ovERnMEnT troops assisted by personnel of the City Environment and natural Resources Office (Cenro) of Mati City seized 24 pieces of abandoned lauan logs estimated at 21.64 cubic meters last Monday afternoon at Sitio Kwatin, Brgy. Tagbinonga, Mati City, Davao oriental. In a press statement sent by Captain Hector de Leon, acting Civil-Military

Operations officer of the 701st Infantry Brigade (Kagitingan), said that combined elements of the 701s,t,, one squad from the 104th Division Reconnaissance Company, together with personnel from Mati Cenro headed by Matranillo Wines, seized the logs which are now under the custody of the Cenro. “We just implement Executive order number

23 under the supervision of the Department of Environment and natural Resources (DEnR),” he said. The Task Force may call upon the support of any department, bureau and office of the executive branch to assist in the discharge of its functions, such as but not limited to the provision of administrative or technical assistance, logistical support and detail of

personnel. Implementation of Eo 23) was issued to the armed Forces of the Philippines (aFP) and DEnR declaring a moratorium on the cutting and harvesting of timber in natural and residual forests and creating the anti-illegal Logging Task Force Davao oriental deputizing the aFP and Philippine national Police (PnP).

xPECT more rainy days ahead, says the Philippine atmospheric Geophysical and astronomical Services administration (PaGaSa) Davao Station. Gerry Pedrico PaGaSa Davao Station chief said that in the month of May they have monitored the start of Low Pressure areas developing which would result in rains. He said Dabawenyos should now expect the start of the rainy season. Heavy rains is the source of inconvenience for many Dabawenyos as these would result in flooded streets, however it is also a serious cause of alarm as floods in January of this year swelled the Davao River which resulted in the evacuation of 10,000 families, a freak flash flood that rampaged across Matina

Pangi River in June 28 2011, killed 32 people. Pedrico said that there is no immediate threat of tropical cyclones to hit the region this part of the year as he said that it is in the period of november to February that tropical cyclones would enter this part of the country. He said that contrary to popular belief that Davao Region is typhoon-free, there are cyclones that do visit as per historical records in the 1910s, 1930s and the 1970s. However the recent years had seen cyclones increasing in ferocity particularly Typhoons Sendong and Pablo. Meanwhile the Department of Science and Technology (DoST) is intensifying its informa-

These projects are among the national government support to the Rebuilding and Recovery Program of the province dubbed as Tindog Comval Movement aside from about P50 Million assistance given by the Department of agriculture (Da), In his submitted “Blue Print of Recovery” to the office of the Pres-

High value Commercial Crops Division Chief Minda agarano of the Provincial agriculturist office (PaGRo) that Governor Uy has started implementing in the whole province the agriculture interventions of Malacañang. among these are that of the PaMana Program like the distribution of cacao and rubber seedlings to the farmers for free who underwent trainings given by the province. agarano further shared that from april up to May 2013, the province has able to distribute about 161,000 seedlings of Cacao and 47,000 seedlings of Rubber in the municipalities of Monkayo, Maco, Laak, Mawab, nabunturan, and Compostela. and food for work in those areas specific for food production, but more resources from other line agencies especially in debris clearing is still required,” said Mishael argonza of the World Food Program. apart from the clearing, WFP also seeks assurance from the province in the provision of non-food items such as the corn seeds and other farm inputs. Ravelo revealed that at least 4,000 bags of oPv corn is still needed as only 2,000 bags are currently available provided by Department of agriculture. The remaining requirement of seeds is yet to be released by the Da on the ensuing months while some portions may needed to be sourced out from funding organizations. WFP said that they are willing to fund production on any potential crops as soon as possible as their imminent egress of the province is already due in September. “other crops which are not available now cannot wait anymore. We can look into other possible activities that we can compliment rather than waiting for inputs

that will not come later on,” argonza said. While debris clearing is almost complete in the highways and roads, farms are next in the roster of areas bound for clearing as part of the province’s debris management for food security. Marciano Tapiador, Jr. Coordinator of the Building Back Better Movement of the province says that they intend to push through debris clearing while stepping up food security simultaneously by means of combining resources and expertise of key players to hit these two major targets rather than just merely clearing debris. Meanwhile, Governor Malanyaon has ordered the Provincial agriculturist office office to inventory all available tractors to fast track the massive clearing of lands for the promising venture of corn production. Corn production is one of the many advocacies Governor Malanyaon has set her eyes on which is included on subprojects under her flagship program in agriculture—the Pagkain at Kita program. This is an undertaking which Davao oriental Governor Corazon n. Malanyaon deemed suitable considering corn’s short-gestation period and the vast areas available for planting. assistant Provincial agriculturist Rotchie M. The World Food Program and the Food and agriculture organization, both under the United nations and are the province’s key partners in the successful rice production are now combining resources in providing funds for the corn production. “There is already some sort of allocation for cash

Mark villar and Sen. Manny villar, recently inaugurated the first Waste Plastic Recycling Factory in Metro Manila, which turns plastic wastes into durable school chairs that could last up to 20 years. “We have a lot of plastic wastes here in Metro Manila. When disposed improperly, these result in clogging of our drainage and eventually cause flooding, spread of diseases, and many others. So we thought of processing these plastic wastes and come up into something useful. That is when I read about this technology in Davao, which processes plastic wastes into school chairs,” relayed Mrs. villar. villar went to Davao herself to witness if the technology is really working. “I have been using biodegradable wastes as resource in my other livelihood projects. I was so happy when I saw this technology, because now, we can also process nonbiodegradable wastes,

and we have tons of them here in Metro Manila,” relayed Mrs. villar. villar said she is very proud of this project not only for the livelihood it brings to the poor, but also to the environmental benefit it brings. “In processing the unavoidable plastic wastes into something useful, like school chairs, we are not only cleaning and protecting the environment, but we are, at the same time, providing livelihood to the poor – to the workers in the factory who are processing the wastes,” said villar. She explained, the plastic wastes recycling factory located in Ilaya, Las Pinas City is a pilot project of the villar Foundation. villar said if this project will be successful, it can be replicated in other provinces in the country. villar earned the moniker, Misis Hanepbuhay, because of her many livelihood projects built benefitting the poor. Before running for Senate, villar served as Congresswoman of Las Pinas for 9 years and became Managing Director of the villar Foundation, where she continued providing livelihood projects in 200 towns and cities all over the country.

RanCE has drawn up a blacklist of 17 countries including Switzerland that do not help investigate foreign aid fraud, banning the use of their banks to help distribute development funds, officials said yesterday. aides to development minister Pascal Canfin were unable to say how much French foreign aid currently transits via banks in the countries featured on the new blacklist. The blacklist expands on an already-established register of eight “non-cooperative states and territories” that already includes Botswana, Brunei, nauru, Guatemala and the Philippines. It adds Switzerland, Lebanon, Panama, Costa Rica, the United arab

Emirates, Dominica, Liberia, Trinidad and Tobago, and vanuatu. The officials justified the move by saying there was a lack of transparency in the nations on the list, adding that poor and developing countries were often the main victims of fraud. “The aim is primarily preventative, to put pressure on these countries by publicising this list to progress towards more transparency,” they said. It comes hot on the heels of a damaging scandal involving Jerome Cahuzac, a former budget minister who was once in charge of fighting tax evasion but admitted to having a secret, foreign bank account after months of denial. Ho was the highest paid member of President Benigno “noynoy” aquino III’s cabinet last year? The Commission on audit (Coa) revealed Proceso alcala, the head of Department of agriculture, took home the highest amount of compensation in 2012. In its latest Report of Salaries and allowances (RoSa), the commission said alcala received a total of P6.037

million in salaries, allowances and bonuses. Coa explained this included P2.515 million in salary, P729,999 discretionary expenses, P267,729 bonuses, P341,000 allowance, and P60,000 additional compensation. alcala also received P2.119 million in allowance for serving as council chairman in the national Food authority (nFa), it added. But alcala did not receive compensation

for sitting in the governing bodies in 11 other government-owned and controlled corporations like the Land Bank of the Philippines, Sugar Regulatory administration, and national agribusiness Corporation. alcala, who replaced Foreign affairs Secretary albert F. del Rosario in the top spot, only received P2 million based on the same report in 2011. Del Rosario received

P4.355 million last year, almost doubling the P2.936 salary he received in 2011, he reportedly distributed to DFa employees. Health Secretary Enrique T. ona earned P2.433 million while Science and Technology Secretary Mario G. Montejo made P2.125 million last year. aBoR and Employment Secretary Rosalinda Baldoz announced yesterday that most of the 114 distressed overseas Filipino Workers (oFWs) living in Filipino Workers’ Resource Center (FWRC) of the Philippine overseas Labor office (PoLo) in amman, Jordan are expected to return home soon. Baldoz made the statement amidst reports that the distressed oFWs are being neglected by the government, thus causing delay in their repatriation. Citing a report from PoLo-Jordan Welfare officer Mario antonio, Labor

secretary said oFWs may soon be home since they already got plane tickets. “only 31 of the 114 oFWs are here (in FWRC) since 2012. Twenty-two of the 31 have already approved airline tickets but could not be repatriated yet because the Jordanian immigration did not allow them to use merely travel documents for their scheduled exit last December,” Baldoz said. Based on the reports of PoLo, out of the 114 oFWs being housed at the FWRC, only 18 have no approved repatriation tickets. as of now, the exit documents of 67 of the

114 oFWs are being processed, while the rest who have been in Jordan for less than a year needs further negotiations. “They are the subject of negotiations because under Jordanian law, foreign workers whose employers have violated their contracts have the right to terminate these contracts,” Baldoz explained. DoLE chief also cited that the International organization for Migration is helping the PoLo negotiate with Jordanian authorities to facilitate the exit clearances of the oFWs. Further, an emergen-

cy committee has been established by Jordanian authorities to address migrant workers’ pleas for repatriation. The PoLo-Jordan’s efforts are in compliance with the DoLE’s policy enunciated by Secretary Baldoz to reducing, through case settlement, negotiation, and repatriation, the number of oFWs, sheltered at the FWRCs. “Effectively reducing the number of distressed Filipino workers at our FWRCs will enable the Centers to focus on more productive endeavors for distressed HSWs,” she said. ‘Oil palm hub’ plan threat to Mindanao coconut industry T

URnInG Mindanao into an “oil palm hub” poses a threat to the coconut industry, a research institution said yesterday. The Davao Citybased alternate Forum for Research in Mindanao (aFRIM) cited a plan to convert thousands of hectares of lands into oil palm plantations, mostly in the autonomous Region of Muslim Mindanao (aRMM) and the Caraga region. aFRIM cautioned that the plan threatens the coconut industry, one of the island’s major source of export revenues. “The recent news article citing Mindanao by various stakeholders as “oil palm hub” poses a great threat to the coconut industry, one of the island’s major export products,” it said. aFRIM expressed apprehension on the targeted thousands of hectares of lands to be planted with oil palm after the Mindanao Development authority (MinDa) disclosed that around 900,000 hect-

ares have been identified as suitable for oil palm production with around 177,000 hectares already under negotiation. Businessman Manuel Pangilinan of First Pacific oil Co. Ltd. Has earlier reported to be considering developing 30,000 hectares of land in Davao oriental for oil palm production and processing. This province, which suffered Typhoon Pablo’s wrath in December 2012, especially the east coast where majority of coconut farmers are, has been the top producer of coconut for years, producing 1,046,224 metric tons last 2011. “These moves toward massive oil palm plantations in Mindanao may result to the ultimate demise of the coconut industry where three million of coconut farmers across the country rely on and majority is in Mindanao. Instead of making a new investment plan, aFRIM poses a challenge to the government to shift its focus on maximizing the potential of the ex-

isting coconut industry in the island. Providing adequate support to co-

BPI pushes for agribusiness development in Mindanao

T

HE Bank of the Philippine Islands is betting heavily on agriculture this year and is increasing its involvement in the sector by launching a loan program designed to benefit livestock and poultry raisers in Luzon and in the expanding business corridors in visMin such as Cebu, Panay, Cagayan de oro, Bukidnon, Davao and General Santos. Through its BPI agribusiness Solutions, the bank has crafted a program that would support commercial poultry raisers and hog farmers. The bank formally launched last May 24 the BPI agribusiness Solutions in Davao City with Executive vice President and Corporate Banking Group Head alfonso Salcedo, Jr. holding a media briefing and presenting an overview of the program, along with Senior vice President and Provincial Lending Head Reymundo Castro, and assistant vice president and agribusiness Unit Head Perlina Padilla. an earlier launch in Luzon was held in Clark, Pampanga on March 8. andrew Bateson of Genus Pig Improvement Co., (Genus PIC) talked about “Genus PIC, Helping nourish the World” followed by vincent Borromeo, General Manager of PIC Phils. who discussed “Genetic Technologies for the 21st Century.” BPI brought along its experts

LDT has recently announced that it is investing in a fiber optic link that would increase communication carrying capacity considerably and more efficiently. Competition indeed has the beneficial effect of compelling businesses to continuously innovate. This is to provide better products and services at more affordable cost to consumers. But this hasn’t always been the case in the Philippines until lately. Immediately following World War ll, policy capture has been the order of the day in this country. Back then, influential businesses, among them PLDT, have been able to secure from government legal protection from competition. Those who are old enough then should be able to recall the consequence of monopoly. In the case of PLDT the line is always busy. Without competition a monopoly has no incentive to improve its product or service. Monopolies have proliferated even more during the Marcos dictatorship where favored cronies have easy access to policy. This is until former president Cory aquino has come to power and has promptly liberalized the economy. I’ve been a party to this process as a mem-

in Sustainable Energy Finance, which showed that agribusiness companies can use farm waste as energy source and thus reduce their dependence on fossil fuels. Technical lectures on livestock production and management capped the event. “The agriculture sector is highly important for the Philippines as it promotes food security. agriculture promises to be the key to alleviate poverty among millions of Filipinos who depend on farming and livestock raising. a stronger agri sector is needed to sustain growth and food sufficiency,” BPI said. BPI stressed that a strong participation in agribusiness development is part of its contribution to the government’s effort aimed at inclusive growth through its BPI agribusiness Solutions. This is BPI’s way of helping finance agribusiness ventures which are predominantly at the countryside and therefore help in wealth distribution as agribusiness employ less skilled workers in the provincial areas. What compelled BPI to launch its agribusiness campaign this year is its strong belief that the Philippines will be a big player in the livestock industry in Southeast asia, noting that the country is free of the dreaded food-and-mouth disease (FMD) that has been the bane of the cattle raisers in the re-

gion. Moreover, the Philippine poultry has been free from the equally lethal bird flu virus that had been decimating the stocks of chicken and duck raisers in mainland asia with virulent reg-

ularity. BPI also noted that agriculture has contributed 12.3 percent or P11.9 billion of the country’s gross domestic product (GDP) in 2011.

Metro Manila is two times more expensive than shipping the same cargo by foreign carrier from Metro Manila to Thailand which is three times farther away. This makes export products from outside of Metro Manila such as from the visayas and Mindanao less competitive. Foreign vessels must therefore be allowed to deliver cargo to and pick up cargo from any port in the country in order for the export industries of the visayas and Mindanao to prosper. The same goes for the airline industry. Foreign airlines carrying passengers from abroad may only land at naIa. They’re not allowed to fly their passengers directly to their final destinations in the Philip-

pines such as to Metro Cebu or Davao City. Local destinations are reserved for local airlines. The Philippines is endowed with superior tourist resources. The country is also the nearest tourist destination in the aSEan region from tourist outgoing countries such as Japan, Taiwan and China. Yet, tourists from these countries prefer to go to Thailand and Malaysia because coming to the Philippines is more costly. Most tourist destinations in the Philippines are in the visayas and Mindanao. But the cost and inconvenience of having to take a double ride to these destinations are driving tourists elsewhere in the aSEan region. Some tourist have to stay overnight in Metro Manila before they can take a connecting flight to their final destination in the visayas or Mindanao. I recommend that congressmen from the visayas and Mindanao take up the cudgel for their constituents with regards to the domestic shipping and airline monopolies. They must mobilize a strong lobby in congress to eliminate these last remaining legacies of post-war Philippines. The object is not to secure privilege but to ensure fairness which is always good for everyone.

Competition

ber of the 8th Congress. Competing industries have since prospered giving only the best to their customers. This precisely is the reason why PLDT is investing in a fiber optic link to please customers and secure more patronage in a now highly competitive telecommunication industry. The bad news is that there are still a couple of important industries that remain protected. These are the shipping and airline industries. Foreign cargo vessels are only allowed to unload and pick up cargo at the port of Manila and nowhere else in the country. Local shipping companies have the monopoly of picking up cargo coming from abroad which has been unloaded at the port of Manila for delivery to its final destination elsewhere in the country such as to Cebu or Davao City. They also have the monopoly of picking up cargo destined for abroad from all over the country for shipment to the port of Manila where foreign cargo vessels may pick it up for delivery to its final foreign destination. This double handling necessarily adds to cost. Moreover, the exclusive privilege is also being abused. Shipping cargo from Davao City to as of May 2013

See you in school, kids I

n a few days, the new school year opens and thousands of schoolchildren will be trooping back to schools.

Edge Davao takes a close look at some of the public elementary schools in Davao City where parents queue up for enrolment, browse through enrolment lists and sectioning and buy school supplies for their children. Excited? Definitely. and then some. There’s the same old problems like rising cost of school supplies, shortage of

Battle of the store chains

noTHER investment opened in Davao City yesterday and for Dabawenyos, it’s another day of shopping frenzy. S&R, a high-end warehouse shopping chain, has opened its seventh outlet in Davao City. It’s a first in Mindanao, and first of its kind catering to the upper market segment. It’s the second major retail establishment that opened in Davao City in a span of two weeks. Gaisano Grand Toril also opened last May 11 providing residents of the city’s southern portion a more accessible shopping experience. With S&R and Gaisano Grand Toril, the retail business expands its reach to a diverse market segment—from the low market segment limited in purchasing power, yet populous in number, to the upper market segment—by contrast, numbering a few, but enjoying high purchasing power. only last week, the city’s homegrown retail investment nCCC Group of Companies announced its market innovation by capitalizing on latest trends in electronic

commerce in expanding its reach to consumers. The innovations include one-stop electronic transactions for bills payments, remittances, ticket purchases, utilities and services. It also ventured into online shopping. nCCC’s innovations are seen as significant commercial breakthroughs in preparation for the anticipated head-on competition with S&R which is owned by warehouse retail chain Puregold. Market insiders say there are reports that Puregold will penetrate the Davao City convenience store market through the buyout of a local chain. With S&R in place, and soon the Puregold warehouse chain, if this reported buyout materializes, expect tough competition between the expanding family of the Puregold brand (which includes the S&R) and the local nCCC chain. This promises to be an interesting merchandising rivalry in which the winners will predictably be, who else, but Davao City’s economy and local consumers.

Early politicking

P

ERPETUaL PoLITICS aRE EnTREnCHED In oUR PoLITICIanS’ aTTRIBUTES – There is certainly plenty of reason for the people to get discouraged: barely two weeks after the midterm elections, top leaders of the contending political parties and new elective officials were already busy talking about the upcoming 2016 presidential elections. as a rule, lawmakers and elective officials are instructed by the Constitution to “maintain high standards of integrity” in the performance of their duty. There are some pretty crucial issues and pressing national concerns that need their utmost attention yet it is in early political maneuverings where their energies go. The Philippines got the offensive reputation for being a third-world but highly politicized country. In many ways and reasons, that’s nothing new after all. Why is the 2016 presidential election so special and important? To whom is it important after President Benigno aquino III ended up his term? In some ways, the country’s political history can be seen as a series of moves in which powerful and moneyed political clans and well-organized groups advanced on, confronted and ultimately outmaneuvered all their opponents. These people acted persistently and one would readily notice that immediately right after every election they will again start working for the next polls. It was the best move for any political team to come out early against their perceived rivals and rely heavily on the widespread belief that many successful politicians won in their candidacies – re-election or whatever by engaging early. not surprisingly, even during the midterm election campaign jaunts, senior leaders of the United nationalist al-

liance (Una) already floated the idea of endorsing vice President Jejomar Binay as the party’s standard bearer in the 2016 national elections. not to be outdone, stalwarts of the Liberal Party (LP) did the same thing during the group’s victory party and hinted that Department of Interior and Local Government (DILG) Secretary Mar Roxas is hand-picked by President Pnoy to be their presidential contender. Political analysts firmly believe that mapping out political plans at this early stage will depend not only on the sincerity of those keeping a moist eye on the presidency in keeping their promise to continue what had been started by their respective parties – socio-economic and political affairs, but also on the active efforts of the aspirants to protect and promote their own rights and political interests. Experts have indicated many times powerful political clans and some would-be leaders, particularly those who are now in power, do not have the capability and the will to give up power. They are such power-obsessed people that they want to cling on to power like hungry leeches for dear life. as if there is no life after the government. once they have contested an elective position, particularly if they won it, set an eye on that office as a permanent right. not only do they acquire a strong taste for public office but their influence gives them a clear advantage in elections against less prestigious opponents. To be sure, too

much politics streamed in the bloods of Filipino politicians. The early flexing of political muscles is arguably the most distasteful and disgraceful act of the major contending parties. Too bad that elective officials and would-be leaders supposedly will have the enviable task of resuscitating the country’s socio-economic tribulations, but instead they were too preoccupied preparing for the 2016 general polls. They have been sacrificing everything for the survival not of the people but for their own selfish motives and political interests. The people’s sincere hope is that the incoming elective officials and their political masters will be able to fulfill their litany of campaign promises and at the same time share the perception that the Philippines although will go through drastic changes and many difficulties lie ahead, its reform agenda and open door policy must solidly remain. Through the decades political exercises in a Philippine setting have never change at all. The mainstream politics is more complex highlighted by unhealthy elements of a capitalist society: mob rule, inefficiency, abused freedom, breakdown of law and order and cluttered government. Perpetual politics are embedded in the characteristics of our politicians. Would-be leaders or to be precise, presidential hopefuls, probably have genuine concerns for the people but many observers who are directly involved in political affairs think the idea of early politicking will do no much good. But there is no stopping the power-thirsty people who seem are getting ready for the next elections. However, they always have to bear in mind that “engaging too early in politics is both expensive and stressful when they are trying to win.”

ly after realizing that even the Samal buses and Davao’s pioneering taxis are also named “Holiday”. a n y w a y, this place is so near, so accessible and so convenient for people like me who simply want to go to the nearest white beach with complete facilities like tribal huts, swimming pool, barbeque area, clean comfort rooms, clean shower rooms, etc--- all for FREE after paying a small entrance fee of only P100 for adults and P80 for children. So, when we want to come here, we say “let’s go to Camp Holiday” and not “Kinawitnon”. although I like this place very much, I’m noT promoting this place, excuse me, because there are other beach resort areas you can go to in Samal like the Precious Garden at barrio Libudan owned by my German editor-friend Ulli Kronberg, or Mctell Resort at Catagman owned by my Swiss friend Seppi Mactell, or Punta del Sol Resort of my friend araceli ayuste, etc but they’re too far for

me, unless they make it easy for people like us to go there. Right now, like so many other beach resorts in Samal, the easiest way to reach the more popular ones like Paradise Island beach resort or Blue Jazz resort, both in barrio Caliclic, is by motorized banca provided by the resorts themselves. You simply go to their little ports somewhere along Lanang or Sasa seacoast and cross the narrow channel to their beach resorts for about seven or ten minutes ride. If you HaTE loud music and loud video singing, you’’d like Camp Holiday, like I do, because it’s quiet and decent.. The moment any beach resort have these “loud attractions”, that will be the EnD of beach resorts beside it. We saw this problem in many places in Samal island, quiet beach resorts closing down and going bankrupt because of loud music and loud video singing. Many young people who love loud music and loud video singing won’t stand a quiet beach and will demand this from resort owners who’ll give in to what they want. It’s sad and unfortunate because most families want to go to the beach just to enjoy swimming and bonding together ---- and nothing else… (Comments? Email> tradingpost_ davao@yahoo.com)

Loud videokes could kill Samal resorts

F YoU live somewhere in Lanang district, say from nova Tierra, Fortune, Executive Homes all the way to Pilar subdivision, you can go across to Samal island and enjoy the beaches there anytime and any day because it’s so near, you can walk over in your shorts and slippers and take a swim with your family. What’s making this so convenient for Davao residents is the efficient roll-on roll-off barges of Holiday Transport at Sasa, kilometer 11 where one can simply walk over to a waiting RoRo vessel (after paying ten pesos at the gate) and go across the narrow Davao Gulf channel for free. at this point in time, this is no longer such a big deal to many residents here who have gotten used to this RoRo searide for so many months. We know it’s such a big hassle to find a good white beach in Samal because of the costly “habal-habal” ride you’d have to take and ending up in a place you hate so much because of loud videoke music sang by throaty out-of-tune wanna-be “singers”. But I found a place with my son Sean just across the sea channel beside the RoRo wharf. This place is called “Kinawitnon” a name I still find so hard to remember, because the whole port area is owned by Camp Holiday, whose presence dominates everything else, special-

Some cracks in the technocrat cult COMMENTARY By ChryStia Freeland

(1st of two parts)

W

E are living in the age of the technocrats. In business, Big Data, and the Big Brains who can parse it, rule. In government, the technocrats are on top, too. From Washington to Frankfurt to Rome, technocrats have stepped in where politicians feared to tread, rescuing economies, or at least propping them up, in the process. Technocrats are in vogue within the intelligentsia, too. It is well nigh impossible to pick up a book about any social or political issue nowadays (including, I hasten to admit, my own) without coming across some data-heavy social science research. and the familiar pleas for common sense and a centrist approach, free from the taint of ideology, usually boil down to a call to put the technocrats in charge. Technocrats have a lot to recommend them. We do, after all, live in the age of Big Data, and ignoring it or not being able to use it is a sure path to either bankruptcy or humiliation – witness the data jock extraordinaire nate Silver and his legendary smackdowns of columnists who rely on anecdote and intuition. But, particularly in the wake of 2008, a global crisis that technocrats both helped cause and failed to predict, there are also sound reasons not to rely mechanically on technocratic solutions. That’s why it is worth reading a new paper by Daron acemoglu of the Massachusetts Institute of Technology and James Robinson of Harvard University. In their seminal 2012 book, “Why nations Fail,” acemoglu and Robinson offered a powerful new framework for understanding why some societies thrive and others decline – those based on inclusive growth succeed, while those where growth is extractive wither. Their new study, “Economics versus Politics: Pitfalls of Policy advice,” will be published later this year in the Journal of Economic Perspectives and is available now in draft form as a national Bureau of Economic Research working paper. It tackles an essential subject in the age of technocracy: the limits of technocratic thinking as a basis for policy. Their critique is not the standard technocrat’s lament that wise policy is, alas, politically impossible to implement. Instead, their concern is that policy which is eminently sensible in theory can fail in practice because of its unintended political consequences. In particular, they believe we need to be cautious about “good” economic policies that have the side effect of either reinforcing already dominant groups or weakening already frail ones. “You should apply double caution when it comes to policies which will strengthen already powerful groups,” acemoglu told me. “The central starting point is a certain suspicion of elites. You really cannot trust the elites when they are totally in charge of policy.” an example discussed in the paper – and an issue on which acemoglu changed his own mind in the course of writing it – is the role of trade unions.

RICKS. “We are putting a lot of money in here and a lot of inventory in here, so it’s a big investment.” Lean Daval Jr.

“It’s a big investment, we’re a large corporation, we’re part of Puregold Corporation. We are putting a lot of money in here and a lot of inventory in here, so it’s a big investment,” said Ricks. Ricks put in simple terms the relationship between Puregold and S&R after the consolidation of the two businesses. “It’s owned by the same person and they just combined it into one entity,” he explained. Technically, Puregold bought S&R for P16.5 billion via a share swap. Lucio Co owns both Puregold and S&R. Ricks describes the consolidation as successful. “Works very good, you have your higher end market, and

then your middle class and the lower, it’s a broad scope of market, it’s been very successful we’ve done this in Manila and it’s very successful.” When asked if Puregold has bought the Davao Central Convenience Store chain, Ricks said he is not aware of the transaction but hinted there is a possibility of expansion. “actually I’m not aware of that. I know that Mr. (Lucio) Co (owner) is diversifying his business.” “There’s a lot of convenience stores in the Philippines right now and if you are looking at S&R being the upper market and Puregold being in the middle and if there is a segment of the market that we don’t have it’s the

convenience store market,” Ricks bared. aside from the capital investment S&R is infusing into Davao’s economy, Ricks also said they have employed over 200 Dabawenyos. “We have over 160 that we hired and a lot of those are managers and supervisors that we sent to Manila for training and then we brought them back,” he said. “aside from the 160, there’s the consignment vendors they have their own employees in their stores, so overall there are probably over 200 employees and if we are successful then we will determine if we are going to add to that.” Ricks thinks Davao, their seventh outlet, could be a lucky invest-

ment. “Seven is a lucky number and we’re sure Davao will be very lucky for us also and we’re very excited about just getting in here.” S&R is currently constructing its 8th outlet in Mandaluyng and 9th in Manila. “We’re looking for next sites next year, we will continue to expand the S&R concept,” Ricks said. Davao City Mayor Sara Z. Duterte, who presided over the ribbon cutting ceremonies of the new S&R outlet, said she welcomes S&R to the city and thanked the investors for their confidence in Davao City as well as the employment of Dabawenyos and tapping local resources for some of the store’s retail supply requirements.

oLLoWInG a row over an ad-free YouTube app for Windows Phone, Google and Microsoft have settled their differences on the matter and are working on a Google-approved app. This would make sure users of Windows Phone would not be barred from watching YouTube videos from their devices, tech site Mashable reported. “Microsoft and YouTube are working together to update the new YouTube for Windows Phone app to enable compliance with YouTube’s aPI terms of service, including enabling ads, in the coming weeks. Microsoft will replace the existing YouTube app in Windows Phone Store with the previous version during this time,” Mashable quoted Microsoft as saying in a statement. Earlier this month,

Google - which owns YouTube - asked Microsoft to remove the YouTube app by May 22. Microsoft complied and replaced the app with a previous version but it still did not support ads. However, it pointed out it did not have the necessary technical tools that only Google has. “now it seems those requests got to the right people, and the two parties hashed things out,” Mashable said. a separate article on The next Web said Microsoft and Google may come out with the app in the coming weeks. “(I)t appears that Google has finally agreed to play ball, though it’s not clear what Microsoft had to offer to pull off a deal. Ultimately, it appears that every Windows Phone user who uses YouTube will benefit from a Google-approved app,” it added.

elf-heAlIng “thinking” chips may soon make devices such as mobile phones and tablets much less prone to system failure by figuring out how to recover from trouble—by themselves. Researchers from the California Institute of Technology said the self-healing chips they created show promise, as they developed workarounds to bypass damaged components. “You tell the chip the results you want and let it figure out how to produce those results,” an article on PC World quoted CalTech graduate student and researcher Steven Bowers as saying. He said that with more than 100,000 transistors on each chip, there is no way for human designers to predict which particular component may fail. Thus, he said they designed the system in a “general enough” way that it figures how to keep going, “without external intervention.” CalTech said the researchers used onchip sensors that check temperature, current, voltage, and power, and send the data to a central processor. But the processor is designed to “draw its on conclusions” instead of rely on specific in-

structions. “It was incredible the first time the system kicked in and healed itself,” Caltech electrical engineering professor ali Hajimiri said. He added such an “electronic immune system” can open up a world of possibilities. “It is truly a shift in the way we view circuits and their ability to operate independently. They can now both diagnose and fix their own problems without any human intervention, moving one step closer to indestructible circuits,” he said. PC World quoted Dan olds, an analyst with The Gabriel Consulting Group, as saying such self-healing chips in tablets, smartphones, and laptops would be major progress. “This new technology could help to keep performance at a high level by routing around internal components that have failed or are getting long in the tooth,” said olds. But olds said the challenge is how to program and implement this capability on a large scale. “They’ve put together an interesting demonstration project, but it’s a long way from being placed in any actual device,” he said.

er, you need to remind yourself that you’re looking at a P5,990 smartphone. So if you need an affordable device with a relatively large display, you probably want to check out this ascend.

The handset already runs android Jelly Bean and is powered by a dual-core Snapdragon MSM8225 chipset clocked at 1.2GHz. The IPS screen is as big as the nokia Lumia 920’s at 4.5 inches. Combine that with DTS surround sound, and you have an entertainment device on your hands. If the 4GB internal

Calcium, fish oil, B vitamins could extend your life NuTrITIoNaL supplements and vitamins are an increasingly popular way for people to ensure their bodies get the nutrition they need, even if their diets are less than perfect.

While many claims circulated about the benefits of vitamins are anecdotal, ongoing clinical research is helping to separate myth from fact and to show how supplements can help people stay healthy by lowering the risk of common diseases. Calcium may help women live longer Most postmenopausal women are encouraged to take calcium supplements to protect against the degenerative bone disease osteoporosis, but new research from McGill university in Canada says that 1,000mg of calcium a day can also help these women live longer. The Canadian Multicentre osteoporosis Study tracked the health of 9,033 Canadians for 12 years, and during that time, 1,160 participants died. Those women who took calcium supplements fared better than their peers, but the protective benefits did not extend to men, according to the study, published in The Journal of Clinical Endocrinology & Metabolism. “Higher amounts of calcium were potentially linked to longer lifespans in women, regardless of the source of the calcium,” lead author Dr. Da-

vid Goltzman of McGill university said in a press release. “That is, the same benefits were seen when the calcium came from dairy foods, non-dairy foods, or supplements.” Fish oil, heart disease, and type 2 diabetes Fish oil supplements, which are rich in omega 3 fatty acids, may help lower a person’s risk of type 2 diabetes and coronary heart disease, according to another study published in The Journal of Clinical Endocrinology & Metabolism. researchers at the Harvard School of Public Health say fish oil capsules do this by increasing levels of the hormone adiponectin, which helps the body regulate glucose levels and inflammation. They reviewed information from 14 clinical trials involving more than 1,200 patients. “although higher levels of adiponectin in the bloodstream have been linked to lower risk of diabetes and coronary heart disease, whether fish oil influences glucose metabolism and development of type 2 diabetes remains unclear,” lead author Jason Wu said in a press release. “However, results from our study suggest that

“Higher amounts of calcium were potentially linked to longer lifespans in women, regardless of the source of the calcium,”

higher intake of fish oil may moderately increase blood level of adiponectin, and these results support potential benefits of fish oil consumption on glucose control and fat cell metabolism.” according to the National Center for Complementary and alternative Medicine, about 37 percent of u.S. adults take fish oil supplements. B vitamins may help protect against al-

zheimer’s university of oxford researchers say that vitamin B supplements may protect the brain from the degenerative effects of alzheimer’s disease (aD). In clinical trials, researchers gave patients with an increased risk of dementia high-dose treatments of the B vitamins folic acid, vitamin B6, and vitamin B12, and found that the treatments slowed brain shrinkage over the course of two years. researchers say the therapy works because B vitamins decrease levels of homocysteine, an amino acid, which in turn decreases the amount of atrophy in the brain’s gray matter. In their study, homocysteine levels were nearly 30 percent lower in those receiving the B vitamin treatment. “our results show that B-vitamin supplementation can slow the atrophy of specific brain regions that are a key component of the aD process and that are associated with cognitive decline,” the researchers concluded. Their study was published in Proceedings of the National academy of Sciences. researchers said that further B vitamin supplementation trials should focus on elderly patients with high homocysteine levels to determine if the progression to full-fledged dementia can be prevented.

Will Smith tries to kick a soccer ball, totally misses it at champions league festival wiLL Smith is no legend when it comes to playing soccer.

The After Earth star may be known for kicking some major butt onscreen, but he proved that kicking a soccer ball offscreen is a totally different story when he attended the Champions League Festival in London over the weekend. So what went down? will hit the soccer field with his son (and costar) Jaden and prepared to make a penalty kick. in a very dramatic fashion, he ran up to it, tried to kick it… and missed the ball altogether on his first attempt.

After will’s embarrassing moment had already occurred, Jaden managed to take a little bit of that attention away when he successfully made contact with the ball (he is the Karate Kid

after all). Perhaps will can take some lessons from Jaden during the remainder of their promotional tour? The father-son duo’s After Earth hits theaters May 31.

Gisele Bündchen: Our imperfections make us unique and beautiful GiSELE Bündchen is arguably one of the most beautiful women in the world, and she’s come to accept and love the few flaws that she may have.

The Brazilian model admitted to Fashionista that her latest campaign with Johan Lindeberg for BLK DNM was shot without any professional hair and makeup (or Photoshop!). “i loved his approach

because i feel like women should be really real and raw,” she said. “i love that feeling of, you know, we are women, we are so different, our imperfections are what makes us unique and beautiful. [Lindeberg’s] not trying to retouch you or put a pretty light on you.” Let’s be honest—when you look as gorgeous as Bündchen, you don’t need any help in the beauty department anyway!

Some gowns had a semblance to those of the Disney princesses, while there were also notable ones in traditional Filipiñana designs infused with a bit of modern pizzazz. The judges for the kids’ segment were asked to select the top three based

on decorum, poise, confidence, appeal, and intelligence. I, together with the other judges, former Miss International Nadia Shami included, found it difficult to choose among the ten contestants. These brave souls have conquered stage fright, confidently walked and posed for the cameras, and were also able to outwit and leave the hosts speechless at times with their answers. “Please

translate your question to English,” one of them quipped. The models for the Grand Sagala Gown Competition joined the little girls in a short procession around the mall. Shortly after that came the awarding. The main title was awarded to 6-year old Florence Julienne asistido, followed by the next 2 titlists 7-year old Candesse

Gabrielle Bartolome and 9-year old rania Muller. Designer Egay ayag, with his gown worn by muse Krizzaleen Valencia, took home the first prize. Spurs sweep Grizzlies

M

EMPHIS -- Tim Duncan will get a chance to win one for the thumb. The San antonio Spurs star, already with four championship rings, is headed back to the nBa Finals. Tony Parker scored 37 points Monday, his highest total of the year, regular season and postseason, and the Spurs completed a sweep of the Memphis Grizzlies with a 93-86 win. The Spurs won the middle two games of the Western Conference finals in overtime before putting away the Grizzles at FedExForum. San antonio is in the Finals for the first time since 2007. The Spurs opponent will be either the Miami Heat or the Indiana Pacers. Miami leads the Eastern Conference finals two games to one. “This is a special run for me,” the 37-year-old vet-

eran said before Monday’s game. “I really want to get this one done. I want to get back to the Finals. I want to win another championship. It’s been a long time.” Duncan scored 15 points and grabbed eight rebounds, while Kawhi Leonard added 11 points, six rebounds and five steals. Quincy Pondexter led the Grizzlies with 22 points. Marc Gasol added 14 points, five rebounds and five assists, and Zach Randolph had 13 points and eight boards. Gasol hit a short shot with 48 seconds left to cut Memphis’ deficit to 89-86. Parker drove the lane at the other end and was fouled on his layup attempt. He hit both foul shots with 29 seconds remaining, pushing San antonio’s edge to 91-86. Parker iced the game with two more free throws after Splitter blocked a Jerryd Bayless jump shot.
