OW swift things went by from D-Day to the week after kind of produced the atmosphere of mayhem in a clubhouse that was turned overnight into what would be the busiest structure in the country for the next three days. The Matina Enclaves, a sprawling mixed use real estate development, became a byword among media networks as it appeared in almost all the opening sentences of news broadcasts and headline stories as presumptive President-elect Rodrigo Duterte converted the complex’s clubhouse (known as CAME or Clubhouse at Matina Enclaves) as his temporary office to receive well-wishers and meet the media. Matina Enclaves project head Gerald Kent Garces was running to and from the complex’s corners, going up and down the clubhouse and answer calls from practically new sets of numbers. “It’s crazy. We have to do this at the very short notice,” said

The Royal Mandaya Hotel, also owned by the Escandors, was the home of Team Duterte during the three crucial days of the election. It housed the media center where the international, national and local media converged during the height of the May 9 polls.
It also set up a Media Lounge, Work Area, Conference Room, Dining Room and Secretariat. “It’s a major preparation to do this arrangement. It’s a historic moment so we have to be up to the task,” said TRMH general manager Benjamen Banzon. The Secretariat is functional round-the-clock from May 8 to May 10. It is at the 19-year old hotel where Mayo Duterte walked into after casting his vote at the Daniel R. Aguinaldo National High School in Matina around 3:00 in the afternoon of May 9. He was greeted by a loud cheer from the hotel employees and supporters at the lobby before going up to the Secretariat Room to have merienda with close advisers. Duterte had a brief press conference that afternoon before leaving the hotel. He returned a few hours after when the quick poll count by the Parish Pastoral Council for Responsible Voting (PPCRV) showed he was ahead insurmountably by a widening margin. Cheered on lustily by his supporters, the hotel
was witness to the unfolding history. A week after, it was the turn of another Escandor facility, the Matina Enclaves, to be a part of history written in Davao City. All roads led to the gated compound that Monday for Duterte’s first ever public appearance as the country’s next president. He walked in at around 2:00 in the afternoon for a press conference that was aborted with the influx of political guests. He met politicians, ambassadors from Japan and China, celebrities, and supporters. It took the president-in-waiting a total of 20 hours for his first day as presumptive leader. Meantime, Matina Enclaves stood up to the challenge as Duterte’s temporary office with a quick makeover. The conference room in the lobby was converted into his private meeting room, the playhouse became guest holding room and the function room in the second floor divided into a meeting room and a media conference room. converted into a receiving area where drinks flowed and snacks abound. The vast area in front of the clubhouse became the parking lot where TV crews set up their satellite facilities. The Matina Enclaves, according to spokesperson Pete Laviña was chosen as the temporary office of the country’s 16th president because it was very near Duterte’s home, it’s one-entranceone-exit road is less concern for security, it has a wide parking area. ENATOR Cynthia Villar expressed optimism that the agriculture program of president-elect Rodrigo R. Duterte will have backing of the legislative branches of government. Villar said with Duterte coming in as the new chief executive, people will be relying on his food security program and all Congress have to do is to support his plans and programs on agriculture “otherwise we will all have problems.” “If you will see the figures farmers and fishermen are the poorest. If you want to do poverty reduction you have to tackle first the problem in agriculture by increasing the income of the farmers,” said

Duterte, she said, has her full support. “I’ve always work for agriculture, that’s why I took the committee on agriculture to help poverty reduction,” she told reporters in Davao. Villar was one of the well-wishers of Duterte early this week following the landslide victory of the Davao City mayor in the presidential elections. She was accompanied by her husband, former senator Manny Villar and her son, Las Piñas Rep. Mark Villar. Rep. Villar had been named by Duterte as secretary of the Department of Public Works and Highways (DPWH).

HE Department of Health (DOH) is encouraging the country’s senior citizens aged 60 and 65 years to visit the nearest government health facilities and avail themselves of the free pneumococcal vaccine. The call was made by DOH Secretary Janette L. Garin after they launched the Expanded Pneumococcal Immunization Program for Senior Citizens last Wednesday in Davao City. The DOH Chief said that all senior citizens who are 60 and 65 years old can avail themselves of the free pneumococcal vaccination in their

2 HIV-AIDS deaths in Palawan confirmed T WO are confirmed dead in Palawan due to the human immunodeficiency virus (HIV) and acquired immunodeficiency syndrome (AIDS), according to the Ospital ng Palawan (ONP). Dr. Louie Ocampo, chief of the Medical Professional Staff of the ONP, confirmed Thursday that two have died due to HIV/AIDS because they were late in seeking medical help and treatment. Currently, he said 88 HIV cases have been recorded in this city and the province, and the number continuously increases. In the ONP’s record alone, the youngest HIV patient is a 16-yr. old male, and the oldest is 40.

HE Moro Islamic Liberation Front (MILF) on Friday lauded the appointment of former North Cotabato Gov. Manny Pinol as agriculture secretary. MILF peace panel chair Mohaqher Iqbal said as a farmer and as Mindanaon, he deserved the support of all Mindanaons. “This is a good development because he is from Mindanao and a true farmer,” Iqbal told reporters. The MILF has distanced itself from Pinol when he was the governor of North Cotabato in 2008 for spearheading the campaign against the Memorandum of Agreement on Ancestral Domain (MOAAD). Malaria cases down T in ARMM area: DOH H
EALTH officials in the Autonomous Region in Muslim Mindanao (ARMM) has declared that Malaria disease has been reduced during the first quarter of this year. Dr. Kadil Sinolinding, ARMM regional health secretary, said malaria cases in ARMM has gone down significantly from January to March this year. Despite the feat, Sinolidning sought the renewal of commitments of all stakeholders to eliminate totally the disease in the region. Sinolinding said only 33 malaria cases were reported region-wide in the first quarter compared with a quarterly average of roughly 68 cases
last year. Twenty-one of the reported cases monitored from January to March this year were from Sulu province while Tawi-Tawi and Maguindanao have nine and three cases, respectively. DOH-ARMM officials said the number of malaria cases in the region went down to 274 cases in 2015 from 3,539 in 2014. Sinolinding described the consistent decline in malaria cases as his agency’s major accomplishment and the regional government. “Malaria is a disease that has a big chance of eradication with the help of various stakeholders,” Sinolinding told reporters.
Maguindanao gov upset over Panelo appointment

AGUINDANAO Governor Esmael Toto Mangudadatu has joined the ranks of those who have expressed opposition to presumptive President Rody Duterte that he will name Atty. Salvador Panelo as his spokesperson. “Disgusting,” Mangudadatu said after learning that Panelo will form part of the official family of Duterte. Mangudadatu stressed that Panelo served as one of the counsels of the principal suspects in the 2009 Maguindanao massacre where 58 people were killed, including Mangudadatu’s wife and 31 journalists. In fact, Panelo was quoted in media as saying that the evidences against the Ampatuans were fabricated
and pure lies. Mangudadatu said the country has brilliant lawyers who can also serve as Duterte’s alter ego. “Think about it sir,” he said, referring to Duterte who made the announcement last week about Panelo’s role in his incoming government. “There are others whose credibility is beyond question that Duterte can name as spokesperson,” Mangudadatu said in Filipino. Earlier, Justice Now Movement (JNM), an association of wives and relatives of Maguindanao massacre victims has expressed opposition to Panelo’s possible appointment and called on Duterte to name someone whose credibility is not tainted. The ARMM health chief said no death from the disease was recorded in ARMM in the first quarter of 2016. Malaria mortality rate in the region decreased to four deaths in 2015 from six deaths in 2010. He said the region was earlier allotted PHP8 million for its malaria control efforts. The amount was distributed to the region’s different provinces with priority to areas that suffered most from malaria in the past. “The best weapon in combating malaria is right knowledge and right attitude,” Sinolinding said, advising the locals to take preventive measures like wearing of pajama and long sleeve shirts. “Use mosquito nets when sleep-
ing.” He said one of the programs DOH-ARMM is on-site diagnostic tests and provides free treatment for malaria patients, which extends from three days to a month depending on the severity of the case. DOH-ARMM is also distributing chemically treated mosquito nets to endemic areas in the region. Malaria is a disease of the blood caused by the Plasmodium parasite. It is transmitted from person to person by the female Anopheles mosquito. This type of mosquito primarily bites between 9 p.m. and 5 a.m. The disease can also be transmitted through blood transfusion and needle sharing. (PNA)

XECUTIVES of the Philippine Franchising Association (PFA) said the 72-hour permit processing policy that the incoming Duterte administration would implement in all government offices will further boost the growth of the franchising industry in Mindanao. According to Samie Lim, chairman emeritus of PFA, red tapes and corruption on government offices have discouraged businessmen from branching out from different cities in Mindanao aside from the peace and order concern in some places in the island.

HILIPPINE Competition Commission chairman Dr. Arsenio M. Balisacan said that the recently-enacted Philippine Competition Act will benefit most the small and medium enterprises (SMEs), contrary to the fear that it will only benefit big firms. Speaking to reporters at the sideline of the Mindanao-led of the public consultation on the Implementing Rules and Regulations (IRR) of Republic Act No. 10667 at the Microtel by Wyndham Davao last Friday, Balisacan said the law will provide “a level playing field so that these SMEs can thrive and grow.” Balisacan said the law, approved last July 2015, provides for a national competition policy “prohibiting anti-competitive agreements, abuse of dominant positions and anti-competitive mergers and acquisitions.” Under the proposed IRR, companies with plans of merging and acquiring another firm have to submit notification letter and other legal tenders to the commission for assessment. The proposed IRR said that the commission is given a total of 90 days to finish the whole process, with the first 30 days allotted for assessment. If the commission finds that the merger and acquisition can “substantially prevent, restrict of lessen competition in the relevant market or in the market for goods and services” it may “probihit the implementation of the agreement unless and until it is modified by changes specified by the commission; prohibit the implementation of the agreement

ITSUBISHI Motors Philippines Corp. (MMPC) aims to start production of Mirage vehicles with high level of local component, its President and CEO Yoshiaki Kato told reporters Friday. Kato said MMPC intends to start assembly of Mirage with 30 to 35 percent local content. He added that MMPC is now preparing for the local assembly of Mirage hatchback and sedan which is expected to kick off next year. The Mirage model has enrolled by the Japanese car maker for the Comprehensive Automotive Resurgence Strategy (CARS) Program with investments valued at Php4.3 billion. Kato said that in the next couple of weeks, MMPC would hold a ground breaking ceremony for its new press shop facility with investments of more than Php 2 billion. But he noted that that local component for Mirage vehicles will be increasing over the years as Mitsubishi suppliers also eye to invest or expand here in the Philippines. During the announcement of Tokyo-based Mitsub-
ishi Motors Corp. (MMC) for the company’s application for CARS Program in February, around 20 Japan-based auto parts suppliers have joined MMC CEO Osamu Masuko in his visit to the Philippines. MMC’s suppliers were also encouraged to penetrate the Philippine market. According to Kato, some of MMC’s suppliers decided to invest here while others entered into technical agreements with local auto parts companies. Under the CARS Program, a participating car maker should produce at least 200,000 units of the model applied under the program in a span of six years. This means, the participating car maker should manufacture an average of 33,333 units a year. The MMPC chief, however, said that the production for Mirage in 2017 would initially be at around 20,000 units and would ramp up manufacturing in the coming years. In May 2015, President Benigno S. Aquino III signed Executive Order No. 182 which rolled out the CARS Program in order to boost local assembly of completely knocked down units. (PNA)

Did Comelec give Smartmatic too much elbow room?
HIS question is bugging not only many legal minds but most concerned people who expected a clean, accurate and honest presidential election. This arises because the firm pronouncements from Comelec officials assured the people that the technology server Smartmatic comes with its integrity intact including the thousands of Vote Counting Machines (VCMs) that were leased at a costly price to the government paid for by taxpayers’ money. Today, as we go to press, vice-presidential candidate Sen. Bongbong Marcos is filing a criminal complaint against Smartmatic official Marlon Garcia. Garcia has admitted to be the person who altered, sans Comelec authority and permission, the computer hash code (script, they call it) at a critical moment when the senator from Ilocos Norte was in the lead pack, enjoying a more than 1 million vote-difference over closest rival Leni Robredo, after the first few hours of the counting on May 9.

OR so long, the myth of an encomienda has been linked to the sprawling lands left behind by Francisco Villa-Abrille, also known as Lim Juna, a Chinese businessman who first traded pearl in Sulu before deciding to seek greener pasture in Davao City. Amateur local historians—some of them, at least—argue that Villa-Abrille, a successful entrepreneur, was a recipient of a land grant, a reason why he possessed immense agrarian wealth when he died during the war. Urban legend says then Spanish governor of Davao Faustino Villa-Abrille (1878-80) left behind lands he owned to Lim when he returned to Spain. In gratitude, the Chinese trader volunteered to be converted to Christianity along with his Muslim wife and his family adopted the governor’s surname. But this claim has no leg to stand on. For one thing, if Lim acquired all the properties he bequeathed to his heirs, he could have bought them using his own money when his businesses boomed, a family lore that most researchers find more believable. Davao encomienda Yes, Virginia, there was an encomienda in Davao at a time when most of Davao region was still under the old Caraga province; this occurred in the early part of the 17th century. Present-day towns of Cateel and Caraga were part of the Encomienda de Bislig, which extended to as far as Hinatuan, Surigao del Sur, and Tandag City. The estate, which was a Christian settlement, was managed by a certain Sergeant Major Camacho dela Peña, a Spaniard. The extension of special privilege to chosen individuals through an encomienda was unheard of in the last part of the 19th century in

Smartmatic officials, during initial exploratory hearings and then into the final negotiation phase, had given a hundred per cent assurance and guarantee that the technology as well as the machines to be used were of A-1 class - impenetrable, fit and ready.
There is now, as it appears, a legitimate reason NOT to pay Smartmatic. The Marcos rap against the Venezuelan-based company has clearly put a question mark on the integrity of the May 2016 polls, as far as the vice presidential race is concerned. The current controversy between Marcos and Robredo has clearly polarized supporters of both camps. Even those who are mere fence-sitters are now putting in their two cents worth, adding more fuel to the fire. Ugali naman kasi ng PInoy na makisawsaw, di ba? Now it can be laid to bare. Whatever we use - the manual system or the computerized technology - our elections cannot be said to be that impregnable. The encomienda, which was a ‘public office’, was not a land grant but a favor granted through which the manager of the estate, the encomendero, could collect taxes or tributes from the settlers within the property. As property administrator, the encomendero was required to protect the natives, helped the missionaries in the conversion of natives to Christianity, and advanced the promotion of education. There were actually three kinds of ‘regular’ encomiendas, namely: (i) the royal estates, which belonged to the crown; the friar estates, which belonged to the church and administered by the missionaries; and the private estates, which were granted to private individuals as a royal favor. In determining an encomienda, there were two considerations: the number of people living inside the identified estate and the value of the land. Under the royal decree, the number of natives living in an encomienda should not be more thatn 300, and the valued of the land not more than Php2,000. The life of an encomienda was the equivalent of three generations or 90 years. Though it was latr reduced to two generations or 60 years by the king, it was again reverted to its old coverage after the encomenderos raised a howl.

As an expression of gratitude and appreciation for his contributions, on February 25, 1794 King Carlos IV allowed him to found a mayorazgo (a perpetual trust with primary rights over the property), which was officially recognized by a decree issued on August 20, 1795. The mayorazgo was so vast it consisted of Haciendas de Santa Mesa y Diliman, Hacienda de Mariquina, and two ‘finas’ (prime properties) on Calle Rosario in Manila. Moreover, the more than 3,000-hectare property, the Hacienda de San Isidro, was bought by Son Tua for Php33,750; it formed borders of the towns of Pasig, Antipolo, Cainta, San Mateo, Mandaluyong, Sta. Mesa and Caloocan. Later, he also bought the Maysilo hacienda, in Tambobong and Bocaue, Bulacan, at a cost of Php22,206 at a public auction made to replenish the royal treasury. Over two centuries later, the Tuason estate was granted title under the Statute of Civil Disentailments, which was promulgated in Spain on October 11, 1820. The law took effect in the country on March 1, 1864, by virtue of the Royal Decree of October 31, 1863.

HE province of Compostela Valley in Davao region recently launched a unique campaign to mitigate the impacts of climate change in the area – this time, the drive is through the facilitation of eco-tourism activity dubbed as Summer Beach Sports Festival. Held every weekend for the whole month of May this year, the series of beach sports festivals are held along the coastlines of the municipalities of Mabini and Pantukan, areas that are considered ecologically-fragile beach lines in the northern edge of Davao Gulf. The northern edge of Davao Gulf is also considered as key biodiversity area (KBA) in the Philippines and listed as one of the world’s 34 biodiversity hotspots. The provincial government of Compostela Valley, through its Tourism Officer Christine Dompor said on Wednesday in a statement to the media here that the annual summer beach sports festival was conceptualized in 2008 as a tourism promotion campaign and a mechanism to raise awareness on protecting, preserving, and conserving the endangered marine ecosystem of the Davao Gulf, particularly within the 3,433-hectare Mabini Protected Landscape and Seascape (MPLS) in Mabini town. Dompor said reports on the continuing rise of seal levels are alarming – in 2014 alone, assessment released by the Inter-governmental Panel on Climate Change (IPCC) was already saying of rise of oceans by more than three feet by the year 2100. “What would happen then to our coastal areas and to our ecotourism industry if the waters of Davao gulf will rise? We will never know if this, in fact, will happen but it is better to be prepared. It is better to contribute to minimizing the impacts of climate change,” Dompor said in the statement. She emphasized the urgent need for the present generation to act and help mit-
igate such impact of climate change to our seas, most particularly at the Davao Gulf. Ford color designers create colors of varying hues, shades, and tones to ensure that customers can find the perfect color for their car. “There are many factors that dictate what color a person chooses for their car and what emotions colors make them feel,” said Sofia Myrodellis, Color and Materials Design, Ford Australia, whose job entails selecting fabrics and creating colors for Ford vehicles. “People tend to gravitate to certain colors because of their personality, profession and even their culture and surroundings,” she said. “For instance, I personally prefer cars in more classic and always-on-trend colors like
black and white, and we’ve found that the Australian market, compared to markets in other countries, is more open to brighter and bolder colors for their cars.” Ford’s color spectrum goes beyond these traditional colors of the rainbow to capture an even broader range of emotions: From Diamond White to Cool White, Celestial Blue to Aurora Blue, Competition Orange to Tiger Eye, and even Ginger Ale and Archon Bronze, there’s a color for every consumer at Ford. The word ‘Pride’ itself is derived from the visual impact of a pride of lions – proud, strong and impressive. This is exactly what the customer should feel when driving the Ranger Wildtrak.” Archon Bronze, hero color for the Ford Escort sold in China, is another creatively named color that was developed specifically for Asia Pacific by the regional design team.
“Archon is a word that was used to refer to one of the nine chief magistrates in ancient Athens – a strong and powerful ruler. AN ISIDRO, Davao Oriental – In November 2014, 20 Pantawid Pamilya mothers came together and agreed to organize the Cambaleon Hog Raisers SEA-K Association. Having accessed P 200,000.00 capital assistance from the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD), the team of strong-minded women has become the official pork meat supplier in the conduct of Supplementary Feeding Program (SFP) for day care children in the town. Just two and a half hour-ride from downtown Davao City, San Isidro town boasts of ample marine resources and agricultural products. In 1993, it was the choice for the national pilot run of the DSWD Comprehensive and Integrated and Delivery of Social Services (CIDSS). Most of its barangays are recipient of Core Shelter Assistance Program (CSAP) in early to mid1990s. It also enjoys other DSWD Programs such as KALAHI-CIDSS and Social Pension for Indigent Senior Citizens.
Need for livelihood SLP is a community-based capacity building program of DSWD that seeks to improve the socio-economic status of family recipients, in partnership with local governments, national government and non-government agencies. SLP is implemented through two tracks -Micro-Enterprise Development (MED) and Employment Facilitation (EF). MED track supports micro-enterprises for organizational and economic viability while EF track assists participants in accessing appropriate employment opportunities. Like all beneficiaries of SLP, members of Cambaleon Hog Raisers SEA-K Association under-
took SLP preparatory technical sessions such as project identification process through Participatory Livelihood Opportunity Analysis, and business management and marketing to prepare them to be competent entrepreneurs. “We prepared our own project proposals with technical assistance of our SLP Project Development Officer Vanda Cattleya A. Sajetarios,” Association President Renefe Quilisadio said. In partnership with Pegrolac, we were also provided with technical inputs on proper hog raising and received free vitamins and vaccines for our hogs, Quilisadio shared.
Hopeful Municipal Social Welfare and Development Officer Elna G. Arenal expressed optimism during the project launch. “I am very positive that our women will succeed given their sheer enthusiasm and the technical inputs continuously provided by DSWD project development officers.” I am just so excited because in the past, San Isidro has extensively worked with DSWD on the core shelter units constructed in several barangays here. Now, we still have Kalahi-CIDSS, Pantawid Pamilya, Social Pension, Suplementary Feeding, and others. In a way, our town is blessed with a lot of social protection programs from DSWD and we are grateful for this, Arenal added. ABC President Reynaldo Peñafiel and some members of the barangay council also conveyed their happiness and pledged to support the project. Quilisadio promised to take good care of the fund entrusted them and committed as well to deliver the roll back payment in a quarterly basis. “Initially, we started off with

The Boston Celtics — who have eight draft picks, including three first-rounders and the No. 3 selection — brought him in for a workout this week, as did the Memphis Grizzlies. He’ll audition for more NBA teams in the coming weeks, as everyone figures out their plans for the June 23 draft. “I think his basketball English was good enough that it didn’t impede us from doing anything on the court,” Grizzlies vice president of basketball operations John Hollinger said after their workout. “I mean, obviously, we weren’t having detailed discussions about politics and economics or anything. ...
