ENGUE cases in the Davao region increased by 26 percent in the first 27 weeks of this year compared to the same period last year. Based on the Regional Epidemiology Surveillance of the Department of Health (DOH) Region 11, as of July 8 this year, there were 5,806 reported cases of dengue com-

pared to only 4,587 for the same period in 2012. The case fatality rate, however, decreased by 0.6 percent this year with 37 deaths from last year’s 1.0 percent with 47 deaths. DOH 11 Director Dr. Abdullah B. Dumama Jr. said even a single case of a communicable disease is already

considered alarming since it can spread. The area with the most dengue cases can be considered as a place with the poorest sanitation since dengue comes from poor sanitation, stagnant water, and lack of cleanliness, said Dumama. “However, this is not necessarily always the case since there are barangays

with a lot of clusters which means not all areas included in a barangay have poor sanitation.” Davao City leads with 3,028 dengue cases and 16 deaths followed by Davao del Sur with 893 cases and 12 deaths, Compostela Valley with 764 cases and six deaths, Davao Oriental with 618 and one death, and Davao

Ramirez said that while they will continue to support young and elite athletes, the barangay-based sports program will now be the city government’s priority. “Traditional sports activities like the Palaro will continue, but special focus will be on the barangays. This initiative will encourage people from all walks of life to enjoy an active and healthy lifestyle,” he said. Ramirez added all sports office personnel will be assigned to the field, and only those who are handling administrative work will remain in the office.

A new provision under the Amended Davao City Investment Incentive Code of 1994 that took effect on January 22, 2013 provides longer fiscal and non-fiscal incentives of up to five years for projects that will be located in the “preferred districts to encourage development of new communities in the city periphery.” The regular incentive period is only two years.

Region 11 remains top priority in counter-insurgency campaign A

RMY chief Lt. General Noel Coballes affirmed that Davao Region remains a top priority area in the anti-insurgency campaign in the country. He said that recent development like the continued activities of the rebels in the area remain a security concern for the government. Coballes said the status of the region as a venue of the anti- insurgency campaign will change only depending on the assessment of the Armed Forces of the Philippines, particularly on the dwindling dissent in the area. On the abduction of five soldiers who remain in the hands of the rebels in Paquibato District, he said that the Army will not negotiate for the freedom of the captives, stressing that the government does not negotiate with terror groups. However, Coballes said that a negotiation is being pursued by an-

Dr. Mely Lastimoso, coordinator of the City Integrated Health Services Office’s (CIHSO) Social Hygiene Clinic, said the new cases involved

HIV is a lentivirus or slowly replicating retrovirus that causes the deadly Acquired Immune Deficiency Syndrome (AIDS), a disease characterized by a progressive failure of the immune system, medical references said. The figure has been increasing mainly because a lot of people have been signing up for the HIV tests and we have existing facilities that offer these services for free,” she said.

Prov’l LGU to auction tax delinquent real properties

HE Provincial Government of Davao del Norte is set to conduct public auction of delinquent real properties in the province this year. Provincial Treasurer Regina Ricafort said the province will start this month the process of auctioning the overdue properties regardless of how much their delinquencies are. “We are set to issue this month the demand letters, as well as, publish the sale or auction of the first batch of tax delinquent real properties in the province,” she said. She revealed the Provincial Public Auction Committee (PPAC) has scheduled the first auction of delinquent real properties either on the last week of October or on the first or second weeks of November this year. Governor Rodolfo del Rosario created the PPAC through Executive Order No. 03 in order to assist the Provincial Treasurer’s Office (PTO) in intensifying the proper collection of overdue taxes, fees and charges imposed in the real property tax delinquents. The Local Government Code has authorized the

PTO to sell tax delinquent real properties at public auction. The governor said the levy on property and public auction is a wake up call for property owners to really settle their back taxes. He urged the property owners to immediately pay their unpaid taxes so they would not be included in the delinquent tax payers list. As much as he doesn’t want any real property to be forfeited, Del Rosario, however, said that the public auction will redound to the benefit of the province. Aside from generating more revenues for local government units, the governor enthused the measure will make the idle lands, particularly those owned by the absentee landlords, to be productive. HE National Bureau of Investigation and a private complainant have asked the Department of Justice to reverse its ruling dismissing the case for violation of Article 267 of the Revised Penal Code or serious illegal detention against two officials of a company linked to the P728-million fertilizer fund scam. In their motion for reconsideration filed through Atty. Levito Baligod, counsel of the victim Benhur Luy, before the office of Assistant State Prosecutor Juan Pedro Navera, they argued the DOJ erred in dismissing the case for lack of probable cause last June 10. Baligod explained it was clear there was restraint in the freedom of his client when one of the two respondents, Janet Lim-Napoles herself admitted she said “ikulong na lang ‘yan (just detain him)”. Drilon files bill amending Sandigan law S

ENATOR Franklin M. Drilon has filed a bill seeking to amend the Sandiganbayan Law in an effort to ensure the speedy resolution of 2,600 cases currently pending with the anti-graft court. In his Senate Bill No. 470, Drilon seeks to introduce amendments in the proceedings of the Sandiganbayan and address woes over the snail-pace disposition of cases. ”Specifically, it proposes to amend Section 3 of the Sandiganbayan Law which strictly requires the presence of at least three

justices before a case and evidence could be heard,” Drilon said. Drilon said his bill seeks to capacitate individual justices of the anti-graft court by allowing them to hear and receive evidence in behalf of the division to which he or she belongs. The Sandiganbayan, under the law, is composed of five divisions, with three justices each. “The existing provision became inapplicable to the present times since the government has expanded and cases filed be-

fore them have multiplied over the years, and that provision only contributes to the increasing number of unresolved cases,” said Drilon. He added that litigation of graft cases filed at the Sandiganbayan usually takes five to eight years before they are promulgated. ”This delay is intolerable if the war against corruption is to be won,” Drilon, a former justice secretary who also served as executive secretary and labor secretary during past administrations, said.

“Sandiganbayan has been overwhelmed with the humongous files of unheard and unresolved cases. It is imperative that we address the increasing backlog of cases in that court created to effectively and swiftly deal with corruption cases involving government workers,” stressed Drilon. The Drilon bill provides for a justice-incharge in every case filed with the anti-graft court who shall monitor and report the developments in the case to the members of his division. (PNA)

Pura added Huaning would continue to move at west northwest at 20 kph and expected to leave the country by Saturday. Pura also said that strong to gale-force winds associated with Typhoon Huaning may affect the eastern seaboards of Central and Northern Luzon. “Fishing boats and other small sea craft are advised not to venture out into the sea while larger sea vessels are alerted against big waves,” PAGASA said. NSO: Export earnings fall anew in May T

HE National Statistics Office (NSO) yesterday released a report showing that export earnings in May 2013 amounted to $4.891 billion, a 0.8 percent decrement from $4.932 billion recorded in May of 2012. However, on a monthly basis, it grew by 18.7 percent from $4.121 billion posted in April 2013. The negative growth was supported by five major commodities out of

the top ten commodities for the month. These are machinery and transport equipment, ignition wiring set and other wiring sets used in vehicles, aircrafts and ships, articles of apparel and clothing accessories, electronic products and metal components. Aggregate merchandise exports for the first five months of 2013 showed a decrease of 6.0 percent from $22.445 billion in 2012 to $21.093 billion in 2013.

a year ago. Other Manufactures recorded as the country’s second top export with revenue valued at $396.42 million or 8.1 percent share to total exports. It increased by 36.5 percent compared to $290.32 million in same period a year ago. Furthermore, outward shipments of this product showed an expansion of 17.4 percent compared to its year ago recorded shipment. Ranked third in May 2013 and contributing 7.0 percent share to the total export receipts was Machinery and Transport Equipment with earnings amounting to $343.85 million. This figure contracted by 40.4 percent from its year ago level of $577.09 million. Likewise, outward shipment expanded by 966.0 percent compared to same period last year. Other Mineral Products, with 6.8 percent share to the total export receipts, ranked fourth with value posted at $332.14 million. It rose by 189.5 percent from $114.72 million recorded value during the same month in 2012. Furthermore, volume of shipments of this commodity showed a 118.9 percent

increase compared to last year same month period. Woodcrafts and Furniture with export revenue of $306.92 million, up by 74.7 percent followed as the fifth top export earner in May 2013. Moreover, volume of this product grew by 79.8 percent compared to the same period last year. Rounding up the list of the top ten exports for the month of May 2013 were Chemicals with export earnings of $229.26 million, up by 48.0 percent; Metal Components with export receipts of $138.07 million lower by 1.1 percent; Petroleum Products registering the highest year-on-year change of 521.3 percent among the top ten exports with recorded sales amounting to $129.66 million; Articles of Apparel and Clothing Accessories with proceeds billed at $128.51 million falling by 14.7 percent; and Ignition Wiring Set and Other Wiring Sets Used in Vehicles, Aircrafts and Ships Oil consists only of electrical wiring harness for motor vehicles with total receipts of $109.00 million declining by 15.4 percent compare to same period a year ago.

Mindanao power body backs additional Agus hydro uprating T

HE Mindanao Power Monitoring Committee (MPMC) has endorsed a new proposal designed to uprate a major unit of Agus 6 hydroelectric power plant, in a bid to boost the capacity of the stateowned power generating plant in Mindanao. The endorsement was firmed up during a recent MPMC meeting which was convened to assess the latest power situation in Mindanao and the status of immediate measures taken to address the power supply shortfall plaguing the island. According to Secretary Luwalhati Antonino, Mindanao Development Authority (MinDA) chair and head the power monitoring body, the new proposal for the uprating of Agus 6 Unit 4 is in addition to the Agus 6 Units 1 and 2 uprating approved last year by the National Economic Development Authority (NEDA) Board. “This proposal forms part of the immediate measures being pursued by the Aquino government to increase the dependable capacity of Mindanao power generation,” says Antonino, adding that “it has been submitted for approval.”

She noted that based on the information presented by National Power Corporation (NPC)-Mindanao, the proposed uprating of Agus 6 Unit 4 is expected to improve the plant’s generating capacity by 15MW, from present available capacity of 35MW to 50MW. The uprating project is estimated to cost of 495 million pesos. Meanwhile, the Private Sector Assets and Liabilities Corporation (PSALM) reported to the MPMC that it is finalizing the bidding schedule for the 2.6 billion pesos Agus 6 Units 1 and 2 uprating which is set to commence by third quarter of 2013. The Agus 6 Units 1 and 2 uprating project seeks to extend the generating plant units’ economic life for another 30 years and increase its capacity output from 50MW to 69MW. The project will take 30 months period and is expected to be completed by 2016. “Among the measures being pushed under MPMC, enhancing the dependable capacity of Agus 6 provide the most viable option for optimizing Mindanao generation’s hydro capacities,” Antonino stressed. The MPMC has noted that

VERYTIME I am asked where I work, my usual answer is “Sa call center lang”, with emphasis on the “lang” part. You see, I graduated B.S. Nursing in one of the top schools in Davao City and I passed the national licensure exams. I am a registered nurse, but I just do not have the passion for the profession. I used to be embarrassed at where I ended up. After all, my

parents spent a lot for my education. I guess this is no longer something new to most people these days. We hear a lot of kids choosing to work in a call center probably because of the pay, the perks and the simplicity of the job. Some even use it as a pastime while waiting for better opportunities to happen in their lives. But in my five years in the industry, I can defi-

nitely say that “simple” would be the last word to describe it. I’ve heard many non-BPO people say demeaning things about the type of work we do, about what kind of people we are, and frankly, they are wrong in many ways. To those curious about the BPO industry, here is a glimpse of what its all about on the operation aspect. As a newbie, you would probably tremble

at the thought of talking to foreigners over the phone. I remember the first call I had, the man on the other end said “Can I talk to someone else? You don’t seem to know what you’re doing!” And that was an insurance company I was working for. You could just imagine how delicate the transaction was. Good thing my mentor was sitting right next to me, whispering power words that I could use to calm the customer down. Since then, I vowed never to sound stupid again, at least not over the phone. I learned to master the mantra “Fake it, till you make it”. There are three kinds of designation that you can choose from as an agent or frontliner. There’s customer service, sales, technical support, or all three, which is what we can call “hybrid” and this merits higher pay. If you get tired of taking calls, you can apply for a higher function like escalations/floor support, though you might still be on the phone, taking escalated calls

for customers looking for supervisors or for issues that the agent can no longer handle; or be a QA (quality analyst), listen to recorded or live calls and rate them as per process guidelines; or be a supervisor or team leader (TL), handle a team of between 10-15 agents, sometimes even up to 20 or 25, if there is a shortage of supervisors; or be an operations manager (OM) or cluster manager, handle teams of between 3-5, supervisors report directly to you and you are in direct contact with the client as well, so this would need a lot of patience and level-headedness because you would serve as the bridge between the client and team leaders with their agents. If you still would like to aim higher than that, you can be a senior operations manager, or better yet, be the site director (SD). Your job is to simply lord over everyone in the office, but that’s after enduring years of hard work on operations, of course, depending on what “hard work” means

to some. I’ll leave that to your imagination. Not surprisingly, some agents would actually prefer to stay as agents, because of the incentives, bonuses, team outings, the occasional drinking sessions (daily, for some) and just the sheer pleasure of not having to worry about work after the 9-hour shift. Looking around the office, I sometimes thought that it was like a huge melting pot. You meet all kinds of people – awkward ones, loud ones, emo ones, funny ones, strange ones, feeling-close, serious ones, pa-mysterious effect, eternally gay, loyally lesbo, and even motherly and fatherly types. It’s just like your old high school, except it comes with an attractive salary and no uniforms. So, if you’re thinking of delving into the world of BPO, just think of it as my boisterous gay friend quoted from an Alicia Keys song, “a concrete jungle where dreams are made of.” A jungle I am surely proud of.

US, China tackle ‘hacking’

HE United States and China on Monday aired out concerns about hacking, which has emerged as a major irritant between the world’s two largest economies. US and Chinese officials met in Washington for the first session of a “cyber working group,” two days before the countries hold their main annual talks. A State Department official said the inaugural session would let the two sides “raise concerns, develop processes for future cooperation and set the tone” on cyber issues. “We will continue to raise issues of strategic concern, including the cyber-enabled theft of intellectual property, trade secrets and confidential business information for economic gain,” he said. The United States has accused China of waging a vast hacking campaign against the US government, military and companies, with a private study recently concluding that cyber-theft costs the US economy hundreds of bil-

lions of dollars a year. China has hit back that it is also the victim of cyberattacks, charges that gained ammunition when the intelligence leaker Edward Snowden said US spies had hacked into the prestigious Tsinghua University, one of six centers that routes all of China’s Internet traffic. President Barack Obama has insisted that

there is a distinction between intelligence gathering, which he said all countries conduct, and the theft of trade secrets for commercial gain. Not a very fine time to leave

AVAO City Police Office director Ronald dela Rosa is relinquishing the reins of the DCPO to pursue promotional steps towards a higher rank in the Philippine National Police. Dela Rosa, who has authored such noteworthy police anti-drugs programs like his trademark “Hang” operations— Tok-Hang (Toktok-Hangyo), Tap-Hang (Tapok-Hangyo) and Sur-Hang (Surrender-Hangyo), will be moving up to Camp Crame as training director and will leave a trace of accomplishments through unconventional means. Quite unlikely, Dela Rosa will leave at a time when mysterious killings are back in Davao City. In eight days, seven have been killed by unidentified gunmen. The last one coming on Tuesday night at Lizada Street. Edge Davao is running a tabulation of the killings since the start of this month and with the killings happening almost everyday, our tabulation looks like a basketball scoreboard. The last stat sheet shows 7 killings in 8 days or 87 percent occurrence rate per day. The common denominators in the series of killings are first, the victims were reportedly involved in illegal drugs, and second, the assailants were motorcycle-riding gunmen. The killings are very much reminiscent of the style of killings of the notorious Davao Death Squad, whether it is really

existing or not. So it is not surprising if people start thinking the DDS is back. Dela Rosa thinks there is no DDS. He insists it does not exist. That is of no consequence now. The fact is that there is a series of killings and this involves intriguingly some similarities. If DDS ever exists, let us just say it is but a nomenclature designated to extra-judicial killings for the meantime. The problem is, the spree continues and we can only second guess where the next killing will be and who will be bathed in blood tonight or tomorrow at the rate the killings are going. When such a crime happens with apparent regularity, the police should be concerned. It appears the police have gotten used with the regularity of killings. In five days, Dela Rosa is out of the city but the likelihood is that there will be four or five more deaths if we go by the trend. That’s not a very good way of concluding one’s stint as the city’s police director. In the final reckoning, Dela Rosa may not be asked whether or not the DDS exists but who really are these motorcycle-riding gunmen responsible for the recent killings in the city. For sure, belittling the gunmen as mere copycats does not speak well of a future top cop.

Cleansing the police outfit is a must

T’S TIME TO TOTALLY OVERHAUL THE PNP ORGANIZATION – Crime has become the Achilles’ heel of whoever is in power and leads the police organization. That’s the irony of it all. Many of our political leaders and police officials failed in the one area where they were expected to excel: peace and order. Today, as in the previous administrations the country’s high crime incidence index is really real and cause for alarm. Government therefore must address it resolutely and without letup. What government must do is to mount exceptional effort by utilizing a more collaborative arrangement among law enforcement agencies with the support of the masses. However, the biggest problem and this has been in existence for many, many years – is the matter of cooperation and coordination in dealing with the crime situation. It is rather sad to note that various law enforcement units instead adopt “each to their own” system aimed primarily at boosting their respective turfs. What hypocrites! On most grievous acts including dishonesty, corruption and bribery the integrity and dignity of the Philippine National Police (PNP) may hinge on its leadership. This is a challenge to one of President Benigno Aquino III’s appointed fair-haired boys, now P/Director General Alan Purisima, the present PNP chief. This is the right moment for the PNP chief to use his leadership and managerial prowess as leverage to push for radical reforms, respect for human rights; rule of law, transparency and accountability. It comes as no surprise that some scalawag police officers who are in cahoots with underworld characters have been engaged in highly illegal but lucrative activities such as drug trade, kidnap-for-ransom, and carnapping and gun-for-hire operations. The scariest aspect in the clandestine

activities of scoundrels in uniform was that they are battle-ready – well-armed with modern communication equipment, sophisticated and high-powered weapons and ready to shoot it out with vulnerable law enforcers and civilians agents anywhere as they undertake their modus operandi. Upon taking the worthwhile post as new PNP top honcho, Purisima promised to continue the upright work of his predecessor and most importantly purge the police ranks of rogues and “rotten tomatoes.” Well said sir, but your leadership right now is being challenge by a string of horrendous events where some police personnel are allegedly involved in big-time syndicates. One flagrant example is the bloody shootout earlier this year between a group of alleged gun-forhire group and a combined team of police and military operatives somewhere in Quezon province. So far that was the bloodiest reported armed encounter that happened in year 2013. After the smoke clears out, 13 people were killed and probers discovered that some of them are active members of the police force, military and a civilian agent. The families and relatives of the victims decried the gory incident and debunked police theory that it’s a legitimate police operation. Unfortunately, despite the assurance of the PNP hierarchy to have a dignified police organization, still many of the concealed activities and illegal money-mak-

ing ventures involving some rogue cops had been discovered to be thriving on bribery, corruption, ransom money, drug proceeds and sales in carnapping scheme. This is the most disturbing aspect where the people supposedly would rely on the police for protection. The police are now turning out to be the aggressor instead of being the defender of the oppressed. More is needed to push the PNP leadership to cleanse the tarnished image and reputation of the organization – more so now when it is facing a serious credibility problem. All this is desired because disregarding reforms will only result in a backlash of resentment and anger from ordinary citizens. And many times, it’s only the application of common sense in the small details of police procedures. If any move or initiative toward restoring the integrity and dignity of the police organization, the starting point must be for our top leaders, President PNoy above all, to stop the shenanigans of scalawag cops, put them behind bars and file appropriate charges if they are found guilty of grave offenses. Police brutality and human rights violations likewise must be stop and respect for the rights and privileges of every citizen must be fully applied. Most relevantly, police abuses in any forms have a subliminal effect especially on the younger generation because they think that it is something normal already. We have a population complaining of years of bad police organization, yet reforms seem rare and discounted. The majority of our people cannot differentiate anymore the honest and trustworthy policeman from a shady and rogue cop. Unless the PNP leadership would institute drastic and meaningful reforms, the wary and disgusted public does not see great changes in the near future.

How to leak and not get caught

F U.S. prosecutors ever get their hands on Edward Snowden, they’ll play such a tympanic symphony on his skull he’ll wish his hands never touched a computer keyboard. Should U.S. prosecutors fail, U.S. diplomats will squeeze — as they did in Hong Kong — until he squirts from his hiding place and scurries away in search of a new sanctuary. But even if he finds asylum in a friendly nation, his reservation will last only as long as a sympathetic regime is calling the shots. Whether he ends up in Venezuela or some other country that enjoys needling the United States, he’ll forever be one election or one coup away from extradition. Even then, he won’t be completely safe. “Always check six, as we said when I used to be a flyer in the Air Force,” said NSA whistle-blower Thomas Drake recently. “Always make sure you know what’s behind you.” Solitary whistle-blowers like Snowden, Drake and Daniel Ellsberg draw targets on their backs with their disclosures of official secrets, either by leaving a trail from the heist scene, being the most logical suspect, or because they admit their deed. Escaping prison time, such whistle-blowers have learned, depends on the luck of prosecutorial overreach (Drake) or self-destruction by the state, which derailed the prosecution of Pentagon Papers liberator Ellsberg. The solitary whistle-blower, usually

(1st of two parts) a career government employee, isn’t really a leaker, as Stephen Hess explains in his enduring typology of leakers. Typically, the whistle-blower seeks revolutionary change, not piecemeal reform. He doesn’t share information with journalists to purchase their goodwill or to loft a trial balloon or to give himself an ego boost. He’s motivated by principle, not self-interest or Machiavellian intrigue, and seeks to correct what he considers an intolerable wrong. And in most cases, his whistle-blowing results in career suicide if not jail time. Most leakers — mindful of the fate of the pure and solitary whistle-blowers — scale the size of their leaks to avoid detection. Rather than giving the whole puzzle away to reporters, they break off pieces for distribution, in hopes that it can’t be traced back to them. Or, if crafty, leakers dispense pieces of the puzzle that aren’t especially revealing and therefore not precisely classified, but provide hints about the location of the next puzzle piece. Investigative reporters who excel at fitting a mosaic together benefit the most from this class of leaker. The best way to escape detection,

however, is to leak as part of a flock, a flock that may or may not fly together. The best recent example of this kind of leaking can be found in two excellent stories about the NSA’s machinations published earlier this week, the New York Times‘s “In Secret, Court Vastly Broadens Powers of NSA,” and the Wall Street Journal‘s “Secret Court’s Redefinition of ‘Relevant’ Empowered Vast NSA Data-Gathering.” I’m not privy to how the Times or Journal reported these stories, but both attribute their revelations to interviews with “current and former” officials. As identification stamps go, “current and former” officials is pretty vague. The complete Journal credit goes to interviews with “current and former administration and congressional officials,” but that’s still plenty vague. In plurality, any flocking bird will tell you, resides security. When a mass of current and former officials talk to the press about a classified story, it’s harder for a government investigator to pick off one for punishment. Such vague sourcing means the government investigator would have to investigate every current and former official exposed to the classified information discussed in the story, which can often be a very long list. In our current national security reporting renaissance, with a dozen or more reporters breaking new parts of the NSA story almost daily, the number of suspected leakers quickly expands to defeat the ability of the spy cops to track all of them.

O be sure, campus youth have been habitually absent in barangay affairs. But it’s important to know why or for what reason they shirk involvement in their community. To just cancel them out of the equation will remove the cream of our society from contention. It will make them part of the problem instead of generators of the solution. Make no mistake about it: this is a momentous issue. It affects a critical mass of our population, the generation that will soon take over. They must be consulted. They are entitled to a hearing. And they deserve serious consideration. The Liberal Party’s representative in Caloocan City, Edgar Erice, is on record as saying that “SK” means “School ng Korupsyon.” If he thinks he’s being cute or clever by playing facetiously on the “SK” acronym, he should be ashamed of himself. Has he consulted extensively with the citizenry of his district? His sweeping judgment reflects very badly on Filipino youth in general. But no chance has been afforded the youth to speak out or to challenge the accusation. Even the youth-sector Party-List representative in Congress has not been heard from. Is it possible they think the SK’s retention is indefensible? Neither has the National Youth Commission weighed in with any recommendation. Thus Filipino Youth as a whole is without effective representation, without a credible voice defending it or explaining its side. So it is open season to slander them, to pass summary judgment on them, and to disenfranchise them. Have the abolitionists produced a reasoned, fact-based paper or pamphlet in support of the proposition? Or are we being asked to take their word at face value? Are the youth being taken for granted? To enact such a bill without extensive deliberations is to do so from rash judgment. It would be to pronounce a summary sentence on the fate of the youth without requisite discussion, without study or research into its merits. This issue needs to be better aired and discussed—in a special Barangay Assembly, if possible, so that it will be the community to decide and not presumptuous congressmen and senators with no real contact with the constituents or, worse, decided by unelected Comelec Commissioners whose adherence to due process remains a festering issue after last May’s elections. Solons say RH law will help stop teenage pregnancy

HE only remedy to cure teenage pregnancy is the full implementation of Reproductive Health Law, otherwise known as Responsible Parenthood Act, three party list solons said Wednesday. Ako Bicol party list Rep. Rodel Batocabe said that information on good effects of responsible parenthood is the only key to address the ballooning problem of teenage pregnancy. He said that under the law, stakeholders will have multiple choices on what kind of system they

can use to avoid unwanted pregnancy. “We have variety of choices to avoid unwanted pregnancy and the controversial law can help anyone,” Batocabe said in a text message. CIBAC party list Rep. HE 10th Infantry Division, which is based in Mawab, Compostela Valley Province, a ranking New People’s Army (NPA) leader in Eastern Mindanao surrendered to their field units Wednesday. Capt. Raul Villegas, 10th Infantry Division deputy spokesperson, identified the surrenderer as Narciso Pulbos Ruben, 34, a resident of Km 7, Sitio Liwanag, Barangya Banlag, Monkayo, Compostella Valley.He is the NPA’s Front Secretary in Compostella Valley Province. Villegas said Ruben surrendered his Magnum .357 Smith and Wesson revolver. During his interview with the 25th Infantry

Battalion, Ruben revealed that he joined the NPA in 1997 and held various positions such as member of Samahang Yunit Pampropaganda, Team Leader of Medical Staff, Political Instructor of Pulang Bagani Command 5 until he was elevated as Front Secretary in February 2012. He revealed that he decided to join the NPA in a bid to avoid poverty and correct the wrongs in society. Ruben got married to Charjelyn Casquijo, also a Front Secretary, in 2002. AVAO Light and Power Co. in cooperation with its social development arm, the Aboitiz Foundation, Inc. recruited and qualified last month 38 new college scholars whose grants will start this school year 2013-2014. The figure brings the total number of Davao Light scholars in college under the umbrella of the company’s Corporate Social Responsibility (CSR) program to 89. The scholars are dependents of customers coming from various areas of the company’s franchise namely Davao City, Panabo City, and the municipalities of Carmen, Dujali and Sto. The bellicose singer has scored a nearly $15,000 judgment in his lawsuit against Britain’s Channel 4, which used “Please, Please, Please, Let Me Get What I Want” by the artist’s former group The Smiths— without his permission, he said—during a commercial for the 2011 special Gordon Ramsay’s Christmas Cookalong Live. On its end, Channel 4 said in a statement: “In this instance, a small payment was made additionally to our music blanket agreements for this trailer.” And, let’s just say, Morrissey isn’t planning on taking himself out to a fancy dinner with that dough. “Ramsay may very well stick his head in his microwave when he hears that the money I received from Channel 4 because one of my songs was used to promote his Christmas show is being donated to PETA to fight foie gras,” the famous vegetarian said, according to The Guardian. “Foie gras is so cruelly produced that

In recognition of the Philippines as the location of the first “next generation” mid-scale Park Inn brand to be established in Asia Pacific, the photo competition aimed to showcase the Filipino colors, flavors, culture, traditions and various destinations from around the country. This social media initiative, which used Facebook as a platform, was adapted from the hotel’s Adding Color to Life brand service philosophy. Six finalists were chosen out of the 956 entries submitted within the period of April 9 to June 11, 2013. AINT-MALO, France (AP) — Germany’s Marcel Kittel won Tuesday’s 10th stage of the Tour de France in a sprint finish and Chris Froome stayed out of trouble to keep the leader’s yellow jersey. Kittel held off countryman Andre Greipel and Mark Cavendish in a dash to the line to win his second stage of the Tour. Cavendish nudged Dutchman Tom Veelers off his bike as they sprinted for home. “I touched him. The road was bearing left,” Cavendish said. “Yeah, it was my fault. ... ASHINGTON (AP) -- Martina Hingis and the rest of the Washington Kastles wasted no time putting on the red T-shirts, the ones that proclaim that they’re now at the top of the list among the ‘’longest winning streaks in major U.S. pro sports history.’’ And they even got congrats from the Los Angeles Lakers. The Kastles of World Team Tennis won their 34th consecutive match Tuesday night, routing the Boston Lobsters 25-12. Their streak is one better than the storied run of the 1971-72 Lakers, a team that included Wilt Chamberlain and Jerry West.

‘’We made history. Tonight is magic,’’ said coach Murphy Jensen, sporting a white hat with the number ‘’34.’’ ‘’This experience has been beyond belief. These guys have made a masterpiece, and this team will never be forgotten.’’ Such hyperbole is a matter for debate, considering that the WTT typically isn’t considered a ‘’major’’ sports league and that its top players appear only in selected matches, creating an atmosphere more comparable to that of a fan-friendly minor league baseball team. The Lakers, on the other hand, had an undisputed landmark achievement that continues to stand as

the high-water mark for the NBA, NHL, NFL and Major League Baseball. Still, winning 34 in a row on any level isn’t easy. Among those tipping a hat to the Kastles was Lakers executive Jeanie Buss, who was involved with World TeamTennis in the 1970s as an executive for the Los Angeles Strings. ‘’Winning 33 consecutive games was an amazing accomplishment by our 1971-72 Lakers team, as evidenced by the fact that no other team has come close to reaching it for over 40 years now,’’ Buss said in a written statement. ‘’On behalf of the Buss family and the Lakers family, I want to congratulate the
