Bello commits P40M of PDAF to Davao City

At the same time, Bello also announced he will

take his oath of office as party-list member of the House of Representatives in Davao City today (Sunday) in time for the oath-taking of long time friend mayor-elect Rodrigo R. Duterte. Bello’s reason for his PDAF commitment and his choice of Davao City as venue for taking his oath of office is that he got his highest number of votes as 1BAP party-list first nominee in Davao City. WO alleged drug pushers were killed; one policeman was wounded in a shootout on Nagsil St., in Barangay Centro Agdao, Davao City at about 12:40 a.m. yesterday. Dead on the spot were Edidilao Busuan, 35, and Juvil Maniri, 15. Wounded in the left arm was PO1 Mark Anthony Cameros an intelligence operative of the Sta. Ana Police station. According to the police version of the incident, elements from the

Sta. Ana police personnel were conducting a buybust operation against Busuan in a house on the street when Busuan, sensing in the course of the transaction that Cameros was a police officer, suddenly drew his gun and shot the policeman, hitting his left arm. Busuan and his accomplices immediately rushed into their rented house upon noticing responding policemen approaching, followed by a 20-minute negotiation for

the peaceful surrender of the suspects to Sta. Ana police station commander PSupt. Cezar Cabuhat and his men. But all of a sudden, according to the police version of the incident, said, but instead, the suspects shouted in unison -- “Allahu akbar!” (God is great) and fired their guns at the police group. A Special Weapons and Tactics squad (SWAT) team which responded to the gunshots saw that smoke was coming out of

the house after the suspects burned their stock of the illegal drug shabu (methamphetamine hydrochloride) and fired at the SWAT team who returned fire and used tear gas, resulting in the death of Busuan and Juvil Maniri who was about to throw a hand grenade at the officers when gunned down. AST WEEK, Edge Davao ran a story on how Dabawenyos rated Sara Duterte-Carpio as mayor of Davao City during the last three years starting July 10, 2010. Due to limited space, the paper has been able to print a few samples of the observations of 100 respondents who texted their assessments of Sara’s administration which ended yesterday, June 30, 2013. In answer to requests by many readers, including those who participated in the opinion poll, Edge Davao is running Part 2 of the story.

At 33, Sara holds the distinction of being the youngest ever to occupy the highest government office of this 76-year old city with a population of 1.44 million people as of 2012. After it was known that the young chief executive was no longer seeking reelection,

the paper sought out 100 people and asked them the question: “In a scale of 1 to 10, (10 being the highest), how do you rate the overall performance of Sara Duterte-Carpio as city mayor? If you rate 6 or above, you may explain your reason/s for publication.”

A game-changing leadership W

HEN Corazon N. Malanyaon took over the leadership of the Davao Oriental provincial government, the province was at the bottom of every list in terms of things that were achieved. Malanyaon, already an accomplished politician in Davao City where she served as topnotch threeterm councilor and vice mayor, decided to come home to the province in her desire to help find ways to improve it. It was in 2001 when she got elected as congressional representative of the First District of the province where she served until 2007. That year she trounced the incumbent governor by registering the highest winning margin of votes in the history of the province. But no matter what people, leadership is defined best when the leader and his or her people are tested while facing the worst of times. On December 3, 2012, the day before supertyphoon Pablo struck the eastern part of the province, the so-called East Coast, the governor rushed back to the province leaving behind her meeting in Davao City so she could be with her people. On that fateful day, the governor braved the rampaging wind in her attempt to go to the affected areas, where her house in Cateel was located. The governor has been doing everything possible to ensure that those affected would slowly recover their lost lives. In the words of Asaka Nyangara, deputy country manager of the World Food Programme, the governor seems not to have lost energy in her rehabilitation efforts. “I am always here, day in and day out, for my people,” the governor said. The provincial government, despite the odds, was able to prepare for disaster, although what hit the province on December 4 was considered the strongest typhoon recorded in this part of the coun-

try.

But, of course. Not only did it receive recognition for disaster preparedness both national and regional, the citations were numerous. In the regional level, it bagged first place for three consecutive years starting in 2009, 3rd place in the national level in 2009 and 2010. A testament to the efforts of the provincial government in the rehabilitation process of the devastated areas, the National Disaster Risk Reduction Management Council awarded the province the Bakas Parangal Award which the council awarded to the province on March 8, four months after the supertyphoon ravaged the towns of Baganga, Cateel and Boston.

OTHER AWARDS Malanyaon’s leadership has been characterized by the continuing improvements in the lives of the people of the province. The most concrete evidence of these achievements are the accolades that the province has received, recognitions from both government agencies and civil society organizations. Among these awards was Garantisadong Pambata Champs Award, a recognition from the Department of Health for its efforts in prioritizing children’s health through the delivery of basic child health services. The province got the recognition when the governor was just two years into her first term. The efforts of the provincial government in bringing down malnutrition, the highest in the Davao Region at 17.7% before Malanyaon entered the capitol, has not been ignored. For two years, the regional offices of the Health Department and the National Nutrition Council awarded the province the Pag-asa Award for bringing down malnutrition to 6.32% in 2009 and down to 5.25% the following year. In the following year,

the agencies elevated the province as recipient of the Golden Agila Award, the highest as it was able to reduce malnutrition to just 4%, the lowest in the region.

HEALTH AS A PRIORITY The provincial government has really worked hard by making health as a priority agenda. The governor, in seeing to it that her constituents need not only better delivery of basic health services, but also better infrastructure facilities for these services, decided to upgrade the once-rickety Davao Oriental Provincial Hospital, now the imposing building in the province all in white and pink, the governor’s color. By instituting reforms in providing health services, the governor was able to make a virtually white elephant, the hospital, into a cash cow, earning about P100 million a year. But beyond making the hospital earn, the governor has also assured the indigents of better healthcare, providing them with Philippine Health Insurance Corp. registration so that they can avail of the health services of the hospital. “Health is very important,” the governor once told a reporter when asked why her administration has devoted much of its resources to health services. Early this year, the regional office of the National Economic and Development Authority awarded the province the Davao Region Excellence Award in Project Implementation for the Social Development Sector for modernizing its hospital. The award was bestowed on the province for implementing the “Davao Oriental Provincial Hospital Facility Transformation: Caring for the Poor Program”. The health department did not ignore the reforms that the provincial government has implemented and Health

Secretary Enrique Ona even wrote the governor a letter on May 16, 2012 and spelled out his appreciation on the support of the provincial government fot the programs of the department. Based on the scorecard of the department, five of the local government units in the province were even among the top 10 performers in the health sector with Banaybanay leading the pack in first place, followed by Lupon, San Isidro and Governor Generoso in third place; Mati City getting the progress award; and, Tarragona receiving the special award. MORE RECOGNITIONS Even the Armed Forces of the Philippines could not ignore what the governor has done to push peace and order development through an all-inclusive, comprehensive approach which runs parallel to the peace and development efforts of the military. It was about a year ago when Lt. Gen. (retired) Jorge V. Segovia, then the commander of the Eastern Mindanao Commander, handed to the governor the Gawad sa Kaunlaran Award. The award recognized the contribution of the provincial government in the efforts of the military to implement peaceful initiatives as well as “improving the quality of life of the people within the military establishment.” The military also recognized the provincial government for its efforts in improving peace and order in the province, citing the province as the most peaceful in the region. COLLECTION EFFICIENCY The province, whose governor is a certified public account-lawyer, has also been able to implement policies that could improve its revenue earning capacity. Its collection in 2011 exceeded expectations as it went beyond target by 113.15%.

This earned the province the Highest Revenue Collection Efficiency Award from the Bureau of Local Government Finance as it was able to exceed targets in all four revenue categories that included real property tax, business tax, fees and charges and economic enterprise among all government units in the region. In 2011, the Department of Agriculture also bestowed on the province the Gaward Saka Award being the overall champion in agricultural productivity. The province got the recognition again last year.

GOOD GOVERNANCE But among the best awards that the provincial government received under the leadership of the governor was the Seal of Good Housekeeping which it received it 2011 from the Department of Interior and Local Government. The seal, a brainchild of the late Secretary Jesse M. Robredo, can only be awarded to local government units that “score high in planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.” Among the policies that the local government must comply with, aside from good investment as well as development plans, it must have sound fiscal management based on its budget in the last three years and must be transparent in handling its coffers as well as imposes policies that eliminate red tape. Transparency is very important because this will reduce, if not totally eliminate corruption and

fund misuse.

GLOBAL MAP Governor Malanyaon has continued to work hard for the province. Her efforts have not only been locally recognized, but even international organizations started paying attention. Early this month, the 21-member board of the United Nations Educational, Scientific and Culture Organization finally decided to nominate the majestic Mt. Hamiguitan Range Wildlife Sanctuary into the World Heritage List. The governor, who led a four-person team to Cambodia where the meeting was held, is hoping that by next year, the organization will inscribe the 6,834-hectare range, home of the 100-year old pygmy forest. The nomination was the result of the painstaking efforts of the governor and the entire provincial government in complying with the requirements of the international organization. Even Tourism Regional Director Arturo P. Boncato Jr. recognized how the governor has worked hard for the recognition. When she assumed office in 2007, the governor, taking note of the importance of the inclusion of the range in the list, started working for compliance with requirements. Normally, it would take a very long 15 years for a place to be included in the list, but for the province it was just less than half that long. Truly, the governor has done so much since she stepped first on the first rung of the provincial capitol as newly-minted top provincial official. But surely, she can do so much more.

The suckers are mostly the aging sick and rich who want to prolong their lives at whatever cost. congressmen from the Visayas and Mindanao. Naturally their colleagues are demanding for investigation. We can be sure that stem cell therapy will be one of the first things to be tackled by both Houses of the new Congress upon opening sometime this month. Stem cell therapy is now being offered by some clinics in Davao City. In fact, we heard that one hospital is about to launch their own stem cell service next month. In the light of the reported deaths, we can only advice fellow Dabawenyos to be careful. Think a thousand times before going into it. High hopes for change

AN THE NEW ELECTIVE OFFICIALS HELP DRAMATICALLY ALTERED THE SOCIO-POLITICAL LANDSCAPE? - Barely two months after the midterm elections and the post-election rigidities have finally simmered down, the newly-elected bureaucrats – members of the Senate and House of Representatives, provincial, city and municipal officials will assume office effectively tomorrow, Monday, July 1, 2013. As the nation gropes for direction through the “Matuwid na Daan” (Straight Path) advocacy of the Aquino administration, the conscious and perceptive public expect the new elective officials from top to bottom will rise to the occasion. Can the newly-elected officials regardless of political inclination, colors and stripes prove their worth and be an asset to the present dispensation? Or they might just be another political liabilities and additional burden to the exploited populace, it might be asked? For many years and many elections, the quest for socio-economic and political advancement expended the Filipino people and the paramount achievement has been unceremoniously stalled. While political analysts and legal luminaries may agree about who can deliver what the country needs, they generally agree what it is: competent, reliable, diligent and trustworthy elective officials who are capable of unselfishly helping the government in stimulating the economy and strengthen the socio-political structures, reform the institutions and energize its people with new national goals. Everyone is fed up with political rigmarole and the wary public is yearning the newly-elected officials will make true and fulfill their litany of political promises made during the campaign period. The tired and disgusted people had been through the worst of times. They have previously witnessed new set of political leaders and a coalition of opposition parties took over and steered the levers of power, riding a wave of public disdain for old-fashioned money politics and high hopes for change – a vicious political cycle. But old-fashioned financial scandals and political infighting have brought them down. And the partnership of political convenience that took its place – between cross-party lines and other players turned nuts because everybody seemed to be preoccupied with jockeying for power and influence to offer a strong, united front for real change. That was then and in the yesteryears. This is now and all eyes are on the new elective officials who will start performing their job as “honorable public servants” the rest of their terms. People have high expectations of their new leaders and presume they will move aggressively to assist the government address a range of alleged neglected issues that have long been the subject of prevalent concern: extreme poverty which is associated with joblessness, homelessness and illiteracy; rising crime, reform of the police, widespread addiction and food security among others. New officials who have the reputation for tough action and strong words, so unlike the traditional (trapo) and recycled (repo) Filipino politicians, and seem more likely agent of reforms than the incumbents are expected to meet the challenges ahead head-on. What kind of leaders will our newly-elected officials be? Political analysts argue that being so they should base policies on realities – leaders with very detailed public policy expertise deeply-rooted in the triangle of business, bureaucracy and politics; the sort of pragmatist officials who would compromise rather than make radical departures from policy and who know the values of getting things done. The masses of our people want decisive leaders who are willing to take necessary action and could push for real change. But the big question right now is: “how fast will they move to assist the present administration in getting things done and structural readjustment in the economy, socio-political system once they assume office, and how long will it take them to produce results – one, two or three terms?” Of course, there are those who don’t see it that way. Some quarters will argue that changes and performance results need not be abrupt. It could not be done totally overnight. Should newly-elected officials fail the people in their expectations, the knock-on effects for their political career could be devastating. Our new officials should think over and over again that government should be responsible to the people and they are committed to achieving that aim while they are in power. If there were something good for the nation, they must do it even if there are objections. It may take a long time, but the ideals should be articulated. They should better get down to their homework - earnestly. But then again it could not be avoided that many of the newly-installed officials could transform after a year or two into conventional power-hungry conniving politicians - a harsh political reality.

A landmark case is brewing out of the Cebu Pacific Flight 5J971 incident where surviving crash victims will be seeking P1 million in damages each from the Gokongwei-owned airline company. Atty. Robert De Leon, counsel for 5J971 Crash Victims Association Inc. said in an interview with Ede Davao on Saturday that the case they are bound to file against commercial carrier Cebu Pacific will be a first of its kind in Philippine jurisprudence. “Not in the history of our courts have we had a case like this where victims who are alive are seeking damages for emotional and psychological injuries. This is one for the books,” De Leon said. De Leon, however, clarified that the case will not be filed pending the reply of Cebu Pacific to their demand letter sent last week. Cebu Pacific Air president Lance Gokongwei is said to have issued a statement that they have not received the demand letter according to De Leon. Wary of the “unfriendly trend” in historical record of Philippine courts on claims filed through class suits, De Leon stressed that he is confident the judges will be moved by the case in favor of awarding damages. “If we can award damages in favor of the dead, why can’t we give damages to those who survived? Traumatic experience is more burdensome that physical injury,” said De Leon. He cited the case of the crashed US Airways Flight 1549 which crashed in the

Hudson River shortly after taking off from New York where all 155 passengers and crew survived after a successful ditching by its pilot as “close to this Cebu Pacific case because the victims survived the crash.” The 150 passengers who were dramatically in January 2009 when the Charlotte-bound Airbus A320 jet safely ditched into the frigid river off Midtown Manhattan received a letter of apology, a $5,000 check to assist “with immediate needs” and reimbursement for the ticket. Another case was one involving Air France Flight 358 in 2005 in Toronto. Within a few days after the accident, a class action suit was filed on behalf of all passengers on board by representative plaintiff Suzanne Deak to the Ontario Superior Court of Justice. The plaintiffs are seeking payments for general and aggravated damages in the amount of $75 million, and payments for special damages and pecuniary damages in the amount of $250 million. A second class action lawsuit was also filed by plaintiffs Sahar Alqudsi and Younis Qawasmi (her husband) for $150 million a few days later. However, both suits have since merged as only one lawsuit is allowed to proceed to court. In December 2009, a $12 million settlement agreement was reached between Air France and the class. NEW TWIST The action of the Cebu Pacific crash victims turned into a new twist last week after another group was organized and reportedly came up with a contrasting claim. Bautista also confirmed that Almario and Gaisano’s names were not mentioned in the list of

The passengers are free to associate or not to associate with our “victims” association. Surely, we want Cebu Pacific to institute change in the manner it deals with its customers and passengers, with or without catastrophe, real change that puts passenger welfare on top above all else.” “On the reality side, we insist on our demand for compensation for the trauma, shock, anxiety, and emotional injuries that we suffered because of that accident and the apparent mishandling of our situation immediately after the incident,” Bautista said.

Silagan Handicraft: Weaving world class mats

N an unassuming compound found in the inland barangay of Ilagan, Barangay Limbaan, New Corella in Davao del Norte, one can find a pair of weavers, sometimes three if materials abound, working on the loom. Here, world class tikog mats or banigs are woven. Tikog or Fimbristylis Globulosa is a variety of reed that grows in swampy areas. From its stems, weavers make mats, bags, hats, slippers and other handicraft products. Silagan Handicraft, a business started by husband and wife Joaquin and Clara Silagan, is world renowned for its banigs and other tikog products. The business started in 1989 as a livelihood project for the women in the village. The project was not sustained but it paved the way for the Silagans to start their own business. Joaquin, a mechanical engineer who worked at the National Irrigation Authority, retired early from his job to concentrate on the business. Using his engineering skills, he was able to design and produce a loom that enabled weavers to make top quality banigs. Because of the quality of the banigs and other tikog-made products Silagan Handicrafts produce, they slowly gained recognition. Their products became a regular feature during trade fairs organized by the Department of Trade and Industry across the country. Their coloful and skillfully woven products have also

been displayed--and appreciated-- in world trade fairs in Milan and Hawaii. These days, the Silagans continue to get invitations for other world trade fairs in other parts of the world. “We have invitations to join the trade fairs in Hong Kong, Dubai and Europe this year but we might not be able to join because our production is low,” Joaquin said. While other businesses struggle their way through the market, the Silagans face a different challenge -meeting the demands of the market. This is a problem that can easily be addressed if there are ready materials available. Joaquin explained that while there are weavers, the tikogs--the raw material--are getting scarce. Silagan Handicrafts is the sole supplier of banigs to all

SM Malls nationwide. They also supply banigs to a Balikbayan center in Makati and Bohol and other department stores in Mindanao. Since the demand for their banigs and other products are very high and their production is low, they are forced to turn down some orders. They have also suspended their exportation plans because of this. To produce 500 mats, weavers need 700 kilos of tikogs. However, getting this much raw material has become very difficult because the tikog farms in New Corella have long been converted to banana plantations. The remaining areas with tikogs are not just enough for the demand. For them to get the needed raw materials, the Silangans sometimes have to travel to Agusan del Sur.

At one point, the Silagans employed 20 workers in their business. However, as the materials caused the production to slow down, the number of workers dwindled. The scarcity of raw materials has led the Silangans to start their own tikog farm in a parcel of land they own. The handicraft business of the Silagans helped them send their children to school. It has also helped the people in their community whom they employed. “We have seen the lives of our employees improve. They were able to send their children to school and buy the things they needed,” Joaquin said. The story of the Silagans is a testament that ingenuity coupled with the drive for excellence is a sure formula for success.

Processed Bangus by the Cagangohan Women’s Association

O a group of 19 women in Panabo City, the adage “give a man a fish and you feed him for a day. Teach a man to fish and you feed him for a lifetime” is not just some old saying but an encapsulation of their suc-

cess story. On February 2010, these 19 women, who formed the group Cagangohan Women’s Association of Panabo Inc., started their own bangus (milkfish) processing business after being trained by the

Regional Fisheries Training Center (RFTC) and given P200,000 seed money. They started by doing everything themselves -from tending to the two bangus fish cages they own in Panabo City Mariculture Park to the pro-

cessing of the bangus and selling it. In order to complete work the women divide the and rotate the tasks. Some were in charge of feeding the fish, others worked in the processing center, while others man the stalls they Ahave. Because the group owns their fish cages they are able to cut their production cost and sell their products at lower prices compared to their competitors. Their bottled bangus in corn oil, sells for P60, which is at least P20 than the other brands. Their packed bangus belly, driAed bangus and boneless bangus are also much cheaper compared to other processed bangus brands.

Because the bangus are grown in the sea it lacks the earthy taste present in those grown in fishponds. Some businessmen have taken advantage of taste and the cheaper price of the groups products and were buying it in bulk to repackage and resell it. After the group’s success in growing and processing banugus, they started venturing into growing and processing danggit. Now that the business have grown and the group has hired men to tend the fish cages while they concentrate on processing and selling. The business helped the not just the women but their families as well. They are now no longer

dependent on their husbands, who are also fishermen, to feed their families. With the extra income they earn they were able to help their husbands send their children to school and give them better lives. The success that the women are basking in does not stop them from striving more to grow their business. The group has plans of having their own processing center. They are currently using the RFTC’s facilities. The group are also planning on adding more products. With the rate these women are going, they might even one day make it as one of the country’s top producers of bangus products.

Samal Mangoes on Verge of Sweet Takeoff I

SLAND GARDEN CITY OF SAMAL – The fresh mangoes of the city island of Samal, which officials claimed are comparable if not better than the more popular produce of Guimaras in Iloilo, are on the verge of going international after hurdling one of the last barriers to entering the strict Australian market. Last May 28, Australian representatives, provincial and local government executives as well as officers of the Samal Island Mango Marketing Cooperative (SIMMC) led the groundbreaking of the P10-million packing facility in Peñaplata District. Once finished, it’s another move to meeting the phytosanitary requirement set by Biosecurity Australia, an agency under the Department of Agriculture, Fisheries and Forestry. The next step is to make sure they have enough supply once the flood of orders comes in both from international and domestic markets. And this is the reason why the island city government is on the aggressive push to map out the potential areas that can be planted with mangoes as well as tap existing mango growers to consolidate their products. City Agriculturist Jimuel Rabiga said that based on their estimates, only about seven percent, or about 2,000 hectares, of the total land area of the island are planted with mangoes. Samal has 30,130 hectares, according to the official data of the local government’s website, half of which are identified for mango pro-

duction. He said the island mangoes have been measured to have 18 brics, which calculates the sugar content, but compared to the Guimaras mangoes, “our mangoes are meatier.” “The island is rich in limestone and that is the optimum soil property for mango. Another advantage is we are typhoon-free,” Mr. Rabiga said. Mango Resort City Ordinance 2010-168 or the Samal Island Mango Industry Code officially declared mango as its commodity under the One-Town-One Product (OTOP) program of the Department of Trade and Industry, which encourages local governments to identity and develop a specific product or service. The local government of Samal also adopted the Worldwide Codex Standard for Mangoes 184-1993 which applies to the fresh commercial variety grown from Mangifera Indica L. of the Anacardiaceae family. Davao del Norte Governor Rodolfo R. del Rosario challenged landowners to shift to mango production instead of allowing their properties to stand idle. Three decades ago, it was the governor who first saw the potential of Samal when he started a program to distribute thousands of seedlings while he was still an assemblyman. “I want to see Samal become a mango island, more than a resort island,” he said in a statement. In 2012, the island shipped out over 1,000 metric tons of

mangoes, a good percentage of which come from backyard growers. But the market is still very much dominated by local buyers,A and those coming from Davao City, who harvest all the products and share one third of the total revenue to the growers while keeping twothirds of the income. “There’s a lot of potential still to improve our production,” he said. With the packing facility, the income will improve for the growers as the purchasing cost will be based on prevailing market price instead of the erratic pricing scheme fixed by the middlemen. Benchmarking the product To date, the City Agriculturist Office is strengthening its nursery program even if the implementation of the Mango Code proves to be challenging. The ordinance prohibits the entry of seedlings and fruits into the island so officials have to source their seedlings from local farms. The nursery will also help promote a single standard for quality of produce when the time to consolidate the mangoes for the export market comes. The packing facility, which is expected to be fully operational in the second half of the year, will be managed by the SIMMC. The facility is funded by the Australian government with counterpart funds from the Department of Agriculture—which released P1 million for the project—the provincial and local governments. But why this obsession with the Australian market when China is nearer and not

as strict? “We want to benchmark our products with the best. If we can enter the Australian market then we can export anywhere,” Mr. Rabiga said. Reason to be optimistic During the groundbreaking ceremony, John Oakeshott, Philippines Horticulture Manager Australian Centre for International Agricultural Research, expects Samal mangoes to enter the Australian market. Mr. Oakeshott said the facility will go a long way to secure the island mangoes from pulp and seed weevil and meet the biosecurity policy of Australia. The Bureau of Plant and Industry declared the island free from the pests in 2011. “Hopefully, fresh mangoes from Samal will soon be allowed to enter the Australian market,” Oakeshott said in a statement. Ireneo R. Labor Jr., 68, is running a six-hectare farm in Samal since 1993 and he said growers and buyers have long been at the mercy of the middlemen who fix prices at the Davao Port. He said the last harvest last month, the buying price was only P14 per kilo. But he said he doesn’t mind as much since the buyer will shoulder all the expenses from spraying the trees, wrapping the fruits, harvesting and hauling the products to the port. “Although I think the packing facility seems to show a lot of promise to increase our income,” he said. “This is the only way to persuade the other landowners into planting mango as well.”

The Mushroom Community of Barangay Ising

UNGUS, most of the time are avoided by people. However, in one community in Carmen, Davao Del Norte, mushrooms are not just accepted but are also cultivated. Mushroom, a kind of fungi, is the major source of livelihood for most of the residents of Barangay Ising, Carmen for more than 20 years already. In this community, only a few families do not have a plastic or palm covered patch of bundled banana leaves at their backyards. Almost everywhere you look you see mushroom patches or water filled trenches where farmers dip the banana leaves they use for growing the fungi. The mushroom industry in the barangay started with Laurencio Cantiveros, of Purok 2. The neighbors saw how mushroom farming improved

his life, so they asked him to train them on how to grow and cultivate mushrooms. Rosario Campo of Purok 1 is one of those who was trained by Cantiveros in 1992. Purok 1 is where the largest concentration of mushroom growers in Barangay Ising reside. “Before my family depended on the income we got from growing vegetables. But when we saw the potential of mushroom growing, my husband and I decided to give it a try,” Campo said. Campo and her husband started with a small mushroom patch at the back of their house and from that small patch her business grew. “In the beginning we only have a small patch. My husband and I worked hard and we were able to add more patches,” Campo said. “After some time we

learned the techniques of growing mushrooms so we produce all the raw materials now ourselves,” she added. The Campos’ business grew and they became one of the biggest mushroom growers and buyers in the barangay. They supply mushroom to several restaurants in Davao City and also to some groceries in Tagum City. Because of these small fungus they were able to send their children to school, build a house, buy a truck, open up a sari-sari store and acquire parcels of land. “Mushroom growing has really improved our lives and in turn we were able to help others,” Campo said. Like the Campos, mushroom growing is a family affair. Everybody is expected to help. There was a time when the mushroom growers in

Barangay Ising attempted to form a cooperative with the help of a grant given by the Australian Government, but failed. However, even without a formal cooperative or group, the residents in the baran-

gay still continue to support each other. Collectively they asked for support from the Davao Del Norte Provincial Government, who readily granted their request for an equipment they needed to in-

crease their production. The community’s success in mushroom culture made it as Carmen’s endorsed product for Davao Del Norte’s One Town, One Product (OTOP) program. Not bad for a fungi.

A lawyer, Duterte is the son of the late Vicente G. Duterte, also a lawyer, who served as governor of the still undivided province of Davao and as secretary of the Department of General Services, and Soledad “Nanay Soleng” Roa, a school teacher who was a popular woman activist and respected civil society leader in her lifetime. Rody succeeds Sara Duterte-Carpio, his daughter, who was city mayor from 2010 to 2013. The comebacking mayor will take his oath of office before Judge Jill Rose Jaugan-Lo, executive judge of the Municipal Trial Court in Cities (MTCC) of Davao City, during a program scheduled to start at 7:30 a.m. OTHERS TO BE SWORN IN Joining Duterte on his inauguration are re-elected Reps. Mylene Garcia-Albano of the Second Congrressional District and Isidro T. Ungab of the Third District, along with Rep. Silvestre H. Governor Mendoza, Vice-governor Gregorio Ipong, and members of the provincial board. The PIO further added that the governor in turn administered the oath to the municipal mayors, vice mayors, councilors, including Kidapawan City. According to the statement, Governor Mendoza said there must be forgiveness and reconciliation among opposing poli-

HE Brooklyn Nets have been considering free-agent center Jason Collins, the first openly gay player in NBA history, for a return to the franchise, league sources told Yahoo! Sports. As the Nets bring Kevin Garnett, Paul Pierce and Jason Terry to the franchise via trade, the Nets need proven, dependable role players available at the veteran’s minimum price. Nevertheless, the tweaking of the Celtics-Nets trade package Friday to now include Brooklyn guard MarShon Brooks instead of forward Reggie Evans does lessen the need for another physical, frontcourt player on the Nets’ roster. Nets coach Jason Kidd has been an advocate of the possibility of acquiring Collins, but how aggressively the Nets pursue Collins, if ultimately at all, will hinge on how the roster continues to take shape,

sources said. Collins, 34, has close relationships with Kidd and top assistant Lawrence Frank. They were together for seven successful seasons with the Nets when Frank was a coach, Kidd was the point guard and Collins provided a physical, defensive presence. There’s reason to believe that he’d have a strong comfort level returning to an organization that knows him well and values his tough, defensive-minded sensibilities. Collins made public his sexuality in May, and wherever the first openly gay team player in major North American sports history decides to play promises t o

bring a level of scrutiny. The intensity of the story lines with the Nets – Kidd as coach; Garnett and Pierce as fading stars in a final championship push – would likely make Collins’ personal life less of an everyday public focus.

EW YORK – Danny Ainge once told Boston Celtics patriarch Red Auerbach he should have traded Larry Bird while the Hall of Fame forward still had value at the end of his career. Years later, Ainge listened to his own advice. The Celtics general manager broke up the remaining core pieces of the franchise’s most recent championship team by agreeing in principle to a blockbuster trade that will send Kevin Garnett and Paul Pierce to the Brooklyn Nets. In return, the Celtics will acquire valuable

draft picks and millions of dollars in payroll flexibility to begin their rebuilding process. Earlier in the week, Ainge acquired the Los Angeles Clippers’ 2015 pick in return for releasing Doc Rivers from his coaching contract. That was enough to make the Celtics one of draft night’s biggest winners. The Garnett-Pierce trade, which also will send Jason Terry to the Nets, will land the Celtics three first-round picks (2014, ‘16 and ‘18) and the right to swap firstround picks with the Nets in 2017 – along with Ger-

ald Wallace, Kris Joseph and the expiring deal of Kris Humphries. Boston now has two first-round picks, including its own, in a stellar 2014 draft that will possibly be led by coveted Kansas guard Andrew Wiggins. Rajon Rondo is now clearly the Celtics’ franchise player, but Boston won’t have much reason to rush him back from knee surgery in what will be a rebuilding year. Armed with more draft picks and eventual cap room, Boston now hopes the rebuilding process won’t take as long.

Among the biggest losers on draft night? One could make a case for the other team in the evening’s big trade. Yes, the Nets added Garnett and Pierce to play with guards Deron Williams and Joe Johnson and center Brook Lopez. But Garnett and Pierce are at the end of their careers, which puts heavy pressure on rookie NBA head coach Jason Kidd to produce a title contender immediately. Brooklyn faces a luxury-tax bill of nearly $80 million and will have a payroll close to $100 million.
