WO alleged extortionists were killed in a shootout with intelligence Division officers of the Davao City Police Office (DCPO) along Diversion Road, barangay Panacan yesterday.

One of the suspects was an army reservist, Private First Class Gerandy Cabardo of the Armed Forces of the Philippines (AFP) who carried a licensed firearm, while the other was identified as Tanny Tan Jr., an employee of the Philippine Japan Active Carbon (PJAC) in Malagamot, Panacan. According to reports from the DCPO, a certain businessman of barangay Ilang called up the authorities regarding an extortion letter delivered by the suspects reportedly from kumander Parago of the New People’s Army (NPA) asking for P500,000. The Intelligence Division officers planned an entrapment operation, but the suspects sensed a setup after grabbing the money, which resulted to a shootout. DCPO chief, Senior Supt. Ronald dela Rosa said the suspects were identified by victims of holdups in LBC Lanang. “We will show their pictures to other victims in the city, especially business owners to identify them,” he said. ”We will conduct a background check on both the suspects.”

ONTRACTS of 10,000 government employees working under job orders and contract services will end on June 30, even as there are 391 plantilla positions to ber filled at the city, according to the Human Resource and Management Office (HRMO). HRMO head, Erwin Alparaque, bared during the iSpeak forum yesterday that the 10,000 job orders and contract service employees need to reapply and will be re-evaluated

on the basis of requirements and qualifications. Alparaque did not say how many of the 10,000 will be retained or if the number will increase, because that is the discretion of mayor-elect, Rody Duterte, in accordance with Civil Service rules and regulations. The outgoing mayor, Sara Duterte, has no more authority to appoint government employees, he said. “These workers will not be terminated imme-

Y the time the Commission on Elections (Comelec) gun ban was lifted last Wednesday, the Philippine National Police (PNP) in Region 11 reported that a total of 311 violators were apprehended regionwide and charged accordingly. Police Sr. Supt. Perpetuo Macion, head of PNP 11 Regional Operations and Plans Division told Edge Davao that their data are based on implementa-

tion dates as of 12:00 a.m. January 13 to 11:59 p.m. June 12. The areas where the violators were apprehended were Regional Headquarters (RHQ) – one arrest; Davao City 159 violators (six still at large and four killed during apprehension), Davao del Norte 54 (four killed), Davao del Sur 45 (two still at large), Davao Oriental 16 (one at large and one killed), and Compostela Valley 36 (two killed).

The firearms confiscated numbered 171, of which 62 were high-powered (HP) and 109 low-powered (LP). The firearms were confiscated in the following areas: RHQ one LP, Davao City 49 (nine HP and 40 LP), 42 in Davao del Norte (12 HP and 30 LP), 27 in Davao del Sur (eight HP, 19 LP), 16 Davao Oriental (seven HP, nine LP), 36 in Compostela Valley (26 HP and 10 LP). Also confiscated were 141 bladed weap-

ons and 42 various types of explosives. Already filed were 134 cases in connection with the violations. Brigada Eskwela is a nationwide voluntary effort which started in 2003, bringing together teachers, parents and the community to do clean up and repairs in public schools to prepare the facilities for the June school opening. Undertaken in all public schools every third week of May or two weeks before classes begin, it is participated in by private organizations, individuals, national and local government agencies, local businesses, and international organizations and foundations, among others. 512 applicants hired during Independence Day job fair

total of 512 job applicants were “hired on-the-spot” by various local and overseas employers during the Kalayaan or Independence Day job fair held in nearby Koronadal City on Wednesday. Dominica Millan, Department of Labor and Employment (DOLE)South Cotabato provincial director, said Thursday such figure comprise about 40 percent of the 1,269 residents from various parts of Region 12 that participated in the job fair. The activity highlighted the region’s celebration of the 115th year of the country’s independence. The fair, which was organized by DOLE Region 12 as part of the nationally-coordinated Kalayaan job fair series, was held at the Gaisano Grand shopping mall in Koronadal City. Millan said 1,027 job seekers registered and applied for available local jobs while 242 others sought overseas work opportunities. She said 442 of the applicants were immediately

hired for skilled and professional job placements locally and 65 for abroad. “Those who were hired on-the-spot were already advised by their employers to immediately report for work,” she said. The official said the total on-the-spot hires in Wednesday’s Kalayaan job fair surpassed the 411 recorded during the pre-Labor Day job fair held at the same venue in late April. She attributed the increase to the accessibility of the venue and the holding of the event during a declared special non-working holiday. Millan said that aside from the job fair, several attached agencies of DOLE also set their kiosks at the venue to provide advices to job seekers and other interested residents. She said among them was the Technical Education Skills and Development Authority (TESDA), which offered job seekers with alternatives regarding the appropriate skills to pursue so they can easily get hired in the next fair. Bulair, who is now on her third year as a SPES baby, was ever grateful not only for the chance of earning some money for her enrolment, but also for the gainful experience of rendering actual work in several government offices. “This truly is a special

journey for me as a student,” said the Bachelor of Science in Secondary Education sophomore at the University of the Philippines-Tagum Campus. Certified Public Accountant James Michael Polistico, who was once a SPES baby and a successful scholar of the province, challenged the students to dream big, aim high, hit the mark and make a difference. “Dreaming is unlimited,” said Polistico, who is now employed as Internal Auditor of the now billionaire Tagum Cooperative. Pursuant to Republic Act No. 9547, the Provincial Government of Davao del Norte implemented the SPES program to help some 200 poor but deserving students pursue their education this year. HE Department of Trade and Industry (DTI) in the Davao Region is intensifying its campaign among cacao industry stakeholders in a bid to achieve a more inclusive growth. DTI’s national champion for cacao Engr. Edwin O. Banquerigo, who is also the Provincial Director of DTI-Davao del Norte, said the industry offers vast opportunities for a lot of people, from the famers to the traders. “When we say inclusive growth, which is being bannered by President Benigno “Noynoy” Aquino III, it means that in achieving growth or development, everyone feels it. In this case, the businessmen down to the farmers will reap the benefits of industry development,” he said. Banquerigo said the consistent increasing demand for cocoa in the international trading arena, which is not only

processed nowadays as pure chocolate but also as a major ingredient for other non-food products like those used in spas and beauty regimens, is one main attribute which makes everyone in the industry to be optimistic. There is simply no substitute for chocolate. The Ivory Coast, Ghana, and Indonesia are the top three cacao-producing countries in the world with the latter having over 1.6 million hectares of its land planted with cacao. Meanwhile, the annual production capacity of the country is only pegged at 10,000MT, of which 75 percent is produced in the Davao Region. “By year 2020, it is projected that the world will experience a shortfall of 1,000,000 MT from the projected demand. Thus, we really have to increase our production to keep up with the growing demand,” he said.

HERE are some lines in that old Billy Joel classic “She’s always a woman” that will remind us in some ways of outgoing Davao City Mayor Sara Z. Duterte-Carpio. Mayor Sara formally began lowering the curtain on her otherwise memorable run as Davao City’s first ever elected lady mayor when she delivered her final state of the city address (SOCA)—not necessarily her swan song, more of a valedictory address of a single term mayor who will be etched in the city’s history as an unbridled, feisty, and determined leader. First stanza—“She can kill with a smile, she can wound with her eye…” Yes, Mayor Inday packs a kind of smile that can easily arrest one from a state of failure and cause one to act to a situation that the job requires. How many people in the city government as well as line agencies were awakened from a slumbering state of complacency into animated and fruitful productivity? Second stanza—“She can lead you to love, she can take you or leave you…” Her term began with a calamity that tested to the hilt her resiliency and decision-making. When her patience was put to a litmus test after a sheriff defied her plea to stay the demolition of squatters’ shanties while she attended to the plight of flood victims elsewhere, Mayor Inday buckled under pressure, blew her top when her emotions got the better of her. She would soon apologize. Third stanza—“but she’ll bring out the best and the worst you can be…” Throughout her tenure as chief executive of Davao City, Mayor Inday brought out the best in her people. She put up her own team in the executive department division and stood by them even when they were underfire. However, she did not spoil her team like brats. She also got rid of some, albeit sans publicity. But those who tested her patience to the max sooner than later regretted having messed up with her. Dengue prognosis and prevention

AINTAINING SUFFICIENT LEVEL OF PUBLIC INFORMATION ABOUT DENGUE – Many people, patients in particular know the feeling a searing aching muscles and joints, severe headache, gnawing feeling and deliriously high fever, the kind of pain that doubles you over. It could be the dreaded dengue fever also known as breakbone fever or hemorrhagic fever (DHF). If so it was a viral disease transmitted by Aedes mosquitoes notably the Aedes Aegypti specie. These tenacious insects exist and stay in stagnant water or any pool of water there is. The rainy season has finally come and as usual produced a bumper crop of mosquitoes making for a very buggy wet months. The bad news: ailment caused by mosquito bites are fact of life and as parents of growing children notably those who are studying will tell you that the way to treat them is to closely observe precautionary measures. And the good news: whether you are concerned about dengue, malaria or just want to enjoy the outdoors bite-free, there are variety of products that promise to fight mosquitoes. There are traps that emit carbon dioxide, coils, candles and insect repellant sprays and cream. To protect the entire school yard from mosquitoes, there is a promising option used by health authorities – fogging operation. Latest report indicated that in Davao Region alone, the number of dengue cases increased by as much as 63% and death toll reaches 31. Dengue affected the health of a lot of people particular-

ly children. The Regional Epidemiology Surveillance Unit (RESU) of the Department of Health (DOH XI) recorded 4, 916 dengue cases from January to June this year and the death toll in the region are mostly children aged from 5 to 9 years old. The death of several patients in different public and private medical facilities around the region, not to mention similar cases all over the country actually is cause for alarm. Health officials admitted there are still other hospitals in the region that have not yet reported the occurrence of dengue cases, which may increase the recorded figures. In the past few months, health officials notably in Davao City investigated a reported dengue outbreak in many remote areas. Most cases were determined to be related to dengue after many suspected occurrence were tested positive of the debilitating mosquito-borne virus. Furthermore, health officials noted that an increase in dengue cases during the second and third quarter of the year since this is the start of the rainy season. The pressure right now is on health authorities and other concerned agencies to find quick, reliable method to protect the public from getting inflicted with the

deadly dengue virus. The DOH likewise explained that children are the most vulnerable to dengue because it is not easy for parents to keep on attending to their children while they are playing outdoors. Therefore the best way to avoid dengue is to have no mosquitoes in all areas especially in the urban centers including slum districts and squatter colonies. In Davao City for example, the big challenge for officials and health experts will be to maintain a sufficient level of information and news dissemination to inform and remind the public about the dangers caused by the dengue virus. They have to emphasize the importance of observing preventive measures while ensuring that every surroundings in all places in the city should always remain clean to prevent from becoming a breeding ground of mosquitoes. The concern over the dreaded dengue virus might be a test case of what’s to come during the long rainy months. Health officials believe that by adopting protective procedures could somehow reduce at least the death risk. Another method is to closely monitor the dengue scare and make an update to keep people always on the alert. Aside from treatment, prognosis and prevention measures, the all-out campaign against dengue such as the DOH-inspired four o’clock habit – “stop’ look and listen” theme and other related drive initiated by the city government are similarly intended to protect public health and welfare.

The ‘secrecy industrial complex’

At the same time, a sprawling secrecy industrial complex does. More than 4.9 million Americans now have government security clearances. Another 1.4 million have “top secret” clearance. Erring on the side of overzealous counterterrorism and under-zealous disclosure is smart politics. But as Obama himself argued in a speech two weeks ago, the time has come for the United States to move forward. A “perpetual war,” he said, ”will prove self-defeating, and alter our country in troubling ways.” So will perpetual fear and perpetual secrecy. The post-2001 rise of private contractors like Snowden must end as well. Major U.S. civilian government agencies — from the CIA to State Department — have become dependent on contractors to operate. Instead of increasing the size of government, the Bush administration made contractors a cornerstone of the

(Conclusion) American counterterrorism effort. Today, the federal government pays contractors $300 billion a year, according to the Project on Government Oversight, a watchdog group. Many are believed to operate in intelligence agencies. “The government workforce has pretty much stayed the same over the last 30 to 40 years,” Scott Amey, the group’s general counsel, told Reuters on Monday. “But we’ve supplemented that with a contractor workforce that has grown dramatically.” Contracting has become a huge profit center for defense contractors and Wall Street alike. Snowden’s firm, Booz Allen, was purchased by the Carlyle Group in 2008. Last year, 99 percent of the Booz’s $3.8 billion in revenue came from government contracts. The rise of Booz and Carlyle is part of a broad, long-term shift of money, talent and authority from the public sector to the private sector. The National Security Agency, Central Intelligence Agency and Defense Intelligence

Agency, for example, all rely heavily on contractors to operate. Roughly 480,000 — one-third of the 1.4 million people with security clearances — are contractors. Neither government nor the private sector is perfect, but they function differently. Government is inherently cautious and bureaucratic. The private sector focuses on efficiency and speed. Wherever possible, secrets and core government functions should remain in the hands of government agencies, not for-profit companies. Yes, certain details of our counterterrorism operations must remain secret. And our elected leaders may be telling the truth when they say the NSA’s surveillance procedures are strictly limited. But our September 11-inspired culture of secrecy — where terrorists lurk in every corner — is overblown. Redacted versions of FISA rulings, the Senate report on torture and descriptions of American drone strikes can be released without endangering our security. Government’s most feared powers — from execution to imprisonment to spying on its citizens — must be transparent and tightly controlled. Washington must answer to the public, not tell Americans it knows best.

Democracy’s death greatly exaggerated ANALYSIS BY JOHN LLOYD

T

he End of History and the Last Man is 21 years old this year. The book of that name, by Francis Fukuyama, has, in the view of many, matured badly. Published in 1992, it was much lauded for its view that, with the collapse of communism in the Soviet bloc, liberal democracy and free markets were the only long-term politics and economics for the globe. After 9/11, the disparagements came quickly. The terrorist attacks were held to show that history may have paused, but it had reignited with a vengeance. Clearly, there were other powerful forces in the world than the “inevitable” liberal democracy; sharply different ideologies were alive, well and seeking power by any means. Fukuyama was seen as a man of the right, though he is quite heterodox: he endorsed Barack Obama in 2008, and has recently said that the German social democratic model is better for workers than the U.S. free enterprise one. He has not given up thinking freely, and though he has modified his views, he has not abandoned them. Shouldn’t he, though? A tour of the contemporary world reveals much that would give Fukuyam-ists pause. Democracy of any kind is often a corrupt façade when it’s not missing altogether. The Syrian conflict appears to be swaying to the advantage of President Assad, as the city of Qusair in Western Syria was retaken by government forces. Determined oppression, for which the Fukuyama thesis left little room, remains a regime’s possible response. Syria still has powerful friends and every chance of victory. China is not in the Syrian brutality league, but the world’s largest state will remain a one-party, authoritarian bastion. (No matter that Barack Obama described talks at the end of last week between him and the Chinese President Xi Jinping as “terrific.”) China’s Communist Party is likely to remain authoritarian, its leaders fearful of class and ethnic divisions. But without the checks and balances that a functioning, recognized and legal opposition offers, there is nothing but the consciences of its leaders to stop a descent into bloodshed, should a strong challenge to monopoly rule arise. Nor do many of the new democracies offer compelling models. The Egyptian government of President Mohamed Morsi has disillusioned both the country’s liberals who saw in the fall of President Hosni Mubarak a springtime of the nation. It is not (yet?) a tyranny, but its general drift is towards the religious intolerance which is the legacy of the Muslim Brotherhood, the latter providing one part of Egypt’s ruling class — the military, as before, providing the other.

OTABATO CITY-- An official of the Moro Islamic Liberation Front (MILF) on Wednesday said they are not happy with the slow pace of peace talks with the Philippine government. MILF First Vice Chairman Ghazali Jaafar told ABS-CBN News Cotabato that this is one of the messages they would like to impart to the government peace panel through the Malaysian facilitator, who visited Camp Darapanan a week ago as part of a backdoor channel between the government and MILF. During the visit, Jaafar said the facilitator handed to them the government’s proposal on power and wealth sharing, and normalization, which are all still points of discussion

in the coming 38th round of exploratory talks. The formal negotiation was supposed to take place right after the elections but up to this day, Jaafar said both panels have not yet decided when to resume the talks. He also said the the proposal given by the government still needs to be read and reviewed by the MILF leadership. Meanwhile, the long wait has also already caught the attention of some civil society organizations in Mindanao. Abdulbasit Benito of the Consortium of the Bangsamoro Civil Society questioned what has kept the GPH-MILF talks at bay despite announcements that both will be meeting again after the midterm polls.

ORONADAL CITY-Proponents of the genetically modified eggplant or Bt Talong will ask the Court of Appeals (CA) to reconsider its earlier decision stopping further field trials of the transgenic crop in the country. PPLICANTS numbering 673 from region 11 were hired onthe-spot (HOTS) during the Kalayaan Jobs Fair 2013 conducted by the Department of Labor and Employment (DOLE) 11 at the NCCC Mall of Davao in Ma-a and at the Abreeza Mall in Bajada, Davao City. Wednesday. DOLE regional director Joffrey Suyao said that of the 673 hired, 389 were hired by local companies and 284 by overseas companies. He added that those hired had already been advised by their employers to report for work. The top 10 occupations filled by the jobs fair lical and overseas were call center agents, sales and marketing representatives, sales clerks, waiter/ waitress, drivers, domestic

USTICE Secretary Leila de Lima confirmed on Thursday, June 13, that the National Bureau Investigation (NBI) has recommended the filling of criminal and administrative charges against personnel of the Philippine Coast Guard involved in the shooting of a Taiwanese fisherman.

ACKED by world number one Tiger Woods, the United States Golf Association (USGA) unveiled on Wednesday a nationwide public education campaign to address the game’s growing problem of slow play. The ‘While We’re Young’ campaign is part of a programme launched earlier this year by the USGA in partnership with golf industry leaders, allied organisations, media partners and golf course managers in a bid to resolve the pace-of-play issue. In line with this campaign, the USGA said it would enforce stricter policies on slow play at this week’s U.S. Open, the second of the year’s four Majors. “Pace of play has been an issue for decades, but it’s now become one of the most significant threats to the health of the game,” USGA president Glen D. Nager told reporters on the eve of the U.S. Open at

HERE are a number of boxers who, despite the best efforts of their promoters and those who stand to make money off their success and popularity, fail to fulfill their lofty expectations. They are, though, fun, entertaining and thoroughly enjoyable boxers to watch, even if they never reach the ascendant heights predicted for them. A m i r Khan, the British welterweight contender and 2004 Olympic silver medalist, is one such fighter. Eight years into his professional career, no sane person would rank Khan alongside the elite British fighters in history, but he remains a fun guy to watch and regularly engages in compelling bouts. Juan Manuel Lopez is another boxer who fits that category. Lopez, who will meet Mikey Garcia on Saturday for the WBC featherweight title in an HBO broadcast from American Airlines Center in Dallas, hasn’t quite lived up to the expectations that were set for him as he began his career in 2005. Oh, Lopez is 33-2

know what’s around the corner, but the Ferrari and the Red Bull, I don’t know what they’ve done to their car, but it was massively quick in the [Canadian] race for some reason,” he said. “So we really have to figure out how to improve, and that’s what we are going to work on.” When asked what he was expecting for the British Grand Prix: “Tyre degradation! The long run is going to be a challenge because there are lots of high-speed corners, so it’s the perfect place to overheat your tyres and degrade them. “But at the last two races the long-run pace has been fantastic. It was great in Monaco, and it was really good here. “We weren’t as quick as the Red Bulls

and Ferraris, but it was really good for us. “We have to improve on that, but I hope when we get to a high-speed track we are able to maintain what we have here.” Although Hamilton is cautious about his chances for the British GP race, he still thinks delivering pole position would be enough reason to celebrate. “I want to give the fans a good result, for sure,” he said. “Going to Silverstone is always a special one for me, and I want to win it, in my heart. “I want to be as high up as I can possibly be. It’s important to have a Brit on the podium. “Pole position would be incredible too. It would be like 2007 all over again, so that’s what I’m going there to do.”

age and this being her very first experience of such competition, no one really considers her as a strong contender to be included in the World COPA… Almost NOT able to join the said unique talent search from amongst over 1,000 contestants as she as late in submitting her application form last April, Jayrah hurdled the almost two months workshops, elimination rounds, and up to the Grand Finals. Her surprised performances in the Grand Finals pulled her through and simply send a message that you can not really take lightly this 13 year old lady “Dark Horse” so to speak. As one of the judges said, this 13 year old girl who had reached the Grand Finals and chosen to the WORLD COPA delegates, many more great things await this young lady named Jayrah in the years ahead.

Mark Wahlberg and Michael Bay evacuated as Transformers 4 movie set catches fire THERE was some reallife action and drama on the Transformers 4 set in Texas. E! News confirms that the set for the upcoming Michael Bay flick caught on fire last night around 7:30 p.m., with firefighters responding to a call in the 20000 block of Melber Lane, after the attic in a house the cast was shooting in went up in flames. The Pflugerville and Austin firefighters controlled the fire and extinguished it before it had a chance to damage the rest of the home. There was one injury to a civilian who was transported to the hospital by Austin Travis County EMS. Authorities have no other information on this person or their injury. The fire department tells E! News that this fire is being ruled as accidental and that the home has been released back to the homeowner. Travis County Sheriff’s spokesman Roger Wade tells E! News that two deputies were at the property providing security when the fire started and stated that is not
