nE person was killed outright while 24 others were injured when a speeding truck collided with a passenger bus in heavy rain yesterday morning near Gate 3 of the Holcim Cement Corporation Plant in Kilometer 16, Brgy. Tibungco, Davao City. The bus, owned by the Davao Metro Shuttle Bus Company, was bound for Tagum City when it collided with the truck. Police identified the fatality as Robert Sumampong. among the 24 injured were the bus driver, Rogelio Enclonar, and truck driver armand Lopez, both of whom were declared in critical condition. according to initial investigation by the police, the truck with plate number LFF 933 was overtaking an Isuzu trailer truck when it collided head-on with the passenger bus. 3 robbery suspects arrested in Toril

HREE suspected hold-uppers were arrested by elements of the Toril police Monday evening at Immaculate Conception, Mangahan Crossing Bayabas in Toril, Davao City. Davao City Police office (DCPo) director senior superintendent Ronald dela Rosa in a text message to Edge Davao said the suspects were Marvin Quillo, Ronnie Pama and alot nogon. The three were allegedly about to rob a convenience store in Toril when police tipped off by a concerned citizen. The suspects were armed with one .45 caliber pistol with eight rounds of live ammunition, and one
caliber.357 magnum pistol with six rounds of live ammunition. The suspects were positively identified by victims of previous robbery hold-up cases in Talomo and Tugbok districts, according to Dela Rosa. The three are detained at the Toril police station to face a charge of violation of the election gun ban and illegal possession of firearms. Dela Rosa said the police will continue to go after criminals in the city. “We will identify them, hunt them down, and arrest them. Manny villar, recently inaugurated the first Waste Plastic Recycling Factory in Metro Manila, which turns plastic wastes into durable school chairs that could last up to 20 years. “We have a lot of plastic wastes here in Metro Manila. When disposed improperly, these result in clogging of our drainage and eventually cause flooding, spread of diseases, and many others. So we thought of processing these plastic wastes and come up into something useful. That is when I read about this technology in Davao, which processes plastic wastes into school chairs,” relayed Mrs. villar. villar went to Davao herself to witness if the technology is really working. “I have been using biodegradable wastes as resource in my other livelihood projects. I was so happy when I saw this technology, because now, we can also process nonbiodegradable wastes,
and we have tons of them here in Metro Manila,” relayed Mrs. villar. villar said she is very proud of this project not only for the livelihood it brings to the poor, but also to the environmental benefit it brings. “In processing the unavoidable plastic wastes into something useful, like school chairs, we are not only cleaning and protecting the environment, but we are, at the same time, providing livelihood to the poor – to the workers in the factory who are processing the wastes,” said villar. She explained, the plastic wastes recycling factory located in Ilaya, Las Pinas City is a pilot project of the villar Foundation. villar said if this project will be successful, it can be replicated in other provinces in the country. villar earned the moniker, Misis Hanepbuhay, because of her many livelihood projects built benefitting the poor. In its latest Report of Salaries and allowances (RoSa), the commission said alcala received a total of P6.037
million in salaries, allowances and bonuses. Coa explained this included P2.515 million in salary, P729,999 discretionary expenses, P267,729 bonuses, P341,000 allowance, and P60,000 additional compensation. alcala also received P2.119 million in allowance for serving as council chairman in the national Food authority (nFa), it added. But alcala did not receive compensation
for sitting in the governing bodies in 11 other government-owned and controlled corporations like the Land Bank of the Philippines, Sugar Regulatory administration, and national agribusiness Corporation. alcala, who replaced Foreign affairs Secretary albert F. del Rosario in the top spot, only received P2 million based on the same report in 2011. Del Rosario received
P4.355 million last year, almost doubling the P2.936 salary he received in 2011, he reportedly distributed to DFa employees. aBoR and Employment Secretary Rosalinda Baldoz announced yesterday that most of the 114 distressed overseas Filipino Workers (oFWs) living in Filipino Workers’ Resource Center (FWRC) of the Philippine overseas Labor office (PoLo) in amman, Jordan are expected to return home soon. Baldoz made the statement amidst reports that the distressed oFWs are being neglected by the government, thus causing delay in their repatriation. Citing a report from PoLo-Jordan Welfare officer Mario antonio, Labor
secretary said oFWs may soon be home since they already got plane tickets. “only 31 of the 114 oFWs are here (in FWRC) since 2012. Twenty-two of the 31 have already approved airline tickets but could not be repatriated yet because the Jordanian immigration did not allow them to use merely travel documents for their scheduled exit last December,” Baldoz said. Based on the reports of PoLo, out of the 114 oFWs being housed at the FWRC, only 18 have no approved repatriation tickets. as of now, the exit documents of 67 of the
114 oFWs are being processed, while the rest who have been in Jordan for less than a year needs further negotiations. “They are the subject of negotiations because under Jordanian law, foreign workers whose employers have violated their contracts have the right to terminate these contracts,” Baldoz explained. DoLE chief also cited that the International organization for Migration is helping the PoLo negotiate with Jordanian authorities to facilitate the exit clearances of the oFWs. Further, an emergen-
cy committee has been established by Jordanian authorities to address migrant workers’ pleas for repatriation. The PoLo-Jordan’s efforts are in compliance with the DoLE’s policy enunciated by Secretary Baldoz to reducing, through case settlement, negotiation, and repatriation, the number of oFWs, sheltered at the FWRCs. “Effectively reducing the number of distressed Filipino workers at our FWRCs will enable the Centers to focus on more productive endeavors for distressed HSWs,” she said. ‘Oil palm hub’ plan threat to Mindanao coconut industry T
URnInG Mindanao into an “oil palm hub” poses a threat to the coconut industry, a research institution said yesterday. The Davao Citybased alternate Forum for Research in Mindanao (aFRIM) cited a plan to convert thousands of hectares of lands into oil palm plantations, mostly in the autonomous Region of Muslim Mindanao (aRMM) and the Caraga region. aFRIM cautioned that the plan threatens the coconut industry, one of the island’s major source of export revenues. “The recent news article citing Mindanao by various stakeholders as “oil palm hub” poses a great threat to the coconut industry, one of the island’s major export products,” it said. aFRIM expressed apprehension on the targeted thousands of hectares of lands to be planted with oil palm after the Mindanao Development authority (MinDa) disclosed that around 900,000 hect-
ares have been identified as suitable for oil palm production with around 177,000 hectares already under negotiation. Businessman Manuel Pangilinan of First Pacific oil Co. Ltd. BPI pushes for agribusiness development in Mindanao

But this hasn’t always been the case in the Philippines until lately. Immediately following World War ll, policy capture has been the order of the day in this country. Back then, influential businesses, among them PLDT, have been able to secure from government legal protection from competition. Those who are old enough then should be able to recall the consequence of monopoly. In the case of PLDT the line is always busy. Without competition a monopoly has no incentive to improve its product or service. Monopolies have proliferated even more during the Marcos dictatorship where favored cronies have easy access to policy. Most tourist destinations in the Philippines are in the visayas and Mindanao. But the cost and inconvenience of having to take a double ride to these destinations are driving tourists elsewhere in the aSEan region. Some tourist have to stay overnight in Metro Manila before they can take a connecting flight to their final destination in the visayas or Mindanao. I recommend that congressmen from the visayas and Mindanao take up the cudgel for their constituents with regards to the domestic shipping and airline monopolies. They must mobilize a strong lobby in congress to eliminate these last remaining legacies of post-war Philippines. The object is not to secure privilege but to ensure fairness which is always good for everyone.

Local shipping companies have the monopoly of picking up cargo coming from abroad which has been unloaded at the port of Manila for delivery to its final destination elsewhere in the country such as to Cebu or Davao City. They also have the monopoly of picking up cargo destined for abroad from all over the country for shipment to the port of Manila where foreign cargo vessels may pick it up for delivery to its final foreign destination. ERPETUaL PoLITICS aRE EnTREnCHED In oUR PoLITICIanS’ aTTRIBUTES – There is certainly plenty of reason for the people to get discouraged: barely two weeks after the midterm elections, top leaders of the contending political parties and new elective officials were already busy talking about the upcoming 2016 presidential elections. as a rule, lawmakers and elective officials are instructed by the Constitution to “maintain high standards of integrity” in the performance of their duty. There are some pretty crucial issues and pressing national concerns that need their utmost attention yet it is in early political maneuverings where their energies go. The Philippines got the offensive reputation for being a third-world but highly politicized country. In many ways and reasons, that’s nothing new after all. Why is the 2016 presidential election so special and important? To whom is it important after President Benigno aquino III ended up his term? In some ways, the country’s political history can be seen as a series of moves in which powerful and moneyed political clans and well-organized groups advanced on, confronted and ultimately outmaneuvered all their opponents. These people acted persistently and one would readily notice that immediately right after every election they will again start working for the next polls. It was the best move for any political team to come out early against their perceived rivals and rely heavily on the widespread belief that many successful politicians won in their candidacies – re-election or whatever by engaging early. not surprisingly, even during the midterm election campaign jaunts, senior leaders of the United nationalist al-

liance (Una) already floated the idea of endorsing vice President Jejomar Binay as the party’s standard bearer in the 2016 national elections. not to be outdone, stalwarts of the Liberal Party (LP) did the same thing during the group’s victory party and hinted that Department of Interior and Local Government (DILG) Secretary Mar Roxas is hand-picked by President Pnoy to be their presidential contender. Political analysts firmly believe that mapping out political plans at this early stage will depend not only on the sincerity of those keeping a moist eye on the presidency in keeping their promise to continue what had been started by their respective parties – socio-economic and political affairs, but also on the active efforts of the aspirants to protect and promote their own rights and political interests. Experts have indicated many times powerful political clans and some would-be leaders, particularly those who are now in power, do not have the capability and the will to give up power. They are such power-obsessed people that they want to cling on to power like hungry leeches for dear life. as if there is no life after the government. once they have contested an elective position, particularly if they won it, set an eye on that office as a permanent right. not only do they acquire a strong taste for public office but their influence gives them a clear advantage in elections against less prestigious opponents. To be sure, too
much politics streamed in the bloods of Filipino politicians. The early flexing of political muscles is arguably the most distasteful and disgraceful act of the major contending parties. Too bad that elective officials and would-be leaders supposedly will have the enviable task of resuscitating the country’s socio-economic tribulations, but instead they were too preoccupied preparing for the 2016 general polls. They have been sacrificing everything for the survival not of the people but for their own selfish motives and political interests. The people’s sincere hope is that the incoming elective officials and their political masters will be able to fulfill their litany of campaign promises and at the same time share the perception that the Philippines although will go through drastic changes and many difficulties lie ahead, its reform agenda and open door policy must solidly remain. Through the decades political exercises in a Philippine setting have never change at all. The mainstream politics is more complex highlighted by unhealthy elements of a capitalist society: mob rule, inefficiency, abused freedom, breakdown of law and order and cluttered government. Perpetual politics are embedded in the characteristics of our politicians. Would-be leaders or to be precise, presidential hopefuls, probably have genuine concerns for the people but many observers who are directly involved in political affairs think the idea of early politicking will do no much good. But there is no stopping the power-thirsty people who seem are getting ready for the next elections. However, they always have to bear in mind that “engaging too early in politics is both expensive and stressful when they are trying to win.”

So, when we want to come here, we say “let’s go to Camp Holiday” and not “Kinawitnon”. although I like this place very much, I’m noT promoting this place, excuse me, because there are other beach resort areas you can go to in Samal like the Precious Garden at barrio Libudan owned by my German editor-friend Ulli Kronberg, or Mctell Resort at Catagman owned by my Swiss friend Seppi Mactell, or Punta del Sol Resort of my friend araceli ayuste, etc but they’re too far for
me, unless they make it easy for people like us to go there. Right now, like so many other beach resorts in Samal, the easiest way to reach the more popular ones like Paradise Island beach resort or Blue Jazz resort, both in barrio Caliclic, is by motorized banca provided by the resorts themselves. You simply go to their little ports somewhere along Lanang or Sasa seacoast and cross the narrow channel to their beach resorts for about seven or ten minutes ride. If you HaTE loud music and loud video singing, you’’d like Camp Holiday, like I do, because it’s quiet and decent.. The moment any beach resort have these “loud attractions”, that will be the EnD of beach resorts beside it. We saw this problem in many places in Samal island, quiet beach resorts closing down and going bankrupt because of loud music and loud video singing. Many young people who love loud music and loud video singing won’t stand a quiet beach and will demand this from resort owners who’ll give in to what they want. F YoU live somewhere in Lanang district, say from nova Tierra, Fortune, Executive Homes all the way to Pilar subdivision, you can go across to Samal island and enjoy the beaches there anytime and any day because it’s so near, you can walk over in your shorts and slippers and take a swim with your family. What’s making this so convenient for Davao residents is the efficient roll-on roll-off barges of Holiday Transport at Sasa, kilometer 11 where one can simply walk over to a waiting RoRo vessel (after paying ten pesos at the gate) and go across the narrow Davao Gulf channel for free. at this point in time, this is no longer such a big deal to many residents here who have gotten used to this RoRo searide for so many months. We know it’s such a big hassle to find a good white beach in Samal because of the costly “habal-habal” ride you’d have to take and ending up in a place you hate so much because of loud videoke music sang by throaty out-of-tune wanna-be “singers”. But I found a place with my son Sean just across the sea channel beside the RoRo wharf. This place is called “Kinawitnon” a name I still find so hard to remember, because the whole port area is owned by Camp Holiday, whose presence dominates everything else, special-

E are living in the age of the technocrats. In business, Big Data, and the Big Brains who can parse it, rule. In government, the technocrats are on top, too. From Washington to Frankfurt to Rome, technocrats have stepped in where politicians feared to tread, rescuing economies, or at least propping them up, in the process. Technocrats are in vogue within the intelligentsia, too. It is well nigh impossible to pick up a book about any social or political issue nowadays (including, I hasten to admit, my own) without coming across some data-heavy social science research. and the familiar pleas for common sense and a centrist approach, free from the taint of ideology, usually boil down to a call to put the technocrats in charge. Technocrats have a lot to recommend them. We do, after all, live in the age of Big Data, and ignoring it or not being able to use it is a sure path to either bankruptcy or humiliation – witness the data jock extraordinaire nate Silver and his legendary smackdowns of columnists who rely on anecdote and intuition. But, particularly in the wake of 2008, a global crisis that technocrats both helped cause and failed to predict, there are also sound reasons not to rely mechanically on technocratic solutions. That’s why it is worth reading a new paper by Daron acemoglu of the Massachusetts Institute of Technology and James Robinson of Harvard University. In their seminal 2012 book, “Why nations Fail,” acemoglu and Robinson offered a powerful new framework for understanding why some societies thrive and others decline – those based on inclusive growth succeed, while those where growth is extractive wither. Their new study, “Economics versus Politics: Pitfalls of Policy advice,” will be published later this year in the Journal of Economic Perspectives and is available now in draft form as a national Bureau of Economic Research working paper. It tackles an essential subject in the age of technocracy: the limits of technocratic thinking as a basis for policy. Their critique is not the standard technocrat’s lament that wise policy is, alas, politically impossible to implement. Instead, their concern is that policy which is eminently sensible in theory can fail in practice because of its unintended political consequences. In particular, they believe we need to be cautious about “good” economic policies that have the side effect of either reinforcing already dominant groups or weakening already frail ones. “You should apply double caution when it comes to policies which will strengthen already powerful groups,” acemoglu told me. “The central starting point is a certain suspicion of elites. You really cannot trust the elites when they are totally in charge of policy.” an example discussed in the paper – and an issue on which acemoglu changed his own mind in the course of writing it – is the role of trade unions.

“It’s a big investment, we’re a large corporation, we’re part of Puregold Corporation. We are putting a lot of money in here and a lot of inventory in here, so it’s a big investment,” said Ricks. Ricks put in simple terms the relationship between Puregold and S&R after the consolidation of the two businesses. “It’s owned by the same person and they just combined it into one entity,” he explained. Technically, Puregold bought S&R for P16.5 billion via a share swap. Lucio Co owns both Puregold and S&R. Ricks describes the consolidation as successful. “Works very good, you have your higher end market, and
then your middle class and the lower, it’s a broad scope of market, it’s been very successful we’ve done this in Manila and it’s very successful.” When asked if Puregold has bought the Davao Central Convenience Store chain, Ricks said he is not aware of the transaction but hinted there is a possibility of expansion. “actually I’m not aware of that. I know that Mr. (Lucio) Co (owner) is diversifying his business.” “There’s a lot of convenience stores in the Philippines right now and if you are looking at S&R being the upper market and Puregold being in the middle and if there is a segment of the market that we don’t have it’s the

convenience store market,” Ricks bared. aside from the capital investment S&R is infusing into Davao’s economy, Ricks also said they have employed over 200 Dabawenyos. “We have over 160 that we hired and a lot of those are managers and supervisors that we sent to Manila for training and then we brought them back,” he said. “aside from the 160, there’s the consignment vendors they have their own employees in their stores, so overall there are probably over 200 employees and if we are successful then we will determine if we are going to add to that.” Ricks thinks Davao, their seventh outlet, could be a lucky invest-
ment. “Seven is a lucky number and we’re sure Davao will be very lucky for us also and we’re very excited about just getting in here.” S&R is currently constructing its 8th outlet in Mandaluyng and 9th in Manila. “We’re looking for next sites next year, we will continue to expand the S&R concept,” Ricks said. Davao City Mayor Sara Z. Duterte, who presided over the ribbon cutting ceremonies of the new S&R outlet, said she welcomes S&R to the city and thanked the investors for their confidence in Davao City as well as the employment of Dabawenyos and tapping local resources for some of the store’s retail supply requirements.

oLLoWInG a row over an ad-free YouTube app for Windows Phone, Google and Microsoft have settled their differences on the matter and are working on a Google-approved app. This would make sure users of Windows Phone would not be barred from watching YouTube videos from their devices, tech site Mashable reported. “Microsoft and YouTube are working together to update the new YouTube for Windows Phone app to enable compliance with YouTube’s aPI terms of service, including enabling ads, in the coming weeks. Microsoft will replace the existing YouTube app in Windows Phone Store with the previous version during this time,” Mashable quoted Microsoft as saying in a statement. Earlier this month,
Google - which owns YouTube - asked Microsoft to remove the YouTube app by May 22. Microsoft complied and replaced the app with a previous version but it still did not support ads. Researchers from the California Institute of Technology said the self-healing chips they created show promise, as they developed workarounds to bypass damaged components. “You tell the chip the results you want and let it figure out how to produce those results,” an article on PC World quoted CalTech graduate student and researcher Steven Bowers as saying. He said that with more than 100,000 transistors on each chip, there is no way for human designers to predict which particular component may fail. Thus, he said they designed the system in a “general enough” way that it figures how to keep going, “without external intervention.” CalTech said the researchers used onchip sensors that check temperature, current, voltage, and power, and send the data to a central processor. But the processor is designed to “draw its on conclusions” instead of rely on specific in-
structions. “It was incredible the first time the system kicked in and healed itself,” Caltech electrical engineering professor ali Hajimiri said. He added such an “electronic immune system” can open up a world of possibilities. “It is truly a shift in the way we view circuits and their ability to operate independently. They can now both diagnose and fix their own problems without any human intervention, moving one step closer to indestructible circuits,” he said. PC World quoted Dan olds, an analyst with The Gabriel Consulting Group, as saying such self-healing chips in tablets, smartphones, and laptops would be major progress. “This new technology could help to keep performance at a high level by routing around internal components that have failed or are getting long in the tooth,” said olds. But olds said the challenge is how to program and implement this capability on a large scale. “They’ve put together an interesting demonstration project, but it’s a long way from being placed in any actual device,” he said.

Calcium may help women live longer Most postmenopausal women are encouraged to take calcium supplements to protect against the degenerative bone disease osteoporosis, but new research from McGill university in Canada says that 1,000mg of calcium a day can also help these women live longer. The Canadian Multicentre osteoporosis Study tracked the health of 9,033 Canadians for 12 years, and during that time, 1,160 participants died. Those women who took calcium supplements fared better than their peers, but the protective benefits did not extend to men, according to the study, published in The Journal of Clinical Endocrinology & Metabolism. “Higher amounts of calcium were potentially linked to longer lifespans in women, regardless of the source of the calcium,” lead author Dr. Da-
vid Goltzman of McGill university said in a press release. “That is, the same benefits were seen when the calcium came from dairy foods, non-dairy foods, or supplements.” Fish oil, heart disease, and type 2 diabetes Fish oil supplements, which are rich in omega 3 fatty acids, may help lower a person’s risk of type 2 diabetes and coronary heart disease, according to another study published in The Journal of Clinical Endocrinology & Metabolism. researchers at the Harvard School of Public Health say fish oil capsules do this by increasing levels of the hormone adiponectin, which helps the body regulate glucose levels and inflammation. They reviewed information from 14 clinical trials involving more than 1,200 patients. “although higher levels of adiponectin in the bloodstream have been linked to lower risk of diabetes and coronary heart disease, whether fish oil influences glucose metabolism and development of type 2 diabetes remains unclear,” lead author Jason Wu said in a press release. “However, results from our study suggest that

In their study, homocysteine levels were nearly 30 percent lower in those receiving the B vitamin treatment. “our results show that B-vitamin supplementation can slow the atrophy of specific brain regions that are a key component of the aD process and that are associated with cognitive decline,” the researchers concluded. Their study was published in Proceedings of the National academy of Sciences. researchers said that further B vitamin supplementation trials should focus on elderly patients with high homocysteine levels to determine if the progression to full-fledged dementia can be prevented.

Tony Parker scored 37 points Monday, his highest total of the year, regular season and postseason, and the Spurs completed a sweep of the Memphis Grizzlies with a 93-86 win. The Spurs won the middle two games of the Western Conference finals in overtime before putting away the Grizzles at FedExForum. San antonio is in the Finals for the first time since 2007.
