f the 95 private elementary schools in the Davao region, 72 increased their tuition and other fees for school year 2013-2014, according to the Department of education (Deped) 11. only 23 private elementary schools did not increase their fees. of those that did not hike their tuition and other fee, three are in Davao del Sur; four in Davao del norte; one in Davao oriental; three in Compostela Valley, and 12 in Davao City. 22-year old smallscale miner fell into a ravine in Pantukan, Compostela Valley Thursday noon, resulting to his instantaneous death. The victim was identified as eduardo nuñez Jr., of Baganga, Davao oriental. nuñez was working in an open-pit small-scale mining area in Sitio gumayan around noontime Thursday when he accidentally slipped and fell into the 35 feet deep ravine whose bottom was covered with jagged stones that miners had
been throwing into the ravine. nuñez’s companions rushed the victim to the Pantukan Hospital where he was declared dead on arrival. Unregulated mining activities have made the mountain area unstable and caused a series of accidents in the past. on January 5 last year, at least 25 people have been killed after a landslide struck a mining village in Pantukan. In April 2011, about 20 people were killed in the same
town in rain-induced mudslides. Since 2011, the national government banned small-scale mining in the area due to safety hazards. The miners had been warned to relocate to safer areas, but many people had ignored the warnings and continued small-scale mining operations, often illegal and unregulated. The Philippines sits on an estimated $1 trillion untapped mineral deposits, but has only targeted to attract $1 billion in mining investment last year.

Bank exec cautions on economic growth By Greg G. Deligero

He Philippines has arguably one of the most vibrant economies, posting last year a faster-than-expected 6.6% economic growth making the country the world’s the 40th largest economy, according to the International monetary Fund (ImF). Yesterday, the economy turned from vibrant to ultra-vibrant with the national economic Development Authority (neda) reported a 7.8% growth in gross Domestic Product (gDP) for the first quarter which outpaced China and the neighboring ASeAn countries (See related story below) A bank executive, however, viewed the unprecedented economic growth with caution. “we are trading in new territory in terms of growth. we want to be safe. we don’t want to presume everything will be okay,” miguel Angelo C. Villa-real, Philippine Veterans Bank (PVB) vice president for corporate communications, told edge Davao in an interview. Villa-real said some analysts in the banking sector are apprehensive whether the economic growth will be sustained or will just end up as another “economic bubble burst.” economic bubble is an eco-
nomic cycle characterized by rapid expansion followed by a drastic drop or burst. “we are not seeing limits. But we have learned from the 1997 financial crisis and the mortgage crisis in the US,” he said. Villa-real referred to the 1997 financial crisis that hit the Asian countries including the Philippines. Before the crisis, the economies of the region experienced high interest rates which foreign investors found attractive in terms of the high rate of return. This resulted in a large inflow of money and an increase in asset prices. Attributed mainly to massive currency speculation, the financial collapse began in Thailand after Thai government was forced to float their currency, the baht, because foreign currency was unable to support the fixed exchange rate. In 2007, the US economy also entered a mortgage crisis resulted from too much barrowing that caused panic and financial turmoil around the world. To avoid experiencing a similar situation, Villa-real said the Bangko Sentral ng Pilipinas (BSP) has put in place safeguards in the banking industry as “balancing act” to the economic growth.
As one of the safeguards, he said the banks are putting a cap on real estate loans. “we limit (the amount of) our exposure in a specific sector, we spread out to other sectors like industry, mining and services. we are also required to put a minimum exposure in agri-aqua investments,” he said. Villa-real said that while the interest income on the loan side is affected by the prevailing historical low interest rates imposed by the BSP, “there is a corresponding increase in the volume of bank barrowing.” with low interest rates, he said corporate loans are expected increase especially this coming July when the new elected government officials assumed their posts. “when the elections are over, comes the feeling of certainty among businessmen as they now know what to invest or expand, the officials to approach and the government priority areas,” he said. “we expect more loans and income from investments coming in,” he added. PVB’s unaudited net income for the first quarter of 2013 was reported at P484 million, already surpassing the 2013 target of P353 million and 2012
yearend net income figure of P355 million. Villa-real said much of the income comes from the substantial gains from securities trading activities. In terms of total assets, PVB’s total resources were at P56.93 billion as of the same period, P1.98 billion higher than the P54.95 billion level as of December 2012. Bank officials cited the growth to the increase in the bank’s deposits, which found their way to incremental loans and marketable securities. PVB’s capital also increased to P9.5 billion, up by 34% from P7.1 billion as of 2012 yearend, mostly due to retained earnings and net unrealized gains on available for sale financial assets. Its latest capital adequacy ratio was at 19.03%, much higher than the BSP’s minimum requirement of 10%. PVB is owned by some 384,000 Filipino wwII veterans, widows & heirs. Twenty percent (20%) of the private bank’s net income is annually given to the Board of Trustees for the Veterans of world war II (BTVwwII) which manages programs for the benefit of the wwII veterans & their surviving families.

Twitter post from the Department of education (Deped_PH@twitter.com) boasted with this statement: 2013 budget will allow Deped to create over 61K teaching positions, build over 17K classrooms and over 90K wat&san facilities. For the record, the Department of education got the lion’s share of the 2013 P2.006 trillion national budget. Deped’s budget this year is P293.32 billion from the previous P238.8 billion. In spite of that increase in budget and the Twitter boast of the education department, the same old woes are hounding us as schools open on monday. In the Davao region, there is a classroom shortage of 4,413 in the kindergarten, elementary and secondary levels. Deped says 1,269 additional classrooms will be needed for kindergarten, 1,879 for elementary, and 1,265 for secondary. one of the reasons for the shortage, according to Deped, is partly because of the full implementation of the K-12 program. That’s baloney. whatever happened to the Twitter boast of 17,000 classrooms that Deped is capable of building with the increased budget? The sad part of it all is that Deped did not offer any immediate solution to the classroom shortage. we anticipate the agency will use this problem to lobby for another increase when preparations for the 2014 general Appropriations come by october. In the meantime, our students will have to make do with the current inventory of classrooms. we don’t have a choice but to hold classes in classrooms or under mango trees. As to the boastful statement, Deped needs to walk its talk and, more importantly, to think before they tweet. But judging from past experience, that’s like asking for the moon.

re geneTICALLY-moDIFIeD FooDSTUFFS SAFe To eAT? – Are we now ready to adopt the cultivation of genetically-modified (gm) crops, which has already been expanded with more farmers in many countries espousing new varieties of disease-resistance crops, according to reports from biotechnology experts? These experts cited that rapid expansion of farmlands devoted to gm crops confirms the acceptance of such crops in many regions of the world. Biotechnology, the science of manipulating genetic traits and substances is the origin of it all and looks set to revolutionize medicine, agriculture and even the environment. But is it really wise to improve on nature? no wonder some governments are wary of foreign corporations seeking to patent any genetic materials they find. The Philippines, for one, has voided five years ago all deals giving multinationals the right to isolate and patent genetic material from the country’s flora and fauna. right after that, no bio-prospecting can be done without a government permit and the consent of affected communities, particularly the tribal people in whose lands abound specimens for research. The government wanted to prevent bio-piracy. There are similar concerns in neighboring countries notably Indonesia because despite tight and strict regulations, poor enforcement may allow firms to illegally export genetic materials. However, foreign agro-biotech experts noted that two years ago, a record 16.7 million farmers grew biotech crops – notably over 90 percent or 15 million, were small resource poor farmers in developing countries. researchers likewise stressed that biotech crops are now planted in more than 148 million hectares of farms all over the world. many of which are maintained

by smallholder farmers and subsistence food producers. other nations have set aggressive goals to biotech, especially in agriculture, giving top priority because biotech is being embraced as a means to feed an exploding populous world. Altered crops for large-scale field tests include potato, tomato, rice, corn, wheat, peanut, sweet pepper and many more. Biotech engineers and researchers from well-developed countries aim to have several bio-engineered crops on the commercial market over the next year or so. Potatoes free of blemishes, vegetables that can stand up better to shipping, disease-resistance rice and corn varieties and fish that grows 11 times faster than normal. These are some of the wonders food engineers are creating in their laboratories. But not all consumers are eager to dig into this cornucopia. They query: are genetically-engineered food staple really safe to eat? Are they being foisted on unsuspecting customers without proper warning? while some well-developed countries have approved genetically-altered farm products for consumption, consumer groups on the other hand, say they are not sure about the ecological impact of these products, therefore people don’t need genetically-combined food and consumers should have a right to know and the right
to choose to buy them or not. As might be expected, efforts are directed at increasing nutrition, like adding more protein or vitamins, and the pursuit can lead to unexpected twists. nonetheless, biotech also carries seeds of conflict. many question the wisdom and the need to alter nature. For ordinary consumer, biotech makes its impact felt most directly in food – that’s where the strongest opposition is coming from. meanwhile other food experts acknowledge that a series of studies show that genetically-engineered staples pose a number of problems and there are some causes for concern. For example, some years ago scientists in America ran into allergy problems when they tried to create a new protein by splicing a gene from a Brazil nut into a soybean plant. But bio-food producers and the people who regulate them maintain that these are minor bump on the road to producing perfect food. what is really behind the resistance to biologically-altered food products is the fear of the unknown. The know-how holds both promise and peril: the potential of dramatically improved quality of life and the danger of tampering with mother nature. Biotechnology could change life and humanity as we know it – and the revolution is already happening in Asia. Are we going to follow the trend? many staples such as milk, baby food, wheat-based products, flour and food that contain soybeans have already been altered or contain altered ingredients. All this contributes to a growing sense of wariness among Filipino consumers. genetically-modified food is something definitely different from natural processes we’re used to and may seem hard to swallow now, and government must be keenly sensible of public anxieties.

I am not actually happy with the speech. I don’t know if it’s becoming a tradition that every time I appear before you, I find the speech prepared by my normally gifted speechwriters is inadequate.” He explained: “So, since waking up and on the way here, I have been drafting a speech. So it will tend to be disorganized and I apologize in advance. And, of course, somehow I may have had the impression that I would be talking primarily to Filipinos, it turns out that there are delegations from about 20 different countries present today – 60 (sic) plus countries. So that means I
had to rewrite the speech that I was drafting because it was in Filipino. So again if there are errors, they are solely mine.” The Star, in that may 26 report, cited the President admitting in his prayer assembly speech “that he would sometimes ask if his administration’s communication strategy has been effective enough to be understood by the people” and wondering “why the good things [he had done] were not being appreciated by the public.” obviously, he was referring to his many other speeches. why must the President, for writing his own speech and revising it in his car, apologize to his audience with delegations from foreign countries? ong before marcos and enrile lowered martial Law like a hangman’s knot upon our society for a decade and a half, democracy and politics were respectable words, not tired shibboleths that many make it seem today. Sure, there were already traditional politicos then – trapos! – but their presence had not yet reached epidemic scale as is the case today. In fact, politics then was quite fun for the idealist, the cause-oriented activist of the left or right, for all sorts of advocacies, even for social climbers. It provided excitement to conversation in neighborhoods, barber shops, beer gardens, private compounds, campuses, and civic circles. In Cagayan de oro, people would wander off to the plaza on evenings for their post-prandial servings of political discussion, or simply to listen to exchanges among or between self-styled pundits, newshounds, or plain gossip-mongers. The Plaza, Plazans often there would be impromptu debates between townspeople and officials. even the mayor would drop in occasionally to check the latest scuttlebutt, or hold an informal consultation. It was a good way of feeling the public pulse, or in controversial times to check where the wind was blowing on the issues. Such nightly pastime gave rise to the emergence of “The Plazans” – a generic term referring to habitues of public parks (plazas) and which today is the name adopted by an informal fraternity of former park wanderers in the city. Plazans. Campaign rallies then were well-organized, informative, better-attended, and quite orderly even without police presence – meaning, it was more civilized. And the media were even-handed, less strident, sober and circumspect, and more conscious of their sensitive role as purveyors of social values, culture, or development trends. Less commercialized then, the media played a civilizing role alongside the schools and churches. And listening to the speeches of candidates was informative, quite educational. even in manila, attending rallies, listening to sessions of Congress or even of the city council was a treat, like attending a seminar. To be nominated: An Honor If you wanted to run for office in those days, you didn’t just declare your candidacy or throw your hat into the ring unilaterally. moneyed or poor, famous or whatever, there were rules to observe and expectations to live up to or to honor. For example, you had to be nominated by a party, or endorsed/recommended by a group of leading citizens. running for office wasn’t just a personal decision. To be a credible candidate, you had to be endorsed by a fairly respectable group. In the process of being nominated, there was little or no honor in being self-sponsored or family endorsed. It wasn’t the protocol. It would have been viewed as buying yourself a trophy or a diploma, an unseemly act of vanity that would have been derided by the educated. Congress: the opposite of Progress? Today, practically all candidates are self-proclaimed and, worse, self-financed. As a symptom of how civilization or manners have regressed, family members even feud against each other and engage in unseemly rivalry. They turn politics into a public brawl and reduce election campaigns into a mudslinging event. In the process, they roil the community with irrelevant issues and topics and family scandals. worse, everybody covets the Pork Barrel. At P70 million per congressman and P200 million per senator, every political family salivates at either office. But this calls for a special column. Visitors to Sm City Davao Annex- ecoland will get a chance to brush up on their world war II history with the mounting of Philippine Veterans Bank’s world war II Traveling exhibit at the mall’s ground floor starting June 1, 2013. entitled “war of our Fathers”, the multi-awarded traveling exhibit is fresh from its stint at Sm City general Santos and will now give Davao City residents a glimpse of what world war II in the Philippines was like through its numerous photographs, artifacts, and memorabilia that pay homage to the bravery, patriotism, and determination of Filipino men and women who fought and died during the war for our country’s freedom. The centerpiece of the Traveling exhibit in Davao is one panel which exclusively shows wwII images of Davao, including scenes from the Davao Penal Colony
(DAPeCoL) which was a Pow camp during the war. According to Dr. ricardo T. Jose, it was also at Dapecol where 10 American Pows escaped from there and were evacuated to Australia bringing the first eyewitness accounts of the Bataan Death march and Pow experiences to the US public. In may 1945, during the Liberation of Davao, a raid was conducted by a combined US infantry and Filipino guerrilla group on DAPeCoL to rescue Pows believed to be still incarcerated. However, the Pows had already been moved by their Japanese captors a few years earlier and all the raiding team found were the remains of the dead. Since 2006, Veterans Bank’s Traveling exhibit has been touring the country and has been displayed in government offices, museums, schools, and malls in over 50 cities and municipalities sharing with Filipinos, especially the youth, the significant lessons of world war II. In 2009, the Traveling
exhibit was put on display at the nanjing war memorial museum upon the invitation of the government of nanjing, China. recognitions received by the exhibit in recent years include the Anvil Award, gold Quill Award and the PAnATA Award. Living world war II veterans and their families are expected to attend along with local officials and representatives from Sm City Davao.
