AVAO City Mayor Rodrigo R. Duterte is confident there are no “tanim-bala” syndicate at the Francisco Bangoy International Airport in Davao City despite of the discovery of a bullet in the bag of an engineer last week. In an interview last Wednesday, Duterte said the bullet that security personnel found in the bag of engineer Augusto D. Dagan was planted earlier at the Ninoy Aquino International Airport (NAIA) but was discovered only in Davao City.
“Dili na mahitabo sa Dabaw kay dauban ko ng airport kung kana ang buhaton (It will not happen in the city because I will burn the airport if someone will do that here),” he said. Duterte warned all the employees of the airport not to get involved in syndicates that aim to victimize innocent people. “I do not want to give them an order, they should not do any illegal there,” he said. Duterte said he is hoping that the investigation being conducted by the National Bu-
reau of Investigation (NBI) on cases of bullets being found in passengers’ bags will come up with results so that the people behind the alleged scam can be arrested. “Maayo unta’g naa sila’y makuha diha (I hope they can come up with something),” he said. Duterte, however, said he believes the investigation will take a long time. Earlier, Aviation Security Group (AVSEGROUP) 11 head Senior Superintendent John D. Esteban gave assurance that there is no “tanim-bala” syndi-
cate in the city’s airport. Esteban said he has not received any reports that this modus exists in the Davao airport, although his personnel have recorded two arrests of people carrying bullets in their baggage this year, including an engineer last week. He said the first incident happened last May 12 in which a foreign national, whom he did not identify, was arrested for possession of one 9mm bullet and a caliber .45 bullet. Raps filed in ambush-slay of Zambo Sibugay mayor

HE police have filed criminal charges against seven people tagged as responsible in the ambush-slay of a town mayor and injured six others in the province of Zamboanga Sibugay. Chief Insp. Edwin Benzon, Zamboanga Sibugay police information officer, said the criminal charges were filed on Wednesday before the Provincial Prosecutor’s Office in the municipality of Ipil, the province’ capital. Benzon said the charges they filed against the suspects included murder, multiple frustrated murders and multiple attempted murders. Benzon did not release identities of the suspects since manhunt operations continue to arrest the suspects, who remain at large.
He disclosed the identities of the suspects were established through the assistance of witnesses. Mayor Randy Climaco of Tungawan, Zamboanga Sibugay was killed on the spot when gunmen ambushed his convoy in the afternoon of October 12 in Purok 7, Barangay Cayamcam, Tungawan town. The incident occurred hours Climaco and his party mates filed their certificates of candidacies (COCs) for the 2016 elections. Climaco has filed COC for vice-mayor as he was on his last term of office. Comelec officer: Extension unlikely

ESPITE mounting calls for extension of voters’ registration and validation of voters’ biometric records, the Commission on Elections (Comelec) unlikely to allow another round of voters’ list up, a Comelec lawyer today said. “I don’t think the Comelec will hold another round of voters registration and validation of biometrics, the public had been given enough time to visit the Comelec office but they failed,” Lawyer Duque Kadat-
uan, North Cotabato election supervisor told DXND Radyo Bida. “Matagal na ‘yan (It been a long time) since the registration and validation started,” Kadatuan said of the 17-month-long election event. Thousands of registered voters in North Cotabato’s 17 towns and Kidapawan City failed to beat the deadline and lost the chance to participate in next year’s elections, Kadatuan said.

HE Davao City council’s committee on finance, ways and means, and appropriations has already adopted the proposed P6.3-billion 2016 budget for the city submitted by the Local Finance Committee (LFC). “We have done already the budget hearing and we will be recommending it without any changes,” committee chair councilor Danilo C. Dayanghirang said in an interview. Dayanghirang, however,
said his committee will suggest the creation of a mechanism for the distribution of high value crops to coffee and cacaor farmers, which is part of the allocation. “I was made to understand that the mortality rate of the crops given is high,” he said. He said the committee wants an assurance that if there are defective seedlings it will be returned to the suppliers. He said the mechanism
will still be worked out by the committee. Dayanghirang said his committee is now gathering all the records for the 2016 budget which will be discussed on plenary for second reading. He said the discussion is yet to be scheduled. Of the total budget, the City Mayor’s Office (CMO) will get P1.9 billion of the P5 billion allotted for the general fund proper. Dayanghirang had earlier
said the CMO has the biggest budget because of the operations of Central 911, Task Force Davao, and the Public Safety and Security Command Center (PSSCC). Of the total budget, P84.3 million will go to the personal services (PS) for the salary of the employees, P1.7 billion will go to the maintenance and other operating expenses (MOOE), and P58.9 million will go to the capital outlay.

EMBERS of the Society of Communicators and Networkers (SCAN) International filed on Thursday a libel and unjust vexation complaint against Lowell Menorca II, an expelled evangelical worker of the Iglesia Ni Cristo (INC), with the City Prosecutor’s Office here. Alvin Cudia Abata, president of SCAN City of San Fernando Chapter, and several members of the group trooped to the prosecutor’s office at about 11:10 a.m. to file the said complaints against the former evangelical worker. Lawyer Pepito Torres, legal counsel of Abata, said the libel complaint stemmed from the interview of the former evangelical worker on October 28, 6:30 to 8:00 in the evening on a national television

HE International Federation of Journalists (IFJ) has urged international development institutions and donor agencies to make respect for press freedom and media protection among key criteria in providing aid to countries with high levels of violence against journalists. “… We urge the United
Nations (UN), its agencies and other international institutions such as the World Bank and IMF (International Monetary Fund) to take all necessary measures, including financial sanctions, to bring to an end impunity for killings of journalists who play a public role,” said IFJ General Secretary Anthony Bellanger.
“Impunity is an attack on freedom of expression and, ultimately, denies fundamental human rights to the public. Now is the time for everyone to take their responsibilities and act accordingly,” he added. In a news release, the IFJ cited the suspension of a European aid to Sri Lanka in 2009 as one good case in “linking

5 BPM firms eye Felcris Centrale

IVE multinational business process management (BPM) companies are eyeing to locate at the newly opened 10-storey BPO tower and mall component of the homegrown Felcris Centrale in Davao City next year. Felcris Centrale, which opened last February, is a mixed-use development nestled in a 5.7-hectare area located along Quimpo Boulevard here. In an interview at the opening of the 3rd Davao Investment Conference (iCON) at the SMX Convention Center at SM Lanang Premier, Felcris Hotels and Resorts president Clark Yap told reporters that they are now in the final stage of discussion with the prospective investors, some of them are newcomers to the country while others will expand operations to the city. “We want to cater to the best brand. We can accommodate them but we are looking for well-managed companies and with history also,” he said. “It doesn’t have to be big but it has to have a good brand.” If the push comes to shove, Yap said they will allocate seven to eight floors of the edifice to the BPM firms, with each having a maximum of 300 seats. Each floor measures a total of 1,354 square meters, he said.
The city has been classified as a premier destination for BPM companies, topping the list of next wave cities for information technology-BPM in the Philippines, only next to the established destinations Metro Manila and Cebu City. During the Livelihood Exchange (Livex) 2015 on August 18 to 21 at the SMX Convention Center Davao, Information Communications Technology (ICT) Davao president Samuel Matunog said the IT and Business Process Association of the Philippines estimated the city has 33,000 workers, surpassing the 30,000 target for the 2015. Based on Department of Labor and Employment (DOLE) 11’s consolidated report on labor market JobsFit 2015, the city’s ICT industry’s most in-demand jobs are animator, back office processing/ accounting/ admin clerk, hardware technician, technical support, IT specialist, software developer, and customer service. Among the hard-to-fill jobs include computer programmer/service developer, web developer in all platforms, web designer, graphics designer, animator, and technical support engineer. Both the in-demand and hard-to-fill jobs require highly specialized skills or knowl-

The report also found out that applicants lack effective marketing skills and communications skills as one of the reasons why some of them find hard to land opportunities in the industry. The Felcris Centrale is one of the Philippine Economic Zone Authority (Peza)-accredited developments in the city. The Felcris Centrale was named the city’s top investor with P838.967 worth of investments in 2012, based on the records of the City Building Office (CBO), surpassing national player Accendo Commercial Corporation, a fully-owned subsidiary of one of the country’s biggest developers Ayala Land Inc. (ALI) with P489.496 million for its 26-storey highrise condominium Alveo, located along JP Laurel Avenue. Although Ivy Tharyn Omo,

HE Mindanao Power Monitoring Committee (MPMC) and the Philippine Electricity Market Corporation (PEMC) will assess the viability of implementing the Wholesale Electric Spot Market (WESM) in Mindanao as an electricity glut is expected starting next year. “The assessment to look the viability of establishing WESM for Mindanao is ongoing,” Mindanao Development Authority (MInDA) director for investment promotion and
public affairs Romeo Montenegro told reporters Thursday. Montenegro said the power to be generated by coal-fired generation projects next year will be the start of a regime of oversupply that will be “a turning point” on the consideration of establishing WESM in Mindanao. Modern milk processing center to rise in South Cotabato town

HE provincial government of South Cotabato is pushing for the completion early next year of its modern milk processing center in Tantangan town. Dr. Flora Bigot, acting head of the Provincial Veterinary Office, said Thursday construction of the facility is currently in full swing inside the Animal Production and Processing Center (APPC) in Barangay Tinongcop in Tantangan. She said the establishment of the milk processing center, which is a priority project of the provincial government, is being supported by National Dairy Authority (NDA). The local government earlier allotted an initial P500,000 for the implementation of the project, Bigot said. She said the NDA released augmentation funds for the construction of the center’s main building and necessary facilities. “The construction of the center is currently on schedule and we’re expecting it to be fully operational by the first quarter of 2016,” she said.
Bigot said they pushed for the construction of the milk processing center to complement its ongoing efforts to increase the area’s milk production. She said South Cotabato Governor Daisy Avance-Fuentes endorsed the project to assist the roll-out of the local government’s nutrition program. “This is a major breakthrough for our nutrition program as it will ensure a steady supply of milk to the beneficiaries,” she said. Bigot said the project will initially benefit 48 priority barangays in the province that have high malnutrition prevalence rates. In line with the construction of the milk processing center, Bigot said they have linked up with two farm cooperatives for the provision of milk supplies. She said these will be augmented by dairy stocks of the APPC, which included five pregnant cattle that were recently acquired through a loan from the NDA. (PNA)
NEDA sees Yolanda rehab projects completed by 2016

HE country is optimistic of completing rehabilitation works in super typhoon ‘Yolanda’-affected areas by end of the Aquino administration. Socioeconomic Planning Secretary Arsenio Balisacan noted that already 51 percent of projects under the government’s Yolanda rehabilitation program had been completed, while others were in various stages of procurement. “The intention is to complete at least the Php150 billion by the end of 2016 and by that time, we should be reaching most what has been planned. The reconstruction and rehabilitation is really up to 2017 particularly the housing resettlement,” he said. The government estimated total funding requirement for typhoon Yolanda Recovery and Reconstruction Program (RRP) reaching Php150.03 billion. Of the total funding requirement, the Department of Budget and Management (DBM) released a total of Php93.87 billion as of October 31.
“From the point of government, we should be able to complete this mostly by the end of the (Aquino) administration, and for the housing and other large infrastructure (projects) towards the end of 2017,” Balisacan added. He said the private sector was likewise undertaking various rehabilitation works in Yolanda-affected areas. “The bulk of the damage and losses is from the private sector. That’s where a lot of this continuing recovery will have to come from,” Balisacan, also the National Economic and Development Authority (NEDA) director general, further said. Typhoon Yolanda, considered the most powerful storm to make landfall in recorded history, struck the Philippines on Nov. 8, 2013. “We are now transitioning into the medium-term phase of recovery and rehabilitation efforts after surmounting the immense challenge of providing for the immediate needs of millions of affected people,” he said. In the next two years, more renewable and non-renewable energy projects will start to be commissioned. Among these projects that will be online by June next year are the first 100 MW unit of the Saranggani Energy Corp., the first 150 MW of San Miguel Corporation-Global Power Holdings Inc. in March, and the first 105MW of the
three units of the Filinivest Development Corporation. Between this year and 2018, the DOE expects that almost 4,000 MW of committed and indicative power projects will come in the grid. Montenegro said oversupply in electricity in the grid is necessary for the operation of WESM, compared with the Interim Mindanao Electricity Market (IMEM) that operate in the regime of power supply deficiency. He said the WESM as well
as the IMEM share the same objective where electric cooperatives can tap an electricity market at any time of the day without being tied to multiyear power contracts with generation companies. Montenegro said it had been a qualification for the implementation of IMEM the interconnectivity of the Visayas and Mindanao grid. He, however, added that making sure that the island has a surplus power will make the wholesale electricity market more viable.
The National Grid Corporation of the Philippines (NGCP) has already conducting study on the possible routes where the submarine cable will be established for the interconnectivity, according to Montenegro. The grid inter-connectivity, he added, will allow power generation utilities here to sell their surplus power to electric cooperative and distribution utilities in Luzon and Visayas which are expected to face power deficiency.

DA turns over P1.3-B farm assistance to Northern Mindanao farmers, LGUs T HE Department of Agriculture on Thursday said that it has turned over more than P1.3 billion worth of projects and interventions to local government units and farmers in Region 10 to further mechanize and upgrade the region’s agriculture sector towards global competitiveness. Agriculture Secretary Proceso Alcala said “the turnover of machineries, equipment, projects, livestock and seeds aims to enrich Northern Mindanao farmers’ knowledge and abilities on agricultural technologies to increase their production and income and equip them to compete in the ASEAN market.”
The turnover was part of the 22nd Farmers’ Field Days and Techno-Forum, held at the Northern Mindanao Agricultural Crops and Livestock Research Complex on Oct. 2729, 2015. “The P1.34 billion that we gave to Northern Mindanao is quite huge. It is in line with this year’s farmers’ field day theme - More than Two Decades of Technology Development, Transfer and Adoption: Bridging a Progressive Northern Mindanao towards ASEAN Competitiveness,” Alcala said. The machineries and equipment turned over during the said event included six mini four-wheel drive trac-
tors; two combined harvesters and 16 turtle type power tillers for rice beneficiaries; seven hand tractors for high value crops development program beneficiaries; and nine farm tractors, four cassava diggers, five cassava graters and two grain dryers for corn beneficiaries. Three multi-purpose drying pavements worth Php 34.9 million were also awarded to the Payapa at Masaganang Pamayanan (PAMANA) project. URING the 36th National Conference on Local and National History held recently in Casa Real de Iloilo, Dr. Bernardita R. Churchill, president of the Philippine National Historical Society, Inc. (PNHS) and event convenor, reacted to a paper and shared a yet to be researched tale of a dayanghirang as having links to the Muslims and Borneo. Of course, the word—at least in Davao region—refers to a political clan whose surname is Dayanghirang. However, a Facebook browse would show that the Dayanghirangs could have actually originated from Batangas. Dayanghirang is a compound word that fuses dayang, a Bahasa term, and hirang, of Tagalog provenance. Dayang, a single-term cognate of dayan, is ‘a lady-in-waiting, a handmaid’; if repeated and hyphenated to form dayang-dayang, it becomes a royal title. Moreover, dayang-dayang refers also to a Muslim dance, roughly translated as ‘princess of the first degree,’ and an honorific given only to the daughters of the sultanate of Sulu. An example was Hadji Dayang Dayang Piandao, born in 1884 and the daughter of Sultan Baddaruddin, one of the sons of Sultan Jamalul Alam and Pangian (Sultana) Lana, and Hadji Amina. Both the dayang and the dayang-dayang are exclusive female appellations. In William

T all started when Sylvester Stallone saw the Muhammad Ali-Chuck Wepner fight on March 24, 1975. After the fight was over, Stallone immediately went home. After three days -- and 20 straight hours! -- he had written the script. Stallone went to several film studios to sell the script, with the intention of playing the lead role himself. Among those who were interested with the script were Irwin Winkler and Robert Chartoff; they offered him US$350,000 for the rights but had their own ideas for the lead role, including big names like Robert Redford and Burt Reynolds. Stallone refused to sell the script. Unless he will be given the role himself, he will not accept any offer for the script. In the end, a compromise was made and he was given the role. The black-and-white movie was shot in 28 days and with a budget of just over US$1. When it was released, Rocky became a sleeper hit earning US$225 million in global box office receipts and became the highest grossing film of 1976. Stallone became a star. In 1977, he became the third man in Oscar history to receive two nominations for the same film; before him were Charles Chaplin and Orson Welles. He was nominated for Best Actor (which he lost) and Best Original Screenplay (for which he won). Indeed, he had gone a long way from 1970 when he appeared in the soft core pornography feature film called The Party at Kitty and Stud’s. In this film, for which he was paid US$200 for two days’ work, he appeared nude all the way.

Origin of ‘dayanghirang’ HISTORY OF DAVAO

Bornean link The so-called ‘Borneo connection’ is richly embedded in local histories. In Panay, the legend of the 10 Bornean datus have found space in textbooks, in the same way that Manila and Pangasinan, oral tradition says, were ruled by rulers with Bornean roots. In the Batangas legend, the Dayang was Bornean and a royalty. Ivor H.N. Evans, in his ‘Notes on the Bajaus and other Coastal Tribes of North Borneo,’ corroborated this local legend by presenting Dayang Bulan who went to Brunei to marry a local resident there. From their Islamic union descended the Brunei rajas. One of the couple’s sons Dato Amid Bahad, migrated to Sulu and became the ruler of the place, while Dato Amiril Mukminin, another offspring, established permanent residence in North Borneo and carved out a kingdom for
himself as rajah.
Queen regnant From being a ‘handmaid,’ dayang evolved to mean as queen regnant, “a female monarch who reigns in her own right, in contrast to a queen consort, who is the wife of a reigning king, or a queen regent, who is the guardian of a child monarch reigning temporarily in their stead.” Historians identify a certain Dayang Kalangitan, who ruled the kingdom of Tondo from 1450 to 1515 A.D., as queen regnant. She was the eldest daughter of Rajah Gambang, a former king of Tondo, and was co-ruler with her spouse Rajah Lontok. Her son, Salalila, who was said to adopt the Muslim name Sulaiman upon his conversion to Islam, succeeded her as king of Tondo. Later, Dayang Kalangitan carved out her own kingdom at Parian Creek, in Pasig City, then known as ‘Bitukang Manok,’ which means ‘chicken intestines.’ Another oral tradition is that of Sama-Bajau of Borneo who trace their roots to the royal guards of Johore, now a Malaysian state, who escorted Dayang Ayesha, a princess betrothed to marry the sultan of Sulu. But the marriage failed because the sultan of Brunei, who was in love with the princess, attacked the Bruneians

Perhaps Stallone is one of the very few Hollywood actors who is very famous for two roles in movies. Aside from Rocky Balboa, he is also known for his role as Vietnam veteran John
Rambo in four movies. As for Rocky, it spawned five sequels: Rocky II, III, IV, V, and Rocky Balboa. He wrote all the scripts aside from starring in them. He also directed all sequels except for Rocky V (which was directed again by the original director, John Avildsen). Creed, another sequel, is due to be released this month. Just recently, Stallone talked with Josh Rottenberg of Los Angeles Times about his latest film. “That movie was the toughest sell of all,” the actor said Rocky Balboa. “Rocky V was considered a failure financially and critically. Now 15 years have passed. ‘You want to play a boxer who’s 60 years old—you’re joking, right?’” But it’s no joke. He’s reprising the role that made him a box office actor. Creed is said to be a spinoff of the Rocky franchise directed by Ryan Coogler. In the movie, “the aging Balboa reluctantly agrees to train an up-andcoming fighter named Adonis Creed (Michael B. Jordan), the son of his former rival Apollo Creed,” Rottenberg wrote. So what else is new? “This time, Rocky doesn’t personally get in the ring; instead, his biggest fight is with his own mortality as he faces a battle with cancer.” With a role like that, he may receive another Oscar nomination for Best Supporting Actor. But he dismisses such talk. “Can you imagine? That would be really funny, wouldn’t it?” he asked. According to Rottenberg, the film’s director,

More meanings Dayang also takes similar meanings in other languages. In Tagalog, it is defined as a noble woman; in Malay, a court maiden; in Tausug, a princess; and in Woiworung, an indigenous Australian dialect, a water rat. In recent times, it has evolved so much so that dayang ku (from the local term ‘ko’) is translated as ‘my dearest.’ Hirang, meanwhile, is a Tagalog term with Malay provenance; locally, it means chosen or selected (i.e., hinirang na hari) or beloved (i.e., dungawin mo, hirang). If used in Malay Bahasa as a compound word, hirang takes on different meanings so alien from the Filipino term, i.e. lakatan hirang (a banana variety), hirang utan (a regional name for the orangutan), or babi hirang, a wild black boar species. Dayanghirang, over time, has evolved to mean ‘much-loved lady’ with significant social status. Its acceptance as one of the more popular Filipinized surnames carries with it historical and royal roots. In the Catalogo Alfabetico de Apellidos issued by Governor General Narciso Claveria y Zaldua on November 21, 1849, dayanghirang, translated as ‘chosen lady,’ is one of the surnames recommended for use by Filipinos.
Coogler, is only 29 years old. He reportedly “grew up with a deep love for the Rocky movies that had been instilled by his father.” Coogler admitted that it was not until he met Stallone in person -- to pitch him the idea for Creed, which he co-wrote with Aaron Covington -- he didn’t fully appreciate the depth of his talent. “I watched all these Stallone movies growing up in the 1990s like Demolition Man and Cliffhanger, but he was still Rocky to me, so I went into his office expecting him to be that character,” Coogler was quoted as saying. “As soon as I met him, I realized he’s the exact opposite. He doesn’t walk like Rocky, he doesn’t move like Rocky, his personality is totally different—the only thing that’s recognizable is the voice. I remember thinking, ‘This dude is a phenomenal actor to pull off that character and have it be so natural.’ I feel he’s been underused.” Here’s another thing you need to know about Stallone: He was raised a strict Catholic by his parents but stopped going to church as his acting career progressed. When his daughter was born ill in 1996, he rediscovered his childhood faith and became again an active Catholic. In the late 2006, the actor was interviewed by Pat Robertson from the CBN’s 700 Club. He admitted that he had “lost his way” as temptation abounded in Hollywood. However, he added that he put things later “in God’s hands.” Welcome back, Rocky!

He was reportedly continuously discharging his duties – such as issuing office orders, business permits and appointments – and signing documents while he was detained for allegedly masterminding the killing of a journalist. Aside from grave misconduct, a case for violation of Article 177 of the Revised Penal Code (Usurpation of Official Functions) was filed against Fernandez. Last Sept. 17, the Ombudsman ruled that Mayor Adiong committed grave abuse of authority, grave misconduct and oppression “for ordering the burning of a truck” owned by JERA General Construction, which was hired by Lanao del Sur Electric Cooperative, Inc. (LASURECO) “to install concrete electric posts and distribution lines in the municipality.” There had been witnesses identifying Adiong as the one who ordered the burning of the truck. Aside from the three dismissed mayors, the Ombudsman also indicted former Cagayan de Oro Mayor Vicente Emano, Tandag City Mayor Alexander Pimentel and Mayor Diosdado Pallasigue of Isulan, Sultan Kudarat. Along with them are four vice mayors and 30 other local officials in Mindanao for vari-
ous charges ranging from RA 3019, malversation, failure to liquidate cash advances and irregularities in the procurement process. Emano allegedly refused to implement the final and executory decision issued by the Civil Service Commission (CSC) that ordered to reinstate Leonor Esparcia to the post of Administrative Assistant III. “On September 22, the Office of the Ombudsman found probable cause to indict former Mayor Emano for his willful refusal to implement a final and executory decision of the Civil Service Commission, in violation of the Revised Administrative Code of 1987,” the statement reads. Pimentel, meanwhile, violated Section 3(e) of RA 3019, also known as the Anti-Graft and Corrupt Practices Act, for refusing to pay Mario Cuartero, member of the City Council, an amount of P485,369 “representing the latter’s salaries, allowances and bonuses for the period July 2010 to June 2011.” The Ombudsman also ruled that Pallasigue violated Sections 3(e) and 3(f) of RA 3019 “for willfully and deliberately refusing to implement the return to work order, issued by the [Civil Service Commission] in favor of the Municipal Planning and Development Coordinator Elias Segura, Jr. in March 2014.” “He was found to have acted with manifest partiality and evident bad faith in refusing to implement lawful orders from competent authorities without justifiable cause,” the statement reads. In an interview on Thursday, Deputy Ombudsman for Mindanao Rodolfo Elman said the aggrieved parties can still file for a motion for reconsideration to his office. “The aggrieved party who has been dismissed from the service has the remedy of filing a motion for reconsideration or filing before the Court of Appeals an appeal, and of course, until such time this appeal is resolved by the proper authority, it means the decision has not yet attained finality,” he said. “The provision of law does not yet apply. What the law prohibits is the person who has been perpetually disqualified, meaning a decision that has already become final and executory,” he said. He added that the Ombudsman is impartial with her decision whether it is election season or not, for as long as there is sufficient evidence to criminally charge public officials. Antonio L. Not one has been convicted yet for the crime and some of the principal suspects are out on bail. ‘Do more’ against impunity UN Secretary-General Ban Ki-Moon has urged governments to “do more” to combat the trend of impunity on violence against journalists. “Such impunity deepens fears among journalists and enables Governments to get away with censorship,” Ban said in a statement. According to the United Nations Educational, Scientific and Cultural Organization (Unesco), more than 700 journalists have been killed in the line of duty from 2006 to 2015. That is, one journalist is killed every five days. Of these, only seven percent of total cases were resolved and less than one in every 10 are fully investigated. “Many perish in the conflicts they cover so fearlessly. But all too many have been deliberately silenced for trying to report the truth,” Ban noted. “Together we must end the cycle of impunity and safeguard the right of journalists to speak truth to power,” he added. Judicial cooperation Apart from leveraging aid, the IFJ proposes “judicial cooperation” among UN member-states. “We are urging them to cooperate through sharing technical expertise and know-how, training as well as best practices in investigating killings of journalists in order to make a difference to a situation which has become a safety crisis in media,” said IFJ President Jim Boumelha. Boumelha lamented that “there is very little use made of capacity, experience and skills which many UN member states can share among themselves to solve journalists’ murders.” The IFJ has urged for a

EFENDING national champion Rafael Poliquit is seriously looking at breaking his personal best on Sunday other than winning the premier 21-kilometer race of the 39th Milo Marathon Davao Leg. The 26-year old Poliquit, a native of Tagum City and a member of the national team, is already seeded to the National Finals in December but still chose to come home and run on Sunday as his tune-up race. “Seseryosohin ko pa rin ito. Gusto kong manalo dito,” said Poliquit in yesterday’s press conference during the FAST Fridays media forum at the Archipelago 7107 by Barrio Fiesta at the SM Lanang Premier. Poliquit is expected to run away in the race that will also have defending champion Sonny Wagdos of the University of Mindanao. Poliquit’s aim is to win the National Finals setting a personal goal of 2 hours and 25 minutes in the 42.195 kilometer race. Sunday’s footrace will be staged in a new course which
will begin and end at the SM Lanang Premier. It will feature some uphill and downhill stages unlike the previous years when it was relatively flat. Milo sports executive Andrew Neri said the race on Sunday is a different challenge for all participants and that is the thrust of Milo this year to make races more exciting. All finishers breaching the 1:15 barrier for men and 1:35 for women will earn an all-expense paid ticket to the National Finals. Neri also added that the Milo race’s advocacy dubbed as “Help Give Shoes” program which started in 2010 “ has already distributed 50,000 pairs of shoes to indigent students nationwide. In Davao City this year, 500 pairs will be given to Bago Elementary School and Inawayan Elementary School. The program is in partnership with the Department of Education (Deped). Local race organizer Kenneth Sai said they expect a field of 10,000. The race will be managed by Runrio which was represented by Aby Aranda.

ATANG GILAS fell into a deep hole early and failed to pull itself out, bowing to a hot-shooting Japan, 73-66, on Thursday in the quarterfinals of the Fiba Asia Under-16 Championship in at the Arena Britama in Jakarta, Indonesia. Thrust into the limelight with a stunning win over China in the second round, the Batang Gilas couldn’t live up to expectations, starting flat as the Japanese rained treys on them for an early 15-0 lead on the way to a 23-9 advantage after 10 minutes of play. Batang Gilas bowed out of the race for a berth in the 2016 Fiba Under 17 World Championship in Spain. The team falls way short of the 2013 squad’s second place finish that earned it a stint in the 2014 worlds. The Philippines side of the
scoreboard stayed blank until the 5:02 mark, when Samjosef Belangel split his charities off a Keisuke Mimori foul. By then Japan was 15 points clear.
