«مصر للطٌران» تستأنف رحالتها إلى بغداد

قررت شركة مصر للطٌران استئناف رحالتها إلى بغداد بعد توقف عدة أٌام على خلفٌة مقتل قائد فٌلق القدس التابع للحرس الثورى اإلٌرانى ،قاسم سلٌمانى ،بضربة أمرٌكٌة قرب مطار بغداد الدولى فجر الجمعة قبل الماضٌة. وقالت الشركة إنها قررت مصر للطٌران استئناف رحالتها الجوٌة إلى بغداد اعتبارا من أمس السبت.. على أن ٌتم متابعة تطورات األوضاع األمنٌة أوال بأول بالتنسٌق مع جمٌع الجهات المعنٌة التخاذ ما ٌلزم من قرارات وذلك حفاظا على سالمة الركاب والطائرات. كانت الشركة قد علقت الرحالت ٌوم األربعاء ولمدة ثالثة أٌام ،وعزت ذلك إلى عدم استقرار الوضع األمنى فى العاصمة العراقٌة. قررت وزارة الطٌران المدنى تعلٌق رحالت مصر للطٌران إلى بغداد منذ األربعاء الماضى بسبب تردى األوضاع األمنٌة فى دولة العراق ،ما اضطر وزارة الطٌران إلى وقف الرحالت ــ تبعا لتصرٌحات باسم عبدالكرٌم المستشار اإلعالمى لوزارة الطٌران. أكد عبدالكرٌم أن الهدف الحفاظ على سالمة الركاب والطائرات ولحٌن استقرار الحالة األمنٌة بالمدٌنة خالل الفترة المقبلة بهدف حماٌة االرواح. كانت شركتا الطٌران «الملكٌة» األردنٌة و«الخلٌج» البحرٌنٌة وغٌرهما من شركات الطٌران ،قد أعلنتا تعلٌق رحالتهما من وإلى العاصمة العراقٌة بغداد ،الجمعة. االدارة العامة للعالقات العامة والمراسم الشركة القابضة لمصر للطٌران
األمطار ُتغرق مطار دُبً ..شاهد أغزر أمطار فً تارٌخ اإلمارات
كتب -محمد صفوت شهدت اإلمارات العربٌة المتحدة حالة من الطقس السًء الذي ضرب البالد ،وخاصة إمارة دبً ،وتساقطت األمطار بغزارة حتى أغرقت مهابط مطار دبً ،فً واحدة من أغزر نوبات األمطار التً تشهدها البالد منذ 24عا ًما. وفً مطار دبً الدولً ،أحد أكبر مطارات العالم استقباالً للمسافرٌن ،تعطلت رحالت الطٌران أمس السبت ،بسبب غزارة األمطار التً أغرقت عددًا من مهابط الطائرات. وأعلن المطار ،فً بٌان له عبر حسابه على موقع "توٌتر" ،إلغاء وتأجٌل عد ًدا من الرحالت الجوٌة وتحوٌل رحالت أخرى إلى مطار دبً ورلد سنترال. وكشفت مقاطع الفٌدٌو المنتشرة عبر مواقع التواصل االجتماعً ،تجمعات المٌاه فً مهابط الطائرات ،بعدما غمرت جزءا من ممرات مطار دبً الدولً ،فٌما تعمل السلطات بالمطار على سحب المٌاه التً غمرت بعض أجزاءه. كما تأثرت صباح الٌوم األحد بعض الرحالت بسبب سوء األحوال الجوٌة ،وأعلنت هٌئة الطٌران أنها تعمل ما بوسعها مع شركائها فً الخدمة الستعادة العملٌات إلى كامل طاقتها فً أقرب وقت ممكن مع توقع التأخٌر فً بعض الرحالت خالل الٌوم. وبحسب المركز الوطنً لألرصاد الجوٌة فً اإلمارات ،فإن األمطار سجلت أرقا ًما قٌاسٌة غٌر مسبوقة ،ولم تحدث منذ ما ٌقرب من 24عا ًما ،حٌث بلغت كمٌات األمطار المسجلة فً منطقة خطم الشكلة بالعٌن خالل الٌومٌن الماضٌٌن 184.8ملم ،محطمة أعلى رقم مسجل منذ عام 1996فً خورفكان بواقع 144ملم. وجدد المركز الوطنً ،تحذٌراته من االنزالقات على الطرق ،ودعا إلى أخذ الحٌطة والحذر خاصة على الطرق السرٌعة واالبتعاد عن أماكن جرٌان األودٌة ومناطق تجمع المٌاه.

ذكرت وكالة بلومبرج لألنباء أن السلطات الفلبٌنٌة أغلقت الٌوم األحد مطار مانٌال الدولً لحٌن صدور إشعار آخر. وأوضحت الوكالة أن قرار إغالق المطار صدر بسبب ثوران أحد البراكٌن وٌقع جنوبً العاصمة الفلبٌنٌة مانٌال.

أعلنت هٌئة مطار الفلبٌن ،الٌوم األحد ٌ 12ناٌر ،تعلٌق حركة الطٌران فً مطار مانٌال الدولً ،بسبب نشاط بركانً. وقالت الهٌئة الفلبٌنٌة ،إن حركة الطٌران فً المطار ،ال تزال "قٌد االنتظار" ،بعد انتشار "الغبار البركانً" فً محٌط المطار ومسار الطائرات القادمة والمغادرة من المطار. وقال مدٌر مطار "مانٌال" الدولً ،إن بركان "تال" ،بدأ ٌنشر الرماد بصورة كبٌرة ،ما قد ٌشكل خطورة على رحالت الطٌران ،لذلك قررنا تعلٌق رحالت الطٌران بصورة مؤقتة. أفادت تقارٌر إعالمٌة فلبٌنٌة بأن السلطات بدأت فً إخالء 3مدن فً مقاطعة "باتانغاس" التً ٌقدر عدد سكانها بأكثر من 80ألف نسمة ،وقال المعهد الفلبٌنً لعلم البراكٌن وعلم الزالزل إن البركان أظهر زٌادة فً نشاط تصاعد األبخرة، ما قد ٌؤثر على خمس مناطق رئٌسٌة بالبالد ،مضٌفة أن "ذلك النشاط األخطر حتى اآلن الذي ٌشده البركان منذ السنوات الماضٌة"

شركة طٌران تركٌة تعلق رحالتها إلى أوروبا لهذا السبب
اعلنت شركة أطلس جٌت التركٌة ذات الملكٌة الخاصة عن تعلٌق رحالتها إلى أوروبا حتى شهر مارس بسبب مشاكل مالٌة. وذكرت الشركة فً بٌان نشرته وسائل إعالم تركٌة وترجمته نٌو ترك بوست أنها خفضت رحالتها المحلٌة أٌ ً ضا. كانت الشركة قد جمدت ساب ًقا جمٌع الرحالت الجوٌة حتى 21دٌسمبر ،قائلة فً بٌان "مع نقل الرحالت ً اعتبارا من أبرٌل ،2019كان هناك ارتفاع حاد فً التكالٌف اللوجستٌة إلى مطار إسطنبول الجدٌد والتشغٌلٌة ،مما ٌجعل من المستحٌل التعوٌض لخسائرنا المسجلة فً الفترة ."17-2016 مع نهاٌة فترة عطلة عٌد المٌالد ورأس السنة الجدٌدة ،أخبر مسؤول فً الشركة وسائل اإلعالم ٌوم الخمٌس أن معدالت شغل المقاعد انخفضت مرة أخرى وأنهم قرروا تعلٌق رحالتهم إلى الدول األوروبٌة.

بٌن إٌران وأوكرانٌا ..من ٌعوض عائالت ضحاٌا الطائرة المنكوبة؟ األنباء عن سقوط الطائرة األوكرانٌة التً كانت تقل 176راكبا فوق إٌران ،صباح األربعاء ،تنتشر ،حتى برزت التساؤالت المعتادة ،بشأن التعوٌضات التً ٌحصل علٌها أسر ركاب الحوادث الجوٌة بشكل عام. فكٌف ٌتم تعوٌض عائالت الضحاٌا مادٌا؟ وما الجهة المسؤولة عن ذلك؟ ٌنظم قانون خاص بالمالحة الجوٌة عملٌة تعوٌضات عائالت ضحاٌا كوارث الطٌران من قبل شركات التأمٌن ،فضال عن تعوٌض شركات الطٌران نفسها عن طائراتها المحطمة ،لكن فً حالة الطائرة األوكرانٌة التً اعترفت إٌران بإسقاطها ،مما أسفر جمٌع ركابها قد ٌختلف الوضع قلٌال. وعادة ما تقوم شركات الطٌران الكبرى بتقدٌم تعوٌضات مبدئٌة ألهالً الضحاٌا قبل إجراء أي تحقٌقات ،فً إطار الحفاظ على سمعة عالمتها التجارٌة ومدخالتها ،ومنع انخفاض الحجوزات أو إلغائها. وفً هذا السٌاق ،قال رئٌس الوزراء األوكرانً أولٌكسً هونشاروك ،السبت ،إن أوكرانٌا ستدفع 200ألف هرٌفنٌا ( 8350دوالرا) عن كل راكب إلى عائالت ضحاٌا الطائرة األوكرانٌة من طراز بوٌنغ ،التً تحطمت وسقطت قرب طهران. وأضاف أن شركة الخطوط الجوٌة األوكرانٌة ستدفع تعوٌضات لعائالت أفراد طاقم الطائرة الذٌن لقوا حتفهم فً الحادث. وفً بعض الحاالت تختلف التعوٌضات على حسب أسباب تحطم الطائرة ،بحٌث ترتفع قٌمة التعوٌضات إذا أظهرت التحقٌقات تسبب طاقم الطائرة فً سقوطها ،كما حدث فً تحطم طائرة "إٌرباص" األلمانٌة فوق جبال األلب الفرنسٌة فً مارس ،2015خالل رحلتها من مدٌنة برشلونة اإلسبانٌة إلى مدٌنة دوسلدورف األلمانٌة ،التً أظهرت التحقٌقات أن مساعد الطٌار أسقطها عمدا. لكن ٌفغٌن دٌكنً رئٌس شركة طٌران "ٌوكرٌن إنترناشٌونال إٌرالٌنز" المشغلة للطائرة التً كانت تقوم برحلة بٌن طهران وكٌٌف ،قال" :لم ٌكن لدٌنا أدنى شك بأن طاقمنا وطائرتنا ال ٌمكن أن ٌتسببا بهذه الكارثة الرهٌبة .كانوا األفضل".

2 تعوٌضات من إٌران وأحٌانا ما تقوم الدول نفسها بدور شركات التأمٌن إذا ما ثبت ضلوعها بشكل رسمً فً حوادث الطٌران ،وهو األمر الذي وقع للطائرة المحطمة فً إٌران. وٌعد المثال اللٌبً األشهر فً هذه العملٌة ،حٌث دفعت لٌبٌا تعوٌضات إلى أسر ضحاٌا طائرة الركاب األمٌركٌة التً سقطت فوق قرٌة لوكربً االسكتلندٌة عام ،1988وذلك بعد سنوات من التحقٌقات والمفاوضات والتسوٌة. وتعلٌقا على ذلك ،قال رئٌس الوزراء األوكرانً إن دبلوماسٌٌن أوكرانٌٌن ٌعكفون على دراسة سبل الحصول على تعوٌضات من السلطات اإلٌرانٌة التً لم تتحدث حتى اآلن عن التعوٌضات. وفً نفس السٌاق ،طالب الرئٌس األوكرانً فولودٌمٌر زٌلٌنسكً ،السبت ،بمعاقبة المذنبٌن ،وبدفع تعوٌضات من قبل إٌران التً اعترفت بأنها أسقطت "بالخطأ" طائرة "بوٌنغ" األوكرانٌة. وقال زٌلٌنسكً فً صفحته على "فٌسبوك"" :ننتظر من إٌران ( )...إحالة المذنبٌن إلى القضاء ( )...ودفع تعوٌضات"، و"إعادة جثامٌن الضحاٌا". وعبر عن أمله فً "استمرار التحقٌق بال تأخٌر متعمد ،وبال عراقٌل" ،مؤكدا أن "خبراءنا الـٌ 45جب أن ٌتمكنوا من الحصول" على كل عناصر التحقٌق. أخبار ذات صلة التعوٌض حسب الجنسٌة ورغم أن قانونا واحدا خاصا بالمالحة الجوٌة ٌنظم عملٌة تعوٌضات أهالً ضحاٌا كوارث الطٌران ،تختلف تعوٌضات الضحاٌا حسب الجنسٌة ،فالحد األقصى لتعوٌض أهالً ضحٌة أمٌركً ٌبلغ 4مالٌٌن و 500ألف دوالر أمٌركًٌ ،لٌه البرازٌلً فٌبلغ 2ملٌون و 500ألف دوالر. فٌما ٌتم تعوٌض أهالً الضحٌة الكندي بحد أقصى ٌبلغ ملٌون و 700ألف دوالر ،واألوروبً بحد أقصى ٌصل إلى ملٌون و 600ألف دوالر ،واألسترالً ملٌون و 400ألف دوالر ،والمالٌزي 600ألف دوالر ،والصٌنً 500آالف دوالر أمٌركً ،وفقا لما نقلته مجلة "تاٌم" األمٌركٌة عن جٌمس هٌلً -برات رئٌس قسم الطٌران بشركة "ستٌوارت لو" لالستشارات القانونٌة فً لندن.

3 وفً حالة الطائرة اإلٌرانٌة ،فإن العدد األكبر من الضحاٌا إٌرانٌون وكندٌون ،إلى جانب عدد من األفغان والبرٌطانٌٌن والسوٌدٌٌن ،و 11أوكرانٌا ،بٌنهم أفراد الطاقم التسعة. وكانت أوكرانٌا أعلنت الجمعة أن خبراءها الموجودٌن فً إٌران من أجل التحقٌق تمكنوا من الوصول إلى الصندوقٌن األسودٌن وحطام الطائرة وموقع تحطم الطائرة واتصاالت بٌن الطٌارٌن وبرج المراقبة اإلٌرانً. وشبه كثٌرون هذه الكارثة الجوٌة بتلك التً حدثت فً شرق أوكرانٌا عندما تحطمت طائرة تابعة للخطوط الجوٌة المالٌزٌة فً 2014فوق منطقة النزاع المسلح بٌن المتمردٌن االنفصالٌٌن الموالٌن لروسٌا ،لكن موسكو تواصل نفً أي مسؤولٌة لها. وكتب النائب األوكرانً الموالً للغرب فولودٌمٌر ارٌٌف على "فٌسبوك" ،أنه "تبٌن أن إٌران أكثر تحضرا من روسٌا" ،مشٌرا إلى أن "طهران اعترفت بذنبها خالل 3أٌام ،بٌنما ال تزال روسٌا تواصل محاولة التملص من القضٌة". من جهته ،قال أولٌكسً دانٌلوف سكرتٌر مجلس األمن والدفاع القومً األوكرانً لـ"فرانس برس" ،إنه ال ٌملك معلومات عن نوع الصاروخ اإلٌرانً الذي سبب تحطم الطائرة.

Emirates airline, Etihad Airways cancel flights to the Philippines All Emirates airline and Etihad Airways flights to and from the Philippines on Monday have been cancelled due to the eruption of Taal Volcano. Etihad Airways passengers, who were scheduled to fly from Manila to Abu Dhabi in the early hours of Monday morning, have been provided with hotel accommodation. Oman Air has also suspended all flights to and from Manila from Sunday “until further notice”, with refunds and flight transfers available on all flights booked on or before January 12, travelling through to January 22. Aviation officials said they were working to resume flights at Manila's main international airport, which was shut down on Sunday due to the risk posed to planes by the volcanic ash. Some 240 flights have been cancelled so far, snarling plans for tens of thousands of people travelling through the Ninoy Aquino International Airport. Emirates flights affected include EK332 Dubai to Manila; EK333 Manila to Dubai; EK338 Dubai to Cebu to Clark to Dubai; EK334 Dubai to Manila; and EK335 Manila to Dubai. A statement from the airline said: “Customers connecting onto the flights to Manila, Clark and Cebu in Dubai will not be accepted to travel at origin until further notice. Customers have the option to change their bookings up to seven days for tickets issued on or before January 12, 2020.

The most powerful explosion in recent years was the 1991 eruption of Mount Pinatubo, about 100 kilometres northwest of Manila, which killed more than 800 people. Ethiopian Airlines to expand into Chinese market
Ethiopian Airlines is planning fly to three new Chinese destinations such as Chongqing, Shenzhen and Zhengzhou, Xinhua reported. "Ethiopian and the Chinese government are working in collaboration to expedite the approval process and ET will start operation right away once it secures the permit," an Ethiopian Airlines official said. Even the official added that ET plans to expand its current operations to China by increasing its flight frequencies to popular destinations such as Guangzhou to twice daily. Ethiopian currently operates daily passenger flights from Addis Ababa to Guangzhou and Beijing and three-times-a-week passenger flights to Chengdu. Ethiopian Airlines has five cargo and passenger flight destinations in China - Beijing, Hong Kong, Shanghai, Chengdu, and Guangzhou. It was among the first African airlines to start flight services to China. Ethiopian Airlines plans to increase the number of weekly flights to Chinese cities to 50, which is expected to be fully completed by the end of 2020. Recently, Ethiopian Airlines has unveiled a series of measures to boost its presence in the Chinese market, which is already ET's single largest air market.

Grasshopper Swarms On Approach Give Ethiopian Airlines 737 A New Paint Job An Ethiopian Airlines Boeing 737 struck a hungry swarm of grasshoppers late last week, rendering much of the aircraft’s fuselage a nice smear of brown. It might sound trivial but these grasshoppers are big and swarm in their millions. When an aircraft runs into them, they can block visibility from the cockpit and cause significant damage to the aircraft. Luckily, in this case, the plane landed safely. The incident on Thursday, 9 January 2020 was noted in AeroNews. The aircraft, a Boeing 737-700 registered ET-ALN, was operating flight ET363 from Djibouti to Dire Dawa. This flight is the 11.00 Ethiopian Airlines daily flight from Djibouti to Addis Ababa via Dire Dawa. Whilst on approach to Dire Dawa the aircraft initially ran into a small number of grasshoppers. There were enough of the grasshoppers for them to be noted but not enough to dissuade the crew from continuing the approach. Then the aircraft hit the main swarm.

2 East Africa is having a problem with grasshoppers East Africa is having a problem with grasshopper swarms. In addition to being aviation hazards, they munch their way through the region’s crops and are a threat to food security. The UN’s Food and Agriculture Organisation (FAO) says the grasshoppers are the worst they have been in 25 years. Swarms are forming in eastern Ethiopia then moving throughout the region. The FAO says these grasshopper swarms can be up to one kilometre wide, contain up to 80 million hungry little pests, and travel up to 130 kilometres per day. When Ethiopian Airlines ET363 hit the swarm, the grasshoppers were ingested into the engines and significantly reduced visibility from the cockpit windows. The crew attempted, with mixed success, to use the wipers to clean the cockpit’s windshields. There were two attempts to land in Dire Dawa resulting in go-arounds before the decision was made to divert to Addis Ababa where the plane landed safely some thirty minutes later. There were no reported injuries to passengers or crew. Dire Dawa bound passengers were accommodated on alternative flights.

3 Insect swarms can be a danger to aircraft Insect swarms such as the incident outside Dire Dawa last week present several threats to aircraft. Firstly, they can damage engines and block intake points. Secondly, they can obscure windscreens. Larger, modern jet aircraft can theoretically overcome this, being able to land in near-zero visibility. Reduced visibility is a real problem for smaller aircraft whose pilots often navigate visually. In addition to blocking windshields, large swarms can obscure landmarks on the ground. Insect swarms such as these also attract feeding birds. Birdstrike, as we’ve seen over and over again, are a significant threat to aircraft large and small. The aircraft, ET-ALN, spent several hours on the ground in Addis Ababa after landing last Thursday. Later that day it operated a scheduled service between Addis Ababa and Entebbe before resuming full service over the weekend. Just like the decision to replace VAT with Sales Tax, the relaunch of Zambia Airways has been postponed many times on account of poor projections and planning-all in the midst of an adamancy to implement the decision regardless of the views of critical stakeholders. The government claims to have a comprehensive business model and financial projects, but these have not been presented to key stakeholders or the general public, the same way as the much talked about sales tax simulations which were never made public. Considering the government’s fiscal position and Zambia’s current economic situation, CTPD will continue to advise the government to halt its decision to relaunch Zambia Airways and focus on improving its plans through background work and stakeholder consultation, until such a time as would be economically and fiscally allowing for the relaunch. This recommendation was arrived at after detailed assessments of the economic environment, fiscal position, and case studies of South African Airways, Ethiopian Airlines and Malawian Airline, the latter being a classic case of an Ethiopian partnership which has failed to generate profits. It has also been established that the Ministry of Transport and Communication, and IDC are not in agreement concerning the appropriate business model. CTPD is also concerned that even at this stage, the financing options for Zambia Airways continue to be elusive. Considering the recent default on only US$1.4 million towards servicing the African Development Bank (ADB) loans and drag in sourcing funds for electricity importation from South Africa, Zambians should indeed be wondering how government seeks to finance the lease of plans and operations of Zambia Airways.

2 It is surprising that government has continued to push for the relaunch of Zambia Airways through establishing a board of directors and recruiting employees who are already drawing salaries, when the general public does not know the source of these funds. If Zambia Airways is to succeed, government should become more accommodating of divergent views for the betterment and refinement of their plans. We therefore urge the government to make public the business plan, the lease agreement, the management agreement, and MOUs signed with Ethiopian Airlines and others because they are a number of local aviation experts who are well able to advise government on these critical areas. CTPD also advises IDC and the Ministry of Transport and Communication to stop ignoring public concerns regarding the decision to relaunch Zambia.

India's GoAir waives cancellation, rescheduling fees for Oman flights Indian budget carrier GoAir will waive cancellation and rescheduling fees for its flights to and from Oman until January 14, following the passing of Sultan Qaboos, the airline has announced. "As the Sultanate of Oman mourns the demise of its honourable leader Sultan Qaboos bin Said Al Said, there might be some traffic disruption in Muscat, the capital city, for the next three days," GoAir said in a statement. GoAir operates daily direct flights to Muscat from Delhi, Mumbai and Kannur, the newly opened airport in northern Kerala. "GoAir is offering full waiver on cancellation and rescheduling charges for flights to and from Oman," the airline said. GoAir also operates direct flights to Dubai, Abu Dhabi and Kuwait in the Middle East from multiple Indian cities, including Delhi, Mumbai and Kanuur. Sultan Qaboos bin Said Al Said passed away on January 10 at the age of 79. Prime Minister Narendra Modi on Saturday expressed his condolences, describing him as a "beacon of peace for the region". India has also declared one-day state mourning as a mark of respect to Sultan Qaboos. India’s federal ministry of home affairs )MHA( has said that India will observe state mourning on January 13 as a mark of respect. The spokesperson for MHA said that the Indian flag will be flown at half-mast throughout the day and there would be no official entertainment on Monday.
