decision to stage a rally. “Protesting is not the best solution, the best solution is found on the negotiation table and if Comelec regional director Jay Balisado would like to approach DepEd for a negotiation, it would be best if he brings Ampoloquio for a public apology,” Atillano said. Edge Davao tried to get Ampoloquio’s side, but the election officer would not answer her phone and election assistant Rosalina natividad said, “Ampoloquio does not allow her assistants to answer questions from the media, and that they are too busy handling other more important problems regarding the elections.” Atillano hopes that this issue would be settled before the May 13, so that come elections day, the BEIs who are teachers will gain their credibility back and their (teachers) negative sentiments will not remain.

Toys used to be the realm for kids, and they still are actually. But the kids of yesteryears do grow up, but some kids never do grow old. And its because of these forever young individuals that the Mindanao Toy Convention was born.

The toys on exhibit were not limited to just popular figures either, with a section of the exhibit featuring scale models of tanks, planes and ships but also remote controlled offroaders and even small die cast cars. Michael Jackson’s estate hit with new child molestation claim from choreographer Wade Robson MICHAEL JACKSON’S legacy has taken another hit. Choreographer Wade Robson, who testified in the pop icon’s defense during his 2005 trial on child molestation charges, has now filed a claim against Jackson’s estate, alleging that he in fact was abused by the late star. Robson’s court filing is sealed, but E! News has obtained documents confirming that a petition to make a late claim against the estate, as well as certificates of merit from mental health professionals and other supporting paperwork were filed on May 1. “Wade used to tell me that Michael would ask to have baths with him,” a close friend of Robson’s exclusively tells E! News. “It was weird... He didn’t seem to question it, neither would we, it was just what he would say. IAMI (AP) -- For the first time in these playoffs, the Miami Heat were facing some real adversity. They responded with a technical knockout. After nine technical fouls, two ejections and a whole lot of extracurricular pushing and shoving, the end results were as follows: The biggest postseason win in Heat history, the biggest postseason loss in Chicago Bulls history, and tons of fresh venom pulsing through the veins of this now-tied Eastern Conference semifinal series. Miami won 115-78, a stunning outcome for a game that was basically back-and-forth for much of the first half. That is, until the Heat
