No consultation on Sangkap Pinoy seal ban: DOH 11

eParTMenT of Health (DoH) 11 regional director abdullah Dumama said the Davao City Council did not consult the health agency in crafting the proposed ordinance banning non-nutrient rich foods from schools, even those with the sangkap Pinoy seal. “We haven’t received anything, any notice,” Dumama said, adding that the Council probably came up with the proposal with the aim to raise awareness. The City Council’s committee on education chaired by councilor Mabel sunga-acosta proposed an ordinance banning non-nutrient rich foods and highly-processed foods in the perimeters of all public and private elementary and secondary schools in the city. The proposal is now being prepared for second reading in the Council. The committee conducted a public hearing last november 26 attended by school principals, officials of Department of education (Deped), and Department of Health 11 for the first time. “They can invite us for proper consultation,” Dumama told edge Davao, adding there could be some misconceptions

among lawmakers and different stakeholders that should be clarified. Dumama said the sangkap Pinoy seal Program was implemented during the time of former DoH secretary Jimmy Galvez Tan with the aim of ensuring that all food products sold in the market have the seal. The program is the DoH’s strategy to urge food manufacturers to fortify their food products with Vitamin a, iodine, and iron. it aims to address the vitamins and nutrient deficiencies of many Filipinos. However, committee vice chair councilor rachel Zozobrado said having the seal is not a guarantee that a certain type of food is healthy to eat. “i believe that the best option is to go back to the basics food groups (Go, Glow, Grow food group),” Zozobrado said. DoH nutritionist and dietician Grace elsa albano, who attended the public hearing last november 26, said it was the consensus of the public to include sangkap Pinoy sealed food products. albano clarified that all foods have nutrients but some, like packaged snack foods (chichiria),are rich in carbohydrates and sodium.

will become the 16th largest economy in the world and fourth in asia by 2050. “The likelihood that it will happen is quite high,” he said. He said the young working population is willing to spend. “our GDP per capita income can reach $3,000 and will approach by the end the year the area of $2,500 to $3,000. The seminar was supported by the German agency for international Cooperation (GiZ-Conflict sensitive resource and assessment Management). anke steinel, development worker GiZ and technical advisor to sMWD said that the current water supply of at least 21, 000 cubic meters per day is enough to service the current 21,000 households. steinel said the number of households increased from 16,000 in the year 2010 to 21,000 this year. she added that that by 2020, local water demand will increase by about 20 percent, or 25,125 cubic meters per day.

Muyuela said the clash ensued as the troops chanced upon a group of suspected abu sayyaf bandits while conducting law enforcement op-

Philippines (DBP). However, he said that the construction is still awaiting two permits from the national Water rights Board (nWrB) and the national Commission on indigenous Peoples (nCiP). it has already obtained a Certificate of Commerciality from the renewable energy Management Bureau (reMB). The project has already garnered 58 signatures on the local Government unit (lGu) level, but cannot move due to the two pending permits. aside from the Kalinga hydro-power project, Garcia specified the company has two more hydro and one more solar project. aVGarcia Power systems Corp is an energy resource company, which provides turnkey solutions to energy requirements, spanning energy generation plants from renewable to conventional, transmission lines and substations, to commercial and industrial power systems. He Philippine economy will remain as the fastest growing economy in southeast asia until 2016, the institute of Chartered accountants in england and Wales’ (iCaeW) fourth quarter 2014 economic insight showed. The latest iCaeW’s report has compared six largest economies in asean including indonesia, Malaysia, the Philippines, singapore, Thailand, and Vietnam. Centre for economic and Business research (Cebr), the producer of the economic insight and iCaeW’s partner for global economic forecasting, sees gross domestic product (GDP) growth for the Philippines at 6.6 percent. This year’s GDP growth of the country is higher than the projected growth for indonesia at 5.0 percent; Malaysia at 5.2 percent; singapore at 3.1 percent; Thailand at 1.9 percent; and Vietnam at 5.1 percent. This economic trend for the Philippines is seen

to continue in 2015 with growth rate at 6.4 percent and in 2016 at 6.1 percent. The report noted that the small budget deficit under the aquino administration and the fast economic growth of the country has allowed the government to increase spending particularly in infrastructure. “The Philippines has kept budget deficits relatively small under President Benigno aquino, allowing some room for maneuver. Fast growth, forecast at 6.6 percent for 2014, allows progress on improving the country’s underdeveloped infrastructure,” iCaeW’s report mentioned. The country’s economic growth for the next five years, however, is to be declining but remains one of the strongest growth among the six asean economies. The report also showed that the Philippines’ GDP growth from 2014 to 2019 is higher than the growth of the whole asean region. (PNA)

Custodio Balaoing Jr., city fish port complex acting manager, said the total fish catch in the area slightly went down in november when compared to their october figures. “But the overall catch for 2014 has already exceeded last year’s total landings,” he said. With the December catch still to be added, Balaoing noted that the 180,035.54 metric tons (MT) partial total fish landed at fish port complex this year has already surpassed the 2013 total catch of 167,578.75 MT. More than 80 percent of total fish landings in this city are yellow-fin tuna and various tuna-like species. a total of 15,363.81 MT of yellow-fin tuna and tuna-like specie were landed at the fish port last month,

down from the october total catch of 16,807.44 MT. Counting all fish species, the total fish landing for the month of november also went down to 16,618.29 MT from the previous month’s 18,139.17 MT. Frozen tuna landings continued to grow as 59.4 percent of the total catch came from foreign as well as Manila-based suppliers. Foreign vessels unloaded a total of 8,646.39 metric tons at the city fish port complex. The remaining 480.4 tons came from Manila-based frozen tuna suppliers. The Pocket 1 of the Pacific’s high seas are closed to tuna fishing every august and september of the year. Bureau of Fisheries and aquatic resources director asis Perez earlier said the country’s tuna catch will likely increase as more local fishing boats have already returned to the Pocket 1 following the onslaught of typhoon Pablo in 2012 that killed 372 fishermen, mostly from this city. Manalo noted that there are 40 exhibitors from these regions out of the 250 micro, small and medium enterprises (MsMes) participating in the fair. The sikat Pinoy national Trade Fair is the 5th edition of DTi’s sikat Pinoy fairs organized this year to feature products of MsMes from the various regions of

the country. While this edition of the fair showcases a wider range of products, the previous editions focused mainly on food, fashion, arts, or furniture and furnishings. With the theme “Piling-piling produktong Pilipino,” the fair will run from December 3 to 7, 2014 at Halls 1 to 3, sM Megamall in Mandaluyong City. The fair will showcase products such as various delicacies from the regions, health and wellness products, fashion, jewelry, furniture, home décor, knickknacks, collectibles, and novelty gift items. “in the experience of many start-up entrepreneurs, being invited to a sikat pinoy fair is the boost that they need to bring

their products in the national and eventually global market,” Manalo said. Manalo added that the sikat Pinoy national domestic trade fairs are an important venue for bringing products of sMes from all regions to the country’s biggest market, which is Metro Manila. He noted that the sMes are the backbone of the economy. They provide jobs, growth and inclusive growth to everybody. Hence, DTi aims to highlight them in activities like the sikat Pinoy Trade Fairs. according to 2012 statistics, there were 944,897 businesses enterprises operating in the country. out of these, 99.58 percent are micro, small, and medium enterprises. in the same year, sMes accounted for

65 percent of the additional jobs generated with almost 5 million, compared to 2.6 million by large enterprises. Manalo said the DTi needs to improve its support service to sMes, and its Bureau of Domestic Trade Promotion is mandated to promote in the efficient marketing and distribution of products in the domestic market, as well as expand and strengthen linkages among enterprises through information exchange, market matching, and skills development. in closing, Manalo invited everyone to do their shopping in the fair to support the country’s sMes and at the same time, help entrepreneurs in regions 6, 7 and 8 recover from last year’s calamities. esTerDay was another happy day for Davao City as a newly-completed multi-billion peso steel plant was inaugurated in Bunawan, a burgeoning barangay 23 kilometers away from city hall. The plant is the latest of the five facilities owned by steelasia Manufacturing Corporation, the country’s largest, owned by the yao family. in a statement, the company said the plant’s completion is in time for government initiatives to build Mindanao’s infrastructure and generate business activity, acknowledgling the happy fact that from 2012 to 2015, Mindanao’s public works and highways budget has exceeded those of all other region groups, including the national Capital region (nCr), northern luzon, southern luzon and the Visayas. it said “the 2015 budget represents a 68-percent growth from the previous year’s budget” –P20 billion in 2012 to P27.5 billion in 2013, P37.5 billion in 2014 and P63 billion in the proposed 2015 general annual appropriations (Gaa). in his short remarks, steelasia president Benjamin o. yao said the Bunawan facility will reduce the cost of construc-

However, like other players in business, big and small, steelasia pins so much hope in the eventual success of the government’s Bangsamoro peace agreement. “We are proud that we are part of the solution of decongesting the Manila ports,” according to yao, who presented his entire family, headed by his 94-year old mother, before the inauguration crowd, including guests from a dozen foreign countries. The plant located in a sprawling 11-hectare property in Bunawan’s Purok 17 will eventually employ some 2,000 workers, directly and indirectly. in sum, the advent of the steel plant has tremendous positive impact in the city’s construction boom. Filoteo, water resources division manager of sMWD, said Parang-Parang watershed, the main source of water source in the City and other sources has a total water

yield of at least 21,000 cubic meters per day. Filoteo said water supply was still enough during “normal” days but they were looking for more sources to augment the demand during dry season. steniel said that since the city has been relying on surface water it will always experience shortage of water supply if it doesn’t rain for a few days. “aside from looking other possible water sources, sMWD is utilizing other creeks,” she said. she added water sources in the city are being threatened by both mining and logging ac-

Cracked soil due to intense heat. warm. The air became more humid, and large thunderstorms developed. These years were bad for fishing, and it was difficult for the fishers to survive and feed their families. They noticed that this odd weather usually occurred in December, so they called it “el niño” meaning “the child.” around the same time, other areas of the world had unusual floods, hurricanes, or drought. scientists who studied the weather started to see a pattern in these changes. They found that every three to seven years, the

earth experienced a change in the weather. This change always began in the tropical Pacific ocean, near the equator. scientists also believe that this event, now widely known as el niño, has been happening for hundreds of years. Historians are dating the phenomenon at least as far back as early 1500s, when the spanish conquistadores entered south america amid raging storms. The el niño cycle may be simple, yet, the energy reserves it carries is vast, almost unimaginable. Most reports say “it contain more energy than has been procured from all the fossil fuels burned in the united states since the beginning of the century – that’s all the gasoline in all the cars, the coal in all the power plants, the natural gas in all the furnaces. it would take more than a million large power plants, at 1,000 megawatts each, running full tilt for a year, to heat the ocean that much.” During the el niño phenomenon, people are more likely to experience a hotter and longer summer. normally, temperatures during the dry season range from 30 to 37 degrees Celsius. “But during el niño, the temperature is three degrees higher than the normal, with temperatures reaching as high as 38 degrees Celsius,” says Filipino meteorologist nathaniel Cruz. scientists rank el niño as the number one force disturbing world climate patterns. it has caused damage worth billions of dollars around the world in droughts, floods, and other

livelihood revenues. Take the case of the 1982-83 el niño events. it left more than 1,100 dead. in the united states, it caused an estimated us$8.1 billion in damage from flooding, drought and unusual hurricane activity, according to government estimates. California alone reported some us$1.3 billion in damage from a series of heavy storms and flooding. in the Philippines, the 1982-83 el niño had a lasting effect on the country’s weather condition. For instance, the Manila area did not have sufficient rainfall until 1985 hence no considerable flooding occurred during the southwest monsoon season. When the normal southwest monsoon rains occurred in 1986, there was a great havoc caused by the floods in the Manila area and the laguna lake was also full, leading to the flooding of Taguig for some time n the 1986 until the early summer of 1987. The absence of rain and consequent flooding in Metro Manila in 1982 and onwards led to complacently in the belief that floods would not occur. Hence, the canals and waterways were clogged with dirt and debris of four years of low rain in the metropolis. “el niño events occur on average every four or five years, but irregularly – they can be two years apart, or as many as 10 years,” reminds an official of the u.s. national oceanic and atmospheric administration. Forewarned is forearmed, so goes a famil-

iar saying. This must be the reason why the laguna-based PCarrD has come up with a compendium of materials on the abnormal weather entitled, The Fiery Fury of el niño. since drought is equated with drought in the Philippines, PCarrD advised farmers to plant drought-tolerant crops in time of el niño. examples of such crops are sorghum, sweet peppers, asparagus, ube, tugue, alugbati, winged beans, cowpea, cucumber, kadios, camote, cassava, peanut, ginger, mung beans, and black peppers. The following fruit trees are also drought-tolerant: cashew, mango, citrus, tamarind, avocado, jackfruit, guava, and grapes. Watering, if necessary, must be done only during the cool part of the day – not on windy days. To keep the crops moist, cover them with mulch. Mulch is a layer of organic materials – usually – that is spread on the surface of the soil. Where feasible, construct small water impounding reservoirs and other soil and water conservation measures (trench and contour canals, for instance) to catch and store water from rain or divert water from source. since water is a precious commodity during the el niño, people are urged to help mitigate the water crunch. Fix leaking faucets and pipes. avoid running tap water while taking a bath; use a pail. store water in the pail when shampooing hair, which can be used to flush toilet.

2-day ‘Noche Buena Diskwento Caravan’ reels off in Zamboanga

He two-day “diskwento caravan” initiated by the Department of Trade and industry-Zamboanga City office (DTi-ZCo) reeled off Thursday with the participation of 21 distributors and exhibitors. The two day activity, dubbed “noche Buena Diskwento Caravan,” is being held at the historic Plaza Pershing downtown. The caravan ends tomorrow, Friday. Ceferino rubio, head of the DTi-ZCo consumer protection division, said the caravan ensures that those with tight budget would still enjoy their Christmas and new year celebration. “our purpose for conducting this activity is to help our consumers meet their needs and expenses for their celebration of Christmas and new year,” rubio said. rubio said that big discounts on the prices of noche Buena items sold by the participating distributors and exhibitors range from 10 percent up to 50 percent. Basic commodities and selected appliances are also on sale. rubio encouraged the public, especially the low income earners to take advantage whenever such activi-

ties are conducted by DTi. “We urge the public to grab this kind of opportunity especially our low income earners as this is designed for them. We want to alleviate their plight in terms of provision of basic goods,” he explained. The diskwento caravan is also seen as a means to help decongest the stores from buyers especially this Christmas season. For this city, the agency has conducted five diskwento caravans this year, two during the school year opening, another one during the ramadan, one in-store diskwento fair held by participating stores, and the noche Buena Diskwento Caravan. other DTi Provincial offices in the region has also conducted such activities. For next year, DTi regional Director sitti amina Jain has ordered all provincial offices to hold the diskwento caravans in the barangay or rural areas where poverty is more prevalent. “Diskwento Caravan is really designed for the

poor. instead of conducting it in the business centers in the region, let us bring this activity to our intended clients in the rural areas. This way, we accomplish our goal of helping those who really need it. Meralco knocks out Kia

LEX, even without breaking a sweat, achieved a big goal and the road Warriors can thank their sister the Meralco Bolts. Meralco blew a big 22-point lead but found their second wind in time to carve out a thrilling 99-93 victory over hard-fighting Kia on Wednesday night and eliminate the sorento from playoff contention in the PBa Philippine Cup at the araneta Coliseum. after a roaring start that gave them a lead of 22 points at 63-41 early in the third canto, the Bolts suddenly went cold in the face of the sorento’s strong fightback and even stood on the brink of a monumental collapse when they fell behind by three midway through the payoff canto. Good thing for the Bolts, veterans Jared Dillinger, Mark Macapagal and Cliff Hodge rose to the occasion as they took turns in their decisive push, fueling a 14-3 run in a critical four-minute stretch to send the sorento packing along with fellow newcomer Blackwater elite. Dillinger led all scorers with 25 points, including 13 in their ferocious start, while the do-it-all Hodge filled up the void left by injured reynel Hugnatan with a doubledouble outing of 17 markers

and 10 rebounds as Meralco snapped a two-game losing skid. More importantly, the Bolts improved their record to an even 5-5 card in a tie with idle GlobalPort Batang Pier in the middle pack while giving Kia the boot after the sorento dropped their ninth straight game after its opening-day victory against Blackwater. Benefiting the most from Meralco’s victory is NLEX, which completed the 10-team playoff cast while turning its final eliminations assignment against Kia on Dec. 7 into a no-bearing affair. although they failed to keep their hopes alive, the sorento have nothing to be ashamed of, especially in giving the Bolts one big scare. Yap, Pingris: We’ll be ready T

He Purefoods star Hotshots may have lost back-to-back games in the crucial stretch of the PBa Philippine Cup but star players James yap and Marc Pingris are convinced the team is showing the signs of peaking at the right time. “Tingin ko, oo,” yap told a small group of sportswriters after the team’s loss to Talk ‘n Text on Wednesday. “ngayon, nakikita ko ready na kami for the playoffs.” More than the results, yap believes it’s the attitude that his team is displaying that will carry them forward. “Kasi nakikita ko yung tulungan. andun na yung willing mag-sacrifice lahat. May chance pa naman, kailangan hindi makasira itong talo na ito sa amin,” he added. Pingris believes that the quality of play is right there, even if it didn’t necessarily reflect in the win-loss record. “sa tingin ko bumabalik na yung laro namin. andun na rin kasi yung defense namin,” said Pingris, who starred in the game with 21 points and 11 rebounds, one of his best performances of the young season.
