HE refusal of gold miners, mostly small-scale mining operators, to sell their gold to the Bangko Sentral ng Pilipinas has pulled down the economic performance, particularly the economic growth, of the Davao Region. This was learned from Regional Director Ma. Lourdes D. Lim of the National Economic Development Authority (NEDA) in Region 11 during a press conference Thursday morning. NE of the nominees to the 2013 CNN Heroes is a physician from Davao City. Dr. Jose P. Naval was cited for his discovery of the “psychological vaccine” that will counter obesity in the workplace. Of the less than 20 nominees from the Philippines, Naval is the only one from Davao. He was nominated by Tristan Karl Te, a friend who serves as his lecture assistant on the subject. Naval said in an interview that psychological vaccine is a “virtual health solution, the sustainable economic health program

Cenro to introduce new way to segregate trash

HE Davao City Environment and Natural Resources Office (Cenro) will start using separate trucks for collecting residual and compostable trash in the city starting August. Mayor Rody Duterte had earlier planned to give the garbage collection job to private contractors, considering the huge amount of garbage being disposed off daily. However, the mayor said that privatization or outsourcing of garbage collection and disposal should first be discussed thoroughly in the Sang-

guniang Panglungsod and various public forums to come up with a strong consensus on the issue. Just recently, the mayor ordered Liza Madrazo, the new Cenro chief, to look into the garbage segregation system of the city. “We will come up with a schedule to conduct pilot tests for changes among barangays that have complied with the waste segregation law. We will later apply the same to all barangays.” Madrazo said. Covered by the tests will be barangays in Matina, Toril and Poblacion. CMP

HE executive committee of the 2013 Davao City Kadayawan Festival gave assurance last Wednesday that the celebration will be safe for the general public to enjoy. The Public Safety and Security Command Center (PSSCC) said that additional personnel will be deployed all over the city. PSSCC chief Francisco Villaroman, who heads the safety and security committee of the Kadayawan 2013 EXECOM

Villaroman added that he will meet with other local agencies involved in this year’s festival to have an in-depth security discussion to finalize the security schemes to be implemented during the festival. Meanwhile, DCPO chief Ronald dela Rosa said that nothing has changed in the manner of conducting security operations during the festival. “We will still do our task just like before,” Dela Rosa said.

The top-selling high-end garments brand expands its retail presence in the Philippines by opening its first provincial store at SM Lanang Premier yesterday. “We are glad to find a home in Davao City and particularly here in SM Lanang. The decision to bring the brand here is a product of study of Davao’s purchasing power and spending habit. We know that Davao City is very cosmopolitan and we feel it is about time we bring

GenSan wants renewable energy investments T

HE city government is pushing for the entry of investments on renewable energy projects to help stabilize the area’s power supply condition. City Mayor Ronnel Rivera said several investors have already signified interest to put up

major power projects in the city to help address its rising power requirement. He did not specify the type of power projects that were initially proposed to the local government but said they are leaning towards clean or renewable energy.

“We are (continuously) looking for other resources that could be put up here in the city, especially renewable energy, and there are some investors who have indicated that they want to come in,” the mayor said in an interview over TV Patrol Socsksargen.

The mayor said he met with officials of the South Cotabato II Electric Cooperative (Socoteco II) on Wednesday to discuss the power projects that are appropriate for the area. He cited that the city government wants to make sure that Socoteco II is properly consulted

Socoteco II signed in late May a power sales agreement with Miami-based power provider SoEnergy International for the augmentation of the area’s power supplies using diesel-fed modular generator units. The two-year deal specifically provides for the operationalization of the modular generator sets and the provision of 15 megawatts (MW) of embedded power supply to the electric cooperative. The generator sets were already installed in a property owned by Socoteco II in Barangay Apopong and is only waiting for the go-signal of the Energy Regulatory Commission so it can start operating. Sarangani seeks relocation of residents in danger zone

T

HE provincial government of Sarangani is working for the immediate relocation of residents settled at a portion of a riverside village in Malapatan town following the recent series of flashfloods and landslides that already affected 117 families there. Rene Punzalan, Sarangani Provincial Disaster Risk Reduction and Management Office (PDRRMO) chief, said Thursday they have recommended to the

provincial government the resettlement of 41 families in Sitio Kalang of Barangay Kihan in Mapalatan town due to the possible occurrence of more landslides in the area. He said the area, which is traversed by the critical Kihan River, was hit by landslides last July 22 that forced residents to evacuate to safer grounds. Eight families were directly affected by the landslides while 33 other nearby families decided to leave

their homes to ensure their safety, he said. Punzalan said their assessment showed that the landslides were caused by the sporadic rains in the area in the last three weeks that already caused two major flashfloods along the Kihan River. He said the floods, which were triggered by hours of torrential rains, were recorded last July 8 and on July 19. “Due to the rains and the succeeding floods, the

ground soil in portions of Sitio Kalang turned loose and eventually collapsed,” he told MindaNews. PDRRMO records showed that the floods affected a total of 76 families in Barangay Kihan proper while around 100 hectares of farmlands were damaged due to the combined impact of the floods and landslides. MindaNews) In February, Socoteco II entered into a build-operate-transfer (BOT) deal with A Brown Co. Inc. (ABCI) for a 20.9 MW bunker-fired power plant in the city. Under the agreement, ABCI’s wholly owned subsidiary Peak Power Energy Inc. will build, operate, maintain and transfer a bunker-fired power plant in the franchise area of Socoteco II over an undisclosed period. Socoteco II signed the power deals to offset the area’s power supply shortage, which earlier resulted to daily rotating brownouts stretching seven hours. The electric cooperative serves this city, the entire Sarangani province and the municipalities of Tupi and Polomolok in South Cotabato. From a daily average peak power demand of 112 MW in April, the area’s power requirement rose to around 119 MW last June due to the opening of several establishments, among them a four-star hotel and a shopping mall extension. HEIR physical disabilities didn’t stop them from sharing their God-given talents. Persons With Disabilities (PWDs) brought the house down when they showcased their talents at the provincial culmination of the 35th National Disability Prevention and Rehabilitation Week at the Tagum City Trade Center Pavilion, this province. The differently-abled persons showed their gifts in the singing, musical instruments, drama and dancing contests, as well as, in the chess, one leg run and swimming competitions. The swimming challenge was held at the Davao del Norte Sports Complex Swimming Pool, featuring deaf male and female, upper and lower amputee and polio categories. Provincial Social Welfare and Development Officer Arlen Semblante said the event provided the PWDs the opportunity to be proud of and

to make the most out of their skills and talents, while strengthening camaraderie among their peers. She added the real essence of the event is to bring greater public awareness on the importance of implementing and monitoring of laws and policies for PWDs, such as the accessibility law, human rights, and other related polices. Former Pinoy Big Brother Housemate Naprey Almario, who graced the activity, stressed the importance of the PWD sector in our society. Aquino in good health condition, says official P

RESIDENT Benigno S. Aquino III is in the pink of health and the public should not worry about his health condition, a Palace official said Wednesday. The Philippine Medical Association, expressing concern over the President’s health condition, had advised the President to undergo a full executive check-up after his coughing episode during his State-of-the-Nation Address (SONA) on Monday. But Presidential spokesman Edwin Lacierda said in a press briefing in Malacanang on Wednesday that there is no concern over the health of the President and he could very well fulfill his function as chief executive. “The President is in good condition, good health. Sa haba ng pagsasalita niya, walang patid na talumpati, siguro naman kahit sino ay ma-

sasamid o mauubo nang kaunti,” he said. Still health experts underscored the need for the chief executive to be always in tip-top shape as he confronts enormous tasks with limited time to rest. It was noted that speaking lengthily, as the President did last Monday, could dry up the pharynx which leads to coughing. Pharynx dryness without lubrication is what stimulates the coughing reflex. Considering the age of the President, who is in his 50’s, a chronic smoker and with a family history of cancer, are the reasons for him to undergo a full executive checkup, they added. The President’s mother, the late President Corazon Aquino, died of colon cancer on August 2009. An executive checkup involves a complete physical examination and consultation by a qualified physician. (PNA)

LTFRB: Franchises should prevail over ordinances

AND Transportation Franchising and Regulatory Board (LTFRB) Chairman Atty. Winston Ginez on Thursday maintained that the franchises of the passenger buses, now being barred from entering Manila routes, should prevail upon the local ordinance passed by the city government. Ginez, however, stressed that both sides – bus operators and the city government of Manila -- should continue talking to come up with a “win-win” solution and stopped the inconvenience now being experienced by the suffering commuting public. Ginez said that while

the LTFRB has no jurisdiction over Resolution No. 48 issued by the City Council of Manila on July 16, he believes that the franchises issued to bus operators should prevail upon the local ordinance. ”Our stand here is that the franchises issued to the bus companies remain in effect and they are authorized to ply their route based on their franchise…we believe that the franchise should prevail upon a resolution or ordinance of a local government,” said Ginez in a broadcast interview. ”There is really a need for dialogue because it is not good that there is conflict and inconvenience in the public

transport,” Ginez added. Ginez said that there are ongoing talks between the city government of Manila, bus companies and the LTFRB to address the issue. ”Although, we respect the right of local government to regulate traffic rules, there should not be outright prohibition of public buses because we believe that this is not the solution to the traffic problem,” said Ginez. On Tuesday, the city government of Manila, led by Mayor Joseph Estrada, started implementing Resolution No. 48 barring city and provincial buses without any existing terminal

within Manila from entering the city streets. The resolution was aimed at regulating the entry of city and provincial buses in Manila to decongest traffic flow. During the actual implementation of the ordinance, thousands of commuters were affected after passenger buses from Quezon City were prevented from entering Manila through Mabuhay Rotunda. On the other hand, buses coming from southern Metro Manila were stopped upon reaching Taft Avenue and Vito Cruz, while those coming from San Juan were only allowed up to Ramon Magsaysay Boulevard. LLIES of former President Gloria Macapagal-Arroyo continue to struggle to remain a significant force in the House of Representatives. This, as Leyte Rep. Ferdinand Martin Romualdez announced he will be leading a new group in the Lower Congress that is totally independent from the minority bloc. “We did not vote (for) the Speaker and the Minority Leader, it means we are independent… We are the minority/independent,” Romualdez said. The nephew of former First Lady and Ilocos Norte Rep. Imelda Marcos made the pronouncement after losing in the election for House Speaker on Monday morning. Romualdez garnered only 16 votes in the speakership race, even losing to returning San Juan City Rep. Ronaldo Zamora, who has been named the new House minority leader after collecting 19 votes. The election took place before President Benigno “Noynoy” Aquino III delivered his fourth State of the Nation Address (SONA) last July 22.

“But while we are separate from the minority, we shall be in close collaboration with one another,” Romualdez clarified. In a press conference on Monday afternoon, Romualdez vowed to work with Zamora’s particularly in scrutinizing Malacanang’s proposal for a P2.2-trillion national budget for next year. Alcala said, PRDP aims to increase farm and fishery productivity and incomes in the all of the country’s 16 regions by increasing farm production and value of farm outputs, reducing farming cost, improving market access and providing diversity livelihood and enterprise options. “This is done through the adoption and integration of climate-smart and resilient agriculture support, technologies, tools and systems. It aims to have a more market-oriented agri-fishery sector,” Alcala said. PRDP’s multibillion funds is sourced out from the official development assistance from the World Bank amounting to P20.551 billion or about 75% of the total funds; P3.579 billion from the national government and P3.118 billion from the equity share of the Local Government Units. While the Global Environment Facility (GEF) will provide a

grant funding for environmental protection amounting to P287 million. Approximately 92% of the program cost is allocated for the subprojects that will directly benefit the people. PRDP has for major components: I-Build or the Intensified Building of Infrastructure and Logistics for Development; I-REAP or the Investments in Rural Enterprises and Agricultural Fisheries Productivity; I-PLAN or the Investments in AFMP (Agriculture and Fishery Modernization Plan) Planning at the Local and National Levels; and the I-Support or implementation support which included the monitoring and evaluation, information, and finance units. “PRDP will specifically answer three of the hindrances that stunned agricultural growth: the big need for infrastructure, the gap in technology and how this would reach the farmers on the ground,” said PRDP deputy director Arnel De Mesa. HE Philippines’ largest national flag carrier, Cebu Pacific Air (PSE: CEB) recently signed operating lease agreements on two brand-new Airbus A330-300 aircraft with Intrepid Aviation, a USbased commercial aircraft lessor to passenger and freight airline operators worldwide. CEB’s additional Airbus A330-300 aircraft will be delivered from 2014 to 2015, and will be powered by RollsRoyce Trent 772B engines. By 2015, CEB will operate a total of six brand-new Airbus A330-300 aircraft. CEB earlier announced it will launch its long-haul operations with direct daily Manila-Dubai services on October 7, 2013. The Airbus A330-300 aircraft will allow it to fly to farther destinations, beyond the range of CEB’s Airbus A320 fleet. “With our A330 fleet strengthened by this lease agreement, we will continue exploring other regions we can serve, such as the

Middle East, Australia, parts of Europe and the US. These additional wide-body aircraft will allow us to offer Cebu Pacific’s trademark lowest fares to even more passengers,” said CEB General Manager for the Long-Haul Division Alex Reyes. Since its inception in 1996, CEB has flown over 75 million passengers. It also posted a good track record in stimulating short-haul travel of passengers around Asia, with an 11% system-wide passenger growth in 2012. HE Bangko Sentral ng Pilipinas Wednesday warned the public against a scam that asks for money from unsuspecting individuals in exchange for checks worth millions of pesos. In an advisory, the

Urban container gardening hopes to boost food security G

ARDENING used to be a privilege of those with backyards big enough to cultivate garden beds of vegetables and other crops. Usually common in people living in rural areas, gardening is a lifestyle promoted widely in communities. Just recently, a fresh approach on gardening was introduced. Urban Container Gardening is an initiative that hopes to help boost food security in the country. For 43-year old Helen Camacho of Purok 13, Barangay Tibungco, Davao City, it is an income-generating hobby. “Sa pirmiro nako nga pagtanom, nagsugod ko sa baynte ka semilya sa pechay. Nagakuha pud ko sa sementeryo og mga tetra pack aron matamnan (I started off with only 20 seedlings of Chinese cabbage. I also go to the nearby cemetery to gather and recycle tetra packs which I use as pots),” shared Helen. From 20 pechay seedlings, Helen now has over 70 pechay seed-

lings along with other crops that she cultivates in their house. To make soil containers, Helen personally sews the tetra packs that she gathers from the cemetery. She even builds her own makeshift racks. “Dako kaayo og tabang ang Urban Container Gardening sa amoang pagpamuyo. Busa magkugi gyud ko aron mas mapanindot pa ni (Urban Container Gardening is a huge help. I will really strive to improve my garden more),” said Helen excitedly. Her husband, 41-year old Alejandro works as a tricycle driver and earns at most P 300 a day. As an additional income, Helen repacks the seedlings that she bought and sells it to co-Pantawid Pamilya beneficiaries at 5 pesos per piece. The new liquor ban is not yet in effect

UST to be very clear about this. The new Liquor Ban in Davao City has been passed but has not yet taken effect. Last Wednesday, the 17th City Council passed on third reading the amended version to the City Ordinance 1627 or the Liquor Ban ordinance of 1994. The interesting points of the amendments are the resetting of the late night liquor ban period from 2-8 a.m. to 1-8 a.m, and the inclusion of selling and drinking during the same period in parks, plazas and parking lots. The amendment has also raised the penalties attached to the ordinance from P1,000 to P3,000 for the first infraction and heavier penalties for the second and third offenses carrying with it the penalty of imprisonment along with the higher fines. Although the ordinance has been passed in the City Council, it will have to go through the required

procedures under the local government code. There is the 10-day period for the local chief executive to either approve or veto the ordinance. If the Mayor does not act within the 10-day period, the ordinance, by executive inaction, is deemed approved. Then there’s the required publication for three consecutive weeks in a newspaper of general circulation. That means, the 1 a.m. ban is not yet in effect. Any arrest under the new ordinance is therefore deemed contrary to law. However, there are reports that since the approval of the amended liquor ban, there were some arrests already made in violation of the new amendments as basis. The police better rectify that. The requirement for publication is mandatory and without such, the ordinance for the time being is not yet in effect.

Vicious cycle of corruption

HAT IS THE BEST STRATEGY TO FIGHT VENALITY? – We’ve been saying all along that it’s so degrading to talk about a culture of corruption. Corruption in all government levels is coming out more to the fore even as resources become scarce. As a norm powerful and influential political bigwigs and kingmakers used it as a political tool. They induced those in public office to commit corruption. Anytime they wanted to get rid of our leaders, all they did was to raise the issue of corruption and bring in a new guy. We have entered into a phase where government has become the biggest growth industry. There have been numerous cases of government agencies being “looted” by their officials and the losses passed on to the unknowing taxpaying public. There is no doubt that corruption is rampant and it has already been institutionalized in the government ranks. Many in government service believe it is a way of living. It’s really a big problem and as a matter of fact in one single shady transaction several millions in the form of commission and bribe exchange hands. It has become one big business tax-free. Corruption becomes endemic because people in power do not really have the capability and the will to give up power. So what is the best strategy to fight massive corruption in all government levels? Higher authorities should draw the line and strictly initiate radical change. After all, the so-called culture of corruption is inherited from a corrupt colonial system. Corruption should be minimized if not totally eliminated and there are effective ways. But the most important thing is getting our na-

tional pride and motivation behind us. What the government needs is a system that promotes t ra n s p a re n c y and openness. Government transactions should become more open and transparent. Strange but true that many thick-faced and greedy people in government instead wanted to do it themselves and eventually violated what is required under the law. The act itself involving enterprising public officials becomes a dubious business endeavor – corruption we see in what happens in various government offices and line agencies. Corruption will never stop unless government makes drastic but systemic change in the bureaucracy. The discretion that allows bureaucrats to exact money should be removed outright. More than that, government should set the example and go after the “big fishes.” Furthermore, it’s very critical at this time because corruption has a subliminal on the younger generation. They think that corruption is something customary already. Government therefore needs a new education process to ignite an interest among the young people so that corruption in its worst form will be exposed. And many times, in dealing with dishon-

esty it’s only the application of common sense in the small details of government procedures. In such a situation, it will be the duty of any national leader to assert its power and sanctions in dealing with the vicious cycle of corruption, if only to preserve the integrity and reputation of the presidency. Remember, one of the precipitating factors behind President Benigno Aquino III’s outburst during his fourth State-of-the-Nation-Address (SONA) is the flourishing corruption at the Bureau of Customs (BoC), the second largest source of government revenue. President PNoy lambasted the bureau’s management for its dismal failure to curb rampant smuggling particularly fuel products and his scathing remarks prompted Customs Commissioner Ruffy Biazon to tender his immediate resignation. For obvious reasons, President PNoy declined to accept Biazon’s resignation probably in the belief that the appalling problems thriving inside the Customs zone cold still be ironed out. Our national leaders, President PNoy above all, should put some logic in all their policies and directives, not just stop-gap or “Band-Aid” solutions to serious cases especially involving widespread corruption. They really have to totally “overhaul” all graft-ridden government agencies and rid it of its “toxins and poisons.” There is no way the Aquino administration can become a reputable and dignified institution if it does not totally stamp out corruption and weed out the wicked and dishonest people in government service. We really have to change our ways and systems if we want to move forward as a respected nation.

lems in his government. Not all critics may have been pleased and satisfied; but their criticisms should not be taken by the Palace as outright negative. As critics should be discerning so must the Palace be about critics and criticisms. There are actually two kinds of critics – the adversarial and the negative. The first acknowledge the good things government has done then show what have not been done and what could have been or should be done. The second dismiss outright what have been done as nothing and condemn government to nothingness – incapable of doing anything good. Unfortunately, the Palace – not only under Aquino III but all others in the past – tends to consider adversarial criticisms as negative. This was showing in the displeasure of Secretary Lacierda we mentioned earlier. When adversarial critics see the glass half-empty it does not mean they don’t see it half-filled; they only want government to fully fill it. Instead of being peeved – hurt with the pang of negativism – the Palace should take note, appreciate, and welcome adversarial critics as partners in good governance. Concerning President Aquino’s last SONA, the national media and the critics – with the exception of the very few indisputably negative – were not only fair but appreciative. One paper enumerated 65 good points for readers to readily appreciate the long SONA; in another paper, a columnist known to be anti-Aquino balanced the achievements with problems still unsolved. The business groups, while appreciating the accomplishments, still maintain that the President should have discussed his economic policies. We see that adversarial critics have no quarrel with the President as the President has no quarrel with them. From adversarial criticisms, the Palace can and must see what needs to be done to fully fill the half-filled glass. [MindaNews]

Aquino: No quarrel with critics

N the morning of July 22, reports in the national media were critical of President Benigno Simeon C. Aquino III, who was to deliver his fourth State of the Nation Address (Sona) in the Batasang Pambansa (Congress) at four o’clock in the afternoon. Did that irritate the President? If not, it did his spokesman. The presidential spokesman, Secretary Edwin Lacierda, addressed the critics over radio dzRB: “Let’s just wait for the SONA to be delivered and you yourselves can listen and understand the intention of the President in his upcoming SONA.” (The Philippine Star, July 22, 2013: Palace tells critics to listen first to SONA.) After the President had delivered his SONA – one hour and 45 minutes, the longest; but substantial, said deputy spokesperson Abigail Valte – one thing was cleared: Aquino and his critics had no quarrel. It was a matter of looking at the whole glass – not just at the filled half or the empty half. Let’s look at samples of his critics’ pre-SONA criticism and his SONA recitals. ONE: The economic growth has not been felt by the poor; the elite have gained more from it; the business groups want to know how this can be maintained, improved and translated to better income and quality of life of Filipinos. The critics have acknowledged the economic growth – 6.8 percent and 7.8 percent of GDP (Gross Domestic Product) in 2012 and the first quarter of 2013 respectively. However, they cited statistics and concrete figures from NSCB (National Statistical Coordination Board) and private research organizations to show that poverty still exist significantly. The President by highlighting the efforts and funds used in addressing poverty and the plans to do more showed he had

By trumpeting the economic growth, he unwittingly showed that the good economy has not significantly benefited the poor and, indeed, the elite have gained more. If it did in terms of more employment, higher wages and lower prices of goods and services, there is no need to appropriate more and more to fight poverty. His was silent on the third concern coming from business groups. Two: Corruption still exists –negating his “daang matuwid” or straight path fiat. Critics praised the President for prosecuting corrupt officials of the past government starting with the “big fishes” but noted his softness on the corrupt in his government. In his SONA, the President berated some bureaus and agencies and announced the dismissal of its top officials – foremost among them, the Bureau of Customs, the Bureau of Immigration and the National Irrigation Authority. His stern warning to the corrupt in his government belied “softness” but admitted alarm over creeping corruption. However, he made no mention of the scandals in the use of the “pork barrel” or PDAF (Priority Development Assistance Fund), the latest in the headlines, the JLN P10-billion scandal, involved a score of senators and House representatives. It must be his way of admitting that the matter involving Congress is too delicate to handle. In fact, the PDAF appropriation is as usual in the 2014 budget despite calls to abolish it. There are many more recitals in the SONA of accomplishments which show how the President has addressed prob-

NVIRONMENTALISTS have shifted to high gear in breakthrough efforts to save from extinction the Philippines’ endangered tamaraw, also called Bubalus mindorensis, which grazes on Mindoro’s wooded hills. The tamaraw, smaller but stockier than the Asiatic water buffalo, is included in the subgenus Bubalus, a classification based primarily on horn morphology. When the tamaraw was first discovered it was classified as a subspecies called the Asiatic water buffalo. Scientists from the San Diego, California-based Hubbs-SeaWorld Research Institute have deployed four camera traps in Occidental Mindoro’s rugged mountains for images of the critically endangered tamaraw. Hubbs-SeaWorld Research Institute says it is a public, non-profit charity dedicated to providing effective solutions to conflicts that arise between human activity and the natural world. Its scientists apply sophisticated technologies to seek the solutions that protect and conserve marine animals while benefiting humans and their reliance on marine resources. About 100 years ago, there were about 10,000 population of the tamaraw. But a deadly livestock epidemic called rinderpest disease among the cattle herds in Mindoro in the 1930s spread into the tamaraw population and severely decimated the herd. Following the millennium rollover, the number has been put variously at between 100 and 300 – which prompted the International Union for the Conservation of Nature to classify the tamaraw, whose image was once embossed on one side of the Philippine peso silver coin, as critically endangered – the highest risk rating for any animal species. The tamaraw became endangered when outsiders and settlers, going for some sport, started hunting them with automatic weapons. Sources from Mindoro, whose Lubang island put it on the world map when Japanese straggler Hiroo Onoda surrendered to Philippine military authorities in the summer of 1974, have said the tamaraw population decline was also partly caused by overlogging and a reduction of grazing lands. Environmentalists and conservation advocates say some things must be done, and done quickly, to save from extinction the Bubalus mindorensis, stockier than the Asiatic water buffalo, with the adult tamaraw weighing between 200 and 300 kilograms. According to livestock sources, the adult tamaraw, about three feet high, is different from the commonly known carabao -- water buffalo to non-Filipinos -- because of its v-shaped short horns and brown to grayish black fur color.

The growth was brought about by the accelerations in trade, financial intermediation, as well as public administration and defense; compulsory social security, according to Aya-ay. Trade accelerated from 4.5 percent in 2011 to 10.0 pecet in 2012. Although fishing rebounded from negative 6.2 percent in 2011 to 6.5 percent in 2012, it was not enough to pull up the AHFF sector as it only contributed 1.1 percent to the region’s total domestic output. Services sector contributed the largest to Davao Region’s economic performance in 2012 with 4.8 percent points share to the 7.4 percent growth. Industry accounted for 2.6 percentage points share, while AFF contributed a meager 0.1 percentage point to the region’s total economic growth. The GRDP measures the goods and services produced in each of the geo-political regions of the country. It provides for an analysis of the regional distribution of the country’s GDP, the industries and factors that contribute to the regional economies, and the pace at which these economies are moving on an annual basis. Cherry Mobile unveils 4 Cosmos cell phones C

HERRY Mobile, which has built a reputation in the Philippines as a budget brand, has unveiled its latest line of Android smartphones: the Cosmos—aka “bigger and brighter” (than the “galaxy”?)—series. Although there’s no official word yet on pricing for the Cherry Mobile Cosmos X, Cosmos X2, Cosmos S, and Cosmos Z, the company assured us that “they will be competitive, as always.” The latter may be in stores by end-August, but the rest should start rolling out to retailers as early as end-July. The Cosmos phones all sport high-definition screens fronted by scratch-resistant glass, quad-core chips from MediaTek (the lowest clock rate is 1.2GHz), 1GB of RAM, backside-illuminated 18-megapixel rear cameras, and Android Jelly Bean 4.2. Cherry Mobile Cosmos X The handset is expected to be the cheapest of

the bunch. It’s thin and light, largely owing to its all-plastic construction. It also flaunts a 4.7-inch 720p Super AMOLED display and comes with an extra back cover that’s either metallic blue or red, as pictured above. Facebook shares soar as users, mobile ads climb

ACEBOOK Inc delivered strong evidence it can thrive on smartphones and tablets on Wednesday, reporting a much better-than-anticipated surge in mobile advertising revenue in the second quarter that ignited a 20 percent share rally. The world’s No. 1 social network, which is battling increasingly aggressive upstarts like WhatsApp for users’ time, grew mobile advertising revenue 76 percent to $656 million from the previous quarter. Facebook, which like rivals Google Inc and Yahoo Inc have been struggling to adapt to a fast-moving mobile environment in which advertising is typically lower-margin, credited new mobile formats such as newsfeed ads which direct marketing messages straight into a users’ stream of news and content. Last week, Google reported second-quarter results short of Wall Street’s estimates as weakening prices for its ads weighed on the bottom line, and Yahoo trimmed its 2013 sales outlook. “It’s pretty healthy on both the top and bottom line. We’re seeing accel-

erating growth, particularly in mobile,” said R.W. Baird analyst Colin Sebastian. “That’s important because it confirms that advertisers are spending more, allocating more budget to Facebook. The ads seem to be working.” Facebook said roughly 700 million of its 1.15 billion users now visit the service on a daily basis, compared with 665 million at the end of the first quarter. That increase came despite worries that in-feed ads will alienate viewers, and that a new crop of mobile services popular among a younger crowd, such as Snapchat, would siphon off users. Chief Operating Officer Sheryl Sandberg said the company had increased both the quantity and types of newsfeed adds during the second quarter, even as clickthrough rates and costper-clicks, or ad rates, remained strong. “Right now, ads on average make up about 5 percent, or one in 20 stories on the newsfeed,” CEO Mark Zuckerberg told analysts on a conference call. “In recent studies, people have told us that they notice the ads more. So we’re going to invest in improving the quality.”

Romashina wins another gold in synchro swimming

ARCELONA, Spain-With a nod to Marilyn Monroe, Svetlana Romashina won her third gold medal of the swimming world championships with a victory in the synchronized solo Wednesday. Romashina easily took the top spot with 97.340 points, increasing her career haul to 13 world championship golds dating to 2005. China’s Huang Xuechen won silver with 95.720, while Spain’s Ona Carbonell took bronze before the home crowd at the Palau Sant Jordi arena with 94.290. The 23-year-old Romashina said she got the idea to perform a Monroe-inspired routine, accompanied by music from the 1959 comedy “Some Like It Hot,” from the daughter of her coach, Tatiana Dachenko. “She has had this idea for the last two years but we didn’t know which athlete would do it,” Romashina said. “I felt comfortable in this role. I like the character, so I was really happy to play this role.” Romashina added to her wins in the solo technical, where the top three were exactly the same, and the duet technical teaming with Svetlana Kolesnichenko. has won the first four synchronized events at these world championships and is heavily favored to duplicate its sweep of all seven golds in Shanghai two years ago. China has taken three silver medals, while Spain has a silver and three bronzes. The Barcelona-based Carbonell paid tribute to her home city’s 1992 Olympic Games, swimming to operatic soprano Montserrat Caballe’s duet with rock singer Freddie Mercury. The Palau Sant Jordi is located in the Olympic park atop Montjuic, next door to the main stadium. “I am performing seven routines at these world championships, so it is hard,” Carbonell said. “But I hope we continue like this for the rest of the competition.” Huang claimed silver with a routine performed to “Phanton of the Opera.” She knew all along that her main goal was the hang on to the second spot on the podium, not make a run at the Russian star. “I’m very happy to have won the silver medal and I’m very satisfied with my performance,” Huang said. “I think I need more than four years to catch up with Svetlana Romashina.”

Former soccer stud David Beckham has decided to once again prove that he is one handsome fella—as if anyone wasn’t already aware—by flaunting his washboard abs and sexy features in the new ad for his fragrance Classic. The commercial, which has a secret agent-type of vibe to it, has Beckham standing in a dark dressing room—shot on location at Spencer Hart on Brook Street, London— stripping down from his casual streetwear, taking a good look at his shirtless bod (this is where you pause and take it all in) and then changing into a finely tailored suit. GMA Network’s Mundo Mo’y Akin continues to dominate nationwide primetime viewing according to data of the industry’s widely trusted ratings service provider Nielsen TV Audience Measurement.

For the period of July 15-19 (based on overnight data), Mundo Mo’y Akin defeated all its ABS-CBN counterparts in National Urban Television Audience Measurement (NUTAM), Urban Luzon and Mega Manila. In NUTAM, the program registered an average household rating of 25 percent versus ABS-CBN’s Muling Buksan Ang Puso’s 24.4 percent and Huwag Ka Lang Mawawala’s 20.2 percent. For the same period in Urban Luzon, it scored an average household rating of 29.7 percent versus Muling Buksan Ang Puso’s 21.8 percent and Huwag Ka Lang Mawawala’s 18.3 percent. In Mega Manila, it got an average household rating of 32.2 percent against Muling Buksan Ang Puso’s 21 percent and Huwag Ka Lang Mawawala’s 18.2 percent. Mundo Mo’y Akin has currently become one of the favorite primetime programs in the country. Reyes lambasts Gilas after ‘terrible’ game vs PBA stars G

ILAS Pilipinas head coach Chot Reyes was highly critical of the national team after they put on a lackluster performance against a PBA selection in an exhibition game Wednesday at the Mall of Asia Arena. Gilas won, 99-87, but only after out-scoring the PBA All Stars 34-26 in the fourth period to finally blow a tight game open. “With one week to go before FIBA Asia, there’s absolutely no excuse for the way we played in the first half,” said Reyes on a report at the PBA website. The PBA All-Stars, led by Arwind Santos, Chris Tiu and KG Canaleta, were ahead, 41-38, after the first half. “It was a terrible, terrible game,” Reyes said. “If we were up against Chinese Taipei or Jordan, we would have been down 20 at the half.” Reyes reserved his harshest words for guards Jason Castro and LA Tenorio. “If you noticed, I
