Davao City Mayor Rodrigo R. Duterte has dangled reward for anyone who can give him information on who secretly took the cocaine from the container yard of Sumifro, a fruit company, in Tibungco. Duterte told reporters yesterday afternoon at Grand Men Seng Hotel that he would give P100,000 for every kilo of the missing 13 kilos of cocaine concealed in bricks. “Di na siya kailangan magpahibalo’g pangalan, tawag lang ka kang CD (City Police director Vicente Danao Jr. ) o sa ako pakita lang iyang number aron naa ko’y mahibaw-an total ma check man na namo, ” Duterte said. The mayor asked the people in the area earlier to return the other missing
bricks of cocaine because even if they will not return the drugs these can still be traced. He said after urging the public, the other 27 kilos were recovered by Bunawan Police Precinct. The 23 kilos were turned-over by Noel G. Tamayo driver of Sumifro after he found the cocaine at the back seat of the truck while it was parked inside the container yard at 11:00 a.m. on Sunday. O not trust unverified information fed to you by strangers.” This was the caution issued by Jesus G. Dureza, chairman and president of the Philippine Press Institute, to some 100 media practitioners and bloggers attending a forum on “Understanding the Cybercrime Prevention Law” held at the University of Mindanao Bolton campus last Friday morning. Dureza, a grizzled newspaper editor who used to be congressman and press secretary, paraphrased the caveat “Never Take Candy from Strangers” popular-
ized by a suspense movie of the same title in 1960. In order not to be in trouble with Republic Act 1075, or the Cybercrime Prevention Law, especially with the provisions against libel, Dureza said bloggers and members of the mainstream media should not use raw information or leads passed on to them through e-mail, Facebook, Linked-in, Twitter and other internet platforms without first verifying if they’re true. The PPI leader said the Cybercrime Prevention Law should be reason for media practitioners and other Filipinos who use the

internet in communicating with their fellowmen or expressing their opinion to be extra careful. He said the internet is a very powerful medium of communicating news and information, that is why its users should be responsible and careful in not utilizing it to destroy the reputation and honor of people. Paraphrasing another movie line, this time in the blockbuster Spider Man, Dureza said that with the great power of media, should come great responsibility. He said that beyond being responsible, media practitioners and other
communicators like bloggers should be credible because without credibility a media person, or media establishments like newspapers and television and radio broadcast stations are useless. Lawyer Johanna Tejero-Tumog, who teaches at the University of Mindanao college of law, discussed the provisions of the Cybercrime Prevention Act of 2012, officially recorded as Republic Act No. 10175. HE Davao City government has issued an order reconstituting the City Disaster Risk Reduction and Management Council (CDRRMC) which will institutionalize arrangements and measurements for reducing disaster risks, including projected climate change risks and enhancing disaster preparedness and response capabilities at all levels. Mayor Rodrigo R. Duterte signed Executive Order No 16 of 2014, “An order reconstituting the Davao City disaster risk reduction council providing for its secretariat, its duties and functions and for other purposes.” It aims to strengthen the local government
and its partners in building disaster resilient communities. HERE will be no brownouts in Davao City at least in the next few days, according to a Mindanao Development Authority (MinDA) official. This is because of the participation of about 30 establishments in Davao City which can run their generator sets (gensets) to prevent the occurrence of rotating brownouts. HE DEPARTMENT of Labor and Employment in Region 11 yesterday granted P8.3 million worth of projects to various cooperatives and organizations identified as “vulnerable workers.” The 30 projects will be benefitting about 1,900 groups composed of farmers, fisherfolk, members of cooperatives, Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, displaced workers, indigenous people (IPs), women, and people with disabilities (PWDs). HE Office of the Ombudsman- Mindanao is investigating more than 80 non-government organizations (NGOs) involved in the pork-barrel scam, including those based in Mindanao, according to Rodolfo M. Elman, deputy Ombudsman for Mindanao who guested in yesterday’s media forum at Kapehan sa Dabaw, SM City Annex. “These NGOs are being investigated for their alleged participation in the controversial Priority Development Assistance Fund (PDAF) scam,” Elman said, adding that the NGOs are involved in violations of anti-graft and corruption practices.

Most of these NGOs went into livelihood programs, according to the newly appointed deputy. “We are sending our men to the field to check the validity of these NGOs,” he said, adding that the office is mandated to finish the investigation as quickly as possible. Elman added that there are about 1,790 pending cases filed before the Office of the Ombudsman since 2013. Last year, the office was able to record 344 filed pending cases against local government unit officials, 40 against the Department of Agrarian Reform (DAR),

ost parts of the country will continue to experience cloudy and rainy weather Monday due to a low pressure area (LPA) inside the Philippine area of responsibility (PAR). Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) weather forecaster Rene Paciente said that as of 4:00 a.m., the LPA was estimated based on all available data at the vicinity of Sulu Sea (9.3°N, 122.2°E). He however said that the LPA has a slim chance to re-intensify into tropical depression “Caloy” as it is expected to dissipate or just
exit the country on Tuesday. Tropical depression “Caloy” was the first cyclone to affect the country this month and the third for the year. “May dalawang scenario kasi na ipinapakita ang mga (numerical) models, posibleng matunaw ito habang nasa loob ng PAR o lumabas ng bansa sa Tuesday,” he noted. Paciente said most parts of the Visayas is projected to have cloudy skies with moderate to occasionally heavy rains because of the weather disturbance and wind convergence. of Surigao will experience cloudy skies with light to moderate rainshowers and thunderstorms due to the wind convergence coming from northeasterly surface windflow, easterlies and also from the LPA that extends to these areas. He added that Cagayan Valley and the province of Aurora will have cloudy skies with light rains while Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. USTICE Secretary Leila M. De Lima on Monday maintained that the arrest of Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPANDF) leader Benito Tiamzon and his wife Wilma has legal basis. This was despite the insistence of the camp of the Tiamzons that their arrest was a violation of the Joint Agreement on Security and Immunity Guarantees (JASIG) because they are consultants to the peace negotiation between the Government of the Republic of the Philippines (GRP) and the CPP-NPA. According to De Lima, their arrest was based on two arrest warrants involv-
ing the discovery of a “mass grave” in Inopacan, Leyte and another similar case in Northern Samar. De Lima said that there was also no “validation” from the government panel that the Tiamzon couple are covered by the JASIG. However, if indeed they are covered by “immunity guarantee”, De Lima said that they cannot invoke such an immunity because there is no ongoing peace negotiation between the government and the CPPNPA. Pagcor proposes casino in General Santos City T
HE Philippine Amusement and Gaming Corporation (PAGCOR) will soon open a gambling casino in General Santos City similar to those in the cities of Manila, Cebu and Davao. This, if Gensan authorities, through the SangguniangPanlungsod and the city mayor’s office, will allow it. Sources who requested not to be identified for lack of authority to speak on the matter said that there are already talks between emissaries of PAGCOR, certaininterested businessmen and some city officials about the possibility of opening a casino in the city. Some city officials who believe that casinos are part of the amenities of a progressive city like Gensan have reportedly encouraged the potential operators to start applying for a permit to open the gambling establishment. At present, only Davao City and Tagum City host casinos but many major players of these casinos come from General Santos and other parts of Region 12. The operation of a casino in General Santos is contrary to a resolution passed by the 15thSangguniang-

Search on for missing fishermen

HE local government of Parang in Maguindanao has launched a search and rescue efforts for a missing Muslim fisherman who fell from a boat that collided on Sunday night with another watercraft at the Illana Bay. The incident occurred about five kilometers off Parang, according to town Mayor Ibrahim Ibay. Ibay said Musib Talib, 53, and his spouse, Nora, 50, and their children, Norhata, 6, and Farhana, 13, were on their way to the seaside Parang town from Bongo Island when their small boat collided with a bigger pump boat in the open sea. Talib was thrown
overboard after impact. His family was rescued by mariners of another sea vessel and brought to Parang town for medication. Later they were rushed to the Cotabato Regional and Medical Center for further medication. Ibay said he has ordered an investigation how the two motor boats collided when the weather was good and that no strong waves were reported. Quoting reports from fishermen, Ibay said Talib could have been hurt and drowned. But Ibay said this was a speculation and investigation was ongoing. [PNA]

TIEZA nod sought for tourism enterprise zone in Mindanao T
HE Department of Tourism (DOT) is targeting to get the approval of the Tourism Infrastructure Enterprise Zone Authority (TIEZA) within this year for the development of Mindanao’s first tourism enterprise zone or TEZ. Arturo Boncato Jr., DOT assistant secretary for Mindanao operations, said TIEZA is currently processing and evaluating a number of applications for the proposed declaration and establishment of TEZs in parts of Mindanao. Among the pending TEZ applications was for the planned 79-hectare tourism complex in Glan town in Sarangani Province and the Three Ridges Integrated Area Development in Davao City. TIEZA, which is an attached agency of the DOT, is tasked to designate, regulate and supervise established TEZs as provided for by Republic Act 9593 or the Tourism Act of 2009. Boncato said TIEZA has so far received proposals or applications from each of Mindanao’s six regions for TEZ development.
Mindanao is composed of Region 9 (Zamboanga Peninsula), Region 10 (Northern Mindanao), Region 11 (Davao Region), Region 12 (Soccsksargen), Region 13 (Caraga) and the Autonomous Region in Muslim Mindanao. “Hopefully we can include one from Mindanao this year into the TEZ program,” he said at the sidelines of the three-day Region 12 tourism expo at the SM City Mall in Iloilo City that ended on Sunday afternoon. In the last two years, Boncato said TIEZA has already approved three TEZs -- one each in Metro Manila, Bulacan and Cebu. He said developers and investors in the three declared TEZs are currently enjoying various fiscal and non-fiscal incentives as part of the program. A program briefer said enterprises within TEZs may be granted fiscal incentives like a six-year income tax holiday; duty-free importation of capital equipment and goods consumed in the course of services rendered; and tax credits on all locally sourced goods and services.

for foreigners who will be hired by locators; and privileges in connection with foreign currency transactions, it said. “These incentives are
far better than those offered by the BOI (Board of Investments) and PEZA (Philippine Economic Zone Authority),” Boncato said. To be considered for

After eight days of stay-in training provided with food and allowances from DA’s rice program, the IP coming from Paquibato district celebrated their graduation ceremony recently which was held at Arakan Valley, North Cotabato that also served as the training ground of the participants. DA together with the local government unit of Davao City and a private social corporation named “LingkodSaka” who owned the eight hectares hilly area spearheaded this rock wall training. The training which not only aims food sustainability but also erosion protection management,taught the IPs how to pile rock walls as barricade to protect their planted rice from landslides and to trap the water in the flat areas hence achieving the look of Ifugao’s rice terraces. It is targeting total arrivals of 12,641,825 this year and 13,980,197 by 2016 based on the National Tourism Development Plan. OCAL authorities have responded quickly and appropriately to a report on the discovery of bricks of high-grade cocaine which fell from the makeshift ceiling of a container van. As of this writing last night, a total of 51 bricks (small, rectangular-shaped compressed blocks of the illegal drugs have been accounted for. Computed at P5 million per kilo, the 51 packages of one kilo each could roughly be worth some P300 million. A total of 13 more bricks as indicated by the number of hollows corresponding to the blocks are still missing. Authorities led by Davao City Mayor Rodrigo R. Duterte are strongly appealing to waterfront workers who might be in possession of the contraband materials to surrender them to police officers who will accept the cocaine wit no questions asked. There is reason to believe the theory advanced by Mayor Duterte that the illegal cargo was meant for other countries and that Davao City and other ports in the country are only used as transhipment points by some international drug syndicate. Cocaine is not so in demand as an illegal substance in this country because of its prohibitive price beyond the reach of mainstream drug users. What is alarming is the seeming ease by which contraband cargo can be brought to our shores. We credit law enforcers for their quick response to the situation, but take note that they only reacted to the report made by concerned citizens about the unusual cargo. It could have been a big problem if they hid the cargo while waiting for a possible buyer or for the shippers or consignees to come looking for it.

This recent incident brings to mind an incident in the past wherein Gen. Reynaldo Mapagu of the Philippine Army warned the BOC under then Collector (now resigned) Roni Silvestre of the possibility of empty container vans being used to carry drugs and other contraband goods. Mapagu suggested that the empty containers must be subjected to inspection and x-ray. He furnished several government agencies copies of his letter. Silvestre pooh-poohed Mapagu’s warning. A few months later, the authorities found cocaine in an empty container van belonging to Maersk Shipping Line. These 51 bricks of cocaine were found last Saturday also in a Maersk container van. There are questions that beg for answers in this cocaine case. Why cannot the local Bureau of Customs now require the inspection or x-ray of empty container vans when there was an order to that effect issued by former BOC Commissioner Morales? Why should Maersk, in whose container van illegal drugs has been found for the second time, this time in much bigger volume, not be made to answer for this incident? It is reported that shipping companies complain a lot about being subjected to x-ray or inspection as this entails additional expenses on their part. Is this reasoning not a ploy for them to be able to smuggle in and out contraband goods in their container vans? Who is the local handler of this deadly cargo anyway? If cocaine can be transhipped with seeming ease here, what other contraband goods, including terrorism materials, are being transhipped?

Putting on a unified front
ARLY JOCKEYING FOR PRESIDENTIAL POST – As the country gropes for direction at the height of entwining problems and mounting shameful fund scandals, jockeying for the 2016 presidential elections especially among presidential hopefuls is well underway. What has that got to do with the Aquino administration? Well, it is a repelling political development and in practical terms this is much ado about naught – more of posturing than clearly intended. Hence it didn’t bother President Benigno Aquino III and does not even think it is untimely. So far, Vice President Jejomar Binay and Senator Allan Peter Cayetano have divulged plans to run for president in 2016 while another vain pretender, Senator Bong Revilla at this stage is still feeling the pulse of the electorate because of his alleged enmeshment in the incomparable multi-billion pork barrel scandal. However, what was noticeable is that there’s not even a slightest hint from DILG Secretary Mar Roxas who is supposedly groomed as the administration’s presidential bet in 2016. Meanwhile the President remains silent about his presidential contender in the same manner that Roxas has declined neither to confirm nor deny any presidential ambition. But if we have to take the President’s statements intently, the early positioning of some presidential aspirants would actually give the electorate ample time to scrutinize and know the candidates better before Election Day. Indeed, the incident according to the President actually is an opportunity that will help voters to thoroughly examine the standards of the candidates. As it is, President Aquino said he re-

mains focused on attending to the nation’s priority concerns instead of thinking about the 2016 elections. Is this precisely the reason why that when it comes to his chosen predecessor, the President said he prefers to make the announcement at the appropriate time. But when will be that “appropriate time,” Sir? What kind of a leader will President’s Aquino predecessor be? At the moment the President cautioned the citizenry against electing a dull president in 2016, or someone who lacks substance. Like who, Sir? Please pray tell the people. His successor must be honest and competent aside from matching his words with action. Lamentably, and sadly of course, it seems none of his trusted men would fit to that description. Political analysts and economic experts who know instantly and exactly such crucial criteria say that it may prove an impossible task. They insist that the President may be able to do more than just put a smiling face on his chosen successor’s popularity decline. Right now the country has more pressing concerns and the President should work hard to halt the escalating brickbats and criticism against his administration. The perceived weaknesses of the administration probably have encouraged other presidential pretenders to try their luck against still unnamed
anointed candidate of the ruling party coalition. The administration and the ruling political party are tottering from a string of scandals. In a sense, they are their own “political enemy.” Experts may argue about who can deliver what the country needs; they agree what it is: bold leadership capable of reforming the institutions and energize its people with new national goals. The President in the eyes of the majority is a reformist leader and has the reputation of bold action and strong words, so unlike the typical Filipino politician. He seems more likely agent of reforms than most of his peers, but unfortunately most of his trusted and loyal political adjutants failed the people in their expectations - a characteristic that negatively affect the present dispensation. That raised doubts about the President’s “chosen successor” to inherit the levers of power. Other presidential contenders, says a noted political analyst, are more popular to the take over the helms of the presidency because of the lingering public animosity toward the platoons of President’s men and the ruling administration party. This early political rivals and opposition stalwarts are already causing consciousness and willing to take necessary steps to achieve their goals and objective. With the presidential polls slated in 2016, administration leaders and the ruling coalition party are hoping that by putting on a unified front they can stem their party and common candidate’s sagging popularity. Given its thick majority in the legislature, the administration may have the chance to install a new leader who can govern efficiently and effectively.

Henry Kissinger did not lock eyes with Chinese leaders almost forty years ago to thaw the ice between China and the US only to waste the diplomatic feat over disputed shoals that are within the Philippines’ exclusive economic zone. Hence, there is no reason to gloat over reports the Philippines and the US are about to conclude an Enhanced Defense Cooperation agreement that would allow the US wider access to Philippine military bases. The US simply chose the correct timing – renewed tensions in the West Philippine Sea – to make it appear that her action is tied to the Philippines’ losing struggle to defend her sovereignty over the disputed territories. At the moment at least, the US goal is only to contain China’s apparent ambition to build her own sphere of influence in the region as a rising world power. A military confrontation is not a likely scenario. Economic sanctions? Only if Coke and McDonald’s won’t mind closing shop in the world’s biggest market. To sum up the thinking among American foreign policy analysts, at this stage in their relationship the US regards China as neither friend nor enemy. [MindaViews is the opinion section of MindaNews. Crimea and the China question
RIMEA has been torn from Ukraine and is now part of the Russian Federation after President Vladimir Putin signed the law that annexed the region. Whether the annexation was legal or not depends on which side of the fence you’re on and how you appreciate the history of one of Eastern Europe’s most troubled spots. But let’s set aside the issue of whether or not Putin’s move had conformed to the principles of international law. Filipinos should be more interested in how the western powers, the US in particular, responded to the aftermath of the referendum that took place beneath the shadows of Russian tanks. Instead of sending troops or urging the North Atlantic Treaty Organization (Nato) to protect Ukraine’s borders to deter further Russian actions, US President Barack Obama has opted for a non-military approach – economic sanctions. Since Ukraine lacks the capability to match Russia’s armed forces and Nato appears to be allowing Putin to do his thing the road taken by Obama can only be understood as a calculated gamble. If economic sanctions worked with Iran, maybe it will work with Russia. The sanctions cover dealings between US banks, companies and individuals on one hand and Russian banks and investors on the other. For instance,

If she’s not eager to militarily confront China in the West Philippine Sea, what options does the US have in handling Chinese recalcitrance vis-à-vis her neighbors? That’s assuming the US is serious in coming to our defense in case the situation threatens to erupt or actually erupts into a shooting war. While the US may be eager to thwart Chinese ambition to lord it over the South China Sea, it does not automatical-

N the sanctions against Russia announced this week by the U.S. and the European Union we begin to see the outline of a titanic struggle. It is one between imperialism and globalization. The Western states have been reminded that imperialism is alive and well, even rampant, and threatens the vision for a more global world economy. “Russia can be an empire with Ukraine,” said a senior Russian banker earlier this month in an off-the-record briefing. “Without it, it cannot. Simple.” Having Ukraine does not mean possessing it. It is enough for Ukraine to be closely linked to Russia, run by leaders who understand and acquiesce in that necessity. The large failure underlying Russia President Vladimir Putin’s great success in seizing Crimea is that he has propelled much of the rest of Ukraine away from Russia and guaranteed instability; or worse. The targeting through sanctions of the Russian political and financial elite, including their favored bank, Bank Rossiya, described by a Russian fund manager as “a pocket bank and special purpose vehicle” for the Kremlin elite, has one goal in mind. That is, to drive a wedge between Putin’s imperial strategy and the Russian political and financial aristocracy who have homes in France, yachts moored off Tuscany, children in British private schools and businesses that depend on global markets. A talk on Wednesday with Sergei Guriev, Russia’s leading free market economist, revealed both Russia’s vulnerability and the huge dangers that Putin brings upon himself, his country and the world. Guriev left Moscow and his post as rector of the New Economic School last year, fearful that his support for the anti-Kremlin campaigner Alexei Navalny would lead to his imprisonment. He now lives and teaches in Paris. Guriev does not see Putin as a monster. In Putin’s early years he instituted reforms that benefited the economy, repaid the large foreign debt and built up a large reserve fund. He also had good luck. He came to presidential office in 2000 as oil prices were going up and as high unemployment and low output had produced many workers willing to work for low wages. The reconstruction of companies that had been privatized during the 1990s produced more efficient working practices. But by 2012, the growth rate of 7 percent or more a year was rapidly slowing. In 2013, it reached an anemic 1.3 percent. Social tensions and divisions among the powerful could no longer be bought off. Consumption growth, booming since 2000, could no longer be sustained. A new ideology was needed to unite the country, and that has turned out to be an aggressive nationalism and a stress on recreating the Soviet empire in a new form. Provisions The Act, divided into 31 sections split across eight chapters, criminalizes several types of offenses, including illegal access (hacking), data interference, device misuse, cybersquatting, computer-related offenses such as computer fraud, content-related offenses such as cybersex and spam, and other offenses. The law also reaffirms existing laws against child pornography, an offense under Republic Act No. 9779 (the Anti-Child Pornography Act of 2009), and libel, an offense under Section 355 of the Revised Penal Code of the Philippines, also criminalizing them when committed using a computer system. Finally, the Act provides for a “catch-all” clause,
wherein all offenses currently punishable under the Revised Penal Code are likewise punishable under the Act when committed using a computer, with corresponding stricter penalties than if the crimes were punishable under the Revised Penal Code alone. The Act has universal jurisdiction: its provisions apply to all Filipino nationals regardless of the place of commission. Jurisdiction also lies when a punishable act is either committed within the Philippines, whether the erring device is wholly or partly situated in the Philippines, or whether damage was done to any natural or juridical person who at the time of commission was within the Philippines. Regional Trial Courts shall have jurisdiction over cases involving violations of the Act. The Act also mandates the National Bureau of Investigation and the Phil-
ippine National Police to organize cybercrime units staffed by special investigators whose responsibility will be to exclusively handle cases pertaining to violations of the Act, under the supervision of the Department of Justice. The unit is empowered to, among others, collect real-time traffic data from Internet service providers with due cause, require the disclosure of computer data within 72 hours after receipt of a court warrant from a service provider, and conduct searches and seizures of computer data and equipment. WeChat’s latest update adds restaurant tagging W
ECHAT (or Weixin, as it’s known domestically), China’s leading mobile messenger, released an update for iOS last week that brings a few minor tweaks to the fast-growing app, according to 36kr. First on the list is an update to WeChat Moments (or pengyouquan as it’s known in China), the app’s Facebook Timeline-esque feature. Now, when sharing pictures and status updates to one’s personal Moments page, users can attach their current location to each update, noting if they’re at a specific restaurant or scenic spot. This comes just weeks after after Tencent purchased a 20 percent stake in Dianping, a Yelp-esque
local listings site popular in China. Upon the deal’s completion, Tencent openly stated that it would draw from Dianping’s database to incorporate restaurant reviews and eventually table bookings and payments onto WeChat. In addition, on each user’s individual profile page, WeChat has replaced the default “voice call” button with a “video call” button. Video calling has been available on WeChat since 2012, but of course, it tends to require more robust internet connectivity than voice calling does. Tech in Asia staff don’t seem to have the restaurant tagging and video calling features implemented just yet, so it’s likely that these updtes are being
rolled out gradually, as Tencent tends to do. Last week WeChat revealed that it has over

STUDY has found that the key to attracting comments and engagement on the image-sharing social network is to upload photographs of people, not places. The selfie is here to stay. Well that’s according to the Georgia Institute of Technology and Yahoo Labs researchers anyway. They’ve just announced the conclusions of a study that examined 1.1 million photos on Instagram and the biggest finding is that despite the infinite number of potential subjects for a smartphone-snapped photo, pictures featuring human faces, and not cats or dogs, generate the biggest
positive response. In fact, if an image features a person’s face it is 38 percent more likely to be liked and 32 percent more likely to attract comments. Perhaps surprisingly, it doesn’t matter whose face or how many of them are in shot. The research shows that neither age nor gender made a difference to how other users on the image-sharing social network responded, and this is despite the fact that we’re genetically engineered to find children ‘cute’ and ‘adorable’ and that as the researchers point out, Instagram is more popular with younger people. In fact, the only real
deciding factor was image overload. Instagram users with more followers will generate more engagement, but if they post too much or too often, others stop interacting. “The more you post, the less feedback you’re going to get,” said Saeideh Bakhshi, the Georgia Tech College of Computing Ph.D. student who led the study. “Posting too much decreases likes two times faster than comments.” Although the study doesn’t attempt to present a reason as to why faces are so popular, the researchers are confident that their findings will have a big impact on how image-led sites

The team used face detection software to scan each of the 1.1 million images in the study and now intendeds to drill deeper into its findings to try to see if selfies generate more engagement than group shots and if images of friends are more popular than images of family. GMA Kapuso Foundation (GMAKF), in collaboration with the city government of Iligan, completed the second phase of its Kapuso Village in Purok Tubaran, Barangay Mandulog, Iligan City as it turned over 60 composite type row houses to displaced victims of typhoon Sendong. The turnover ceremony for phase II was conducted last February 21 and led by GMAKF Executive Vice-President and Chief Operating Officer Mel C. Tiangco, along with Barangay Mandulog Punong Barangay Abungal P. Cauntongan, Al Haj, and Iligan City Mayor Celso G. Regencia. Beneficiaries of the project were also present to witness the ceremony. Occasionally slice off the salted area and repeat procedure as necessary until rust is gone and thoroughly rinse and wipe surface.
Furniture polish: Mix 1/4 cup white vinegar (or 1/2 cup lemon juice) and
amounts of water and vinegar in a spray bottle.Use old newspapers instead of cloth or paper towels to clean mirrors and windows. They work as great and help you recycle. Damp newspapers may also be used to clean small shards that may not be visible while cleaning broken glasses. Grout cleaner: Mix 7

EBU AIR, Inc. has completed its $15-million acquisition of Tigerair Philippines operator Southeast Asian Airlines, Inc. from Singapore-based Tiger Airways Holdings, Inc. -- through subsidiary Roar Aviation II Pte. Ltd. -- and other shareholders, the operator of dominant budget carrier Cebu Pacific said in a disclosure yesterday. “Cebu Air, Inc. wishes to announce that the said sale and purchase of
shares has been completed on March 20, 2014,” the brief disclosure read. “Cebu Air, Inc. has secured the approval of the Civil Aviation Board, and is now in the process of seeking congressional approval.” Sought for comment yesterday, Marikina City Rep. Marcelino R. Teodoro (1st district), chairman of the House of Representatives Committee on Legislative Franchises, noted via text that Republic Act
No. 9517 granted Tigerair Philippines “a franchise to establish, operate, and maintain domestic and international air transport services.” “Sec. 12 of the Act provides that the grantee shall not lease, transfer, grant the use of, sell nor assign the franchise or the rights and privileges acquired... without prior approval of the Congress of the Philippines,” he noted. “A House resolution would be needed to ap-
prove any transfer, sale, or assignment of the controlling interest of Tigerair Philippines to Cebu Pacific Air,” Mr. Teodoro said, explaining that such measure will have to go through the usual public hearings and deliberations at the committee and plenary levels. “As of now, none has been filed yet. Now the New York Knicks have 3,000 miles to think about how this game - and maybe any realistic postseason hopes they had - was lost. Jack scored a season-high 31 points Sunday night in the Cleveland Cavaliers’ 106-100 victory over the Knicks, who had their eight-game winning streak snapped. The Knicks wasted a chance to pull within two games of a playoff spot before leaving for a five-game Western Conference trip that starts Tuesday against the Lakers. ‘’This was a huge opportunity lost, one we can’t afford,’’ Knicks guard J.R. Smith said. ‘’But we can’t get it back. We’ve just got to go on the road, win some games and try to come back home and win.’’ Hours after being handed a chance to get closer to the final spot in the Eastern Conference when Atlanta blew a fourth-quarter lead in Toronto, the Knicks responded with an inept final period of their own after they led by 17 points in the first half.
