T last count, the number of Human Immunodeficiency Virus (HIV) cases in the city had reached 593, the highest in the region. Dr. Jordana Ramiterre, chief of the city’s Reproductive Health and Wellness Center (RHWC), said the reason for that is because of it being highly urbanized and people come to Davao to do business and visit. “The city is very populous which makes it vulnerable to the increase in HIV cases,” she said. The following data

Duterte challenges CHR to ‘go ahead’ with probe By EJ DOMINIC FERNANDEZ

AVAO City Mayor Rody Duterte has challenged the Commission on Human Rights (CHR) to “go ahead” and investigate, starting with him, the death of three alleged kidnappers in a daring rescue of their victim in Davao City last week. Duterte, who was at the inauguration of the new Calinan Police Station Friday, said that the police have his support, and that he is open to an investigation even if it reaches all the way to the Supreme Court. “I am the supervising authority of the police and I will not allow my policemen to be crucified,” he said. Duterte said he will not sacrifice the lives of policemen in favor of the lives of criminals. He said, “criminals know that they would lose their lives if they entered Davao City.” That was the mayor’s response to CRH chairperson Etta Rosales’ statement that the death of the kidnappers of a 51-year-old

businesswoman from Metro Manila, Sally Chua, who was rescued by the Davao City Police at Allied Bank Davao City last Thursday violated their rights. An exclusive report from ABS-CBN Friday showed an amateur video clip of one of the kidnappers being shot by the police at pointblank range despite his alleged gesture of surrender, which prompted Rosales to tag the police operation as “murder.” “The criminals came a long way from Manila, perhaps consorted by some authorities to be able to pass through roll-onroll-off checkpoints, and you tell me they reached Davao just to surrender?” the mayor said in response to Rosales’ accusation. Rosales said, “the police can’t eradicate crime, by committing another crime, and that they should have arrested the suspect properly after he surrendered.” Duterte said he was thankful to the an-

ti-kindapping-group of the National Police for alerting him beforehand of the kidnapper’s plans to have the “pay-off” in Davao City. He said he ordered Davao City Police chief Ronald dela Rosa, “ug dili nimo mapatay,

ikaw akong patyon (if you wont kill the suspect, then I will kill you instead).” “You are a police officer, you know the parameters on how you would be able to do that,” he told Dela Rosa.

ENATOR Teofisto (TG) Guingona III commended the Davao City Police Office (DCPO) and gave P2,5 million for the rehabilitation of the Calinan Police station. Guingona led the inauguration of the new Calinan Police station Friday, saying that the allocation of funds was not just as aid or support, but a way of showing gratitude to the Davao City police for their dedication to attain excellent peace and order situation in the city. “If it wasn’t for the peace and order that the DCPO has brought to the city, businesses, investors and the citizens here would not have prospered,” he said. The funds for the rehabilitation of the police station came from Guingona’s priority development assistance fund (PDAF) and in line with the senator’s commitment to assist in strengthening the peace and security of the people in Mindanao.

The senator, through his Good Governance Advocacy also poured in P13 million to different projects of Davao City. Besides the P13 million and P2.5 million for Davao City, the senator also gave P4 million for the construction of a farm to market road in Tagum City. Another was P1.5 million for the construction of two classrooms of the Davao Oriental State College of Science and Technology. He also allocated P2 million of his PDAF for the construction of a water system in barangay Kasilak, Cacao and Little Panay in Davao del Norte and another P2 million for the construction of a water system in barangay Buenavista in Davao del Norte. He also allocated P1million fund for the construction of the multi-purpose building for evacuation and training center in barangay Toril, Davao City. EJF

Mindanao power body pushes for upgrading of Agus 6 plant T

HE Mindanao super-body tasked to hasten the implementation of power-related projects in the region has endorsed a proposal to increase the capacity of the Argus 6 hydroelectric power plants that would boost its ability to mitigate the supply crunch in Mindanao. The Mindanao Power Monitoring Committee firmed up the endorsement during a recent meeting where participants assessed the power situation in Mindanao and the status of measures taken to address the problem. MPMC a multi-agency body tasked to study, coordinate and monitor Mindanao’s power sector and make recommendations for its improvement Secretary Luwalhati R. Antonino, head of the power monitoring body, said that the proposal to up rate Agus 6 Unit 4 is in addition to the Agus 6

Units 1 and 2 up rating approved last year by the National Economic and Development Authority Board. According to National Power Corp Mindanao, the proposed up rating of Agus 6 Unit 4 would improve the plant’s generating capacity by 15 megawatts, from its available capacity of 35 to 50 megawatts. The up rating project might cost P 495 million. State-run Power Sector Assets and Liabilities Management Corp (PSALM) is finalizing the bidding schedule for the P2.6 billion Agus 6 Units 1 and 2 up rating, which is set to commence in the third quarter. The Agus 6 Units 1 and 2 up rating project seeks to extend the generating plant’s economic life for another 30 years and increase its output from 50 megawatts to 69 megawatts. The project will take 30 months whose ex-

South Cotabato, Sultan Kudarat to showcase tourism potentials T

OURISM stakeholders in South Cotabato and Sultan Kudarat provinces are set to hold an investment conference as they make a big push for the development of the area’s emerging tourism sites into worldclass attractions. South Cotabato Gov. Daisy Avance-Fuentes said Friday the preparatory works are now underway for the area’s first-ever tourism investment con-

ference, which is mainly aimed at attracting major tourism ventures to various prime ecotourism resources within the two provinces. Dubbed the South Mindanao Tourism Investment Conference (Tourism Icon), she said the initiative is part of o going efforts to fully develop the existing ecotourism sites in areas covered by the Allah Valley Landscape Develop-

ment Alliance (AVLADA). AVLADA is a local government-led environmental body that oversees the management and protection of the Allah Valley landscape, specifically the critical Allah River and its watershed areas. The alliance, which is a recipient of the Galing Pook Award in 2009, comprises 11 local governments in South Cotabato and Sultan Kudarat that are traversed by the

Allah River. Fuentes said the investment conference will focus on promoting the area’s proposed “ec tourism highway,” which was considered to cover the municipalities of Lake Sebu, T’boli, Surallah, Norala, Banga and Sto. Nino in South Cotabato and Lambayong, Esperanza, Bagumbayan, Isulan and Tacurong City in Sultan Kudarat. [Allen V. Estabillo/MindaNews]

against lawless elements perpetrating in the city, especially those responsible in summary killings. To realize this, the chief executive is banking on the Philippine National Police to strengthen their efforts in curbing the crime rate in the city, but was quick in adding that the police force cannot do it alone without the support of the local government.

As such, a resolution was passed by the council endorsing the request of the PNP for equipments that include brand-new patrol vehicles, 18 handheld radios, 2 single motorcycles and a camera for its investigation unit, the latter of which was immediately given by Mayor Rellon towards the end of the conference. “Expect more of our support be it in logistics or

financial, this is because seryoso ang liderato to curb the criminalities and other irregularities happening in our society,” Mayor Rellon said who pronounced achieving authentic peace and security for the city as among his top agenda in his first 100 days in office in accordance with his EAGLE WINGS priority thrusts in governance. 4 cops sacked over killing of GS criminology student

F

OUR policemen will likely face criminal and administrative charges over the killing on Wednesday night of a criminology student whom they have mistaken as a carnapping suspect, an official said Friday. Supt. Rolly Octavio, deputy city police director for operations, said their initial investigation showed that the four committed some lapses during a pursuit operation along the national highway in Barangay Baluan that resulted to the death of victim Randy Quirante. He said the four policemen -- Police Officer (PO) 2 Arnold Sua, PO2 Ariel Beldera, PO1 Rudyard Dequito and PO1 John Rey Daligdig -- were already disarmed and relieved from their posts. The four are presently in the custody of the city police’s personnel holding and accounting unit pending the ongoing investigation and filing of formal charges, he said. The 18-year old

Quirante, who is a second year Bachelor of Science in Criminology student of the Ramon Magsaysay Memorial Colleges (RMMC), and a classmate were on their way home to Barangay Spring in nearby Alabel, Sarangani province on Wednesday night when the incident happened. The victim’s companion, whose identity has been withheld for security reasons, said they were driving along the national highway in Barangay Baluan aboard separate motorcycles when they were stopped by a mobile patrol team of the police station number 03. The patrol team has set up a checkpoint in the area in response to a flash alarm regarding a stolen motorcycle in Barangay Lagao. The witness said Quirante, who was only carrying a student driver’s permit, did not stop and instead sped away, prompting the policemen to pursue him. [Allen V. Estabillo/MindaNews]

Renowned scientist bares fish yield decline at world famous Apo Island W

ORLD-RENOWNED marine scientist and “father” of the marine protected areas concept, Dr. Angel Alcala, disclosed Friday a decline in fish yield at Apo Island in Dauin, Negros Oriental following the onslaught of typhoons Sendong and Pablo. Before the typhoons in late 2011 and late 2012, fish production outside the Apo Island marine sanctuary was reported at an average of 150 tons of bio-mass fish a year, but now fish yield outside the no-take zone has dropped to as low as 15 tons a year, said Dr. Alcala during a forum on climate change at Silliman University. The forum is part of the many activities lined up for the Ocean Defenders campaign of Greenpeace, which was launched in the country Tuesday during its first leg of the tour at the world famous dive destination Apo Island and in Dumaguete City from July 9 to 13. The decline in fisheries production at the island

is largely linked to the two typhoons as well as extreme weather conditions arising from climate change, according to Alcala and other scientists present during the same forum. Alcala, a former Environment Secretary and former chairman of the Commission on Higher Education, said that 10 percent of the current total fish catch of 15 tons a year at Apo Island comes from the marine protected areas (MPAs). Alcala is renowned for conceptualizing no-take marine reserves as a tool for sustainable fisheries management and bio-diversity conservation in the Philippines since 1974, involving local government units and promoting community-based resource management. In 1984, the MPA was first established at Apo Island and was later declared a Protected Landscape and Seascape. It became popular as one of the best documented MPAs in the world. Today, Apo Island has suffered massive devasta-

tion of a large chunk of its total 104 hectares of coral cover, the biggest of which is at its 24-hectare marine sanctuary where about 99 percent of the coral reefs have been reduced to “rubble”, scientists and divers reported following reef checks and surveys done early this week. According to Dr. Alcala, marine protected areas are necessary to sustain fish-

ery production, especially as “Filipinos love to eat fish”. He noted that today, shallow waters no longer have as much fish as in previous decades. He attributes reduced fish population to overfishing and the use of destructive fishing gear and overpopulation, among others. The Philippines has an estimated 25,000 square

kilometers total of coral reef cover, but only about four percent of this have MPAs, he added. This is not enough for the country to sustain its fish production, Dr. Alcala said, adding that the only way to protect the Philippines from its declining eco-systems from direct and indirect threats is to establish more no-take zones to allow fish biomass

to recover. The renowned marine biologist recommends converting as much as 30 percent of the Philippines’ total coral reefs cover to save these from further degradation. He disclosed that based on a 2007 survey, of the estimated 600 marine protected areas in the Visayas, only 30 percent is working. [PNA]

links air pollution DENR to livestock raisers: Invest Study to over million deaths in waste management facilities U T HE Department of Environment and Natural Resources (DENR) has called anew on poultry and hog raisers to invest in facilities and technology aimed at mitigating the negative effects of commercial livestock production to the environment and public health. “We call on poultry and piggery owners to put premium on pollution control and wastewater treatment facilities to ensure that the wastes generated by their

operations will not affect the surrounding environment and the health of the people in their respective communities,” DENR Secretary Ramon J. P. Paje said. Paje issued the call amid complaints against some poultry and hog raisers about their untreated sewage spilling into rivers and other bodies of water, a violation of RA 9275, also known as the Clean Water Act of 2004. “Farm owners should

immediately employ corrective measures so as not to aggravate the situation,” Paje said. The DENR chief warned continued violation of the clean air and water laws may result in permanent closure of erring poultry and piggery farms, a scenario which Paje said he does not want to happen. “We do not want to close poultry and piggery farms because it will create more problems like dwindling supply of eggs, chick-

en and pork, soaring prices etc,” he said. However, Paje said that while the DENR recognizes the contribution of the chicken and hog industry to agricultural production and to the Philippine economy, this does not give them the license to pollute the water and air. According to statistics, the overall production of hog and chicken in 2011 amounted to 1.94 million and 1.41 million metric tons, respectively. [DENR]

tionwide,” she said. EMB, a line bureau of the Department of Environment and Natural Resources (DENR), has bared its expansion plan as latest available data presented during this week’s clean air forum show more work is needed to better improve the country’s air quality. Such data show the country’s annual average level of air-polluting total suspended particulates

(TSP) reached about 100 micrograms per normal cubic meter (ug/Ncm) in 2012. Data also show 2012 TSP level in Metro Manila reached 119 ug/Ncm. Both national and Metro Manila levels last year are already lower than the 145 ug/Ncm and 171 ug/ Ncm TSP levels EMB monitored in 2004, respectively. The 2012 levels still exceed the 90 ug//Ncm

guideline value authorities set for TSP, however. “There’s still a long way to go even if we already made significant improvements in our air quality,” EMB Dir. Juan Miguel Cuna earlier said during the forum. He noted EMB monitoring also show roadside levels of particulate matter (PM) 10 exceed the 60 ug/ Ncm guideline value for this pollutant. [PNA]

EMB eyes 39 more high-tech air quality monitoring stations T

HE Environmental Management Bureau (EMB) next year targets 39 state-ofthe art air quality monitoring (AQM) stations to further improve its nationwide anti-air pollution campaign. EMB-AQM Section chief Jean Rosete noted the each of the station is worth P10 million. “We plan installing the stations in highly urbanized cities (HUCs) na-

.S. researchers claimed Friday that human-caused outdoor air pollution may be responsible for over two million deaths worldwide each year. The study, published in the journal Environmental Research Letters, estimated that around 470,000 people die each year because of human-caused increases in ozone. It also estimated that around 2.1 million deaths are caused each year by human-caused increases in fine particulate matter, tiny particles suspended in the air that can penetrate deep into the lungs to cancer and other respiratory disease. “Our estimates make outdoor air pollution among the most important environmental risk factors for health,” the study’s co-author Jason West from University of North Carolina said in a statement. “Many of these deaths are estimated to occur in East Asia and South Asia where population is high and air pollution

is severe.” In their study, the researchers simulated concentrations of ozone and fine particulate matter in 1850, when the industrial era began, and in 2000. A total of 14 models simulated levels of ozone and six models simulated levels of fine particulate matter. The study noted number of deaths that can be attributed to changes in the climate since the industrial era is, however, relatively small. It estimated that a changing climate results in 1,500 deaths due to ozone and 2,200 deaths related to fine particulate matter each year. Climate change affects air quality in many ways, possibly leading to local increases or decreases in air pollution, it said. For instance, temperature and humidity can change reaction rates which determine formation or lifetime of a pollutant and rainfall can determine the time that pollutants can accumulate. City to tap Internet to attract investors

W

ITH austerity measures being implemented by the local government, the Davao City Investment and Promotions Center (DCIPC) is looking at the internet to attract investors. Among the affected programs in the austerity measures are overseas sales missions conducted by the city. In 2012 the City Government planned two sales missions; one in Beijing, Peoples Republic of China supposedly to be held in June of 2012 and one in Singapore which pushed thru last October. The Beijing mission was cancelled because of the maritime dispute between China and the

Philippines in the West Philippine Sea. Cortez said that ideally the City should conduct at least two to three overseas sales missions but with the cost-saving measures they are not organizing a single mission for 2013. Instead they will be tapping the social media to interact with prospective investors. Cortez said the purpose really for sales missions is to personally meet prospective investors and without these missions they would have to rely on the internet to keep in touch with overseas businessmen. Another online program is an internet-based matching facility in con-

junction with the Davao City Information Technology Center (DCITC). It is a portal for manufacturers, buyers, traders, importers, exporters, distributors, those engaged in selling/buying/leasing real estate or those looking for middle management personnel for their companies. Cortez said the online facility will be embedded in the official site of the Davao City Government www.davaocity.gov.ph. He said they are planning to launch it within three months. Another program in coordination with the Department of Trade and Industry (DTI) and the Board of Investments (BOI) is the visit

CEO activity. In the project the DCIPC will visit chief executive officers (CEOs) of local companies and ask them of their needs and would render assistance to their concerns. “Instead of the companies coming to the government, we come to them.” Cortez said. He said this could help jumpstart investments in limbo because of lack of permits and other documents. “There are certain projects that needed some push and this is some sort of an intervention.” The DCIPC OIC said. He added that they are planning to have two CEO visits for this year. [PIA 11/RG Alama]

DOT pleased over EU ban lifting T

HE Department of Tourism (DOT) is most pleased with the decision of the European Union (EU) to lift its ban on the Philippines, which will now allow Philippine Airlines ) PAL) to operate flights to the 28-nation bloc. “This is very good news for the Philippine aviation industry as this means that the EU now recognizes the Civil Aviation of the Philippines (CAAP) as an aviation authority that competently qualifies airlines in the Philippines. This is also an excellent opportunity for Philippine tourism as PAL will be able to effectively augment the existing services by foreign carriers that cater to tourists in the region. The United Kingdom, Germany and France are among the key European markets with stable influx to the country. European tourists have already registered 213,598 visitors from January

to May this year, which marks an 8.6 percent increase from the 196,794 European visitors registered for the same period in 2012. We therefore expect a significant increase from these markets, to include those from adjacent countries, once the PAL flights are made available” Tourism Secretary Ramon R. Jimenez, Jr. remarked. “We congratulate the DOTC, CAAP, and PAL for tirelessly working to regain the EU’s confidence to ‘effectively comply with relevant aviation safety regulations.’ Looking forward, we are optimistic and confident that other Philippine carriers will progress in their committed endeavor to address their respective safety issues that would allow them to gain access to tourist-rich Europe. As we work towards our goal of 10 million foreign tourism by 2016, we need our international seats and connectivi-

Toyota launches All-New Vios stretched in almost every direction (L x W x H): 4,410 mm (+110)

V

I O S — d e r i v e d from the Latin word meaning “to move forward”—seems like a fitting nameplate for a car that’s destined to bring Toyota Motor Philippines to new heights and bring its product-led transformation to the next chapter: the mass-market. The undisputed leader in the sub-compact car segment since the launch of the first-generation model in 2002, the all-new, third-generation Vios aims to cement that lead further, and in the process, add another nail to the competitors’ coffins.

T

Encapsulating “Waku Doki” or “Fun-to-Drive”, the allnew Vios sports a brandnew sheet metal that’s aggressive and dynamic. The exterior of the Vios takes its design cues from the likes of the 86 sports car and the RAV4 crossover with its angular and dynamic lines. Upfront the new face is dramatic with an upper grille that seems to traverse through the swept-back headlamps and a sporty trap-

ezoidal blacked-out lower grille. The head-turning frontend is matched equally at the back with sharply creased tail lamps for a futuristic look. Aside from being a looker, the Vios’s new design incorporates new aerodynamic fins (such as those in the side view mirrors) to cut the wind better, offering better aerodynamics resulting in improved fuel efficiency and cabin quietness. With an exterior

x 1,700 mm (+00) x 1,475 mm (+15), the new Vios boasts of even more cabin space with more headroom, knee room, and shoulder room than ever before. The flat rear floor design means that three adults can fit comfortably at the back while the stretched rear area equates to more trunk capacity. Apart from class-leading space, the all-new Vios features an interior that emphasizes modernity and classiness. The dashboard is punctuated by dramat-

ping and organizing the women’s positions prior to the shoot taking place. It’s a project that Dean Oram, art director at advertising firm The Richards Group, initially proposed to Fiat without fully knowing how to accomplish it. And when Fiat loved the idea, the reality of delivering on the promise proved daunting. With the help of a top photographer and a world-renowned body painter, however, the agency felt confident the ad would be a success. But even Tracy had his doubts: “Initially, the concept for this project blew my mind, and I knew how overwhelming the task could be.” The Richards Group is the same agency responsible for the sexy Fiat 500 Abarth ad, where a man becomes

entranced by a seductive Italian women before she turns into an Abarth as he goes in for the kiss. Given strong sales of the Abarths, Fiat has hewed to the steamy approach for its

new model, the 500L, where it reimagined Paul Revere’s ride as a Harlequin-meets-Maxim fantasy of Italian invasion. This ad will debut in print in the “Body

ic lines, chrome accents, molded stitching, and Piano Black accents. The three-ring instrumentation cluster features cool blue illumination for a sportier attitude. And as with the exterior, the interior shows Toyota’s world-renowned manufacturing technology, resulting in a fit and finish that exceeds its class. Underneath, the Vios comes with same reliable family of 4-cylinder engines equipped with double overhead cams, 16-valves, and Toyota’s VVT-i or Variable Valve Timing with intelligence. Both the 1.3- and 1.5-liter engines boasts of excellent everyday performance coupled with superb fuel economy. The 1.5-liter 1NZ-FE boasts of 107 horsepower at 6,000 rpm and a maximum torque of 142 Nm at 4,200 rpm. Meanwhile, the 1.3-liter 2NZ-FE features a peak output of 85 horsepower and 122 Nm of torque. Both engines maybe mated to a 5-speed manual or 4-speed automatic featuring Toyota’s Super ECT technology. And to ensure excellent handling, stability, and ride comfort, the all-new Vios features a re-engi-

The all-new Toyota Vios is slated to be another huge success for Toyota Motor Philippines, and the country’s best-selling car brand is inviting the motoring public to “start the fun” by test driving the all-new Vios on Saturday, July 13 to Sunday, July 14. From 10am to 5pm. The Vios will be made available for test drives at the Alabang Town Center, Bonifacio Global City, and Eastwood City. For more information about the all-new Toyota Vios, visit www.viosstartthefun.com or like Toyota Motor Philippines’s official Facebook page.

Fiat 500 Abarth Cabrio: Body paint art

HIS ad for the new Fiat 500 Abarth Cabrio, is a photograph of a real event. The car above is actually a baker’s dozen of women painted by a renowned body artist and carefully positioned to evoke the sexy Italian microcar. Even knowing what you’re looking at, you need a triple-take to fully comprehend it. But does it make you want to buy a Fiat? The body artist assigned the daunting task of painting a platoon of models into a Fiat 500 is Craig Tracy. Since the job required much flexibility, Tracy and team recruited circus performers, artists and contortionists, capable of bending and holding unfathomable poses. An additional 30 to 40 people worked behind the scenes map-

lia once created a similar ad for a road safety campaign. Regardless, it’s an ingenious concept — although one that works much better for Fiat than, say, Ram pickups.

Judgment call

AST week’s rescue of Quezon City-based kidnapped businesswoman Sally Chua placed Davao City on the high power objective of the Commission on Human Rights’ microscope again. The Thursday rescue left three members of the kidnap-for-ransom gang dead, 10 others eluded arrest, while the 14th member--Ramil Macamay--is in the custody of the authorities. Victim Sally, is back in the arms of her family and her millions in ransom money safely back in the bank (we assume). She also lives to tell the story her days of harrowing experience while still in the clutches of her abductors. She was all praise for her saviors and profuse with her thanks for her deliverance. For one fleeting moment, Davao City cops led by city police director Ronald Dela Rosa were the biggest heroes in the country. Dela Rosa, who will be leaving the city two days hence for reassignment elsewhere, cast a giant shadow in the aftermath of the rescue. Of course, Mayor Rody Duterte was the undisputed man of the hour. The operation was simply the fruit of his storied hands-on stand against all forms of criminality in his city. While Davao City basks in glory in the social media and global online news broadcasts, comes now the CHR cutting the par-

ty short. Reacting to a video clip of the bloody rescue, the CHR cried foul calling it “murder” and not a rescue. The CHR’s entry somewhat watered down the celebration of the moment, with Davao City now the subject of an inquiry for alleged human rights violations. For the peace of mind of the CHR, let the investigation proceed and the knee-jerk reactions end. The Commission’s pronouncements are too premature to lay judgment on the Thursday incident. It must have been a letdown from the little CHR gods pontificating on how NOT to treat hardened, well-armed criminals. But it is not about feeling good or doing it right. To shoot is to shoot. There are no gentle bullets. No soft spots. Like that alcohol advertisement, you don’t treat germs like they were babies. You don’t handle criminals like pets. This is about the good winning over evil. This is about rescuing an innocent victim. This is about self preservation and keeping the respect for law and order. Those who choose to defy laws and norms have to face the consequences. For the police, this is also a choice they need to make—their very own life at stake and that of the kidnap victim on the line-at split second speeds. It’s a judgment call. You live and die with it.

Government’s relative inaction

SERIOUS HEALTH CONCERN IS COMING TO HEAD – Nothing could be a more clear indication than the latest raid conducted by joint police and Food and Drug Authority (FDA) operatives in a big warehouse in Quiapo, Manila that contraband Chinese medicines, health and beauty supplies, food supplement, sex enhancing drugs, infant food products and other merchandises continue to gain trouble-free entry into the country’s major airports and sea ports. The exposed smuggled and highly illegal goods with an estimated market value of more than P500 million are being repacked for distribution nationwide. But the much-vaunted police operation immediately got mixed reaction. The consuming public and legitimate drug manufacturers and distributors have been disappointed by government’s relative inaction since it’s a well-known fact that such illegal enterprise has been going on for quite some time. The only problem is that authorities are looking at the opposite direction for obvious reasons. In cases like this which is widespread, Davao City likewise has its own share of the problem. Sometime last year, health authorities say that the banned drugs, health and beauty products, food supplement, infant foods, sexual potency drugs and other commodities sold in stores and peddled in the sidewalks particularly in the Chinatown district can be dangerous for human consumption. The local agency of the Food and Drug Authority (FDA) then conducted an investigation and has warned the consuming public anew on the proliferation of banned drugs. The FDA, the lead agency tasked to regulate and monitor food and drug products says these are the same stuffs that were target of previous confiscation. Aside from seizure law enforcement units and FDA people even have the temerity to rattle certain arrests. Is that so, gentlemen? Whose

T

legs are you pulling down this time? The serious problem is coming to a head. The FDA found that the banned commodities, most of which are imported from China, although surprisingly they obviously don’t want to mention its origin contained high level of cancer-bearing chemicals. Medical experts have declared the banned drugs a health hazard. Again, as we’ve mentioned the FDA then obviously did not identify the origin of the banned drugs except to give clues that they could have been sneaked into the city using either the cities of Zamboanga and General Santos as the port of entries. Goodness gracious! Is there something to hide, gentlemen? The banned drugs are becoming a serious health problem and victims patronized the illegal products unknowing of the negative effects. Worse, peddlers are conducting their trade with impunity, and right under the very noses of law enforcement units and concerned government agencies? Holy cow! The chemically-laced drugs are “hightech” miracle that would promote beauty enrichment, health development; weight loss and promised to enhance sexual potency. However, medical experts and clinicians found that patients who used the products are more than 30 times as likely to develop skin infections or colon cancer and other cancer-related diseases. These infections even when treated with antibiotics are lethal in some 10 percent of cases. Some studies advised that all prospective users should consult experts

for recommendations such as the proper application and use of prescribe drugs. Unrecognized, chemically-spiked drugs especially those with high mercury content attack slowly and furtively. Initially, it produces subtle symptoms so a person being affected is often unaware that anything is wrong. Slowly but gradually, it damaged the skin, body tissues, clog blood vessels and injure the internal organs. If taken in large quantity, banned drugs could even result in instant death. Unaware consumers are really helpless, which can be devastating. Now authorities have already identified the origin of the banned drugs that proliferated across the country. Above all, it’s just a matter of investigating the crucial issue and immediately right after, the FDA will soon realize that most, if not all of the banned drugs are imported from China. Say what they will but most if not all smuggled Chinese products have no required labeling except for few Chinese characters such as if they contain known toxins, allergins or an entirely new substance. It’s a sort of puzzle and some worried consumer groups are trying to know how these banned drugs gained entry into our seaports and airports and other point of entries without being detected by authorities. Their question: “Is it done on purpose and for what reason?” When it comes to performance of their designated tasks, we have concerned government agencies and law enforcement pockmarked with inefficiency. The result – layers of increased fear that is passed on to wary consumers and end-users that face the real danger – health problems. The saddest part is that certain arrests of violators and much-hyped crackdown against unscrupulous traders reported in media are nothing but just an image-boosting scheme aimed at earning pogi points.

Abolish SK for being corrupt? How about the corruptors?

HE Sangguniang Kabataan (SK) was meant to enfranchise our blooming youth—age 15-21 years—and give them a stake in nation-building. It was hoped that a defined role for them in the community, with a set of duties distinct from the adults, would instill a sense of community and a responsible outlook in them. That was the hope of the better angels of our society back when the Local Government Code was contemplated in Congress over two decades ago. At the time, since the youth are presumed to be the most idealistic sector in a community, there was great expectation that their energy and ideas would animate the grassroots—in their own neighborhoods, side by side with the institutions of learning and the houses of worship that exist cheek by jowl with them in the barangays. But somehow things didn’t work out. It has been more than a generation, but instead of satisfaction for a job well-done, what faces the SK today is disillusionment. The politicos say it didn’t live up to its promise. Rizal’s “Hope of the Fatherland” did not grow up to take their assigned place in local society. It is curious however that nothing much is being said as it faces extinction. Are the

WORM’S EYE VIEW BY MANNY VALDEHUESA

(1st of two parts) youth so readily dispensable? Is the SK’s abolition a foregone conclusion? No surveys have been made, no studies or analyses undertaken about its record, and no great debate is taking place. It doesn’t seem right that its concluding chapter is being decided by a few traditional politicians, trapos—they who should account for why the youth in their care have learned to maneuver and behave like them with impunity. “School ng Korupsyon?” Several bills calling for its abolition have been filed, the latest by Liberal Party Rep. Edgar Erice of Caloocan City. It is the second time he’s filing it; the first was during his first term years ago. He reasons that because it has been exposed to the corrupt practices of “their unscrupulous elders in the government service” the SK is now a “School ng Korupsyon.” So it should be abolished. He and his allies are proposing this without bothering to look into the causes

or the background of how or why the SK had got so bad. To replace it, they propose the creation of a Barangay Youth Council. To justify it further, they cite the low turnout of young voters during elections, saying that this shows “waning interest of the youth” in their own SK. It is the kind of reasoning that makes one wonder how corruption in our system will ever be mitigated, let alone eradicated. Twisted thinking They allege that “corrupt practices of unscrupulous elders” victimize the youth and corrupt the SK. Then in a curious twist of reasoning, instead of identifying what the corrupt practices are—with the view to stopping them—they turn to the youth and move for their disbandment. They don’t even attempt to pinpoint the supposed corruptors (“unscrupulous elders”) so they can be held to account. They simply want the youth out of the picture, curtailing their part in the political process. In other words, they do nothing about corrupt practices or the people committing them; they simply skirt around the occurrence and let the culprits carry on while their victims (the SK youth) suffer the penalty of banishment and public opprobrium. Leaving the corruptors undisturbed, they castigate the victims!

The essence of Ramadhan PERSONAL ESSAY BY MUSSOLINI SINSUAT LIDASAN

(Conclusion)

W

E have to understand that the dates of Ramadhan vary, moving backwards about ten days each year as it is a moving holiday depending on the moon. Ramadan commemorates the month in which the first verses of the Qur’an were said to be revealed to the Islamic Prophet Muhammad (Peace be upon him). Nowadays, when I grow up learning about the harsh realities in Mindanao, we celebrate Ramadhan not just by refraining from eating and drinking in excess but most importantly treat this as a time for peace, reflection and resolution to end the decades of conflict. For many decades, Mindanao has been torn in rido (clan feud) and buried in abject poverty and injustice, conditions that brought it to become a hotbed of Moro separatist movement and communist insurgency. The Ramadhan celebration here in the Philippines and Mindanao in general and Ateneo de Davao University in particular is dedicated for fasting and reflection towards a better understanding of the facets of Islam among the Muslims and non-Muslims. Interreligious dialogue is one of the core principles of the Ateneo de Davao University’s vision, mission and goals. This month of Ramdhan can be an active venue for both Muslims and Christians in providing space for this VMG to materialize at the school level. On a bigger perspective, this celebration of Ramadhan can be an opportunity to advocate for a stop to war in Mindanao and to offer reconciliation based on justice among Christians, Muslims, and Indigenous Peoples. About 10 million Muslims in the Philippines are expected to observe Ramadhan, all hoping for the betterment of Mindanao and its people. To demonstrate its aspiration of promoting peace and reconciliation during the Holy Month of Ramadhan, Al Qalam Institute and the Asatidz Council of Davao City, with its partners will distribute mineral water, dates, bread, fruits and coffee at day break during the end of fast every Friday at the different Muslim communities in Davao City. There will also be a film showing every Wednesday afternoon to raise awareness among the Ateneans on the essence of Ramadhan and why Muslims around the globe fast during this time of the year. In the whole month of Ramadhan, Muslims are expected to give the time to Allah (SWT). On the last day, it is the time for “idl fitr”, the feast of breaking the fast that marks the end of the holy month. As a student of anthropology, I try to apply what I learn in class. I try to problematize how most of us are actually observing Ramadhan. By looking at the way we practice Ramadhan, we need to see how Muslims evolved in Mindanao. How cable TV, internet, and time spent inside the malls watching movies to pass the time during this month somehow detaches us from the true essence of this month of sacrifice. T

HE NEWLY-INSTALLED administration of Davao City Mayor Rodrigo Roa Duterte, which may also be dubbed Rody Duterte Part 7 as this is his seventh term as the city’s elected chief executive since 1988, faces new and old challenges. Flooding No. 1 Just what are these challenges or concerns that RodyDuterte and his team must tackle during the next three years? What should take priority attention? Plenty, according to city residents when asked about it through a limited cellphone opinion survey, from July 1 to 14. A total of 102 people responded to the survey question “As a concerned citizen of Davao City, kindly make a list of challenges that Mayor RodyDuterte and his team should tackle during the next three years. Your answer will be published by Edge Davao.” The survey respondents listed more 50 concerns which they believe the new city administration should address. Predictably, flooding topped the list. A total of 52 respondents, or 50 percent of those who answered, said so, withmany suggesting comprehensive improvement of the city’s drainage system as the best solution. Flooding is followed by the traffic situation, peace and order, informal settlers, lack of a sports complex, poverty, unemployment, scholarship program, extra-judicial killings, illegal drug trade and dependence, juvenile criminality in that order. The problem of flooding was pointed out by people from all walks of life – businessmen, professionals, media persons, and even government officials. Among those who suggested solutions to the problem were contractor Vicente T. Lao, vice chairman of the Regional De-

velopment Council in Region 11 representing the private sector; Sebastian Angliongto, chairman of the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) and onetime head of the Mindanao Economic Development Council (Medco); DCCCII president Daniel Lim, former DCCCII presidents Robert “Boyet”Quinto and Sofronio “BJ” Jucutan, Land Transportation Office regional chief Gomer Dy, Philippine Information Agency (PIA) regional director Efren Elbanbuena, lawyer Raul Tolentino and daughter Atty. Dinah T. Fuentes, inventor Vir Sangutan, newsman Aurelio Pena, Robert Alama and Henrylito Tacio, Davao Fishport general manager Mario Malinao and Dumoy barangay captain Jessie Mar Culaste. Flooding is also the No. 1 concern pointed out by frequent visitors surveyed by this paper. Among the frequent visitors were Davao Oriental provincial board member Louie Rabat, and Manila-based Philippine Press Institute (PPI) executive director Ariel Sebellino. Award-winning artist Julito “Lito” Pepito, who is the corporate secretary of the Young Men’s Christian Association (YMCA)-Davao, suggested that we built large canals in some parts of city and convert them into tourist canals like what they have in Holland, which is below sea level. Business leader Anggie Angliongto proposes massive dredging at the mouth of Davao River and other rivers in the city to prevent what he calls “fallback” of water that causes flooding. To remedy traffic congestion in the city poblacion, LTO regional chief Dy suggests additional traffic planning, installation of more

CCTV (closed circuit television) cameras in intersections and to pursue the idea of a bus rapid transit system after a careful study. Dy likewise advised the city to pursue the old plan to establish two more bus terminals, one for north-bound vehicles and another for south-bound vehicles, at the city’s peripheries and to rid the poblacion of vehicular congestion. Dr. Anna Jessica Ortiga, Island Garden City of Samal Chamber of Commerce president Pastor Lozada Jr. and environment consultant Cristy Gallano are asking the government to improve the traffic lighting along city streets to make it easier for drivers to negotiate the streets at nighttime, especially during a hard rain. Other concerns that the respondents want Mayor Duterte to address are poverty, joblessness, the housing backlog which is one of the causes of squatting, corruption in the city government, Climate Change, and the unfinished business of solid waste management which they say is related to cleanliness and sanitation. Many of the survey respondents still hanker for an adequate sports complex, despite the presence of the newly-completed USeP gymnasium and cultural center inside the Bago Obrero campus of the University of Southeastern Philippines. Advocacies Some Dabawenyos took advantage of the survey to advance their individual advocacies. Cora Mae Baylon and Nikki Gomez are for a city-funded home and other first world amenities and privileges for the city’s growing population of senior citizens. Baylon wants the long-ballyhooed food ter-

minal to push through and for the city to work in earnest for a better market for the city’s agricultural products. “Support preventive measures to fight diseases,” texted Dr. Jeanette Ybiernas, adding that instead of Lingap spending too much on tertiary care, it should now cover smoking cessation, diabetes and hypertension control. “Let’s support kids with autism and other special needs, as they can be potential burdens to society without early intervention,” she said. Angelica Garcia wants the city to encourage the establishment of a worldclass crocodile skin leather tannery engaged in the manufacture of highly exportable croc skin leather and medicinal products since there is a crocodile farm in the city and another one in Davao del Norte. Nannette del Monte wants the Duterte administration to ban poaching or pirating of call center employees, as such practice has disadvantaged established contact centers. IGaCoS city administrator Cleto Gales and business leader Anggie Angliongto wish the city government would start comprehensive development of the wharves in Sasa and Sta. Ana serving tourists and ordinary travelers between Samal and Davao. Ateneo survey In a study conducted by the University Research Council of Ateneo de Davao Universituy immediately before the May 13, 2013 elections, it found that city voters want their elected officials to tackle such vital issues as peace and order, criminality and drug problem, unemployment, graft and corruption, education both basic and tertiary levels, housing, health and food security.

people. HIV is also found in saliva, sweat, and tears, though not in high enough amounts to transmit the virus to another person. HIV is also common among certain populations at risk, such as people who are injected with illicit drugs, bisexual and gay men.

“That’s why at the RHWC, we encourage individuals at risk to undergo testing for free,” Ramiterre said. The RHWC in City Health Office conducted free trainings, testings, counselings, HIV screenings, laboratory services and information educa-

tion drives. Recently, the RHWC conducted training among different city agencies in terms of giving service to persons with HIV. “If HIV positive individuals go to these agencies the latter already know how to deal with

them. They should be treated fairly,” she said. Ramiterre added that the seminars they conducted were attended by personnel of Central 911, Philippine National Police, Philippine Drug Enforcement Agency and other city government representatives.

3 share John Deere lead

S

ILVIS, Ill. -- Zach Johnson has evolved into one of the most consistent players the John Deere Classic ever has seen. Johnson put together another steady round Friday, maintaining a share of the lead despite standout efforts from rookie Patrick Reed and Lucas Glover. Johnson, the defending champion, shot a 5-under 66 to join Reed and Glover atop the leaderboard at 12-under 130 following second-round play. “(It) was a day of just hanging in there and letting things come. But I like the fact that I don’t have to be perfect and I can still play here,” Johnson said. Reed shot a 63 in the morning session, just one year after missing the cut at TPC Deere Run. Glover finished a shot better at 9 under on Friday.

Australia’s Matt Jones is a shot back at 11 under. Troy Matteson leads a pack at 10 under, while

three-time winner Steve Stricker is among those contending at 9 under. Given how well John-

An evening of jest and laughter

YOU know you have good friends when all of you get together for any small reason, like a quick lunch, or coffee, yet never run out of tales to tell. Of course, birthdays are even more special and such was Malouchi’s birthday dinner last week.

I arrived an hour late thanks to an earlier engagement but the gang was all there at Italianni’s and thankfully, just finished the salad course. I guess catching up with

each other served as an earlier appetiser that was more filling than the actual salad course. The birthday girl was

I guess one can say pink was the colour of the evening as the air in the restaurant was filled with giggles and laughter from the chatter emanating from three long tables of friends and relatives. I was supposed to have another engagement but had to turn it down because no one can keep me from this loving crazy group who can talk about anything and everything, from hotels, to muriatic acid, to liposuction, to ‘antihs’, all the way to Chupachups, in jest and without batting an eyelash! Malouchi’s dinner party was made even more fun with a birthday song and dance performance by the staff of Italianni’s which literally brought

Dionne Warwick and Tavares live in Davao

DIONNE WARWICK, one of the best-selling singing artists of all time and who had made famous hits such as “Walk On By,” “Do You Know The Way To San Jose?,” “I Say A Little Prayer” and “I’ll Never Fall In Love Again,” is coming to Davao. The one night concert, dubbed “Dionne Warwick & Tavares live in Davao” will be held this July 21, 2013 Sunday 8pm, at the SMX Convention Center at SM Lanang Premier Davao City. Sharing the spotlight with Dionne is Tavares, the popular American soul group of the 1970s and 1980s, which will be the front act of the concert, except at the University of Baguio show which will feature Dionne only. Ovation Productions is bringing back the pop and R&B supers.tar to the concert and entertainment scene three years after her 2010 tour, during which she charmed the sold-out audiences at the Smart Araneta Coliseum and at the Waterfront Cebu City Hotel & Casino. One of biggest acts of the 1960s and 1970s, Dionne Warwick attained international recognition for her sweet, rich vocals and iconic vibrato. She started out as a member of the all-girl group, The Gospelaires, with her sister Dee Dee and Aunt Cissy in her hometown of East Orange, New Jersey, until her excellent vocal quality and elegant singing style attracted the attention of songwriters Burt Bacharach and Hal David, who subsequently placed her as a solo artist with the Sceptre record label. Her debut single, “Don’t Make Me Over,” released in November, 1962, became a hit the following year, while her fourth single, “Anyone Who Had A Heart” (December, 1963), became her first Top 10 pop hit (No. 8), followed by “Walk On By” (April, 1964), her first No. 1 R&B hit and a million-dollar seller. Dionne continued to enjoy immense success from the mid-1960s to the

early 1970s with a string of Gold-selling albums and Top 20 and Top 10 hit singles, including “Message To Michael,” “Here Where There Is Love” (which featured the hit single, “Alfie”), “Trains And Boats And Planes” and “I Just Don’t Know What To Do With Myself.” In 1967, she earned her first RIAA Gold single for US sales of over one million copies for the single, “I Say A Little Prayer,” while her trademark tune, “Do You Know The Way To San Jose?,” became an international million-dollar seller and a Top 10 hit in several countries outside the US and won for Dionne her first of several Grammy Awards. Other hits that followed included (“There’s) Always Something There To Remind You” (No. 19, 1968), “This Girl’s In Love With You” (No.7, 1969), “You’ve Lost That Lovin Feelin” (No. 15, 1969), “I’ll Never Fall In Love Again” (No. 6, 1969), “Make It Easy On Yourself” (No. 37, 1970). Dionne reached the top of the pop charts for the first time in 1974 with “Then Came You,” which she recorded with The Spinners. After an absence of several years from the charts, she made a triumphant return in 1979 with the ballad, “I’ll Never Love This Way Again.” She made history in 1985 when she performed in the multi-Grammy Award-winning charity song, “We Are the World,” along with Michael Jack-

son, Diana Ross and Ray Charles. The song became the year’s biggest hit, spending four consecutive weeks at No. 1 on Billboard Hot 100 before being certified four times Platinum in the US alone. In the same year, she also scored one of her biggest hits with “That’s What Friends Are For,” an AIDS benefit single that also featured Stevie Wonder, Elton John and Gladys Knight. The song, penned by Burt Bacharach and Carole Bayer Sager, became a Triple No. 1 – R&B, Adult Contemporary and four weeks at the top on Billboard Hot 100, aside from selling close to two million in the US alone. In 2012, Dionne celebrated her 50th year in music with the album, “Now,” which featured most of the songs written by Bacharach and David. She also marked the milestone with the distinction of being one of the best-selling singers of all time and being ranked among the 40 biggest hit-makers of the entire rock era (1955-2012) based on Billboard Hot 100 Pop Singles charts. As of April, 2013, she is tied for third position with Madonna and behind only

Aretha Franklin and Taylor Swift as the most-charted female vocalists of all time, with 56 of Warwick’s singles making the Billboard Hot 100 charts between 1962 and 1998. Tavares, the front act for the concert tour, is an American R&B, funk and soul group composed of five Cape Verdean-American brothers from New Bedford, Massachusetts and which rose to fame for hits like “Heaven Must Be Missing An Angel,” “More Than A Woman,” “She’s Gone,” “Hardcore Poetry,” “It Only Takes A Minute, “A Penny For Your Thought”, “Check It Out” and many others. Its line-up is comprised of Ralph, Tiny, Chubby, Butch and Pooch Tavares “Dionne Warwick & Tavares live in Davao!” is presented by Ovation Productions in association with Seda Abreeza the official residence, Chevrolet the official vehicle, Air 21, 93.1 Crossover, Edge Davao, New Orleans, Claw Daddy, Ad and Promo Management, Soul Lifestyle and One Fab Pooch. Powerhouse welcomes new season with new host Kara David FOR more than two years, POWERHOUSE has been providing the viewing public access to the private lives of many prominent, powerful, and iconic figures in the Philippines.

Through its weekly visits to the homes of some of the country’s most renowned personalities, Powerhouse has enabled viewers to learn about the humble beginnings and successes of these people. The program has also shown how these icons become ordinary citizens living extraordinary lives. And as it ushers its newest season, GMA News TV’s Powerhouse also welcomes its new host – Peabody award winner Kara David. “It would not be possible to find anyone who can completely fill Mel Tiangco’s shoes,” says GMA News TV’s Channel Head Nessa Valdellon of the show’s original host. “But we know Kara will bring sharp interviewing skills and her insightful writing to the show. We’re looking forward to the new Powerhouse!” GMA News Pillar Mel Tiangco currently co-anchors 24 Oras on weeknights and hosts the weekly drama anthology Magpakailanman, both airing on GMA-7. The multi-awarded broadcast journalist also serves as the Executive Vice President and Chief Operating Officer of the GMA Kapuso Foundation. Powerhouse program manager Patty Gutierrez adds “Through the years, Mel Tiangco has proven she is an all around broadcaster. She has done all genres successfully and she has countless recognition to prove it. But

her heart is really and truly for the poor. As GMA Kapuso Foundation’s EVP and COO, the demands are not getting smaller. She wants to concentrate further on the projects of the foundation and that is truly admirable. We will miss her but we are also excited about this new chapter of Powerhouse.” This coming season, David hopes to feature equally moving stories and in-depth interviews that will continue to inspire Powerhouse viewers. “I feel really honoured to host Powerhouse. Malaking karangalan ang magmana o humalili sa programa ng isa sa aking mga iniidolo,” says Kara. “Tita Mel is a big inspiration, a friend, and a mentor. I feel excited pero at the same time nervous kasi big shoes to fill talaga ito.” One of the country’s award-winning journalists, David has worked her way to the top, starting out as a production assistant, researcher and writer before working as a reporter, documentarist, and now host and anchor for GMA News and Public Affairs. David earned her Broadcast Communications degree from the University of the Philippines-Diliman. David has become a household name when she joined GMA-7’s flagship

documentary program IWitness, where she earned various accolades from local and international awardgiving institutions including the prestigious George Foster Peabody Award, the Oscars of broadcast journalism. She has likewise received recognitions from the Asian Television Awards, US International Film and Video Festival, and New York Festivals. Apart from her daily work as a journalist for GMA News, Kara co-anchors the weekday morning news program News to Go with Howie Severino on GMA News TV. Additionally, Kara has established her own foundation called Project Malasakit. For its new season, Powerhouse enters the private home of Star for All Seasons Batangas Governor Vilma Santos-Recto. What were the struggles that the governor had to go through as she transitioned from being an acting legend to one of today’s public leaders? And how does Vilma Santos spend a normal day inside her home? Join new host Kara David as she features the life stories of the country’s movers and shakers inside their homes. An all-new season of POWERHOUSE begins July 16, 8pm, on GMA News TV Channel 11.

Davao’s Palero draws Russian, So leads K

AZAN, Russia – Davao pride Mary Israel Palero allowed a top-rated Russian to escape with a draw and the Philippines continued to make its presence felt in the 27th Summer Universiade. Palero’s teammate in the men’s side chess superstar GM Wesley So is making sure the country will be up there fighting. So emerged from a difficult and highly-complicated position to subdue GM Andrey Baryshpolets of Ukraine in 66 moves of the Slav opening to vault into a share of the lead with six other players after the fourth round of the Universiade chess competitions at the Kazan Equestrian Complex here late Thursday. The Philippines, however, failed to complete a rare double celebration when Mary Israel Palero settled for a draw with WIM Irina Andrenko of Ukraine in 61 moves of the King’s Indian. So, one of three Filipino players scheduled to see action in the World Cup in Tromso, Norway next month, grinded it out during a tense middle game struggle and pounced on the time-pressured Baryshpolets (ELO 2544) in the endgame to clinch his third win against one draw in the tough, nineround competition which attracted 84 players from 47 countries. “Mahirap yun laban namin, pero nakuha sa tiyaga. I kept the pressure on him during the end-

game and forced him to make mistakes,” said So, seeded third with an ELO of 2708 in the tournament behind held for only the second time in the Universiade. The 19-year-old Filipino campaigner held his ground during an early skirmish with black and managed to turn the game around with some precise plays against the hard-defending but time-pressured Ukrainian player, So had a rook and three pawns against Baryshpolet’s rook and one pawn during the keenly-watched endgame battle that culminated with the Filipino set to capture the Ukrainian’s rook on a6. Former women’s world champion Susan Polgar lauded so for another hard-earned but well-deserved win. “Wesley found the only shot to win. Well done. It was not easy at all,” said Polgar, who heads the Susan Polgar Institue for Chess Excellence (SPICE). Overall, So is now tied for the lead with 3.5 points with six other players -- defending champion M Li Chao of China, GM Vladimir Onischuk of Ukraine, GM Zhou Jianchaoof China, GM Zaven Andriasian of Armenia, GM Ma Qun of China and IM Gaioz Nigalidze of Georgia. Li, who made history by winning the title in the 2011 Shenzhen Universiade, and Onischuk battled each other to draw.

AINT-AMAND-MONTROND, France (AP) -- On a contrasting day for British riders at the Tour de France, Mark Cavendish moved up the list of sprint greats while Chris Froome lost a large chunk of his overall lead to his main rival. Cavendish sealed his 25th stage win to move

into a tie for third place on the Tour’s all-time list, during an eventful day in which Froome gave up more than one minute to two-time former champion Alberto Contador. To make things more worrisome for Froome, he once again had to fend for himself at the end because none of his wither-

ing Sky teammates could keep the pace. This is the second stage so far that they have been unable to support him, and with a tough mountain trek looming on Sunday rivals may try to take advantage. Dutchman Bauke Mollema is 2 minutes, 28 seconds behind Froome, and Contador is 2:45 back -

having both gained 1:09 on the leader. ‘’I’m just happy I’ve got an advantage of more than two minutes,’’ Froome said. Sky is down to seven riders - Edvald Boasson Hagen fractured his shoulder on Thursday and Vasili Kiryienka was disqualified earlier in the race for missing a time cut. Also, Brit Geraint Thomas is riding with a fractured pelvis. ‘’(Edvald’s) a huge part of the team and we could really have done with him today and the same with Vasili,’’ Froome said. ‘’They’re both really strong engines and the team is definitely weakened without those guys.’’ Contador, the Tour champion in 2007 and ‘09 who was stripped of his title the following year for doping, is now looking like a serious contender again after struggling in the Pyrenees. Froome knows that Sunday’s massive climb up to Mont Ventoux could have a major bearing on the race.

their new home. ‘’Today, the basketball gods smiled on the Nets,’’ team owner Mikhail Prokhorov said in a statement. ‘’With the arrival of Kevin Garnett and Paul Pierce, we have achieved a great balance on our roster between veteran stars and young talents. This team will be dazzling to watch, and tough to compete against.’’ It’s a nine-player,

three-draft-pick swap agreed to on draft night and centered on the two aging champions who won a title in Boston in 2008. Celtics general manager Danny Ainge eventually agreed to put Garnett in the deal, and Garnett waved his notrade clause after some lobbying from new Nets coach Jason Kidd and point guard Deron Williams.

ONE in 52 seconds. That’s how South Cotabato’s Vic “Vicious” Saludar made his quick professional debut on Saturday night in the undercard of the Pinoy Pride XXI “When Worlds Collide” at the Grand Ballroom of the posh Solaire Resort and Casino. The 5-4 former Asian Games bronze medalist threw a 1-2 combination

to the head of Juanito Hundante that dropped the Manila-based pug down to his knees. He was counted out for good in 52 seconds of the first round by referee Ver Abaisa. Saludar shone with the bright lights of the world-class casino in Manila’s new entertainment city to earn his first professional win. Hundante dropped to his second defeat in

three pro appearances. Saludar trained under the watchful eyes of his brother Ariel for two months in his hometown Polomolok. The 22–year old Saludar, the youngest of three boxing brothers, was an amateur standout, a 2010 Guangzhou Asian Games bronze medalist and a steady contender winning two Palarong Pambansa gold medals and six

national championship gold medals. The pride of Polomolok, South Cotabato was also named “best fighter of the tournament” during the 31st Tammer Cup held in Tampere, Finland. Saludar joined ALA boxing’s stable of fighters for the exciting 108 pounds division. In the first bout of the night, Brian Lobitania and William Amora battled to a split draw.
