Transnational Education (TNE) – An Overview

Transnational education (TNE) refers to the provision of education by one country offered in another. It does not include the traditional international student recruitment market where students travel to another country for their studies. In Malaysia, a UK TNE means that students based in Malaysia, are pursuing UK educational qualifications. All over the world, people want greater educational opportunities to enhance their lives and employment prospects. We live in a globalised world so our focus in education is on bringing an international dimension to education in schools, technical colleges and universities, on raising educational standards by sharing the UK’s expertise, and on encouraging the

best international students to obtain a UK qualification. As a result, TNE has become a major part of the UK higher education landscape, and sits at the heart of the internationalisation strategies of many UK universities. In 2011/12, the number of students studying for a UK degree overseas, i.e. TNE degree, was over 570,000 - a greater number than the number of international students studying in the UK (435,230). Out of these 570,000 students, approximately 80 percent are at undergraduate level and 20 percent at postgraduate level. Demand for TNE is predicted to continue to increase significantly in the coming years.


The terminology for UK programmes delivered outside the UK are used by UK institutions to mean different things and are often used interchangeably:

Dual / Joint award The UK institution and local partner provide programmes leading to two awards conferred by both institutions (dual award) or a single award jointly by both institutions (joint award).

Twinning / Franchising The UK institution licences a local institution to teach some or all of its course, so that students can receive the award from the UK institution without having to attend classes physically in the UK campus.

Validation The course is developed and delivered by the local institution. The UK institution assesses whether it is of appropriate quality to lead to its award. The UK institution will determine the extent to which it exerts direct control over quality assurance aspects.

Articulation / Credit Transfer This refers to a transfer arrangement between a UK and a local institution. The UK institution agrees to recognise and grant exemptions to the students, based on the subjects taken in the local institution.

International Branch Campus The UK institution sets up an off-shore campus located in another country. Students at the off-shore campus will be awarded qualifications in the name of the UK institution.

UK TNE programmes have been established in Malaysia for more than 30 years. Monitored by the Quality Assurance Agency for Higher Education (QAA) in the UK and the Malaysian Qualifications Agency (MQA), TNE programmes are trusted internationally. The establishment of a transnational model for Malaysian private higher education was spurred by the global economic crisis. In the 1980s, the global recession caused a major set-back to Malaysia’s rapid economic growth. The responsibility of financing students studying abroad became a heavy burden for many families and the government in Malaysia. Many of the students studying abroad were brought home and placed in local institutions. The sudden inflow of students

caused a demand for places in higher education. To resolve this issue, the government started encouraging local private institutions to explore TNE programmes with foreign universities.

Early birds In response to the government’s appeal, the first UK twinning programme was established in Malaysia. By the 1990s, the number of private colleges had increased from 20 (in 1985) to 227. The economic boom in the mid-1990s generated a huge demand for human resources in new industries such as services, trades and the manufacturing sectors. In 1992, polytechnics in the UK were promoted to new university status. Soon after, a consortium of colleges in Malaysia was formed to offer Higher


National Diploma (HND) engineering courses in partnership with a UK institution. All programmes were accredited by the Business Technical Education Council (BTEC) in the UK.

Transnational transition Twinning in Malaysia started with 1+2 programmes: the first year of the degree studied locally, while the latter two years of studies were completed overseas. By 1993, 2+1 twinning programmes emerged. Colleges also started offering full courses in engineering and business. These courses were known as Graduate Diploma Programmes, as private colleges were not allowed to award full degrees then. These catered for students who could not afford

twinning programmes that required them to continue their studies overseas. By the late 1990s, most colleges were developing into comprehensive course delivery institutions, offering academic, professional, semi-professional and internal programmes. New forms of TNE programmes such as credit transfer, twinning and validated courses emerged soon after. Some local colleges started providing internal programmes, for instance, Diploma, that were recognised by overseas universities, allowing students to transfer credits to these institutions.

Paradigm shift In 1996, the Private Higher Education Act liberalised and privatised higher education. However in 1997, the country was hit by the Asian financial crisis and the government had to withdraw undergraduate scholarships for overseas studies. Soon there was a surge in student enrolment in local universities. Once again, the government urged private institutions to expand, and foreign universities were invited to open local branches. The price for exit visas was also increased along with the cancellation of tax rebates for parents supporting children studying abroad. To accommodate more students, places in public universities were expanded from 45,000 in 1997 to 84,000 in 1999 through the franchising of matriculation programmes. 3+0 degree programmes

were soon introduced in 19 colleges, allowing students to complete their entire course locally. The popularity of 3+0 degree programmes has increased consistently among Malaysian students throughout the years. This is borne out by the fact that the UK is the leading provider of TNE programmes in Malaysia, with more than 58,000 students enrolled in more than 800 courses. Such is the popularity that, of the countries that offer TNE programmes, Malaysia has become one of the largest providers. With the substantial stability of the 3+0 programmes in Malaysia over the years, Malaysia offers unique and attractive education choices to local and international students and is set to be an education hub. This has attracted a number of world-class


universities to establish their branches in Malaysia. In the late 1990s, The University of Nottingham established the first UK university in Malaysia. Iskandar Malaysia in the state of Johor is Malaysia’s premier education hub located in Nusajaya and comprises of foreign branch campuses which includes four UK institutions - Newcastle University Medicine Malaysia, University of Southampton Malaysia Campus, University of Reading Malaysia Campus and Marlborough College Malaysia. This ‘multiversity’ concept brings several benefits, not least of which is the fun and stimulating experience of living and studying in such a large and diverse student community.

With these developments over the past decades, Malaysia is quickly becoming an international education hub, tempting Malaysian students to study in-country for an overseas qualification while encouraging international students to come and study here.

Types of UK Qualifications in Malaysia Twinning : 1+2, 2+1

3+0

These programmes are all similar in structure, with part of the course being completed in the local Malaysian institution, and the remainder being finished in the UK partner institution. Graduates receive a degree awarded by the UK partner institution. Essentially, the difference lies in the length of time spent locally and overseas.

The 3+0 programme is an extension of the twinning programme. It is wholly completed in Malaysia. However, some institutions may have an option for students to spend a brief period at the UK partner institutions. The student completes the entire course in Malaysia and earns a degree awarded by the UK institution. There are significant financial savings as the student does not have to bear the cost of travelling and living overseas.

In 2+1 programmes, the first two years of the course are completed in Malaysia, with the final year in the partner institution in the UK. Similarly, in the 1+2, the first year is spent in Malaysia, with the final two years away in the UK. Students study exactly the same syllabus as their counterparts in the UK partner institution, thereby achieving an equal standard of education.

Dual / Joint award For both dual and joint degrees, the student completes the entire studies in Malaysia. In the case of dual award, the successful student is awarded two degrees for a single programme; each of the UK and Malaysia institutions makes one formally separate award. As for joint award, the UK institution collaborates with a local Malaysian institution in delivering a joint syllabus, leading to one award conferred by both institutions.

Credit transfer The student begins studying in Malaysia, accumulating three to four credits for each subject taken. The student can then transfer the credits to a participating UK university in order to be exempted from taking certain classes. This reduces the amount of time needed to complete the degree in the UK.

The student is generally not committed to a particular university. In some cases, changing courses without losing accumulated credits is possible.

International Branch Campus The branch campus, established by the UK institution in Malaysia, offers selective programmes from the home campus. In most cases, the essence and culture of the main campus, in terms of teaching and by the UK partner learning standards, academic and research, development and innovation excellence, is enforced. Upon completion of the course at the Malaysia campus, the student is awarded a degree which is indistinguishable from those awarded at the UK campus.

Cost of Living in Malaysia One significant advantage for students pursuing studies in Malaysia is the relatively reasonable cost of living. Malaysia is one of the least expensive countries in the world to live in. However, it very much depends on the student’s personal lifestyle. On average, a monthly budget of RM1,200 (USD375) will provide a student with a rather comfortable living in Malaysia.

Accommodation Accommodation per month can cost from RM300 (USD94) to RM500 (USD157). The rental varies depending on the geographical area, type of accommodation (e.g. single, twin-sharing), and facilities provided (e.g. with or without airconditioning).

Food The expenses on food are estimated at RM500 to RM700 (USD157 to USD219) monthly. However, it would be more cost effective if a student cooks and shares the cooking expenses with friends.

Transport Travelling to campus and within the city may cost approximately RM30 to RM50 (USD10 to USD16) per month.

Telecommunication The mobile service providers in Malaysia offer very competitive packages for

different needs. Some even provide special packages for students. On average, a student may spend about RM50 to RM80 (USD16 to USD25) per month on telecommunication.

Study Materials The estimated cost of study materials is at RM50 to RM100 (USD16 to USD31) per month, depending on the nature of course and coursework involved. Higher expenses for reading materials can be expected at the beginning of each semester/ term.

Other Expenses A student should set aside additional RM100 to RM200 (USD32 to USD62) for other expenses like social events, toiletries, movies, etc. This amount varies with the personal lifestyle of each student.

Without a doubt, the cost of tertiary education is financially taxing on students. As the cost increases year after year, it is imperative to make the necessary plans and consider available options to help finance a student’s education. There are many financial aids available to students; the most common being scholarships, grants, study loans and waiver of tuition fee by the education institutions. The following are some of the major sources of higher education funding in Malaysia.

Ministry of Education Bursary Starting from 2012, students who obtain 9A+ and above in Sijil Pelajaran Malaysia (SPM) are eligible for bursaries awarded by the Ministry of Education. The bursary covers the cost of one of the recognised pre-university programmes, including the GCE A Levels offered by governmentendorsed higher education institutions in Malaysia before the students pursue their undergraduate degree at local or foreign universities. Selected candidates will be offered a scholarship from the preparatory stage to the undergraduate degree, subject to the conditions set and the Public Services Department’s (PSD) recognition of students’ choice of studies at the tertiary level. www.moe.gov.my

Yayasan Tunku Abdul Rahman Scholarship

Perbadanan Tabung Pendidikan Tinggi Nasional

Yayasan Tunku Abdul Rahman (Tunku Abdul Rahman Foundation) was set up as a commemoration to Almarhum Y.T.M Tunku Abdul Rahman Putra al-Haj, Malaysia’s first Prime Minister.

The National Higher Education Fund (Perbadanan Tabung Pendidikan Tinggi National, PTPTN) was initiated under the National Higher Education Act 1997 to be fully operational since 1 November 1999. The PTPTN Education Loan Scheme was set up with the aim of providing education loans to students pursuing their studies at local higher education institutions (HEIs). Via this loan, students have the option to either fully or partially pay for their tuition fees and their subsistence for the duration of their study in HEIs. This is in accordance with the government’s mission that no student should be denied entry to a university due to financial constraints.

The scholarship is awarded to students who have completed the first year of a Bachelor’s degree programme at any higher education institution in Malaysia. It covers full tuition fee, monthly allowance, book allowance and annual return air fare to travel back to Sabah or Sarawak for those studying in Peninsular Malaysia or vice versa. www.yayasantar.org.my

The PTPTN Loan offers financial assistance to students based on their level of studies – from diplomas all the way to doctoral degrees. Students are given 5 to 20 years to repay based on the quantum of loan borrowed. Repayment of loan begins six months after the end of the loan period. All applications for PTPTN loans must be done online through the website. www.ptptn.gov.my

The STAR Education Fund The STAR is a staunch advocate of education via its active involvement and organisation of social and educational activities. The STAR Education Fund was launched in 1994 in its mission to offer educational opportunities to excellent, worthy and needy young Malaysian students. The Fund is designed to cover a broad range of fields and disciplines at preuniversity, undergraduate and postgraduate level, professional studies and vocational studies. Advertisements inviting applications for the scholarships usually appears in The STAR newspaper between January and March each year. Short-listed applicants are notified for an interview in the months of April to June. www.thestar.com.my

The Sun-MAPCU Higher Education Scholarship Fund The Sun and Malaysian Association of Private Colleges & Universities (MAPCU) Scholarship Fund is a prestigious and comprehensive yearly plan offered to students of private higher education institutions in Malaysia. It is aimed at financially deserving students with satisfactory academic record, providing them the opportunity of quality private education. Johanna Ramli About your UK-based programme Studying with the University of London International Programmes is ideal for someone who wants to remain in Malaysia while studying the British way. I received subject guides directly from the University itself which detailed the course content and ensured that I studied the same topics as my peers in the UK and around the world. My favourite subjects Auditing was my favourite subject. My auditing class inspired me to pursue audit as a career choice. My lecturer at HELP was interesting, informative and shared real life audit stories with us from her experience working as an auditor. I was particularly attracted by the fact that auditing allows me to draw upon different areas of my study, from accounting, financial management to financial reporting. All these areas are interesting in their own right but even more so when they are integrated within auditing. University life HELP University, the local institution I attended. Had dedicated tutors with expertise and experience. They knew their topics inside and out, making learning intellectually stimulating and straightforward. I enjoyed the independence given to me - in terms of planning my studies in my own time. The course was tough but I very much enjoyed it. At HELP I participated in lectures and tutorials. Having to write essays and complete various exercises and case studies each week that were then discussed at length in tutorials was

very challenging, but hugely rewarding as I was able to get a much more indepth understanding of the topic and discuss any problems I had with it. The tutorials are designed to push you, but are normally enjoyable.

An important skill to survive in a university/ college I recommend that you combine individual studying with some peer group studies. Looking ahead I think having a University of London degree immediately puts your CV at the top of the pile, especially in the Malaysian environment where having the right degree or qualification from a highly recognised, well respected, and prominent university means better chances of securing an interview. I gained my first job after graduation with PricewaterhouseCoopers, Kuala Lumpur, and subsequently moved to PricewaterhouseCoopers in the UK. I believe that having a UK degree helped me to get my job here in the UK. My advice First of all, choose a degree you are interested in and focus. I would definitely recommend studying for a University of London degree. The University of London name and reputation carries a lot of weight and gives you an edge in job applications.

What drives me to succeed in my study: I was inspired by my father who wanted me to obtain a UK degree. My dad’s dream was to send me to the London School of Economics and Political Science, one of the Colleges of the University of London. However, the tuition fees were much lower if I studied locally so the University of London International Programmes was perfect for my circumstances. It allowed me to get a degree from a highly recognised, well-respected university while studying “off campus” – thus combining quality of education and convenience of location. My advice Be ready to shed the baggage and preconceptions from wherever you were before. When you are pursuing a degree, start taking every opportunity that comes your way, whether something you love or something you have never tried before, and do everything to exceed expectations. The world is your oyster now. The choice is yours to either drizzle it with lemon juice and gobble it down, or leave it sitting there until it’s too late to savour. You have to be proactive to achieve your goals and most importantly have a passion for a purpose.

About your UK-based programme It is a three-year program. Law is an extensive subject ranging from archaic subjects such as land law to more contemporary subjects such as human rights law. It is very stimulating as I can see many real life situational applications to my studies. One of the most interesting aspects of law is the challenge of researching it, interpreting it, and not only using it but being able to be critical and analytical of it. My favourite subjects At the moment my favourite subject is Civil Liberties. We are studying civil liberties in the context of the European Convention on Human Rights. I enjoy this subject because what we learn about is essentially human rights laws and their applications in not only the past (the Irish Republican Army), but also very recent contexts (Iraq War). We learn about varying types of rights – torture, slavery, religion and sexuality. As you can tell I have a deep passion for human rights. University life University life can be very engaging and equally it can be very mundane. It all depends on your level of participation and interest. I chose to be very active in the Students’ Union by being elected as the International Students’ Officer. This meant that, aside from my law degree, for the first term of my second year I had up to four hours of meetings a week not including the time I spent preparing for the meetings and planning events or campaigns. However, this turned out to be a very fulfilling experience. Don’t get me wrong – during this time I was under a lot of stress and felt drained but I have no regrets. This experience was one of the best in my life so far. I had the opportunity to meet amazing people from across the globe and I learnt so much from them and from the job.

An important skill to survive in a university/ college Being open to new experiences and being sociable. Most people will tell you to be disciplined, well-organised or hardworking. Don’t get me wrong, these are great skills to get that 2:1 or 1st you’ve been aiming for but I believe that one of the most important things of your University experience is meeting people and broadening your horizon. You will never ever have the opportunity to engage these this many people from such a variety of backgrounds ever again. Looking ahead At the moment I am rather conflicted between commercial law and human rights law. I guess you can imagine the reasons why. However, I am almost certain that I would like to practice law in Malaysia after completing the BPTC in the UK. There truly is no place like home. This may vary with each individual but to me family and friends are very important. As a friend once told me: different strokes for different folks. My advice Relax and be passionate. This may seem like two very different things but it’s important that you are calm and composed when making the leap to University especially in a foreign country. Things are different and you have to be flexible to change and accept things as they are. Equally, you have to be proactive to achieve your goals and most importantly have a passion for a purpose. It can be a passion for anything but as long as you believe in yourself and you are willing to seize the opportunity you will do well. Whatever happens I think you’ll do just fine.

Ushana Institution University of Reading Course Bachelor of Laws LLB(Hons) Stage of course Second year What drives me to succeed in my study: A good paycheck. Haha, well in all seriousness I thoroughly enjoy reading law. I find various aspects of law interesting, from human rights and public law where we learn about the oppression of individual rights in its many forms, to contract law and revenue law where lawyers exercise a level of ingenuity in circumventing the “system”. I have to admit however, the prospect of a good paycheck isn’t a bad motivator either. Three things I’ll never leave home without: A sense of humour, my wits and my iPhone for when both of those fail me. The best thing about being a university / college student: The opportunity to meet various individuals from a wide range of backgrounds and the opportunity to get involved in almost anything. In my first year I joined five clubs – Mountaineering, Caving, Rowing, Law Society, International Society - and I was a course rep for law through the Students’ Union. About your UK-based programme Studying in a UK-based postgraduate programme as opposed to local universities, taught me a lot about UK education system – how it differs and the benefits of it. It definitely broadened my views about the culture and approaches used in UK. My favourite subjects During my undergraduate studies in Malaysia, my favourite subject was the Evolution of Brain and Behaviour. From this module, I was able to learn all about the evolutionary perspective on certain areas of research in Psychology such as attractiveness, parenting behaviour, hormonal influences on behaviour and violence, etc. Also, my other favourite subject was our final year project. This was because I had the opportunity to apply all of the practical skills and the theories I had learned over the first two years of my undergraduate study, and to be able to come up with a research proposal, the design of an experiment, and the collection of data, and finally the outcome of the whole project. It gave me a sense of accomplishment in the end of the entire degree. University life My university life is challenging, satisfying, busy, and full of surprises. It’s all for the better, I mean, without the constant push, or the opportunities to keep myself busy consistently, I don’t think I’d be able to enjoy it as much as I would like or learn as much. So, all in all, I guess the word I’m looking for is ‘rewarding’.

I think when one is in a university, there will always be moments where you’ll be facing some complications or you’ll start questioning the choices you made, and the ability to always look forward, to move on when one fails, and to just remember how fortunate we are to be studying in such an institution. Looking ahead To be honest, I’m not much of a planner, but right at this moment, I think the future is going to be a very interesting journey with lots of opportunities leading to a fruitful career, and lots of travelling around, I hope. My advice To remember that everything will be alright in the end, as long as we keep on trying, and striving to make the best out of every situation, and to remember that there’s always something to learn, regardless how insignificant the event is.

Institution The University of Nottingham Malaysia Campus Course PhD in Psychology Stage of course First year What drives me to succeed in my study: My passion in the field of research. I’m working on retro diction which is a study of people’s behaviours and to understand the cause behind any particular behaviours. Also I love the idea of being able to further investigate into the areas of human behaviour which I’ve always been curious about. Three things I’ll never leave home without: My camera, laptop, and iPod. The best thing about being a university / college student: I guess the best thing about being a university student is the opportunities and chances that you could find and get, not only in terms of education, but also the extracurricular activities, such as organising fundraising events, sports-related events, attending conferences and seminars by speakers from different backgrounds, and ultimately meeting people who are from different countries and cultures from all over the world. I was also part of the pilot batch of Nottingham Advantage graduates, a programme which is designed to make students more viable employees. This programme involves participation in extracurricular activities and also development of competencies and skills crucial for graduate employability.

Without any doubt, the lecturers have vast experience in delivering the modules efficiently. My favourite subjects Contemporary Issues in Healthcare is my favourite subject and without doubt other modules such as Management and Leadership have given me deeper insight into management of people. University life University life is a very challenging one. It requires a great deal of self-discipline to plan, and set priorities and one has to set a balance between “leisure and work”. It does give me a sense of being a student again and to take my studies seriously in order to achieve my mission.

An important skill to survive in a university / college Having undergone a vigorous mental activity, it is important to discipline oneself in time management to ensure deadlines are met. Looking ahead As learning is a lifelong process, I wish to pursue my PhD level in order to achieve my dream to be a knowledgeable and skilful educator, as well as to share my advanced knowledge with my fellow students. My advice As I am currently majoring in nursing, I would like to advise nurses in Malaysia not to stop learning but to continue advancing their education in order to improve the standards of nursing in Malaysia.

Stage of course Second year What drives me to succeed in my study: It has always been my vision to excel in the nursing profession and at the same time, my personal development in life. As it has always been said, learning is lifelong; therefore, I aspire to excel personally and professionally. With the vision in mind, I persevere to increase my knowledge in nursing as well as the healthcare systems and services that can be provided in Malaysia. Besides, I can share this knowledge with the nurses and other healthcare professionals so that the services can be enhanced through teamwork. Three things I’ll never leave home without: I will never leave home without my handphone as it is essential keeping in touch with friends and coursemates as it is a link for us to update our knowledge with regards to matters related to the course. I would also need my diary to remind me of my daily activities. Lastly, I can’t go without my driving licence as it is essential for me to get to my destination such as the library of the University College where I study. The best thing about being a university / college student: The Master in Contemporary Healthcare is a very good course because it provides me with advanced knowledge on health issues, clinical decision making, management and leadership development. The academic writing of the course assignments taught me how to think critically and analytically. It has also enhanced my knowledge on writing research paper. I am glad that I have taken this course.
