ver 600 families in Davao City were affected by floods during Wednesday night’s heavy downpour, according to the Davao City Social Services and Development Office (CSSDO). Luz Parañal, CSSDO Social Welfare Assistant, said the flood left seven houses totally damaged and 10 others partially damaged, but no one was reported injured. The heavy rain that began at around 7pm, also caused brownouts in Matina and Bangkal from 7:46 pm to 9:20 pm. The downpour also caused flooding on Quirino Avenue which resulted to stalled traffic. At 9pm, Davao City’s Disaster and risk reduction Management Office (DrrMO) posted that ecoland Phase 2, 4 and 7, SM area and Quimpo Boulevard, r. AvAO Light & Power Company apologizes for the power interruptions in several parts of Davao City due to heavy rains and strong winds coupled with thunderstorms last June 5. Power from the electric distribution utility’s subtransmission 69 kv line serving 4 substations, namely: Puan, Bangkal, Matina and ecoland, was cut off at 7:36 pm. The outage was mainly caused by a toppled roof that hit the power line near Trust hardware in Matina. Another cause was an Anahaw tree that touched the electric wires infront of GSIS. Davao Light gradually restored power to the affected areas starting with its ecoland substation at 7:58 pm. This was followed by the return of electricity supply to

the Matina, Bangkal, and Puan substations at 9:25 pm. At 9:59 pm, all areas affected were energized. Several other areas including Jade valley also experienced service interruptions. Some flooded areas were also withour power. As of 2 pm of June 6, part of Salakot Talomo, Aparis Compound and Km 5 Pangi near Matina Substation have remained without electric service. As the customers’ safety is its primary concern, the power firm will ensure that the electrical facilities in the flooded areas are fit to receive electricity. Again, Davao Light deeply apologizes to its customers for the inconvenience brought about by these unscheduled service interruptions that were uncontrollable.

Jan-April gov’t infra spending up 45% T

he government continues to shore up infrastructure spending this year to sustain the country’s growth and create jobs. For the first 4 months of 2013, disbursements for infrastructure and other capital outlays rose 44.8% year on year to P75.2 billion, the Department of Budget and Management said in a statement. The increase was mainly due to disbursements for key infrastructure projects undertaken by the Department of Public Works and highways, amounting to P40 billion. “Through our budget reforms and, consequently, the improved

quality of public spending, we were able to fill out crucial resource and supply gaps that may have affected the country’s fast-growing industries. Our disbursement performance proves that the Aquino administration is on track in fulfilling its goal of strengthening the country’s infrastructure base,” said Budget chief Florencio Abad. “Our public expenditure reforms have also allowed us to deliver direct, quality programs and social services to the people at a significantly faster pace—as we have seen year-onyear—targeted towards achieving rapid, sustainable and inclusive growth,” he added. AIL inmates and tricycle drivers in Tagum and Panabo cities can look forward to a secure future after the Social Security System (SSS) launches AlkanSSSya units that will store workers’ daily SSS savings on May 30. SSS President and Chief executive Officer emilio de Quiros, Jr. said three new AlkanSSSya units are to be inaugurated during separate ceremonies for members of the San Isidro Transport Cooperative (SITrASCO) and Pensionado sa Bahay Bakasyonan (PBB) in Tagum City, and Kahit Preso Pensionado (KPP) in Panabo City. “The AlkanSSSya was initially conceptualized for tricycle drivers in Las Piñas City, but it has since spread nationwide after it was proven successful in adapting to any informal sector worker regardless of type of industry or location. We are happy that more members, especially in southern Philippines, are beginning to experience the benefits of this micro-savings program,” he added. De Quiros and senior SSS officials are in Southern Mindanao from May 27 to 30 for the launch of six AlkanSSSya units for various workers’ groups in the cities of Davao, Samal, Tagum and Panabo. The AlkanSSSya unit is a metal cabinet with secure mini-compartments where workers can drop their daily SSS savings in their assigned personal

slots. The accummulated amount will be counted and collected by SSS every month to be credited as their monthly SSS contribution. The AlkanSSSya launch for SITrASCO will be held at the New Tagum Public Market in Gante road, Tagum City. A total of 29 tricycle operators and drivers, including 13 associates who are non-SITrASCO members but wish to be part of the AlkanSSSya, stand to benefit from the program. “We will also launch an AlkanSSSya unit for the use of 73 inmates under KPP in Salvacion, Panabo City. Another AlkanSSSya unit for 30 inmates of the PBB who are staying at the Davao del Monte rehabilitation Center in Tagum City will also be inaugurated on the same day,” de Quiros said. KPP and PBB, which are both managed by the Bureau of Jail Management and Penology, offers livelihood training to inmates to enable them to become productive members of society and earn income even during imprisonment. “In the pipeline for the SSS Tagum branch is an AlkanSSSya partnership with the Davao Penal Colony, which houses over 5,000 inmates. They engage in various cottage industry activities, such as doing beadwork, making bags and rags, and creating ropes out of coco fiber, which provide them steady income,” de Quiros noted. “Some even help send their kids to school.”

NveSTMeNTS registered with the Philippine economic Zone Authority (PeZA) increased by 89% to P74 billion in January to May 2013 from P39 billion in the same period in 2012. The stellar growth in PeZA-registered investments puts the government on track to reaching its P1.1 trillion investment goal between 2011 and 2016. PeZA director general Lilia de Lima said the agency is preparing around 2,000 hectares of new spaces in its economic zones to accommodate new and expanding companies from

China and Japan. Around 60% of the investment pledges to date will go the expansion of several electronics firms. De Lima said the huge increase was driven by the one-time registration of a tourism estate, valued at P19 billion in March. She did not disclose further details. As of April 2013, around 3,000 companies were operating in PeZA economic zones, employing 952,215 people. This was a 7.2% increase from the 882,173 employees registered in the same period last year.

De Lima said locators shipped $13.55 billion worth of exports in January to April, up 2.8% from $13.16 billion in 2012. She said the excess inventory in electronics, comprising around 65% of the country’s exports, is beginning to ease after a slump in 2012. Other export products from the zones are also doing well, including automotive and machineries. To attain the P1.1 trillion target between 2011 and 2016, the government should be able to chalk up around P200 billion in investment registrations ev-

ery year and grow at an average of 10% year-on-year. The agency is confident this goal is within the government’s reach despite a slightly slower growth of 8.9% in 2012. “We are looking forward to the rebound of the electronics sector this year,” De Lima said. She also said the agency has received applications for 2,000 hectares of land in Cavite, Batangas and Central Luzon. Farmers’ children urged to engage in agribusiness A

bill aims to establish farm schools in rural areas to encourage children of farmers to engage in agribusiness has been approved in the Senate. With an 18-0 vote, the Senate has approved the Senate Bill 3228 looking to increase the income of Filipino farmers as well as the fisherfolk. he said the establishment of rural farm schools will help train, motivate and equip farmers’ children with modern skills of poultry, horticulture and agriculture. “The measure seeks to address the issue by providing such schools in rural communities and provinces with agriculture as their main source of livelihood,” he explained. Angara said the alternative school system seeks to serve the sons and daughters of those who have received land under the Comprehensive Agrarian reform Program, who will then be prioritized in the establishment of rural farm schools. under the proposed measure, Angara said, the child, during his sixth year cycle in high school, would alternate between attending academic courses during the first half of the week while spending the other half of his class week working on the farm to apply the theories he learned in school. he said rural farm schools will have a six-year curriculum with the last two years focusing on farm entrepreneurship to teach students how to make the farm self-sustaining and turn it into a business enterprise. he said business practices

and basic financial concepts will be part of the curriculum. “The important thing is that the agricultural productivity of farmers is increased and the new farmers are taught the most modern technology,” Angara said. Angara said similar rural

The government’s debt-to-GDP eased to 48.9% in the first quarter, reflecting a lower share of the country’s economic output being allocated for debt payments. The end-March debt-to-GDP was lower than the 51.5% ratio as of end-December 2012, which was the lowest since 1998.

North Korea proposes talks with South ‘Kasambahay

OrTh Korea on Thursday, June 6, proposed talks with South Korea on a widerange of issues from reopening a shuttered joint industrial complex to resuming cross-border family reunions. The surprise offer, carried in a statement from the Committee for the Peaceful reunification of Korea (CPrK), followed months of military tensions triggered by the North’s nuclear test in February. The CPrK, the state body responsible for relations with the South, did not specify at what level the talks should take place, but said the venue and date “can be set to the conve-

This includes a minumum wage payable in cash for all household service workers as well as the provision of comprehensive benefits packages. under the new law, household workers in Metro Manila should receive not less than P2,500 a month. Minimum wage for kasambahays is meanwhile set at P2,000 for chartered cities and first class municipalities and P1,500 for those in other municipalities. Domestic workers’ salaries should also be paid in cash and not in any other means, and should be given directly to the kasambahays. Calm, or pure indifference?

INCe Cebu Pacific started operations in 1996, it gave the Filipino traveler the option of choosing a low-cost carrier at a time when air travel was considered a luxury and domain limited to the tuxedoed class. When the yellow and orange new flag carrier took to the air once dominated by the national flag-carrier Philippine Airlines, Filipinos were ushered into an era of promo flights, Piso Fares and Lite Fares, among others. It also introduced in-flight gimmickry from bring-me and name-that-tune games to dancing flight attendants. We were thrilled by the coming of the airline which made flying a cheaper and more convenient way to travel. The cheaper rates introduced by the airline company owned by JG Summit holdings of tycoon John Gokongwei in effect also posed a threat to maritime companies. Despite the many lapses attributed to, and complaints against, Cebu Pacific, the airline company thrived through the years on the patronage of the low and middle income Filipinos who themselves have progressed from being mere domestic travelers to the current crop of countrymen fond of flying to far-away Asian destinations with strange-sounding names, courtesy of Cebu Pacific’s expanded opertions. In short, Cebu Pacific has become a Pinoy commodity as accessible and affordable as the consumer products produced by its sister company or merchandise sold at Gokongwei-owned malls. These consumer products, by the way, are also sold as in-flight snacks by long-legged, sweet-smelling darlings clad in brown and orange who shashay up and down the aircraft’s aisles. Last Sunday night at the Francisco Bangoy International Airport, all of that changed. The Cebu Pacific’s mishap at the Davao airport triggered anger among its 165 passengers who felt neglected by an ill-trained flight crew and ground staff. It also incensed loyal patrons in Davao, like the city government and Ateneo de Davao university, with the latter promptly declaring a boycott on the airline and withdrawing its patronage of the airline.

Cebu Pacific had been known for its planes arriving earlier than scheduled, which was its marketing edge aside from its cheaper rates. That Sunday night, its airbus arrived in typical CebPac fashion---on time, only to skid off the runway stop with a jolt nose down on muddy terra firma. Some of the shocked passengers suffered injuries.This, according to the passengers, was where the breach began. While passengers of Flight 5J-971 rued the airline crew’s mishandling of the mishap, Cebu Pacific’s president Lance Gokongwei praised the crew for not panicking and for reacting the right way in accordance with their training module. Airline management interpreted the inaction and impasse as calm and poise in a time of distress. In a move designed to arrest the decline of sales amid public concern, Cebu Pacific came up with another promo costing cents in advertising face value but hiding embedded charges that will eventually add more digits to the price tag. Still, many consumers tend to fall for the promo and take advantage of the sale. In time, their concern over the perceived mishandling of Cebu Pacific of the Flight 5J-971 will be buried in the memory of consumers as the airline’s website flashes sale icons to various destinations. In typical discount frenzy, people will buy into Cebu Pacific’s cheap flights even when they don’t have any travel plans. We feel sorry for the victims of Sunday’s mishap who only got calls presumably from Cebu Pacific’s call center agents to check on their status four or five hours after the incident. After that, no more calls. All too sadly, the 5J-971 passengers will now have to bring their cause of action to court as a class suit in order to get the airline’s attention. historically, this country is unfriendly to class suits. But this one could put to test the court’s appreciation of a class suit as a legal remedy which in effect prevents multiplicity of suits. Meantime, the airline needs to look at the capabilities of their crew—beyond their game savvy and salesmanship. Perhaps they could begin by hiring Maya dela rosa as chief purser and Ser Chief as ground crew supervisor.

eNIeNT DruG POLICIeS AND DANGerS OF ANTIBIOTIC OveruSe – There is a perception that if you got either a cold or cough, you need antibiotics. Antibiotics aren’t considered dangerous drugs. Doctors prescribe them freely and are readily available even without prescription from drug stores and corner shops. Pharmacists likewise will give you a mixture of different colored antibiotics or brand of your choice. Another opinion is that if the doctors or pharmacists do not give them, they’re not doing their jobs. The problem, of course, is that antibiotics don’t always work. As a matter of fact, a certain case of drug overuse was reported months ago that a female OFW who is working abroad was hospitalized after taking antibiotics. Perhaps overly concerned of her ailment, she resorted to self-medication or maybe using different kinds of antibiotics. As a result, an allergy reaction caused her body to swell severely. Infectious disease experts say that such infection causes abscesses on the skin and internal organs, and if left untreated can lead to digestive-tract infections, meningitis and inflammation of the heart valves. right now the issue on antibiotics is coming to a head. Medical authorities, researchers and scientists in several countries in Asia including the Philippines reported that strain virus of different diseases had already developed resistance to antibiotics. To assess what bacteria the patient has would require extensive testing and check-ups. Like all evolving organisms, bacteria population included elements with unusual characteristics. There traits allow bacteria to withstand antibiotic attacks. But by taking antibiotics

a patient most likely kills the microbes, however, some bugs survive the chemical assault. Then they multiply quickly and a new, tougher drug-resistant strain is born. e v e n with responsible antibiotic usage, this is bound to happen in the case of the self-medicating OFW when the wrong kinds of antibiotics are used. There is no question about that because as a norm doctors have to make decisions about giving drugs to patients. They are trying to cure their patients as much as possible and the best way to do that is to apply broad spectrum antibiotics at them. In other words, drugs that kill a variety of strain virus but let tough breeds develop resistance. Often it is a question of whether the doctor is persistent enough to explain – to prescribe or not antibiotics. Most doctors find it more difficult not to give antibiotics. They don’t have to think if they give them – but they may have to have good reasons not to give them. Medical and health authorities argue that drug resistance is not relegated to bacterial infections or common cough and cold, especially in poorer countries therefore researchers and scientists need to develop new drugs that cope with super strains. In many parts of Asia, Philippines in particular, health experts noted that gonorrhea becomes resistant even to pricey second-generation antibiotics. Likewise tuberculosis must be treated

with four different antibiotics over a six-month treatment period. This only goes to show that patients are often exposed to up to three kinds of antibiotics, but not even enough to make the microorganisms die. Based on medical findings in the 70s there were many different antibiotics being developed, but in recent decades it has been going very slowly. Many drug companies have even stopped making too many antibiotics because they aren’t very profitable and also due to the misperception that they are no longer needed. Antibiotics do not have high street value and agents from government drug enforcement units are not scouring medical institutions for these kinds of drugs notably in the country. If some physicians are prescribing too many antibiotics maybe government should at least take some necessary action. The health system found many hospitals prescribing antibiotics to some 70% of patients regardless of their diagnoses. And the country’s lax drug policies mean anyone can buy antibiotics even from unlicensed vendors. The Philippines is among the countries in Asia, which is quickly becoming the breeding ground for multi-drug resistant bacteria – capable of evading the most sophisticated antibiotics and people eventually will suffer from it. elsewhere, there are no regulations and people continue to find a ready supply of antibiotics. But what happens when someone gets a bacterial infection resistant to all known drugs? Shall we return to the time when we did not have antibiotics and all we could do is let the patient rest and see if his immune system could recover or not. Well, by all means - not a healthy diagnosis.

Before they helped to create a world of rising prosperity, europeans developed two powerful streams of political thought that ultimately allowed for the peaceful governance of their societies when they came into their own after World War II. One – which could date its beginning to 150 years ago in May 1863, with the founding of the German Workers Association – was social democracy. It was an ideology that in its early years swung between revolution and reform, but which, especially in its British incarnation, the Labour Party, chose the latter route of seeking to tame capitalism and improve the conditions of the poor with the weight of the popular vote. The other route – Christian democracy – is a little over 120 years old, seeing its foundation in the encyclical rerum Novarum - literally, “Of New Things” and in its common meaning, “Of revolution.” Pope Leo XIII, who wrote the encyclical, was alarmed both by the greed of the capitalists and by the rising discontent of the industrial proletariat. he sought to describe the mutual dependence and differing responsibilities of the worker and proprietor – the first was to work “faithfully,” the second to pay “fairly.” A worker who could not obtain a fair wage was, says the document, “a victim of force and injustice.”

This is what we, who like precision in such matters, call “a lot.” The millionaire population in the uK – the fourth-largest in the world – stands at over half a million households. This is so many that when I reminded a wealthy friend of mine, who was complaining about a personal setback, that she was a millionaire, she snapped, “Isn’t everybody?” Tactless as the response seemed, the rich hobnob with the rich. After a while it becomes the prevailing wisdom. Within rising global wealth, BCG sees a sign that Western economies are edging upward at last. Indeed, the united States seems to be set for appreciably faster growth. But europe is stuck in recession; If there is growth, it’s anemic and is happening outside the euro zone.

ueSTIONS on the recent elections, unresolved issues, remain hanging, twisting in the wind like ukay-ukay items on a laundry line awaiting disposition. Will there ever be closure on the alleged “sweetheart deal” between Comelec Chairman Sixto Brilliantes and Smartmatic? how about the 60-30-10 formula that was suspected to have informed the vote count? Was there a Comelec-PPCrv conspiracy? Why was Gus Lagman, arguably the only techno-savvy member of the Commission, let go? Many other issues, local and national, remain on the Pending Tray of our republic. Closure on public issues is important. how many cases from previous elections were resolved just days short of the May 13 elections? how many were never decided? To leave cases pending or unresolved is like having stale air or an offensive odor hover in a room. You can’t ignore it and it creates discomfort or restlessness in sensitive people. To ignore them, saying they will be short-lived anyway, or that the Filipino has a short memory anyway, is to feed public cynicism or deepen what some refer to as the “culture of impunity.” Impunity is defined as “exemption from punishment” or “freedom from injury.” Too many Filipinos indulge in reckless, thoughtless behavior, as if they enjoy impunity. Because authorities charged with enforcing the law allow people to get away with it, or drag their feet in resolving cases, people develop a cynical attitude towards the law and its enforcers. result: faith in the government’s capability or resolve to curb wrongdoing or abuse is eroded. This erosion of faith or trust partly explains why there is more criminality than can be expected in our society—a society of believers: Christian, Muslim, other faiths. It also accounts for the incidence of plunder, cheating, and other shameless behavior in high and low places. Not to resolve such cases promptly, or to let them be pending too long, is to give the impression that it’s okay to take a chance on wrongdoing, especially if the potential reward is great. This dynamic holds a special appeal in a society like ours—where the impetus to gamble is everywhere: from almost hourly draws in Lotto to scratch cards promising instant cash winnings to weekly sweepstakes. There are so many incentives, public and private, to place a bet or engage in a game of chance. Impunity is kindred spirit to gambling. What drives it is the reward, the pot of gold at the end of the rainbow that makes it worth the risk of getting caught. Getting caught is merely a function of luck. If you buy votes and get lucky, you get elected. If you cheat and win, you become a millionaire, even a billionaire, from Pork Barrel earnings. Becoming rich, becoming an important official is a reward worth taking a chance on. If you don’t make it, well, too bad, bad luck. If anyone tells you it’s wrong to buy votes or to cheat, well, everyone does it anyway. And even if you agree it’s wrong, you can always go to confession and be forgiven if you’re a Catholic!

Daray said the SSS will be open from 8:00 am to 5:00 pm every Saturdays of June to prioritize registration of kasambahays. “There are still regular transactions every Saturday and we will give our full service to everybody,” he said. he added that the registration is mandatory and the employer should know the rights of the domestic workers as stated in the Kasambahay Law. employers must pay for the SSS, Philhealth and Pag-ibig contributions of their domestic workers receiving P5,000.00 or less per month. For those receiving wages in excess of P5,000.00 per month, the employers may deduct the workers’ share of their membership contributions in these social security agencies. however, Daray said that in Davao City the standard payment for domestic

workers is P2,000 and the SSS contribution should be P218 per month. Domestic workers must secure an SS number before they can fill-out personal record (SS Form e-1) and they must submit it to the SSS together with the original/certified true copy and photocopy of their birth certificate, baptismal certificate, driver’s license or passport. In the absence of those documents, domestic workers may present their voter’s ID, school ID, police clearance and other legal ID’s. ARIS (AP) -- For one full set, Maria Sharapova was about as bad as can be. The French Open’s defending champion could not direct the ball where she wanted at the start of her quarterfinal against Serbia’s Jelena Jankovic. Point after point ended with a mistake by Sharapova - long, wide, into the net, 20 unforced errors in all. It added up to only the sixth time in 626 career matches that Sharapova dropped a first set at love. She lost all of those others, never even forcing a third set. Sharapova did not go quietly Wednesday, though, turning up the level of her shot-making and the volume of her ‘’Come on!’’ shouts on the way to beating the 18th-seeded Jankovic 0-6, 6-4, 6-3. ‘’I wanted to put that chapter behind me,’’ the second-seeded Sharapova said. ‘’No matter how many errors I made or how disappointed I was with the way I started the match, I knew

Speaking to Goal, Pele attempted to clarify statements made last year when he said four-time reigning world player of the year Messi is not as good as Neymar, who, at 21, has yet to walk on the pitch for a major european club after spending his young career at Brazil’s Santos. “I never think that, although when people ask

me about the comparisons and who is the best, I’ll say, ‘If you see Neymar, he doesn’t have the same experience as Messi after 10 years at a club,’” Pele said. “(Neymar) has really gone up the last two years. he can use both feet good and get up in the air. “The difference that I try to explain to the people is that both are really good. I love Messi, I love the player. But to make the comparison, I think Neymar has the capabilities to play better than Messi... or maybe not.” Neymar officially signed a five-year deal with Barcelona and was

IAMI (AP) -- The last time Chris Bosh played against the San Antonio Spurs, he was offensively brilliant. It seems like a long time ago. During the eastern Conference finals, Bosh found himself in a baffling slump, missing 26 of his last 34 shots and not even reaching the double-digit mark in scoring during any of his last four games - the longest such drought for the All-Star big man since a five-game streak that began during the first week of his NBA career. All that, he hopes, will be forgotten now. Recycling your way to greener environment AS we celebrate World Environment Day this June, SM Lanang Premier encourages everyone to take action for a green and sustainable Mother Earth. SM Lanang Premier conducts such a project called “Trash to Cash” every first Friday and Saturday of the month. Anchored on the concept of a recycling market, Trash to Cash lets you trade or sell your trash to scrap buyers and convert it into cash. it is being held at all SM Supermalls nationwide and is an eco-friendly initiative of SM Cares – the flagship CRS program of SM Supermalls – in partnership with the Department of Environment and Natural Resources and Philippine Business for the Environment. You can bring your junk to SM Lanang Premier’s Trash to Cash Recycling Market this June 7-8, Friday-Saturday, from 9am-5pm, at Open Parking D (beside The SM Store) and have them exchanged for useful items and cash with scrap buyers Anna Morales and Abel Arguelles. items you can trade in include scrap paper and cardboard and used lead batteries. Meanwhile, aluminum and tin cans, plastic bottles and scraps, metals, and junk electrical appliances, specially TVs and computer monitors can be converted into cash.
