SPECIFIC TARGET: DAVAO Palace: Terrorism threat is limited to Davao City

PRESIDENTIAL Spokesman Edwin Lacierda yesterday said military intelligence reports indicated that the terrorism threat was specifically directed at Davao City. “The information we have is that it is limited to Davao City,” he said, adding “(there’s) no threats in Manila,” he was quoted in a Philippine News Agency (PNA) dispatch. Still, Lacierda said that police and military forces in Metro Manila are in “full vigilance” mode even as the terror threat in Davao City is not expected to spill over to the metropolitan area.

Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma stressed that it is normal procedure that when a place is under threat, other places are on full vigilance mode as well. “Kasi meron ngang konsepto diyan na baka habang nakatingin naman doon sa isang lugar na iyon eh sa ibang lugar naman gagawa

HE three men accused in the killing of Cebu-based hotel magnate Richard L. King will face trial at the Regional Trial Court (RTC) following the resolution of the City Prosecutor’s Office finding probable cause. Prosecutor Panfilo Junior Lovitos of Davao City Prosecutors’ Office, indicted Paul Dave M. Labang, Rommel E. Dela Cerna and Rodel Dela Cerna for murder based on the complaint of the victim’s brother

James L. King. In his two-page resolution approved by assistant city prosecutor Victor C. Sepulveda, Lovitos found probable cause to charge the three based on their admission stated in its sworn statement submitted to the prosecutor’s office. The prosecutor recommended no bail on the charge filed against them. The resolution stated that Labang was apprehended for illegal possession of firearms last June

22 at Team Davao Shooting Range in Ma-a Diversion road, Davao City. It stated that pending the investigation of the murder case involving King and after he was submitted for inquest proceeding on June 23 for gun possession, Labang confided to the police authorities on his involvement on King’s slay. The resolution said Labang voluntarily submitted himself to police custody for investigation of the case. He executed his extra-judi-

cial confession claiming the responsibility as the trigger man who gunned down King last June 12. It is stated that in his confession he was assisted by lawyer Ben Joseph O. Tesiorna and the alleged trigger implicated Rommel Dela Cerna who served as the look-out, Rodel Dela Cerna as the driver who drove the getaway motorcycle and Superintendent Leonardo A. Anti-trafficking drive nets few convictions M

ORE than a decade since Republic Act 9208 or Anti-trafficking in Persons Act of 2003 was implemented, only 6 of the 45 cases filed in various courts in Davao region got conviction. Lawyer Antonio B. Arellano, regional prosecutor said in a presentation on the update of human trafficking in the region that only 13 percent conviction rate was netted since the implementation of the law in 2003 until the second quarter of 2014. In the national level, there were only 62 convictions of the total 1,519 cas-

es filed in courts all over the country. The performance represents a conviction rate of only 4 percent. “This small number of conviction in the past was attributed to the weak case build up that leads to the dismissal of cases due to insufficiency of evidences,” Arellano said, describing the performance as “dismal.” Arellano said that when personnel of the Regional Prosecutors Office was asked to assess human trafficking cases in the region, they found out that “ most cases are dismissed

The goal of this program is to help barangay/communities of targeted municipalities become empowered to

achieve improved access to services and to participate in more inclusive local planning, budgeting and implementation and to support community-driven post-disaster response and development in disaster-affected municipalities. To be implemented from 2014 to 2019, Kalahi CIDSS-NCDDP has P9.3 billion project cost nationwide. Of this amount, US$479 million is from a World Bank loan and US$372.1 million comes from the ADB Emergency Assistance Loan. Eligible to participate in the NCDDP are 4th to 6th class municipalities with poverty incidence higher than the national average of 25% based on the 2009 small area estimates of NSCB (National Statistical Coordinating Board), 1st to 3rd class municipalities with poverty incidence of 40% higher, and Yolanda-affected provinces. DPWH won’t implement PDAF By CHENEEN R. CAPON

LL identified road and other infrastructure projects funded under the Priority Development Assistance Fund (PDAF) of congressmen in Davao Region will not be implemented by the Department of Public Works and Highways (DPWH) 11. “We don’t have plan to implement all of the projects, unless it has already started,” DPWH regional director Mariano Alquiza said last Thursday during the MindaNOW Enrichment Summit at Gran Menseng Hotel.

He said that even the present proposed projects will not prioritized. This was after PDAF was suspended by the Supreme Court last year September in the midst of the P10-billion pork barrel scam linking senators and congressmen from all over the country. “Ginagawang political railway ng congressmen natin ang PDAF,” he said. Alquiza said that before the court decision on PDAF, congressmen have identified various roads, buildings and

other infrastructure projects. Most of the projects proposed for funding under PDAF were the construction of barangay hall, city roads, barangay roads, municipal roads and farm to market roads (FMR) with costs from P200, 000 to P1 million. Alquiza said one of the problems in the proposed road projects is the inability to create a road network as these are not connected to national roads. He however assured that all PDAF projects that already

started will be finished. “We included these projects in our priority projects this year. These should be finished,” he said. As of June 30, DPWH 11 completed all the three projects originally funded under PDAF in the region totally amounting to P5-million. Two of these are in Compostela Valley and one in Davao Oriental. DPWH 11 data bared that no PDAF-funded road and building projects were continued in Davao City and other

HE government on Monday reiterated that distribution of land to farmers continues despite the expiration of the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER) on June 30. “Patuloy po ang land distribution. So the end of CARPER does not mean the end of land distribution. We are in the process of distributing lands based on those properties, based on those land holdings that have been issued Notices of Coverage (NOC),” said Presidential Spokesman Edwin Lacierda in a press briefing. Lacierda said Agrarian Reform Secretary Virgilio de los Reyes is committed to pursuing and to issuing the NOC. “In fact, naka-issue siya until today, last day na ngayon ng issuance of Notice of Coverage. Yes, there have been

significant improvements on the amount of land holdings being covered by CARP,” he said. An NOC initiates the compulsory acquisition and distribution of private agricultural lands, one of the modes of distribution under the CARPER. “The early part of CARP, ang kina-CARP kasi natin ‘yung mga huge government holdings na walang problema sa taumbayan because these are government lands. Pwedeng kunin kaagad. We are now going through landholdings which are owned by private individuals na talagang there will expectedly be resistance,” he added. The expired land acquisition and distribution (LAD) component of the CARPER was in pursuant to Republic Act No. 6657, otherwise known as the Comprehensive Agrarian Reform Law. [PNA]

My love affair with Mount Hamiguitan

By TINA B. YU Mayor, San Isidro, Davao Oriental

M

Y love story with Mt. Hamiguitan began in 1965 when an old Mandaya chieftain, DarambaBago, visited me countless times so I could write about the beloved forest of his youth. It was not until I was elected mayor of San Isidro in 1992 that an organized team of 35 municipal officials and employees explored Mt. Hamiguitan for a week, so that it could be included among the 12 identified tourist spots of the municipality, amidst criticism from my detractors who then believed that the funds allocated for the mountain exploration was a waste of money, which should have been better spent to distrib-

ute rice for our poor sector. The majestic Mt. Hamiguitan showed off her magnificent assets… the numerous rare flora and fauna… the unending winding rivers and cool water falls… the thick mossy forest one could only squint one’s eyes to see the sunny skies above… the more than 100 species of butterflies in the hidden garden… the rare carnivorous pitcher plants whose shapes, sizes and colors can only be found there… the Philippine Eagle family hovering over the forest kingdom… that includes the Pygmy Forest or Bonsai Field. It was an uphill fight against miners and loggers who wanted to “develop” the

Hamiguitan… and also by cutting first class Philippine trees along the mountains buffer zone…Yes, all in the name of development and progress! But the people of San Isidro fought against the lure of mining money… we fought against the temptation to cut our trees along the buffer zones of the mountain for progress sake! Foe we, the people of San Isidro, know what we want for San Isidro’s future… San Isidro does not want to disturb Mother Nature. We found doors and will continue finding doors… that will lead to a San Isidro that will contribute to sustain our contribution in conserving our legacy to the world… and for all the generations to come. After 49 years, my personal love affair with Mt. Hamiguitan bore fruit and gave birth last June 23, 2014 upon its inscription by UNESCO as the country’s 6th World Heritage Site, Wildlife Sanctuary Category at Doha, Qatar. I am grateful to the people who believed in us, the people of San Isidro… who showed concern for San Isidro’s forest. Smart exec pushes for collaboration among developers, local and foreign A

N executive of Smart Communications, Inc. (Smart) encouraged application developers present in a major technology exposition held recently in Shanghai, to collaborate with Filipinos to create more apps that are relevant to the Philippine market. Smart developer evangelist Paul Pajo addressed an audience of Asian and European developers at the GSMA’s Mobile Asia Expo and said that they could localize their apps for the Philippines’ 100-million strong English-speaking market. Pajo said these developers could also learn a lot from Filipino app makers’ experience in producing apps for “social good”. Through hackathons or coding marathons organized and supported by the Smart Developer Network (Smart DevNet), Pinoys have created apps that help people prepare for disas-

ters, improve rice research and science, and promote government transparency, among others. At the sidelines of the expo, Pajo said foreign developers could get inspiration from the “apptivism” displayed by their local counterparts. “On the other hand, Filipino developers can enhance their skills even further by working with developers from other parts of the world,” he said. Pajo was among the experts invited to speak at the GSMA@AppPlanet portion of the Mobile Asia Expo which attracted more than 26,000 technology executives and enthusiasts from 93 countries and territories. Other speakers of GSMA@AppPlanet included representatives from Intel and Mozilla. The GSMA is a global organization of about a thousand mobile operators and companies in the broader mobile ecosystem.

DTI holds training in Davao City to improve local products, services T

HE Department of Trade and Industry (DTI), though the Bureau of Product Standards (BPS) and Philippine Accreditation Office (PAO), conducted a workshop on Voluntary Standardization and Certification on June 26 and 27 at Microtel Inn & Suites in Davao City as part of its implementation of the Trade Related Technical Assistance (TRTA) Project 3. The activity was aimed to stress to participating micro, small and medium enterprises (MSMEs) and industry associations the importance of improving overall competitiveness for our local products and services to thrive in today’s integrated world economy. The discussions emphasized as well the vital

It figures

role of the National Quality Infrastructure (NQI) as an entity to ensure efficient consumer protection in the country and access for our exports to global markets. Through the National Quality Infrastructure (NQI), quality and safety tests that otherwise are not administered here in the Philippines will be made available and accessible to the local enterprises. These include high-end metrology tests for specific agro-industrial products that the Philippine laboratories and certification bodies may not yet have achieved accreditation for. At present, MSMEs wanting to quality for export markets have to bring samples of their products to other countries like Singapore for testing and certification.

DTI-Davao Region Officer-in-Charge Ma. Belenda Q. Ambi said Davao’s MSMEs and exporters will clearly benefit from the establishment of an NQI. “It will lead to the production of more innovative agro-industrial commodities that will be able to compete in the global markets and more so in the upcoming integrated ASEAN economy,” she said. TRTA 3 embodies the long-standing partnership between the Philippine Government and the European Union for promoting trade as key to poverty reduction and inclusive growth. As one of the project components, the NQI serves to be the interconnected and harmonized strategy for standards, testing, certification, accreditation and

metrology that is directed towards the integration of the Philippines’ industries in world trade. The NQI Platform is being organized through a convergence of National Government Agencies that also include the Department of Health-Food and Drug Administration (DOHFDA), the Department of Agriculture (DA) and the Department of Science and Technology (DOST) together with private sector organizations. This workshop in Davao has been preceded by similar trainings held in Manila and Cebu. More capacity building exercises will be provided by the TRTA Project 3 to contribute to the Philippines’ integration into the international and regional trading and investment system.

Oil prices down in Asian trade

O

IL prices eased in Asia Monday, June 30 on softer US demand, but tensions in the Middle East where jihadists have declared an Islamic state straddling Iraq and Syria will likely keep prices high, analysts said. US benchmark West Texas Intermediate for August delivery was down 26 cents at $105.48 a barrel in late-morning trade and Brent crude dropped 22 cents to $113.08. Analysts said investors are concerned after data last week showed that consumer spending in the United States, the world’s biggest economy, rose by a mere 0.2% in May after flattening in April. US jobless claims, another barometer for the giant American economy, totaled 312,000 in the week ending June 21, down just 2,000 from the week before. As the world’s top oil

consuming nation, the health of the US economy is a key influence on oil prices. Investors were also monitoring the latest news from the oil-producing Middle East, after militants said June 29 they were establishing a caliphate covering wide areas of Iraq and Syria. The jihadists said their caliphate would spread from Aleppo in northern Syria to Diyala in eastern Iraq, and ordered Muslims in those areas to “obey” and pay allegiance to their new leader. French bank BNP Paribas has raised its average oil price forecasts for 2014 and 2015 by 4-6% because of the developments in the Middle East. “Geopolitics in the Middle East has recently introduced concerns about supply disruptions and, consequently, led to a sharp increase in global crude oil prices,” it said in a commentary. Barista organizer says drinking coffee can keep one healthy By KAI DEL CORRO

H

ERE’S a new beat to the health-conscious: drinking three to four cups of coffee a day keeps the doctor away. Yes, that steaming, hot cup of flavorful and aromatic brew has very beneficial effects that include the prevention of Alzheimer’s disease, Parkinson’s disease, liver cirrhosis, type 2 diabetes and even cancer. Leo de Leon, president of Allegro Beverage, distributor of coffee products and equipment, revealed the benefits of drinking coffee and the high-revenue potential of engaging in coffee business. Guesting in the FAST Fridays media forum held at Archipelago 7107 (Barrio Fiesta) at SM Lanang Premier, De Leon gave a few reasons why it would be wise to get into the coffee business. “First of all, it’s very popular. In this mall alone there are about six coffee shops. Other than that, it’s addictive and habit forming without being illegal nor harmful to your health, it has good effects on your metabolism and it’s an antioxidant, and it’s very, very profitable.” De Leon revealed that coffee has been around for

centuries and it is the second most sought after commodity in the world. The coffee industry is then very promising and it’s proven by the fact that coffee has been consumed for centuries now. Coffee is not a fad that’s going to go away anytime soon. “Unlike alcoholic beverages, coffee doesn’t come with a warning that says that it may be hazardous to your health even though it may be addictive. Just take it in moderation.” De Leon admitted that coffee is addictive and habit forming but the benefits of drinking coffee is that it will not affect one’s health when taken in tolerable amounts. Coffee also is a very profitable commodity. De Leon said that for every cup of coffee people buy for a hundred pesos, the cost of capital is around P15. “Mura lang ang puhunan diyan. Wala pa yang refills and there’s also no table service. Talagang it’s very profitable,” he said. Mindanao supplies a large amount of the coffee in the Philippines. Among these rare varieties is the Civet coffee produced from the feces of Civet cats. Sold at around 100 dollars for 100 grams, Civet coffee is

one of the world’s most famous types of coffee. Though the Civet coffee industry in the Philippines has a limited future because the Civet cats need to be in the wild for them to be able to really pick the best cherries off the coffee trees instead of being captive in farms because it just doesn’t work, the outcomes are different.

The Philippines is capable of producing around 20 thousand metric tons while the demand is at 100 thousand metric tons. It’s a good decision to get into the coffee business because the world’s commodities have gone up by about 50 percent because of the drought in Brazil. It may take 5 years for coffee to grow commercial-

ly but once you’re harvesting commercially, you’re already earning. De Leon says he hopes that the government will encourage more farmers to grow coffee. Allegro Beverage hosted the 8th Grand Barista Cup - Mindanao at SM Lanang Premier last Friday where the grand champion will be sent to Manila to

compete in the 8th Grand Philippine Barista Cup for a spot in the upcoming World Barista Championships to be held in Seattle, Washington in 2015. De Leon said the purpose of the competition is to promote the professionalization of the barista occupation along with the fast paced growth of the coffee industry today.

Deadly bridge

T

HERE’S a very famous bridge that had killed more than a thousand desperate people who jumped to their deaths from the span. It is the iconic Golden Gate Bridge which has commanding views of the Pacific Ocean and San Francisco Bay. Aside from being a favorite place of millions of tourists who visit California every year, it had been the destination of people seeking to end their lives. A recent dispatch by the Associated Press indicated that since the bridge opened in 1937, or 77 years ago, a total of 1,400 people have plunged to their deaths, including 46 suicides last year alone. However, Americans were euphoric last week, when bridge officials approved a $76-million funding package for the construction of a suicide barrier system. The bridge district board of directors voted unanimously to fund a steel suicide net that will hopefully prevent people from jumping to their deaths. The vote made many Americans shed tears, including board member and former bridge district director John Moylan, whose grandson, Sean Moylan, jumped off

the bridge to his death earlier this month. According to AP, most jumpers suffer a grisly death, with massive internal injuries, broken bones and skull fractures. Some die from internal bleeding. Others drown. We are talking about the Golden Gate Bridge only. What about other bridges in the world, particularly in countries where the suicide rates are very high, even much higher than the U.S.? According to the World Health Organization (WHO), the United States ranks only 33rd in suicides of various kinds with an average of 12 suicides per 100,000 people per year. Topping the list is Greenland where an average of 83 people per population of 100,000 committed suicide in 2011. Next to Greenland, the other suicide-prone nations are Lithuania, South Korea, Guyana, Kazakhstan, Poland, China, Slovenia, Hungary, and Japan in that order. Mercifully, the Philippines only ranks 90th among 110 countries, either because Filipinos are a happy people, or they simply love life very much, no matter what. ANTONIO M. AJERO Editor in Chief

Daunting task

T

ERRORIST THREAT– Security measures have been stepped up in Mindanao, especially in Davao City, because of a possible terrorist attack. Mayor Rodrigo Duterte voiced his concern over the report which prompted law enforcement agencies to issue a “red alert” status. The military and police units likewise tightened security in all entry points of the city. Public areas, entertainment centers, shopping malls, schools, parks, airports, sea and land transport terminals may be the more vulnerable targets. How easy it is to walk over to these “soft targets” teeming with people. The explosion of an improvised explosive device (IED) the previous year in a popular recreation complex in Cagayan de Oro is one grim reminder of how a terroristic activity can disrupt life in a city known for being peaceful and orderly. The CDO explosion that killed eight innocent civilians and injured many more was simply cruel. The terrorist, possibly accompanied by a lookout left a backpack loaded with explosives fitted with rudimentary timer and simply walked away – and the unexpected happened. The bad news is that “soft spots” are easy targets even for ordinary criminals. What make these places useful and functional is what make them devilishly hard to secure: high volume of people, many doors and exits, and lax security procedures. This is really worrisome is that barely two weeks after the CDO incident, another incident believed to be a car bomb explosion rocked a commercial area in Cotabato City killing another eight people and maiming 30 others.

A

Police probers investigating both bombings are facing a blank wall. Government forensic experts and intelligence agents were picking through the rubbles and smoldering ruins for clues, but up to now the perpetrators and the motives are still unknown – either part of a terrorist network or perhaps a local clone. But because public places were the targets, intelligence agents are looking hard at other angles. There is also a possibility that the recent bombings have something to do either with politics or personal grudge. After the CDO and Cotabato bombings, another explosion rocked a commercial area in Midsayap, North Cotabato followed by simultaneous bombings of two cinemas in Davao City. There were no injuries in those two incidents and experts suspect it was only meant to instill fear in minds of the public. What’s more, the previous bombings came in the midst of a global security alert issued by the U.S. government which closed their embassies and consulate offices particularly in the Middle East and some parts of Asia including the Philippines for a time. Are we going to presume that the series previous of bombings and possible new terrorist threat have something to do with the US warning? Or is

there really a terrorist threat and how accurate is the intelligence and surveillance network of our authorities? It appears that offenders can hit anyone anytime and the threat to the US and its allies is real. And global. For the nth time Islamic extremists have explicitly warned U.S. allies, governments of Asian nations, including the Philippines. against sending troops to help the U.S.’s rebuilding and polishing efforts in some war-torn Arab countries making them potential targets for anti-US jihadists. Some people say it is virtually impossible to really secure public places. That’s wrong. Our police and military, and intelligence network should do their best and never to give up. The Philippines is among the Asian nations plagued with insurgents and extremist groups like the Abu Sayyaf and Jemaah Islamiyah that are known to be linked with the Al-Qaeda terror group. For extremists who have no qualms about killing a large number of innocent people, public places offer an ideal venue. However, security experts worry that the current taste of terrorists for soft targets might be intended to divert attention. Terrorist threat is a dilemma for countries rich and poor. In the Philippines for example, keeping a million people safe every day in public places is a nightmare to our peace and security officials and intelligence specialists. It’s a daunting task authorities cannot do without the support and cooperation of the people. In the light of the previous bombing incidents, assurances from authorities seem frighteningly unconvincing.

Abolish pork barrel system

LMOST a year has passed when the Napoles pork barrel scam was exposed and the twin calls for the abolition of the pork barrel system and the full accountability of all those involved reverberated across the country. We are indignant that until now, the graft ridden pork barrel system remains intact while only select members of the opposition are being prosecuted. Malacanang must bring everything out into the open, expose all, as it is now being accused of massive cover up of high administration official and allies linked to the scam. Despite its ruling on the Priority Development Assistance Fund (PDAF), the Supreme Court has failed to abolish the pork barrel system. Congress has created a new mechanism for handing out pork to its members via a discreet referral and recommendation system even as it has kept intact the President’s gargantuan pork barrel funds, including the P132 Billion Malampaya fund, the President’s Social Fund and the P449 billion Special Purpose Fund. Meanwhile the Court is dragging its feet on the petitions against Pres. Aquino’s and Budget Sec. Abad’s Disbursement Acceleration Program (DAP). The President, Congress and the Supreme Court have failed the people. It is time for the people to take matters into

STATEMENT PEOPLE’S INITIATIVE AGAINST PORK BARREL

their own hands and abolish the pork barrel system themselves. Today we formally announce the creation of the People’s Initiative Against the Pork Barrel (PIAP) that will be bringing the anti-pork barrel struggle to a new arena – a people’s initiative to abolish the pork barrel system. We maintain that the pork barrel system -- whereby the spending of billions of lump sum, public funds are delegated to the President, individual legislators or any other public officer is a major source of corruption and political patronage. This corrupt system is an undue delegation of Congress’ power to appropriate public funds that undermines the system of checks and balances and is anathema to the principles of transparency and accountability. We have jointly come up with a proposed bill to abolish the presidential and congressional pork barrel; prohibit lump sum, discretionary appropriations; and penalize violators. We are in the process of reaching out and forging unities with all forces, groups and individuals to build the broadest possible unity for this people’s initiative.

Today we formally announce the formation of the People’s Initiative Against the Pork Barrel (PIAP), a national coalition of various groups and individuals. We will be bringing the anti-pork barrel struggle to a new arena – a people’s initiative to abolish the pork barrel system – as we vow to continue and escalate protest actions against this corrupt and unjust system. The reasons for holding the people’s initiative are the following: 1. The pork barrel system remains intact which according to one study amounts to P932B. 2. There is a need for a law that will directly criminalize those who enact lump sum discretionary funds and are involve in any way with creating and dispensing pork barrel. 3. There is a need for a law that will require line item budgeting, transparency and accountability and auditing procedures to make it difficult to steal people’s money. In this light, we are pleased to announce that we will be holding a People›s Congress on August 23, 2014 in Cebu City. The People’s Congress will finalize and approve the people›s initiative bill and serve as the official launch of this nationwide education and signature-gathering campaign to abolish the pork barrel system.

Like children, elderly persons also need protection from abuse SPECIAL FEATURE BY LEILANI S. JUNIO

L

Part 1 of 3

IKE the country’s little boys and girls who need protection from child abuse, men and women in their senior age or twilight years also have to be protected from maltreatment by others. Sad to say, there seems to be no adequate laws or policies that will protect older persons from institutional, community and domestic abuse and violence during these fast changing times as can be gleaned from the views expressed by various groups during a Forum on Elder Abuse held two weeks ago in Quezon City. In essence, the need for bolder steps toward the prevention of neglect and abuse among elderly persons was underscored during the forum attended by representatives from various sectors of the society at the Philippine Information Agency (PIA) Bldg. along Visayas Ave. It was facilitated through the partnership of the PIA, the Commission on Human Rights of the Philippines (CHRP), Coalition of Services for the Elderly Inc. (COSE), and Confederation of Older Persons’ Associations of the Philippines (COPAP). In his speech, PIA Director-General Jose Mari M. Oquinena said the forum was a venue for the elderly to express their concerns about the existing reality that many senior citizens are experiencing abuse and neglect which should not be ignored. According to him, it was their way of expressing support to the advocacy that will promote the welfare and protection of the elders against any form of maltreatment that they should not experience in their twilight years. “A nation that does not take care of its elders loses its soul and will not find its way to the future. Let us be a better generation that supports their welfare, for one day, we will all cross the path where they are right now,” he stressed. Oquinena said “these elders who are more matured than us..., who shared with us their wisdom at some point in time, can become ‘angels’ that will watch over us one day when we die, if we will also be like ‘angels’ to them now by taking care of their ‘rights’ which are being violated whenever they are being neglected, abused or maltreated.” The forum participants noted the sad reality that there are elderly people who are suffering from abuse and choosing to keep it to themselves is undoubtedly happening in Philippine society for a long time. According to Fransiskus Kupang, executive director of the Coalition of Services of the Elderly (COSE), the existence of elderly abuse is clearly happening and yet only a few are being publicized and voiced out. “Most elders are afraid to come out or just hide in silence because the perpetrators itself are within their family circle. They fear that their privacy will be lost,” Kupang said in an interview with the Philippines News Agency (PNA). Kupang noted that elderly abuse is the gravest experience that the elders suffer and yet many refuse to reveal or talk about their plight for reasons that they do not want to divulge to the public the sad fact that more often, the perpetrators are either their very own spouses, children, grandchildren and other people taking care of them due to their old age.< Dr. Deana Santos-Ringor, a Health Director of Bantay Matanda Inc., an organization geared toward the welfare of the elderly, cited that there are reasons why most elders refuse to report or there is under-reporting of the abuse.

Coloma assured that the country is always prepared to respond to terrorism threats. “Mas importante iyong paghahanda dahil iyong an ounce of prevention is better than a pound of cure... An official of the PNP Regional Office (PRO) 11 said that there has been an on-going maximum deployment of PNP personnel in all entry points in Davao City, either by sea or by land. “We are not taking this lightly, although it is just an information because an information can only be confirmed when it happens, but we don’t want it to happen,” Chief Inspector Jed Clamor, spokesperson of PRO 11 told reporters yesterday. He said that PRO re-

gional director Wendy G. Rosario ordered during a staff conference at the regional office yesterday for maximum deployment of personnel in the city major seaports and in the airport. “These areas [seaport and airports] can serve as entry points to the city,” he said, adding that the security plan for the city is still to be finalized. Clamor said that all assets of the Maritime Group will be utilized to monitor major sea ports like Sta Ana Port and Sasa port and other privately-operated small ports in the city. Personnel of Aviation Security Unit 11 are also deployed in F. Bangoy International Airport. The police director also ordered members of the intelligence unit to intensify the monitoring and the co-

ordination to agencies like AFP. PRO mobilized the members of its intelligence unit to ensure that their security measures will not cause panic among to Dabawenyos. PRO is also intensifying checkpoint operations to all entry points in the city by land aside from conducting patrol and police visibility operations. He said that they are focusing on public places like malls, parks and beaches were a large number of people converge. Clamor said that while everyone is in focus with Davao City, they are also looking to other neighboring provinces as possible target of terrorism. “We cannot also neglect the security preparation in these areas because we might be too focused in

Davao City and then dun pala, it could be a possible target,” the spokesperson said. When asked why Davao City is the target for terrorism activities, Clamor said that doing it in Davao could create bigger impact because “Davao city is perceived as most peaceful city in Mindanao and ranks among the most peaceful in the world”. He said that terrorism threat may be also aimed to gain media mileage. No specific group has been identified but the AFP Eastern Mindanao Command was earlier quoted to have pinpointed the threat from a new group that is linked to Abu Sayyaf group and Jemaah Islamiyah allegedly led by Abdul Basit Usman, who is reportedly a master in making bombs.

lughog na tinatawag yung pagpasok sa certain areas para hindi na makaporma itong mga masasamang loob na ito,” Roxas stressed. Duterte, cool and calculating despite the publicized threat, thinks the threat is not that serious but it is the duty of the government to seriously respond on it as it will risk the life of the people. Duterte said that in the scale of 1-10, he scale the threat as three but they always consider every threat as 10 because of the unpredictability of terrorism attacks. Roxas met with Duterte and the local police last Sunday to show and personally convey his support to the people amid the latest secu-

rity threat in the city. The police and military have been on the heightened alert since Thursday after President Benigno S. Aquino III called Duterte informing him to of an intelligence report on the presence of terrorists in the city. Roxas also lauded the visibility of security forces in the vital installation in the city as well as the tight checkpoints in the point of entries in the city. He also praised the police who strictly questioned the motorcycles that have no plates and unregistered traversing in the roads. “Hindi natin mababalewala itong mga impormasyon na nakakalap ng mga Intel Operatives ng ating pamahalaan. La-

hat naman ito ay dapat seryosong tinitingnan at itong banta na ito ay nagmula sa isang Intel na mga reports,” Roxas said. The DILG secretary said the Intelligence reports that they have received are now investigated and they follow all the leads. “Nagtulong-tulong na ang lahat ng Intel community magmula sa PNP patungo doon sa NICA (National Intelligence Coordinating Agency) region 12, sa ISAFP (Intelligence Service of the Armed Forces of the Philippines) region 12 din at pati rin sa Task Force Davao Intel pati rin yung Intel ng City Government of Davao,” Roxas said adding that these particular groups already followed the leads

of the reported threat. Roxas did not divulge what terrorist group they are investigated who are now in Mindanao. The Task Force Davao has implemented ‘air-tight’ checkpoints in the entry point of the city. The local military group has obliged all passengers of public utility vehicles to go down for inspection. Before only men who are obliged to submit themselves for inspection. The presence of K9 units in the inspection has also used to check their baggage of the passengers of public transport vehicles. their submission, they executed their extra-judicial confession where they accounted their participation on the crime. The resolution said Rodel stated admitted in his confession that he was driver of the getaway motorcy-

cle and implicated Labang, Felonia, and his brother as his cohorts on the killing of the hotel magnate. Rommel claimed in his confession that he was the one who checked and confirmed the presence of King inside his office in Barrio

Davao City Mayor Rodrigo Duterte stayed until the end of the last fight of the boxing card described by many boxing enthusiasts as world class in its presentation. “I hope that with the support of Pastor Quiboloy, I will again get a chance to fight for the world title,” Jaro said during an interview after the fight. He said he feels he still has a good 3 to 4 more years in professional boxing and is eyeing a possible matchup with WBC Superflyweight Champion Marco

Antonio Rubio. In the main undercards of The Boxing Revolution I, Philippine Junior Welterweight Champion and former national amateur standout Adonis Cabalquinto knocked out challenger Giovanni Rota with a powerful left to the jaw in the sixth round. In a non-title fight, former world title challenger Lorenzo “Thunderbolt” Villanueva sent Indonesian Henrick Barongsay crashing through the ropes and out of the ring with a devastating left straight only in the first round. Referee Mactavish counted out the Indonesian

after he failed to return get up as his hand was entangled with the rope straps. After he was counted out, Barongsay complained that he could have continued with the fight. “The rule is simple, if you fall off the ring during an exchange of punches, you are given 20 seconds to get back into the ring unassisted but if you lay on the canvas following a punch, even on the apron of the ring, you will be allowed only 10 seconds to get up,” Mactavish later explained. Other results of the fight: - Roskie Cristobal end-

ed his string of knockout victories and managed to eke out a majority decision victory over Gaby Siemple in six rounds; - Rolando Magbanua showed his class as he neatly outpointed Jay-R Mendoza after 8 rounds of a featherweight fight; - Rommel Asenjo needed only punch to the midsection to knock out Michael Borja in a junior flyweight encounter; - Gilbert Gomera, who came into the ring with a 4 win-4 KO record, won by majority technical decision over veteran Philip Parcon after a clash of heads in the 4th round.

Facebook manipulated users’ ‘emotions’ in study A

STUDY detailing how Facebook secretly manipulated the news feed of some 700,000 users to study “emotional contagion” has prompted anger on social media. For one week in 2012 Facebook tampered with the algorithm used to place posts into user news feeds to study how this affected their mood. The study, conducted by researchers affiliated with Facebook, Cornell University, and the University of California at San Francisco, appeared in the June 17 edition of the Proceedings of the National Academy of Sciences (http://www.pnas.org/ content/111/24/8788. full.pdf). The researchers wanted to see if the number of positive, or negative, words in messages they read affected whether users then posted positive or negative content in their status updates. Indeed, after the exposure the manipulated users began to use negative or positive words in their updates depending on what

they were exposed to. Results of the study spread when the online magazine Slate and The Atlantic website wrote about it on Saturday. “Emotional states can be transferred to others via emotional contagion, leading people to experience the same emotions without their awareness,” the study authors wrote. “These results indicate that emotions expressed by others on Facebook influence our own emotions, constituting experimental evidence for massive-scale contagion via social networks.” While other studies have used metadata to study trends, this appears to be unique because it manipulates the data to see if there is a reaction. The study was legal according to Facebook’s rules -- but was it ethical? “#Facebook MANIPULATED USER FEEDS FOR MASSIVE PSYCH EXPERIMENT... Yeah, time to close FB acct!” read one Twitter posting. Other tweets used words like “super disturbing,” “creepy” and “evil,” as

[AFP] well as angry expletives, to describe the experiment. Susan Fiske, a Princeton University professor who edited the report for publication, told The Atlantic that she was concerned

about the research and contacted the authors. They in turn said that their institutional review boards approved the research “on the grounds that Facebook apparent-

ly manipulates people’s News Feeds all the time”. Fiske admitted to being “a little creeped out” by the study. Facebook told The Atlantic that they “carefully

wonderful spots, places, and tourist attractions in Mindanao via social networks. Using the social media hashtag #WonderfulMindaNOW, stickers are to be stamped on any chosen spot, place, or location in Mindanao and shared via Twitter, Facebook or Instagram, exposing Mindanao’s rich culture and heritage to the rest of the world. To kick off the advocacy, Globe is bringing the #WonderfulMindaNOW Music Fest to Davao, one of Mindanao’s biggest provinces, allowing Globe prepaid subscribers in Davao to enjoy an entire day of music and fun activities

for free on Saturday, June 28, 2014, starting 1PM in Damosa Park, Davao City. Top Philippine bands such as Sponge Cola and Up Dharma Down will be performing their signature songs that are expected to pump up the crowd. “Mindanao is a very important market for our prepaid business. Moving into the second half of the year, Globe Prepaid is making its mark in the country’s second largest island for our customers to enjoy everything wonderful: from an advocacy that harnesses the power of social media, exciting activities and events that celebrate their history, to exclusive prepaid

promos that enrich their digital lifestyle,” shares Issa Cabreira, Vice President for Globe Prepaid Business. The Free Mobile Disaster Act, which was signed last week by President Benigno Aquino III but announced on Friday, directs cellphone operators to send out alerts about storms, tsunamis or other calamities whenever

required by national disaster agencies. Similar early warning systems are in place in a number of other countries, including Japan. The Philippines is hit by about 20 typhoons a year in a region. It also sits along the Pacific “Ring of Fire” where volcanic activity and earthquakes are common. The new law says the

FOOD

Home-style Latin

EVERYONE loves rustic home cuisine, from the dishes that harken back to the days of one’s childhood to the rich and flavourful one-pot dishes. That is why everyone in Davao loves Tiny Kitchen. Not wanting to rest on their laurels, restauranteur couple, Enting and Donna Rodriguez decided to spread their wings southwards to open Dulce Vida. Located at the ground level of Home Crest along Tulip Drive, Dulce Vida is a new food concept playing with rustic SpanishLatino flavours and I was given the opportunity to taste most of their menu last week. Up first was Dulce Vida’s House Salad. The House Salad is a meatfree treat with walnuts and sun-dried tomatoes to add contrasting layers that pop in the mouth. For the main course, I loved the Angus Beef Stew which was served with lemon rice and a nice refreshing tomato salad. The richness of the Angus Beef pairs well with tart tomato salad. For the more adventurous, I would suggest trying the Mexican Chicken Set consisting of grilled chicken slathered in a rich mole sauce served with Peruvian rice and lettuce greens. Enting says the dishes he serves at Dulce Vida are inspired by Latin American flavours which will taste familiar to the Filipino palate. “The preparation as well as the flavour profiles is similar to Spanish cuisine but with a twist.” adds Enting. “We want to introduce

something different for Dabawenyo diners and we also wanted to differentiate the food at Dulce Vida from what we serve at Tiny Kitchen which offer more Spanish-Filipino influenced dishes.” Of course that does not mean that we will miss the delicious desserts that made the original Tiny Kitchen popular as Dulce Vida also serves the same cakes and pastries that are served in their downtown restaurant. Dulce Vida is open daily from seven in the morning until ten in the evening on weekdays and seven in the morning until twelve in the evening in the weekends. ENTERTAINMENT Alex Gonzaga, Yen Santos star in ABS-CBN’s newest Asianovela adaptation...

“Pure Love” to make viewers appreciate life and love more

HAVE you lived enough? Have you loved enough?

These are the questions that will make TV viewers ponder about their lives, relationships and death once ABS-CBN’s upcoming primetime romantic drama series “Pure Love” airs this July. Starring Alex Gonzaga and Yen Santos, “Pure Love” is a local adaptation of the well-loved 2011 Korean TV series “49 Days,” which will highlight true love and the strong ties that bind a Filipino family. It tells the story of Diane (Alex), an optimistic rich girl who seems to have everything; and Ysabel (Yen), an average working girl who led a rather ‘lifeless’ life since her boyfriend died. One day, because of an accident, Diane and Ysabel’s fates became entwined. In her state of coma, Diane discovered through the mysterious “Scheduler” that she was not destined to die yet. Then she will be given a

second chance at life, that is, after completing a special task--to gather three

“pure” teardrops shed out of pure love by three people outside her family

within the next 40 days. To help her accomplish her task, Scheduler gives Diane the chance to inhabit the body of Ysabel. Will Dianne and Ysabel succeed in bringing their lives back after the 40-day ordeal fate has put them through? Directed by Veronica Velasco and Mikey Del Rosario, “Pure Love” will also feature Arron Villaflor, Arjo Atayde, Joseph Marco, Matt Evans, Yam Concepcion and introducing Anna Luna. Completing the cast are Sunshine Cruz, John Arcilla, Ana Capri, Bart Guingona, Dante Ponce, Shey Bustamante. CEB launches direct ‘Mirabella’ airs ‘Beautiful Ending’ this July Cebu-Tandag flights

The Philippines’ leading airline, Cebu Pacific (PSE:CEB) sent off its maiden Cebu-Tandag-Cebu flights on June 30, 2014, making the capital city of the province of Surigao del Sur more accessible to the traveling public. “The addition of this thrice weekly Cebu-Tandag service to our network reinforces our commitment to make it easy to travel around the Philippines. Before, the closest airport with commercial flights was Butuan, which is approximately five hours away from Tandag by land. Now, Tandag is just a 65 minute flight from Cebu,” said Atty. Jorenz Tanada, CEB VP for Corporate Affairs, during the flight launch event in Cebu. Tandag in Surigao del Sur is the gateway to the Enchanted River, the Britania Group of Islands, Cagwait Beach, Tinuy-an Falls and the surfing spot of Lanuza. Utilizing a 72-seater ATR aircraft, the maiden flight departed Cebu at 11:10am, and arrived in Tandag at 12:15pm. The return flight departed Tandag at 12:35pm, and arrived in Cebu at 1:40pm. The maiden flight from Cebu was sent off by Civil Aviation Authority of the Philippines (CAAP) Chief Finance Officer Brig. Gen. Rodante Joya, Department of Tourism (DOT) Central Visayas Regional Director Rowena Montecillo, Mactan-Cebu International Airport Authority General Manager Engr. Nigel Paul Villarete, and Lapu-Lapu City Tourism Officer Hembler Mendoza.

ABS-CBN’s consistent toprating primetime fantasy series, “Mirabella,” is set to air its finale episode titled “The Beautiful Ending” on July 4 (Friday). “I will never forget how ‘Mirabella’ changed my life because this is the biggest blessing that I have received this year,” said Julia who admitted that she has become attached to her characters in the show, Mira and Bella. “Aside from Enrique and the whole cast, I will really miss portraying my two roles because their journey taught me how to be strong and stay positive amidst all the trials that I’m facing,” she said. Meanwhile, for leading man Enrique Gil, one of the things he will treasure the most in their series is his friendship with Julia. “I never expected that I will be this close with Julia.

Because of our show, I got the chance to know her better. I hope I’ll get to work with her again because she is really a good actress,” said Enrique, who portrays the role of Jeremy. In the last two weeks of “Mirabella,” watch out for more captivating scenes as Mira continues to seek vengeance. How will Mira continue her plans when she loses the magical flower that changes her physical appearance? What will break Mira’s curse—will it be true love or the acceptance of her estranged father? Aside from Julia and Enrique, the powerhouse cast of “Mirabella” is composed of Pokwang, John Lapus, Sam Concepcion, Mylene Dizon, James Blanco, Liza Diño, DJ Durano, Mika dela Cruz, Arlene Muhlach, Alora Sasam, and Gloria Diaz. It is directed by Erick Salud,

Jojo Saguin, and Jerome Pobocan, and produced by Dreamscape Entertainment Television. Don’t miss “The Beautiful Ending” of “Mirabella” on July 4, before “TV Patrol” on ABS-CBN Primetime Bida. OVERTIME, must-see suspense movie of the year GMA Films is geared up in taking movie-goers on the edge of their seats with OVERTIME, a suspense movie starring Richard Gutierrez and Lauren Young. According to GMA Films president Atty. Annette Gozon-Abrogar, the audience can expect something new in this suspense movie because it has a fresh and young approach. “The story centers on the two leads (Richard and Lauren) and it brings the audience on a fast-paced, cat-and-mouse chase. The directors infused a different approach in storytelling.” She also added that the vision and inspiration in making a suspense film like Overtime is that GMA Films wants to start producing films with a new feel using exciting and upcoming directors and filmmakers. “We believe that the Filipino movie audience has embraced these types of films and we want to support the new creative blood as well.” Overtime revolves around the lives of a hacker and its victim. Richard portrays the role of Dom Garcia, the hacker who seeks revenge against a pharmaceu-

Working with the lead actors, both directors Earl and Wincy have all good things to say on how Richard and Lauren portrayed their characters as Dom and Jody. “Yung roles nila Lauren at Richard ay parehong mabait at masama. Under the helm of directors Earl Ignacio and Wincy Ong who also wrote the script, movie-goers can expect an interesting and exciting storyline as well as a different ‘Richard’ and ‘Lauren.’

For director Wincy Ong, Overtime is very Pinoy. “When I wrote it, I always envisioned the scenarios from movies like Die Hard or Taken, and what would they feel like if they happened in Manila. There have been many news reports of bombs going off in malls, offices and condominiums, but we haven’t really had a movie that’s about a bomb going off. We really need this one to help revive boxing here in Davao,” said Dureza after watching the

Dureza was also requested by City Mayor Rody Duterte to represent him atop the ring during The Boxing Revolution I last Saturday night at the Almendras gym to award the golden belt to the new ABF bantamweight champion Sonny Boy Jaro of the Philippines, who stopped Indonesian Ichbal Tobida in the 5th round via a technical knockout.

“T

HIS is just the start.” Short and straightforward was the statement of Sonshine Sports Management Inc. chief executive officer Manny Pinol after the successful staging of Boxing Revolution I on Saturday night at the Davao City Recreation Center. “It’s not perfect but it’s a good start and this early, we are looking at bigger things ahead, not just boxing but sports in general,” Pinol told Edge Davao shortly after the post-fight interview over Sonshine TV 39 which also made its debut in sports coverage. Sonshine Sports Man-

agement Inc., and Sonshine Media Network Inc. are both a brainchild of internationally-renowned evangelist Pastor Apollo C. Quiboloy. Boxing Revolution I featured former word champion Sonny Boy Jaro who nailed the newly-minted Asia Boxing Federation superflyweight belt via a crushing 6th round stoppage of Indonesian Ichibal Tobida, and Lorenzo “Thunderbolt” Villanueva who sent Indonesian national titleholder Henrik Barongsay out of the ropes with a booming left to the kisser in 2:20 of the opening round. ondon (Reuters) The shock losses suffered by top two seeds Serena Williams and Li Na have left Maria Sharapova with a smooth passage and the Russian is primed to win her second Wimbledon title, 10 years after winning her first as a 17-year-old. Sharapova has dropped just seven games in her three matches thus far and the imperious Russian will be confident of winning her sixth grand slam in the absence of her nemesis Williams. The 27-year-old is on the wrong end of a 16-2 head-to-head record against the American with

her only two triumphs coming in 2004, the first of which saw her crowned Wimbledon champion. Those three abbreviated endings capped a night of explosive boxing where some 3,500 boxing fans, including city officials Mayor Rodrigo Duterte and councilor Jimmy Dureza, filled the Davao City Recreation Center to the rafters despite a night of downpour. It was the first ever boxing card at the city government-owned DCRC since it was renovated into a fully-airconditioned facility. Pinol announced on

the day before the fight that SSMI is envisioned to become the next Top Rank and HBO of Asia. “Davao will be the next boxing mecca of the country,” he said during the FAST Friday’s media forum at Barrio Fiesta in SM Lanang Premier. No less than Pastor Quiboloy threw his full support to the new endeavor. The launching of SSMI is seen as step towards bigger sports projects which could be held at the 65,000-seat Kingdome project expected to be completed by 2015. When completed, the Kingdome will be one of the biggest coliseums in Asia.

Pacquiao, a native of General Santos City, was as an amateur boxer in Digos under former Philippine bantamweight champion Mario Sumalinog before turning pro. Bosh follows James, Wade to free agency A

LL-STAR center Chris Bosh informed the Miami Heat on Sunday that he will exercise an early termination clause in his contract, following teammates LeBron James and Dwyane Wade into free agency. Bosh’s expected decision comes five days after James declined his player option, with Wade following suit on Saturday, when forward Udonis Haslem also elected to become a free agent. While the move gives other NBA teams a tantalizing chance to try to woo Miami’s stars, it also gives the

Heat a massive $55 million in salary cap space going into the free agent signing period that begins July 1. That might let the Heat add another established name, and still re-sign James, Wade and Bosh. Both Wade and Bosh have publicly said they are open to taking a pay cut in order to keep James while bolstering the team. The Heat have reached the NBA Finals in all four seasons since Bosh and James both joined the team as free agents in the summer of 2010.

through quarterfinals R

IO DE JANEIRO (AP) — Regulation time doesn’t seem to mean much at this stage, judging by the way Netherlands, Costa Rica and Brazil have advanced through the first of the World Cup knockout rounds. The Dutch needed a penalty deep in stoppage time to seal a 2-1 comeback win over Mexico and advance to a match against a Costa Rica lineup that beat Greece on penalties later Sunday to reach the World Cup quarterfinals for the first time. The Costa Ricans had to play for almost an hour with 10 men, and just had the legs to win 5-3 on penalties after the match finished level at 1-1 after extra time. That was the second penalty shootout of the weekend, following Brazil’s narrow win over Chile on Saturday. In oppressive heat at Fortaleza, a Dutch attack that scored five goals against 2010 champion Spain in its opening game was on the verge of a second-round exit until finding a way past Mexico goalkeeper Guillermo Ochoa in the 88th minute. Once they did, the turnaround happened quickly. Wesley Sneijder’s bullet-like strike canceled out Giovani Dos Santos’ 48th-minute opener for Mexico. Klaas Jan Huntelaar sealed the win with a calmly-taken penalty late in

stoppage time after Mexico captain Rafael Marquez took down Robben in the area. The veteran Dutch forward had been dangerous in attack but all his efforts had been fruitless, as had his frequent tumbles and appeals for penalties and free kicks. “Unbelievable,” Robben said. “Five minutes from full time, we were out.” It was unbelievable for Mexico coach Miguel Herrera, too. The effusive coach was mystified that the penalty was awarded by referee Pedro Proenca, disputing the contact that resulted in Robben sprawling on the pitch. “Today it was the man with the whistle who eliminated us from the World Cup,” Herrera said. “We ended up losing because he whistled a penalty that did not exist. “I repeat this because (Robben) dived three times. The

referee should have cautioned him. If that had happened, Robben would have been cautioned or even sent off.” In recent seasons Robben has been trying to shake off his reputation for diving. Against Mexico, he
