AVAO City Mayor Rody Duterte has challenged the Commission on Human Rights (CHR) to “go ahead” and investigate, starting with him, the death of three alleged kidnappers in a daring rescue of their victim in Davao City last week. Duterte, who was at the inauguration of the new Calinan Police Station Friday, said that the police have his support, and that he is open to an investigation even if it reaches all the way to the Supreme Court. “I am the supervising authority of the police and I will not allow my policemen to be crucified,” he said. Duterte said he will not sacrifice the lives of policemen in favor of the lives of criminals. He said, “criminals know that they would lose their lives if they entered Davao City.” That was the mayor’s response to CRH chairperson Etta Rosales’ statement that the death of the kidnappers of a 51-year-old

businesswoman from Metro Manila, Sally Chua, who was rescued by the Davao City Police at Allied Bank Davao City last Thursday violated their rights. Mindanao power body pushes for upgrading of Agus 6 plant T

HE Mindanao super-body tasked to hasten the implementation of power-related projects in the region has endorsed a proposal to increase the capacity of the Argus 6 hydroelectric power plants that would boost its ability to mitigate the supply crunch in Mindanao. The Mindanao Power Monitoring Committee firmed up the endorsement during a recent meeting where participants assessed the power situation in Mindanao and the status of measures taken to address the problem. 4 cops sacked over killing of GS criminology student

OUR policemen will likely face criminal and administrative charges over the killing on Wednesday night of a criminology student whom they have mistaken as a carnapping suspect, an official said Friday. Supt. Rolly Octavio, deputy city police director for operations, said their initial investigation showed that the four committed some lapses during a pursuit operation along the national highway in Barangay Baluan that resulted to the death of victim Randy Quirante. He said the four policemen -- Police Officer (PO) 2 Arnold Sua, PO2 Ariel Beldera, PO1 Rudyard Dequito and PO1 John Rey Daligdig -- were already disarmed and relieved from their posts. Renowned scientist bares fish yield decline at world famous Apo Island W

ORLD-RENOWNED marine scientist and “father” of the marine protected areas concept, Dr. Angel Alcala, disclosed Friday a decline in fish yield at Apo Island in Dauin, Negros Oriental following the onslaught of typhoons Sendong and Pablo. Before the typhoons in late 2011 and late 2012, fish production outside the Apo Island marine sanctuary was reported at an average of 150 tons of bio-mass fish a year, but now fish yield outside the no-take zone has dropped to as low as 15 tons a year, said Dr. Alcala during a forum on climate change at Silliman University. The forum is part of the many activities lined up for the Ocean Defenders campaign of Greenpeace, which was launched in the country Tuesday during its first leg of the tour at the world famous dive destination Apo Island and in Dumaguete City from July 9 to 13. The decline in fisheries production at the island

is largely linked to the two typhoons as well as extreme weather conditions arising from climate change, according to Alcala and other scientists present during the same forum. Alcala, a former Environment Secretary and former chairman of the Commission on Higher Education, said that 10 percent of the current total fish catch of 15 tons a year at Apo Island comes from the marine protected areas (MPAs). Alcala is renowned for conceptualizing no-take marine reserves as a tool for sustainable fisheries management and bio-diversity conservation in the Philippines since 1974, involving local government units and promoting community-based resource management. In 1984, the MPA was first established at Apo Island and was later declared a Protected Landscape and Seascape. It became popular as one of the best documented MPAs in the world. Today, Apo Island has suffered massive devasta-

tion of a large chunk of its total 104 hectares of coral cover, the biggest of which is at its 24-hectare marine sanctuary where about 99 percent of the coral reefs have been reduced to “rubble”, scientists and divers reported following reef checks and surveys done early this week. According to Dr. Alcala, marine protected areas are necessary to sustain fish-

ery production, especially as “Filipinos love to eat fish”. He noted that today, shallow waters no longer have as much fish as in previous decades. He attributes reduced fish population to overfishing and the use of destructive fishing gear and overpopulation, among others. The Philippines has an estimated 25,000 square

kilometers total of coral reef cover, but only about four percent of this have MPAs, he added. This is not enough for the country to sustain its fish production, Dr. Alcala said, adding that the only way to protect the Philippines from its declining eco-systems from direct and indirect threats is to establish more no-take zones to allow fish biomass

to recover. The renowned marine biologist recommends converting as much as 30 percent of the Philippines’ total coral reefs cover to save these from further degradation. The study, published in the journal Environmental Research Letters, estimated that around 470,000 people die each year because of human-caused increases in ozone. It also estimated that around 2.1 million deaths are caused each year by human-caused increases in fine particulate matter, tiny particles suspended in the air that can penetrate deep into the lungs to cancer and other respiratory disease. “Our estimates make outdoor air pollution among the most important environmental risk factors for health,” the study’s co-author Jason West from University of North Carolina said in a statement. “Many of these deaths are estimated to occur in East Asia and South Asia where population is high and air pollution

is severe.” In their study, the researchers simulated concentrations of ozone and fine particulate matter in 1850, when the industrial era began, and in 2000. A total of 14 models simulated levels of ozone and six models simulated levels of fine particulate matter. The study noted number of deaths that can be attributed to changes in the climate since the industrial era is, however, relatively small. It estimated that a changing climate results in 1,500 deaths due to ozone and 2,200 deaths related to fine particulate matter each year. Climate change affects air quality in many ways, possibly leading to local increases or decreases in air pollution, it said. For instance, temperature and humidity can change reaction rates which determine formation or lifetime of a pollutant and rainfall can determine the time that pollutants can accumulate. City to tap Internet to attract investors

ITH austerity measures being implemented by the local government, the Davao City Investment and Promotions Center (DCIPC) is looking at the internet to attract investors. Among the affected programs in the austerity measures are overseas sales missions conducted by the city. In 2012 the City Government planned two sales missions; one in Beijing, Peoples Republic of China supposedly to be held in June of 2012 and one in Singapore which pushed thru last October. The Beijing mission was cancelled because of the maritime dispute between China and the

Philippines in the West Philippine Sea. Cortez said that ideally the City should conduct at least two to three overseas sales missions but with the cost-saving measures they are not organizing a single mission for 2013. Instead they will be tapping the social media to interact with prospective investors. Cortez said the purpose really for sales missions is to personally meet prospective investors and without these missions they would have to rely on the internet to keep in touch with overseas businessmen. Another online program is an internet-based matching facility in con-

junction with the Davao City Information Technology Center (DCITC). It is a portal for manufacturers, buyers, traders, importers, exporters, distributors, those engaged in selling/buying/leasing real estate or those looking for middle management personnel for their companies. Cortez said the online facility will be embedded in the official site of the Davao City Government www.davaocity.gov.ph. He said they are planning to launch it within three months. Judgment call

AST week’s rescue of Quezon City-based kidnapped businesswoman Sally Chua placed Davao City on the high power objective of the Commission on Human Rights’ microscope again. The Thursday rescue left three members of the kidnap-for-ransom gang dead, 10 others eluded arrest, while the 14th member--Ramil Macamay--is in the custody of the authorities. Victim Sally, is back in the arms of her family and her millions in ransom money safely back in the bank (we assume). She also lives to tell the story her days of harrowing experience while still in the clutches of her abductors. She was all praise for her saviors and profuse with her thanks for her deliverance. For one fleeting moment, Davao City cops led by city police director Ronald Dela Rosa were the biggest heroes in the country. Dela Rosa, who will be leaving the city two days hence for reassignment elsewhere, cast a giant shadow in the aftermath of the rescue. Of course, Mayor Rody Duterte was the undisputed man of the hour. The operation was simply the fruit of his storied hands-on stand against all forms of criminality in his city. While Davao City basks in glory in the social media and global online news broadcasts, comes now the CHR cutting the par-

ty short. Reacting to a video clip of the bloody rescue, the CHR cried foul calling it “murder” and not a rescue. The CHR’s entry somewhat watered down the celebration of the moment, with Davao City now the subject of an inquiry for alleged human rights violations. For the peace of mind of the CHR, let the investigation proceed and the knee-jerk reactions end. The Commission’s pronouncements are too premature to lay judgment on the Thursday incident. It must have been a letdown from the little CHR gods pontificating on how NOT to treat hardened, well-armed criminals. But it is not about feeling good or doing it right. To shoot is to shoot. There are no gentle bullets. No soft spots. Like that alcohol advertisement, you don’t treat germs like they were babies. You don’t handle criminals like pets. This is about the good winning over evil. This is about rescuing an innocent victim. This is about self preservation and keeping the respect for law and order. Those who choose to defy laws and norms have to face the consequences. For the police, this is also a choice they need to make—their very own life at stake and that of the kidnap victim on the line-at split second speeds. It’s a judgment call. You live and die with it.

Government’s relative inaction

SERIOUS HEALTH CONCERN IS COMING TO HEAD – Nothing could be a more clear indication than the latest raid conducted by joint police and Food and Drug Authority (FDA) operatives in a big warehouse in Quiapo, Manila that contraband Chinese medicines, health and beauty supplies, food supplement, sex enhancing drugs, infant food products and other merchandises continue to gain trouble-free entry into the country’s major airports and sea ports. The exposed smuggled and highly illegal goods with an estimated market value of more than P500 million are being repacked for distribution nationwide. But the much-vaunted police operation immediately got mixed reaction. The consuming public and legitimate drug manufacturers and distributors have been disappointed by government’s relative inaction since it’s a well-known fact that such illegal enterprise has been going on for quite some time. The only problem is that authorities are looking at the opposite direction for obvious reasons. In cases like this which is widespread, Davao City likewise has its own share of the problem. Sometime last year, health authorities say that the banned drugs, health and beauty products, food supplement, infant foods, sexual potency drugs and other commodities sold in stores and peddled in the sidewalks particularly in the Chinatown district can be dangerous for human consumption. The local agency of the Food and Drug Authority (FDA) then conducted an investigation and has warned the consuming public anew on the proliferation of banned drugs. The FDA, the lead agency tasked to regulate and monitor food and drug products says these are the same stuffs that were target of previous confiscation. Aside from seizure law enforcement units and FDA people even have the temerity to rattle certain arrests. Is that so, gentlemen? Whose

legs are you pulling down this time? The serious problem is coming to a head. The FDA found that the banned commodities, most of which are imported from China, although surprisingly they obviously don’t want to mention its origin contained high level of cancer-bearing chemicals. Medical experts have declared the banned drugs a health hazard. Again, as we’ve mentioned the FDA then obviously did not identify the origin of the banned drugs except to give clues that they could have been sneaked into the city using either the cities of Zamboanga and General Santos as the port of entries. Goodness gracious! Is there something to hide, gentlemen? The banned drugs are becoming a serious health problem and victims patronized the illegal products unknowing of the negative effects. Worse, peddlers are conducting their trade with impunity, and right under the very noses of law enforcement units and concerned government agencies? Holy cow! The chemically-laced drugs are “hightech” miracle that would promote beauty enrichment, health development; weight loss and promised to enhance sexual potency. However, medical experts and clinicians found that patients who used the products are more than 30 times as likely to develop skin infections or colon cancer and other cancer-related diseases. These infections even when treated with antibiotics are lethal in some 10 percent of cases. Some studies advised that all prospective users should consult experts

for recommendations such as the proper application and use of prescribe drugs. Unrecognized, chemically-spiked drugs especially those with high mercury content attack slowly and furtively. Initially, it produces subtle symptoms so a person being affected is often unaware that anything is wrong. Slowly but gradually, it damaged the skin, body tissues, clog blood vessels and injure the internal organs. If taken in large quantity, banned drugs could even result in instant death. Unaware consumers are really helpless, which can be devastating. Now authorities have already identified the origin of the banned drugs that proliferated across the country. Above all, it’s just a matter of investigating the crucial issue and immediately right after, the FDA will soon realize that most, if not all of the banned drugs are imported from China. Say what they will but most if not all smuggled Chinese products have no required labeling except for few Chinese characters such as if they contain known toxins, allergins or an entirely new substance. It’s a sort of puzzle and some worried consumer groups are trying to know how these banned drugs gained entry into our seaports and airports and other point of entries without being detected by authorities. Their question: “Is it done on purpose and for what reason?” When it comes to performance of their designated tasks, we have concerned government agencies and law enforcement pockmarked with inefficiency. The result – layers of increased fear that is passed on to wary consumers and end-users that face the real danger – health problems. The saddest part is that certain arrests of violators and much-hyped crackdown against unscrupulous traders reported in media are nothing but just an image-boosting scheme aimed at earning pogi points.

Abolish SK for being corrupt? How about the corruptors?

HE Sangguniang Kabataan (SK) was meant to enfranchise our blooming youth—age 15-21 years—and give them a stake in nation-building. It was hoped that a defined role for them in the community, with a set of duties distinct from the adults, would instill a sense of community and a responsible outlook in them. That was the hope of the better angels of our society back when the Local Government Code was contemplated in Congress over two decades ago. At the time, since the youth are presumed to be the most idealistic sector in a community, there was great expectation that their energy and ideas would animate the grassroots—in their own neighborhoods, side by side with the institutions of learning and the houses of worship that exist cheek by jowl with them in the barangays. But somehow things didn’t work out. It has been more than a generation, but instead of satisfaction for a job well-done, what faces the SK today is disillusionment. The politicos say it didn’t live up to its promise. Rizal’s “Hope of the Fatherland” did not grow up to take their assigned place in local society. It is curious however that nothing much is being said as it faces extinction. Are the

(1st of two parts) youth so readily dispensable? Is the SK’s abolition a foregone conclusion? No surveys have been made, no studies or analyses undertaken about its record, and no great debate is taking place. It doesn’t seem right that its concluding chapter is being decided by a few traditional politicians, trapos—they who should account for why the youth in their care have learned to maneuver and behave like them with impunity. “School ng Korupsyon?” Several bills calling for its abolition have been filed, the latest by Liberal Party Rep. Edgar Erice of Caloocan City. It is the second time he’s filing it; the first was during his first term years ago. He reasons that because it has been exposed to the corrupt practices of “their unscrupulous elders in the government service” the SK is now a “School ng Korupsyon.” So it should be abolished. He and his allies are proposing this without bothering to look into the causes

or the background of how or why the SK had got so bad. To replace it, they propose the creation of a Barangay Youth Council. To justify it further, they cite the low turnout of young voters during elections, saying that this shows “waning interest of the youth” in their own SK. It is the kind of reasoning that makes one wonder how corruption in our system will ever be mitigated, let alone eradicated. Twisted thinking They allege that “corrupt practices of unscrupulous elders” victimize the youth and corrupt the SK. Then in a curious twist of reasoning, instead of identifying what the corrupt practices are—with the view to stopping them—they turn to the youth and move for their disbandment. They don’t even attempt to pinpoint the supposed corruptors (“unscrupulous elders”) so they can be held to account. They simply want the youth out of the picture, curtailing their part in the political process. In other words, they do nothing about corrupt practices or the people committing them; they simply skirt around the occurrence and let the culprits carry on while their victims (the SK youth) suffer the penalty of banishment and public opprobrium. Leaving the corruptors undisturbed, they castigate the victims!

E have to understand that the dates of Ramadhan vary, moving backwards about ten days each year as it is a moving holiday depending on the moon. Ramadan commemorates the month in which the first verses of the Qur’an were said to be revealed to the Islamic Prophet Muhammad (Peace be upon him). Nowadays, when I grow up learning about the harsh realities in Mindanao, we celebrate Ramadhan not just by refraining from eating and drinking in excess but most importantly treat this as a time for peace, reflection and resolution to end the decades of conflict. For many decades, Mindanao has been torn in rido (clan feud) and buried in abject poverty and injustice, conditions that brought it to become a hotbed of Moro separatist movement and communist insurgency. The Ramadhan celebration here in the Philippines and Mindanao in general and Ateneo de Davao University in particular is dedicated for fasting and reflection towards a better understanding of the facets of Islam among the Muslims and non-Muslims. Interreligious dialogue is one of the core principles of the Ateneo de Davao University’s vision, mission and goals. This month of Ramdhan can be an active venue for both Muslims and Christians in providing space for this VMG to materialize at the school level. On a bigger perspective, this celebration of Ramadhan can be an opportunity to advocate for a stop to war in Mindanao and to offer reconciliation based on justice among Christians, Muslims, and Indigenous Peoples. About 10 million Muslims in the Philippines are expected to observe Ramadhan, all hoping for the betterment of Mindanao and its people. To demonstrate its aspiration of promoting peace and reconciliation during the Holy Month of Ramadhan, Al Qalam Institute and the Asatidz Council of Davao City, with its partners will distribute mineral water, dates, bread, fruits and coffee at day break during the end of fast every Friday at the different Muslim communities in Davao City. There will also be a film showing every Wednesday afternoon to raise awareness among the Ateneans on the essence of Ramadhan and why Muslims around the globe fast during this time of the year. In the whole month of Ramadhan, Muslims are expected to give the time to Allah (SWT). On the last day, it is the time for “idl fitr”, the feast of breaking the fast that marks the end of the holy month. As a student of anthropology, I try to apply what I learn in class. I try to problematize how most of us are actually observing Ramadhan. By looking at the way we practice Ramadhan, we need to see how Muslims evolved in Mindanao. How cable TV, internet, and time spent inside the malls watching movies to pass the time during this month somehow detaches us from the true essence of this month of sacrifice. HE NEWLY-INSTALLED administration of Davao City Mayor Rodrigo Roa Duterte, which may also be dubbed Rody Duterte Part 7 as this is his seventh term as the city’s elected chief executive since 1988, faces new and old challenges. Flooding No. 1 Just what are these challenges or concerns that RodyDuterte and his team must tackle during the next three years? What should take priority attention? Plenty, according to city residents when asked about it through a limited cellphone opinion survey, from July 1 to 14. A total of 102 people responded to the survey question “As a concerned citizen of Davao City, kindly make a list of challenges that Mayor RodyDuterte and his team should tackle during the next three years. Your answer will be published by Edge Davao.” The survey respondents listed more 50 concerns which they believe the new city administration should address. Predictably, flooding topped the list. A total of 52 respondents, or 50 percent of those who answered, said so, withmany suggesting comprehensive improvement of the city’s drainage system as the best solution. Flooding is followed by the traffic situation, peace and order, informal settlers, lack of a sports complex, poverty, unemployment, scholarship program, extra-judicial killings, illegal drug trade and dependence, juvenile criminality in that order. The problem of flooding was pointed out by people from all walks of life – businessmen, professionals, media persons, and even government officials. Among those who suggested solutions to the problem were contractor Vicente T. Lao, vice chairman of the Regional De-

velopment Council in Region 11 representing the private sector; Sebastian Angliongto, chairman of the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) and onetime head of the Mindanao Economic Development Council (Medco); DCCCII president Daniel Lim, former DCCCII presidents Robert “Boyet”Quinto and Sofronio “BJ” Jucutan, Land Transportation Office regional chief Gomer Dy, Philippine Information Agency (PIA) regional director Efren Elbanbuena, lawyer Raul Tolentino and daughter Atty. Flooding is also the No. 1 concern pointed out by frequent visitors surveyed by this paper. Among the frequent visitors were Davao Oriental provincial board member Louie Rabat, and Manila-based Philippine Press Institute (PPI) executive director Ariel Sebellino. Award-winning artist Julito “Lito” Pepito, who is the corporate secretary of the Young Men’s Christian Association (YMCA)-Davao, suggested that we built large canals in some parts of city and convert them into tourist canals like what they have in Holland, which is below sea level. Business leader Anggie Angliongto proposes massive dredging at the mouth of Davao River and other rivers in the city to prevent what he calls “fallback” of water that causes flooding. To remedy traffic congestion in the city poblacion, LTO regional chief Dy suggests additional traffic planning, installation of more

CCTV (closed circuit television) cameras in intersections and to pursue the idea of a bus rapid transit system after a careful study. Dy likewise advised the city to pursue the old plan to establish two more bus terminals, one for north-bound vehicles and another for south-bound vehicles, at the city’s peripheries and to rid the poblacion of vehicular congestion. Dr. Anna Jessica Ortiga, Island Garden City of Samal Chamber of Commerce president Pastor Lozada Jr. and environment consultant Cristy Gallano are asking the government to improve the traffic lighting along city streets to make it easier for drivers to negotiate the streets at nighttime, especially during a hard rain. Other concerns that the respondents want Mayor Duterte to address are poverty, joblessness, the housing backlog which is one of the causes of squatting, corruption in the city government, Climate Change, and the unfinished business of solid waste management which they say is related to cleanliness and sanitation. Many of the survey respondents still hanker for an adequate sports complex, despite the presence of the newly-completed USeP gymnasium and cultural center inside the Bago Obrero campus of the University of Southeastern Philippines. Advocacies Some Dabawenyos took advantage of the survey to advance their individual advocacies. Cora Mae Baylon and Nikki Gomez are for a city-funded home and other first world amenities and privileges for the city’s growing population of senior citizens. Baylon wants the long-ballyhooed food ter-

minal to push through and for the city to work in earnest for a better market for the city’s agricultural products. “Support preventive measures to fight diseases,” texted Dr. Jeanette Ybiernas, adding that instead of Lingap spending too much on tertiary care, it should now cover smoking cessation, diabetes and hypertension control. “Let’s support kids with autism and other special needs, as they can be potential burdens to society without early intervention,” she said. Angelica Garcia wants the city to encourage the establishment of a worldclass crocodile skin leather tannery engaged in the manufacture of highly exportable croc skin leather and medicinal products since there is a crocodile farm in the city and another one in Davao del Norte. Nannette del Monte wants the Duterte administration to ban poaching or pirating of call center employees, as such practice has disadvantaged established contact centers. Dionne Warwick and Tavares live in Davao

DIONNE WARWICK, one of the best-selling singing artists of all time and who had made famous hits such as “Walk On By,” “Do You Know The Way To San Jose?,” “I Say A Little Prayer” and “I’ll Never Fall In Love Again,” is coming to Davao. One of biggest acts of the 1960s and 1970s, Dionne Warwick attained international recognition for her sweet, rich vocals and iconic vibrato. She started out as a member of the all-girl group, The Gospelaires, with her sister Dee Dee and Aunt Cissy in her hometown of East Orange, New Jersey, until her excellent vocal quality and elegant singing style attracted the attention of songwriters Burt Bacharach and Hal David, who subsequently placed her as a solo artist with the Sceptre record label. Her debut single, “Don’t Make Me Over,” released in November, 1962, became a hit the following year, while her fourth single, “Anyone Who Had A Heart” (December, 1963), became her first Top 10 pop hit (No. 8), followed by “Walk On By” (April, 1964), her first No. 1 R&B hit and a million-dollar seller. After an absence of several years from the charts, she made a triumphant return in 1979 with the ballad, “I’ll Never Love This Way Again.” She made history in 1985 when she performed in the multi-Grammy Award-winning charity song, “We Are the World,” along with Michael Jack-

son, Diana Ross and Ray Charles. The song became the year’s biggest hit, spending four consecutive weeks at No. 1 on Billboard Hot 100 before being certified four times Platinum in the US alone. In the same year, she also scored one of her biggest hits with “That’s What Friends Are For,” an AIDS benefit single that also featured Stevie Wonder, Elton John and Gladys Knight. The song, penned by Burt Bacharach and Carole Bayer Sager, became a Triple No. 1 – R&B, Adult Contemporary and four weeks at the top on Billboard Hot 100, aside from selling close to two million in the US alone. In 2012, Dionne celebrated her 50th year in music with the album, “Now,” which featured most of the songs written by Bacharach and David. She also marked the milestone with the distinction of being one of the best-selling singers of all time and being ranked among the 40 biggest hit-makers of the entire rock era (1955-2012) based on Billboard Hot 100 Pop Singles charts. As of April, 2013, she is tied for third position with Madonna and behind only

Aretha Franklin and Taylor Swift as the most-charted female vocalists of all time, with 56 of Warwick’s singles making the Billboard Hot 100 charts between 1962 and 1998. Powerhouse welcomes new season with new host Kara David FOR more than two years, POWERHOUSE has been providing the viewing public access to the private lives of many prominent, powerful, and iconic figures in the Philippines.

Through its weekly visits to the homes of some of the country’s most renowned personalities, Powerhouse has enabled viewers to learn about the humble beginnings and successes of these people. That’s how South Cotabato’s Vic “Vicious” Saludar made his quick professional debut on Saturday night in the undercard of the Pinoy Pride XXI “When Worlds Collide” at the Grand Ballroom of the posh Solaire Resort and Casino. The 5-4 former Asian Games bronze medalist threw a 1-2 combination
