SUMMERFROLIC2014

THE BIGGEST PARTY EVER

By ATHENA JILLIAN BRAVO

O

ne word describes aptly how summer officially set in outrageously in, of all places, the eastern coastal city of Mati. The Davao Oriental capital became the grand coming out destination of this year’s summer break with the staging of what turned to be one of the biggest summer beach parties in the country of recent times—Summer Frolic 2014—at the Philippines’ best-kept secret, Dahican, with its pristine white sand resorts and crystal clear blue waters. All roads led to Mati City on April 4 and 5 as a trail of cars headed through the leisurely two-and-a-halfhour ride from Davao City to the summer beach party getaway that was pitched as a must-attend event for partyphiles and beach bums. Summer Frolic is an initial venture of Frolic Fox Productions and their first project is meant to raise funds for a worthy medical outreach program. never mind the newbie organizers, the response was outrageous. City souls just waiting to burst and explode into a party mob detonated in just the right stage and setting. Imagine this: there was no “anti-smoking, or liquor ban to worry about, no ban on firecrackers too, and above all, party-all-youcan atmosphere. With no rules to think about, it’s just understandable everything just went off in a frenzied celebration. Around 4,000 party-hungry creatures made Summer Frolic 2014 the biggest party thus far. Lace it with the country’s top party DJs like Ace Ramos, Deuce Manila and Ron Poe, and the international act of WerWolvz, and it’s all insane out there in the dance grounds. Throw in some foam shower, color dash, and funky lights and a half hour firecracker fest, and you can’t ask for more. And oh, yes, the booze— flowing like there’s no tomorrow—drowned everyone’s inhibitions. The party animals were wet and wild when the foam party started with DJ Brylle, MC Buo, MC Paolo, DJ nina and the hotties Deuce Manila in the first hours right on Day 1 of the 48-hour party. It even got wilder when the Philippines no. 1 DJ Ace Ramos took over with his escalating electronic music that was played up until

dawn. Fun reached its peak on Day 2 as everyone partied with colours with DJ Torch, MC Paolo, MC Buo, BCAL, Katsy Lee, Ron Poe and the international DJ duos from Las Vegas called WerWolvz who played the Summerfrolic 2014 anthem and stage dived during the 30-minute fireworks display that blasted 12 midnight. The event was spiked with some exciting beach games too--beach football, volleyball, skimboarding and Frisbee-- where players from Davao and GenSan came together in friendly competitions. They also had a taste of the very first Mindanao flying saga. This event was made possible by the Frolic Fox Productions with Dr. Rolley Rey Lobo and Halad Medical Group Foundation and is sponsored by the LGU Mati, La-ne’s Restaurant and a host of private partners. Havaianas who just opened at Mati’s eR Supermall gave freebies to participants wearing their brand during the event. Some of the proceeds went to the Halad Medical Mission Group as they planned to have surgical missions for patients with cataracts, minor cysts, cleft lip/palate and hydrocele on June or July this year. Summer Frolic 2014 became a very successful venture as it showcased the cooperation and collaboration of the private organizers and sponsors with that of the local government unit of Mati City. Together, these stakeholders carefully planned out the event as early as October last year. It was obvious in the way the event was mounted that it was carefully planned and meticulously pieced together. From the party venue to parking and food stalls to security and road access. It was also a triumph of sorts in terms of tourism promotions as the city reported full occupancy in all hotel establishments in Mati and nearby areas. “This is surely one event that has put Mati City in the tourism map again. We are glad that we have private partners who painstakingly poured in their investments to promote Mati City. We thank everyone for coming over and experiencing the beauty and bounty of Mati City,” said Mayor Carlo Luis Rabat.

He Philippine Drug enforcement Agency (PDeA) – XI dismantled five drug dens in Mati City, Davao Oriental that netted five notorious drug suspects last Friday afternoon. The suspects were identified as Mary Jean Jayectin alias Budak, Luis Henry Lim and Allan Tribunalo, elizalde evaristo Jr. Y Hayectin alias Onyot, Vilma evaristo and noryl Bijis. Based on the PDeA re-

port, the joint operatives of Davao Oriental Public Safety Company, Davao Oriental eMCIDG, and Mati City Police Station implemented the five warrant of arrest in Sto. niño, Barangay Central at around 2:00 p.m last April 11, 2014. A total of 21.8 grams of suspected “shabu” with a street value of P200,000 more or less, suspected marijuana leaves, assorted drug paraphernalia and two

firearms with live ammunitions were recovered inside the residences of the suspects. Meanwhile, there were three suspects who were not present during the implementation of the Search Warrant identified as Jacky evaristo, nono Tabudlong and Agosto Tumambing. The suspects are now detained at Davao City Police Office detention facility. The seized suspected illegal

drugs were submitted to Laboratory of PDeA for examination. The PDeA is now preparing the charges against them for violation of Section 6, Section 7, Section 11, Section 12 and Section 15 Article II of Republic Act 9165 otherwise known as The Comprehensive Dangerous Drugs Act of 2002 and violation of Republic Act 8294 (Illegal Possession of Firearms).

mon problems that arise in centers because there is not enough clean water. Victims are also vulnerable to outbreak of epidemic diseases but the local government is making sure that there is enough medical assistance given to victims. City Health Office head Dr. Josephine J. Villafuerte said that for the seven evacuation center, three doctors have been added for medical assistance. She said that they have deployed two midwives or nurses in each evacuation per shifting to ensure that anyone who will seek assistance will be attended. Villafuerte said that aside from portalets, a common kitchen is also needed to be constructed in evacuation centers to ensure that fire will be avoided. “Kung san-san kasi sila nagluluto tapos ang usok

nalalanghap lang ng mga bata,” she said after her site visitation. The victims are still not allowed to go back and reconstruct their house because the government needs to renovate the area and turn it into a subdivision with a road and drainage system. Access to the area is one of the problems that caused the delay in service of firefighters. Only small penetrators were able to enter the area that night. As of now, the city government of Davao is identifying the grantees of the lots. It may take long before they can go back and have a proper place which the victims can call as home but the government is just making sure that no more fire incidents as big as what happened on the night of April 4 will happen again in the future.

Fire victims still staying in evacuation centers By CHENEEN R. CApON crc@edgedavao.net

T

en days after the April 4 huge fire which razed almost 1,000 homes in Barangay 22-C and Barangay 23- C in Isla Verde, Boulevard, victims are still staying in the seven evacuation centers where health and sanitation are among the main concerns. As the local government tries its best to provide basic services to fire victims like food and shelter, it is inevitable that concerns on the health of victims surfaced as they treat every small space in the evacuation center as their temporary homes. The number of evacuees in Mini Forest Covered Court will not go down to 600, Barangay 23-C captain Alimudin Usman said. Only the things they saved from their burning houses now served as their walls, but victims still cannot deny that at night the roof of the covered

court is not enough to keep them warm and safe. Amimbae Brahim, long with her 13 children are now sharing the same carton as their temporary bed. There is no enough space to move freely as other families are also squatting to build their interim home. “Igang diri pag-umaga unya tugnaw ” Bahim said, while trying to ease the hot weather by using a carton to fan her child. Aside from the harsh environment, another concern is the health of the victims, especially the young ones. Among the diseases that fire victims can get from staying long in the evacuation center are gastroentritis and infections, noting that the number of portalets is not enough to cater the huge number of evacuees. Diarrhea is one of the com-

Watch out, El Niño is coming again! By GERRy T. EsTRERA

F

ROM time to time, televisions, radios and newspapers are telling us that the dreaded el niño will again be wreaking havocs. “Brace yourself for a new el niño phenomenon,” says one leading daily. no one knows precisely when El Niño first struck. Historians date the phenomenon at least as far back as the early 1500s, when the Spanish conquistadors entered South America amid raging storms. But there were even records of terrible floods sweeping through pre-Columbian communities 400 years before that. History records showed the term “El Niño” was first heard in 1892 by a scientist named Camilo Carillo from fishermen in Port Paita in Peru who kept on talking about the Corriento del niño or “Current of the (Christ) Child.” evidently, the fisherfolk were referring to the warm water that occurred around Christmas, the date celebrated by Christians worldwide as the birth of Jesus, causing a sharp increase in fish catch. But the abundant catch lasted only briefly because subsequently the fish population declined sharply. The first meeting in April 1978 of the Scientific Committee on Oceanic Research Working Group under the International Council of Scientific Unions gave a simple definition of el niño as: “a massive influx of warm water into the coast of ecuador and Peru as far south as Lima.” This definition was based on the changes of sea surface temperature of more than two degrees Centigrade. In 1981, however, the committee forwarded a new definition: “the appearance of

anomalously warm water along the coast of ecuador and Peru as far south as Lima.” Is the definition still vague and confusing? Here’s what the el niño Task Force, launched in 1997, has to say: “It is a condition brought about by the invasion of warm surface waters from the western equatorial Pacific Basin to the eastern equatorial region and along the coasts of Peru and ecuador.” According to the task force, el niño can prevail for more than a year and causes heavy rains or strong winds in some areas and drought in others. This “global climate abnormality” can cause prolonged dry season and/or drought and excessive rainfall in short periods that can cause widespread flooding in low-lying areas. It must be recalled that in the most recent el niño event, droughts parched Australia and fueled fires in Southeast Asia and Brazil (“harvest of fire,” said one journalist of the raging fires), while floods soaked the Americans and deadly storms pelted China. The Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) says that el niño occurs in the Pacific basin every two to nine years and usually starts during the northern winter (December to February). The Department of Agriculture states that this year’s el niño will start this coming October. How will you know that el niño is already here or is soon coming? In the past, the task force has observed the following apparent signals: delayed onset of the rainy season, early onset of the dry season, weak mon-

soon activity and less tropical cyclone occurrences. More often than not, el niño threatens food security. The Policy Forum of the Center for Policy and Development Studies of the University of the Philippines at Los Banos (UPLB) recorded five El Niños between 1980 and 1995. During the 1982-83 drought, palay yield plummeted by four percent. In 1986-87 events, yield went down by over one percent and during 1989-90 by less than one percent. In other episodes, there were no yield decline but yield increments slowed down. “The figures may not firmly established the negative relationship between el niño and crop productivity,” the UPLB policy forum writes in its 1997 paper. It suggested that “contrary to the practice in legal proceedings, it is senseless to wait for sufficient evidence to incriminate the accused beyond reasonable doubt. Why wait for the probable damage before taking any action?” Although the Department of Health (DOH) has not issued any warnings yet, Filipinos must be aware that el niño also brought

about health problems. Among the anticipated health effects of this phenomenon include diseases related to water scarcity, red tide blooms, and disorders associated with high temperatures. Due to the decrease in the amount of rainfall caused by el niño, water shortages ensue. “Without adequate water, people cannot wash themselves properly,” said the health department. Among the most common health problems are diarrhea and skin diseases. Four “clinical syndromes” are reportedly associated with high environmental temperatures: heat cramps, heat exhaustion, exertional heat injury, and heat stroke. These syndromes may occur when ambient temperatures are more than 32 degrees Centigrade. Particularly vulnerable are the elderly and those staying in poorly ventilated places with no air-conditioning. In the Philippines, areas that are more vulnerable to el niño phenomenon are classified as high vulnerable, moderate vulnerable, and low vulnerable. High vulnerable areas, which are

major producers of rice and corn, are Benguet, Ilocos norte, Ilocos Sur, La Union, Pangasinan, Western nueva Vizcaya, Cagayan Valley, Bataan, Bulacan, nueva ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Mindoro Occidental, north Palawan, Rizal, Romblon, Iloilo, Guimaras, negros Occidental, Capiz, southern portion of negros Oriental, Zamboanga City, Misamis Oriental, South Cotabato and General Santos City. Those included in the moderate vulnerable areas are Ifugao, Kalinga-Apayao, Abra, Mt. Provinces, Batanes, Isabela, Quirino, Mindoro Oriental, Southern Palawan, Quezon, Masbate, Aklan, Antique, northern part of negros Oriental, Siquijor, southern Cebu, Bohol, Samar, southern part of Zamboanga del Sur, western part of Zamboanga del norte, central part of Bukidnon, Cagayan de Oro City, Davao Oriental, Davao del Sur, Sarangani, and Davao City. Low vulnerable areas are those provinces and cities not listed in either area, according to the el niño Task Force. “The brighter side of

the el niño is that if we are prepared for it, we will survive more than ever before,” wrote Dr. Gloria Diokno in an article. “We will even be better for it. For what could better test a nation’s coping ability and creativity than a natural disaster that announces itself ahead of time? Impending crisis is the mother of innovation, so goes the saying.” In the farm, what can be done to mitigate the effects of el niño? The agriculture department suggests planting alternative crops that are drought-tolerant such as sweet pepper, yam, winged bean, tomato, corn, garlic, ginger, melon, pigeon pea, cassava, mung bean, cucumber, cowpea, string bean and peanut. Water should be only during the cool part of the day – not on windy days. In forest plantations and agrofarms, occurrence of fire must be prevented by constructing firelines and removing highly combustible materials from the area. Planting of drought-resistant or tolerant cover crops in open areas is highly encouraged to prevent loss of topsoil and help improve the land. Where feasible, construction of small water impounding reservoir and other soil and water conservation measures to catch and store water from rain or divert water from source is likewise recommended. The health department issued the following measures: conserve water and use it wisely; protect water sources from contamination; drink more fluids; listen to the updates on shellfish ban; wear light clothing; and avoid strenuous physical activity.

Mindanao traders join Asia’s biggest trade show in Singapore D AVAO CITY, Philippines - In efforts to forge stronger business links and penetrate further the Asian market, Mindanao-based companies participate in the 19th Food & Hotel Asia (FHA) 2014, considered as Asia’s largest food and hospitality trade event being held this week at the Singapore eXPO Convention and exhibition Centre. A Philippine pavilion that showcases the best of the county’s products is among the attractions in the trade fair which currently features more than 3,000 companies from 65 countries. The Davao City government through the Davao City Investment Promotions Center (DCIPC) organized a business forum to facilitate trade and busi-

ness matching activities between the Philippine delegation and the participating international buyers. “We are deeply encouraged by the interest of no less than Singapore President Tony Tan Keng Yam to invest in the country, and his recent visit to the Philippines sends strong signals for the enhancement of bilateral relations at various levels,” said Luwalhati Antonino, chair of the Mindanao Development Authority (MinDA). She added that Mindanao’s participation to the FHA 2014 is aimed towards forming a solid bedrock for the development of a Mindanao-Singapore ties, facilitating for Mindanao-based companies to fully penetrate the Singapore market, and eventually the rest of Asia.

Among the Mindanao participants in the FHA 2014 included Sagrex, an agri-based company that is involved in the processing and exporting of high-quality food products; Mega Sardines, a top producer of canned and pouched highgrade sardine products; Universal Canning, one of the largest marine industrial conglomerates in the Philippines; and Philippine Fresh Fruits Corporation, an exporter of high-quality agricultural products such as banana and pineapple. Aboitiz builds dome for 300-MW coal-fired power plant in Davao

K

IDAPAWAn CITY (Mindanews/11 April) – The AboitizPower’s Therma South Inc. (TSI) has announced the erection of its coal dome that can store at least 200,000 cubic meters of fuel along the boundary of Toril district in Davao City and Sta. Cruz, Davao del Sur. In a statement, TSI president and chief operations officer Benjamin A. Cariaso Jr. said they considered the dome the “first of its kind in the country.” The dome, which stands nearly 80 meters with a diameter of over 120 meters, will store over 200,000 cubic meters of fuel for the 300-megawatt baseload power, Cariaso said. The dome will be completed anytime next month as more equipment would be installed inside, he said. He said the facility was built as part of AboitizPower’s commitment to the environment and the community. “It will help ensure Mindanao has reliable power to help resolve the energy crisis,” he added. "These facilities highlight TSI’s commitment to use the latest technology to

ensure the power plant will meet the standards set by the government,” Cariaso said. He said they remain true to their commitment to build a world-class power plant that will make the people of Davao and Mindanao proud. The dome’s towering presence and its large aluminum roof, the president said, has been getting attention from surrounding communities. It is visible from a distance around Davao Gulf, from the diversion road, and even from the air when planes approach the Davao International Airport. Commercial operations of TSI’s coal-fired power plant will start in the first quarter of 2015, Cariaso said. Among those that already signed contracts with the TSI are two electric cooperatives from north Cotabato – the Cotabato electric Cooperative (Cotelco) Main and Cotelco-PPALMA. The latter covers the towns of Pigcawayan, Pikit, Aleosan, Libungan, Midsayap, and Aleosan.

FTeR six years being barred from expanding services in the United States due to safety issues, Philippine carriers are now allowed more flights to US and european destinations. The Philippines was downgraded to Category 2 status in 2008. As a result, Philippine commercial airlines have been barred from flying to the US and europe. “This upgrade cements a landmark era in the Philippine aviation sector. ism, according to Tourism Secretary Ramon Jimenez Jr. Jimenez said the Category 1 restoration by the FAA followed an earlier lifting of a european ban on Cebu Pacific Airlines and other local carriers also due to safety concerns. naturally, this triumph should encourage the Philippine government, as a whole, to work harder to improve the country’s aviation facilities. One big problem that must be solved fast is the congestion in the country’s runways. This is the major cause of flight delays resulting in tremendous damages daily to movement of people and goods. The Philippine government must prioritize this problem and not wait for other aviation challenges to crop up and worsen the situation. Truth to tell, the upgrade to Category 1 of Philippine aviation will not solve the flight delays the Philippine is experiencing now. Given the expected increase in flights to and from Philippine destinations, it will even worsen the delays.

Divorce bill might follow suit?

nOTHeR COnCeRn FeAReD AFTeR THe COnSenT OF THe RH BILL – With the recent decision of the Supreme Court (SC) affirming the constitutionality of the Responsible Parenthood and Reproductive Health Bill (RH Bill), it’s time to prioritize the once brewing issue. For the majority who has no problems with the measure, life is a preference. But for the anti-RH Bill forces who have to search for ways on how to adopt with the system, life is a challenge. nonetheless one thing seems clear: top leaders of the assertive and influential Catholic Church, pro-life advocates, women’s groups and the Bible-thumping Christian conservatives have accepted with a heavy heart the fate of the controversial bill. In such a situation, they can do nothing except to respect the rule of law and remain committed on its spiritual role of preserving the people’s regard for the sanctity of human life regardless of religious belief, teachings and status in life. Recent perceptions reflect the factual situation: it clearly showed that more and more people than ever are satisfied with the decision of Congress in dealing with the RH Bill, and more so with the approval by the High Court despite the striking out of some provisions which the latter found out to be not suitable to the structure of human development and reproductive life cycle. But before the disappointment and disgust raised by the church and anti-RH Bill forces simmers down, previous talks in Congress about the divorce law has been revived. Yes, folks, moralist groups, self-professed upright people, pro-life advocates and

W

church leaders might asked what is there to prevent Congress from passing and approving a divorce law, or same-sex marriage and even allowing abortion. In the opinion of harsh critics the revival of talks about a divorce measure will again set off a chain of reaction across the country that is putting lawmakers on the spot. In the course of the deliberation of the RH Bill, the House leadership then hinted that the divorce bill might follow suit. Severe critics and political adversaries at that time issued stern warnings to lawmakers and warned not to be attentive to the proposed divorce law and church leaders even accused the Aquino administration of alleged “dictatorial tendency.” Is the present dispensation traveling the dangerous path of ignoring the rule of law or to be precise the rule on morality? Uproarious politicians who strongly opposed the RH Bill for sure would again dispute any move related to divorce law and usually presume that the proposed measure is a bad move for the Aquino leadership to take a principled but potentially unpopular stand on issues that might hurt the ruling party’s chances in the 2016 presidential elections. nonetheless, all throughout the controversy, the Aquino leadership remains almost naturally calm. Just

the same schemers and proponents of the RH Bill would again voice enthusiasm for a divorce law and at this early stage had already agitated people who are likewise priding themselves as God-fearing and God-believing. These groups were incensed by the legislature’s future plan allegedly ignoring the rights to preserve the sanctity of traditional marriage. But the dominant question right now: “Is it not uncomfortable to have a shaky relationship and continues to live together in hate and misery or to engage in illicit relationship simply because couples remain married to their original spouses?” One thing sure is that moralists, upright pretenders, various religious congregations and church leaders including Christian conformists would begged to disagree. As their wont, they would again stage sit-ins in front of concerned government agencies and stage rallies to protest the proposed divorce law in the event it pushes through. What’s next, they might ask? Legalized samesex marriage law after a divorce law? Allow abortion, prostitution, polygamy and drugs? Most likely scenario if a divorce law is in effect – you had to navigate your way through a discontent sea of married couples applying for divorce in different law offices. And the only thing that will surprise curious people is the dense number of married people involved – they wouldn’t expect so many couples are showing interest to end their unstable and irreconcilable marriages. Of course it’s a scene church people and groups who are against divorce ought not to see and expect to happen.

hind bars because of his age. Wise guy. ooOoo The Reproductive Health Law is intended to help Filipini women tackle child-bearing problems. There is no “loser” in its being declared constitutional by the Supreme Court. Authors of the law and its supporters should not consider themselves as “winners”. The real winners are women. The Catholic Church blatantly violated the principle of separation of church and state when it openly took steps to derail its implementation. The Church is not above or superior to the State. It has no right – legal or moral – to impose its will/view on the State. We are no longer living in Medieval Times when the Church ruled over political re-

gimes in europe, and popes bullied kings and emperors. The last pope to have made efforts to prolong Church rule over temporal leaders of nations, was Pope Boniface VIII (12941303) who opposed taxes on church revenues levied by King Philip IV of France. Boniface failed to have his way, and yielded to the King thru the papal bull of 1297. (A bull is an official document with a round seal affixed to it). The Church rules over its domain, so does the State over its own. Fair and square. ooOoo Here’s good news for firearms holders and future firearm holders. The Supreme Court, thru a TRO, ordered the PnP not to implement Republic Act no. 10591 or Comprehensive Firearms and Ammunition Regulation Act which centralizes all firearm registration and license renewals at the PnP headquarters in Quezon City. That law is retrogressive, and will prove top burdensome financially for firearm applicants. That law should be abrogated.

There is good reason to believe in the saying regret usually comes after committing a mistake. ooOoo Sexy Boy Jinggoy estrada, once accused of plunder along with his father, has been obnoxiously vocal about his innocence. In fact, he talks too much for his own good. He is like an uneasy dog barking at his own shadow. His favorite defense tune is that he is a victim of political persecution. Too bad for him, that won’t work in a court of law. ooOoo Old chickboy Juan Ponce enrile is playing it cool exuding supreme confidence in the futility of the case against him. Is ‘Matuwid na Daan’ A Mere Slogan? WORM’S EYEVIEW By MANNy VALDEhUESA

Part 1 of 2

AGAYAn De ORO CITY (Mindanews/11 April) -- Apart from being just a mere slogan, it could also be a vision and a mission. It could be a vision of propriety and righteousness in all dealings. And it can be a mission for everyone to ensure a straightforward direction for social, economic, and political development in our society. But no one has seen fit to limn its outlines for our edification. I have yet to see it defined in terms of its essential aspects, which is too bad because it can be useful in many ways at multiple levels. For instance, it’s been four years already, and this administration has passed up every opportunity to let every Filipino—and every barangay, for that matter—define, translate, or interpret said slogan for the purposes of their community and society at large, so it will integrate into our value system. Missed Opportunity One such opportunity was last March 29, the day synchronized meetings of the Barangay Assembly was decreed by Presidential Proclamation. But the event came and went with seemingly no impact or significance, local or national. This Assembly involves every one of the nation’s 42,078 barangay components. And every sovereign citizen living in them (except minors aged 14 and below) is called upon to participate. What can People Power comprising two-thirds or even one-half of 100 million Filipinos do to refurbish the façade of our politics and economics? Collectively, that’s the minimum mega-voltage Barangay Assembly meetings generate nationwide every time synchronized meetings take place. The aggregate impact of People Power nationwide (mobilized in every barangay, each one focused on its own neighborhoods, not dispersed citywide and beyond) would be tremendous. If every barangay focuses on its own affairs, gets its act together, enforces the laws, securing, beautifying, putting its premises in order every so often, what difference it would make on our society and environment (physical, economic, cultural)! Poverty would be less, livelihood would be more, and the gross national happiness would be high—the result of thinking together, addressing local issues, tapping the wisdom of every barangay’s best and brightest, acting in concert, solving neighborhood problems. The sWOT Approach Village problems grow to elephantine scale when aggregated at town or city levels; but they cease to be problems if addressed at source in the barangay by the folks themselves. What hasn’t been tried is, convening same day, the 42,000+ barangays meet to take stock of their strengths, weaknesses, opportunities, and threats. A lot of the problems faced by our republic at grassroots level would be resolved by the sovereign citizens themselves. But we’ve missed the opportunity already. nonetheless, it’s worth considering what positive development would result if every one of the barangays up and down our archipelago were to define and deploy their strengths, technologies, and other resources for their own purposes—especially for the poor or disadvantaged in their neighborhoods.

Col. Ramon Zagala said in a brief statement. The clash erupted in Barangay Silangkum in Tipo-Tipo town at around 2 a.m., the military said. Capt. Rowena Muyuela,

spokesperson of the Armed Forces’ Western Mindanao Command (Wesmincom), said the injured soldiers were airlifted to Camp navarro General Hospital in Zamboanga. Tipo-tipo, Basilan Police Chief Inspector Munib Musa said they have yet to identify the 3 casualties from the Abu Sayyaf. Zagala said 4 injured soldiers decided to stay behind and rejoin the operation. He said around 200 soldiers from the Philippine Army’s 104th Infantry Brigade and Joint Special Operations Group were conducting a strike operation to apprehend ASG commander Furuji Indama when the firefight erupted.

He said Indama is the Abu Sayyaf commander behind the series of attacks at a rubber plantation in Maluso town and several kidnapping incidents in the region. p3.3M bounty Indama has a P3.3 million bounty on his head. ‘’This is a deliberate operation on the presence of ASG leader Furuji Indama. It’s a strike operation because there was information of his whereabouts,’’ Zagala told AnC. Brig. Gen. Carlito Galvez, commander of the 104th Brigade, said the firefight moved to Barangay Baguindan, where the ASG has occupied school buildings.

The Wesmincom said bandits have occupied the Baguindan elementary School. no hostages were taken. Indama was part of the ASG group that killed 14 Marines in the Al-Barka ambush in 2007. Ten of the Marines were beheaded. Indama’s current group is a band of some 20 men, but military is not discounting the possibility that their relatives and sympathizers will join the fight. Musa said residents of Barangay Baguindan were displaced due to the violence. The residents, he said, are now stranded since they cannot cross to the adjacent village.

Something fishy at Durianburg The holy Week is upon us, this is the time when we shed our carnivorous cravings and sinful porky urges for more fishy fare. Of course this should not mean that we are to sacrifice good flavours and calories right? That is why I have come up with a small list of delicious fishy treats all over Davao City that are well worth the calories and do not taste like you are going on penitence.

Shrimps by the bucket Dinners looking to eat bucket loads of shrimp with Pinoy flavour can visit Bucket Shrimps. Succulent shrimps are are married to rich crab fat, spicy coconut milk and other sauces that are sure to harken one back to the beach. Bucket Shrimps is located at the MetroLifestyle Complex along F. Torres Street.

More than just chicken and puso Conching’s may be known for their delicious and juicy whole grilled native chickens but believe me, there are other gems on their menu that are just right for the holy Week. One such gem is Conching’s Grilled Tuna Panga. Although there are other places that serve this regional delicacy, Conching’s version is just chock full of flavour with spices such as garlic, and pepper permeating through the dish. The meat is tender and juicy sans the usual fishy smell. heaven! Another item that took

No small fry The Little Dynasty Kitchen may seem like a hole in the wall but this Chinese eatery can pack in the crowds mainly thanks to their Crispy Fried Shrimps. Packed with garlic and spring onions and fried to a delicious crisp, these flavourful shrimp are sure to make your holy Week fast seem like it was a Godsend. The Little Dynasty Kitchen is located at Plaza del Carmen along Loyola Street.

my fancy and would highly recommend is their Stuffed Crab. Made out of succulent crab meat stuffed into their own shells, these morsels are really every crab meat

lover’s dream and makes it easy for lazy people like me to enjoy crab meat without dirtying my hands. Conching’s is located along Arellano Street.

A cheeky treat hoy Panga! has been making waves in Durianburg lately with their quick-service and frozen take out fishy treats featuring tuna panga, tuna belly, and their own unique spin on the tuna siopao. Amusingly called “sionga!” these buns can give most ordinary meat-filled buns a run for their money. The sionga! comes either steamed or fried. I prefer the fried version which is more flavourful never mind the added calories. Hoy Panga! outlets are located in Ma-a, Dacudao, Bacaca, Damosa, Sasa, Diversion, Buhangin, Skyline, Sandawa, and Ecoland. Hands-on experience What can be more fun than eating with your hands? At Blue Posts Boiling Crabs and Shrimps, that is the only way to dig into the fatty and tender crabs they serve in a bag. The cajun spices as well as the fun and interactive environment make for a delicious treat. A word of caution though, because you might be tempted to add some delicious sausages along with the crab which would make it a sin on holy Week. I personally don’t mind at all! Blue Posts Boiling Crabs and Shrimps is located along J.P. Laurel Avenue in Lanang.

Gisele Bündchen audited by the IRS after topping Forbes’ highest-paid models list!

TAKInG a page from Kim henares’ tax campaign, it may seem that the IRS is also looking into the earnings of models. In a new interview with Brazilian website MdeMulher, Gisele Bündchen supermodel reveals that her finances were targeted by the IRS after she topped Forbes’ list of highest-paid models! “It’s sad, because the people who write these things don’t have my bank account details,” the Brazilian beauty said. “I do OK, I earn plenty, but not as much as they say. I’ve already been audited by the IRS because of this list and, truthfully, whether I’m on this list or not doesn’t interest me.”

The 33-year old supermodel topped Forbes’ 2013 list back in August. At the time, the mag reported that she took home $42 million in earnings from June 2012 to June 2013 from contracts with companies like Pantene Pro-V, h&M , Chanel, Louis Vuitton and Oral-B. Despite her troubles with the IRS, Tom Brady’s other half insists making money isn’t her first priority. “This is what I value: are my children educated, is my husband happy, are people feeling positive energy from me?” she told MdeMulher. “There should be a magazine to quantify knowledge, understanding and love for people: that is power.”

Beyoncé accused of Photoshopping thigh gap Did Beyoncé Photoshop her famous curves in favor of a thigh gap? Those are the latest claims surrounding the superstar after she posted a pic while on vacation in the Dominican Republican with hubby Jay Z. Queen Bey shared an Instagram shot in which she’s playing golf, posing with her body slightly bent over in her red-and-white-striped bikini. Her stance created a space between her legs, commonly referred to as a “thigh gap,” which caused many of the

singer’s Instagram followers to accuse the beauty of Photoshopping a larger space between her enviable gams. Bey has yet to respond to the debate, although it is possible that the pic is untouched, considering the singer was sporting a much smaller frame at the 2014 Grammys. Prior to the show, the singer embarked on a 22-day vegan diet, during which she also kept up with her superstrict workouts in order to maintain her bootylicious shape.

After the announcement of the search’s winners by MYX Channel Head Andre Alvarez, VJs Luigi, Gianna, and Vieo are now the newest members of the MYX family and are currently gearing up to take on their newest adventure. VJ Luigi, in tears when his

name was announced, is also a singer and songwriter who was a nominee at the MYX Music Awards earlier this year for the Favorite new Artist and Favorite Mellow Music Video categories. After a warm embrace among all the other finalists, Luigi showed his appreciation for each and every one. VJ Gianna was a former

radio DJ and is an A.B. Communications student at the Ateneo de Manila University. Ecstatic and surprised at the announcement, she described how things went right before the finals took place. “I even cried when I had to talk to Sir Andre alone. But I need to say thank you to everyone that supported me—it always

brightened up my day,” she said. For VJ Vieo, the announcement of his name proved the 23-year old’s determination during the competition, as this had been his third time to audition for the MYX VJ Search. Grateful, he expressed, “I think the best thing that I can say is that, if you wanted something - you go get it. no matter how many times you fail, keep trying, keep doing it, go get it.” Catch MYX’s newest VJs Luigi, Gianna, and Vieo only on the country’s number one music channel, MYX. But fear not. the president kept his hand near Michelle’s legs to make sure the wind didn’t fly too high and reveal her undergarments. Michelle didn’t seem fazed by the almost-fashion accident. Both she and Barack were smiling and laughing during the whole thing.

Bubba leads Masters by 3 Davao’s first dragon

A

UGUSTA, Ga. (AP) -- Bubba Watson won the Masters two years ago with his brand of ‘’Bubba golf,’’ producing shots of raw skill and wild imagination. His strategy now is to keep it simple, and he is halfway to another green jacket. Watson took over Augusta national on Friday with 75 minutes of brilliance and power. On another demanding day of crispy greens and swirling wind, he ran off five straight birdies on the back nine and wound up with a 4-under 68 for a three-shot lead over John Senden. There’s nothing fancy about his golf, except for his outrageous length. He has made only two bogeys in 36

holes. He has missed only eight greens. ‘’It’s not science here,’’ Watson said. ‘’It’s try to hit the greens. And if you’re hitting the greens, that means you’re obviously hitting your tee shots well. So that’s all I’m trying to do is just hit the greens ... maybe throw in a birdie here or there. That’s what I’ve done the last two days and it’s worked out so far.’’ Watson made bogey on the 18th hole with a shot that bounced left of the green and into the gallery. He finished at 7-under 137, giving him the largest 36-hole lead at the Masters since Chad Campbell in 2006. Senden qualified for the Masters a month ago with his

win at Innisbrook. After a rugged start, he played the final 14 holes with six birdies and no bogeys for a 68 that puts him in the last group at a major on the weekend. A glance at the second round of the Masters The Associated Press Adam Scott also made a late recovery with three birdies on the back nine to salvage a 72, along with his hopes to join Tiger Woods, nick Faldo and Jack nicklaus as the only players to win back-to-back at Augusta. Scott was four shots back at 141, along with Thomas Bjorn (68), Jonas Blixt (71) and Jordan Spieth, the 20-year-old from Texas who looked solid on the mystifying greens and shot a 70.

on Monday and then close at home against Philadelphia on Wednesday. Win them all, and the road to the east title goes through Miami, again. ‘’We know what’s going on out there,’’ Heat forward Chris Bosh said. ‘’We know what’s going to happen. We’re in the middle of trying to put everything together for ourselves and I think today was a good step forward for us.’’ Mario Chalmers scored 13, Udonis Haslem added 11 and Bosh and Ray Allen each scored 10 for the Heat, who had lost two straight and were looking up at Indiana for much of the season in the east standings. Paul George scored 22 for Indiana, which got 18 from David West, 12 from Luis Scola and 11 from Lance Stephenson. Pacers center. Roy Hibbert had only five points and one rebound, grabbing it with just over 2 minutes left in the game. ‘’We’re still a good basketball team,’’ Pacers coach Frank Vogel said. ‘’I think we’re tak-

ing steps to get ready.’’ The Pacers - who sat their starters against Milwaukee on Wednesday in an effort to rest for this one, and have insisted throughout this season that they wanted the no. 1 seed after losing a Game 7 in Miami to close the east finals a year ago - still play Oklahoma City and Orlando. ‘’As of now it’s not in our hands,’’ George said, ‘’and we’re perfectly fine with it.’’ After a few minutes of the third quarter, this game wasn’t in Indiana’s hands, either. Chalmers opened the 16-0 barrage with a 3-pointer, James hit a pair of free throws after taking a hard foul from West in transition, and a steal and layup from Toney Douglas forced the Pacers to call time down by 10. Miami was just getting started. James got fouled by Stephenson and turned that into a three-point play, and consecutive putbacks by Haslem off misses by James at the rim pushed Miami’s lead to 17 with 8:13 left in the third.

‘’Bubba is tearing it up,’’ Spieth said. ‘’So we’ve got to go get him.’’ The chase includes the ageless Fred Couples, who won the Masters a year before Spieth was born. Couples, cool as ever at 54, had another 71 and was five back. Woods, who missed the Masters for the first time in 20 years because of back surgery, won’t be the only guy watching on television. Phil Mickelson made another triple bogey - three shots from the bunkers on the par-3 12th hole - for a 73 and missed the cut for the first time since 1997. So did Sergio Garcia, ernie els, Luke Donald, Webb Simpson, Dustin Johnson and Jason Dufner.

James fires 38 as Heat sink Pacers M

IAMI (AP) -- For most of the season, the Miami Heat were chasing the Indiana Pacers. On Friday, they just blew by them. Control of the eastern Conference again belongs to the Heat, after LeBron James scored 36 points and the twotime defending nBA champions opened the second half with a 16-0 run on the way to beating the Pacers 98-86 - a win that vaulted Miami a halfgame ahead of Indiana in the race for a no. 1 seed in the playoffs. ‘’This is not the biggest game we’ve played in our four years together,’’ James said. ‘’It’s always great to have competitive games like this in the regular season. I mean, we’ve played Game 7 in the Finals before. It doesn’t get no bigger than that.’’ True, but this had plenty of meaning. Miami (54-25) leads the Pacers (54-26) by the slimmest of margins in the east race. The Heat play at Atlanta on Saturday, at Washington

Brewer drops 51 in Wolves’win M

InneAPOLIS (AP) -- Truth be told, no one believed Corey Brewer could do it. not his teammate Ricky Rubio. not his coach Rick Adelman. And certainly not his opponent, the Houston Rockets. Deep down inside, Brewer didn’t even believe it himself. ‘’I’m not even going to lie,’’

Brewer said with a starry look in his eyes. ‘’Fifty?!?’’ Actually, he did it one better. Brewer scored a career-high 51 points and Gorgui Dieng hit a short jumper with 4.6 seconds to play to give the short-handed Minnesota Timberwolves a 112110 victory over the Houston

Rockets on Friday night. Brewer made 19 of 30 shots in 45 minutes, easily surpassing his previous career high of 29 points. He became the fifth player this season to score 50 points, and the Wolves had a staggering 39 points in transition against Houston’s woeful defense.

READY TO RUMBLE. Manny Pacquiao and Timothy Bradley flex their muscles during a weigh-in prior to their welterweight world title bout in Las Vegas on April 11, 2014 (AFP Photo/Jeff Gross)

Pacquiao, Bradley seek to erase doubts L

AS Vegas (AFP) - Manny Pacquiao and Timothy Bradley go into their welterweight world title rematch on Saturday in Las Vegas aiming to lay the ghost of their polarizing first contest. “I’ve got to knock him out, that’s what I have to do,” Bradley said Friday at a raucous weigh-in on a stage at the MGM Grand Garden Arena. California’s “Desert Storm” Bradley seized the World Boxing Organization belt from the Philippine icon with a narrow split decision that many believed the American didn’t deserve in June 2012. Although Pacquiao took the defeat in stride, he suffered a brutal knockout loss

to Juan Manuel Marquez in his next fight, and is out to prove his subsequent lopsided decision over Brandon Rios marked the start of another illustrious chapter in his storied career. Conversely, another defeat to Bradley would see fresh calls for the 35-year-old Pacquiao to quit the sport. Pacquiao weighed in at 145 pounds (65.77 kg), to the cheers of an adoring crowd. He struck a pose on the scales as Philippine flags waved, while Bradley feigned shock at being greeted with boos on homesoil. - ‘Let’s do this’ The usual stare-down had a good-natured feel, and Pac-

quiao exited the stage with a blown kiss for his fans. “Let’s do this,” Pacquiao declared. “I’m excited.” Bradley, who has twice defended the title he snatched from Pacquiao, tipped the scale at 145.5 pounds. Pacquiao, a congressman beloved in his homeland, brings a record of 55-5 with two drawn and 38 knockouts to the bout. Bradley boasts a record of 31-0 with 12 knockouts, but despite his unbeaten status and champion’s belt, he has taken second billing to Pacquiao in this showdown. Both men will make $6 million (4.3 million euros) from the fight, according to

Bradley, 30, says he doesn’t care. He knows Pacquiao is the bigger draw, but he says “Pacman” is on the down slope of a professional career that stretches back to 1995. “I think he may lack fire,” the dogged American said. “His motivation is not there. He’s been at the top for a very long time. He has over 60 fights in the ring with all the best. Maybe this is one fight too late for him.”

WV snared 99 golds, 54 silvers and 74 bronzes mostly coming from athlete victors in athletics, swimming and football, which they reaped in the last day of the sporting event after they upset host, Davao Region. Meanwhile, reigning champs failed to accomplish their main goal yet still not far behind with 80 golds, 42 silvers and 29 bronzes also mainly from swimming and athletics, and ended runner-ups.
