What is the EDU? The Enterprise of Urban Development, EDU, is a state industrial and commercial enterprise with juridical personality, its own assets and administrative and financial autonomy. EDU’s primary objectives are urban and real estate management and operation, the development and implementation of plans, consultancy and advisory services, urban and real estate programs and projecst in municipalities and the department as well as at national and international level.

EDU executes urban management programs, plans and projects that contribute to the consolidation of cities, converting them into modern, dynamic cities adapted to the most pressing needs of city-dwellers. The work of EDU transforms the habitat integrally and in the benefit of people from all socioeconomic stratums in an innovative way and complying corporate social responsibility.

Origin In September 1993, in order to expedite the construction of the San Antonio Square, the Council of Medellin issued the Agreement NÂş 043, which allowed the Mayor of Medellin to create and organize a Commercial and Industrial Enterprise of the Municipal Order. By Decree 1215 as of December 3rd, 1993, San Antonio square, the Commercial and Industrial Enterprise of the Municipal Order, was created, with legal capacity to sue, administrative autonomy and independent assets. Its statutes were adopted by Decree 1216 as of December 3rd, 1993. Later on, it became the developing real estate agency of MedellĂ­n, by the Municipal Agreement No. 07 as of 1996, in order to develop urban projects and real estates represented in the public space and in areas of urban renewal in the city of Medellin. Decree 637 established its statutes as of 1996. As of February 20th, 2002, by Decree 158, its statutes were modified and its name changed to Enterprise of Urban Development, EDU, as an artificial person of the Municipal order, endowed with administrative autonomy, financial autonomy and proper assets. The new statutes allow the entity to be manager, operator, developer, executant, consultant and advisor for urban and real estate plans, programs and projects, at municipal, departmental, national and international level.

Land manager, urban and real estate restorer and operator In this role EDU, applies its land management tools to carry out plans, programs and projects. It also formulates and coordinates urban planning as well as social, legal, technical, and property management. In addition, it takes charge of promoting, building, selling, financing, managing and performing the auditing. Moreover, through resolution 009 JD 2013, EDU serves as property or land bank and carries out actions of urban fragmentation and urbanization, and building construction. The quality of our management has allowed us to obtain successful experiences, and led to the materialization of our line of action via:

“Renovating the City� Program

Real property management It is a comprehensive strategy for the transformation of habitats. The program involves land management, on both a social and inter-institutional level, and aims at generating resettlement alternatives to accompany the infrastructure projects and public works. Its objective is to achieve balance in the transformation of the city.

It aims to manage, coordinate and carry out any activity related to the acquisition of properties for the execution of projects provided by the Act 388 of 1997. The EDU has the social, legal and technical capacity and eligibility to guide the actions inherent in the acquisition of land.

Designer and executant of innovative projects of comprehensive habitat transformation

EDU achieves a comprehensive transformation of the habitat, by implementing projects of an urban and architectural nature. These projects are carried out via urban planning interventions in public spaces or facilities. To develop these projects, studies on design, social management and implementation of infrastructure projects, are coordinated with high quality standards and environmental sustainability. 4 Integral Urban Projects The Integral Urban Projects constitute an urban transformation strategy, which comprises the physical, social and institutional factors, in order to solve specific problems within a certain territory, using all the necessary tools for development simultaneously, in the area of operation.

The roads design by the EDU allow greater mobility and a smoother , quicker and safer travelling conditions for the community , which enhance integral human development and quality of life. 72 Public space work Public spaces and facilities (urban walkways, linear parks, sidewalks , etc.) are built to promote citizen interaction. Jardín Circunvalar de Medellín (Peripheral Garden of Medellin)

It is a short and medium term strategy for a comprehensive habitat transformation. It forms part of the Cinturón Verde Metropolitano (Metropolitan Green Belt), and aims at improving residents’ quality of life and consolidating a well-balanced and fair territory at the meeting point of urban and rural, by means of an ensemble of programs and projects incited by the Municipality of Medellin. This garden comprises the Camino de la Vida (the Path of Life, footpath), the Ruta de Campeones (the Road of Champions bike trail) and a clean mobility corridor. The Jardín Circunvalar de Medellín and the Cinturón Verde Metropolitano will be the ultimate expression of Pedagogical Urbanism.

Unidades de Vida Articulada (Leisure and Cultural Centers)

The Municipality of Medellin, in association with EPM , EDU, and INDER, are building 20 UVA in the communes and districts of the city, with an investment of approximately 200,000 million pesos.

UVAs are urban, cultural and educational urban transformations carried out in the neighborhoods and districts of Medellin to promote the collective leisure time and generate encounters between citizens, thus promoting of sport, recreation, culture and communal participation. The project seeks to promote vital spaces where the UVA Community can create, communicate, care and share experiences.

It aims at converting the Medellin River into the main environmental axis and public space of both the region and the city, optimizing its current role as a principal mobility axis. Such transformation will turn the river into the element of structuration and integration of the different transportation systems existing in the territory, and into the central point for social meeting and enjoyment. This urban restructuring of the river banks seeks to enhance connectivity in the city by providing efficient mobility systems, public spaces, housing, additional facilities and environmental intervention.


3 Advisor and consultant on planning, urban and real estate projects

EDU provides advisory, design, and consultancy services, offering high standards of quality, innovation and corporate social responsibility to various stakeholders in the public and private sectors, and has a great capacity of adaptation to meet every need.

• Consultancy and advice in the implementation of planning tools such as development plans, land use plans, master plans, PUI (integral urban projects), partial plans, API (Infrastructure Preservation Area), PEM (Special plan for the Management of patrimony), MIB (Comprehensive Improvement of neighborhoods), public spaces and mobility plans, among others.

• Consultancy for the implementation of asset management

plans based on the conservation and restoration of built heritage.

• Planning that takes prospects into account and projects selected in accordance with the bearing capacity and vocation of the land.

• Consultancy and advisory services in the technical and financial structuring of urban and real estate projects, and public-private partnership schemes.

• Consultancy for urban studies and architectural designs. • Consulting and socio-environmental and communication management for the programmed development of projects.

• Transmission of knowledge in the field of methods and forms of intervention for integrated habitat transformations.

• Assistance in the development of the different stages of housing and real estate projects.

urban management, financing and other applicable actions that enable the generation of urban changes in a certain area.

OTHER SERVICES The Route of Innovation This is a strategy conceived to promote the management work of the entity and to make visible its transparency in the use of resources; highlighting the principles followed by EDU in the creation of their projects. EDU is always involved with various stakeholders, and provides a service of guided tours designed to promote EDU’s management and offer the possibility to experience the materialization of urban transformation in the intervened areas. Experience 1: themed tours tailored to the needs of every stakeholder. The visitors are accompanied by a guide, which provides basic information on EDU’s work on land management and on the characteristics of the project.

Experience 2: themed tour including exhibitions or workshops, adapted to the needs of every stakeholder, accompanied by a team of professionals with expertise in the topics proposed by the stakeholders. This experience is divided between the field and a classroom where an in-depth look is taken on the content requested by stakeholders.

EDU's Lecture It is a space for academic purposes generated by EDU. It is developed in partnership with various national and international academic institutions. The main objective is to project and enhance the knowledge and experience gained in the process of urban transformation led by the EDU.


EDU's hiring system Establishes collective agreements, and signs and executes all types of contracts; EDU forms associations, consortia or temporary unions. All of the above can be carried out with natural or legal persons, public, private or mixed persons, and domestic or foreign persons. Through this process, EDU makes strategic alliances, establishes joint venture partnerships and receives any kind of agreement or contract for business collaboration that allows for the fulfillment of its purpose.

EDU can participate in activities for the promotion of innovation in the fields related to the services that constitute its raison d’être, and establishes agreements to provide or receive technical cooperation, in accordance with Colombian technical regulation NTC ISO 9001 of 2000 and in accordance to Modelo Eståndar de Control Interno MECI (Standard Model for Internal Control). In general, EDU carries out every activity that forms part of its corporate purpose or that is necessary for the fulfillment of its purposes.


Enterprise of Urban Development, EDU Social Management

EDU conducts a process of social support in all projects it implements. The objective is to achieve a concerted process of transformation, with unified criteria in the intervention. This allows for a holistic approach of the land, as well as homogeneous guidelines, to encompass both the physical and social factors, and in accordance with the interests of the beneficiary communities, seeking to improve the development of the area concerned and the living conditions of its inhabitants.

The global rating agency Fitch Ratings gave EDU the national ratings AA (col) and F1 + (col ) for, respectively, long and short term credit risks. Achievements The Urban Development Enterprise, EDU, works in alliance with the Municipality of Medellin to implement public programs for urban development, It has played a leading role in making the municipal development plans a reality, by means of the transparent management of the resources it receives from the municipal Administration. In this manner, EDU’s work has transformed our city, and made it the world’s most innovative. During the past 10 years EDU, by means of its land management, has transformed territories with more than 334 infrastructure projects, and has managed resources of the city for more than

1.3 billion pesos and achieved social metamorphosis of both individuals and communities, through social support based on the cornerstones of life: equity, economic development and institutional sustainability, good governance and a participatory society. In addition, EDU has led more than 17 thousand social activities with the residents of the area of influence of these works, to favor appropriation and allow for sustainability.

María Margarita Ángel Bernal, CEO of the Enterprise of Urban Development As the CEO of the Enterprise of Urban Development, EDU, she leads the consolidation of the entity, in its mission to ensure general welfare by transforming the habitat in the benefit of people. She is a Civil Engineer graduated from Universidad de Medellin (University of Medellin) before specializing in Management, with an emphasis on quality, at Universidad de Antioquia (University of Antioquia). She was secretary of Infraestructura Física para la Integración y Desarrollo de Antioquia (Physical Infrastructure for the Integration and Development of Antioquia), and megaproject manager in the field of roadwork in the Antioquia department. At Metro de Medellín, she worked as general manager (e), Operations and Maintenance Manager and Internal Control Director. She has also worked as a teacher and lecturer on the topic of mobility, valuation and urbanism in Latin American countries and Europe, and as a consultant for the implementation plan of Lima’s Metro system. María Margarita Ángel Bernal, with the SYTECSA Company, received the International award bestowed in Mexico by CEMEFI and Forum Empresa, for being one of the socially responsible companies in Latin America.
