LTFrB 11 spokesperson and administrative officer edgar violan said there are currently 13 public school transport buses and

318 school transports service vans registered in Davao City. he said that the school-operated vehicles are issued green plates as these are considered private motor vehicles while franchised school service vehicles are issued yellow plates. violan said school service vehicles should be marked with a Chevron sign in black and white color with grills on doors and windows.

Colorum vehicles, violan said, are detrimental to students “as these are not covered by accident insur-

AvAO Light & Power Company apologizes for the power interruptions in several parts of Davao City due to heavy rains and strong winds coupled with thunderstorms last June 5. Power from the electric distribution utility’s subtransmission 69 kv line serving 4 substations, namely: Puan, Bangkal, Matina and ecoland, was cut off at 7:36 pm. The outage was mainly caused by a toppled roof that hit the power line near Trust hardware in Matina. Another cause was an Anahaw tree that touched the electric wires infront of GSIS. Davao Light gradually restored power to the affected areas starting with its ecoland substation at 7:58 pm. This was followed by the return of electricity supply to

the Matina, Bangkal, and Puan substations at 9:25 pm. At 9:59 pm, all areas affected were energized. Several other areas including Jade valley also experienced service interruptions. Some flooded areas were also withour power. As of 2 pm of June 6, part of Salakot Talomo, Aparis Compound and Km 5 Pangi near Matina Substation have remained without electric service. As the customers’ safety is its primary concern, the power firm will ensure that the electrical facilities in the flooded areas are fit to receive electricity. Again, Davao Light deeply apologizes to its customers for the inconvenience brought about by these unscheduled service interruptions that were uncontrollable.

‘Villagers should demand more from their leaders’

C

ONSTITueNTS ought to ask their elected officials for more projects that address the basic needs of their community. Governor rodolfo del rosario urged the leaders and residents, particularly of remote and depressed villages, to demand from their local officials projects that specifically focus on improving education, better health and livelihood opportunities in order to alleviate the lives of the people and stir the economy of their barangay. “Katungod sa mga opisyales ug katawhan sa barangay nga mohangyo sa ilang mga opisyales ug mga proyekto alang sa kalambuan sa ilang komunidad (It is the right of the barangay folks to ask for projects that address basic needs from their local leaders),” the governor told the barangay officials during the convergence outreach in Barangay Katualan, Panabo City, this province.

The reelected governor spearheaded the dialogue with the village leaders, while the frontliners of the Provincial Capitol provided medical and social services to hundreds of residents in the far-flung neighborhood. Del rosario have brought the resources of the Capitol to the remote barangay to deliver essential government services that were not fully enjoyed by the residents due to sheer geographical distance. elements from the army’s 1003rd IB, Davao del Norte Police Provincial Office and staff from the city government joined forces with the frontline offices of the Capitol in providing free social, medical, surgical, dental, laboratory, legal, agricultural, and legal services, among other assistance. More children benefit from Pantawid program A A

LMOST 400,000 children in Davao region are in school and kept healthy because of the cash assistance provided by the Pantawid Pamilyang Pilipino Program implemented by the Department of Social Welfare and Development (DSWD). An identified poor household with three qualified children is entitled to receive P 1,400 a month

provided they comply with the conditions on health, education and attendance to the Family Development Sessions. Pantawid Pamilya started in Davao region in the fourth quarter of 2008. In its almost five years of implementation in the region, over 190,000 are now benefitting from the program. Conditional Cash Transfers have been a

It is also noteworthy that Pantawid Pamilya plays a major role in reducing child labor especially rural areas because many poor parents are now able to send their children to school. Furthermore, a Qualitative Impact evaluation on Pantawid Pamilya done by the Institute of Philippine Culture of the Ateneo de Manila university concluded that the program has a lot of potential in improving people’s lives. The program was conceived for the betterment of the quality of lives of poor families. Its main objective is to keep children in school and keep them healthy. These children beneficiaries have a lot to say yet their timid voices are often left unheard. he government continues to shore up infrastructure spending this year to sustain the country’s growth and create jobs. For the first 4 months of 2013, disbursements for infrastructure and other capital outlays rose 44.8% year on year to P75.2 billion, the Department of Budget and Management said in a statement. The increase was mainly due to disbursements for key infrastructure projects undertaken by the Department of Public Works and highways, amounting to P40 billion. “Through our budget reforms and, consequently, the improved

quality of public spending, we were able to fill out crucial resource and supply gaps that may have affected the country’s fast-growing industries. Our disbursement performance proves that the Aquino administration is on track in fulfilling its goal of strengthening the country’s infrastructure base,” said Budget chief Florencio Abad. “Our public expenditure reforms have also allowed us to deliver direct, quality programs and social services to the people at a significantly faster pace—as we have seen year-onyear—targeted towards achieving rapid, sustainable and inclusive growth,” he added. AIL inmates and tricycle drivers in Tagum and Panabo cities can look forward to a secure future after the Social Security System (SSS) launches AlkanSSSya units that will store workers’ daily SSS savings on May 30. SSS President and Chief executive Officer emilio de Quiros, Jr. said three new AlkanSSSya units are to be inaugurated during separate ceremonies for members of the San Isidro Transport Cooperative (SITrASCO) and Pensionado sa Bahay Bakasyonan (PBB) in Tagum City, and Kahit Preso Pensionado (KPP) in Panabo City. “The AlkanSSSya was initially conceptualized for tricycle drivers in Las Piñas City, but it has since spread nationwide after it was proven successful in adapting to any informal sector worker regardless of type of industry or location. We are happy that more members, especially in southern Philippines, are beginning to experience the benefits of this micro-savings program,” he added. De Quiros and senior SSS officials are in Southern Mindanao from May 27 to 30 for the launch of six AlkanSSSya units for various workers’ groups in the cities of Davao, Samal, Tagum and Panabo. The AlkanSSSya unit is a metal cabinet with secure mini-compartments where workers can drop their daily SSS savings in their assigned personal

slots. The accummulated amount will be counted and collected by SSS every month to be credited as their monthly SSS contribution. The AlkanSSSya launch for SITrASCO will be held at the New Tagum Public Market in Gante road, Tagum City. A total of 29 tricycle operators and drivers, including 13 associates who are non-SITrASCO members but wish to be part of the AlkanSSSya, stand to benefit from the program. “We will also launch an AlkanSSSya unit for the use of 73 inmates under KPP in Salvacion, Panabo City. Another AlkanSSSya unit for 30 inmates of the PBB who are staying at the Davao del Monte rehabilitation Center in Tagum City will also be inaugurated on the same day,” de Quiros said. KPP and PBB, which are both managed by the Bureau of Jail Management and Penology, offers livelihood training to inmates to enable them to become productive members of society and earn income even during imprisonment. “In the pipeline for the SSS Tagum branch is an AlkanSSSya partnership with the Davao Penal Colony, which houses over 5,000 inmates. They engage in various cottage industry activities, such as doing beadwork, making bags and rags, and creating ropes out of coco fiber, which provide them steady income,” de Quiros noted. “Some even help send their kids to school.”

brings social protection PEZA-registered investments SSS to inmates, tricycle drivers jump 89% in January-May J I

NveSTMeNTS registered with the Philippine economic Zone Authority (PeZA) increased by 89% to P74 billion in January to May 2013 from P39 billion in the same period in 2012. The stellar growth in PeZA-registered investments puts the government on track to reaching its P1.1 trillion investment goal between 2011 and 2016. PeZA director general Lilia de Lima said the agency is preparing around 2,000 hectares of new spaces in its economic zones to accommodate new and expanding companies from

China and Japan. Around 60% of the investment pledges to date will go the expansion of several electronics firms. De Lima said the huge increase was driven by the one-time registration of a tourism estate, valued at P19 billion in March. She did not disclose further details. As of April 2013, around 3,000 companies were operating in PeZA economic zones, employing 952,215 people. This was a 7.2% increase from the 882,173 employees registered in the same period last year.

De Lima said locators shipped $13.55 billion worth of exports in January to April, up 2.8% from $13.16 billion in 2012. She said the excess inventory in electronics, comprising around 65% of the country’s exports, is beginning to ease after a slump in 2012. Other export products from the zones are also doing well, including automotive and machineries. To attain the P1.1 trillion target between 2011 and 2016, the government should be able to chalk up around P200 billion in investment registrations ev-

ery year and grow at an average of 10% year-on-year. The agency is confident this goal is within the government’s reach despite a slightly slower growth of 8.9% in 2012. “We are looking forward to the rebound of the electronics sector this year,” De Lima said. She also said the agency has received applications for 2,000 hectares of land in Cavite, Batangas and Central Luzon. Some of these areas are new economic zones that will be available to locators within the year, De Lima added. [rappler.com]

Farmers’ children urged to engage in agribusiness A

bill aims to establish farm schools in rural areas to encourage children of farmers to engage in agribusiness has been approved in the Senate. With an 18-0 vote, the Senate has approved the Senate Bill 3228 looking to increase the income of Filipino farmers as well as the fisherfolk. Sen. edgardo Angara welcomed the approval of his measure he sponsored a day before the Senate adjourns sine die on Thursday. “rural farm school is one way of bringing the youth back to farming,” Angara said, noting that farmers’ children would rather work at call centers or pursue careers in information technology than follow in their father’s footsteps due to the high income earned in urban areas as compared to rural areas. he said the reluctance of the farmers’ children to engage in farming was bringing the country’s agricultural system to near collapse and was threatening the nation’s food security. “It is important to empower the farmers and fisherfolk through free and accessible agrarian education with emphasis on self-reliance and entrepreneurship,” Angara stressed.

he said the establishment of rural farm schools will help train, motivate and equip farmers’ children with modern skills of poultry, horticulture and agriculture. “The measure seeks to address the issue by providing such schools in rural communities and provinces with agriculture as their main source of livelihood,” he explained. Angara said the alternative school system seeks to serve the sons and daughters of those who have received land under the Comprehensive Agrarian reform Program, who will then be prioritized in the establishment of rural farm schools. under the proposed measure, Angara said, the child, during his sixth year cycle in high school, would alternate between attending academic courses during the first half of the week while spending the other half of his class week working on the farm to apply the theories he learned in school. he said rural farm schools will have a six-year curriculum with the last two years focusing on farm entrepreneurship to teach students how to make the farm self-sustaining and turn it into a business enterprise. he said business practices

and basic financial concepts will be part of the curriculum. “The important thing is that the agricultural productivity of farmers is increased and the new farmers are taught the most modern technology,” Angara said. Angara said similar rural

farm schools have already been established in Aurora, Lipa, Batnagas and San Carlos in Negros Occidental. Senate Bill 3228 was co-sponsored by Senate Majority Floor Leader vicente Sotto and Senators Loren Legarda and Gregorio honasan. [PNA]

US official eyes progress on South China Sea tensions

A

uS official has voiced hope that China and Southeast Asian nations will start talks soon on a code of conduct to resolve disputes over the South China Sea after repeated flare-ups. Joe Yun, the acting assistant secretary of state for east Asia, said that China and the 10-member Association of Southeast Asian Nations (ASeAN) made apparent progress during a working-level meeting last week in Bangkok. “I think there seems to be an understanding that at a future date, maybe sometime this year, they will announce a formal beginning of negotiations” on a code of conduct, Yun told the Center for Strategic and International Studies.

“If that’s the case, we would genuinely welcome it because we see CoC as a key piece of the puzzle that would bring peaceful resolution” to rival claims in the South China Sea, Yun said. Tensions have soared in recent years as vietnam and the Philippines accuse China of increasingly assertive claims to territories in the South China Sea, through which around half of the world’s cargo passes. The broader region is also rife with maritime disputes, with the Philippines and Taiwan recently at loggerheads and China and Japan embroiled in a bitter dispute over islands in potentially energy-rich waters of the east China Sea. Yun reiterated that

Seoul is likely to be wary of agreeing to a wide-ranging agenda. While President Park

Pyongyang, meanwhile, has repeatedly insisted that its nuclear deterrent is not up for negotiation. North Korea proposes talks with South ‘Kasambahay

N

OrTh Korea on Thursday, June 6, proposed talks with South Korea on a widerange of issues from reopening a shuttered joint industrial complex to resuming cross-border family reunions. The surprise offer, carried in a statement from the Committee for the Peaceful reunification of Korea (CPrK), followed months of military tensions triggered by the North’s nuclear test in February. The CPrK, the state body responsible for relations with the South, did not specify at what level the talks should take place, but said the venue and date “can be set to the conve-

nience of the South side”. Initial subjects for discussion would be the future of the Kaesong joint industrial zone, which was closed at the height of the recent tensions, and the possible resumption of cross-border tours to the North’s Mount Kumgang resort, the CPrK said. “Such humanitarian issues as the reunion of separated families and their relatives can be discussed at the talks, if necessary,” said the statement carried on the official Korean Central News Agency. Pag-IBIG and the Philippine health Insurance Corp. (Philhealth). Kasambahays should also be entitled to 13th month pay, and service incentives and leaves under the law. The law is a “landmark piece of labor and social legislation that recognizes domestic workers as similar to those in the formal sector,” Labor Secretary rosalinda Baldoz said. “The purpose of the law is to not only protect substantial rights and provide better privileges, but also to prepare domestic workers to become more productive citizens of the land,” she added. The law is also in fulfillment of the country’s obligation under a united Nations convention on the protection of domestic workers globally. The Philippines was the second country to ratify the International Labor Organization Convention 189 last year. The Senate and the house of representatives meanwhile approved the Kasambahay Law in November. It was signed by President Benigno Aquino III on January 18. [Yahoo!]

Calm, or pure indifference?

S

INCe Cebu Pacific started operations in 1996, it gave the Filipino traveler the option of choosing a low-cost carrier at a time when air travel was considered a luxury and domain limited to the tuxedoed class. When the yellow and orange new flag carrier took to the air once dominated by the national flag-carrier Philippine Airlines, Filipinos were ushered into an era of promo flights, Piso Fares and Lite Fares, among others. It also introduced in-flight gimmickry from bring-me and name-that-tune games to dancing flight attendants. We were thrilled by the coming of the airline which made flying a cheaper and more convenient way to travel. The cheaper rates introduced by the airline company owned by JG Summit holdings of tycoon John Gokongwei in effect also posed a threat to maritime companies. Despite the many lapses attributed to, and complaints against, Cebu Pacific, the airline company thrived through the years on the patronage of the low and middle income Filipinos who themselves have progressed from being mere domestic travelers to the current crop of countrymen fond of flying to far-away Asian destinations with strange-sounding names, courtesy of Cebu Pacific’s expanded opertions. In short, Cebu Pacific has become a Pinoy commodity as accessible and affordable as the consumer products produced by its sister company or merchandise sold at Gokongwei-owned malls. These consumer products, by the way, are also sold as in-flight snacks by long-legged, sweet-smelling darlings clad in brown and orange who shashay up and down the aircraft’s aisles. Last Sunday night at the Francisco Bangoy International Airport, all of that changed. The Cebu Pacific’s mishap at the Davao airport triggered anger among its 165 passengers who felt neglected by an ill-trained flight crew and ground staff. It also incensed loyal patrons in Davao, like the city government and Ateneo de Davao university, with the latter promptly declaring a boycott on the airline and withdrawing its patronage of the airline.

Cebu Pacific had been known for its planes arriving earlier than scheduled, which was its marketing edge aside from its cheaper rates. That Sunday night, its airbus arrived in typical CebPac fashion---on time, only to skid off the runway stop with a jolt nose down on muddy terra firma. Some of the shocked passengers suffered injuries. This, according to the passengers, was where the breach began. While passengers of Flight 5J-971 rued the airline crew’s mishandling of the mishap, Cebu Pacific’s president Lance Gokongwei praised the crew for not panicking and for reacting the right way in accordance with their training module. Airline management interpreted the inaction and impasse as calm and poise in a time of distress. In a move designed to arrest the decline of sales amid public concern, Cebu Pacific came up with another promo costing cents in advertising face value but hiding embedded charges that will eventually add more digits to the price tag. Still, many consumers tend to fall for the promo and take advantage of the sale. In time, their concern over the perceived mishandling of Cebu Pacific of the Flight 5J-971 will be buried in the memory of consumers as the airline’s website flashes sale icons to various destinations. In typical discount frenzy, people will buy into Cebu Pacific’s cheap flights even when they don’t have any travel plans. We feel sorry for the victims of Sunday’s mishap who only got calls presumably from Cebu Pacific’s call center agents to check on their status four or five hours after the incident. After that, no more calls. All too sadly, the 5J-971 passengers will now have to bring their cause of action to court as a class suit in order to get the airline’s attention. historically, this country is unfriendly to class suits. But this one could put to test the court’s appreciation of a class suit as a legal remedy which in effect prevents multiplicity of suits. Meantime, the airline needs to look at the capabilities of their crew—beyond their game savvy and salesmanship. Perhaps they could begin by hiring Maya dela rosa as chief purser and Ser Chief as ground crew supervisor.

Not a healthy analysis

eNIeNT DruG POLICIeS AND DANGerS OF ANTIBIOTIC OveruSe – There is a perception that if you got either a cold or cough, you need antibiotics. Antibiotics aren’t considered dangerous drugs. Doctors prescribe them freely and are readily available even without prescription from drug stores and corner shops. Pharmacists likewise will give you a mixture of different colored antibiotics or brand of your choice. Another opinion is that if the doctors or pharmacists do not give them, they’re not doing their jobs. The problem, of course, is that antibiotics don’t always work. As a matter of fact, a certain case of drug overuse was reported months ago that a female OFW who is working abroad was hospitalized after taking antibiotics. Perhaps overly concerned of her ailment, she resorted to self-medication or maybe using different kinds of antibiotics. As a result, an allergy reaction caused her body to swell severely. Infectious disease experts say that such infection causes abscesses on the skin and internal organs, and if left untreated can lead to digestive-tract infections, meningitis and inflammation of the heart valves. right now the issue on antibiotics is coming to a head. Medical authorities, researchers and scientists in several countries in Asia including the Philippines reported that strain virus of different diseases had already developed resistance to antibiotics. To assess what bacteria the patient has would require extensive testing and check-ups. Like all evolving organisms, bacteria population included elements with unusual characteristics. There traits allow bacteria to withstand antibiotic attacks. But by taking antibiotics

a patient most likely kills the microbes, however, some bugs survive the chemical assault. Then they multiply quickly and a new, tougher drug-resistant strain is born. e v e n with responsible antibiotic usage, this is bound to happen in the case of the self-medicating OFW when the wrong kinds of antibiotics are used. There is no question about that because as a norm doctors have to make decisions about giving drugs to patients. They are trying to cure their patients as much as possible and the best way to do that is to apply broad spectrum antibiotics at them. In other words, drugs that kill a variety of strain virus but let tough breeds develop resistance. Often it is a question of whether the doctor is persistent enough to explain – to prescribe or not antibiotics. Most doctors find it more difficult not to give antibiotics. They don’t have to think if they give them – but they may have to have good reasons not to give them. Medical and health authorities argue that drug resistance is not relegated to bacterial infections or common cough and cold, especially in poorer countries therefore researchers and scientists need to develop new drugs that cope with super strains. In many parts of Asia, Philippines in particular, health experts noted that gonorrhea becomes resistant even to pricey second-generation antibiotics. Likewise tuberculosis must be treated

with four different antibiotics over a six-month treatment period. This only goes to show that patients are often exposed to up to three kinds of antibiotics, but not even enough to make the microorganisms die. Based on medical findings in the 70s there were many different antibiotics being developed, but in recent decades it has been going very slowly. Many drug companies have even stopped making too many antibiotics because they aren’t very profitable and also due to the misperception that they are no longer needed. Antibiotics do not have high street value and agents from government drug enforcement units are not scouring medical institutions for these kinds of drugs notably in the country. If some physicians are prescribing too many antibiotics maybe government should at least take some necessary action. The health system found many hospitals prescribing antibiotics to some 70% of patients regardless of their diagnoses. And the country’s lax drug policies mean anyone can buy antibiotics even from unlicensed vendors. The Philippines is among the countries in Asia, which is quickly becoming the breeding ground for multi-drug resistant bacteria – capable of evading the most sophisticated antibiotics and people eventually will suffer from it. elsewhere, there are no regulations and people continue to find a ready supply of antibiotics. But what happens when someone gets a bacterial infection resistant to all known drugs? Shall we return to the time when we did not have antibiotics and all we could do is let the patient rest and see if his immune system could recover or not. Well, by all means - not a healthy diagnosis.

COMMENTARY

Before they helped to create a world of rising prosperity, europeans developed two powerful streams of political thought that ultimately allowed for the peaceful governance of their societies when they came into their own after World War II. One – which could date its beginning to 150 years ago in May 1863, with the founding of the German Workers Association – was social democracy. It was an ideology that in its early years swung between revolution and reform, but which, especially in its British incarnation, the Labour Party, chose the latter route of seeking to tame capitalism and improve the conditions of the poor with the weight of the popular vote. The other route – Christian democracy – is a little over 120 years old, seeing its foundation in the encyclical rerum Novarum - literally, “Of New Things” and in its common meaning, “Of revolution.” Pope Leo XIII, who wrote the encyclical, was alarmed both by the greed of the capitalists and by the rising discontent of the industrial proletariat. he sought to describe the mutual dependence and differing responsibilities of the worker and proprietor – the first was to work “faithfully,” the second to pay “fairly.” A worker who could not obtain a fair wage was, says the document, “a victim of force and injustice.”

Reviving a European democracy

he rich are always with us, and we’ll have more of them soon. A report last week from Boston Consulting Group shows that the global millionaire population is some 13.8 million. That is twice the size of Switzerland, which is, incidentally, where many of them have parked much of their wealth. More will accrue, and more individuals will pass the million-dollar mark. Global private wealth will, says Boston Consulting, grow by almost 5 percent per year over the next five years, reaching $171.2 trillion. This is what we, who like precision in such matters, call “a lot.” The millionaire population in the uK – the fourth-largest in the world – stands at over half a million households. This is so many that when I reminded a wealthy friend of mine, who was complaining about a personal setback, that she was a millionaire, she snapped, “Isn’t everybody?” Tactless as the response seemed, the rich hobnob with the rich. After a while it becomes the prevailing wisdom. Within rising global wealth, BCG sees a sign that Western economies are edging upward at last. Indeed, the united States seems to be set for appreciably faster growth. But europe is stuck in recession; If there is growth, it’s anemic and is happening outside the euro zone.

(1st of two parts) Some 6 million young people are unable to find work in the european union. This is fewer than the more alarmist figures of a quarter or more of youth unemployment, but it is a vast army nonetheless one governments hope will not do what armies do, which is stop marching and start fighting. These doleful figures have plagued europe for several years. But most of us assume – or are assured – that things will get better, since they have in postwar years, until now. Stephen D. King, the group chief economist of the banking giant hSBC, wrote the recently published When the Money runs Out: The end of Western Affluence (Yale university Press), in which he says: Our societies are not geared for a world of very low growth … persistent postwar economic success has left us with little knowledge or understanding of worlds in which rising prosperity is no longer guaranteed.

Election cases and the culture of impunity WORM’S EYEVIEW By Manny ValdehueSa

(1st of two parts)

Q

ueSTIONS on the recent elections, unresolved issues, remain hanging, twisting in the wind like ukay-ukay items on a laundry line awaiting disposition. Will there ever be closure on the alleged “sweetheart deal” between Comelec Chairman Sixto Brilliantes and Smartmatic? how about the 60-30-10 formula that was suspected to have informed the vote count? Was there a Comelec-PPCrv conspiracy? Why was Gus Lagman, arguably the only techno-savvy member of the Commission, let go? Many other issues, local and national, remain on the Pending Tray of our republic. Closure on public issues is important. how many cases from previous elections were resolved just days short of the May 13 elections? how many were never decided? To leave cases pending or unresolved is like having stale air or an offensive odor hover in a room. You can’t ignore it and it creates discomfort or restlessness in sensitive people. To ignore them, saying they will be short-lived anyway, or that the Filipino has a short memory anyway, is to feed public cynicism or deepen what some refer to as the “culture of impunity.” Impunity is defined as “exemption from punishment” or “freedom from injury.” Too many Filipinos indulge in reckless, thoughtless behavior, as if they enjoy impunity. Because authorities charged with enforcing the law allow people to get away with it, or drag their feet in resolving cases, people develop a cynical attitude towards the law and its enforcers. result: faith in the government’s capability or resolve to curb wrongdoing or abuse is eroded. This erosion of faith or trust partly explains why there is more criminality than can be expected in our society—a society of believers: Christian, Muslim, other faiths. It also accounts for the incidence of plunder, cheating, and other shameless behavior in high and low places. Not to resolve such cases promptly, or to let them be pending too long, is to give the impression that it’s okay to take a chance on wrongdoing, especially if the potential reward is great. This dynamic holds a special appeal in a society like ours—where the impetus to gamble is everywhere: from almost hourly draws in Lotto to scratch cards promising instant cash winnings to weekly sweepstakes. There are so many incentives, public and private, to place a bet or engage in a game of chance. Impunity is kindred spirit to gambling. What drives it is the reward, the pot of gold at the end of the rainbow that makes it worth the risk of getting caught. Getting caught is merely a function of luck. If you buy votes and get lucky, you get elected. If you cheat and win, you become a millionaire, even a billionaire, from Pork Barrel earnings. Becoming rich, becoming an important official is a reward worth taking a chance on. If you don’t make it, well, too bad, bad luck. If anyone tells you it’s wrong to buy votes or to cheat, well, everyone does it anyway. And even if you agree it’s wrong, you can always go to confession and be forgiven if you’re a Catholic!

N line with the efforts on climate change adaptation, a Mindanao-wide consultation to encourage environment-related researches and spur studies relevant to the region’s changing environment is organized by the Mindanao Development Authority (MinDA). Dubbed as the Mindanao Nurturing Our Waters (MindaNOW) Program research Agenda Prioritization Workshop, the event, which opened yesterday brought together experts in research and development to primarily establish partnerships with MinDA. The gathering, which is a preparatory activity for the upcoming MindaNOW experts Forum included a briefing on Mindanao environment situation and a series of workshops designed to identify, validate, and present Mindanao’s priority research agenda

for 2013 to 2016. “As Mindanao faces the challenge of a changing environment and development landscape, it is high time for us Mindanawons to strengthen our research and development community, who will assume key roles in pushing for a green Mindanao economy,” said Luwalhati Antonino, MinDA Chairperson. She added that the activity convened partner agencies of MindaNOW Program and several of the region’s research institutions to conduct and finalize the inventory of environment-related researches. The inventory of researches will serve as benchmark for the inter-agency body to come up with a Mindanao-specific research and development agenda, which will be fully tackled in the upcoming MindaNOW experts Forum.

Daray said the SSS will be open from 8:00 am to 5:00 pm every Saturdays of June to prioritize registration of kasambahays. “There are still regular transactions every Saturday and we will give our full service to everybody,” he said. he added that the registration is mandatory and the employer should know the rights of the domestic workers as stated in the Kasambahay Law. employers must pay for the SSS, Philhealth and Pag-ibig contributions of their domestic workers receiving P5,000.00 or less per month. For those receiving wages in excess of P5,000.00 per month, the employers may deduct the workers’ share of their membership contributions in these social security agencies. however, Daray said that in Davao City the standard payment for domestic

workers is P2,000 and the SSS contribution should be P218 per month. Domestic workers must secure an SS number before they can fill-out personal record (SS Form e-1) and they must submit it to the SSS together with the original/certified true copy and photocopy of their birth certificate, baptismal certificate, driver’s license or passport. In the absence of those documents, domestic workers may present their voter’s ID, school ID, police clearance and other legal ID’s. SHARAPOVA MAkES FRENCH SEMIS

P

ARIS (AP) -- For one full set, Maria Sharapova was about as bad as can be. The French Open’s defending champion could not direct the ball where she wanted at the start of her quarterfinal against Serbia’s Jelena Jankovic. Point after point ended with a mistake by Sharapova - long, wide, into the net, 20 unforced errors in all. It added up to only the sixth time in 626 career matches that Sharapova dropped a first set at love. She lost all of those others, never even forcing a third set. Sharapova did not go quietly Wednesday, though, turning up the level of her shot-making and the volume of her ‘’Come on!’’ shouts on the way to beating the 18th-seeded Jankovic 0-6, 6-4, 6-3. ‘’I wanted to put that chapter behind me,’’ the second-seeded Sharapova said. ‘’No matter how many errors I made or how disappointed I was with the way I started the match, I knew

that I still could try to create chances out there; obviously taking them is another question. But I knew that I was capable of doing much better.’’ Jankovic didn’t so much earn her early lead as accept it: Of the 27 points she won in that first set, only two came via her winners. Down the stretch, Jankovic faded, losing the final four games. She was wearing beige strips of tape on her right shoulder and both thighs and said playing singles, women’s doubles and mixed doubles these two weeks caught up with her. ‘’I needed a bit more gas in my tank to finish this match off,’’ she acknowl-

edged. I n T h u r s d a y ’s semifinals, Sharapova will face No. 3 Victoria Azarenka of Belarus, the two-time

Australian Open champion, who eliminated her friend and former doubles partner, No. 12 Maria Kirilenko of Russia, 7-6 (3), 6-2 to reach the semifinals at the fourth major tournament in a row. A z a r e n k a , who is 7-5 against Sharapova, summed u p their latest matchup of power-based games this way: ‘’Definitely going to be exciting and interesting.’’ The other women’s semifinal is No. 1 Serena Williams, a 15-time Grand Slam champion, against No. 5 Sara Errani of Italy. They won their quarterfinals Tuesday. It’s the first French Open semifinal for Williams since

2003, t h e after her

year she won only title in Paris. Errani, who is 0-5 against Williams, was the r u n n e r- u p t o S h a ra pova 1 2

months ago. ‘’I never expected to get to the semifinals this year after making last year’s final. There was a lot of pressure this year and I’m happy that I was able to handle it,’’ Errani said. ‘’We’ll see how the semifinal goes.’’

Sharapova’s 2012 French Open title completed a career Grand Slam, adding to championships at Wimbledon in 2004, the U.S. Open in 2006 and the Australian Open in 2008. For someone who used to mock her own inability to move well on red clay, Sharapova sure is taking to the slow surface nowadays: She’s won 12 consecutive matches at Roland Garros, where her 42-9 career record leads active women. Azarenka has never been as successful on clay as faster grass or hard courts, and Thursday’s match will be her first French Open semifinal. But she’s getting more and more comfortable on what some players call ‘’dirt.’’ Asked by a reporter to describe her ‘’relationship’’ with clay, Azarenka joked: ‘’I still don’t have any ring on my finger. But I feel like, you know, we made a step forward. We are moving in together.’’

Against 2008 U.S. Open runner-up Jankovic, Sharapova needed 35 minutes to win a single game. In the meantime, nearly every point Jankovic claimed was raucously celebrated by a group of four fans sitting behind her brother (who is also her coach). At a changeover, Jankovic looked up at them with a wide smile as they sang her first name and waved a Serbian flag. But eventually, Jankovic began missing more - and Sharapova began finding the range. A forehand winner helped set up a break point for Sharapova in the second set’s first game, and Jankovic handed it over with a double-fault. That was part of a run in which Sharapova won seven of eight points to go ahead 2-0. ‘’Really important. You know, at least give her something to think about,’’ Sharapova said. ‘’She was a bit in cruise control for a long period of time.’’

Nadal sets up Djokovic clash

P

ArIS (reuters) It was the same old story as seven-times champion rafa Nadal turned claycourt machine once again with a 6-2 6-3 6-1 demolition of Swiss ninth seed Stanislas Wawrinka in the French Open quarter-finals on Wednesday. After huffing and puffing through the

opening week of the claycourt grand slam, the Spanish third seed was at his awe-inspiring best to set up a meeting with world number one Novak Djokovic in a rematch of last year’s final. “It’s always been the case. The deeper I go the better I play usually. It’s always been the case. It’s the same

this year. It’s the same old story,” Nadal told a news conference. Djokovic, who subdued German 12th seed Tommy haas in straight sets, beat Nadal in their last clash when the Serbian ended his rival’s eight-year reign at the Monte Carlo Masters in the final in April. Nadal, however, made it clear that Fri-

day’s clash would be nothing more than a semi-final match, even if the winner will be the hot favourite to lift the Musketeers Cup on Sunday. “This is semi-finals, not finals. The one who wins this match to come will go through to the final, full stop. The others are Tsonga and Ferrer, full stop. end of

story,” he said. Nadal, who has lost only one match at roland Garros and has won five titles on clay this season on his return from a lengthy injury layoff, marched through the opening set, conceding no break points against a tiring Wawrinka. The Swiss, who survived a five-set thriller in the previous round, ran out of steam and ideas, bowing out on the first match point after less than two hours. “Today I played my best match of the tournament, it’s very positive,” a beaming Nadal, who finally enjoyed dry and warm weather conditions, said in a courtside interview. SIMPLY uNBeATABLe Wawrinka agreed that Nadal was simply unbeatable. “It’s the most difficult challenge to defeat rafa at the French Open on the central court and with these conditions. They’re excellent for him,” he told a news conference. “It’s a lot faster and he can really have high balls on my backhand.” Nadal was asked why he always seems

to peak as the Paris final looms. “I don’t control that, nobody does, it was not an easy first week,” he said. “I played better a bit against (Kei) Nishikori (in the fourth round) and today very well.” After dropping sets against German Daniel Brands and Slovakian Martin Klizan in the first two rounds, Nadal gradually found his best form. It all went too fast for a red-faced Wawrinka on a sun-drenched Court Philippe Chatrier as Nadal showed his full array of massive pounding groundstrokes and high-bouncing topspin shots. Nadal, an 11-times grand-slam champion, had no mercy for Wawrinka, whose one-handed backhand seemed weak compared to the drilling shots of the Spaniard who bagged the first set with a commanding ace. Wawrinka, who has not taken a set from Nadal in 10 matches, made his only break of the match in the second set, but it came after he had already lost his serve.

Pele: Neymar can be better than Messi

N

eW YOrK -- Pele couldn’t be happier about Neymar teaming up with Lionel Messi at Barcelona, but the Brazilian legend once again sparked the conversation of which striker is better. Speaking to Goal, Pele attempted to clarify statements made last year when he said four-time reigning world player of the year Messi is not as good as Neymar, who, at 21, has yet to walk on the pitch for a major european club after spending his young career at Brazil’s Santos. “I never think that, although when people ask

me about the comparisons and who is the best, I’ll say, ‘If you see Neymar, he doesn’t have the same experience as Messi after 10 years at a club,’” Pele said. “(Neymar) has really gone up the last two years. he can use both feet good and get up in the air. “The difference that I try to explain to the people is that both are really good. I love Messi, I love the player. But to make the comparison, I think Neymar has the capabilities to play better than Messi... or maybe not.” Neymar officially signed a five-year deal with Barcelona and was

presented in front of thousands of fans at Camp Nou on Monday. The reigning Spanish league champion won an intense bidding war with rival real Madrid to complete what will likely be the biggest transfer of the summer. Pele, who is widely considered the greatest soccer player of all time, is not too happy that Neymar had to leave the club he once played for, but Pele understands the youngster needs experience overseas. “I’m not happy, because Santos lost a good player,” Pele joked. “But, seriously, I think it’s good

for him, because Neymar was no doubt the best player in Brazil and then he gets the experience to play also abroad. To play in europe is a little different than to play in South America. Football in europe is a little more tough, while South America is a little more laid back and technical.” During a transfer saga that lasted nearly two years, many speculated -- due to Santos’ claims -that Neymar would wait until after the 2014 World Cup in Brazil to join one of the world’s biggest clubs. Instead, he will have one full season under his belt

playing alongside the likes of Messi, Xavi and Andres Iniesta prior to the prestigious competition in his native country. Neymar will have a chance to break out on the international stage with a Brazilian squad Pele believes has a chance to win the final. Brazil, which is currently 19th in the FIFA world rankings, replaced coach Mano Menezes with Luiz Felipe Scolari this past November. “I think Brazil has an excellent opportunity to do well,” Pele said. “To win [in the World Cup] is very hard in football, but the team has the play-

ers. The team had almost three years with Mano Menezes. unfortunately, we didn’t have a base. Now, one month with Felipe and [technical director Carlos Alberto] Parreira, they are excellent coaches.” however, Pele believes that Germany and Spain are still the favorites to win the World Cup ahead of his home country. “If you had to select now, one year before the World Cup, I think Germany would be a good surprise, they have a good team and good players, and Spain no doubt. Then Brazil,” Pele said.

Hopkins to defend IBF belt in Brooklyn Boxer Bernard Hopkins, the IBF light heavyweight champion, speaks with the media during news conference at Grand Central Terminal, Wednesday in New York.

N

eW YOrK (AP) -Bernard hopkins will defend his IBF light heavyweight championship against Karo Murat next month. The fight, scheduled for July 13 at Barclays Center in Brooklyn and announced Wednesday in Manhattan, will be Hopkins’ first since winning the title from Tavoris Cloud in March. It will also mark the first time Murat, 29, will fight in North America. he has fought primarily in Germany, although he has had fights in Austria, Switzerland, russia, Spain and england. hopkins, 48, was joined at the press conference by Barclays Center CeO Brett Yormark, Golden Boy Promotions COO David Itskowitch, and the executive vice president and general manager of Showtime

Sports, Stephen espinoza. Murat, 19 years younger than hopkins, participated via Skype from his training camp site in Zinnowitz, Germany. he spoke through a translator. hopkins has a career record of 53-6-2 with 32 knockouts. Murat is 251-1. ‘’I reflect, a little bit in my mind, about defending not only a title, but also defending my historic career,’’ hopkins said. ‘’I’m not ready to retire yet. I’m glad to have a chance to now defend the light-heavyweight championship at this stage.’’ The win over Cloud made hopkins the oldest fighter to win a title. hopkins won three light-heavyweight titles three times after turning 40, and was the longest reigning middleweight champion.

‘’The burden is on Bernard hopkins, not Karo Murat,’’ hopkins said. ‘’The burden is on me to be who I am, to show the world that when it comes to age, when it comes ‘whether he can do this or do that,’ don’t count Bernard hopkins out.’’ Murat, with 15 knockouts, won’t be an easy opponent. ‘’If you don’t know Karo Murat, you will after July 13,’’ hopkins said. ‘’he takes a good punch. he’s sort of an aggressive guy. Good defense. It’s a thing where he’s going to be out of his comfort zone, not because (he’ll be in) New York, but there’s no one he ever fought in the amateurs or professionals that can imitate the historic career and style I possess when I get in that ring.’’ Murat is unfazed.

Bosh aiming to shake out of slump

M

IAMI (AP) -- The last time Chris Bosh played against the San Antonio Spurs, he was offensively brilliant. It seems like a long time ago. During the eastern Conference finals, Bosh found himself in a baffling slump, missing 26 of his last 34 shots and not even reaching the double-digit mark in scoring during any of his last four games - the longest such drought for the All-Star big man since a five-game streak that began during the first week of his NBA career. All that, he hopes, will be forgotten now. A new series has arrived, and the stakes couldn’t be higher when Bosh and the Miami heat begin taking on the Spurs in the NBA Finals, with Game 1 set for Thursday night. ‘’My confidence never goes anywhere,’’ Bosh said. ‘’It never wavers. It’s always the same. I feel that I’m always capable of playing well. This is a different circumstance. I take it as that, and I move on.’’ That’s exactly what the heat want to hear from their starting center. For three years now, the heat - who have LeBron James and Dwyane

Wade on the roster - have routinely insisted that Bosh is Miami’s most important player. And against a Spurs team that has a consummate big man in Tim Duncan, along with a combination of size and athleticism that can easily give any opponent fits, the Heat will surely need help from Bosh if they’re to successfully defend their title. ‘’I like the way he left off last series,’’ heat coach erik Spoelstra said. ‘’very comfortable. he looked comfortable. even though he didn’t necessarily convert a lot of his makes, it was more similar to his game. And he’s proven it before that one series doesn’t dictate necessarily what happens the next series, particularly when match-ups and styles of play are different.’’ Bosh scored nine points in the Game 7 win over Indiana, his best total in the final four games of that series. he shot 1 for 6 in Game 4, 3 for 7 in Game 5, 1 for 8 in Game 6 and then 3 for 13 in the final game of the east title matchup. That’s 28 points, total, in four games. he’s scored at least that many on 106 single-game occasions in his career.

eMPhIS, Tenn. (AP) -- Phil Mickelson is playing the week before the u.S. Open to make sure his game is sharp as possible, particularly after not playing very well at the Masters after taking off before that major. ‘’I know that for me to be sharp mentally especially into a tournament where the penalty for missing is so great like the u.S. Open, it’s important that I’m sharp and I’m ready to play,’’ Mickelson said Wednesday after finishing a practice round. he’s got plenty of company at the St. Jude Classic. The TPC Southwind course plays at a par-70 over 7,239 yards and features small greens that don’t hold shots easily, narrow fairways and enough rough to provide a good test before golfers head to Merion Golf Club in Pennsylvania. That’s why Brandt Snedeker and Boo Weekley are here, giving this tournament a field fea-

turing five of the current top 10 money leaders. Dustin Johnson is back trying to defend his title. Guan Tianlang, the 14-year-old from China, also is here on a sponsor’s exemption along with local favorite John Daly. ‘’This is a great golf course,’’ Mickelson said. ‘’The greens are small, they’re difficult to get the ball stopped, and there are a lot of cool little shots around the greens. So the precision of the iron shot into the green as well as the importance of hitting fairways here is a similar style of golf that will happen at Merion next week.’’ This will be only Mickelson’s third appearance here when this event begins Thursday. While no one has won on the PGA Tour the week before and gone onto win the u.S. Open, Mickelson played the week before winning each of his four majors. he even won the BellSouth Classic in 2006 before winning his second Masters.

Recycling your way to greener environment AS we celebrate World Environment Day this June, SM Lanang Premier encourages everyone to take action for a green and sustainable Mother Earth. One of the ways which by which you can do your share for the environment is by recycling junk items rather than simply throwing them away. This action allows materials to be used again and reduces carbon footprint. if you are finding it hard to do your own recycling project at home, take part in recycling initiatives organized within the community. SM Lanang Premier conducts such a project called “Trash to Cash” every first Friday and Saturday of the month. Anchored on the concept of a recycling market, Trash to Cash lets you trade or sell your trash to scrap buyers and convert it into cash. it is being held at all SM Supermalls nationwide and is an eco-friendly initiative of SM Cares – the flagship CRS program of SM Supermalls – in partnership with the Department of Environment and Natural Resources and Philippine Business for the Environment. You can bring your junk to SM Lanang Premier’s Trash to Cash Recycling Market this June 7-8, Friday-Saturday, from 9am-5pm, at Open Parking D (beside The SM Store) and have them exchanged for useful items and cash with scrap buyers Anna Morales and Abel Arguelles. items you can trade in include scrap paper and cardboard and used lead batteries. Meanwhile, aluminum and tin cans, plastic bottles and scraps, metals, and junk electrical appliances, specially TVs and computer monitors can be converted into cash. Paris Jackson’s alleged suicide attempt: La Toya Jackson ‘grateful’ for concern, requests privacy for family LA Toya Jackson is looking out for her niece.

“We are grateful and appreciate the overwhelming concern for Paris from both the public and the media, but request privacy at this time while our family handles these issues together,” Michael Jackson’s older sister said in a statement exclusively obtained by E! Paris Jackson, 15, was hospitalized earlier today following an overdose of pills that sources have characterized as a suicide attempt. “i have spoken to the family and i have heard she is doing OK, she is resting,” a friend of Paris’ exclusively tells us. An attorney for her grandmother, Katherine Jackson, had also said that the teen was “physically fine” and getting the “appropriate medical attention” following Wednesday’s scare. in March, La Toya slammed a report that she was trying to shop a reality show featuring Paris and her brothers, Prince Michael and Blanket. “As a loving Aunt, when the children ask for help or advice she supports them 100 percent, and will continue to do so,” her rep told E! at the time.
