“I
F I were to eliminate one weakness or limitation from myself, I would choose nothing, because, I believe that our weakness is what makes us human.” So said newly-crowned ‘Mutya ng Davao’ Francheska Enriquez in response to the question of ‘Mutya’ judge Mohammad Khalil Abraham, Malaysian Consul. Enriquez added at the grand coronation night last Friday at the Davao City Recreation Center (Almendras Gym) that weakness or limitation can make a person better. Francheska’s simple but candid reply captured the judges’ attention and most probably won them over and made her bring home the crown the coveted crown. In an interview later, the 21-year-old beauty told reporters that she did not expect to win the title, thinking that one of the other four finalists would run away with title. The Mutya from Marfori heights said that her mindset to do the right
thing onstage gave her an edge over the rest. Since it was her first pageant, Fracheska made sure how she composed herself every step of the way was right during the pageant. Having won the crown, Francheska plans to pursue her advocacy, a project in youth development through sports. Francheska, who works for Reyes Tacandong & Co., a group of Filipino professionals that provides Due Diligence, Tax, Advisory and Audit services. She worked as an audit associate staff after she graduated from Ateneo de Davao University last year. Francheska passed the certified public accountant licensure exam on Oct. 2013. Genset to plug Mindanao power woes T
HE worsening power shortage affecting parts of Mindanao is seen to ease by the end of the month with the targeted streaming of around 100 megawatts (MW) of additional power supplies from the diesel-fired modular generator sets leased by several local electric cooperatives. Santiago Tudio, general manager of South Cotabato I Electric Cooperative, said Friday the Energy Regulatory Commission (ERC) has signified to deliberate and resolve on March 17 all pending rate applications and certificates of compliance (COC) for the
leased generator sets to facilitate their immediate utilization. He said the ERC’s legal department specifically assured that it would expedite the processing and issuance of the necessary permits within the next two weeks. “It (ERC) will deliberate all applications filed by electric cooperatives that have either leased or purchased their own modular generator sets,” Tudio said in a radio interview. He said the ERC scheduled the deliberations following interventions from the House of Repre-

HE biggest shopping frenzy in the country finally started last March 14. For one month, City’s major malls, Abreeza, SM Lanang Premier, SM City Ecoland, Gaisano Mall of Davao, GMall of Toril, Robinsons, and NCCC Mall of Davao will unite to give as low as 80 percent discount on various items. The Big Davao Fun Sale, the first ever 4-weeklong shopping festival in the country, aims to set up Davao as a prime destination for shopping and dining, with over a hundred restaurants joining the event. The longest shopping frenzy started last March 14, Friday, and will end on April 16, a few days before
the lenten season. Each mall has prepared sets of activities for their clients. The event kicked off with a general mall-wide sale covering all sectors last Friday. After that, each week will have its own theme, as follows: March 16-23 is for health and beauty; March 24–30 will focus on electronics and gadgets; March 31–April 6 is home and travel; and on its final week April 7-16 will be for active lifestyle and fashion. Y the time this paper hits the newsstands Sunday afternoon, former Davao City OIC Mayor Zafiro L. Respicio shall have been buried in a family farm lot in the rustic barangay of Saguing, Makilala, North Cotabato, some 100 kilometers from Davao City. Expected to attend and deliver necrological speeches were Vice President Jejomar Binay, Davao Oriental Gov. Corazon N. Malanyaon, former Davao de Sur governor Douglas R. Cagas and many more supporters and former colleagues of the late Zaf,
who died due to heart attack in the morning of March 10 at the age of 66. Two days ago, Davao City Mayor Rodrigo R. Duterte visited the wake of his fallen fraternity brother and former political ally. “He arrived by helicopter and stayed here for more than an hour,” said Booching Respicio, younger brother of Zaf. Earlier, the young Respicio talked to the late Zaf about the plan of Mayor Rody to visit him and Zaf gave the consent. However, the visit did not push through as Zaf had
started his dialysis treatment shortly after. A day before Rody flew to Saguing, other prominent members of Lex Taliones Fraternitas, including former city administrator Antonio VA. Llamas, Prosecutor Victor Sepulveda, water district director Eliseo “Boy” Braganza and retired regional director Alberto Sipaco of the Commission on Human Rights came to join the wake. On that day, former Undersecretary Lito Monico Lorenzana of the Department of Interior and Local Government,
another close friend and political ally of Zaf, also came with his wife Sylvia. Respicio, who also served as Davao City councilor and assemblyman of the Batasang Pambansa, will be laid to rest side by side with his late father, Alfredo or “Idong,” Booching said. Also scheduled to attend the burial are Arturo Gamolo, former Davao City Council secretary, retired police general Dennis Nazaire, lawyer Rene Pagatpatan and other members of the Alpha Phi Sigma Fraternity in UM.

The streets where the Dabawenyos live

A
PPRECIATING city’s streets is an interesting walk down memory lane. More significantly, these roads, witnesses to the numerous facets of a slowly re-formed urban jungle that is Davao, tell a lot about the people who shaped its history. Streets, like people, have names, and names more than just identify; they tell us of the figures that inspired generations and have contributed to Davao region’s historiography. Over the decades, many of the street-names, though, have undergone change in name. Given the control of clans associated with the pioneering families, the local street-names we see today are, one way or the other, those who held the reins of power over the last century. To start off, there are ten former governors that have been enshrined in city streets. These are governors Francisco Sales (1917-21), Celestino Chaves (192225), Sebastian Generoso (1925-30), Cayetano Bangoy (1930-31), Juan Sarenas (1931-35), Pacifico Sobrecarey (1937-39), Romualdo Quimpo (194041), Alejandro Almendras (1951-59), Vicente Duterte (1959-64), and Paciano Bangoy (1965-67). Prominent lawmakers and mayors, known in prewar times as municipal presidents, have also found immortality in Davao’s city thoroughfares. Surviving the threat of name-changing are municipal presidents Damaso Suazo (1900-01), 1908-09), Tomas Monteverde (190607), Ciriaco Lizada (191011), and Bruno Gempesaw , the penultimate pre-Commonwealth local chief executive, to name a few. When the old town of Davao was elevated to a city in 1936, mayors like Santiago Artiaga (1936-39), Agustin L. Alvarez (1939-40), Juan Sarenas (1943-45), Leon Ma. Cervantes, the 34th Grand Master of the Grand Lodge; and Santiago P. Dakudao, a surgeon who served as
resident physician of the Japanese-owned Mintal Hospital. (Wenceslao, Q. Vinzons, a 1935 Constitutional Convention delegate who represented Bicol, curiously enough, has also been honored with a city street.) Two Chinese immigrants have also been recognized with a street-name, namely Alfonso Angliongto, the murdered president of the Davao Chinese Association and Francisco Juna Lim Villa-Abrille, Francisco Juna Lim, a landed philanthropist. But there used to be also four key Spanish figures— all of them Basques—that once graced the streets of Davao City. The name of Simon de Anda y Salazar, the former lieutenant governor of Manila, has since been changed to Feliciano Iñigo, the haciendero who figured in the controversial hiring of banished prostitutes from Manila in 1914. Narciso Claveria, the governor-general who gave us the 1848 Catalogo Alfabetico de Apellidos, a list of Spanish surnames many Filipinos still use, has been renamed Claro M. Recto, while Don Jose Oyanguren, the conqueror of Datu Bago, is now Ramon Magsaysay, after the fourth post-war Philippine president. Miguel Lopez de Legazpi, founder of Manila, is now Pantaleon Pelayo
Sr., Davao’s delegate to the 1935 Constitutional Convention and pre-war city mayor. National heroes are also been honored in Davao’s city roads. The streets of Lapulapu, Soliman (Rajah Sulayman), Lakandula, Jose Rizal, Andres Bonifacio, Emilio Jacinto, Apolinario Mabini, Graciano Lopez-Jaena, Juan Luna, and Antonio Luna, maybe for propriety’s sake, have been

untouched. Philippine presidents, aside from Magsaysay, have also been recognized in city streets. Carlos P. Garcia is the name of the old Diversion Road; Manuel L. Quezon, the boulevard adjacent to the gulf; Jose P. Laurel, the key road traversing the entire Bajada area; and Manuel A. Roxas, the thoroughfare that links Quezon Boulevard to Recto Avenue. Curiously, Supreme Court six justices, four them chief magistrates, are given recognition in city streets. Cayetano Arellano, Victorino Mapa, Manuel Araullo and Ramon Avanceña were successively the first, second, third, and fourth chief justices. Florentino Torres was an associate justice of the Cayetano court while Ignacio Villamor, first Filipino president of the University of the Philippines, was another high-court jurist. Actually, there are three streets that carry the name Torres: Florentino, the jurist; Guillermo, the founder of Mindanao Colleges (now Univeristy of Mindanao); and Nicasio, a pre-war manager of Marsman and Company and the father of Guillermo who bankrolled the establishment of the
school. Guillermo Torres is now the former Sandawa Street. Americans were also honored with their own street-names but overtime, for lack of historical appreciation, were later altered. For instance, murdered Davao governor Edward Robert Bolton’s street has since been renamed Paciano Bangoy, the last governor of the undivided Davao region. Frank Carpenter is now Leon Ma. Garcia Sr., a postwar city mayor, while General Douglas MacArthur is the name of the highway that connects the city proper to Davao del Sur. Frank Jerome, named after an American-Jew philanthropist who founded the Legaspi Oil Company, Inc., is remembered by a short road in Agdao. War hero Thomas Edward Clifford, who died in Davao City during World War II, had a street named after him but is now part of Roxas Avenue. As the city expands and the streets that criss-cross it grow in numbers, expect more obscure figures to surface and get their share of fame among our major and minor thoroughfares. How’s that for a future subject of research?

Bothered and bewildered
S
OMETIME last week, Senate President pro tempore Ralph Recto ranted over the continued failure of the Land Transportation Office to issue car registration stickers already paid for by motorists. Senator Recto said that the Department of Transportation and Communications, to which LTO is an attached agency, must immediately deliver and issue the stickers to motorists as the delay has been going on for the longest time, more than three years, in fact. “If we falter and fail on such a small thing as a car sticker, then how can we solve bigger and more complex transport problems like mass rail transits, airport modernization and maritime safety?” he said. The senator from Batangas is right for taking the cudgels for the country’s harassed motorists. Indeed, for years past motorists registering their vehicles with the LTO, which is done on an annual basis, were not issued the registration stickers on the spot. Some luckier motorists were eventually issued stickers after three months, and only after constant following up with the LTO office where they registered their vehicles. However, in most cases, exasperated motorists have stopped bothering themselves about securing the

stickers. Motorists are one with Recto when he complains that he is bewildered by the continued inability of government to supply in adequate numbers a sticker as small as a postage stamp. “We are a country which produces tens of millions of stickers which are distributed for free during the election season and yet our government is taking months to deliver a sticker already paid for by the car owner,” the senator added. It is hoped that the delay in the issuance of car stickers will not happen with the distribution of new license plates which the DOTC promised to begin in April (of what year?). The management of DOTC, particularly Secretary Joseph Emilio Abaya, should consider the urgency of the above lingering problem which no leader in the agency in the past was able to solve. Motorists who are pissed off with this bewildering failure to deliver a simple service already paid for in advance should be given a firmer assurance by Abaya that they’ll get what is due them on time, otherwise they will continue to be “bothered and bewildered” as the song goes.

Serious knock-on effects
ITH POWER SUPPLY FLAGGING, THE WORST IS YET TO COME – We are drudging with the notion that all things are measurable, that everything could be quantified in some way, from growing up to studying and to even obtaining a career. It was not to say that you were born in a silver platter, acquired a degree from a prestigious school, or to proclaim your intelligence and leadership quality; it had to be measured. Leadership must be shown through acts of honesty, decisiveness, perseverance, courage and determination. A successful leadership will be reflected in one’s enthralling and charismatic approach, and exemplary governance will be made evident in one’s achievements. It wasn’t enough to see, know and say anything; you need basis, proof and tangible results. Unfortunately, because of the unfolding of unbearable events, Senator Serge Osmena, chair of the senate committee on energy has this to say. And this was what he did. His public disclosure comes as a surprise – discomfiting, but also profoundly reminding top leaders President Benigno Aquino III above all, there are mounting concerns that urgently need to be address. The senator has come up with a catchy word to describe the President calling him a “poor manager.” Though he admired the President for being honest, frank and straightforward, he observed that the former trusted his subordinates too much. A case in point was that the Aquino administration failed to move aggressively to address the range of neglected issues that have long been the subject of popular concern. The pressing problems include widespread corruption in many government levels, rising crime, reform of the police, joblessness, abject poverty, and of course, the looming energy crisis. Senator Osme-

na has good reasons to be ranting being the chair of the senate committee on energy. There are swelling complaints about the deplorable power outages and rising cost of electricity, but it seems concerned officials notably Energy secretary Carlos Jericho Petilla on the senator’s account was too slow in addressing the power deficiency problem. The irked senator also has an unkind word against Petilla comparing him to President Aquino. “Both are poor managers and Petilla should have been booted out a long time ago for gross blunders.” he further added. The senate energy head was outspoken for the removal of Petilla but the problem is that the President has the penchant of pampering his appointed “favorite pets.” Should President Aquino failed to regain some of the lost ground caused by the worsening power outages the knock-on effects for his administration could be serious. Sadly, most if not all of the appointed officials, are satisfied by the mere knowledge of what blunders they have committed. Their shortcomings are then quickly thrown overboard to drown itself with the hope that its remains won’t surface anytime soon. Although they would assure the appointing authority not to be remiss on their assigned task again, they never really fix the damages it had caused to the business of government. To be called a “poor manager” actually is very unpleasant to the ears but that is how another ranking official viewed the
prevailing situation and he is entitled to his own opinion. Anyway this is a democratic country and anybody is free to air his judgment. The senator could not hide his disappointment because of the expected losses in government revenues brought about by the power deficiency situation and the bad performance of some officials who have the audacity to say that “we serve at the pleasure of the President.” And what’s worse, they probably didn’t harbor the tiniest bit of guilt – until now while the irate and disgusted consuming public is suffering from sweltering heat and darkness. Indeed, the industry woes are expected to worsen as government’s focus switches to the never-ending mind game trickery of the protagonists in the Senate surrounding the infamous PDAF or pork barrel anomalies and the probe team conducting an “investigation in aid of legislation.” But until now after months of investigation still lacks an edict. With the country’s power supply flagging and the downturn of the energy sector who had been accused of orchestrating a “temporary power shortage, the worst is yet to come.” Severe blackouts in the country’s several industrial zones and commercial districts will continue to dissuade new investments. Unfortunately, the act of decisiveness and aggressiveness is slowly disappearing. Those were needed for more pressing matters – like the energy crisis. Sad to note, though, only the words of false comfort remained. At this stage, consolidated effort and hard work to cushion the impact of the impending power crisis is the most important factor in the country’s economic development. If the President thinks there is a chance that the DoE can be “recharge” to solve the energy crisis, he needs to start looking for another “knight in the shining armor.”
Brownout in Mindanao: What Ails?
OE Secretary Carlos Jericho Petilla stressed that “thorough technical investigation is being undertaken to determine the root cause of the blackout and be able to take immediate actions to prevent similar incident in the future.” What more can be done? The MinDA (Mindanao Development Authority) has independently assessed the situation and determined the cause of the February 27 island-wide blackout through MPMC (Mindanao Power Monitoring Committee) “in response to the alleged [power] supply shortfall”. The ERC (Energy Regulatory Commission) hasten the granting of permits to electric cooperatives for the use of their newly-acquired diesel and modular generator sets under the DOE emergency program. 2. Bulk users – factories, malls, offices, etc. – reduce their energy consumption. 3. Large commercial and industrial establishments use their generators instead of tapping from the local grid with incentives to recover cost. They can help supply the Mindanao grid with their excess power. As determined by MPMC, there are immediate sources of power to supplement the existing supply in the Mindanao grid while waiting for the completion of the investigation of the root cause of the island-wide blackout last February 27 and the reme-
dies that the DOE will do to increase the power supply and prevent the recurrence of another such blackout. But, the critical questions: What’s keeping the ERC from granting the electric cooperatives the permits for the use of their diesel and modular generating sets? Will the big industrial and commercial establishments and the malls agree to use their generators instead of tapping from the local grid? How will they recover costs as recommended by MPMC? Will MinDA follow through the materialization of the MPMC recommendations? How it take NGCP, NPC and Transcom to finish their investigations and reports? The power users can only hope for the best. If brownouts come – much more if blackouts – they are helpless. They are helpless, too, if thorough investigations drag on to be forgotten and recommendations and vows to prevent the recurrences of brownouts are only for media headlines. N the plebiscite of April 17, 1977 held under the Marcos-controlled Commission on Elections, the cities of General Santos and Puerto Princesa and the provinces of Palawan, South Cotabato and Davao del Sur voted against inclusion, leaving only 10 provinces and seven cities as members of what would be two regional autonomous governments. On March 23, 1979, the Marcos-controlled Batas Pambansa Blg. 20 was enacted providing for the organization of the regional legislative assemblies in two regional governments – Regions 9 and 12 – based in Zamboanga and Cotabato cities.
The MNLF, which had expected to lead the provisional government that would prepare for what was supposed to be a single autonomous region, protested what it said was a unilateral move on the part of government. Salamat Hashim would later break away from Misuari and form the “new MNLF” that was later renamed into “Moro Islamic Liberation Front.” The government and the MILF began formal peace negotiations with the Philippine government in 1997 with the general ceasefire declaration signed on July 18. But it would be interrupted by at least three major wars – 2000, 2003 and 2008 – and several deadlocks. On March 21, 2000, in the midst of peace negotiations, then President Joseph Estrada declared an “all-out war” against the MILF. At least a million residents were displaced in this war. Hashim succumbed to an illness in July 2003 in Butig, Lanao del Sur, after he was forced to leave his camp in Buliok, Maguindanao due to yet another war, this time under the Arroyo administration, displacing almost half a million residents. Another war would break out in August 2008, after the botched signing of the GPH-MILF Memorandum of Agreement on Ancestral Domain. Misuari served as governor of ARMM from September 30, 1996 until his arrest for illegal entry off Sabah, Malaysia on November 2001, days after he was accused of mounting a rebellion in Sulu and in Cabatangan, Zamboanga City. He was brought back to the Philippines in January 2001, detained in the bungalow intended for ousted President Joseph Estrada, later at St. Luke’s Hospital and much later in a government-rented white house in New Manila (near the hospital) and freed on bail on April 25, 2008 and later acquitted. The governor who was elected to succeed him was Dr. Parouk Hussein, who was head of the MNLF’s Foreign Affairs. He served until September 30, 2005. In the 24-year history of the ARMM, the MNLF governed for nine years from 1996 to 2005. Misuari served the longest, at a little over five years, longer than the reelected governor Zaldy Ampatuan, who served from September 30, 2005 until his arrest on December 5, 2009 for his alleged involvement in the massacre of 58 persons, including 32 media workers, on November 23, 2009 in Ampatuan town, Maguindanao. In September last year, Misuari figured in the three-week standoff between MNLF forces loyal to him and government forces in Zamboanga City. But the usually media-savvy Misuari was neither seen nor heard from, either in a public gathering or in a media interview, during that standoff, and beyond. He turned 75 on March 3, a man wanted again for rebellion and also for violation of several provisions of the newly-enacted Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity. Modular...FFROM 4 coteco I’s rate application and the COC for its leased 12-MW generator sets remained pending at the ERC since its installation was completed in October last year. Among those that have pending rate applications and COCs are the South Cotabato II Electric Cooperative (Socoteco II), Davao del Sur Electric Cooperative and the Agusan del Norte and Agusan del Sur electric cooperatives. Socoteco I, which lists a daily peak demand of 33 MW, is currently implementing five to six hours of daily rotational brownouts due to the power supply cuts imposed by the National Grid Corporation of the Philippines (NGCP). The electric cooperative serves Koronadal City, eight municipalities of South Cotabato province and Lutayan town in Sultan Kudarat. Based on the NGCP’s power situation outlook as of Friday morning, the Mindanao grid’s system capacity is only 938 MW or 334 MW short of its system peak of 1,272 MW.
Tudio said the load cuts were mainly due to the reduction of power supplies coming from the hydroelectric plants of the National Power Corporation (NPC) in Bukidnon and Lanao provinces. He said the power supply shortage was triggered by the declining water levels in the last several weeks in Lake Lanao and the Pulangi River, where the hydroelectric plants are located. “The Agus and Pulangi plants were de-rated by the NPC as the water levels there already reached the critical level,” he said. Citing an advisory from the NGCP, Tudio said the shortage was compounded by the breakdown of two coal-fired power plants of the Steag State Power Corporation in Misamis Oriental. “With the summer season now approaching, we expect the shortage to even worsen in the coming weeks. So we really need to run our modular generator sets the soonest possible time,” he added. [MindaNews]
Experts present innovative health care practices in PHL

EALTH sector stakeholders gathered at Xavier University in Cagayan de Oro City to discuss some best healthcare innovation practices in a forum organized to encourage adoption of these practices and address persistent disparities in health amid a growing economy. Four innovative health programs were presented in a roundtable discussion led by the Philippine Institute for Development Studies (PIDS), the government policy think tank tapped by the Washington-based Center for Health Market Innovations for the implementation of the project “Health Market Innovations”. More than100 participants from local government units, academic institutions, health offices, regional offices of the Philippine Health Insurance Corp., Center for Development offices of the Department of Health, and nongovernment organizations participated in the roundtable discussion last March 6. PIDS President Gilberto Llanto said health innovations show the creativity of Filipinos in addressing the very large disparities in health. “It is indispensable for the country to deal with the very large underinvestment in health where government health staff stagnated at around
36,000 since year 2000 despite the country’s 1.7 million annual population growth,” he said. “We need to innovate to achieve the Millennium Development Goals (MDGs) for health,” said Oscar Picazo, PIDS senior research consultant and board chairman of the Philippine NGO Support Program, Inc. “The Health Market Innovations project builds linkages among health innovators, funders, and policymakers. It also provides information for those who do not know that there are funders for better health care delivery,” he added. One of the health innovations introduced was the EVAcoh Project (Eastern Visayas Area Cooperation in Health). “The project aims to setup and operate social health enterprises using cooperatives’ community development funds,” said Roberto Nebrida, executive director of the Philippine NGO Support Program, Inc. The EVAcoh Project considers social health enterprises such as cooperative-based pharmacies as an innovative method of investment in the provision of health services and commodities. “EVAcoh social health enterprises have served a total of 10,348 women of reproductive age,” said Nebrida. “Its total sales have reached a whopping PHP6.1 million.”

World Water Day 2014 eyes water-energy link T
HE Department of Environment and Natural Resources (DENR) will bring together the country’s water and power sectors to raise public awareness on the close link between water and energy consumption as the nation joins the rest of the world in celebrating World Water Day (WWD) on March 22. DENR Secretary Ramon J.P. Paje said this year’s celebration, which has a local theme “Water is Power,” will focus on the growing awareness that saving water may be one of the most effective ways to save energy – and vice versa. “We wish to highlight the important link between water and power, and how they are highly dependent on each other,” Paje said, noting that producing energy uses water, and providing freshwater uses energy. He said both processes face growing limits and problems. He added: “In fact, much of our generated power relies on water, while many Filipinos rely on electrical power for domestic water supply.”
Paje said that aside from providing Filipinos access to clean water and electricity, “the efficient use of both water and power is also an urgent issue the government is trying to address.” According to statistics, about 17 million people in the Philippines have no access to safe drinking water and over 15 million still have no access to electricity. To mark WWD 2014, the DENR, its attached agencies and partners have prepared a weeklong program from March 17-22. On March 17, a kick-off event will be held at the Angat Hydroelectric Power Plant in Norzagaray, Bulacan. Expected to attend are Paje, Energy Secretary Carlos Jericho Petilla, Public Works Secretary Rogelio Singson and National Power Corp. president Ma. Gladys Cruz-Sta. Rita. These officials, along with other representatives from Napocor, National Irrigation Authority, Metropolitan Waterworks and Sewerage System, and water concessionaires Maynilad and Manila
Water, will be treated to a “Water Energy Tour Nexus” of the Angat, Ipo and La Mesa dams. On March 18, the DENR’s Environmental Management Bureau (EMB) will hold a day-long World Water Day Exhibit at the Activity Center of the Glorietta 2 in Makati City. At 5 p.m. on that day, there will be a free fourhour concert that will feature pop and alternative rock artists to draw attention to current efforts to revive Manila Bay, and major rivers and creeks in Metro Manila. On March 19, the EMB will hold an on-the-spot poster-making contest for elementary and high school students at the SM North EDSA, while their teachers undergo a Water Education workshop at the Air Quality Training Center inside the DENR compound in Quezon City. On the same day, employees of the Laguna Lake Development Authority will lead tree-planting activities in Antipolo City and Taytay, Rizal. They will also hold a river cleanup in the nearby towns of San Mateo and Rodriguez
the following day. The Pasig River Rehabilitation Commission, led by its chairperson Gina Lopez, will conduct an “estero tour” featuring the rehabilitated Estero de Aviles in San Miguel, Manila on March 20. Employees of the DENR and Maynilad will hold a “Plant for Life” mangrove tree-planting activity along Cavite shores on March 18 in Bacoor and March 20 in Kawit. The DENR will also host “Water is Power” lecture series in selected schools in Pateros and the cities of Quezon, Marikina, Pasig, San Juan, and Taguig from March 18 to 20. All activities will culminate on March 21 at the Music Hall of the SM Mall of Asia, where a two-kilometer walk will be held outside to raise awareness on various water-related issues. The celebration of March 22 as “World Day for Water” was declared in 1993 by the United Nations General Assembly. This year’s international theme is “Water and Energy.” [PNA]

I have to say it was fascinating to view the many gowns and how events and trends influenced the choice, colour, and style of the gowns. Be it from the translucent crystal beads of the gown designed by Rene Salud, the simple hand embroidered golden yellow gown by Kate Torralba, or the fantastically shining gown with Swarovski crystals by Francis Libiran. Each gown had a story to tell of the muse wearing it as well as of the society of Durianburg as a whole. AS VEGAS – Filipino boxing icon Manny Pacquiao and Mexican star Juan Manuel Marquez would fight each other for a fifth time if both men win their next fight, promoters said. Top Rank announced that the winner of a May 17 bout between Marquez and Mike Alvarado would be the mandatory title challenger for the winner of next month’s World Boxing Organization welterweight title bout between Pacquiao and undefeated American Timothy Bradley. That could set the stage for 35-year-old southpaw Pacquiao, 55-5 with two drawn and 38 knockouts, to
meet 40-year-old Marquez, 55-7 with one drawn and 40 knockouts, yet again in a rivalry that dates to 2004. Pacquiao fought a controversial featherweight draw with Marquez in 2004, beat the Mexican in a 2008 split decision for the World Boxing Council super featherweight crown and defended the WBO welterweight title with a 2011 majority decision. But Marquez took a measure of revenge in 2012, knocking out the Asian star in the sixth round. For a chance to even the score in the rivalry with Pacquiao, Marquez would have to dispatch American Mike Alvarado, 34-2 with
23 knockouts, and “PacMan” would have to defeat US unbeaten Bradley, 31-0 with 12 knockouts. Bradley won a controversial split decision over Pacquiao in 2012 to take the WBO welterweight crown and defended it last October with a split-decision victory over Marquez. SCANDOR Group of Companies’ Dasia Security Protectors beat Davao Light Power Company Lightmen 88-61 for its second straight win in the DOLE RTIPC Basketball Unity Cup game at Goldstar Gym. The Protectors showed enough composure in beating the Lightmen, in a fight marred game, as they broke the game wide open, from a close 57-56 score at the end of third canto enroute to a lopsided 8861 victory. The Final score did not reflect how close the ballgame was with three Dasia players getting thrown out of the game for trading of punches with DLPC men late in the second canto. LOBALPORT just couldn’t resist the lure of further upgrading its roster as it set to ship veteran big man Enrico Villanueva to Air21 in exchange for backup center Carlo Sharma and rugged forward Ronnie Matias. The trade comes in the heels of owner Mikee Romero’s earlier vow not to tinker the current lineup of the team after consummating an earlier trade that dealt Sol Mercado to San Miguel, while acquiring in return guards Alex Cabagnot and Bonbon Custodio during the conference break. The Batang Pier likewise named Pido Jarencio as their head coach in lieu of interim mentor Richie Ticzon.
Sources from both teams said the trade already had the blessings of their respective officials and is now just awaiting the formal approval of league commissioner Chito Salud. “Pumayag na si boss Lito sa trade, pinirmahan na niya. Hinihintay na lang naman ang approval ng PBA,” said the Air21 source, who requested not to be named as he is not authorized to officially announce the deal. So they planed in their players as early as a week ago and went to their drills under the baton of new coach Ronel Leuterio. “We are more prepared now, more than ever,” said assistant coach Miggy Solitaria when interviewed by EDGE Davao yesterday. Solitaria said they practiced twice a day for three days now and should be ready by gametime today against Montana Pawnshop in the Mayor Rody Duterte-VM Paolo Duterte Cup Araw ng Davao basketball tournament which formally unfurls today at the Davao City Recreation Center.
