T
ODAY, May 9, the nation will cast its vote to choose the country’s leader for the next six years. For the past 90 days, the six applicants for the unenviable job of steering a nation of 104 million people have shown their portfolio. Perhaps by now, we have had an overdose of the campaign slogans of each candidates and how the campaign went on. Starting off with the Liberal Party and administration bet Mar Roxas who pitches for the continuity of Daang Matuwid and in addition to the slogan, positioned himself as the crusader for decency, morality and honesty. The LP machinery is the well-oiled of them all. Ask not the source and amount of their campaign kitty. For sure, the numbers are mind-boggling. Add to that the power and control of government facilities and resources. There’s Vice President Jejomar Binay, Mayor of Makati for over 20 years, and despite battling cases of corruption, sells himself as the one with the experience to bring the country to greater heights. He

promised to take away taxes for the poor and provide free education and health care. Binay, however, went from top of the survey to number four going into the final three days of the campaign period. There’s also Sen. Grace Poe who had to wage a legal war in the Commission on Elections and the Supreme Court to prove her citizenship. She capitalized on the socalled ‘necropolitics’ and vowed to finish what her late father Fernando Poe Jr. has started, whatever that is. Poe rose to the top of the surveys when Binay started to drop, her slogan “Gobyernong may Puso” working well with her positioning as a woman and mother who knows what her children needs. Poe settled at number 2 in the surveys. She was asked by Roxas on Friday to consider an alliance which she shrugged off just as quickly. There’s the feisty SenatorMiriam Defensor-Santiago. Santiago had run and lost in the past—the time when she was yet in the pink of health. This election, however, is entirely different for Santiago, who
is also battling the Big C, leaving her less mobile and visible in the campaign trail. And then there is the phenomenon also known as Rodrigo Duterte. The tough-talking Mayor of Davao City joined the presidential race just as the period for substitution had lapsed. His entry into the presidential race did not give much of an attention among his rivals as he lagged below at a far cry no. 4 in the surveys early on. But as the campaign wore on, Duterte’s cussing and foul-mouthing, his bad jokes and machismo, suddenly changed the complexion of the campaign. From no. 4, Duterte jumped to the improbable. He took over the driver’s seat in the surveys and slowly but surely widened his lead just as all the attacks and black propaganda were starting to focus on him solely. A week into the election day, Sen. Antonio Trillanes, a vice presidential bet whose bid was forgettable, created some ripples. Whatever prompted Sen. Trillanes, once a maverick soldier who led two failed coup attempts and went to jail
before being pardoned by President Aquino in 2010, to fire the bombs on the ravishing Duterte train. Trillanes came up with his expose—P200 million bank account and properties—aimed at discrediting Duterte as a simple-living leader. It got even worse, as Trillanes went to court to file a plunder case against Duterte. Yet again, Duterte’s lead was unshaken. Trillanes’ bombs appear to have not ruffled a Duterte feather. The final attempt came from the President himself asking the country to rally against Duterte. People started asking: “What is the president so afraid of in Duterte?” Roxas openly asked Poe on national TV to come and talk in a bid to consolidate forces against Duterte. Poe did not budge. She had the numbers over that of Roxas, so why step down? In the end, Mar decided to call it a fight but his weakness seemed to have been exposed. He was first to blink. It’s now a battle between change and the status quo.
And so it all comes down to this: over 54 million Filipinos will cast their vote in the elections today. According to the final report of the Commission on Elections (Comelec), there are 54,363,844 registered voters nationwide for the 2016 polls. Add to that, there are 1,376,067 registered overseas Filipino voters or OFV. Voting population this year is higher than the 52,014,648 registered voters during the 2013 midterm elections. For the record, in the most recent October 2013 barangay (village) elections, there were 53,786,223 voters who signed up. A rundown of the voting population by region will show Cordillera Administrative Region with 906,162; Ilocos Region or the so-called “Solid North” with 2,950,775; Cagayan Valley with 1,920,952; Central Luzon with 6,056,392; National Capital Region with 6,253,249; Calabarzon with 7,619,272; Mimaropa 1,589,326; Bicol Region with 3,121,662; Western Visayas with 4,242,153; Central Visayas with
4,375,756; Eastern Visayas with 2,698,880; Zamboanga Peninsula with 1,931,795; Northern Mindanao with 2,541,331; Davao Region with 2,659,704; Soccsksargen with 2,086,112; Caraga Region with 1,547,093 and ARMM with 1,863,230 The Comelec, relaxing its earlier ruling, has allowed voters with incomplete or corrupted biometrics data to vote today. The numbers could reach some 2.5 million for those whose records have been deactivated due to non-compliance with the Comelec’s “No Bio, No Boto” (no biometrics, no vote) policy. Will it be a face off between Duterte and Roxas or Duterte and Poe? Or will it be a three-cornered fight among Duterte, Poe and Roxas? It has been a battle the administration would want to refer to as between the good and the evil. Of decency against street smart. Whatever, they play it to their advantage, the fight is clearly emerging as a fight between change versus the status quo. The answer will be known in a few days.

Massive vote buying in place: Marcos V ICE Presidential candidate Senator Ferdinand “Bongbong” R. Marcos, Jr. today bared he has received reports of massive vote-buying being conducted all over the country in a desperate bid to wrest a win for the trailing Administration candidates. In his live guesting at the radio program “Executive Session” aired over DZRH, Marcos said going around the country yesterday from Bacoor, Cavite to Tacloban City and Davao City, his watchers and coordinators gave him the same report: that large sums of money are being given out. The radio program was hosted by Atty. Jojo Dulay, former Makati Congressman Teddy Boy Locsin, Jr., and Ed Javier. “Meron nang nag-second wave na, pataas na ng pataas ang bigayan. Atang pinakamalakas magbigay ay syempre yung para sa Administration candidates, both local and national,” Marcos revealed. With the staggering amount of money involved, Marcos said this could only come out from the government. “If you calculate kung ano ang ibinibigay--certain candidates are giving P5,000 for each of the Barangay Captains para ipanalo sila sa barangay, they are promising P300,000 to P500,000 to a Mayor---nobody can afford that except the government,” Marcos cited. Marcos said he hopes the
Commission on Audit has a way to track such massive expenditure of public funds and make those responsible for this accountable. However, Marcos clarified that this practice can be made to look justified, for example, by including it in the 4Ps (Pantawid Pamilyang Pilipino Program).In fact Marcos said the government has apparently used the 4Ps to dissuade people from attending his sorties in the provinces. “Lahat ng puntahan ko nag-ischedule sila ng release ng 4Ps saka yung Cash for Work. Sinasabayan ako sa mga lugar na dinadaluhan. Sinabi nila na naka-schedule pa daw itong bigayan next month pa pero inuring para isabay sa akin,” Marcos deplored. Marcos said he remains confident the Filipino voters know better and would not fall for such dirty tactics. “Ang sinasabi ko, sige kunin ninyo ang pera, inyo naman talaga yan, tapos gawin ninyo yung gusto ninyo,” recommended Marcos. Marcos earlier said that out of desperation the Administration has concocted several schemes in a bid to salvage a victory for their candidates, including forging alliances with other camps and manipulating survey results to mask election cheating. Marcos urged all voters to take active measures to protect their vote and ensure that the true will of the Filipino people will triumph in the May 9 elections.

ROUND 7,500 Davao City Government employees gathered at the City Hall on Saturday morning to disprove the claim of vice presidential bet Sen. Antonio Trillanes IV that the city has ghost employees. City Administrator J. Melchor V.Quitain said the employees trooped to the City Hall to sign an attendance sheet to show to Trillanes that there were no ghost employees in the city.
Quitain said that most of the employees in the city are job orders. The city employees voluntarily went to the City Hall on a Saturday after Trillanes filed a plunder complaint on Thursday against presidential bet Davao City Mayor Rodrigo Duterte before the Office of the Ombudsman for the alleged ghost employees under the city government. Trillanes said in a report from www.abs-cbn.com , citing
a Commission on Audit (COA) report ,there is no proof that 11,000 contractual employees hired by the city government in 2014 actually rendered services. Quitain retorted to Trillanes’ claim saying the latter made a wrong research. “Where did he get the records and what is the date and when that record was made available?” he said. Quitain said that Trillanes should know that as the city
progresses, there is always an increase on manpower demand. “Ang mahirap kasi kay Trillanes, hindi natin alam kung saan nanggaling ang kanyang sinasabi (The hard thing with Trillanes, we do not know where he got his statements) and it is not even sure if he interpreted it correctly,” he said. Poll watchdog sees massive disenfranchisement Monday

LECTION watchdog Kontra Daya - Southern Mindanao Region (SMR) said it anticipates massive voter disenfranchisement on Monday’s national and local election. In a statement, Kontra Daya - SMR convenor Kim Gargar said in their observation during the final testing and sealing (FTS) of the Voting Counting Machine (VCM) last week, there might potential delaying factors which needs to extend the voting time. Gargar said the Commission on Elections (Comelec) admitted that the implementation of the so-called voter receipt will entail an additional 4 hours to the total voting time. “This means that the 800 maximum voters to be accommodated for the 12-hour voting process will now need a total of 16 hours to complete the voting process,” he said. He said if voting will not be extended, then only around 600 voters can be accommodated. This is a conservative estimate since other problems noticed during FTS and which can arise on actual election day will cause further delay. Gargar said the group noted that the initialization report and the first few paper audit trail or the “vote receipt” were not printed correctly and contain some unreadable parts due to paper jam. It was only resolved after several attempts by Board of Election Inspectors (BEI) to adjust the position of the thermal paper. He said The Smartmatic-Comelec-trained technicians were not able to answer several technical problems encountered during FTS. For instance, some technicians cannot immediately resolve the paper jam, which was resolved by the BEIs after a trial and error procedure. “Another instance was the comment of some BEIs in another clustered precinct saying the technician assigned to them is unreliable,” he said. He said during the diagnostic phase of FTS, The BEI Companion and the VCM Technician Handbook give different prescriptions. “In BEI’s, diagnostic tests include Transmission Diagnostic, which expectedly would be
unsuccessful because the servers (Transparency, Central, and CBOC) are not yet active,” he said.
Gargar said the BEIs spent more than 30 minutes to finish the test. However, if the technician’s would be followed, there should be no Transmission Diagnostic during the FTS. He said during FTS, there was no way to test this as transmission diagnostic was unsuccessful—there were no servers yet to receive transmissions from VCMs. “The FTS does not include a test for transmitting the ERs. Thus, there is no way to know if transmission of ERs will be successful come election time, nor are we assured that the transmitted ERs will be digitally signed as mandated by the automated election law.” there were already disenfranchisement effected when Comelec revised the voters list because of biometrics requirements,” he said. Gargar said their group also noticed that digital signatures used during FTS, according to BEIs, are the same codes that will be used on May 9. “This means that the codes are already open to the public as the whole FTS process was observed by all interested parties,” he said. That the digital signatures are compromised is bolstered by the fact that these codes were made by Smartmatic-Comelec. “Some guys in Smartmatic-Comelec who have access to these codes could use this codes to tamper the transmitted ERs. Gargar said the proper way of securing transmission of ERs is for Comelec to enable this feature, compel BEIs to change the digital signatures provided by Smartmatic-Comelec with a different one of their own choosing, and use that on actual election day. “Of course, this all depends on the reliability of the entire transmission protocol, which we have no way of knowing because there was no acceptable source code review conducted,” he said. ERTIFIED palay seeds are now ready for distribution to drought victims in Central Mindanao, agriculture officials said Friday. Amalia Jayag Datukan, DA12 regional director, said DA12 is now ready to distribute 73, 011 bags of certified palay and corn seeds to thousands of rice and corn farmers all over SOCCSKSARGEN Region. SOCCSKSARGEN region is composed of the provinces of South Cotabato, Sultan Kudarat, North Cotabato and Saranggani and the cities of Gen. Santos, Kidapawan, Tacurong, Koronadal and Cotabato City. Datukan disclosed today that the department is now prepared with the needed interventions to be given to farmers as wet cropping season has just begun. Since we are already experiencing downpour of rains throughout the region, Director Datukan said that these farmers should immediately receive these assistance from the DA after the onslaught of El Niño. The lady director said rice farmers will take their share in the 52,534 bags of high yielding and certified rice seeds amounting to Php71.4 million. Based on the list of seed allocations per province, North Cotabato is allotted with 26,014 bags; Sultan Kudarat with 19,164 bags; South Cotabato with 5,635 bags and Sarangani will get 1,721 bags. “For corn, we will distribute 20,477 bags of hybrid and open-pollinated variety (OPV) corn seeds to thousands of corn farmers in the four provinces of Region 12,” Director Datukan said, pointing out that the allocation per province is still based on the province’s production areas and damaged reports caused by the dry spell. Total value of these corn seeds is at Php28.03 million. North Cotabato corn farmers will get 5,564 bags followed by South Cotabato with
5,548 bags; Sultan Kudarat with 4,498 bags and Sarangani with 4,897 bags. In a workshop-meeting yesterday in Koronadal City with 100 percent attendance of the provincial and municipal agriculturists of the four provinces, Cereals Unit of DA RFO 12 led by OIC - Field Operations Division Head Ray Embajador drafted and finalized the schedule of the distribution of these interventions which will commence on May 11 until the whole month of June. “We also discussed to our LGU counterparts the guidelines of the distribution of seeds to ensure that it follows the right process and priority farmer-beneficiaries get their share,” Embajador said. Also tackled in the meeting was the submission of necessary requirements such as master list of farmer-beneficiaries by the LGUs to the regional office before the withdrawal of the inputs. Datukan, meantime, emphasized that rice and corn growers among El Niño-hit areas are first on the list that the regional office considered in close coordination with the local agriculture offices making sure that those mostly-affected farmers as per LGUs’ identification and submission will be the priority recipients of the assistance. “We have hastened the monitoring and validation of areas to ensure the efficient delivery of appropriate services and interventions for the immediate recovery of these areas with reported damages,” Datukan added. Regular program funds, quick response funds (QRF) from DA-central office and regional office, and 2015 continuing funds were programmed for the procurement of 73,011 bags of rice and corn seeds which constitute the first salvo of assistance covering May-June planting season. AN Miguel Pure Foods Company Inc. (SMPFC) and its subsidiaries on Friday said their profit surged by 34 percent to Php1.2 billion in the first quarter of 2016. SMPFC’s consolidated revenues reached Php26 billion, 4 percent higher than the same period last year. SMPFC’s Branded Value-Added business booked a 5-percent increase in revenue on better product mix, improved efficiencies and lower raw material prices in the dairy and spreads businesses. Meanwhile, San Miguel Brewery Inc., the beer subsidiary of San Miguel Corp., reported a 23-percent growth in both consolidated revenues and net income in the first quarter. Its net income reached Php4 billion from Php3.3 billion, while revenues amounted to Php23.3 billion from Php18.9 billion. HE Tuesday night bombing on Tower 25 in Ramain, Lanao del Sur will not hamper the elections in Mindanao on May 9 as power supply has remained to be sufficient even up to three days after the polls. there an electoral exercise as fierce and ferocious as this one. We have even perhaps seen the worst of political ads. And now, we go down this path again where we are given this choice. We can only pray for an election that is honest, orderly, free, and credible. This is just one day in our history. After the election on Monday, we are back to normal again, back to our respective jobs and homes. Politicians need not and will not fight forever. The election is but a passing process. As they say, in politics there are no permanent friends and enemies. In God’s grace, we pray that this election will be the moment of change for us as a nation and as a people.

E have observed Philippine elections since the 1930s. While blest with the most modern facilities, the 2016 election is old tale retold, the dirtiest and most enigmatic. As Inquirer’sMa. Ceres P. Doyowrote last May 3, the Philippine Catholic Church sees the same: “Desperately seeking divine intervention, Catholic Church parishes, religious congregations and various groups are turning to prayer and fasting in the run-up to the national elections on May 9. “Given the muck, mud, slime and scum being thrown about during the election campaign, given thequalityof candidates lording it over at the hustings and regaling crowds with pies in the sky and inappropriate jokes, these are desperate times indeed. “On May 1, the Catholic Bishops’ Conference of the Philippines (CBCP) president, Socrates Villegas, issued a “pastoral appeal” titled “Prophets of Truth, Servants of Unity” that urged voters to “discern (their) choices.”Other bishops have issued pastoral letters making the same appeal. (Philippine Daily Inquirer, May 3, 2016: Nuns all over PH pray for divine intervention)The two cardinals – the Archbishops of Manila and of Cotabato – have separately issued their own exhortations. What will happen after May 9? We have faith there will be Divine intervention. But as the great Russian novelist Leon Tolstoy said:“God sees the truth but waits.” God has given the Filipinos the faculty to discern, the conscience for discernment and the free will to follow their conscience. He will not stop the Filipino voters from electing their president according to their conscience, discernment and free will. But, later, if they realize their mistake, God will intervene. Is that not the story of EDSA 1986? When the Filipinos

ET’S talk about censorship. But let’s hear it first from the experts. “Censorship, like charity,” American representative and playwright Clare Booth Luce once remarked, “should begin at home; but, unlike charity, it should end there.” If you care to know, she was the wife of Henry Robinson Luce, the American magazine magnate who was called “the most influential private citizen in the America of his day.” Henry Steele Commager has this to say: “The fact is that censorship always defeats its own purpose, for it creates, in the end, the kind of society that is incapable of exercising real discretion… In the long run, it will create a generation incapable of appreciating the difference between independence of thought and subservience.” Censorship is defined as “supervision and control of the information and ideas that are circulated among the people within a society.” In modern times, censorship refers to the examination of books, periodicals, plays, films, television and radio programs, news reports, and other communication media for the purpose of altering or suppressing parts thought to be objectionable or offensive. “The objectionable material may be considered immoral or obscene, heretical or blasphemous, seditious or treasonable, or injurious to the national security,” comments Prof. Milton Konvitz, the American author of The Constitution and Civil Rights and Fundamental Liberties of a Free People. “Thus, the rationale for censorship is that it is necessary for the protection of three basic social institutions: the family, the church, and the state.” Until recently, censorship was firmly established in various institutional forms in even the most advanced democratic societies. Ironic 30 Years The 30 years since 1986 is a period of irony. Every year, Filipinos celebrate EDSA to glo-
rify people power and the democracy it had restored – oblivious of the fallacy of that power now, the hypocrisy behind that democracy, and the monopoly of powers following the fall of dictatorship. All looked well with the revolutionary government instantly set up. Cory, presumptive winner of the February 7 snap presidential election, was president; Salvador H. Laurel, her running mate and a veteran politician, vice president; Enrile, defense minister; and Ramos, AFP chief of staff. According to Homobono Adaza, a leading member of the opposition bloc in the Marcos Batasang Pambansa, the original plan was a government with President Cory Aquino as head of state and Vice President Laurel, considering his expertise in politics, as prime minister and head of government. The plan fell apart and the loose alliance started unraveling before the inauguration. The political bloc led by Cory’s brother Jose “Peping” Cojuangco preempted the plan. That explained the nine coup attempts against Cory led by Col. Gregorio “Gringo” Honasan, Enrile’s protégé. They, too, had a plan. Eventually, Enrile resigned from the cabinet. Ramos stuck with Cory as defense secretary. The 30 years saw frustrationsnotsuccess intrulyempowering the people and intrulyestablishing a democratic government in peace and progress under thegenuinereign of social justice, human rights and rule of law. • The Presidential Commission on Good Government was created to recover the ill-gotten wealth of Marcos and his cronies. The Marcoses and their cronies, their vast influence undiminished, have used the“rule of law”to frustrate full recovery. • The Cory revolutionary government honored the unjust and onerous foreign loans incurred
by Marcos to burden future governments and unborn generations. • Right in the first congressional election under Cory in 1989, the Marcos loyalists started their comeback. Not long after, most were back in power under different parties and aggrupation. Now, the Marcoses are fully back with Sen. Ferdinand R. Marcos Jr. leading in the voters’ preference surveys for vice president. • The Cory and the Marcos loyalists werereallyof one mind – no sincere intent to empower the people. In the Congress, they blocked the anti-dynasty law that the 1989 Constitutions has mandated but they enacted enabling laws for the multi-party, party-list and term-limit provisions to perpetuate themselves in power and propagate political dynasties instead of eradicating them. • Corruption of people’s money, power and national integrity did not die at EDSA. They only lay low evolving into new forms or avenues including the legal – from President Aquino, the mother, to President Aquino, the son. • Every administration boasted of robust economy but admitted the gains had yet to trickle down to the poor. Economic progress has been for investors, the business elite and those close to the powers in government. • Justice, rule of law and human rights are held supreme but least for the ordinary Filipinos – the lowly-paid workers, poor litigants, slain journalists, etc. The wealthy and influential among law breakers manipulate the rule of law and invoke human rights to evade, if not to mock, justice – the evasion of taxes included. • The Moro and Communist problems, among the principal reasons of Marcos in declaring martial law, have remained unsolved with no solution in sight. Censorship and the ideology supporting it go back to ancient times. Every society has had customs, taboos, or laws by which speech, play, dress, religious observance, and sexual expression were regulated. In Athens, where democracy first flourished, Socrates preferred to sacrifice his life rather than accept censorship of his teachings. Charged with the worship of strange gods and with the corruption of the youth he taught, Socrates defended free discussion as a supreme public service. He was thus the first person to formulate a philosophy of intellectual freedom. However, it was his disciple Plato who became the first philosopher to formulate a rationale for intellectual, religious, and artistic censorship. Plato believed that art should be subservient to morality; art that could not be
used to inculcate moral principles should be banned. In the ideal state outlined in The Republic, censors would prohibit mothers and nurses from relating tales considered bad or evil; and in his Laws Plato proposed that wrong beliefs about God or the hereafter be treated as crimes and that formal machinery be set up to suppress heresy. In Rome the general attitude was that only persons in authority, particularly members of the Senate, enjoyed the privilege of speaking freely. Public prosecution and punishment, supported by popular approval, occurred frequently. The emperor Caligula ordered an offending writer to be burned alive, and Nero deported his critics and burned their books. “The burning of an author’s books, imprisonment for opinion’s sake, has always been the tribute that an ignorant age pays to the genius of its time,” Joseph Lewis commented at one time. In AD 313 the Roman emperor Constantine the Great decreed toleration of Christianity. Twenty years later, Constantine the Great set the pattern of religious censorship that was to be followed for centuries by ordering the burning of all books by the Greek theologian Arius. “The books that the world calls immoral are the books that show the world its own shame,” Oscar Wilde pointed out. Claude Adrein Helvetius stated factly: “To limit the press is to insult a nation; to prohibit reading of certain books is to declare the inhabitants to be either fools or slaves.” To which Walt Whitman added: “The dirtiest book of all is the expurgated book.” Until recently, there are still several books banned from the reading public. Raymond Briggs’ Father Christmas (1979) was removed from all elementary classrooms in Holland,
Michigan when several parents “complained that it portrayed Santa Claus as having a negative attitude toward Christmas.” Education officials who accused it of being “racist” and “sexist” removed The Adventures of Tom Sawyer by Mark Twain from school libraries in London. Copies of The Living Bible by William Boyer were burned in Gastonia, North Carolina because this version was “a perverted commentary of the King James version.” In the United States, the film industry has for many years practiced a form of self-censorship. In the 1920s, responding to public demands for strong controls, the Motion Picture Association of America imposed on its constituents a Production Act; compliance with its standards gave a movie a seal of approval. A system of film classification was begun in 1968 and has been revised several times since then. Films are given ratings, as follows: G (general audiences), PG (parental guidance advised), PG-13 (may not be suitable for preteens), R (persons under age 17 not admitted unless accompanied by parent or adult guardian), and NC-17 (persons under age 17 not admitted; replaced the X rating in 1990). As in all previous history, the 21st century freedom from censorship has been the exception in the world. The rule has been, and continues to be, repression, suppression, and oppression. It may, however, be considered a sign of political and social progress that, everywhere in the world, at least lip-service is paid to the ideal of liberty, and that no country brazenly admits that it is committed to a policy of religious, intellectual, artistic, or political censorship. To end this piece, allow me to quote the words of Kenneth Tynan. He said, “Any country that has sexual censorship will eventually have political censorship.”

Manila Archbishop Jaime Cardinal Sin mobilized more than a million of Cory (Corazon C. Aquino) supporters, armed only with rosaries, prayers and flowers. They stopped tanks at EDSA. No blood spilled. Armed forces loyal to Ramos and Enrile defected. The US intervened. Marcos and family fled via USAF helicopter on February 25. [NOTE:EDSA is where the Philippine Army and Philippine Constabulary national headquarters, Camp Aguinaldo and Camp Crame, respectively, are located.] That two top dogs of martial law regime and the victims of martial law would unite in a bloodless revolution to topple the dictator Marcos was a miracle. God had long seen the suffering of the Filipinos. But He waited for Filipinos within and outside of the regime to rebel and intervened to end the regime peacefully. Again, He saw the truth but waited for the Filipinos to determine how to unite to rebuild their nation.

President Aquino earlier claimed in a television interview that Duterte’s survey rating is only 30 percent and that it is possible to defeat him if the alliance of Roxas and Poe could capture the remaining 70 percent of the voters. He was silent about the rating of Vice President Jejomar Binay. This is the reason, Marcos said, why Malacañang is conditioning the mind of the public that Liberal Party vice presidential bet Leni Robredo is already leading the VP race. “Talagang the desperation is showing,” he said, “These are all desperate attempts to try to salvage somehow the candidacy of the administration candidates. “I also have heard that Senator Grace has turned down the offer. Senator Bongbong Marcos is the leading choice of Filipino voters, according to a vice presidential preference poll completed within a week prior to the May 9 general elections. The last pre-election surveys were conducted by the two most reliable pollsters in the country, Social Weather Stations (SWS) and the Standard’s Laylo Report. In the latest SWS poll done between May 1 to 3, Marcos regained the lead with 29% out of 4,500 survey respondents nationwide. He was followed by lone female candidate, Rep. Robredo of Camarines Sur, who garnered 28%. Four other candidates are also running for the second highest post in the land, but their survey ratings are low. Marcos’ ranking jumped four points compared to his performance in the immediately preceding SWS polls taken on April 18 to 20. On the other
hand, Robredo inched up two percentage points over the same period. Both candidates now have double-digit leads versus their other rivals. Meanwhile, the Laylo Report published by national broadsheet The Standard revealed similar results. Marcos garnered 30% of 3,000 likely voters who were polled between April 27 and May 1. Close behind was Robredo at 29%, and a far third was Senator Chiz Escudero at 20%. The three other candidates had a combined 18%. Philippine Star columnist Babe Romualdez considers the Laylo Research Strategies (LRS) firm as the most credible polling organization in the country. It was founded by Pedro Laylo Jr. in 2001 after he retired from SWS. Laylo obtained his master’s degree in political science from the University of Connecticut’s Roper Center with a concentration in public opinion research. Romualdez said billionaire businessman Enrique Razon Jr. “has been relying on the Laylo surveys even when he was still the owner of The Standard (then known as Manila Standard Today) to assess the political landscape and gauge voters’ choices.” According to Romualdez, the shipping tycoon regularly commissions LRS to conduct surveys because its methodology is the most detailed and comprehensive with the biggest sample size representing all 18 regions of the Philippines.

ILAS Pilipinas coach Tab Baldwin expects Bobby Ray Parks to be there when the national team converges two weeks from now to start its final preparation for the Manila leg of the Olympic Qualifying Tournament. Gilas will be back training on May 18 after taking a break to give way to the PBA playoffs. “He better be or else he’s not in the pool,” said Baldwin who did the color commentating for the television coverage in Game One of the PBA Commissioner’s Cup finals between Rain or Shine and Alaska on Friday night at the Araneta Coliseum. Parks was also at the Big Dome to watch the Elasto Painters eke out a 105-97 win, but hurriedly left the coliseum with his agent Charlie Dy.
Asked if Parks has already committed to attend the Gilas practice, Baldwin replied, “You better ask him if he will be there.” The national coach admitted having talked with the NBA D-League rookie. “I talk to Ray every now and then, but it’s not always about Gilas and the pool,” he said. In a text message, Dy said the two-time UAAP MVP out of National University, who is coming off a stint with the Texas Legends in the NBA D-League, will definitely show up on the first day of the Gilas training. O Yeon Ryu birdied five of her last eight holes for a bogey-free 7-under 65 and a two-stroke lead on Friday (Saturday, Manila time) in the windy Yokohama Tire LPGA Classic. Cyna Rodriguez of the Philippines shot a second straight 73 to sit just above the cut line. Ranked 10th in the world but sixth in the race for the four spots on South Korea’s Olympic team, Ryu made three straight birdies on Nos. 2-4 and added two more on the par-4 sixth and par-5 eighth. “Yesterday my shot was really great, but I couldn’t make
a lot of putts, but today I pretty much made everything,” Ryu said. “It was a bit windy, but we played with a lot of wind the last few weeks, so it wasn’t really like really big difference. It’s very difficult to play in the wind. I just really tried to stay patient out there and get birdies when I had the opportunity, but kind of sometimes play a little safer than going at every pin.” O’Toole birdied her final hole for a 67.
